The fundraiser will be from 8-12 on the Tammany Trace beginning at Koop Drive. The distance can be chosen by each rider up to 40 miles. The cost is $10 for individuals and $20 for families. Our goal is that each individual or family get 10 people to sponsor per mile. (Riders will still be welcome to ride if they do not meet the sponsorship goal.) National Company Teams Up with DSS to Hire Individuals with
Disabilities

BATON ROUGE - PRIDE Industries, a national service company with a
mission to create jobs for people with disabilities, has partnered with
the Department of Social Services' Louisiana Rehabilitation Services
to fill more than 60 contract jobs at Fort Polk located near Leesville.

LRS is the agency within the Department of Social Services (DSS) that
works to assist people with disabilities in Louisiana to obtain or
maintain employment through its flagship program, Vocational
Rehabilitation (VR). In 2008, LRS provided assistance to more than
29,867 Louisiana citizens with disabilities through the VR Program.

"The Department of Social Service is excited to forge a relationship
with PRIDE Industries," said DSS Secretary Kristy Nichols. "This is
an avenue to enhance our state's workforce development efforts while
creating employment opportunities for citizens with disabilities that
can result in self-sufficiency and independence."

PRIDE Industries asked LRS to identify clients interested in filling
entry and journey level positions. The positions include carpenters,
electricians, plumbers, HVAC mechanics, heavy equipment operators and
general maintenance workers. These jobs exist under the federal
AbilityOne program that requires most work hours be performed by people
with disabilities. The hourly pay rates range from $9.17 to $18.54 and
benefits includes medical, dental and vision along with paid vacations
and holidays.

PRIDE Industries conducted interviews with LRS clients from the Lake
Charles, Alexandria, Lafayette and Baton Rouge Regional Offices during
the week of April 13.

In addition to Louisiana, PRIDE has worked with Vocational
Rehabilitation programs in Alaska, Arkansas, California, Florida,
Kentucky, Maryland, Missouri, New Mexico, Ohio, Texas, Virginia and
Washington D.C.

PRIDE Industries is a nonprofit organization providing a variety of
business solutions to meet the manufacturing and integrated facilities
service needs of companies and government agencies nationwide. PRIDE
employs more than 4,100 individuals across eleven states and in the
nation's capitol, including more than 2,700 people with disabilities.
Founded in 1966, PRIDE is headquartered in Roseville, California.

To help celebrate National Community Development Week, St. Tammany Parish will be hosting a public hearing and event in the Council Chambers at 21490 Koop Drive in Mandeville on Thursday, April 16 from 1 to 3 pm. St. Tammany Parish Community Development Day is an important part step in working together to improve our community as a whole.

This event will be held to obtain views on housing and the community development needs of St. Tammany Parish as required by the HUD Community Development Block Grant. Several topics will be covered, including: the amount of available funds and range of activities available with community development for low to moderate income citizens, the parish plans for minimizing displaced citizens, how the parish has performed in the past with relation to the Community Development Block Grant, and current and future projects funded through this grant.

St. Tammany Parish encourages all residents to attend, particularly those of low to moderate income, or those living in blighted areas. Local businesses and non-profit groups are also encouraged to attend. Public input is an important part of the success of this program.

These workshops are for those new to the grant application writing arena. They are one-day workshops covering not only the basics of grant writing but also the preparatory work necessary to prepare successful grant applications. Additional Information on Eligibility:

State and local government agencies and federally recognized Indian tribes are eligible to apply under this program. Applicants must adhere to all of the eligibility and funding requirements of the Second Chance Act. In order to be eligible to apply for funding, the jurisdiction preparing the application must have developed a reentry strategic plan which includes a detailed implementation schedule as well as extensive evidence of collaboration with key public and private stakeholders. Applicants must also have established a Reentry Task Force comprised of specific justice system and community representation. American Indian Tribes and Alaska Native Tribes and/or Tribal Organizations: All tribal applications must be accompanied by a current authorizing resolution of the governing body of the tribal entity or other enactment of the tribal council or comparable government body. If the grant will benefit more than one tribal entity, a current authorizing resolution or other enactment of the tribal council or comparable government body from each tribal entity must be included. If the grant application is being submitted on behalf of a tribal entity, a letter or similar document authorizing the inclusion of the tribal entity named in the application must be included.

