The erosion of banking secrecy is no the only illness affecting the health of the Swiss economy. Switzerland is also suffering from a variety of other problems, some of which of such a serious nature that many multinationals are re-examining the advantages of remaining in Switzerland.

Criticism is rising concerning the different tax regimes in operation in the different cantons, which compete to attract the multinationals and foreign holding companies.

  src="http://pagead2.googlesyndication.com/pagead/show_ads.js">

This loose federated system is under attack by the European Union, of which Switzerland is not even a member; the EU considers it to be unfair competition.

The companies surveyed evinced anxiety over the uncertainty over the political direction Switzerland will take. The Swiss only narrowly voted for bilateral agreements with the European Union permitting the free flow of workers into Switzerland from any EU country, and the integration into the Schengen space. The result has been a stark degradation in the employment market, as well as precipitous rise in criminality and disorder. In all the major Swiss cities, open air drug dealing and violent crime has risen sharply, prisons and police forces are overwhelmed, and at the same time real-estate prices and rents have exploded as Switzerland welcomed 300,000,000 potential buyers onto its market. Previously, Switzerland’s laws forbid the acquisition of property by nonresidents.

Multinationals have often chosen to set up their European headquarters in Switzerland not only for tax advantages but for the standard of living it offered its expatriates — a major selling point in its global recruitment efforts. The decline in living standards, along with overcrowding, housing shortages, regular traffic jams, rising criminality and other social problems previously unknown here, are causing companies to reconsider their presence here.

A change in the tax structure may just be the last straw. Finance Minister Hans Merz (who was responsible for the UBS bailout) has proposed instead of changing the regime of cantonal prerogatives in taxation, to rather appease EU concerns by proposing to abolish or modify the statutes regulating domiciled or holding companies. The cantons would be forced to raise their taxation of these types of companies. The Swiss government has been doing a lot appeasing of foreign governments over the past year. In Switzerland the Federal government (following almost a Chinese-style model) is not elected by the people.

SwissHoldings director Peter Baumgartner laid particular stress on the fact that the large international companies are seeking ’above all a legal and fiscal stability,’ and that this stability is absent in Switzerland.

However the current problems affecting international companies based in Switzerland go beyond potentially shifting tax structures –which well-paid accountants have always been able to navigate– and overlap with the current problems facing almost every other Swiss citizen: and these problems, extensive in nature, will require a major change in direction of Switzerland’s currently mismanaged foreign policy and economy.
Higher unemployment in neighboring France, Italy, and Germany have resulted in substantial increases immigration of workers seeking jobs in Switzerland. The National Bank of Switzerland (BNS) recently published a study of the trend, linking the wave of immigration to rising property prices and rents. The BNS is one of many government organs or agencies whose federal workers have lifetime employment with indexed salaries.

According to a report by Wuest & Partner, over the past 3 years, rents have risen by more than 10% in Geneva, Lausanne and Zurich. Across all of Switzerland renters appear to have been the most penalized by the trend of rising property prices. In Switzerland only one third of households are property owners.

Geneva, Lausanne, Vevey, Aigle, Zurich and Lugano are among the 10 regions with the strongest rise in the number of resident foreigners. According to the OFS (the federal bureau of statistics) the trend has accentuated steadily over the past 4 years, with 2008 the year with the largest wave of immigration since statistics were collected. The immigrants came mainly from neighboring European countries.

The BNS however refrained from venturing a precise quantitative relation between the flux of new immigrant workers and the extent of the rise in rents. Rather, they limited their conclusions to anodyne observations on the ineluctable relationship between supply and demand.

The Europeans who have moved to Switzerland over the past several years have occasionally chosen to purchase their lodgings, in which case their purchases have influenced the rising prices of small multifamily houses or villas or apartments.

A percentage of the new immigrants do not seek residence in the urban centers but rather in small tax shelter cantons like Schwytz or Zug. There has been a substantial rise in the already high property prices in Zug resulting from the phenomenon of European immigrants seeking fiscally advantageous domiciles. It has forced a substantial number of indigenous residents out of the town because of the rising prices.

According to the BAK in Basel, the property shortfall in the affected areas will result in a drop of roughly 20% in available properties for purchase or rent, causing further rises in property prices and rents.

