				<content:encoded><![CDATA[<p>TESDA VIII – RTC Auto Mechanic Training Centre held its 5<sup>th</sup> graduation last November 9, 2012,  celebrated with the theme: “<em>Akmang Pagsasanay Tungo sa Tagumpay.”</em></p>
<p>This serves as another milestone of the enduring vision of the tripartite project partners: ISUZU Motors Limited, World Vision and TESDA. The Batch 5 scholars consists of sixteen aspiring youths who will now come to the realization of their 2-year training in TESDA Auto Mechanic Training Centre</p>
<p>In attendance were Isuzu Motors Limited Senior Counselor Yoshinori Ida, World Vision Grant Officer Mr. Julius Lunar and Project Coordinator Ms. Joyce Flora, TESDA VIII  Regional Director Cleta M. Omega, Phil. Chamber of Commerce &amp; Industry – Eastern Visayas Region Area Regional Governor Atty. Roy Bernard Fiel, Isuzu Auto Parts Manufacturing Corporation President Kazuyoshi Iizuka, Isuzu Philippines Corporation President Ryoji Yamazaki, RTC-Center Administrator Mr. Rodrigo Lacaba, Isuzu, TESDA and Project staff, Isuzu scholars, RTC trainees and parents.</p>
<p>“<em>Abide company rules and live in a disciplined life,”</em>advised Senior Counsellor Yoshinori Ida of Isuzu Motors Ltd. as he rendered his message to the new graduates.</p>
<p>Atty. Roy Bernard Fiel, Regional Director of Philippine Chamber &amp; Industry-Eastern Visayas Area, encouraged the graduates to consider local employment because investors are now gaining confidence to put in their businesses and resources in the country, thus encouraging Philippines to gear up towards improving its economic condition. He also cited that annually, the car registration in the Visayan region is increasing, which exhibits the chances of local employment. He likewise appreciated the project because it truly influenced the lives of those who need the help most.</p>
<p>A multimedia presentation was also shown to share stories behind the success of two of the ISUZU scholars who are currently employed &#8211; Jerson Madejanon and Roel Gocela, from Batch 3 and 4,  respectively.</p>
<p>Three of the graduates proved what their efforts have brought to them as they become the achievers. They were Wilmar Huerte, Class Valedictorian, Elmer Maglasang, Class Salutatorian, and Danmar Chavez, Honorable Mention.  Mr. Dande Dela Cruz was awarded the Most Dependable, a non-academic award given to the scholar who manifested the values of trustworthiness and reliability.</p>
<p><em>          “Our achievement today is nothing without the help and undying support of Isuzu Motors Limited, World Vision and TESDA. Because of them, we were able to shape a brighter future.”</em></p>
<p>Mr. Wilmar Huerte said during his valedictory address. He added that through this achievement, they will soon become productive and effective accelerators of progress and will enable them to help their families.</p>
<p><em>          “Dahil sa tulong ng Isuzu, World Vision at TESDA, nabigyan katuparan ang pangarap kong makapagtapos si Wilmar sa kanyang  pag-aaral upang matulungan ang kanyang pamilya”,</em></p>
<p>said Mrs. Orsita Palero, Wilmar’s guardian,  as she expressed her heartfelt gratitude to the project partners.</p>

				<content:encoded><![CDATA[<p>Last November 9, 2012,<strong> </strong>the TESDA-Auto Mechanic Training Centre welcomed the Batch 9 scholars who will undergo two years of free training in Automotive Servicing NC I to NC IV.</p>
<p>The new batch which is composed of 15 males and 3 females have come from the different provinces and distant municipalities of Eastern Visayas. They underwent  massive and intensive screenings, interviews and recruitment procedures. They were formally introduced to the project sponsors through a welcome ceremony organized by the training centre graced by the project sponsors: Isuzu Motors Limited, TESDA and its new project partner, World Vision.</p>
<p><em>“Possess a positive attitude and strong spirit,”</em> said Mrs. Joyce Flora, World Vision Project Coordinator,  said as she encouraged the new set of scholars.</p>
<p><em>“You are here to learn and live in a healthy life. You are also here to achieve your dreams and goals.”</em> Mr. Yoshinori Ida, Senior Counsellor of Isuzu Motors Limited, said to motivate the Batch 9 scholars to do good in their training.</p>

<p>            Sarah Mae Rafols, a representative of Batch 9 scholars, delivered a message for the acceptance of duties and responsibilities. It was followed by the unveiling of the tarpaulin with their scribed commitment they all made. The scholars also received bags, alarm clocks and steel shoes from the project partners.</p>

