			<content:encoded><![CDATA[<p>Senator Diane Allen provided the following comment when an informal survey of state authorities found that their high-paid, non-union patronage employees are not required to engage in furloughs similar to those imposed on rank and file state employees.</p>
<p>The informal survey indicates that there are no furlough policies in place for non-union employees at the New Jersey Sports and Exposition Authority, the Waterfront Commission, or many other state authorities, some of which are heavily subsidized by taxes paid by private employees and public employees alike.</p>

A published report in The Press of Atlantic City indicates that $30 million has been diverted from the fund since July 1, 2009.</p>
<p>The fund, which is financed by rate payers through the societal benefits charge added to every utility bill in the state, provides capital for renewable energy programs and supports the Lifeline Program and the Low Income Energy Assistance Program.</p>

			<content:encoded><![CDATA[<p>Senate Deputy Republican Leader Diane Allen called on Jon Corzine to join the bipartisan chorus urging Congress to delay a vote on a health care reform bill until Washington figures out a way to pay for the plan without shifting costs to the states. Governors of both parties meeting in Mississippi over the weekend expressed grave doubts about the bill&#8217;s impact. Democrat Governors Christine Gregorie of Washington, Phil Bredesen of Tennessee and Bill Richardson of New Mexico were among those who said Washington appeared poised to require that states pick up billions in Medicaid obligations without providing federal aid to pay for them.</p>

			<content:encoded><![CDATA[<p>Deputy Republican Senate Leader Diane Allen of Burlington and Camden said Governor Corzine&#8217;s refusal to reveal which schools will have their budgets cut by his plan to take back $35 million in debt service aid is inexcusable. Corzine hasn&#8217;t said which districts will lose aid or how much aid they will lose. School districts have already put the aid into their budgets for 2009-2010. Removing it on short notice may require districts to ask for emergency property tax increases or come up with last-minute cutbacks in spending or hiring that will disrupt children&#8217;s education, Senator Allen said.</p>
