Dozens of ships that had been trapped in ice in the Baltic Sea off Stockholm, have been freed.

New Law Makes Absentee Voting Easier for Overseas Americans

On October 28, 2009, Congress enacted the Military and Overseas Voter Empowerment (MOVE) Act. This legislation amends existing law regarding overseas voting in federal elections, and should make voting easier for overseas Americans.

New Procedures for 2010 Elections

Beginning with the November 2010 general election, and for all subsequent general, special, and primary elections, states will be required to mail out ballots at least 45 days prior to an election for a federal office. This requirement may cause some states to select earlier primary dates in order to comply with the 45 day mailing deadline, or to request waivers due to special circumstances.

In addition to mailing ballots to overseas voters, the states will be required, at the voter’s request, to provide registration forms, absentee ballot request forms, and blank ballots via fax or email. However, each state’s laws determine whether ballot requests or voted ballots can be returned via fax or email. The new law prohibits states from rejecting marked ballots based on notarization, paper size, or paper weight requirements. The witnessing requirements of individual states remain in place.

Overseas Absentee Ballot Requests

Effective immediately, states will no longer be required by federal law to continue to mail election materials to overseas addresses (even when they are determined to be invalid) for two complete general election cycles on the basis of a single ballot request. It will now be up to each state to determine how long to continue to send out election materials before requiring overseas voters to submit new ballot requests. This change, sought by local election officials, should greatly decrease the volume of voting materials sent abroad to addresses where Americans no longer reside.

State Department Recommendations

In light of these changes, the Department of State recommends that all U.S. voters residing abroad request absentee ballots from their local election officials at the start of each calendar year, and whenever there is a change of address, change of e-mail address, or change of name, by completing and sending in a Federal Post Card Application (FPCA). To locate information on your specific state’s requirements, and to obtain an on-line version of the FPCA, please visit www.fvap.gov. Voters may also pick up a hard copy of the FPCA from any U.S. embassy or consulate. FPCAs may be mailed to your local voting officials in the United States via international mail or from any U.S. embassy or consulate. Many states allow U.S. citizens overseas to submit the FPCA by e-mail or fax.

The Department of State strongly encourages all U.S. overseas voters to provide email addresses or fax numbers on their FPCAs to enable local election officials to transmit election materials in the fastest manner available, which should then allow sufficient time for the return of voted ballots. For information regarding your specific state, please visit www.fvap.gov.

Emergency Ballots

The Federal Write-In Absentee Ballot (FWAB) serves as an emergency ballot for the November general elections for federal offices, although some states also permit its use for elections for state and local offices. Beginning in January 2011, the new law allows use of the FWAB for primary, special, and runoff elections for federal offices. Voters who request an absentee ballot in advance of their state’s ballot request deadline, but who fail to receive an official ballot from local election officials in time to vote, should complete the Federal Write-In Absentee Ballot and send it back to local election officials in time for it to be counted. An on-line version of the FWAB, together with instructions for its use, is available at www.fvap.gov

Overview of the Project

Rework the World – the 5th Global YES Summit is a global event taking place in Leksand, Dalarna from 2-5 June, 2010. The summit is tackling the global youth unemployment crises from a systems perspective. With the confluence of the global ecological, social and economic crises, getting young people into employment will not be enough. We also need to rethink how to generate growth and develop the new programs, technologies and business models for sustainable prosperity. In other words, we need not only work; we need to rework.

The summit brings together the best local ideas from around the world for the creation of jobs that are economically, socially and ecologically sustainable, with the global capital and corporations that are able to take these ideas from visions to scalable impact – with the aim of creating new sustainable employment opportunities all over the world.

Rework the World is developed in partnership by YES Inc, with its youth led networks in fifty-five developing countries, and Tällberg Foundation, with its high level global networks of decision makers.

We are seeking mature individuals who will be hands-on and have the ability to work well independently to get things done. The atmosphere is a busy one where lots of priorities need to be juggled at the same time alsoit is also warm, friendly and supportive.

Volunteers for projects and content build-up:

Projects at the summit
To anchor the summit in tangible action, it takes its starting point in actual projects gathered from around the world. These illustrate the emerging new business and organizational models we need for tomorrow. The initiatives are diverse but each one illustrates ways to combine the necessity of structurally transforming our economy with the social imperative of providing opportunities for the younger generation through effective job matching and educational initiatives.