				<content:encoded><![CDATA[<p>TESDA Auto Mechanic Training Centre, the tripartite project of ISUZU Motors Limited, Plan International and TESDA, faced transition in continuing its project vision and endeavor as Plan Philippines’ four-year contract ended last September 30, 2012. However, Isuzu Motors Limited did not cease from realizing its corporate social responsibility which has the vision to help many underprivileged Filipino youth through giving them free skills training and job opportunities to help them alleviate their way of living.</p>
<p>Isuzu Motors Limited, as the financing institution of TESDA Auto Mechanic Training Centre, had to seek for a prospective NGO (Non-government Organization) that has a vision and mission like what Plan Philippines upheld.</p>
<p>World Vision, a Christian relief, development and advocacy organisation dedicated to working with children, families and communities to overcome poverty and injustice, have sought its vision and aims by being part in the endeavor that Isuzu Motors Limited, Plan and TESDA have started. World Vision, as the replacement of Plan Philippines, has started its negotiation with the two remaining partners since October 01, 2012 to settle their agreement and to render support in imbibing what the project envisioned to attain and sought.</p>
<p>Isuzu Motors Limited, World Vision and TESDA have settled their terms and conditions in their agreement to continue what they have started. It underwent significant procedures in settling the MOA (Memorandum of Agreement) before it was signed by the project partner heads and representative.  Lawyers of the three parties extensively studied and settled the agreement and contract before it was furnished.</p>

<p>World Vision will work with Isuzu and TESDA within four years of contract. Together, they will help achieve the aim of Isuzu Heart and Smile project in providing opportunities to many youths who dream to have a brighter future.</p>

				<content:encoded><![CDATA[<p>The Technical Education and Skills Development Authority (TESDA) was awarded the International Standards Organization (ISO) certification, making it the only education agency and among the government certifying agencies to be granted the prestigious status.</p>
<p>During simple rites at the TESDA complex in Taguig City, Director General Joel Villanueva received the ISO Certificate 9001:2008 from Jen Wen Chia, general manager of the TUV SUD PSB Philippines, Inc., which audited the TESDA services.</p>
<p>“Living up to the challenge of making technical-vocational education relevant and accessible especially to the poor sectors of our society was not an easy task given the limited resources and the cleaning up that we have to do when we assumed office.  But the hard work and efficiency of the TESDA family braved all these, and now we are reaping the fruits with this ISO certification,” Villanueva said at the awarding ceremony that coincided with the TESDA Specialista Day last Friday, February 10.<br />
President Benigno Aquino III, who witnessed the ceremony, congratulated TESDA for its feat.</p>
<p>Villanueva said the certification should further strengthen the agency’s commitment to make better its services to the 1.4 million Filipinos enrolled in the various TESDA courses to help stem the problem of unemployment in the country.</p>
<p>The Munich-based TUV SUD PSB is the country’s leading multinational certification and inspection body which provides inspection, certification, valuation, validation, training and testing services.</p>
<p>ISO 9001 is an internationally recognized quality management standard which specifies Quality Management System (QMS) requirements focused on an organization&#8217;s ability to meet and improve upon customer satisfaction and quality requirements.</p>
<p>In January 2010, TESDA enrolled its two major programs for certification, namely, Technical Vocational Education and Training Program Registration and Competency Assessment and Certification.</p>
<p>These are systems are processes that ensure integrity and quality of training delivery and training outputs involving all its courses.</p>
<p>On January 27 this year, TESDA was recommended to receive the certification for the two programs.</p>
<p>Villanueva said the ISO certification makes TESDA at par with other international educational institutions providing the same skills development services.</p>
<p>“After receiving this coveted status, we are more emboldened and resolved to work harder because this will mean nothing if we don’t live up to the standard,” he said.</p>

<p><span style="font-size: medium;">T</span>he Technical Education and Skills  Development Authority (TESDA) was established through the enactment of <a href="http://www.tesda.gov.ph/uploads/File/REPUBLIC%20ACT%20NO.%207796.pdf" target="_blank">Republic  Act No. 7796</a> otherwise known as the &#8220;Technical Education and Skills  Development Act of 1994&#8243;, which was signed into law by President Fidel  V. Ramos on August 25, 1994. This Act aims to encourage the full  participation of and mobilize the industry, labor, local government  units and technical-vocational institutions in the skills development of  the country&#8217;s human resources.</p>
<p>The merging of the <strong>National Manpower and  Youth Council</strong> (NMYC) of the Department of Labor and Employment  (DOLE). <strong>The Bureau of Technical and Vocational Education</strong> (BTVE) of the <strong>Department of Education, Culture and Sports</strong> (DECS), and The Apprenticeship Program of the <strong>Bureau of Local  Employment</strong> (BLE) of the DOLE gave birth to TESDA.</p>
<p>The fusion of the above offices was one of the key  recommendations of the 1991 Report of the Congressional Commission on  Education, which undertook a national review of the state of Philippine  education and manpower development. It was meant to reduce overlapping  in skills development activities initiated by various public and private  sector agencies, and to provide national directions for the country&#8217;s  technical-vocational education and training (TVET) system. Hence, a  major thrust of TESDA is the formulation of a comprehensive development  plan for middle-level manpower based on the National Technical Education  and Skills Development Plan. This plan shall provide for a reformed  industry-based training program that includes apprenticeship, dual  training system and other similar schemes.</p>
<p><strong>TESDA is mandated to:</strong></p>
<ol>
<li>Integrate, coordinate and monitor skills development programs;</li>
<li>Restructure efforts to promote and develop middle-level  manpower;</li>
<li>Approve skills standards and tests;</li>
<li>Develop an accreditation system for institutions involved in  middle-level manpower development;</li>
<li>Fund programs and projects for technical education and skills  development; and</li>
<li>Assist trainers training programs.</li>
</ol>
<p><strong>At the same time, TESDA is expected to:</strong></p>
<ul>
<li>Devolve training functions to local governments;</li>
<li>Reform the apprenticeship program;</li>
<li>Involve industry/employers in skills training;</li>
<li>Formulate a skills development plan;</li>
<li>Develop and administer training incentives;</li>
<li>Organize skills competitions; and</li>
<li>Manage skills development funds.</li>
</ul>

