			<content:encoded><![CDATA[<p style="text-align: justify;">Who makes laws? Who implements laws? Who respects laws? I just raise these questions and the answers to questions are not complicated and hard. All the people are easier to understand. What is hard to understand is that law does not serve the common people overall. At the present, it is observed that the law is serving the handful of the rich and the powerful. The victim of the law implementation is the poor and the powerless people. I and my relatives is the victim of law.</p>
<p class="MsoNormal" style="text-align: justify;">Because motorbike without the installation of mirror and driver without wearing helmet caused the feud between a university student and a group of traffic police who pulled over and then the student slapped a police.</p>
<p class="MsoNormal" style="text-align: justify;">24-year-old student was sentenced by court to 18 months in prison for causing police injured. To this point, I just want all of you to help reconsider with me whether traffic police will be punished or not when they cause motorbike drivers to sustain injury because of without mirror and helmet. The laws are defending policemen but implementing the powerless and poor citizens. Without mirror and helmet is not criminal crime, it is the civil law. They just only pay for fine set by law.<span id="more-930"></span></p>
<p class="MsoNormal" style="text-align: justify;">This morning around 7:40  am, when I was driving toward my workplace, approaching the traffic light I saw two younger girl teenagers driving motorbike without wearing helmet was pulled over when police stopped and held their motorbike wheel moving. And then one of two police picked up and walked motorcycle to the roadside. Fortunately, those girls did not sustain badly injury. How do you think about police’s acts? It is the matter that I always spotted along the street.</p>
<p class="MsoNormal" style="text-align: justify;">After the road traffic law passed in 2007 and implemented, the traffic policemen is using this law to strengthen their power rather than serve the people’s interests and social order. The implementation of traffic law is pushing for extortion, corruption and bribery amongst traffic policemen across the country. In fact, I strongly support the fair and just law enforcement.</p>
<p class="MsoNormal" style="text-align: justify;">Over last weekend, when I drove crossing the traffic light along Russian Federal Blvd, I saw three policemen standing around white-police motor and sharing money fined with each others. Their faces are smelly and their hands were holding money. It means that some part of fines from people has been allocated for individuals and state-income. Is it right? Maybe some part of extortion goes into their boss’s pocket.</p>

<p style="text-align: justify;">More than one year, villagers in my homeland along national road 7 and near Cambodian-Vietnamese border in Memot district, have been able to access news and information on local television channels through satellite TV network (DTV), which was launched last year, with cooperation between the National Television of Kampuchea (TVK) and Cambodian DTV network.</p>
<p class="MsoNormal" style="text-align: justify;">Since the 1993 national election, people in this village only has possibilities to access news and information on radio such National Radio, Radio Free Asia, Voice of America, French radio… Local-Khmer newspapers still do not approach this village.</p>
<p class="MsoNormal" style="text-align: justify;">Even though, the access to news by watching TV programs through satellite TV is limited to the poor people because they cannot afford satellite dish and antenna costing $75. Additionally, there is no electricity provided over there too. Right now, my families are able to watch TV programs through TV satellite.</p>
<p class="MsoNormal" style="text-align: justify;">Low percentage of them has possibilities to buy satellite DTV and bought generator. For the poor villagers, they have possibilities to buy battery.</p>

Although the orphanage has plans to expand and move into providing other community services, its very existence is being threatened by shortage of funds.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">I joined Barcamp Phnom Penh during two days over the last weekend. There were lots of topics presented by Cambodian and foreign presenters. One out of those topics I was interested was “how to blog, to make money…” was presented by Preetam Rail from Singapore. What made me interesting was the term “Make money from blog” which I always want to know how to make online money.</p>
<p class="MsoNormal" style="text-align: justify;">And then presenter was not likely to be interested so much in earning money from a blog and he said that it is not easy to make money. What he showed is how to share news and information on blog such as tourism site, foods, accommodation and so on. It means that blog owners should write what they are passionate.</p>
<p class="MsoNormal" style="text-align: justify;">I did agree with Preetam and that it is really hard to earn enough money from a blog. As you know that making money from blog is the popular term that most foreign bloggers like to use it. And I used to read some blog posts by saying that making money online is easy by just creating blog or website.</p>
<p class="MsoNormal" style="text-align: justify;">The fact that it is not easy as what they said. In order to generate money from blog, it is not successful overnight it takes more times to do it. Some bloggers are stuck in one place when their high expectation did not reach.</p>
<p class="MsoNormal" style="text-align: justify;">At the present time, I still do not meet Cambodian bloggers who claim that they are living on blogging and working full-time on blog. But I realized that some Cambodian bloggers are possible to make small money from blogging for paying for their domain name and hosting, it is like me.</p>
