<p>Westchester County Legislator Bill Burton (D-Ossining) and other community leaders joined educators, parents, business leaders, and childcare advocates at Ossining&#8217;s Market Square on Thursday, July 15, at 6:00 pm to protest cuts to childcare funding being made by the County Executive. The programs that are in danger include the Westchester County Child Care Scholarship program (created by the Board of Legislators) and Title XX child care, a federal program that helps countless families. In addition, the County Executive has drastically increased parental contributions, from 15% to 20%.</p>

Irritation with unnecessary fees is the No. 1 reason consumers switch banks,  according to a recent survey by Javelin Strategy and Research.</p>
<p>&#8220;Stopping  useless fees forever is a smart way to make your money go further,&#8221; says J.J.  Montanaro, a certified financial planner with USAA. &#8220;The savings can add up to  hundreds of dollars a year, which can be used to pay your bills instead of your  bank.&#8221;</p>
<p>To get a grip on what fees your bank is charging, Montanaro  suggests carefully reviewing your most recent checking and savings account  statement.</p>
<p>If you&#8217;re paying these five fees, it&#8217;s time to look for a bank  that doesn&#8217;t charge them.<span id="more-623"></span><br />
<strong><br />
1. Overdraft fees</strong></p>
<p>While the new <a href="https://www.usaa.com/inet/ent_blogs/Blogs?action=blogpost&amp;blogkey=newsroom&amp;postkey=new_overdraft_rules">overdraft  rules</a> that went into effect on July 1 requires financial institutions to  notify customers of their options to opt-in to overdraft fees, finding a bank  that chooses to opt-out of the &#8220;opt-in&#8221; legislation can save you cash. Some  banks &#8211; like USAA Federal Savings Bank &#8211; have eliminated overdraft fees on ATM  and debit transactions entirely.</p>
<p>However, if you&#8217;ve decided to opt-in to  overdraft fees, you&#8217;re not out of luck. Many banks provide overdraft protection  &#8211; allowing purchases exceeding your account balance to be pulled from your  savings account or put on your credit card. Check with your bank to see if this  service is free. If so you&#8217;ll <a href="https://www.usaa.com/inet/ent_blogs/Blogs?action=blogpost&amp;blogkey=newsroom&amp;postkey=new_overdraft_rules">avoid  overdrafts</a> and avoid having your purchase declined.</p>
<p>If you choose a  credit card as your back-up payment option, be sure to pay off your balance  immediately to avoid paying interest, Montanaro adds.</p>

<p><strong>2. ATM fees</strong></p>
<p>If  the ATM you use is not affiliated with your bank, that ATM&#8217;s bank may charge you  for ATM/debit card withdrawals or other transactions. While a $1.50 to $3 ATM  fees may seem nominal when you really need to access your cash, they can add up  quickly.</p>
<p>Some banks allow you to use any ATM without charging fees. If  your bank doesn&#8217;t, plan ahead and only withdraw money from ATMs affiliated with  your bank. Or you could take advantage of fee-free, cash-back options now  offered at some local grocery or convenience store chains when making a  purchase.</p>
<p>Better yet, switch to a bank that reimburses you those fees.  For example, USAA rebates up to $15 a month in ATM fees &#8211; a perk that could add  up to $180 a year in savings.</p>
<p><strong>3. Check fees </strong></p>
<p>Cut fees by quitting  checks, or at least using less of them. Unless your bank offers free checks,  switch to paying bills electronically. This usually fee-free service allows you  to pay bills anytime and anywhere you have access to a secure Internet  connection.</p>
<p><strong>4. Minimum balance fees</strong></p>
<p>Your bank may expect you to keep  a minimum balance in your account and charge you a fee if you slip below. You  can side-step these fees by carefully matching your situation with the account  requirements. For instance, look for an account that waives the fee for direct  deposit of your paycheck, or find an account with no minimum balance  requirement.</p>
<p>&#8220;In addition, take advantage of helpful tools such as free  online financial management tools, account alerts sent via e-mail or text  messages that are triggered when your account runs low,&#8221; Montanaro  says.</p>
<p><strong>5. Fine print fees</strong></p>
<p>Are you charged a fee for monthly account  maintenance, or does that bill you receive in the mail each month cost extra?  &#8220;It pays to sweat the small stuff and fully understand what your bank is  charging you,&#8221; Montanaro says. &#8220;Instead of paying your bank to send you a paper  bill each month, see if you can sign up to receive it electronically for free.  This option will save you money and can make it easier to keep track of your  statements.&#8221;</p>
<p>Montanaro adds that investing time to manage <a href="https://www.usaa.com/inet/ent_blogs/Blogs?action=blogpost&amp;blogkey=newsroom&amp;postkey=putting_members_first">banking  needs</a> and find a bank that doesn&#8217;t overwhelm you with fees can add up to  real savings of potentially hundreds of dollars each year. &#8220;In times like these,  it&#8217;s important to make every dollar count and ensure it&#8217;s working for you &#8211; not  your bank.&#8221;</p>