Description

The Second Chance Act of 2007 (Pub. L. 110-199) provides a comprehensive response to the increasing number of people who are released from prison and jail and returning to communities. There are currently over 2.3 million individuals serving time in our federal and state prisons, and millions of people cycling through local jails every year. Ninety-five percent of all prisoners incarcerated today will eventually be released and will return to communities. The Second Chance Act will help ensure the transition individuals make from prison or jail to the community is safe and successful. Section 101 of the Act authorizes grants to state and local governments and federally recognized Indian tribes that may be used for demonstration projects to promote the safe and successful reintegration into the community of individuals who have been incarcerated.

Wells Fargo Housing Foundation: Homeownership Grant Program

The Wells Fargo Housing Foundation is committed to increasing homeownership through the development of affordable housing throughout the United States. The Foundation's Homeownership Grant Program supports local nonprofit housing organizations that help create homeownership opportunities for low- to moderate-income families. Grants are provided for the construction or rehab of owner-occupied homes, homebuyer education programs, or subsidies that help struggling families purchase or retain their homes. In addition, support is provided to organizations that help low- to moderate-income homeowners make necessary repairs and upgrades. Purpose

Provide financial resources to local nonprofit housing organizations to create sustainable homeownership opportunities for low-to moderate-income people.

For homebuyer education, pre-and post-purchase counseling and foreclosure prevention

The organization must be tax exempt under Internal Revenue Service Code 501 (c) (3) or the organization must be a government entity.
The Housing Foundation does not provide support to IRS 501c3 Private Foundations.

Program Requirements

Project/program must serve owner-occupied low-to moderate-income homebuyers only.
Organization must have no current operating deficits.

Grant Use

The Housing Foundation provides grants for costs directly associated with the programs or projects specific to its areas of interest (e.g. class materials and instructor salaries).
The Housing Foundation does not provide multi-year grants. You must reapply for future consideration.

The submission judged to be the most outstanding will receive a $15,000 grant, with the remaining $60,000 apportioned to other competing organizations. The application deadline is May 1, 2009. Acres for America, a partnership between Wal-Mart Stores, Inc. and the National Fish and Wildlife Foundation, was established to provide funding for projects that conserve important habitat for fish, wildlife, and plants through acquisition of interest in real property. The goal of the Acres for America program is to offset the footprint of Wal-Mart's domestic facilities on at least an acre by acre basis through these acquisitions. All grant awards require a minimum 1:1 match of cash or contributed goods and services. Preference will be given to acquisitions that are part of published conservation plans (North American Waterfowl Management Plan, Partners in Flight, etc.), State Wildlife Action Plans, or Endangered Species Act Recovery Plans. Grant and Program Planning

Program planning and grant planning are intimately linked. Ideally, grant planning should be only one phase in the whole program development, program implementation, and evaluation cycle. Too often, it is treated as something separate and foreign. The best results in fund development will come when your grant and solicitation strategies are closely intertwined with your goals and program strategies. Build partners - not donors!

Having said that, if you can answer the following questions, you will be well on your way to both solid program development and successful fund development.

·                What's the problem we are addressing?

Remember - the problem is not your need - it's the community's need!

·                Who else is addressing, and what are the gaps in how it is being addressed?

Gaps can be programmatic, population, time/seasonal, or material. Gaps are the reason that you have a need!

·                How are we proposing to address the problem?

Paint a clear and specific picture of your program! Can your prospect see it in action in their mind?

·               How will things be different/will the problem be solved or improved, when you are done?

How will you know that you are succeeding? What will you measure in order to understand how you are doing and what needs to change or be adjusted?

·                What do you need in order to try to solve the problem?

This must tie to the approach you have described above. It's an opportunity to once again paint a picture of what you will be doing!

·                What resources do you already have? From whom?

Don't forget volunteers, donations and in kind services. Show the community participation in your project. Project the image that the funder is joining a winning team, not boarding a sinking boat!

·               What are the qualifications and experience that make your program the right one to take on this work?

History, key accomplishments, qualifications of staff and volunteers, relationships in the community....as they relate to this project.

·                Are there problems or barriers that you can foresee? How will you overcome them?