The projects are gathered under 5 themes: water, land-use, energy, cities, people. At the summit, each project will receive a 2 hour workshop slot intended for 20-30 people. Some slots may contain more than one initiative. The workshops will be run by a moderator whose role is to manage the translation between specific projects and the more diverse audience. The moderators should help develop a relevant faming of the project and bring out the strategic issues blocking its full potential.

Participants will be offered the opportunity to engage on-line with the projects and the entrepreneurs prior to and after the summit.

The work in each theme area will be introduced by a smaller plenary discussion that lasts roughly 2 hours. These discussions take their starting points in the projects represented in each theme area.

Preparing the Rework the World project briefs and project workshops
The volunteer will be covering a wide range of topics that are closely connected. While specific activities have not yet been detailed, we expect the volunteers to become a very valuable part of several areas, including providing support for the program area leader and project brief coordinator in the preparation of the project briefs, related workshops and plenaries by helping to identify, communicate and coordinate with participants contributing to the work around the briefs, by facilitating and moderating the online community, as well as coordinating content in the projects database. The volunteer will also have the opportunity to help with the complex and logistical challenge that is the Rework the World Summit.

The volunteer must be fluent in English. Swedish is helpful but not required.

Tasks can include:
- Reviewing lists/books of projects and social entrepreneurs and invite those needed to
complete the Summit program
- Assisting with the contents of the participant handbook
- Providing support for the planning and communication of seminars
- Building-up and helping to coordinate the”hub”, which will be a space during the Summit for
spontaneous meetings, materials/posters etc.

Volunteers for participant and logistics process:

The participants are the heart and sole of the Summit. Some of the participants have long histories with the Tällberg Foundation and have been part of the network for nearly three decades while others are coming to one of our events for the first time. Others are long-standing members of the YES network.

They are leaders both young and more mature; they are from all corners of the globe and have varied professional backgrounds. Each of the 2000 participants have a role to play in the outcome the Summit, whether its participating in a plenary, or moderating a workshop, or presenting a project, or simply being engaged in the conversations and asking the right questions. Each person must be made to feel welcome and supported in the logistics process.

We are therefore looking for volunteers to help with participant communications which will include:
- Sending out electronic invitations
- Following-up with invitations sent
- Inputting content and updating the participant database
- Assisting with paperwork for the visa and travel process
- Helping to answer participant questions by e-mail and telephone
- Coordinating efforts with our logistics partner VisitFalun
- Updating the information for the FAQ section of the web

The volunteer must be fluent in English. Swedish is helpful but not required.

Dear American Citizen:

It is come to the Consular Section’s attention that U.S. citizens living abroad are receiving e-mail messages purportedly from the Internal Revenue Service requesting personal financial information. Please note that the IRS never requests information from taxpayers in this manner.

There is a new phishing scheme which is targeting non-resident aliens (NRAs) by requesting that you complete an attached but fraudulent W-8BEN. The official form W-8BEN does not request bank account details. A correct copy of the W-8BEN can be found on the IRS website: http://www.irs.gov/pub/irs-pdf/fw8ben.pdf.

A second scheme professes to be from the IRS Office in London. The sender states that he is an IRS employee and asks you to pay a transfer charge or processing fee in order to obtain a substantial sum of money.

Do not reply to these attempts to gain your personal information or your money. The IRS does NOT request detailed personal information through e-mail. These are a hoax and have been reported to our criminal investigators for appropriate action. More information can be found in the IRS.gov article How to Report and Identify Phishing and E-mail Scams at IRS.gov.

Below is a sample text from one of these schemes:

Dear Sir/Madam,

Our records indicate that you are a non-resident alien. As a result, you are exempted from United States of America Tax reporting and withholdings on interest paid on your account and other financial dealing to protect your exemption from tax on your account and other financial benefit in rectifying your exemption status.

Therefore, you are to authenticate the following by completing form W-8BEN, and return to us as soon as possible through the fax number: +1-(717)441-3822

If you are a USA Citizen and resident, this form W-8BEN is not meant for you, please indicate “USA Citizen/Resident” on the form and return it to us. We shall then send you a form W9095.

When completing form W-8BEN, please follow the steps below

1. We need you to provide your permanent address if different from the current mailing address on your Form W-8BEN , you must indicate if a non-USA resident, your country of origin to support your non-resident status (if your bank account or other financial dealing has a USA address for mailing purpose).

