      <title>Report to the UK Department for International Development (DFID) on the Development Strand of the World Conference of Science Journalists 29th June  3rd July 2009, London</title>
      <description>Miscellaneous   WCSJ   2009   74 pp.   &lt;p&gt;The Development Strand at the 6th World Conference of Science Journalists aimed to deliver sessions on the role of the media in reporting on development issues, including food sustainability, climate change, and tropical diseases, and their importance to policy and capacity building. &lt;/p&gt;
&lt;p&gt;The strand was intended to be of particular benefit to journalists from emerging and developing countries where these issues are acutely relevant to their audiences and these journalists need to be equipped to cover such issues accurately and critically. The Development Strand also aimed to focus attention of the UK media and journalists from around Europe and North America on development issues. The Strand was to be an opportunity to showcase DFID's ongoing support to the World Federation of Science Journalists' peer-to-peer mentoring programme (SjCOOP) and to the Science and Development Network (SciDev.Net), through discussion panels and in workshops.&lt;/p&gt;
&lt;p&gt;More broadly, the strand would highlight DFID policy and projects, and DFID's goal of supporting comprehensive media development (DFID briefing paper "Media and Good Governance" (May 2008).&lt;/p&gt;
&lt;p&gt;This report outlines the sessions of the Development Strand at WCSJ2009, the results of evaluations done by questionnaire and interviews on the day of pre-conference workshops (Monday 29th June) and by post-conference questionnaire on Thursday 2nd July and online survey. It also includes individual comments from conference delegates and scholars, including those directly supported by DFID via the World Federation of Science Journalists peer-to-peer science journalism mentoring programme (SjCOOP), and transcripts of the Development Strand podcast by Naked Scientists, and the lunch session organised by DFID on Thursday 2nd July, "Friendship or Friction: How the media relates to the research community".&lt;/p&gt;&lt;div class="feedflare"&gt;

      <title>Working Paper No. 58. The Quandaries of Coding and Ranking: evaluating poor state performance indexes</title>
      <description>Miscellaneous   F. Gutierrez Sanin   2009   Working Paper No. 58 (series 2), London, UK; Crisis States Research Centre, 31 pp.   This paper discusses and evaluates definitions and indexes of 'poor state performance' (PSP). The author suggests that most of these exhibit poor conceptual definition, huge conceptual dispersion and confusion between causes and definitions.  Moreover, they contain an intrinsic ambiguity and a lack of awareness of the problem of order. By undertaking a detailed analysis of methods of coding and ranking countries according to poor state performance, the author concludes that such indexes can only provide a useful resource for researchers if their assumptions are carefully discussed and if they can express critical aspects of the concept which they seek to codify.&lt;div class="feedflare"&gt;

