      <title>Clinical perceptions of infectious causes of maternal death.</title>
      <description>Miscellaneous   Fottrell, E.; Campbell, O.   2008   Comment on: &lt;i&gt;An Autopsy Study of Maternal Mortality in Mozambique: The Contribution of Infectious Diseases&lt;/i&gt; by C. Menéndez et al., published in PLoS Medicine (2008) 5 (2) e44 [doi:10.1371/journal.pmed.0050044]   The authors comment on the unusually high percentage of maternal deaths that, in the article on which this is a comment, were found at autopsy to have been caused by infection.       <title>Cooperation or Competition? Institutional Development of Microfinance in Southern Africa.</title>
      <description>Miscellaneous   J. Reinke   1999   30 pp.   This paper sets out the experience with mainstreaming microfinance looking at the private sector developments in Zimbabwe and the policy approaches in Tanzania. In section 2, a conceptual overview is followed by a textbook example of linkage building from Mozambique and an illustration of intermediate institutions in Ghana. In section 3, the focus is on the relationships between institutions providing financial services to micro and small enterprises. This shows that there can be a conflict of interest as far-reaching linkage development becomes untenable when MFIs and banks position themselves as potential competitors. Mainstreaming microfinance implies, of course, also a role for government. Section 4 looks at the efforts made by the Bank of Tanzania, Tanzanias central bank, for establishing an appropriate regulatory framework, but finds that the lack of private sector (voluntary or profit-making) participation stymies these efforts.       <title>My Journey: Wisdom Machachas journey from workshop attendee to travelling facilitator.</title>
      <description>Miscellaneous   W. Machacha   2009   INASP, 2 pp.   As promoting sustainable and equitable development is one of INASP's key principles, working with facilitators from a wide range of countries, backgrounds and expertise is essential. To best achieve this, INASP employs a cascading, or travelling, methodology. This means working with professionals within Partner &amp; Network countries to gain, and pass on, the experience and knowledge necessary for effective organisation and facilitation without the need for external expertise. Whenever possible, INASP's workshops follow this methodology as it has proven to be particularly effective for University libraries and research institutions. Success has been seen on both national and international levels as well, with workshop facilitators organising and conducting workshops in countries other than their own, sharing and passing on what they have learned.       <title>Tropical forests in poverty alleviation: from household data to global-comparative analysis</title>
      <description>Current   Forests are important to the rural livelihoods of poor people in developing countries. But due to the paucity of quality data on rural household economies in the tropics and sub-tropics, we know very little about just how important forests are, for what specific purposes they primarily serve, and for how many people forests are vital assets. This impedes the design of effective strategies for forest-based poverty alleviation. This project aims to fill these serious empirical gaps by using a uniform methodology to gather high-quality primary household data in about 25 sites with tropics-wide coverage. The global data bank (5-6000 households) with complete annualized income information and other economic and non-economic data will be used for a global-comparative analysis of forest-poverty linkages in rural household  economies. Our goal is to analyse the general importance of various forest types in different aspects of rural livelihoods, identify major causes of geographical variation, and point to tangible options for interventions that actively enhance forest-based poverty alleviation. Specifically, we will test for hypotheses related to the alleged pro-poor role of market integration and of collective forest mangement at the local level. The data will also enable tests of broader microeconomic hypotheses regarding the role of natural resources in rural livelihoods, e.g. to what
extent natural resources serve as seasonal gap-fillers, as safety nets in response to shocks, and as means of accumulating assets that eventually can lift people out of poverty. The project is integrated into the Poverty and Environment Network (PEN), coordinated by the Center for International Forestry Research (CIFOR). PEN is an ongoing collaborative research effort between CIFOR, a network of PhD students, and external experts from ten universities including the University of East Anglia. PEN data collection is already advanced; we thus seek financial support over a three-year period mainly to establish a global data bank, to undertake the global-comparative data analysis, and to carry out synthesis &amp; dissemination work. Research results will be communicated through a variety of media to the main intended beneficiaries that include academia, donors, multilaterals, and policy makers at different levels.