<p class="MsoNormal" style="text-align: justify;">By the way, making blogging money contains many consequences for Cambodian bloggers because it is new for them and some created it for sharing personal issues, new and something. The factors are obstacles for Khmer bloggers such as problems of money transfer system via banking system, taking times to clear check, not good at producing quality content, lack of knowledge of blogging…</p>
<p class="MsoNormal" style="text-align: justify;">These are what I thought that it is still impossible for them to generate money. How about your opinions? Do you think that you want to make money from blog? Is it easy to make online money? Please share your thoughts with all of us.</p>

According to Barcamp website, there were 1158 participants registered. This morning, there are lots of participants from different institutions such as students, private company staff, NGOs staff, and other foreigners from Singapore, Vietnam, Thailand, and Burma.</p>
<p class="MsoNormal" style="text-align: justify;">It is the second time that Cambodian volunteers organized in an attempt to share knowledge, experience with each others. And it is good for young generation students to build network to each other.</p>

Recently, I just renewed my domain name from Godady via Paypal account. I am not sure, when the method of Paypal payment accepted by Godady was available. It is the first time that I have just now known it is available for payment via Paypal.</p>
<p class="MsoNormal" style="text-align: justify;">Only 62$ I made from my blog by selling text link ads was transferred into my Paypal account. This money was used for domain payment. Before, I felt that probably I couldn’t use this money.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">I felt surprised when I read Newspaper Reaksmey Kampuchear its title “Marriage Life…” yesterday and then I saw the photo of 6 Australian guys on its front page that strongly attracted readers’ eyes. This photo I posted on my blog on August 10 with title <em><strong><a href="http://www.vuthasurf.com/2009/08/10/australian-guys-wear-khmer-tradition-wedding/" target="_self">“Australian guys wear Khmer tradition wedding,”</a></strong></em> was given by one of them who are friend of mine.</p>
<p class="MsoNormal" style="text-align: justify;">The description on the newspaper is similar to mine on the blog. I don’t know where they got this photo from. Most of those guys just went back to Australia already this month. When one of photo’s owners saw it on Newspaper, he doubted that who gave it to reporter. And then he asked me whether I gave it to reporter. Oh my God, I don’t know too.</p>
<p class="MsoNormal" style="text-align: justify;">After reading the whole text, I did not see source of photo mentioned on the newspapers yet. In fact, photos posted on my blog have been used by other blogs too but they keep the original source.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Since September, traffic police would start operating to fine cars’ drivers who neglect to knuckle up when driving along the public roads. At the mean time, the front-seat passenger is also required to wear a seatbelt in an attempt to reduce the risk of injury of accident.</p>
<p class="MsoNormal" style="text-align: justify;">In accordance with the 2007 traffic law, the drivers have to wear seatbelts when driving. If not, Phnom Penh municipal traffic police will issue 5,000 riel fines (about $1.25).</p>
<p class="MsoNormal" style="text-align: justify;">The traffic law has been implemented by police in order to enforce people to respect the law. In the early year, the law has been implemented for motorbike drivers without wearing crash helmet and without installation of mirrors. Now, car drivers are required to use seatbelts as well.</p>
<p class="MsoNormal" style="text-align: justify;">It is observed that there are second-hand and old mini-buses, van, and cars having been imported and running in Cambodia. Most of those seatbelts are not functioning properly.</p>
<p class="MsoNormal" style="text-align: justify;">It is good that requiring all car drivers to use seatbelt to reduce the risk of injury on road. But what is important is that traffic police have to educate all drivers to wear seatbelts and to check whether seatbelts are functioning properly.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Few days ago, my cousin who lives in Memot district told me that a few people in this district have been tricked by phone callers by telling people who answered phone call about the win of a big prize whose is the kind of Nokia 8800. And then the callers also told to the end side of phone answers to scratch phone card worth $200 for them before awarding a prize. Because they said that this money is belonging to winner after topping up the awarded phone and awarding telephone Nokia 8800.</p>
<p class="MsoNormal" style="text-align: justify;">In addition, the callers also told them not to end a telephone conversation. If so, it is the loss of opportunity to win. After getting all 14-digit phone card codes worth $200, the tricksters turned off their phone. And then their phones’ number does not get through. Later, what they know is the underhand way to be tricked.</p>
<p class="MsoNormal" style="text-align: justify;">My cousin continued that it is the true story because he saw with his own eyes. And one of the victims is my relative also. It is new trick happening in Cambodia. I now just share it with all of you when you get phone calling from unknown person by telling you about a big win or something believable. You all should be careful.</p>
<p class="MsoNormal" style="text-align: justify;">What is important is that mobile phone service providers should immediately take action against such as underhand acts because companies are able to track down on callers’ numbers, including the name and address, in case there are complaints from victims.</p>

