To qualify for a PGMA scholar, a student must be at least 18 years old but no more than 55 years old, a high school graduate, a college undergraduate who has shifted course, and should present a result from the National College Assessment Examination (NCAE), Juanillo said.

Those with no NCAE papers would submit to a youth profiling as required by the office, he added.

Among the privileges and benefits included free tuition, otherwise known as training cost, free assessment, and each student would receive a training support fund.

Meanwhile, Juanillo also revealed that his office was also able to acquire 49 slots under the ladderized education program.

A ladderized education entails the integration of certain competency requirements in the regular degree courses of a certain educational institution that lasted only from five months to two years, Juanillo explained.

The 49 slots were distributed in various SLSU campuses in the province, Juanillo also said.

MANILA (PNA) —- The Technical Education and Skills Development Authority (TESDA) is mounting a jobs fair for about 2,500 displaced workers and their dependents on Monday at the TESDA complex in Taguig City.

President Gloria Macapagal-Arroyo, who relentlessly pushes for the creation of more jobs locally and in such traditional labor-receiving countries in the Middle East as Kuwait and Qatar, is scheduled to visit the whole-day fair, according to TESDA’s Susan dela Rama.

Several government agencies, private companies and sectoral groups are joining in the project, which aims at matching the training and skills of the out-of-work adults and their dependents who are expected at the event.

The President “would see for herself the delivery of employment and training services to laid-off workers,” said Dela Rama.

Local government units have been tapped to initiate jobs-placement schemes for their respective out-of-work residents. (PNA)

CEBU CITY, February 9, 2009─The Technical Education and Skills Development Authority (TESDA) has turned over to the Archdiocese of Cebu certificates of scholarship grant amounting to P 1.8 million in a ceremony held February 5.

TESDA representative, Ted Gatchalian, handed over to His Eminence Ricardo J. Cardinal Vidal, certificates allotted for 125 scholars the archdiocese would choose as recipients from poor families.

Gatchalian said beneficiaries may choose from a wide array of vocational or technical courses at any TESDA accredited institution or training center.

For his part, Cardinal Vidal expressed his gratitude to TESDA and the national government for the grant.

“In these difficult times, when people are losing their jobs, this scholarship grant will go a long way for the poor but deserving recipients,” the Cebu prelate said.

Cardinal Vidal, who celebrated his 78th birthday last February 6, expressed in the past days a growing concern over the rising number of laid-off workers in Cebu as a result of the global economic crisis.

He hopes that the scholarship will help alleviate the burdens of the families from whom the deserving students shall be chosen to avail of the grant.

The allocation of the grant to beneficiaries will be handled by the Archdiocese of Cebu’s Commission on Service, the social action arm of the archdiocese which was responsible for the recent tie-up.

The turn-over ceremony, held at Caritas building in Cebu City, was also attended by CBCP President and Jaro (Iloilo) Archbishop Angel N. Lagdameo, Dumaguete Bishop John F. Du, and Cebu Auxiliary Bishop Emilio Bataclan.

It was preceded by the inauguration and blessing of Cebu Caritas Health Center, which is run by volunteer doctors and other health workers, and a feeding program for 500 indigents sponsored by the Philippine Charity Sweepstakes Office (PCSO).

The events were held as part of the archdiocesan celebration of the 78th birthday of Cardinal Vidal. (Fr. Marnell Mejia)

Lasangre, 51, an instructress at the Lupon School of Fisheries (LSF), a TESDA technical-vocational institution in Lupon, Davao Oriental, has won the Civil Service Commission’s 2008 Dangal ng Bayan Award.

She is one of the seven winners in this category of the CSC’s yearly search for outstanding government employees, and was selected on the basis of her remarkable achievements in aquaculture education and community extension work.

As a government employee, she was also cited for her simple living and commitment to democracy.

TESDA director general Secretary Augusto Boboy Syjuco lauded Lasangre for her achievements when she met her and her husband in his office in Taguig City.

“TESDA is proud to have another employee winning the prestigious Dangal ng Bayan Award,” he said, noting how Mrs. Lasangre has motivated her students in Lupon and other communities to pursue careers in tech-voc education.

Mrs. Lasangre goes to work with her husband Eduardo, also an instructor in LSF, even during Saturdays and Sundays when her services are required. She was one of those worked hard in enabling LSF to avail itself of the highest grant amount in Region 11 provided under the TESDA’s jobs directed scholarship program (JDSP).

She also prepared the LSF institutional implementation plan for aquaculture, which hastened the release of an P8 million soft loan from the government of Germany for aquaculture processing tools and equipment.

A TESDA national model employee awardee in 2006, Lasangre, who has been teaching for 27 years, has been instrumental in the development of the LSF fishpond, which now provides practical training to LSF’s aquaculture students.

“LSF aquaculture students now train in bangus grow-out production hands-on in the fishpond, instead of through CDs and tapes which was the case before,” said Delia Lorica, LSF administrator.