The most jobs were lost in the luxury industries and watch making sector with the unemployment rate skyrocketing nearly 300% in a period of 12 months. Also the number of unemployed increased by roughly 150% over the same 12 month period. Workers in energy and real estate saw the number of their unemployed double over the past year.

The relative scarcity of jobs compared with the same period in 2008 or 2007, has resulted in governmental discussion as to whether to increase the length of paid unemployment compensation. Currently the maximum period is 440 days. The Socialists and the Workers Party would like to see it returned to 520 days.

Another measure under consideration is the raising of the legal limit for partial unemployment – which permits companies to reduce the working hours (and salaries) of staff while keeping them on the payroll. The loss in salary is compensated by unemployment insurance.

In this new context, Web 2.0 is creating a growing space of new services essentially without limits. Content is disseminated by all kinds of networks at higher and higher bandwidth.

But in order for our economies and societies to enter this new networked phase — « always on » — there are several conditions which must be satisfied.

One of the priorities is the training of engineers and managers to produce the advances necessary in the techniques permitting the continued deployment of digital technologies and to find economic and social paths to sustainable development.

The waves of new inventions and technologies like iPhone, Youtube, Twitter, Facebook, etc. have become daily companions of the natives of the digital community.

Information professionals and IT experts with multidisciplinary competencies in management or communications are still very difficult to find on the Swiss or European market. Further, it has proven difficult to motivate students toward these fields, still seen as too technical. The creation of subsidiaries of the HES following the professionalizing logic of the universities according to the Bologna Bachelor- Master principles has not been sufficient to respond to the rising demands of companies for qualified IT engineers with an appreciation of the Web 2.0 world and its required skill sets.

It therefore remains vital for the Swiss economy to promote the fields of IT engineering, information sciences and computer technologies to students and to emphasize the larger multi-disciplinary aspects of these studies with respect to management information systems and I.T.

The development of I.T. technologies and innovations in telecommunications, information systems and computer software will have a direct bearing on whether Switzerland maintains itself as a country producing value-added products and services. To accomplish this Switzerland will need to invest more heavily in developing its education and training programs to insure an adequate supply of I.T. professionals, engineers and managers.

To stand out and succeed in getting an interview and ultimately getting a job offer, much more effort and attention to detail is required. Increased labor supply and decreased demand have resulted in company HR stafff and recruiters becoming much more strict in their requirements.

The economic slowdown in Switzerland has given rise to changes in the job search process. As a result of fewer recruitment advertisements with job opportunities, HR staff at employers have tightened their requirements for candidates responding to job vacancies.

Job seekers all know that making the cut of CV selection is a key step and that recruiters typically spend only a few minutes – sometimes only a few seconds—scanning each dossier.

More than ever, it’s important that when responding to a job offer, the link between your response and the job offer is clear and evident to the recruiter. Do your work experience and your education should obviously correspond to the criteria in the job advertisement? Is your professional experience compatible with the company’s culture?
At this stage, often half of the CVs and dossiers received are discarded.

To maximize the job seeker’s chances of getting the maximum attention from HR he should take the requisite care on his motivation letter. Put out front in concise and clear argument the elements of your career which match up with the position being offered, with results and figures if necessary (for instance in a sales management job vacancy).
Avoid talking about your career objectives if they don’t align to the job being proposed.

The second important phase is the telephone call from the recruiter for clarifications and setting up an appointment. HR staff appreciate candidates ready to react rapidly. Being unavailable for an in-depth interview for weeks to come is a good way to drastically reduce your chances of being offered the job.

The interview, if one gets that far, is crucial and the goal is clear. Before the interview, evaluate your interest and your motivation for the job, be clear about your availability and notice period, think well in advance about your salary expectations and if relevant test appropriately your language skills. Most importantly, prepare in advance for the likely questions you will be asked about your professional career and experience and how you will respond.

According to recent studies of work habits in Switzerland by Zurich’s EPF, the Swiss have turned the page on the era of the long term employment close to home.

Employees are now not only changing jobs frequently but also seeking them or accepting them farther away from home, endorsing the notion that mobility and flexibility are factors in career advancement.

The study’s authors claim that current workplace demands, which have increased considerably with globalization, have made professional work in Switzerland more dependent on mobility.

