U.S. blames China for cyber-attacks
The U.S. report also notes that China identifies “information warfare” as an important tool to use against an adversary. It accuses China of planning to use its cybertechnology in an offensive way against the U.S., for example, to interfere with American satellites. The report could not identify any specific cyberweapons, but noted that China is developing the capability to use these types of weapons.

As a result of the report, the U.S. national security advisor informed China that its cyber-attacks on U.S. companies was interfering with and undermining trade between the two countries. The advisor demanded China stop these actions and called upon that country to respond by:

• Recognizing the scope of the problem.
• Acknowledging the risks these attacks pose to trade between the nations.
• Stopping any further cyber-attacks.
• Engaging in discussions with the U.S. to establish criteria for cyberspace acceptable behavior and rules for use.

China blames U.S. for unfounded accusations and cyber-attacks on China
China issued an official response denying any participation in any cyber-attacks against the U.S. China claims that the unfounded allegations by the U.S. is what is damaging discussions and trade between the two nations and that the allegations are based on “shaky ground.”

The official Chinese news agency issued a report that China had traced cyber-attacks on its own public and private organizations to the U.S. It based this conclusion on the ISP addresses from hackers that have been traced to the U.S. China noted that the U.S. refuses to discuss its own cyberweapons.

China does agree that the two countries need to engage in dialog in order to establish guidelines for Internet security. China’s Foreign Minister Yang Jiechi agreed that there should not be a cyberspace war, “but rules and cooperation.”