Talk to strangers

Throw yourself into your local market by joining social groups that match your interests. Not only will you meet likeminded people but you will also start forming your local personal network. Don’t be afraid to let everyone in your network know that you are looking for a job. Be sure to find out how you can help others as well. Pretty soon you will have a support group of contacts to help you with your job search. A good place to find social groups is Meet Up: http://www.meetup.com .

When in Rome

Imitate the locals. How do they format their CV’s (resumes)? What information do they include in their cover letters and CV’s? What salutations doe they use? Some countries require personal information including birth date and marital status. Others require including a photo and personal hobbies. Use the search function on the JobsinStockholm.com blog to find CV and cover letter tips for Sweden.

Check your ego at the door

You were a high flyer at your last company poised for a huge promotion. Or perhaps you just got a graduate degree and want a position you feel you deserve. Check your ego at the door. It is possible that you will be offered a position junior to your previous one. And it is equally likely that you may have to accept lower pay. Remember your goal is to get a job in your new country. You should also be prepared to change careers.

Become an entrepreneur

Flex your expertise or follow your passion and start your own business. You can become a consultant or start your own business. The Internet is an open door. Find a niche audience and fulfill a need. JobsinStockholm.com was born out of necessity.

Don’t be a know it all

Take classes to sharpen your skill set. Make sure you are up to date with the skills that are sought after where you live. Make yourself marketable. And by all means learn the local language. While you may be able to find a job in English you will be seen as a better colleague if you can speak the local language around the water cooler.

Finding a job in a foreign country is difficult but not impossible. Develop and use your personal network. Adapt your CV and cover letter to the local market. Don’t be tempted to turn down a job offer with a lesser title or pay. Consider starting your own business and take classes to hone your skills and learn the local language. In time you will be happily employed.

Cardin, Hastings Call on European Leaders
to Denounce Anti-Semitic Article in Swedish Press

WASHINGTON—U.S. Senator Benjamin L. Cardin (D-MD), Chairman of the Commission on Security and Cooperation in Europe (U.S. Helsinki Commission), and Co-Chairman Congressman Alcee L. Hastings (D-FL) today urged European foreign ministers to denounce, without ambiguity, the recent article in the Swedish newspaper, Aftonbladet, that raised the allegation that Israeli soldiers “harvested” the organs of deceased Palestinians.

“We at the U.S. Helsinki Commission are dedicated to upholding human rights, particularly freedom of the press. But with freedom of the press comes responsibility. And when major press outlets fail to meet their responsibility, and instead raise the specter of racism or anti-Semitism, then public officials are duty bound to speak out and condemn such blatant falsehoods. I commend Sweden’s Ambassador to Israel for fulfilling this duty, and I call on the Swedish Government, which currently holds the European Union Presidency, to support Italian and other EU efforts to denounce this harmful reporting,” said Chairman Cardin.

Co-Chairman Hastings added, “This incendiary article draws on age old anti-Semitic imagery, and attempts to place it in a modern context of worrisome hostility in Europe towards both Jews and Israel. Government leaders must demand the press act with journalistic integrity and report responsibly, particularly when it can incite the violent potential of anti-Semitism and other forms of hatred.”

Thank you to all who attended and supported our second networking event of the year. Special thanks go to Cath for stepping in to be our hostess and helping attendees find their name tags. And to Barbara for organizing our dinner.

Approximately 70 people gathered in the Atrium at the Scandic Malmen on 19 May between 17.30 and 19.30.

We were welcomed by Scandic Malmen General Manager Anna Spjuth, treated to a wonderful selection of entertainment CDs and DVDs from TMC Entertainment by Gert Holmfred, and offered a special discount to attend the Internet Marketing Conference.

Following the event 21 of us went to the Tre Indier restaurant to continue networking and having fun.

A reporter on the radio apparently stated that individuals were passing out leaflets in Ronna, Södertälje encouraging the public to make Molotov Cocktails and use them on shops selling American products.

The Regional Security Office of the U.S. Embassy has been in contact with the local police and other sources to determine the validity of the reports. At this time, this report has not been verified. However, due to the specific nature of the report, U.S. Embassy officials decided to share this information with the public.

It is reported that the group responsible for the distribution of the leaflets is Global Intifada which claims responsibility for a number of arson attacks in the area. The police are taking the situation seriously but cannot connect the group to recent fires in the area. Police investigations continue.