Many recruitment agencies have noted that the attractiveness and enjoyability of a candidate rises considerably with willingness to travel.

RH consultancies note that the reasons most often appreciated by employees are the company culture and diversity of the job description; thus the reasons most often cited for leaving a job are absence of a good work environment, monotonous workload. Salary is usually secondary.

Bucking the trend of downsizing and layoffs, part of the industry of precision machine tools – hat which treats machines destined for agri-business, rail transport or medicine—are little affected by the economic slowdown.

This contrasts strongly with companies producing precision mechanics for the luxury watch industry where jobs have been had hit, with many companies in the Jura laying off thousands of workers.

However, globally across the precision tools industry in Switzerland, there is very strong demand for mechanics skilled in tooling pieces in metal or plastic. In Romandy alone (the French-speaking parts of Switzerland) the labor bureau estimates the market is lacking roughly 400 skilled mechanics.

In the precision tools industry a mechanic who works in the manufacture of machine tools for fabricating precision parts is in high demand. The Swiss market on the whole requires roughly 25,000 such skilled precision mechanics. The Vocational training that produces them is largely by apprenticeship and as a result, in the French-speaking regions of Switzerland, where apprenticeships are not highly esteemed as educational qualifications—there are few students choosing to be trained in this field.

Company spokesmen and government labor offices say it’s a shame, because the precision machine industry, the electronics and the metallurgy industries are big employers in the Swiss economy, and the jobs in these fields offer high salaries and good career prospects.

The machine tools, electronics, and metallurgy industries together employ 320,000 people in Switzerland across over 400 companies. In Romandy alone, these industries are responsible for 50,000 jobs.

In the luxury industry, both Zenith and Metalor have indicated they intend to cut further staff. The luxury watch maker Franck Muller already shook up the Romandy region of Switzerland with the announcement of a 50% reduction in the company’s 450 strong workforce.

Zenith and Metalor have announced 120 a total of 120 job losses between them. The two companies say that falling orders for luxury watches and jewelry are the cause. They had each already made job cuts several months back.

The job cuts hit the canton of Neuchatel particularly hard. Neuchatel has a large proportion of the luxury brands headquartered there.

Metalor, specialized in precious metals (present in both Neuchatel and Marin) will be laying off roughly 50 staff.

Zenith is a subsidiary of LVMH and the spokesman indicated that the substantial difficulties that the sector is experiencing are behind the job losses. All branches of the business are affected by the cuts and all levels of the company. Zenith also let go 20 staff in January of this year.

The companies have not divulged their financial situation but analysts evaluate sales for 2008 at roughly 100 million francs. It is difficult to determine the extent of the decrease in sales, but sector analysts say it is roughly 30%. Zenith is also strongly present in the US market where sales have declined as much as 50%.

Metalor is one of the main suppliers of Rolex and explains its financial straits in similar terms – the morose state of the luxury sector. Zenith’s firing of 50 staff adds to the 40 they let go in late 2008. Metalor employs 460 people in Switzerland and 1300 worldwide.
For 2008, the company made a profit CHF 62 million on sales of 330 million.

When a company seeks to recruit a manager, press advertisements often remain of top importance.

Agencies specialized in recruitment in Switzerland claim that if you want to reach top managers, publishing newspaper ads is still a Swiss tradition – “he who thinks, reads,” goes the adage.

Figures seem to corroborate this. Recruitment specialist Mercuri Urval has conducted a study every year for the past five years, analyzing the results of diverse recruitment campaigns. According to their study, in 2008, roughly 40% of managers were hired in a recruitment process via the press. For top managers the percentage rose to 45%.

For the highest echelon of managers, recruitment often passes bypasses advertising entirely.

In spite of the increasing number of websites specialized in recruitment, press advertising remains one of the most successful means for top companies to advertise jobs in Switzerland when the position they are recruiting is an executive position.

Studies indicate that two-thirds of executives regularly read the press. Recruitment specialists, HR experts and economists agree that the employment pages in newspapers are a good barometer of the general economy.

Undeniably, the internet has become a key recruitment venue and has cut substantially into press revenues for advertising. Online recruitment companies are fond of publishing studies showing that nearly 60% of recruitment now takes place online.

