    &lt;p&gt;This invitation to tender is for a report on The Open Landscape. The report is to be one of a series of high profile reports JISC is commissioning to inform the UK FE/HE sector on key issues relating to digital infrastructure. &lt;/p&gt;
    &lt;p&gt;The report must build on existing knowledge, signpost research and guidance, cite evidence, and be accessible to key audiences within the sector as appropriate to each report. &lt;/p&gt;
    &lt;p&gt;JISC will publish it as a JISC Digital Infrastructure Directions report and promote it widely. It will be subject to quality assurance processes appropriate to the topic and purpose of the report. Tenderers should note that:&lt;/p&gt;
    &lt;ul&gt;
      &lt;li&gt;A draft report structure will be required part way through the contract. The project plan should assign time for liaising with the JISC lead at this stage so that appropriate adjustments can be made. &lt;/li&gt;
      &lt;li&gt;A high level executive summary will be required, and where necessary, a very accessible introduction to contextualise the contents to provide an argument for why it needs to be taken seriously and the value/impact it will have within the sector. &lt;/li&gt;

    &lt;p&gt;Proposals may be submitted by &lt;acronym title='Higher Education'&gt;HE&lt;/acronym&gt; institutions funded via &lt;acronym title="Higher Education Funding Council for England"&gt;HEFCE&lt;/acronym&gt;, SFC, &lt;acronym title="Higher Education Funding Council for Wales"&gt;HEFCW&lt;/acronym&gt; and &lt;acronym title="Department for Employment and Learning"&gt;DEL&lt;/acronym&gt; Northern Ireland, and by &lt;acronym title="Further Education"&gt;FE&lt;/acronym&gt; institutions funded via &lt;acronym title="Department for Business, Innovation and Skills (BIS)"&gt;BIS&lt;/acronym&gt;, SFC, DFES Wales and &lt;acronym title="Department for Employment and Learning"&gt;DEL&lt;/acronym&gt; Northern Ireland. &lt;/p&gt;
    &lt;p&gt;With regard to bids from Scottish institutions, SFC has applied a significant budget cut to JISC in 2011-12 AY.  Following consultation with Scottish institutions, SFC has requested that the impact of this budget cut falls on the number of innovation projects JISC is able to fund at Scottish institutions, rather than to cut or increase charges for national services, such as &lt;acronym title="Joint Academic NETwork"&gt;JANET&lt;/acronym&gt;, JISC Collections and JISC Advance. Whilst Scottish institutions therefore remain eligible to bid for project funding in response to this call, depending on the quality of the submissions, JISC may need to limit the number of projects awarded to Scottish institutions.&lt;/p&gt;
    &lt;p&gt;Proposals may be from single institutions or consortia unless indicated otherwise in the relevant call. Partnership arrangements may be developed outside the sector (for example with research council sites, publishers, commercial suppliers), but the lead partner must meet the criteria outlined above.