“The LSF also earns money from the fishpond, it being the school’s second-highest income-generating project,” she added.

A mother of seven children, four of whom have chosen careers in tech-voc, Lasangre is an active member of the Couples for Christ and the Philippine Aquaculture Society.

Her achievement in community-based training in agri-fishery is well known. She trained farmers in Barangay Rang-ay, Banay-banay, Davao Oriental in growing tilapia in a grow-out pond and taught them tilapia processing.

In Belayong, San Isidro, another Davao Oriental town, she trained a group of Muslims whose chieftain is a rebel returnee in growing tilapia in cages and processing them into ‘tamayo’. Today, about 50 families who attended her training are bow engaged in tilapia growing.

TACLOBAN CITY – Japan Automaker Isuzu Motors Limited (IML) formally opened yesterday the P130 million Auto Mechanic Training Center at the Technical Education and Skills Development Authority (TESDA) regional office here in the bid to upgrade the skills of young Filipinos in automotive technical training.

IML Chairman Yoshinori Ida said that this will capacitate out of school youth to be competitive in car making just like in Japan. The first batch has 30 scholars coming from economically-depressed areas of the country under the Plan Philippines Program.

The facility houses a two-storey 1,656 square meter workshop, 160-bed capacity dormitory for boys and girls, cafeteria, multi-purpose covered court, complete set of training equipments and tools for workshops. The training equipments to include vehicles costs P39 million.

“This project is for children that are in need of support and development in developing nations. Isuzu already initiated this project in Indonesia and Vietnam,” Ida said in a media gathering.

Isuzu will be involved in training in the next two years. Scholars will have automotive national certificate level I to IV.

[Show as slideshow]

“It is my dream that this will be the best auto mechanic center in the Philippines. We will be responsible in providing high skills. This will deserve workers to be paid with stable wages in the future,” Ida added.

Plan Philippines Country Director Michael Diamond said that they got 1,012 applicants from provinces of Occidental Mindoro, Northern Samar, Eastern Samar, Western, Masbate, Cebu and Southern Leyte.

“This project truly opens door to poor but highly deserving students from areas where Plan works. With this, young people from some of the most depressed provinces in the country are given hope for a better and brighter future,” Diamond said.

The top three scholars will be hired by Isuzu Motors for their automaking plant in Japan. The rest of the scholars are free to work in other car manufacturers.

“Lives of deserving young Filipino people who are not as privileged as others in terms of resources will be uplifted through this project which is part of our corporate social responsibility,” Ida stressed.

One of the beneficiaries, Marlon Garcia, 18, of Brgy. Poypoy, a remote village of Calintaan town in Occidental Mindoro, said that he was grateful for this project considering that his mother has no money to send him to school. His father passed away during his childhood days.

“I can pursue my education now. When I graduated last March, I never expected that I can continue my studies,” Garcia told Leyte Samar Daily Express.

Isuzu Philippines Corp. recently donated one NHR passenger van and IML of Japan gave one Crosswind XTi prior to the opening of training center.

Isuzu Motors chose the country as the beneficiary of this training center considering that “37% of the country’s population lives below the poverty line, with some three million young people unable to receive education.”

According to Isuzu, the training will fill the poverty gap with the growing demand for auto technicians as the country registers more than five million motor vehicles each year.

TESDA regional director Juan Sabulao said that in its second year of operation, the training center would also upgrade skills of workers who have been in the automotive industry for many years now. “The center will be opened during evenings and weekends to accommodate to retrain workers.”

The training center is an “Isuzu Heart & Smile Project,” an integral part of the Japanese carmaker’s campaign to mark its 70th inaugural anniversary early this year. (SARWELL Q. MENIANO)

Technical-vocational training programs of the Technical Education and Skills Development Authority (TESDA) in Mindanao will continue as have been programmed for the rest of the year despite the heightened conflict situations in the area.

This assurance of continuity in the delivery of techvoc programs and services In Mindanao was made by Secretary Augusto Boboy Syjuco, TESDA director general during the opening of the first jobs fair for Muslim workers in Pasay City last week.

Mindanaons including our Muslim brothers, says Secretary Syjuco, will be provided equitable access to TESDA’s quality skills training programs through its existing training institutions network.

Technical-vocational training programs, adds Secretary Syjuco, are available in four training modalities, namely, school-based, center-based, enterprise-based and community-based programs.
Assessment and certification of workers’ competencies will also be pursued by TESDA in Mindanao. To encourage more middle-level workers to sit for skills assessment and certification, the free assessment service of TESDA (FAST) will be made available to them.

Scholarships under the PGMA-Training for Work Scholarships and Private Education Students Financial Assistance Program (PESFA) are available to Mindanaons. The scholarships, either full or partial, pay for the training costs for finishing courses in high demand jobs in the business process outsourcing (BPO) sector and other industries with critical skills requirements.

In the wake of the current peace and order situation in the area, Secretary Syjuco established a crisis management system for Mindanao to insure continuity in the delivery of training services in convergence with TESDA partners.
