Iran Sends ‘Nuclear Proposal’ to U.S. via Qatar

A senior Iranian official told Reuters on Thursday that his regime has sent a “nuclear proposal” to the United States via intermediaries in Qatar.

The Iranian source said the proposal stipulates the United States must unconditionally capitulate to Tehran’s “seven demands” before the proposal can be considered. Iranian security chief Mohsen Rezaei made a similar comment while visiting Russia on Thursday for a meeting with Russian President Vladimir Putin.

“On the issue of diplomacy, ​we have announced seven conditions to the Americans. As long as they ‌do ⁠not execute our seven conditions, we will neither open the Strait of Hormuz nor have negotiations,” Rezaei declared.

Emboldened by the Democrat Party’s victory in the United States’ midterm elections, Iranian Supreme National Security Council Deputy Secretary Ali Bagheri said on Friday that his regime will demand immediate and extensive concessions from the United States before engaging in further negotiations.

“It is the right of the Islamic Republic of Iran not to be satisfied with the Americans’ paper commitments before entering a new arena of diplomacy. Iran must see with its own eyes the practical actions of the United States, and once these actions are observed, the ground will be open for opening a new chapter,” Bagheri said.

A regime official threatens to unleash chaos through “foot soldiers” across Europe and the United States.

Mohammadtaghi Naghdali, a member of the Islamic Republic’s parliament, said people already on Western streets are ready to punish American, Israeli and European politicians.

He declared that the regime would use every available force to execute the Supreme Leader’s commands. Its response, he warned, would have “no geographical limitations” and could come through missiles or “visible and hidden hands” positioned near its enemies.

His threats were explicit:

The Islamic Republic considers people inside Western societies potential “foot soldiers.”
The regime intends to exploit anger and unrest across Europe and the United States.
Its “hidden hands” are supposedly already close enough to strike its enemies.
Its military should update its “target bank” of American and Israeli financial and strategic assets.
Negotiations are “nothing but deception” and represent weakness.
“A nuclear warhead is our inalienable right” should become the regime’s new slogan.

Naghdali is not a fringe activist. He is a member of the parliamentary Judicial and Legal Commission who was sanctioned by the European Union after supporting executions for protesters and helping advance restrictions against independent media.

His statement exposes how the Islamic Republic views open Western societies. Political polarization, radical movements, criminal networks and street unrest are not merely propaganda opportunities. They are vulnerabilities the regime believes it can weaponize.

This does not mean every anti-Israel or pro-Palestinian protester works for the Islamic Republic. It means regime officials openly see radical elements within these movements as potential instruments for intimidation, disorder and violence.

The operational model already exists.

Western intelligence services have repeatedly warned that the IRGC and the regime’s intelligence apparatus recruit local criminals, gang members and teenagers to conduct surveillance, arson and assassination plots.

Iranian handlers can remain outside the targeted country while criminal intermediaries recruit disposable local operatives through encrypted messaging platforms. Some recruits act for money, others for ideology, and many may never understand the larger operation.

These networks have been linked to plots against Jewish institutions, Iranian dissidents, political figures and military facilities. More than 50 people were reportedly arrested in Britain over a 12-month period in connection with suspected Iranian operations.

American prosecutors have also uncovered IRGC-linked murder-for-hire plots involving non-Iranian operatives recruited to assassinate political figures and opponents of the regime.

This structure gives the Islamic Republic what it values most: low-cost violence with plausible deniability.

Naghdali has now supplied the political language behind that strategy. The regime sees people already living inside Western countries as instruments of hybrid warfare.

His simultaneous embrace of nuclear weapons, unrestricted retaliation and hidden operators is the warning. The Islamic Republic is preparing to export confrontation beyond the Middle East and the Persian Gulf while keeping its fingerprints away from the violence.

Bagheri also pushed the regime’s narrative that the U.S. disrupted the agreement reached in the June Memorandum of Understanding (MOU), although it was clearly Iran that broke the agreement by attacking civilian ships in the Strait of Hormuz.

Iran’s “seven conditions” are essentially the U.S. side of the MOU from June, with absolutely no reciprocal obligations for Iran. In other words, Tehran expects the United States to give it everything promised by the MOU while Iran continues to violate the agreement with impunity, until further U.S. concessions persuade the regime to make additional promises.

The seven conditions include an immediate halt to all American and Israeli military action in the Middle East, especially Israel’s operation against the Hezbollah terrorists of Lebanon; immediate and complete lifting of the U.S. naval blockade against Iran; immediate lifting of all U.S. sanctions against Iran; the release of all Iranian financial assets frozen in overseas banks; the removal of most U.S. military forces from the Middle East; payment of war reparations to Iran; and concrete steps to ensure the U.S. can never launch military action against Iran again.

Iranian armed forces chief of staff Maj. Gen. Ali Abdollahi on Tuesday floated a modified version of Iran’s demand that would require five of the seven conditions to be met immediately and unconditionally by the United States, including the end of all U.S. and Israeli military operations, lifting sanctions and the blockade, unfreezing Iranian assets, and paying war reparations.

Abdollahi also said the U.S. must recognize Iran’s total sovereignty over the Strait of Hormuz, and accept Iran’s plans to extract “fees” from international shipping.

The Iranian official who spoke to Reuters did not say much about the “nuclear proposal” Iran was willing to consider after its seven demands are met. Other Iranian officials have described them as “concrete proposals,” but have refused to provide details.