<p>Few of these  products come close to the long-term benefits of installing a <a href="http://www.ufpi.com/product/enerflex/index.htm" target="_blank">radiant barrier</a> in  your attic. There&#8217;s even a federal tax credit (available on your 2010 federal  tax return) to help you recoup a portion of your purchase price, saving you up  to $1,500.<span id="more-621"></span></p>
<p>A radiant barrier works in your home similar to the way a  reflective foil car shade works in your car. Just as a car shade keeps the  interior of an auto cooler when it&#8217;s parked in the sun, radiant barriers keep  your home&#8217;s interior cooler when installed in your attic where the sun&#8217;s radiant  energy is absorbed.</p>
<p>The Florida Solar Energy Center has conducted  numerous studies on radiant barrier installation and found that, under peak  daytime heat conditions, the total heat transfer allowed down through attics can  be reduced by as much as 40 percent, which can significantly reduce a home air  conditioning system&#8217;s cooling loads.</p>
<p>Of course the design of your home  makes a difference: Whether it is a one-story or two-story home, the home&#8217;s age,  the type of roof, whether your roof has shade, your HVAC system&#8217;s efficiency,  the type of insulation installed and local energy rates all contribute to your  potential for individual cost savings.</p>

<p>The warmer months provide a good  time for consumers to take advantage of the potential benefits of radiant  barrier installation, according to Rick Jordan of EcoRite Products, a major  radiant barrier manufacturer.</p>
<p>&#8220;I don&#8217;t know of any product that is this  easy to install that does as much for reducing the stress on your heating or  cooling systems as a radiant barrier,&#8221; Jordan says. &#8220;On average, attics that  have radiant barriers installed are 30 degrees cooler than they were before the  product was installed. That equates to a significant amount of heat that is not  baking down through the ceiling of a home, causing the air conditioner to work  harder.&#8221;</p>
<p>Experts say the use of radiant barriers dates back at least 50  years, with some of the earlier concepts developed by NASA. Home builders and  scientists have known for decades the benefits of <a href="http://www.ufpi.com/product/enerflex/how.htm" target="_blank">foil-based radiant  barriers</a>. In recent years, green builders in particular have latched onto  the concept, routinely specifying and installing radiant barrier products in the  attics of the homes they build to help reduce the overall carbon footprint of  the structures.</p>
<p>Universal Forest Products, one of the nation&#8217;s largest  building products companies, has created an entire division dedicated to  products for do-it-yourself consumers. The company recently introduced an ENERGY  STAR rated product, called Enerflex Radiant Barrier, that is easy enough for  almost anyone to install, with no special tools required.</p>
<p>&#8220;Enerflex looks  a lot like quilted aluminum foil. It is made of a durable, highly reflective,  double-sided material that you install to the underside of a roof between the  rafters. From an installation standpoint, it couldn&#8217;t be easier,&#8221; Jordan says.  &#8220;There is no need to secure the product with adhesive, so installation moves  quickly.&#8221;</p>
<p>Jordan notes that the federal government offers a tax credit  that&#8217;s worth investigating. Qualified taxpayers can save 30 percent of the cost  of installing a radiant barrier &#8211; up to $1,500 -through the American Recovery  Tax Credit.</p>
<p>&#8220;Installing a radiant barrier should be viewed not so much an  expense as an investment. Homeowners are paid back over time through <a href="http://www.ufpi.com/product/enerflex/utilitybills.htm" target="_blank">lower utility  bills</a>, particularly in the summer, but wintertime savings can also be  realized,&#8221; Jordan says.</p>
<p>In the winter, a radiant barrier basically  performs in reverse, helping to keep rising heat from the home&#8217;s interior from  escaping through the roof. Radiant barriers typically are twice as effective in  the summer months as in winter months.</p>

<p><strong>Carefully follow label directions when  applying topical flea and tick treatments</strong></p>
<p>Make sure to follow the  manufacturer&#8217;s weight recommendation &#8211; you don&#8217;t want to put too much product  (or too little) on your dog by misjudging the weight. Use the entire tube on one  animal &#8211; don&#8217;t split one dose between several animals. Never use a dog product  on a cat, and if you have both animals, you need to keep them separated for 48  hours after applying treatments. Read the label carefully and don&#8217;t be afraid to  call the manufacturer if you have questions.</p>

<p>County Executive Robert P. Astorino, Board Chairman Ken Jenkins of Yonkers,  Vice Chairman Lyndon Williams of Mount Vernon and Legislators Alfreda Williams  of Greenburgh and Vito Pinto of Eastchester joined together at a news conference  to detail ways county residents can help.<span id="more-303"></span></p>
<p>The magnitude 7.0 earthquake has affected about 3 million people in Haiti  – one-third of Haiti&#8217;s population – and devastated the capital city, killing an  unknown number of people and destroying buildings.</p>
<p>“Our hearts and prayers go out to the people of Haiti and all  of their loved  ones everywhere, especially here in Westchester,&#8221; said Astorino. &#8220;As this  tragedy has unfolded, people across Westchester have continued to ask, &#8216;How can  I help?&#8217; Toward that end, we have posted information on this Web site. In the  days ahead, we will monitor the situation closely to see what other ways we can  help.&#8221;</p>