<p style="text-align: justify;">Recently, the traffic accidents could happen everywhere and every time, and they could be serious or small problems. However, the government has got tough on the traffic laws, some of citizens still disobey. The most important thing that reinforces disputes to use violence is due to present society, people and laws between the drivers and victims. In addition, in order to terminate or to avoid these problems, people should be patient, conscientious, and responsible, show their proper characteristic or speak and train at the driving school. The illicit doers are absolutely punished strongly even though they are powerful dignitaries, authorities, officials.</p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal; text-align: justify;">The first reason that might be serious problems is people. That’s why I cite it to show because the people’s attitudes are various. On the other hand, I know that when someone has a problem like a fatal accident, they can’t always control their minds and want to use violence back to them.. Rich people are often proud of themselves while they commit wrongly. And they can hire attorneys to protect with their money though they are illegal. Furthermore, people’s manners could be a negative effect to themselves if they do it in a wrong way. For instance, Kosontepheap Newspaper is advertising for a small accident that became violent until an opposite party member’s son was died because he cursed and insulted motorbike drivers when their motor hit his car a little bit, but later they killed him first. Therefore, we could assume that this problem occurred to him because of his rude attitude. This action is a lesson that we should escape or should not commit.</p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal; text-align: justify;">The second reason that could be complicated is a law. Nowadays, the government permits police, authorities, army and PM to use weapons with license, but some of authorities breaks the laws. Sometimes, they intimidate citizens or sell some weapons to the robbers and gangsters. In fact, the robbers might have guns because they buy from police or army or black market. Thus, the country can be unsafe or stay in terrorism. Additionally, sum of traffic police frequently don’t pay attention to the rich men who drive the luxury car; however they disobey the traffic laws. All actions of police are out of the law, so it causes the people not only trust them, but also the government. On the other side of coin, the government must sentence someone who uses and trades illicit weapons effectively, and the rules should not only be strengthened more with all officials, but also all citizens.<span id="more-905"></span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal; text-align: justify;">The last reason is a society, which is full of dignitaries, powerful people, the riches and the poor. Some riches are often proud of properties, and some other powerful people put pressure on common people to benefit. Furthermore, the rich can deal with a lot of trouble whatever they do. Especially after the drivers killed someone in some cases, they often employ the lawyers to protect them; in contrary, the poor hasn’t got enough abilities when they meet some problems. Therefore, they must absolutely be faced with punishment. All actions include recent society make poor people scared of protesting the rich people. So, the law should be implemented on all level of people.</p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal; text-align: justify;">To sum up, all people should respect the laws and should not use violence to solve problem each other; however, the arguments between drivers with victims could be turned violent all the time after traffic accident, we should let the attorneys to come over. In my opinion, how to end or make this dispute smaller, we all be patient, responsible, compassionate and conscious, and have a good attitude, so the violence can’t really take place.</p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal; text-align: justify;">I&#8217;m not sure that it is a good idea, but it is a small lesson or experience to some people to deal with this problem. Good bye and see you later.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Cambodia’s leading commercial bank, ACLEDA, has signed a memorandum of understanding with State-own electricity provider, Electricity du Cambodge (EdC), on August 17 at Raffles Hotel Le Royal in a purpose to provide the bank’s costumers in Phnom Penh and Kandal province to pay their electricity bills through Automatic Teller Machines (ATMs).</p>
<p style="text-align: justify;">The ceremony of signing a deal was done by Keo Rattanak, Royal Government of Cambodia delegation in charge of managing the electricity supplier, and In Channy, president and CEO of ACLEDA Bank.</p>
<p style="text-align: justify;">Keo Ratanak said that the reasons that EDC has selected ACLEDA Bank Plc. as its partner in providing payment service of using electricity power through bank’s ATMs for all customer in Phnom Penh and Kandal province are to facilitate the payment of EDC’s customers and to minimized the quality of direct payment of customers as well as the amount of money to be received at every EDC’s branches.</p>
<p style="text-align: justify;">In Channy said that ACLEDA bank Plc. is proud in receiving confidence and being selected by EDC to provide payment services of using electric power through ACLEDA Bank&#8217;s ATM after ACLEDA Bank has been selecting by the Ministry of Economy and Finance for providing banking services on national revenue and expense transactions in June. Recently, ACLEDA bank Plc. has deployed 62 ATMs and plan to deploy 105 ATMs more before the end of 2009 in response to the requirements and servicing to clients and public including customers of EDC.&#8221;<span id="more-903"></span></p>
<p style="text-align: justify;">The bank’s customers will be able to pay their electricity bills through ATMs everywhere and would be charged 1,000 riels (US$0.24) to make a payment.</p>