				<content:encoded><![CDATA[<p>TESDA is again conducting the free competency assessment and certification for the second round from <strong>August to November 2011 nationwide</strong>.</p>
<p>The <strong>National TVET Competency Assessment and Certification or NATCAC</strong> is a synchronized conduct of competency assessment in all the TESDA schools and training centers all over the country that will include key qualifications which are difficult to find but with high industry demand.</p>
<p>TESDA Director General Joel Villanueva emphasized that one of the primary objectives of the synchronized assessment and certification is to increase the number of certified Filipino workers and graduates of Tesch-Vov education and training (TVET) so they can be qualified for good jobs. If the trainees and workers are able to hurdle all required competencies, they will be certified and given a National Certificate (NC) or Certificate of Competency (COC) which they can use in applying for jobs in fields that are highly in demand. &#8220;Likewise, we want to expand the scale and popularity of the assessment program and undertake an advocacy to raise people&#8217;s awareness about it,&#8221; Sec. Villanueva said.</p>
<p>Those who wish to apply may secure the assessment application form from the TESDA Regional Office or from any of our Provincial Offices and TESDA Technology Institutions. The forms may also be downloded from our website @ <a href="http://www.tesda.gov.ph"><strong>www.tesda.gov.ph</strong></a> or <a href="http://www.tesda8.org"><strong>www.tesda8.org</strong></a></p>
<p>All interested applicants must submit the following requirements:</p>
<p>1.accomplished application form</p>
<p>2. self-assessment guide</p>
<p>3. 3pcs. of passport-sized pictures (with their name written at the bak)</p>
<p><strong>Target candidates for the second run of the National TVET Competency Assessment and Certificartion (NATCAC) are the following:</strong></p>
<p>a. Trainers of private and public technical vocational institutions      (TVIs) including TESDA Technology Institutions (TTIs), local goverment units (LGUs) and other goverment agencies providing TVET programs and Private enterprises with registered TVET programs;</p>
<p>b. Workers/Industry practitioners/professionals/career shifters who want to undergo competency assessment;</p>
<p>c. Returning Overseas Filipino Workers (OFWs) Filipino Expatriates with relevant experience who want to undergo competency assessment.</p>
<p>Attached are the schedules/qualifications covered for each schedule and the assessment centers that will conduct the assessment</p>
<p>TESDA will announce and publish the list of applicants who pass the assessment in newspapers.</p>

<div>The TOFSA aims to recognize the valuable contribution of the Filipino seafarer not only in domestic shipping but in the world maritime industry. Filipino seafarers account for almost a quarter of the total population of the world maritime fleet and thru this award, we will be able to highlight the competence, professionalism and dedication of our seafarers. Further, the project is in line with the International Maritime Organization ()IMO) Diplomatic Conference to be held in Manila on 21-25 June 2010.</div>

Q: Who are qualified for the awards?</p>

<div>Any seafarer in the active service either as an officer or rating and who has demonstrated outstanding contribution or accomplishment in ensuring efficiency of ship operations, reducing marine pollution, safety management, bravery at sea, enhancing the image of seafaring, fostering camaraderie and goodwill or any accomplishment/achievement beyond the call of duty.</div>

<div>Any individual person, organization, association or agency may nominate a seafarer;  the seafarer himself may submit the nomination.</div>

Yet,  they have remained unnoticed.</p>
<p>With the big contributions of these  tech-voc graduates in the socio-economic development of the country,  they need to be given prominence to serve as role models for others to  emulate. Their success stories are potent instruments that could provide  the inspiration and veer the youth and the unemployed<br />
The success of the last years’ search had  proved that it is appropriate to give them recognition and celebrate  their success with the Filipino people through the “Search for TESDA  Idol”.</p>