   The primary project objective is:&lt;br&gt;
I. To undertake a comprehensive global-comparative analysis of the role of forests and environmental income in preventing and reducing rural poverty, built on a centrally coordinated pan-tropical data bank with high-quality primary household and village data collected though PEN (research outputs);&lt;br&gt;
The secondary project objectives are:&lt;br&gt;
II. To elaborate recommendations for tangible forest-poverty interventions, and feed them into national and global policy processes (policy impacts);&lt;br&gt;
III.       <title>Southern African Federation of the Disabled (SAFOD) Research Programme (SRP)</title>
      <description>Current   &lt;p&gt;The Southern Africa Federation of the Disabled (SAFOD) is a regional network of disabled peoples organisations (DPOs) whose main objective is to represent the collective voice and aspirations of disabled people in Southern Africa. SAFOD's works to promote the rights of people with disabilities, and enhance their lives and livelihoods through raising wider public awareness on their living conditions, facilitating greater access to needed services, and capacity and institutional building of DPOs . &lt;/p&gt;
&lt;p&gt;SAFOD has been working to establish a Disability Research Programme called the SAFOD Research Programme (SRP). The strategic purpose of the SRP is to build the capacity of SAFOD and its member organizations to design, drive, own and to use research to influence policy and practice that is responsive to the particular needs and interests of disabled people in SAFOD member countries. &lt;/p&gt;
   The main objective of this disability research programme is to build capacity in SAFOD to support disabled people's organisations (DPOs) to undertake research and use its findings to influence policy and practice that is responsive to the needs of disabled peoples in Southern Africa.      SAFOD and its member organisations develop increased capacity to undertake, use and own  research; design and deliver effective research programme; achieve policy engagement through dissemination and communication of research findings   &lt;p&gt;In 2008-2009, DPOs trained in generic research skills and database management; training ongoing in 2009-10.&lt;/p&gt;

      <title>African Community Access Programme (AFCAP)</title>
      <description>Current   AFCAP funds applied research to rural access problems, communicates the research outcomes to stakeholders, and supports the mainstreaming of the research results into practice.  A six-month inception phase was completed in December; projects are now in operation or in planning in several sub-Saharan African countries.   &lt;p&gt;Programme Goal: Sustained economic development, poverty reduction and improved livelihoods of the rural poor through more effective, efficient and equitable access to socio-economic opportunities (employment, healthcare, education, etc.).&lt;/p&gt;

&lt;/ol&gt;   &lt;p&gt;AFCAP has made substantial progress in establishing a robust research programme for the rural transport sector in Africa. National co-ordinators have been appointed in Mozambique, Ethiopia, Tanzania, Malawi and Kenya, national steering groups have been identified, initial projects have been developed, and contractors for these projects are being procured. &lt;/p&gt; 

&lt;p&gt;Discussed with International Institute of Water and Environment Engineering of Ouagadougou University possible development of a short course for rural road engineering. There is potential to collaborate with KNUST in Ghana and the opportunity to offer course material across the French West African region. &lt;/p&gt;

&lt;p&gt;Letters of Agreement have now been secured with the governments of Mozambique, Ethiopia, Tanzania, Malawi and Kenya.       <title>Power and Politics in Africa</title>
      <description>Current   There is growing recognition that in low-income Africa the way power is exercised needs to change if widespread poverty reduction is to be achieved. This is supported by a well established &lt;i&gt;general&lt;/i&gt; analysis of African states. But existing knowledge is of limited practical use. It does not tell us which types of hybrid formal-informal power structures may be capable of providing "good enough governance" and which are irremediably anti-developmental. This knowledge is essential because developmental states have invariably emerged out of neopatrimonial ones, and within contemporary Africa there is significant variation in outcomes across places, times and institutional spheres. We hypothesise that there is scope for reforms that work "with the grain" of the prevailing (often corrupt) practices to mitigate their most negative consequences and harness unexpected strengths. We propose a systematic study of this issue, based on intensive case studies and linked survey work in a range of African countries. This is proposed as part of an integrated programme, combining 1)
research, 2) research training, 3) organisational capacity strengthening, and 4) policy influence and policy development. The research will be carried out in a way that

      <title>Crisis States Research Centre - Phase 2</title>
      <description>Current   Continuation of Phase 1   To examine and provide an understanding of processes of war, state collapse and reconstruction in fragile states, and to assess the long-term impact of international interventions in these processes.  Ultimately, to advance understanding of the processes of state collapse that are at the heart of problems of insecurity and poverty.       <title>Gender and Cotonou: Implications of the EPA's for Gender Equality</title>