<p class="MsoNormal" style="line-height: normal; text-align: justify;">At the present, EDC has around 200,000 customers in Phnom Penh or around 80 percent of the total nationwide. In addition, the using of commercial banking system to manage the payment transactions of using electric power is designed to enhance the financial accountability of EDC with effectiveness.</p>
<p style="text-align: justify;">EDC is a state-owned limited liability company to generate, transmit, and distribute electric power through-out the Kingdom  of Cambodia. EDC is a juridical organization with administrative, financial and managerial authority; and it is responsible for its profit and losses and liable for its debts to the extent of the value of its assets.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">I really support the government to enforce traffic law for motorbike drivers without helmet and mirror. By the way, the government also ordered to remove all private cars bearing state-owned license plates such as military police and police license plates.</p>
<p class="MsoNormal" style="text-align: justify;">Until now, there are more than 80 percent of people to wear crash helmet and to install rear mirrors and most of private cars with police and military police plates were removed. Even though, a handful of them still violate the government’s directive.</p>
<p class="MsoNormal" style="text-align: justify;">While driving along the street, I have always observed that there are the kinds of luxury cars such as Lexes, Land crusher, Hummer, Escalade and so on circulating on the public street without license plates. Those cars run cross the traffic police stationed but police dare not to stop and fine those cars’ drivers.</p>
<p class="MsoNormal" style="text-align: justify;">As we know most of car owners are the rich and the powerful people because they are the kinds of expensive cars that the poor cannot afford them.</p>
<p class="MsoNormal" style="text-align: justify;">Why do police dare not to stop them? Why do they stop and fine the ordinary people? Where is the law enforcement?</p>
<p class="MsoNormal" style="text-align: justify;">In reality, those traffic police really do not stop and fine them because car drivers are the rich and the powerful. If the junior traffic police stop and fine them, police will be possible to be faced with demolition and complaints from them. Therefore, who can crack down on them? It is unfair for the ordinary people in the current society.</p>

<p style="text-align: justify;">Nowadays, Cambodia is facing many problems, especially corruption, HIV, economic downturn, poverties and traffic accidents. The most important thing is traffic accidents that the government still finds out resolutions and makes measure to reduce and to avoid them because the increasing numb Nowadays, Cambodia is facing many problems, especially corruption, HIV, economic downturn, poverties and traffic accidents. The most important thing is traffic accidents that the government still finds out resolutions and makes measure to reduce and to avoid them because the increasing number of deaths and injuries are caused by drink-driving, careless driving, excessive speed and driving motorbikes without safety helmets…etc..</p>
<p style="text-align: justify;">Firstly, drink-driving and addict drug make a lot of trouble destroy public and pr Nowadays, Cambodia is facing many problems, especially corruption, HIV, economic downturn, poverty and traffic accidents. The most important thing is traffic accidents that the government still finds out resolutions and makes measure to reduce and to avoid them because the increasing number of deaths and injuries are caused by drink-driving, careless driving, excessive speed and driving motorbikes without safety helmets…etc..</p>
<p style="text-align: justify;">Firstly, drink-driving and addict drug make a lot of trouble destroy public and private properties because they lose their control. Sometimes, it reinforces them to become too brave and to get into argument with other drivers and neighbors. In addition, using drug can also cause drivers out of control.<span id="more-893"></span></p>
<p style="text-align: justify;">Secondly, the government requires all citizens to respect the traffic laws such as not driving excessive speed and obtaining the driver-license. In spite of having the license, some of drivers still disobey the rules or drive aggressively like racing cars illegally on the public ways. And some of their vehicles have no license plates; therefore, absolutely they are faced with dangers, particularly being easy to kill and to injure somebody or themselves.</p>
<p style="text-align: justify;">Thirdly, driving carelessly is possible to occur everywhere and every time. The traffic policies don&#8217;t permit drivers to talk on phone while driving and to overload commuters and luggage. For example, most of taxi drivers need money more than passenger safety, and they don&#8217;t also respect the traffic lights and signs.</p>
<p style="text-align: justify;">Lastly, all the motorbike drivers have to wear safety helmets and to get mirror; in contrary, some consumers think that wearing helmets is not pretty, not able to show hairstyle and make their hair have problem like bald head, curly hair or dying hair. All of actions are different from government entirely because the traffic police really fine 3000 riels or 4000 riels for driving without wearing helmets and installing mirror respectively.</p>
<p style="text-align: justify;">In conclusion, all citizens have to obey the traffic laws because driving neglectfully, excessive speed, drink-driving, not wearing helmets, not respect traffic lights are easy  to face with fatal accident all the time. Moreover, we all follow the rules; therefore, we participate in helping the government to develop our country.</p>
<p style="text-align: justify;">Above essay, it doesn&#8217;t mean enough to provide to all people; however it is a little bit recommendation in order to contribute to reducing traffic accidents as well as avoiding damages of public and private properties.</p>