People should use caution while shopping and be attentive to suspicious behavior. Should you see any suspicious behavior, leave the area and notify the authorities. This Worldwide Caution updates information on the continuing threat of terrorist actions and violence against Americans and interests throughout the world. In some countries, the worldwide recession has contributed to political and economic instability and social unrest. The armed conflict between Israeli forces and Hamas in Gaza, which began in December 2008, raised tensions and sparked demonstrations throughout the world. U.S. citizens and others were killed in recent terrorist attacks in India and Pakistan. American citizens are reminded to maintain a high level of vigilance and to take appropriate steps to increase their security awareness. This replaces the Worldwide Caution dated July 16, 2008 to provide updated information on security threats and terrorist activities worldwide.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations, and other violent actions against U.S. citizens and interests overseas. Americans are reminded that demonstrations and rioting can occur with little or no warning. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa, and the Middle East. These attacks may employ a wide variety of tactics including suicide operations, assassinations, kidnappings, hijackings, and bombings. The September 2006 attack on the U.S. Embassy in Syria and the March 2006 bombing near the U.S. Consulate in Karachi, Pakistan illustrate the continuing desire of extremists to strike American targets.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. Examples of such targets include high-profile sporting events, residential areas, business offices, hotels, clubs, restaurants, places of worship, schools, public areas, and locales where Americans gather in large numbers, including during holidays. Terrorists attacked two hotels, a railway station, restaurant, hospital, and other locations in Mumbai, India, frequented by Westerners on November 26, 2008. Over 100 persons are believed to have been killed, including six Americans, and hundreds were injured. On September 20, terrorist bombed the Islamabad Marriott Hotel killing two U.S. Department of Defense employees and one Department of State contractor, whose remains are still unaccounted for. One private American sustained minor injuries. A July 9, 2008, terrorist attack on Turkish police guarding the U.S. Consulate General in Istanbul, Turkey, killed three police officers and wounded other police personnel. On March 15, 2008, a bomb at an Italian restaurant in Islamabad, Pakistan, killed two and injured twelve, including five Americans. Also on March 15, two bombs exploded at the CS Pattani Hotel in southern Thailand, killing two and injuring thirteen.

Americans are reminded of the potential for terrorists to attack public transportation systems. Bombs exploded near city buses in Tripoli, Lebanon, on August 13 and September 29, 2008, killing twenty-one people. Other examples include multiple anti-personnel mine detonations on passenger buses in June 2008 in Sri Lanka, multiple terrorist attacks on trains in India in 2006, the July 2005 London Underground bombings, and the March 2004 train attacks in Madrid. Extremists also may select aviation and maritime services as possible targets, such as the August 2006 plot against aircraft in London, or the December 2006 bomb at Madrid’s Barajas International Airport. In June 2007, a vehicle was driven into the main terminal at Glasgow International Airport and burst into flames, but the bomb failed to detonate.

The Middle East and North Africa

Credible information indicates terrorist groups seek to continue attacks against U.S. interests in the Middle East and North Africa. Terrorist actions may include bombings, hijackings, hostage taking, kidnappings, and assassinations. While conventional weapons such as explosive devices are a more immediate threat in many areas, use of non-conventional weapons, including chemical or biological agents, must be considered a possible threat. Terrorists do not distinguish between official and civilian targets. Increased security at official U.S. facilities has led terrorists and their sympathizers to seek softer targets such as public transportation, residential areas, and public areas where people congregate, including restaurants, hotels, clubs, and shopping areas.

On September 17, 2008, armed terrorists attacked the U.S. Embassy in Sana’a, Yemen, killing several Yemeni personnel, one embassy security guard, and a few individuals waiting to gain entry to the embassy. On March 18, 2008, a mortar attack on the U.S. Embassy in Yemen injured several Yemeni citizens in the vicinity. On January 15, 2008, a roadside explosion in Beirut, Lebanon killed three Lebanese and injured an American citizen. On December 11, 2007, two vehicle-borne explosive devices were detonated at the UN headquarters in Algiers and the Algerian Constitutional Council. Three suicide bomb attacks in July and September of 2007 in Algeria killed more than 80 people. In July 2007, suspected al-Qaida operatives carried out a vehicle-borne explosive device attack on tourists at the Bilquis Temple in Yemen, killing eight Spanish tourists and their two Yemeni drivers. There were a series of bombings in Morocco in March and April 2007, two of which occurred simultaneously outside the U.S. Consulate General and the private American Language Center in Casablanca. Additionally, an attack took place on the American International School in Gaza in April 2007. These events underscore the intent of terrorist entities to target facilities perceived to cater to Westerners.