      <description>Current      The project will examine the likely implications of EPAs for women's rights and gender relations. It will make recommendations on how to include gender analysis more systematically in Sustainability Impact Assessments, and in trade negotiations in order to ensure that EPAs promote, and not undermine, gender equality.       <title>Monetary policy, growth and stability in Sub-Saharan Africa</title>
      <description>Current   In the next five years, monetary policy in sub-Saharan Africa will undergo important regime changes. Given capital account liberalisation, exchange rate reform and short/medium-term constraints on fiscal policy (e.g. cash budget or medium-term fiscal frameworks), monetary policy has the major responsibility for curbing inflation and currency instability, and yet trying to ensure sufficient growth for longer-term political stability.  South Africa (S.A.) recently became the first African country to follow the sweeping trend in OECD countries by adopting inflation targeting. Several developing countries, such as Uganda, are scrutinising the institutional design and performance in S.A. for their own future monetary management. There are key policy questions, both for S.A. itself and for other countries. These include (i) the sustainability of inflation targeting or a hybrid monetary policy rule under highly volatile capital flows; (ii) the output costs entailed by inflation targeting versus other types of monetary policy rules - and the role of the exchange rate in a hybrid rule; (iii) greater clarity through empirical models on the mechanisms of monetary transmission; (iv) the institutional and technical demands placed on governments as regards transparency and governance, and in modelling and forecasting with limited capacity; and (v) how to develop deeper bond and money markets for monetary transmission.  Despite its importance, there is little rigorous research on these issues conducted on developing countries either in the U.K. or world-wide, while in African itself, capacity is seriously limited. The project aims to provide an original and sophisticated analysis, exploring policy questions for the viability of inflation targeting that have emerged in S.A. with implications for sustainable growth. The research involves collaboration with policy-makers at the highest level, and capacity-building programmes. The project also aims to translate lessons from past research on S.A. more broadly, conducting collaborative research with African central bankers in 5 countries into future monetary policy issues, as above. The policy findings will be of considerable interest to emerging economies in Africa, and elsewhere. To contrast growth and inflation outcomes under exogenous shocks for current and alternative monetary policy rules, by building and simulating a 15-equation structural macroeconomic model.&lt;br/&gt;2. To measure rigorously the rate and degree of pass-through of exchange rate shocks to inflation using the structural macroeconomic model, providing crucial information for interest rate setting, and design of improved escape clauses.&lt;br/&gt;3. To estimate rigorously an equilibrium real exchange rate using the structural macroeconomic model, to improve monetary policy evaluation.&lt;br/&gt;4. To initiate the first compilation of personal wealth stocks by the SARB, and to transfer modelling expertise from the proposed project to SARB modellers.&lt;br/&gt;5. To synthesise methods and lessons from over 15 papers in the DFID projects in a book, to maximise the usefulness and policy impact.&lt;br/&gt;&lt;br/&gt;B.       <title>The economic impact of telecommunications access on rural livelihood and poverty reduction</title>
      <description>Current   Information and communication technologies are now widely believed to have a significant part to play in promoting social and economic development, including the improvement of individual livelihoods, community prosperity and the achievement of national development goals related to the UN Millennium Development Goals.  National ICT strategies and the programmes of international donors are incorporating ICT components on this basis, with specific objectives in reaching poor rural and peri-urban as well as urban communities.  The lack of hard evidence on the relationship between ICT access and rural livelihoods inhibits effective decision-making on both ICT and livelihoods initiatives and programmes by development planners and the ICT sector, and means that scarce development resources may be ineffectively deployed or opportunities for effective pro-poor initiatives are being missed.  As many developing countries are now signatories to the WTO Agreement on Basic Telecommunications Services, national telecommunications policy in these countries is being developed within the WTO framework.  Existing information on the impact of this on rural telecoms access and national policy is, however, lacking, and this research will make some attempt to analyse and measure this impact and the effect it has on achieving national development goals.   To promote acceleration of the rate of provision of rural telecommunications services through pro-poor policy environment created at national government level, and integration of access strategies with national development strategies and goals.       <title>The Extent and Nature of Absolute Poverty</title>
