As a survivor of Hurricane Rita, which made landfall in Western Louisiana/Eastern Texas shortly after Hurricane Katrina, I have witnessed the blanket condemnation of property and resulting take over of property by city governments. Property owners were left defenseless with very little actual assistance offered by the Federal Government. The recent investigation by ABC’s Channel 13 and investigative reporter, Wayne Dolcefino, brings to light this alarming practice by city officials.

How can a property owner fight this practice? What laws can be addressed in this civil rights violation? Who do the property owners turn to if this has occured?