The leftist newspaper the New York Times (NYT) reported on Tuesday that a growing number of hardline Iranian clerics are urging the regime to repudiate the farcical “fatwa against nuclear weapons” issued by former Supreme Leader Ayatollah Ali Khamenei in 2003 and begin openly developing nuclear bombs, so it is possible that Iran’s “concrete nuclear proposal” is nothing more than a vague promise to leave Khamenei’s “religious order” in place – while continuing to develop large stockpiles of uranium to near-weapons-grade levels.

Isabel Díaz Ayuso, the President of the Autonomous Community of Madrid reportedly affirmed to the press before the start Monday’s event that it would be “Pedro Sánchez’s last” October 12 parade. Earlier this month, the socialist Prime Minister called for a snap election that will take place on November 29.

Revolutionary aspirations aside, the use of the protests to boost the electoral prospects of the hard left also continued on Thursday. Top-polling presidential candidate of the hard-left LFI faction Jean-Luc Mélenchon made a personal appearance at the Paris march on Thursday, his arrival characterised as being “flanked by his lieutenants” as he was “greeted with great fanfare by a crowd of supporters chanting his name”.

It was stated that moments before his appearance, a majority of Communist lawmakers in France — a separate political party even to the left of the socialist politician — had declared their allegiance to Mélenchon, saying they would back him rather than the leader of their own party in next year’s presidential elections.

More protests are slated to follow. On Saturday, marches have been called in France and across Paris, and later this month on the weekend of the 20th, 21st, and 22nd, pan-European French-style protests have been announced. Representatives from leftist groups from the United Kingdom, France, Italy, Spain, Portugal, Belgium, and Greece met in Paris to discuss plans and agreed on coordination and demands, which are said to include funding for welfare, pro-migration policies, ending military equipment spending, taxing the wealthy, and environmental demands.

Mayor Ali Rabeh – of the Génération.s party and who holds dual Moroccan-French citizenship – responded on France Inter by arguing that existing hate-speech rules under the 1881 press law are insufficient. He proposed amending Article 24 to punish those who present groups, “by reason of their origin or belonging to a religion, an ethnicity or a supposed race,” as agents of a process of replacement of an “alleged native white French people” by immigration or the descendants of immigration.

Rabeh explicitly linked the shooter’s language to the Great Replacement, which was first described by Renaud Camus. He said the National Rally had “ideologically armed” the attacker. He suggested that, if necessary, the Constitution itself should be amended.

The Great Replacement “is not a theory, but the name for a phenomenon that I consider the most important of our time. With this chrononym we can describe our era of the beginning of the 21st century to characterize the century as that of the Great Population Exchange, comparable to the Great War, the Great Depression, and the Great Plague,” said French philosopher and author Renaud Camus.

The same day, Green deputies Sabrina Sebaihi and Steevy Gustave deposited a bill in the National Assembly, and a parallel text was filed in the Senate by Akli Mellouli. The proposals would specify that provocation to discrimination, hatred, or violence can arise from remarks invoking “the replacement of one population by another or the necessity of a remigration” when they designate a group as a threat because of origin or real or supposed ethnic or national belonging.

Penalties would be aggravated for elected officials or candidates, resulting in up to three years’ imprisonment and a €75,000 fine.

Other voices argued the proposals criminalize demographic reality rather than a supposed “conspiracy.” Commentators noted that INSEE data show substantial foreign-national and immigrant shares in Trappes, at approximately 30 percent. However, the proportion of ethnic French is far lower than the data suggests, with INSEE refusing to publish statistics on second-generation migrants with French citizenship. In reality, most reports indicate that ethnic French are very much in the minority in the city.

Constitutionalists such as Benjamin Morel and Anne-Charlène Bezzina warnedthat the texts risk a disproportionate restriction on free expression, that existing incitement-to-hatred provisions already cover clear cases. Morel also writes that the Constitutional Council or European Court of Human Rights would likely strike down such a measure due to freedom of speech in Europe.

Camus says the Great Replacement is “not a theory”

Renaud Camus, the writer who coined the phrase, has continued to insist the underlying phenomenon is real and observable, distinguishing it from unfounded conspiracy claims.

In an interview released last week in the German newspaper Welt, he stated that the Great Replacement “is not a theory, but the name for a phenomenon that I consider the most important of our time. With this chrononym we can describe our era of the beginning of the 21st century to characterize the century as that of the Great Population Exchange, comparable to the Great War, the Great Depression, and the Great Plague.”

He further stated: “My opponents may reject the term, but they admit the fact. Even Jean-Luc Mélenchon speaks of creolization. Everyone admits that the composition of the population in France has changed.”

Remigration advocates view the legislative push as confirmation that authorities prefer to suppress discussion of the scale and consequences of post-war migration rather than address integration failures, security issues, or public opinion. They point out that the same political forces have, on other occasions, spoken positively of demographic “créolisation” or the “new France.”

The Great Replacement is also not merely a “lofty theory” discussed among a niche group of right-wingers, but a mainstream and recognized development by the French public. Polling shows that 60 percent of the French believe the Great Replacement is occurring, which involves the replacement of ethnic French people with people from Africa, Asia, and other countries.

Under such a law, even France’s most famed author, Michel Houellebecq, could face prison time if he were to call the Great Replacement a “fact” again, as he did in 2022.

Whether the proposals to criminalize discussions of the Great Replacement actually advance in a fragmented National Assembly remains uncertain. What is clear is that the left is actively preparing such measures, and should they gain power, many citizens, including politicians, could be headed to prisonfor simply describing a clear and undeniable statistical reality taking place across Europe.