The subtlety however is in which jobs are more suited for online recruitment and which jobs are more suited for or a more elitist approach. Clearly, for jobs in IT and telecommunications, as well as engineering, the overwhelming majority of job opportunities are to be found in online recruitment sites.

Recruiters prefer to recruit via the internet for many types of profiles : it’s less expensive and one receives hundreds or candidatures from around the world. Some recruiters say it’s unmanageable.

An advantage of recruiting through press advertisements, which are more costly than career advertisements on the internet job boards, is that a recruitment vacancy in the press is less focused and addresses itself not only to the executive who reads the paper but to his entourage – wife, family, friends….

Finally, the motivation of a candidate applying for a job via the internet is often different. The internet applicant applies for a position with a few mouse clicks, attaching his CV and clicking send. For important positions where the personality and the motivation of the individual are of key importance, internet applications are often seen as lacking in a personal touch.

Top companies already began shedding jobs last autumn. Nonetheless, as often happens in downturns, some companies are also hiring as well. The paradox is that companies look at the business downturn as an opportunity to better optimize the company competitive position, firing less performing staff and hiring others.

At Gerard Perregaux 22 employees were let go since December, at Movado 60 employees lost their jobs, at Zenith 25 employees…. The suppliers of the luxury brands are hurting as well since there are fewer sales and is less work overall. At the end of March, Roger Dubuis, a Richemont brand, laid off 65 workers, mainly in micromechanics, and last week, Franck Mueller announced layoffs of 84 workers out of a total of 500 jobs in the Geneva area.

Some companies are resorting to partial unemployment, such as Cartier.

But as entrepreneur Nicholas Hayek has said, ‘there are employees you absolutely cannot afford to lose,’ and along with the intermittent dismissals of staff at the luxury brands, there is the concomitant appearance of job advertisements and vacancy notices in the press and on their job websites.

Specifically, one still sees job ads for apprentices and qualified employees in production, micromechanics, setting, industrial design, and other areas. And employment agencies report that their luxury watch company clients tell them despite the bad economy, if they see a master watchmaker profile to send them the CV right away.

HR and recruitment specialists say that it’s the marketing and communications staff that gets cut first.

Hublot, for example, recently announced that after firing 6 staff in accounting and administration they were planning to hire 9 other staff in other areas.

From a job seekers point of view, one can surmise that in times of crisis, when companies have less budget, a general background or non-specialist experience lead to the greatest risk of job security. For example in luxury watch making, assemblers are at much greater risk of losing their employment than qualified watch makers, who have a much more elaborate vocational training and are much more difficult to replace.

Another common practice in bad economic times is to get rid of interim staff and consultants. Swatch Group and Richemont have both employed this strategy, as well as Rolex; they have all allowed the contracts of fixed term staff to expire without renewal.
Rolex has over 900 temporary staff, which provides a substantial cushion in crisis times against having to cut the jobs of regular employees.

Companies whose business is providing temporary staff, such as Adecco, have seen their business volume decreasing substantially.

In Geneva, HSBC will be moving over 1000 of its employees to a new business center in Blandonnet near the Geneva Cointrin Airport, a new office complex which is expected to become an important concentration of jobs in the canton of Geneva.

Already several top brand name companies have set up offices there, among them Ralph Lauren, IBM, L’Oréal, and the TCS. HSBC will begin the big move next year. HSBC will thus be regrouping a total of 1300 jobs in the new complex. HSBC employs more than 2000 staff in Switzerland, of which approximately 1550 are located in Geneva.

One of the directors of HSBC Switzerland, Claude Brodard, remarked that every year, HSBC Switzerland has added between 150 and 200 new professional jobs. In 2008, which was a bad year for most, HSBC Switzerland grew by 17% over 2007.

Currently HSBC is spread out over 12 different sites in Geneva: there are 530 employees in the offices on rue de Lausanne, 210 more in the HSBC building on rue Montbrillant, 160 additional employees in the stately offices on quai General Guisan which look out over the lake, another 160 jobs are in the rue des Noirettes complex which also houses UBS, still another 140 jobs are located in the premises on quai Wilson on the Eaux Vives side of the lake, 130 workers are in other ‘main offices’ at rue Alfred Vincent, and finally another 300 employees are dispersed over offices at rue de la Synagogue, place Longemalle, quai Mont Blanc, rue du Rhone, and rue de la Navigation.

Pictet Bank had a similar problem years ago, which it solved by building a huge office complex in Acacias. Mirabaud also consolidated, regrouping all its jobs in one premises one Plainpalais.

Evidently, HSBC’s decision to move over a 1000 jobs to the new Blandonnet center near the airport has overjoyed the developers RI Realim, who had considerable difficulties filling it. The 30,000 square meter center is now headquarters for companies like Gillete, Procter & Gamble, Verisign, Bacardi, and some NGO’s.

The third building of the center – the one in which HSBC will move – has not yet been completed. Already 75% rented by its agent SPG Intercity, the new building housing HSBC will also be home to L’Oréal, which is regrouping 200 jobs there. Transocean – the American oil drilling firm—will be settling its career professional in the same building.

The new office center will house a total of 4500 workers, meaning Blandonnet will extend over more than 85,000 square meters. The center is putatively equipped with high tech cabling infrastructure, as well as modern central heating and ventilation, which means windows that don’t open.

Apparently HSBC HQ in London carefully studied the proposal, worried over the proximity of the huge oil storage drums nearby, one of which exploded in 2005, but they concluded that there was no danger. Beginning in mid 2010, HSBC’s staff will move to the new premises, which can accommodate up to 1270 employees. The Bank is said to have paid between CHF 500-600 the square meter for the new office space, which means a yearly rental price of roughly CHF 10 million, a lot of money for offices with windows you can’t open. The Bank expects to economize at least 10% in comparison with current costs attendant on 12 dispersed office locations.

“What salary should I request for a job in Switzerland?” — it’s a question a lot of people from outside Switzerland try to answer. Salaries in Switzerland are higher than elsewhere? Myth or reality?

Most surveys estimate that salaries in Switzerland for skilled workers are generally two or three times higher than in most other European countries. In 2006, the salary in Switzerland averaged 5674 Swiss Francs, it’s approximately 68k Swiss francs per year. So, Switzerland has a relatively high level of pay. However, the Swiss cost of living is also very high compared with countries in the EU.

For job positions like executives, experts, managers and specialists, the average salary ranges from 4700 (Hotels, Restaurant…) to 11,220 Swiss francs (banking and financial sector). The most qualified earn almost 7400 Swiss francs, averaging all sectors of activity together.

In 2006, the best salary was on the banking and financial sector but with the global economic crisis and recessionist tendencies, probably the average salary will go down. Though it isn’t certain since a lot of banks have been giving out bonuses during the crisis. Top management may have some trouble but since they earn a lot more than any employers one can’t predict the future salary in this sector.

You can’t convert you’re current salary to swiss francs, indeed… it’s the same job but you must take into account the cost of living in Switzerland. Your net pay will be higher in Switzerland than in France: all social security deductions – pension systems, unemployment insurance represent 13-15% of the salary and it’s about 23% in France.
In Switzerland, payroll taxes related to health insurance are paid in full by the company but you have to pay your contribution to health insurance (LaMal)… it’s mandatory so you need to purchase one.
Between 2005 and 2006, the salary has increased in Switzerland by 0.1% (all professions and sectors). Maybe you think, it’s the crisis in 2008 so we can use this statistics of the SFO (2006). Actually it’s right; some studies indicate for 2008 a pay increase of 2.6% over the previous year.
The government has made available on Internet some tools to calculate salary for a region
Salary in Geneva

Fears around the employment market will play a significant role in the vote on 8 February. Despite the support of economy and trade unions, the “yes” to freedom of movement is now doubt in the middle class of Switzerland that the influx of skilled workers worried.

Entry into force in 2002, expanded in 2005, the free movement of people has changed the Swiss labor market.

According to the latest barometer of employment published in late November by the Federal Statistical Office (SFO), Switzerland had, 3rd quarter 2008, 1.3% of employed more than a year earlier.

An increase resulting primarily from the increased number of foreign workers (+4.0%), the Swiss number increased only slightly (0.4%).

Absorbed by an economy operating at full capacity in recent years, the European workforce has also diversified.

Gone is the cliché of the Portuguese bricklayer, now 58% of workers who come to settle in Switzerland are graduates, against 36% in 1997.

But what happens on the Swiss labor market during this financial crisis?

This fear haunts now also the middle class, traditionally more open to Europe.

In the latest survey of the institute devoted to gfs.berne popular vote on February 8, and it appeared that his position was “the reluctance of the refusal.” What political scientist Claude Longchamp explained by the presence of increasingly skilled foreign workers.
A study by the Center for Business Cycle Research at the Swiss Federal Institute of Technology Zurich (KOF) shows that between 2002 and 2007, gross domestic product (GDP) in Switzerland recorded an annual increase of 0.16% above what would have happened without the agreement. The same study also indicates that the movement did not decrease the level of nominal wages, or increase the rate of unemployment among the Swiss.
But the assumption that European workers are the first affected by the crisis in Switzerland seems to be confirmed. In November, the net migration fell by 28% compared to the previous month. The fall was particularly marked in Germany (-40%), which are the most numerous among EU citizens to seek their professional happiness on the Swiss market of employment.

In Lausanne, TV talk show and game show hosting as well as newscasting (which has more or less become convergent with gameshow hosting with regards to the required skill sets), screenwriting, and producing are now the subject of serious schooling in the canton of Vaud.

Beginning in January 2009, Lausanne’s AccèsStudio is offering a full training program to prepare would-be audiovisual professionals for careers in television, in particularly hosting.

Twenty students will be chosen (assuming at least 20 apply) for the program which will extend over 20 weekends each consisting of 16 hours of coursework.

For a tuition of CHF 10,000, the students will have coaches from Paris as well as native Swiss coaches who will teach writing for television, as well as leading debates, hosting, creating program concepts, as well as developing one’s screen presence and other topics.

The objective (at least for the students) is to provide job opportunities in television. Jobs in TV production and programming are hard to come by in Switzerland, as the state subsidized TV networks have a stranglehold on

the audiovisual market.

Residents in possession of any piece of electronics capable of receiving television programming are summarily taxed CHF 500 / year in a legal racketeering scheme which brings in over $ 1 billion / year to the designated state channels. There are few professional alternatives outside of the state networks and getting a foot in the door of a career in television is very difficult. Knowing someone influential on the inside can secure you at least a temporary job.

In the absence of connection, the new TV school is designed to help young professionals get a job in the Television industry.

Classes will take place at the Hotel Alpha Palmier and recording sessions will be done at Rouge-TV. As to whether or not the training program will open doors to jobs at the TV stations,
the School’s directory are enthusiastic.

After the announcement of AccèsStudio’s new private tuition, the ever-proactive TSR (the state TV station for the French-speaking part of Switzerland) announced that they will be reviewing the training they give their TV hosts.

Major corporations and multinationals based in Switzerland are scaling back their workforce as the economy turns sour and consumption declines. Jobseekers have fewer opportunities on the horizon.

The employment market in Switzerland has begun deteriorating. Official statistics from November released this morning by the SECO (an organ of the Swiss Federal Government) showed new jobs creation grinding to a halt and unemployment rates rising to 2.7% from a previous 2.6%.

The employment index, calculated by the HES of Soleure and the University of Zurich on a mandate from the company Monster, showed a 5 point drop in October, its first drop since 2003.

The economics professor Yves Fluckiger, director of the Employment Observatory of Geneva, believes that the number of unemployed will grow by 30,000 – 40,000 persons within the next 12 months. The unemployment rate is thus expected to rise to 3.5% - 3.6%. In fact, over the next 4 – 6 months, the unemployment statistics will mostly be hit by the already jobless who will have greater difficulty finding work in a market which is tightening up and go into bunker mode.

Off balance by the recessionist economic perspectives, companies are scaling back hiring, resulting in fewer opportunities for those without jobs to get off unemployment.

Added to this, recruiters and analysts of the job market say, will be an increase in companies laying off workers.

The Regional Placement Offices (ORP) claim that they are already seeing these tendencies. The federal government has already been sending out circulars advising regional placement offices to increase their staff (at least they are hiring !) to deal with expected rise in the number of unemployed who will need assistance in finding a job.

The canton of Fribourg is already seeking to hire several new placement case officers.
Neuchatel’s two placement offices currently employ 40 staff and are in the process of recruiting 4 more placement advisors. They say they may hire more in 2009.