Potential targets are not limited to those companies or establishments with overt U.S. ties. For instance, terrorists may target movie theaters, liquor stores, bars, casinos, or any similar type of establishment, regardless of whether they are owned and operated by host country nationals. Due to varying degrees of security at all such locations, Americans should be particularly vigilant when visiting these establishments.

The violence in Iraq and conflict between Palestinians and Israelis has the potential to produce demonstrations and unrest throughout the region. The armed conflict between Israeli forces and Hamas in Gaza, which began in December 2008, raised tensions and sparked demonstrations throughout the world. The Department of State continues to warn of the possibility for violent actions against U.S. citizens and interests in the region. Anti-American violence could include possible terrorist actions against aviation, ground transportation, and maritime interests, specifically in the Middle East, including the Red Sea, Persian Gulf, the Arabian Peninsula, and North Africa.

The Department is concerned that extremists may be planning to carry out attacks against Westerners and oil workers on the Arabian Peninsula. Armed attacks targeting foreign nationals in Saudi Arabia that resulted in many deaths and injuries, including U.S. citizens, appear to have been preceded by extensive surveillance. Tourist destinations in Egypt frequented by Westerners were attacked in April 2006 resulting in many deaths and injuries, including Americans. Extremists may be surveilling Westerners, particularly at hotels, housing areas, and rental car facilities. Potential targets may include U.S. contractors, particularly those related to military interests. Financial or economic venues of value also could be considered as possible targets; the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 and the September 2006 attack on oil facilities in Yemen are examples.

East Africa

A number of al-Qaida operatives and other extremists are believed to be operating in and around East Africa. As a result of the conflict in Somalia, some of these individuals may seek to relocate elsewhere in the region. Americans considering travel to the region and those already there should review their plans carefully, remain vigilant with regard to their personal security, and exercise caution. Terrorist actions may include suicide operations, bombings, kidnappings, or targeting maritime vessels. Terrorists do not distinguish between official and civilian targets. Increased security at official U.S. facilities has led terrorists to seek softer targets such as hotels, beach resorts, prominent public places, and landmarks. In particular, terrorists and likeminded extremists may target international aid workers, civil aviation, and seaports in various locations throughout East Africa, including Somalia. Americans in remote areas or border regions where military or police authority is limited or non-existent could also become targets.

Americans considering travel by sea near the Horn of Africa or in the southern Red Sea should exercise extreme caution, as there has been a notable increase in armed attacks, robberies, and kidnappings for ransom at sea by pirates in recent months. Merchant vessels continue to be hijacked in Somali territorial waters, while others have been hijacked as far as 300 nautical miles off the coast of Somalia, Yemen, and Kenya in international waters.
The U.S. Government maritime authorities advise mariners to avoid the port of Mogadishu, and to remain at least 200 nautical miles off the coast of Somalia. In addition, when transiting around the Horn of Africa or in the Red Sea, it is strongly recommended that vessels travel in convoys, and maintain good communications contact at all times. Americans traveling on commercial passenger vessels should consult with the shipping or cruise Ship Company regarding precautions that will be taken to avoid hijacking incidents. Commercial vessels should review the Department of Transportation Maritime Administration’s suggested piracy countermeasures for vessels transiting the Gulf of Aden.

South and Central Asia

The U.S. Government continues to receive information that terrorist groups in South and Central Asia may be planning attacks in the region, possibly against U.S. Government facilities, American citizens, or American interests. The presence of al-Qaida, Taliban elements, indigenous sectarian groups, and other terror organizations, many of which are on the U.S. Government’s list of foreign terror organizations, poses a potential danger to American citizens in the region. Continuing tensions in the Middle East may also increase the threat of anti-Western or anti-American violence in the region.