<p>Jenkins said, “The thoughts and prayers of Westchester’s residents go out to  the families directly affected by this tragedy. As the immediate relief effort  is underway in Port-au-Prince and the surrounding areas, the Westchester County  government is working with local community-based organizations, clergy leaders  and caring residents from all parts of our county to identify needed resources.   As a county, we are more than ready to extend our help to the people of Haiti to  the extent that we possibly can.”</p>
<p>Lyndon Williams noted that he is the representative to the largest population  of Haitian immigrants in Westchester, saying: “I am truly saddened by the  catastrophe that has hit Haiti, causing the tremendous destruction of one of the  jewels of the Caribbean. At this point, the best way to help is through a  financial donation. Unfortunately during times such as these there are some who  try to talk advantage of the situation.  The County has compiled a list of local  relief efforts for concerned residents who wish to donate their time, finances  or necessities in response to the tragedy.”</p>
<p>Alfreda Williams said, “We should all say an additional prayer for the many  selfless Westchester residents who were volunteering their time in Haiti when  the earthquake occurred, and for some, whose safety is not yet known. I  encourage all residents to reach out to one of the many international aid  agencies currently on the ground in Haiti to ask how they may be able to help  the rescue and relief effort. Westchester residents will do everything we can &#8212;  as soon as we can &#8212; to help the people of Haiti recover.&#8221;</p>

<p>&#8220;In the early 1900s, there were probably only about half a million deer  spread out all over the country,&#8221; says James Messina of Messina Wildlife.  &#8220;Today, there are more than 15 million. Deer, it turns out, adapt quite well to  life in suburbia. Keeping them away from residential and commercial landscaping  can help everyone &#8211; deer and homeowners &#8211; to co-exist more happily  together.&#8221;<span id="more-301"></span></p>
<p>With no place to go and not much left to eat in the dead of winter, deer can  wreak havoc in your backyard and destroy new buds and leaves before they ever  have a chance to grow. As seasons change, the preferred food sources of deer  change as well.</p>
<p>Deer develop new browsing trails as food sources change with the seasons, and  repeatedly follow them through the season until new food sources begin to  appear. That&#8217;s when the deer drama begins ….</p>
<p>Whitetail deer can consume, on average, 12 pounds of foliage a day. And in  the winter, when natural food sources are scarce, they&#8217;ll give homeowners more  trouble than any other time of year. The more snow we get, the worse the problem  becomes. A winter of consistent snow coverage is great for bulbs and perennials,  but evergreens face the toughest challenge from hungry deer looking to  survive.</p>

<p>Deer are creatures of habit, and contrary to popular belief, the majority of  them do not migrate. Bucks are known to travel more than 100 miles, but does  will stay within the same three to four square miles for their entire lives.  This means the deer you see this year are probably the exact same deer you saw  last year. It also means that once they&#8217;ve found a food source, potentially  yours, they&#8217;ll be back time and time again.</p>
<p>Fend off deer by applying <a href="http://www.messinawildlife.com/products/deer-repellent.php" target="_blank">repellents</a> before you see the damage, encouraging the deer to move along and not include  your landscape in their browse buffet.</p>
<p>Repellents rely on deer&#8217;s strong sense of smell and range from commercial  products to homemade concoctions of human hair, blood meal or chunks of  deodorant soap. But traditional animal repellents have become less effective  than they were decades ago, Messina notes.</p>
<p>&#8220;That&#8217;s because many of those repellents rely on a bad smell &#8211; like the  stench of a rotting carcass &#8211; to fool animals into thinking a predator&#8217;s kill is  in the area and the predator may be returning for it,&#8221; he says. &#8220;But the number  of predators out there has actually declined, and deer know it. They&#8217;re much  less afraid of predators, so relying on &#8216;scare tactics&#8217; has a greater tendency  to fail over time.&#8221;</p>
<p>Some deer have also built up a resistance to chemical deterrents. Plus,  increasingly eco-conscious homeowners prefer not to put potentially harmful  chemicals into the environment.</p>