      <description>Current   To produce cost-effective and efficient ways of eradicating poverty, it must be defined and measured accurately.  Social science research shows that, whilst all cultures have a concept and definition of poverty, these often vary.  Until the World Summit on Social Development in Copenhagen there was no agreed definition.  However, the 1995 Copenhagen Declaration and Programme of Action included the preparation of national anti-poverty plans based on measures in all countries of 'absolute' and 'overall' poverty.  'Absolute' poverty is defined as ,a condition characterised by severe deprivation of basic human needs, including food, safe drinking water, sanitation facilities, health, shelter, education and information.  It depends not only on income but also on access to social services.,   This research will provide reliable scientific estimates of the extent and nature of absolute poverty in the world, based on the definition agreed to by the government of 117 countries at the 1995 World Summit on Social Development and within the framework of International Human Rights Conventions.      This research will provide reliable and valid scientific measurements of the extent and nature of absolute poverty of adults and children, by operationalising the internationally agreed definition.       <title>Promotion of control measures for cassava brown streak disease</title>
      <description>Completed   Cassava in the coastal districts of eastern Africa is affected by two virus diseases, cassava mosaic disease [CMD] and cassava brown streak disease [CBSD].  CMD is of general distribution, wherever cassava is grown.  While the project proposal focusses on CBSD, control measures are targeted at the virus complex. CBSD is confined to altitudes below 1000 metres and is the more important disease in most coastal areas from Kenya to the Zambezi river in Mozambique.  CMD is known to be transmitted by whitefly but the vector of CBSD is still not certain.  Work done by previous CPP projects has shown that CBSD spreads between plants within a field and that periods of greatest spread coincide with high whitefly populations. We have also shown that among the locally grown cassava cultivars are some with tolerance to CBSD.  In most cases this takes the form of susceptibility to infection by the virus but lesser development of root necrosis which is the damaging symptom of the disease. Some of these tolerant cultivars are now available as virus-free stock for dissemination to farmers.  However, in order to maintain the virus-free status of the material farmers should select planting material in subsequent seasons from symptomless mother plants.  This knowledge needs to be widely disseminated to provide an integrated disease management approach.  This phase of the project is mainly promotional and proposes to disseminate the CBSD management strategy in Tanzania and Mozambique. The new scientific knowledge will be confined to studies that will contribute to the understanding of virus transmission and spread.   Ecology and epidemiology of cassava brown streak disease understood and improved control methods and strategies developed and promoted.   Food security is a prerequisite for poverty reduction and rural development in Africa.  CBSD is the main biotic threat to food security in the coastal regions of eastern Africa.  Management of CBSD increases the usable root yield, improving food security and allowing surplus root production to be sold directly or made into flour. Because of its direct effect on root quality, CBSD not only decreases food security but is also a constraint to the development of commercial cassava processing. The project has identified and promoted a control measure for CBSD which limits losses to the disease until more resistant varieties become available from the IITA programme. CBSD-tolerant varieties identified by the project have been widely distributed in Tanzania and Mozambique using village-based community multiplication, NGO food security projects and other rural development projects.   CBSD-tolerant varieties multiplied and distributed.&lt;br&gt;&lt;br&gt;CBSD-tolerant varieties evaluated in Mozambique.&lt;br&gt;&lt;br&gt;Germplasm between Tanzania and Mozambique/Malawi exchanged.&lt;br&gt;&lt;br&gt;Technology for CBSD management transferred from Tanzania.&lt;br&gt;&lt;br&gt;Knowledge on CBSD and its control disseminated.&lt;br&gt;&lt;br&gt;Knowledge improved of the mode of transmission and spread of CBSD.   CBSD was shown for the first time to be transmitted by the whitefly, Bemisia tabaci. A form of tolerance to the disease was identified in an earlier project in local cassava cultivars. The present project multiplied and distributed these to 13 target villages in Tanzania and the distribution of planting material was supported by an information campaign that used FM radio, posters and leaflets, as well as training of extension officers in disease recognition and control.  Six secondary schools were also used as community multiplication sites and aspects of cassava production and utilisation were incorporated into the curriculum.  In Malawi, in collaboration with SARRNET, a large collection of local cultivars was screened for resistance to CBSD and some tolerant cvs identified. A similar exercise was conducted by INIA in Mozambique supported by the project.&lt;br&gt;&lt;br&gt;Supported by the CPP, NRI was until 2002, the only organisation working on CBSD and the body of knowledge built-up has been used by NGOs and by new research projects now in place, implemented by IITA with funding from Rockefeller foundation and others donors. Methods for working with CBSD have been summarised in a manual for use by other projects.  As a consequence of work done by the CPP-funded projects, IITRA has made resistance to CBSD a priority for new cassava varieties developed for the coastal regions of eastern Africa.