Terrorists and their sympathizers have demonstrated their willingness and capability to attack targets where Americans or Westerners are known to congregate or visit. Their actions may include, but are not limited to, vehicle-born explosives, improvised explosive devices, assassinations, carjacking, rocket attacks, assaults or kidnappings. In November 2008, coordinated terrorist attacks on luxury hotels, a Jewish community center, a restaurant, train station, hospital, and other facilities frequented by foreigners in Mumbai, India killed more than 170, including six Americans. On November 12, 2008, an American government contractor and his driver in Peshawar, Pakistan were shot and killed in their car. In September 2008, more than fifty people, including three Americans, were killed and hundreds were injured when a suicide bomber set off a truck filled with explosives outside a major international hotel in Islamabad, Pakistan. In August 2008, gunmen stopped and shot at the vehicle of an American diplomat in Peshawar. In August, three female western non-governmental organization (NGO) employees, along with their male Afghan driver, were gunned down as they traveled south of Kabul, Afghanistan. On June 2, 2008, a large bomb exploded in front of the Danish Embassy in Islamabad killing at least six people and wounding nearly 20. In May 2008, a series of coordinated bombings occurred in market and temple areas of the tourist city of Jaipur in Rajasthan, India. In Afghanistan, kidnappings and terrorist attacks on international organizations, international aid workers, and foreign interests continue. In Sri Lanka, the Liberation Tigers of Tamil Eelam and other groups have conducted suicide bombings at political rallies, government buildings, and major economic targets, and in recent months have increasingly targeted public transportation. Although there is no indication that American citizens were targeted in these attacks, and none were injured, there is a heightened risk of American citizens being victims of violence by being in the wrong place at the wrong time.
Previous terrorist attacks conducted in Central Asia have involved improvised explosive devices and suicide bombers and have targeted public areas, such as markets, local government facilities, and, in 2004, the U.S. and Israeli Embassies in Uzbekistan. In addition, hostage-takings and skirmishes have occurred near the Uzbek-Tajik-Kyrgyz border areas.

Gina Yashere is a comedian of Nigerian descent living in the United Kingdom. She was born in Finsbury Park, London, England. Yashere was a finalist in the prestigious Hackney Empire New Act of the Year competition in 1996. She continues to actively perform live stand-up comedy to the present, appearing on such shows as Mock The Week. She has released two live stand-up DVDs: one in 2006, and one in 2008.

She has appeared in many television programmes, but is probably best known for appearing in the comedy series Lenny Henry in Pieces as well as voicing Keisha on Bromwell High.

In 2005, she appeared in the reality television series, Comic Relief does Fame Academy, in aid of Comic Relief, and she co-hosted the 2006 MOBO Awards alongside Coolio. She has also appeared on Mock the Week and a show on CBBC called Gina’s Laughing Gear.

In 2007, she tried out for Last Comic Standing during the Sydney, Australia auditions. She qualified for the semi-finals and was then chosen as one of the ten finalists to compete in the final rounds of Last Comic Standing. On August 1, 2007, in the first elimination round, she was eliminated along with Dante.

In 2008, she was the first-ever British person to be on Def Comedy Jam.

I am just about set for

Obama’s Inauguration. I came home for Christmas and won’t return to Stockholm until I see Barack Obama sworn in as the 44th President of the United States.

The days of being a despised American Expat are over. At least for now.

I have my free tickets to the opening ceremony on the 18th and the swearing in cermeony on the 20th. I am volunteering at the North Carolinia State Society Ball on the 19th and attending the Mid Atlantic Regional Ball on the 20th. And I am even meeting with members of the Black Women in Europe Social Network, some of whom are in town for the Inauguration, AND attending an Expat brunch.

For the second night running unrest broke out in the Stockholm suburb of Tensta. A massive police presence managed to gain control of the situation in the early hours of Christmas Eve. The Local reported on Tuesday that the fire service had come under attack from stone-throwing youths in the predominantly immigrant-occupied area of Tensta in north west Stockholm on Monday evening.

When police units arrived at the scene youngsters were found to have set fire to car tyres, rubbish bins and a skip. Jannes Hedlund at Stockholm county police described Tuesday’s rioting as in principle a repeat of the events of the night before. “Among other things they had set fire to a skip and thrown a Molotov cocktail at a police vehicle,” Hedlund said.

The police were prepared for the possibility of renewed unrest and had deployed eight specially trained units to the area. Hedlund said that he believed that similar preparations were in force for any potential trouble on Christmas Eve.

Several cars were also set alight in Vårberg in southern Stockholm, although local police were not connecting the incidents to the unrest in Tensta.

A gunman has opened fire outside a casino in Stockholm after a security guard denied him entry.

The guard and two women standing nearby were wounded in the attack.

Police spokesman Mats Svensson said the man had been turned away from the Casino Cosmopol before returning with a gun.

He had then opened fire.

Mr Svensson said the security guard was shot in the stomach.

One woman was hit in the left knee and the other had an arm wounded.

All three were taken to a hospital for treatment after the gunman fled.

Casino Cosmopol is a former cinema that was turned into a gambling hall.

Like other casinos in Sweden it is operated by the state.