<p>While home fires make headlines, water damage is more common and often just  as severe. The most frequent cause is faulty or broken pipes. <p>If you leave your home to spend time in warmer climates or even just a  weekend on the ski slopes, always leave the heat on in your home and set it to  at least 55 degrees. Don&#8217;t let high fuel prices tempt you into going lower. The  pipes that come in through your foundation or run through external walls can  reach temperatures much lower than the setting on your thermostat. Have someone  check on your home while you are away.</p>
<p>A foolproof way to protect your home from broken or leaking pipes at any time  of year is to install an automatic water shutoff system. <p>While fire presents a year-round risk, certain causes of fire occur more  frequently during the winter. Chimneys, boilers and furnaces are particular  risks. Approximately 25,000 residential fires begin in a fireplace or chimney  every year, according to the Consumer Product Safety Commission.</p>
<p>Why so many? Over time, a layer of unburned carbon-based residues (sometimes  referred to as fireplace creosote) builds up along the inside walls of your  chimney and can eventually catch fire. The solution is to have a trusted,  professional chimneysweep clean and inspect your chimney annually.</p>
<p>An annual inspection is just as important for those with furnaces and  boilers. And, remember, your furnace room should never be used for general  storage. Wood scraps, old books, paint, solvents and other flammable liquids are  significant fire hazards and should be removed and stored elsewhere.</p>
<p><strong>Ice Dams and Old Trees</strong></p>
<p>Snow and ice storms can create a number of potential threats to your home.  One of these is ice damming, which occurs in the days after a snowstorm.</p>
<p>Icicles hanging from your eaves, while they may be beautiful, usually  indicate that a dangerous ice dam has formed. An ice dam is a build-up of ice  that can form at the edge of your roof when snow melts but is blocked from  draining. When more snow melts and is trapped behind this ice, the resulting  water backup can soak through your roof and cause damage to ceilings, walls and  more. The most common causes of ice dams are clogged gutters and insufficient  insulation, both of which are easy to remedy.</p>
<p>Mature trees on your property represent another potential hazard during  storms. Strong winds or frozen water that covers old branches with a heavy coat  of ice can lead to failure and collapse, a clear threat to your home or other  nearby structures. <p>&#8220;Fires,  even small ones, can quickly become out of control,&#8221; says Lou Manfredini, Ace&#8217;s  &#8220;Helpful Hardware Man.&#8221; &#8220;Taking the time now to prepare your home can help save  lives and money.&#8221;</p>
<p><strong>Protect Your Home</strong></p>
<p>Any home is susceptible to  fire, and the first step to keeping your family safe is to purchase two  essential items.<span id="more-297"></span></p>
<p><strong><em>Fire alarms</em></strong></p>
<p>Fire alarms are your first line of  defense when it comes to fires. Make sure that you have one installed on every  level of your home &#8211; even the attic. To get the most protection, install one in,  or near, every bedroom.</p>
<p>Fire alarms use three different methods to detect  fire: photoelectric, which responds to smoke; ionization, which responds to  smoke and gas; and thermal, which responds to heat. When choosing an alarm,  select one that utilizes more than one of the above methods.</p>
<p>Once the  fire alarms are installed, be sure to test them once a month and change the  batteries twice a year &#8220;A good reminder is to change the batteries when you  change your clocks for daylight savings,&#8221; says Manfredini.</p>

<p><strong><em>Fire  extinguishers</em></strong></p>
<p>Every home should have a fire extinguisher, specifically one that  is labeled as &#8220;ABC&#8221; which means it can be used on all types of fires.  Additionally, bigger is not always better when it comes to these products. It is  important to select a size that fits within your appropriate storage location.  &#8220;The general rule of thumb is to have one fire extinguisher on every floor of  your home, especially a small one for your kitchen,&#8221; says Manfredini.</p>
<p>The  experts also suggest keeping a fire extinguisher within 10 feet of the stove, on  the same side of the kitchen that has the exit. Many fires occur in the kitchen,  such as grease fires, and keeping an extinguisher nearby can help you contain  the damage.</p>
<p>Once you have selected your fire extinguisher purchase the  desired number plus one additional extinguisher for you to try out. Remember,  you don&#8217;t want to have to learn how to use the extinguisher while there is a  fire in your home.</p>
<p><strong>Stop Fire Before It Starts</strong></p>
<p>While fires can  start for any number of reasons, there are two common causes that are easy to  fix.</p>
<p><strong><em>Fireplaces</em></strong></p>
<p>There is nothing better than sitting in front of a  warm fire on a cold day, but unmaintained fireplaces can be a huge  hazard.</p>
<p>&#8220;Your chimney should be cleaned and inspected on a yearly basis,&#8221;  says Manfredini. &#8220;This requires special tools and ladder work, so it&#8217;s a project  that is better left to a certified chimney sweep.&#8221;</p>
<p>After you get your  fireplace cleaned, install a chimney spark arrester that will prevent stray  sparks from catching your roof on fire and a fireplace screen that will keep  stray sparks from coming into your home.</p>
<p><em><strong>Appliances</strong></em></p>
<p>Electrical fires  can occur out of nowhere, so if your appliance is emitting an unusual smell,  unplug it and have someone repair it before using again. Additionally, replace  frayed or cracked electrical cords and don&#8217;t overload extension cords. Never run  cords under rugs.</p>
<p>If you find you have too many plugs going into one  outlet (or extension cord), purchase a surge protector, which will keep your  appliances safe should a surge occur, and keep overloaded electrical systems  from catching fire.</p>

But the best resolution to keep the entire family  healthy is by focusing on food safety in the kitchen.</p>
<p>The first step is  to get started right away with a clean kitchen. Food-related illnesses can  affect anyone &#8211; about 76 million illnesses, 325,000 hospitalizations and 5,000  deaths are caused by food-borne diseases in the United States every year,  according to the Centers for Disease Control and Prevention. Without properly  preparing and storing food, microorganisms can have an opportu<span id="more-294"></span>nity to grow and  multiply in your kitchen.</p>
<p>&#8220;Cleaning out the refrigerator and freezer on a  frequent basis is crucial for maintaining the safety and quality of your foods,&#8221;  says Dr. Marisa Bunning, Food Science Assistant Professor at Colorado State  University. &#8220;You&#8217;re using these appliances to store and protect your food, and  it&#8217;s the small things, like temperature control or even the date, that can make  the difference between good food and food that makes your family  sick.&#8221;</p>
<p>Here are a couple of tips from the Institute of Food Technologists  and the Partnership for Food Safety Education to start your 2010 in a healthy  way:</p>
<ul>
<li>Begin <a href="http://www.IFTFoodFacts.org" target="_blank">food labeling</a> immediately. Mark the date on everything you put into your freezer or  refrigerator so you know how long it&#8217;s been in there.</li>
<li>Make sure your  fridge is at 40 degrees or below.</li>
<li>Use freezer-safe containers or bags  when storing food in the freezer.</li>
</ul>
<p><a href="http://www.IFTFoodFacts.org" target="_blank">Meat safety</a> is also very important  because meat can perish very quickly if not stored properly. Here are a few tips  for meat storage:</p>
<ul>
<li>Consume uncooked beef stored in the freezer within  three to four months, or one to two days for beef stored in the fridge.</li>
<li>Soups and stews are safe for two to three months in the freezer and three to  four days in the fridge.</li>
<li>Keep cooked poultry up to four months in the  freezer and three to four days in the fridge, but uncooked poultry should be  eaten within nine months of freezing and one to two days of  refrigeration.</li>
<li>Freeze fresh seafood if you don&#8217;t plan to eat it within  two days.</li>
</ul>
<p>For other tips around the kitchen:</p>
<ul>
<li>Never defrost food  at room temperature. Thaw your frozen foods in the refrigerator, in cold water  or in the microwave. Food thawed in the microwave or in cold water should be  cooked immediately and should not be refrozen.</li>
<li>Wash your cutting  boards, dishes, utensils and countertops with hot soapy water after preparing  each food item, and before you cut the next item.</li>
<li>Use two cutting  boards, one for raw meats that you plan to cook and one for ready-to-eat foods  like bread, cooked meats and fresh fruits and vegetables. Keep these boards  labeled and separated so they never get mixed up &#8211; but they still need to be  washed after using.</li>
<li>Keep your hands clean, especially after handling  raw produce. Wash your hands for at least 20 seconds with warm water and soap so  you don&#8217;t contaminate any other food items in the kitchen, utensils or even  family members.</li>
</ul>

Threats like  cockroaches, stinging insects and other types of common pests like rodents are  very real, affecting classrooms, cafeterias and school grounds across the  country. Controlling pests like these is a daily challenge for school systems at  all levels, and to do it effectively, they need access to the right tools to  fight, prevent and eliminate these persistent problems.</p>
<p>The best way to  safeguard schools against the threats and health risks posed by common, everyday  pests is to use an integrated pest management (IPM) approach. IPM is defined by  the federal government as a sustainable approach to pest management that  combines biological, cultural, physical and chemical tools in a way that  minimizes economic, health and environmental risks.<span id="more-262"></span></p>
<p>Following IPM means  using a variety of control methods, not just one. When schools limit the tools  available to keep pests at bay, they are limiting the overall effectiveness of  pest control programs. Decisions to ban or limit products like pesticides can  come at a significant cost to health and safety, as experts agree that the most  effective programs are those that include the responsible use of chemical pest  control products where necessary.</p>
<p>&#8220;There are many different kinds of  pests that can show up in a classroom, cafeteria or a schoolyard, and there are  usually several options available to deal with these pest problems,&#8221; says Allen  James, president of Responsible Industry for a Sound Environment, also known as  RISE, a national organization representing the manufacturers, formulators and  distributors of pesticide and fertilizer products. &#8220;The responsible use of  pesticides is one of the options needed to keep pests out of the classroom and  schoolyards safe, and when applied as part of a broader IPM approach, pesticides  are very effective.</p>

<p>&#8220;These products are thoroughly tested, regulated and  registered through the U.S. Environmental Protection Agency,&#8221; James says. &#8220;They  are specifically designed to target the bugs and poisonous plants that can  spread disease and pose serious health threats, and they need to be available to  school systems for situations where they&#8217;re the best option  available.&#8221;</p>
<p>Sometimes, pesticides are simply the most practical solution  to reduce the risk of injury or illness related to pest infestations, and the  control of cockroaches is generally one such case. The presence of cockroaches  has been shown to cause significant health problems, especially for young  children, and cockroach populations are extremely difficult to manage without  the right tools for the job.</p>
<p>In 2005, the National Institute of  Environmental Health Science, a federal agency funded through the U.S.  Department of Health and Human Services, published a report identifying  cockroach allergens as the primary contributor to childhood asthma in inner-city  homes. These allergens &#8211; which include roach saliva, fecal matter, secretions,  cast skins and dead bodies &#8211; were found to foster the development and onset of  childhood asthma.</p>
<p>&#8220;Cockroaches are a difficult pest to fight without the  proper use of pesticides,&#8221; James explains. &#8220;When there are several people in a  relatively small space, any contact with roach allergens and bacteria is going  to affect more people. That kind of situation arises frequently in homes and  also in schools when you get 20 or more kids in the same room for several hours  each day. In that type of environment, any kind of exposure to roaches and other  causes is going to get magnified.&#8221;</p>
<p>According to data from the American  Lung Association, asthma is the leading serious chronic illness among children  under the age of 18 in the United States, affecting approximately 6.8 million  children nationwide. Reducing exposure to known allergens is the best way to  prevent asthma development and asthma attacks, and prevention starts with the  elimination of unnecessary allergens in places where children are going to be  for hours on end, like schools and classrooms.</p>
<p>While most of the national  conversation might be centered on protecting children from the H1N1 flu virus,  the new bug in town is not the only one worthy of attention. With the constant  risks of asthma and other pest-related health threats, schools need to carefully  consider what pest control tactics make the most sense for their specific  situation. Having all of the tools available is the first step toward  implementing a successful pest control program that provides the best possible  protection each day for children at school &#8211; both inside and outside of the  classroom.</p>

<p>Recent high profile crimes at  some of America&#8217;s most prestigious universities offer a serious reminder to  college students and their parents that <a href="http://www.findlaw.com/" target="_blank">campus  crime</a> is very real and can happen at big universities or small, rural  college campuses.<span id="more-257"></span></p>
<p>One of the first steps that students and parents may  want to take in understanding the level of crime at their college campus is to  visit the Office of Post Secondary Education (OPE) Campus Security Web site at  <a href="http://ope.ed.gov/security" target="_blank">http://ope.ed.gov/security</a>. The OPE provides crime statistics for individual  institutions of higher learning, as well as for groups of schools. According to  FindLaw.com, one of the world&#8217;s leading online sources of <a href="http://www.findlaw.com/" target="_blank">legal information</a>, all post-secondary  institutions that receive Title IV funding (those that participate in federal  student aid programs) are required under the Jeanne Clery Disclosure of Campus  Security Policy and Campus Crime Statistics Act to report alleged criminal  offenses to campus security authorities and/or local police agencies. The act,  in tribute to Jeanne Clery, a Lehigh University student who was murdered in her  dorm room, was signed into <a href="http://www.findlaw.com/" target="_blank">law</a> by President  Clinton.</p>
<p>You can also ask for crime statistic information directly from  a college or university. However, it&#8217;s important to keep in mind that this  information often represents a fraction of the actual crime that takes place on  a typical college campus, since many campus crimes go unreported by college  students.</p>

<p><strong>Become familiar with the security  system at your college or university</strong></p>
<p>Find out how to report a crime (such as  the location of emergency call boxes); where to get crime alerts; how to access  community safety officers and escorts when going to and from buildings and  parking lots on campus; and where to ask for specific security procedures for  your dorm if you&#8217;re living on campus.</p>
<p><strong>Use alcohol with caution</strong></p>
<p>The use  of alcohol can make a student more vulnerable to crime, and it can increase  aggressiveness in other students. According to a study by Towson State  University, half of all rapes on college campuses involve alcohol. In another  study by the Harvard School of Public Health, 77 percent of students who live  around a binge drinker will experience at least one secondhand effect of the  drinking, such as assault or receiving a DUI. It&#8217;s best to drink responsibly and  in moderation. Avoid attending and especially leaving a college party alone. In  addition, never accept a drink from a stranger and don&#8217;t leave a drink  unattended.</p>
<p><strong>Become familiar with areas immediately surrounding your  college campus that may offer higher incidences of crime</strong></p>
<p><span>Check with your campus  security office about areas to avoid.</span></p>
<p><span><strong>Avoid posting too much personal  information on social networking site </strong></span></p>
<p>Some social networking sites such as Facebook and MySpace  can  be used by stalkers.</p>
<p><strong>Write your name in permanent ink on valuables such  as books, laptops, stereos and TVs</strong></p>
<p>Never include other personal information  such as your address, social security number or birth date, which could be used  by identity thieves.</p>
<p><strong>Don&#8217;t walk alone at night, and stick to well-lit  streets and areas</strong></p>
<p>If you believe you&#8217;re being followed, walk fast to an area  where there are people or a security guard. Be aware of your surroundings at  night and have your keys readily available. Avoid being one of the only or few  students in a campus building by yourself. Use the security services provided by  your university, such as a campus escort service.</p>

<p><strong>The overwhelming majority of rapes  involve someone the victim knows</strong></p>
<p>To many, it&#8217;s known as date rape. Sexual abuse  is never the victim&#8217;s fault, but you can take steps to avoid it. Clearly  communicate what you want and don&#8217;t want. Set your limits before you go on a  date. Use caution if you and your date are using alcohol. Let a friend or  roommate know with whom you&#8217;re going on a date, where you&#8217;re going and when you  think you&#8217;ll be back.</p>
<p><strong>Park in well-lit areas that are close to foot  traffic</strong></p>
<p>Roll up your windows, lock the doors and never leave valuables in plain  sight, including college textbooks. Use a college escort when returning to your  car when it&#8217;s dark.</p>
<p><strong>Prevent dorm room burglary and other crimes by  always keeping your dorm room locked, even when you&#8217;re in it</strong></p>
<p>Never let a stranger into your dorm or campus apartment building. Don&#8217;t prop open doors or  windows to allow friends to get in or out after curfew hours. If you see a door  or window into your dorm braced open for others to get in, close the door and  make sure it&#8217;s locked. Don&#8217;t loan out your room key or fob to anyone, and don&#8217;t  put your name or address on your room key.</p>

<p>They tackled civil rights and women&#8217;s rights and ushered the country into the digital age of communication and entertainment media. They demanded better health care and more efficient automobiles. They worked alone and worked together to influence both their neighbors and their political leaders. Their list of achievements over the past 60-plus years is undeniably remarkable.</p>
<p>The boomer generation has &#8220;never just migrated through stages of life,&#8221; says Ken Dychtwald, a specialist on aging. &#8220;They always transformed them as they went . . .  boomers are not going to grow old like any generations we&#8217;ve ever seen.&#8221;<span id="more-255"></span></p>
<p>And now this cohort of baby boomers &#8211; this largest of all generations, born between 1946 and 1964 inclusively &#8211; is redefining what retirement means and is on the verge of changing the world again through active volunteerism. Sometimes referred to as the &#8220;Senior Tsunami,&#8221; this 79 million-member group will begin turning 65 in 2011 and while many now must work longer than expected, large numbers are still likely to commence rolling in waves out of the work force. This powerful tsunami will continue through 2029 and beyond.</p>
<p><strong>Not content to sit on their laurels</strong></p>
<p>Thankfully, the boomer generation is a generation with heart, a generation that is already stepping up, recognizing that they can leave the world a better place for their children and grandchildren. It&#8217;s a strong and healthy group with a passion for helping others. Demographers predict the boomers will live longer lives and remain in better physical condition than any predecessor generation.</p>
<p>So, for many, knitting afghans and raising roses will not suffice. Volunteering will become the pathway of choice for many boomers. It will provide a way for them to maintain a social network with people who express their values in similar ways. Some volunteer experiences will also offer an element of adventure &#8211; something many boomers desire &#8211; without being unsafe or disorganized.</p>

<p><strong>Boomer-rich companies taking note</strong></p>
<p><a href="https://www.thrivent.com/" target="_blank">Thrivent Financial for Lutherans</a>, a Fortune 500 financial services organization based in Minneapolis, Minn., has 2.6 million members of which approximately 40 percent are baby boomers. When Thrivent reached out to those members to determine what sorts of charitable activities the organization should support, the resounding reply was <a href="http://www.habitat.org/" target="_blank">Habitat for Humanity</a>. Many of these 45- to 60-something Thrivent members were already pounding nails on Habitat construction sites across the nation. They wanted Thrivent Financial to support those efforts.</p>
<p>Based on that information, the company formed a four-year $125 million alliance with Habitat for Humanity International, called <a href="http://www.thriventbuilds.com/" target="_blank">Thrivent Builds with Habitat for Humanity</a>. The alliance supported not only the work of the popular home-building nonprofit, it also provided an enhanced means for Thrivent members to become involved or stay involved in an active and meaningful way. Members were offered opportunities to help build homes in their own communities or they could travel in teams with like-minded people to help build homes in specific U.S. locations or abroad.</p>
<p>Thrivent&#8217;s approach to connecting with their own boomer members through this alliance was highly successful. They were correct in anticipating that hundreds of thousands of them would be attracted to such an action-packed opportunity. The tangible result is that in just four years a combined total of more than 2,000 homes were built in the United States and in over 30 other countries.</p>
<p><strong>Retiring &#8220;to,&#8221; not &#8220;from&#8221;</strong></p>
<p>Along with the sheer size of the boomer generation, its vision of an active retirement is what will spur the group on to changing the world once again. In essence, boomers imagine themselves retiring to a new life, rather than retiring from an old one. They want to be part of something larger than themselves, something they can believe in. The opportunity to contribute something valuable and lasting, to engage their interests, skills and resources, to make a difference in a modicum of time and to slot in a bit of adventure will become paramount.</p>
<p>One of the ways they will meet all those criteria is through volunteerism. The legacy of millions of learned, talented, self-sacrificing people stepping forward to help those less fortunate is thrilling to consider. Imagine a more compassionate world where millions are volunteering and benevolence is the new norm. Those boomers just might pull it off &#8211; based on sheer numbers, if nothing else.</p>

In fact, cats rank alongside parents and siblings as an important source of daily support, according to a recent survey.</p>
<p>Studies show that an important emotional connection exists between pets and their owners. During times of stress or illness, the bond between a pet and owner can be particularly strong. Missy Fish is undeniable proof of this.</p>
<p>Fish, a two-time breast cancer survivor, leaned on the companionship of her two cats, Phoebe and Jack, during her treatments.<span id="more-253"></span></p>
<p>&#8220;They were the perfect companions when I needed them most,&#8221; Fish says. &#8220;They were silent sources of strength and empowerment.&#8221; </p>
<p>Fish is far from the only breast cancer survivor to attest to the power of her cat. A recent Purina Cat Chow national survey of breast cancer survivors with cats underscores this important emotional connection and relationship.</p>
<p>The survey found that 84 percent of women battling breast cancer said their cat had a calming effect on them during their treatment. Cats also provided daily support to the patient, according to 76 percent of survivors surveyed.</p>
<p>Dr. Karen Sueda, a Diplomate at the American College of Veterinary Behaviorists, says that cats are perceptive to their owner&#8217;s needs during an illness.</p>
<p>&#8220;Whether pet owners are fighting a disease such as breast cancer or going through a rough period in life such as job loss or financial stress, their cats often display intuitive behaviors of knowing when they need extra love and support,&#8221; says Sueda.</p>