We all run into roadblocks when we try something new. Think through what you are going to do carefully. What's likely to trip you up? How can you anticipate these problems? Who will you turn to for help? Recognizing the possibility of problems is the sign of a sophisticated and professional program!

HUD Announces Homelessness Prevention Funds

Today, HUD announced funding allocations and eligible grantees for the new Recovery Act homelessness prevention program.

The American Recovery and Reinvestment Act, signed on February 17th, 2009, provides $1.5 billion, allocated according to the current Emergency Shelter Grants formula with a grant minimum of $500,000, to help families who are either homeless or at imminent risk of becoming homeless. This program will provide financial and other assistance to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide for a variety of assistance, including: short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, security or utility deposits, utility payments, moving cost assistance, and case management.

SOLICITATION OF PROJECT PROPOSALS

Louisiana Emergency Shelter Grants Program

St. Tammany Parish President, Kevin Davis announces that the St. Tammany Parish Office of Social Services, Department of Community Action has been issued an application package for the Emergency Shelter Grant Program (ESGP) administered by the Louisiana Department of Social Services (DSS). Funding available under the Emergency Shelter Grants Program is dedicated for the rehabilitation, renovation, or conversion of buildings for use as shelters for the homeless, and for payment of certain operating costs and social services expenses relating to homeless emergency shelter. The Program also allows funding for use in homeless prevention activities as an adjunct to other eligible activities.

Applicants for grants under the State ESG Program are limited to units of local government which may distribute all or part of their grant amounts to private nonprofit organizations for use in eligible Program activities. Nonprofit organizations interested in developing a project proposal for possible inclusion in an ESGP funding application under consideration by the Department of Community Action may request a copy of the proposal materials by contacting St. Tammany Parish Department of Community Action at (985) 646-2090.

To qualify for funding participation, a private nonprofit organization as defined by Program regulations must be one which is exempt from taxation under subtitle A of the Internal Revenue Code, has an accounting system and a voluntary board, and practices nondiscrimination in the provision of assistance. Matching funds (including in-kind contributions) equal to the amount of grants funds must be provided except under special circumstances when an exemption can be allowed. Program rules require that ESGP recipients involve, to the maximum extent practicable, homeless individuals and families in ESG funded activities, including constructing, renovating, maintaining, and operating facilities assisted under the ESG Program, and in providing services for occupants of these facilities.

No funding obligations shall be implied based on the information in this solicitation of ESGP project proposals. The St. Tammany Parish Department of Community Action reserves the right to accept any proposal or reject any and all proposals on such a basis as may be deemed to be in its best interest. The deadline for receipt and consideration of a proposal is 4:30 PM, March 20, 2009.

Truth 180° Adolescent Programs (YouthTruth) Expanded in Covington!

Truth 180° opened its office in Covington, LA to better serve the needs of the residents of St. Tammany Parish in mid-year 2008.

The Covington office has now expanded adolescent services, in addition to the existing substance abuse program where new clients are also being accepted.

Referrals, self or via an agency, are now being accepted for the Court Empowerment behavioral program and the Access To Recovery substance abuse program.

Court Empowerment focuses on behavioral and mental health issues for adolescents ages 12 -17 years old with group treatment focused on:

1) substance abuse education

2) gender specific issues (girls and boys groups), relationship and self awareness

3) anger management and conflict resolution

Family attendance and participation in group is a mandatory part of the program to address needs such as communication and boundary setting.

There are no financial limits for eligibility and the program is open to pre-adjudicated and non-adjudicated adolescents (post-adjudicated with the permission of the Office of Juvenile Justice).

Access to Recovery focuses on substance abuse treatment for adolescents 12 - 17 years old. Family participation is also offered with a weekly multi-family group and parent education group. A limited number of individual and family sessions are also available. Eligibility is determined by family income (you may qualify for free, or sliding scale fee services).

Both of these programs are provided to the community by grants from the Office of Juvenile Justice and the Office of Addictive Disorders, respectively.

The Slidell office has now expanded their adolescent and adult services. New clients are being accepted into our current adolescent and adult intensive outpatient substance abuse programs, as well as the adolescent programs for the Court Empowerment behavioral program and the Access To Recovery substance abuse program (described above).

All services of Truth 180° are offered to the community on a sliding scale fee basis or free of charge, dependent upon family income. Current and expanded services offered to the adolescent and adult community are listed below:
