The Special Education Expo 2009 will be held on December 1, 2009 at the Glorietta Activity Center, located at the main building of the Glorietta Center. Here are more details:

Frances Olivia Mijares – Magtoto graduated BEED Special Education from UP Diliman and took up M.A. Ed. Basic Education Teaching in Ateneo de Manila University. She conceptualized, customized and conducted games and modules for the Keystone and Springboard programs for formally assessed gifted children, for children with autism and those with mental retardation; and for visually learned concepts to 18 blind grade school students. She’s a University Lecturer at St. Joseph’s College QC.4

She writes a regular column in Manila Bulletin entitled “The Special Learner.” She was the Lead Facilitator on Education during the recently concluded 1st National Disability Summit organized by the National Council on Disability Affairs under the Office of the President of the Philippines.

She graduated from the University of the Philippines – College of Allied Medical Professions in 1996 with a Bachelor of Science in Physical Therapy Degree, and from the University of the Philippines – College of Education in 2000 with a Master of Arts in Education, Major in Special Education Degree, graduating as a Presidential & University Scholar and an Academic Excellence Awardee. She is presently pursuing doctorate studies in the same university.

She has been the Resource Speaker for the Quarterly Early Intervention Seminars of the Down Syndrome Association of the Philippines for the past 12 years, and a Trainor , Teacher Training Committee Head, and Resource Person for the various advocacy projects of the AD/HD Society of the Philippines since 2002. Teaching the exceptional child involves a paradigm shift in understanding what disability means and how it affects the way teachers should address the educational needs of children with exceptionalities. The World Bank (2008) has redefined disability as not being inherent in an individual, but is the result of society’s disabling attitude and practices towards people who are differently-abled. Barriers to learning arise from the inflexibility of the educational system to accommodate for the uniqueness in learners in terms of adapting educational goals, assessment, materials, and methods.

Differentiating instruction to meet every student’s diverse learning needs will allow the child with exceptionality to access the general education curriculum and optimize learning. This can be done in four ways namely thru 1) Curricular Modifications; (2) Instructional Accommodations; (3) Management Adaptations; and (4) Environmental Accommodations.

Examples of Curricular Modifications are expanding the core curriculum for the blind to include Braille instruction and Orientation & Mobility training, and integrating a Functional or Life-Skills Curriculum particularly for children with Mental Retardation. Instructional Accommodations include using multi-sensory approaches, direct instruction, the use of creative teaching aids, computer-facilitated instruction, and concrete learning experiences for children with Autism. Management Adaptations involve enforcing classroom rules, having pre-established consequences for misbehavior and encouraging leadership for children with AD/HD. Environmental Accommodations consist of having a structured, predictable, and welcoming environment that is PWD – friendly and is conducive for small-group instruction particularly for children who are blind and those with multiple disabilities.

The success of any educational program relies on ‘good teaching,’ regardless of whether the child has an exceptionality or not, or the kind of disability he/she is diagnosed with. What matters most is for teachers to value the individuality of every child and find ways to demonstrate their commitment to teach even the most difficult of learners.

As soon as a child is diagnosed with a developmental disorder, doctors usually refer the child to various therapies depending on the nature of his condition. Therapeutic interventions are deeply rooted in the latest medical and psychological perspectives which aim to prevent, alleviate, or even cure a child’s state. Various therapeutic interventions aim to facilitate the normal developmental process or enhance the child’s capacities in the motor, sensory, perceptual, emotional, cognitive, and language components.

Depending on the child’s condition and the point in time of the referral, therapists may employ different approaches to manage the child with special needs. The usual progression is for therapist to prepare the child for school where the facilitation of the maturation of sensorimotor skills are vital. The therapist’s job is to provide as much stimulation and opportunities for movement and learning to occur. The child is provided with opportunities to explore and discover his environment in which the child learns cause and effect as well as relating to significant others. As a child progress through the achievement of essential milestone, the therapist will focus on improvement of performance in school-related tasks, focusing on essential psychomotor development while laying the groundwork for the child to eventually become productive members of society.

As with education, the therapy process involves quite a long and arduous journey as it involves learning in all aspects - learning to jump, skip, hop; learning to hold a pencil effectively, learning to count, learning to communicate one’s needs, and learning to socialize are skills that lay the foundation for life skills and eventually affect quality of life. Therapeutic goals are directed to attain one’s full potential to communicate, move and function daily so as to enjoy life and be able to participate fully making one a productive member of the community.

Your child has been referred to a specialist because of certain behaviour and unusual developmental growth. The specialist confirms it...your child has special needs. With the diagnostic report in hand, you are ready for the next step. But where do you start? What are you to do now?

Educational specialist, Frances Olivia Mijares-Magtoto, Ph.D. (candidate), invites you to learn about what SPED has to offer. This learning block session incorporates a brief overview of Special Education in the Philippines – its legal definition, the learners to which it caters, different types of educational placement available, and the team and system that can provide support you need to allow your child to reach his full potential. However, this learning block focuses on how to determine the most appropriate educational placement for the identified child. It encourages parents to consider certain factors to determine an excellent match of student, school, and teacher by working through their feelings and thoughts about their child’s diagnosis as a first step.

This 30-minute session asks parents and teachers to reflect on their personal values and priorities, communicate clearly what each one wants for the child, and listen to what the other has to say; all these to achieve the most for the student given the time allotted. Getting the appropriate educational placement is possible when all stakeholders are clear on what is to be achieved. There is no “best school”, no ideal student and teacher, and no perfect parents; thus, in education, we only aim to make a GOOD MATCH.

If you saw a child in a wheelchair, what would you notice first? The wheelchair, the disability, or the person? In thinking, speaking, or writing, remember that child in a wheelchair is like everyone else - except that he has special needs.

But what about children with special needs who do not have any obvious physical disability? How do we know that a child has special needs?

Developmental monitoring is the key. Red flag signs are reliable clinical indicators of children at risk. These will be related to the different developmental domains (personal-social, language, fine motor-adaptive, gross motor, cognitive).

Several more common developmental disorders will be discussed such as autism, attention deficit hyperactivity disorder, language disorder, intellectual disability, learning disability, and cerebral palsy. These are neurobiological or brain-based conditions. In the majority of cases, we can say that these conditions were not anyone’s (including the parents) fault. Emphasis is placed on early intervention as the evidence supports the fact that the earlier the intervention is given, the better the outcome. With appropriate education, intervention, and support, children with special needs may experience social, academic, and/or occupational success.

Remember that God does not make mistakes. Every child has been especially formed by the Creator. “For you created my inmost being; you knit me together in my mother’s womb. I praise you because I am fearfully and wonderfully made; your works are wonderful, I know that full well. My frame was not hidden from you when I was made in the secret place. When I was woven together in the depths of the earth, Your eyes saw my unformed body. All the days ordained for me were written in your book before one of them came to be.” Psalm 139: 13-16. In essence then, every child is unique and special.

Be inspired by Elena Martinez' story as she struggled to finish college, find work and build a family of her own, while battling Cerebral Palsy. She worked as an Advocacy Staff from July 2006 – October 2008 at the KASAMAKA CBR Foundation in Makati, campaigning for attitudinal change towards disabled by conducting disability orientation to the disabled, their families, and other groups in the community.

The first Special Education Expo is expecting more than 50 participants from different sectors in Special Education such as hospitals, sped practitioners, therapy centers, toy makers, book publishers, specialized food distributors and other suppliers. The Expo, which will be done in the Glorietta Activity Center, are expected to get 5,000 foot traffic.

By contributing to make this event happen, you are helping improve the quality of life and dignity of more than 5.4 million Filipinos who are in need of special education products, equipments and services. Proceeds for the said event will be given to Support and Empower Abused Deaf Children, a non-profit organization dedicated at defending the rights of deaf children who are victims of sexual abuse and maltreatment.

One of the event’s major sponsors, World Vision, will be bringing celebrity endorsers to do intermission numbers, storytelling and other activities.

Every child with special needs has a right to an educational program that is suitable to his/her needs. Having the right education and the right tools is crucial in ensuring that a child fully realizes his/her full potential for development, both as an individual and as a member of the society.

It is for this reason that our company, Etera Events, is initiating a Special Education Expo on December 1, 2009 at the newly renovated Glorietta Activity Center. Simultaneous to the exhibition is a Special Education forum, storytelling, games and performances by celebrities.

With the Theme: ”Special Education – A World of Options,” the SPED Expo will gather together parents of special children, different service providers, from schools, to therapy centers, to book publishers, special education practitioners, toys and equipment manufacturers which cater to this underserved market. The goal of the event is to create awareness on the needs of special children and provide options for these individuals to ensure they live a happy and normal life.