<p>Inspired by one cancer survivor&#8217;s touching story of the role her cat played during her battle with cancer, Purina Cat Chow is doing its part to help the fight against breast cancer. The organization has invested $1.3 billion toward ending breast cancer, becoming the world&#8217;s largest source of non-profit funds dedicated to the fight against breast cancer.</p>

Winter is here again, and cold weather  can be uncomfortable and dangerous to your pet.</p>
<p>&#8220;In colder regions of the  country, pet owners should already know that they need to make accommodations  for their pets, but winter can be hard on a pet even in warmer states, like  Georgia, where I work,&#8221; says Dr. Larry R. Corry, president of the American  Veterinary Medical Association (AVMA). &#8220;While we don&#8217;t get a lot of snow, it  does get cold in the winter, and when it gets below freezing, our recommendation  is that pet owners get their pets inside.&#8221;</p>
<p>Here are the AVMA&#8217;s top 10  winter tips for pet owners<span id="more-251"></span>:</p>
<p><strong>1. </strong> Even if you own a sled dog, living outside  during the depths of winter is very difficult. If you must keep your dog outside  year round, remember that dogs must be allowed time to get acclimated to the  cold with the change of the seasons. This builds up a winter coat they will need  to survive. Corry recommends that dog owners with outside dogs double check to  make sure their dog&#8217;s housing is well insulated, including straw or padding to  sleep on.</p>
<p><strong></strong>If you want to heat a doghouse, be careful to ensure that the  heat source is installed properly so that the animal cannot be hurt,&#8221; he says.  &#8220;If you can&#8217;t or won&#8217;t bring the animal into your home, consider bringing it  inside a garage on bitter cold days.&#8221;</p>
<p><strong>2. </strong>Corry also advises pet owners to  refrain from taking their pets near frozen ponds. Many dogs and cats fall  through or sometimes are cast adrift on an ice float.</p>
<p><strong>3.</strong> Keep your pet  away from antifreeze with ethylene glycol. It&#8217;s sweet and extremely lethal, even  in small doses. The AVMA provides a <a href="http://www.avma.org/animal_health/brochures/hazards/household_brochure.asp" target="_blank">brochure</a> and <a href="http://www.avmatv.org/media.cfm?c=383&amp;m=2096&amp;s=66&amp;" target="_blank">video</a> on this and other household hazards and poisons.</p>
<p><strong>4. </strong>Honk your horn or  pound on the hood before starting your car on cold days. To a cat, a warm engine  block can seem like a nice escape from cold winter winds.</p>

<p><strong>5.</strong> Carbon  monoxide is just as lethal to pets as it is for people. Make sure your home has  a carbon monoxide detector, and, if you bring your pet from the outdoors into a  garage during the winter, make sure exhaust fumes from your car aren&#8217;t allowed  to build up inside.</p>
<p><strong>6.</strong> Cold air is dry air, so your pet can become  dehydrated easily in the winter. Give him plenty of fresh water. If the bowl of  water you put outside for your dog or cat freezes, it&#8217;s of no use to the  animal.</p>
<p><strong>7.</strong> Road salt and ice melting products are not only irritating to  the pads on your pet&#8217;s feet, but when your pet cleans itself by licking off  these chemicals and ingesting them, they can cause gastrointestinal problems.  Wash your pet&#8217;s feet after she&#8217;s been outdoors.</p>
<p><strong>8.</strong> Consider booties for  your dog&#8217;s feet. Booties help prevent ice balls between the toes that can be  both painful and do damage to the toe pads.</p>
<p><strong>9.</strong> Be careful about candles,  space heaters and fireplaces &#8211; pets can get burned and even set the house on  fire.</p>
<p><strong>10.</strong> Pay close attention to your older pet in winter, especially if he  suffers from arthritis. Arthritic pain is even worse in icy winds and cold  temperatures. Seek the advice of your veterinarian to help your pet cope with  arthritis.</p>

<p>Westchester County residents and small business owners  who suffered damage as a result of last July’s storms can still apply for  low-interest disaster loans from the U.S. Small Business Administration (SBA).   The first deadline for applications is December 1.<span id="more-121"></span></p>
<p>The SBA last month declared  New York State – including Yonkers, Mt.  Vernon and certain areas in the  southern Westchester – a disaster area as a  result of the severe storms, straight-line winds and flooding that occurred on  July 6 and 7.  This disaster declaration by the SBA makes Westchester County residents and businesses in those  areas hit by the storm eligible for assistance with low-interest loans.</p>
