			<content:encoded><![CDATA[<p>During the October 27, 2009 chapter business meeting, Steve Lewin proposed an amendment to the constitution which would allow inactive members to have the right to hold chapter office. Steve described current circumstances which were making it difficult to recruit new members to the executive board. Members who no longer officiate actively still serve the chapter and membership as assessors but the current constitutional framework prevents these individuals from serving on the executive board.</p>
<p>In addition, we discussed making minor administrative changes which would allow the chapter president the discretion of appointing board members in cases where elected board members vacate during their term. Present wording requires the chapter president to fill vacancies via appointment. The executive board strongly recommends membership <a href="http://nymisoa.com/library/constitution_prop_oct09.html" >endorse the modifications as indicated here (color coded changes)</a>.</p>
<p>This notice satisfies the requirement for written notification to the membership. The modification will be voted up at the next scheduled business meeting on November 16, 2009.</p>

			<content:encoded><![CDATA[<p>As the regular season is drawing to a close, conference and NCAA playoffs are approaching. Please take a minute or two to familiarize yourself with the special requirements of the NCAA Rules Book regarding playoffs. Specifically,</p>
<ul>
<li>Tiebreaker Procedure of Penalty Kicks (Rule 7.1.2)</li>
<li class="nobullet"   style="list-style-type:none;list-style-type:none;">
<ul>
<li>Coin toss determines who kicks first or second. We recommend the referee chooses which goal the kicks will be taken at before the game with the governing sports authority.</li>
<li>10 different kickers are selected. If all 10 kickers take kicks, the order of taking kicks must be repeated.</li>
<li>The goalkeeper may not be replaced during the taking of kicks unless injured. The injury must be verified by an attending physician or certified trainer with approval from the governing sports authority.</li>
</ul>
</li>
<li>Accumulated Cautions (Rule 12.18)</li>
<li class="nobullet"   style="list-style-type:none;list-style-type:none;">
<ul>
<li>Player eligibility is to be determined by the governing sports authority. In some cases, coaches will ask the referee team whether a player is eligible to play because of their accumulated cautions. Please review the referenced rule and be prepared to advise the governing sports authority representative accordingly. If there's any doubt or question about a player's eligibility, allow the player to participate and file a report with the governing sports authority.

			<content:encoded><![CDATA[<p>Apparently, there is still confusion about substitutions in the last five minutes of a match. From Cliff McCrath:</p>
<blockquote><p>Not sure how 'inconsistency' slipped into the situation. Rule 3.6.2. is explicit: If the LEADING team makes a substitution the clock stops. No debate. It doesn't matter whether the losing team initiates substitutions or is substituting on its own or chooses to substitute at the same time…the minute a substitute from the LEADING team substitutes the clock stops. Rule 3.6.3. is equally clear: It addresses the issue of either team substituting when neither is LEADING…i.e. a tied game: the clock does not stop. If there is any issue whatsoever it may relate to the fact that the committee didn’t add a 3.6.4. (before the current one) and separate the tie situation from the reference to the 'losing' coach. When the rule was introduced the committee believed it was clear enough to include both the tie and the losing coach reference in one rule. If it will help we’ll separate the two in the 2010-11 book.  Once again, if either team is not leading i.e. 'winning' the game the clock is not stopped on any substitution. If one team is leading and that team substitutes during the last five minutes of the second period only the clock stops…regardless whether the losing team substitutes.</p>

<blockquote><p>This email is to inform you that the NAIA approved new standards for behavior during all NAIA competition.  To address an officials' role in these standards, we have developed an explanation document and an online ejection reporting system to facilitate the filing of those incidents.</p>
<p>Game official’s communication - <a href="http://www.championsofcharacter.org/d/NAIAChampionsofCharacter_OfficialsMaketheCall.pdf" >This document</a> explains to officials how important their role is to the NAIA and conduct in competition. We are asking every game official to assist the NAIA in its mission to change the culture of sports and ensure a better game through better sportsmanship.</p>
<p>Online ejection report form - The NAIA has set up one central location through NAIAHelp where a game official can fill out the <a href="http://www.naiaforms.com/?action=form&amp;parameters=5" >ejection form online</a>.  The report will then be forwarded to the appropriate conference commissioner.</p>
<p>We need your help!  Please communicate this information to all officials who are involved in NAIA competition.  The NAIA has communicated with all NAIA conference commissioners and athletics directors regarding the new standards and the ejection reporting system.</p></blockquote>
<p>There are few, if any, NAIA institutions in the metropolitan New York area but if you are assigned an NAIA match elsewhere, please conform to their requirements.</p>

			<content:encoded><![CDATA[<p><img hspace="1em"  align="right"  class="alignright"  src="http://nymisoa.com/photos/mccrath_thumb.jpg"  alt="Cliff McCrath"   style="float:right;margin-left:1em;"/>The NISOA Executive Board unanimously approved the decision by President Joe Miller to appoint C. Cliff McCrath as the new Executive Director of NISOA effective September 1, 2009.  This decision was made at the annual convention.  Cliff has an outstanding history as a coach at Seattle Pacific University and member of the National Soccer Coaches Association of America (NSCAA).  In addition, Cliff currently serves as the soccer rules editor for the NCAA and is responsible to both coaches and officials on rules interpretations and protests.  Cliff has been inducted into the National Soccer Hall of Fame by both NISOA and the NSCAA.</p>

			<content:encoded><![CDATA[<p>Please be sure to confirm your match venue. Several schools have changed their game sites and others have not even decided where they are playing yet. Medgar Evers is splitting their matches between the Aviator Soccer Complex and Old Boys and Girls High School on Rutland and Troy in Brooklyn. St.Joseph's in Suffolk has scheduled a few of their matches in October at the Centereach Soccer Park on Horse Block Road.</p>
<p>The ECAC website is NOT very clear to everyone when it comes to WHERE the teams are playing.</p>
<p>Be sure to read your GAME NOTICE completely and look for alternate game sites or COMMENTS concerning the venue. Calling the school to confirm the site is also a GOOD IDEA!!</p>