The canton of Geneva’s placement centers employ roughly 200 staff – making them an important source of employment for Geneva – and have not yet launched any new job offers but sources say they will be hiring more staff for 2009, according to Patrick Schmied, the director of the Office Cantonal de L’Emploi.

On average, a placement officer handles 100 jobless candidates at the same time. In December 2007 Switzerland had 131 regional placement offices for the jobless and employed a total of 2500 persons. These offices handled a total of 436,000 unemployed seeking a job.

Pharmaceutical giant Merck Serono is extending its Romandy-based biotechnology facilities, building a new center in Corsier-sur-Vevey and dadding several hundred new jobs.

Merck, founded in Germany in the 17th century, acquired Serono from the Bertarelli family in 2006 for over $10 billion last year in a highly publicized acquisition.

Merck Serono will spend roughly half a billion Swiss francs to construct a 3rd and fourth biotech center.

The new centers are to allow Merck Serono to design special molecules for treating various pathologies such as colon cancer. By 2012 Merck expects to ramp up production of Erbitux – a new cancer drug.

The arrival of the new centers was not without controversy – various associations like Greenpeace and WWF unsuccessfully fought the construction of the new buildings, mainly over the issue of genetic modification of organisms and problem of disposal of bio-organisms (particularly in the water).

But the opposing arguments of economic benefits for the region and job creation won out.

The two sides ultimately compromised with the pharmaceutical giant agreeing to make public the data on any pollutants and the water purifying facilities in the area were improved.

With the new center in Vevey, which already houses Nestle’s lakeside world headquarters, 200 new jobs will be added to the already existing 300 jobs in the current facilities.

The headquarters of Merck Serono are in Geneva, and they provide jobs for researchers, scientists, engineers, biologists and laboratory workers.

Economists predict return to healthy employment in 2010.

According to diverse institutes and Swiss research centers, Switzerland will enter recession in 2009. The Créa – a macroeconomic institute based in Lausanne — is predicting growth of –0.6% for 2009. The Créa analyzed the deceleration of the economies in the USS and continental Europe and concluded that if emerging economies have so far avoided the consequences of the global financial crisis, they will not continue to do so for long.

Their opinions are not unanimously shared. The BAK and the KOF are predicting anemic growth of .7% and .3% respectively. The Seco – the federal government’s organism – has predicted growth of ‘less than 1%’. Credit Suisse analysts are predicting growth of roughly 1%, and UBS analysts say that growth in Switzerland in 2009 will be roughly 0.2%. (Whatever growth there may be, all commentators agree that is unlikely that UBS will contribute anything to it.)

The Swiss economy will take a big hit in 2009, say analysts, due to strong drops in exports, as well as to the inexorable rise of the Swiss franc, as flight from less fiscally reliable currencies creates a run up in the national currency. The decline in exports and the ensuing decline in company order

books is likely to result in more unemployment and less consumer spending, meaning that jobs in Switzerland may be fewer and work may be less well paid.

Pundits say that the economy will not return to health until 2010, when growth is expected to rise above 0.5% and job growth should recur (the BAK predicts 1.7% growth for 2010). The optimism for 2010 is partly attributed to the Swiss Federal Government’s generous gift of more than $60 billion of public money to UBS, to stave off their bankruptcy and prop up their ledgers, in return for which the public will have a claim on just under 10% of the Bank’s stock should they return to health.
Economists and commentators are deducing that if the Federal Government is willing to hand over in cash about 20% of the entire market capitalization of UBS in return for 10% of the stock, this must mean that Swiss government is willing to spend prodigally to get the country out of the crisis.

The other signs that are encouraging analysts is the real estate market, which has so far been largely spared of a large speculative bubble, and Swiss industry.
The same analysts now conclude that the financial sector, which previously provided a large percentage of work in Switzerland, will decline to roughly 2% of Swiss jobs by the end of next year. For the Lausanne – Geneva axis, the BAK predicts a growth of 1.9% this year and 0.7% in 2009. According to the same analysts, jobs in the luxury watch industry will continue to grow due to new demand from emerging economies, though the growth will be less dramatic than the double digit growth experienced over the preceding years.