      <title>Water and Food Challenge Programme</title>
      <description>Current   &lt;p&gt;In developing countries, water for agriculture consumes 70  90% of water use. To meet the needs of a growing population, more food must be produced using less water.  The CPWF has taken on this challenge from a research perspective. The initiative brings together research scientists, development specialists, and river basin communities in Africa, Asia and Latin America to create and disseminate international public goods (IPGs) that improve the productivity of water in river basins in ways that are pro-poor, gender equitable and environmentally sustainable.&lt;/p&gt; 
&lt;p&gt;The Challenge Program is working towards achieving: &lt;br&gt;&lt;ul&gt;
&lt;li&gt;Food security for all at household level&lt;/li&gt;
&lt;li&gt;Poverty alleviation through increased sustainable livelihoods in rural and peri-urban areas&lt;/li&gt;
&lt;li&gt;Improved health through better nutrition, lower agriculturerelated pollution and reduced water-related diseases&lt;/li&gt;
&lt;li&gt;Environmental security through improved water quality as well as maintenance of water-related ecosystems and biodiversity. &lt;/li&gt;&lt;/ul&gt;&lt;/p&gt;
   To fund a research programme, extension and capacity building programme that will increase the productivity of water used for agriculture.      &lt;p&gt;The CPWF Research Strategy concentrates its attention on five thematic areas, each one led by a specialist from a different CGIAR center. &lt;/p&gt;
&lt;p&gt;&lt;i&gt;System level&lt;/i&gt;: &lt;/p&gt;
&lt;p&gt;&lt;a href="http://www.waterandfood.org/research/themes/crop-water-productivity-improvement.html"target=_blank"&gt;Crop water productivity improvement&lt;/a&gt;&lt;br&gt;
This theme takes the view that water productivity can be improved through technological and managerial innovation at the farm level.  Hence it seeks plant-breeding solutions for agriculture located in areas affected by drought and saline soils. It studies integrated natural resources management and crop production at field, farm and agro-ecosystem levels.  This theme promotes policies and institutions facilitating the adoption of crop water productivity improvements. &lt;/p&gt;
&lt;p&gt;&lt;a href="http://www.waterandfood.org/research/themes/water-and-people-in-catchments.html"target=_blank"&gt;Water and people in catchments &lt;/a&gt;&lt;br&gt;
This theme focuses attention at the catchment level.  It is concerned with water, poverty and risk in upper catchments.  It seeks innovations in improved water management and aims to enable people to benefit from the improved management of land and water resources. &lt;/p&gt;
&lt;p&gt;&lt;a href="http://www.waterandfood.org/research/themes/aquatic-ecosystems-and-fisheries.html"target=_blank"&gt;Aquatic ecosystems and fisheries&lt;/a&gt;&lt;br&gt;
Aquatic environments are a key source of nutrition for many of the world's poor  often, they are the sole source of protein for these communities.  Research under this theme investigates environmental water requirements; to value ecosystem goods and services; and to seek innovative ways in which to improve the productivity of aquatic ecosystems through policies, institutions, and governance. &lt;/p&gt;
&lt;p&gt;&lt;i&gt;Basin level&lt;/i&gt;: &lt;/p&gt;
&lt;p&gt;&lt;a href="http://www.waterandfood.org/research/themes/integrated-basin-water-management-systems.html"target=_blank"&gt;Integrated basin water management systems&lt;/a&gt;&lt;br&gt;
Increasingly, integrated water resources management (IWRM) is viewed as a promising strategy for managing water resources.  This theme identifies appropriate technologies and management practices designed to enable IWRM.  It seeks innovative institutional arrangements and decision-support tools and information that can help with the establishment of this managerial strategy. &lt;/p&gt;
&lt;p&gt;&lt;i&gt;Global level&lt;/i&gt;: &lt;/p&gt;
&lt;p&gt;&lt;a href="http://www.waterandfood.org/research/themes/the-global-and-national-food-and-water-system.html"target=_blank"&gt;Global and national water and food systems&lt;/a&gt;&lt;br&gt;
This theme examines water, its management and use at the broadest of possible scales.  Hence, globalization, trade, macroeconomic and sectoral policies have an important bearing on water, how it is used, and its productivity.  This theme concerns itself with the kinds of investments and financing for agricultural water development and water supply that may improve water productivity or, indeed, hinder it.  This theme area also recognizes that at international levels, the management of water resources is complex and therefore seeks to understand how best to formulate appropriate policy and institutions to deal with this complexity.  The theme also considers changes in the global water cycle. &lt;/p&gt;
   The CPWF's Second International Forum on Water and Food, &lt;a href="http://www.ifwf2.org"target=_blank"&gt;IFWF2&lt;/a&gt;, with a theme of &lt;i&gt;Partnerships for Change, Science for Development&lt;/i&gt; was held in Addis Ababa from 9-14 November 2008. More than 240 people participated with representation from each of the CPWF projects.&lt;div class="feedflare"&gt;

      <title>CGIAR  Change Management Programme (Change Initiative Fund CIF)</title>
      <description>Current   &lt;p&gt;In 2008, the CGIAR completed two strategic initiatives intended to enhance the Systems capability and effectiveness in addressing global challenges such as rising food prices, climate change and poverty. Guided by a Change Steering Team, a Change Management Initiative engaged a broad range of stakeholders to develop alternatives for improving the CGIARs vision, governance, finances and partnerships. In parallel, an Independent Review of the CGIAR System conducted an intensive and thorough assessment and contributed its findings and recommendations to the Change Initiative. &lt;/p&gt; 

&lt;p&gt;The two processes culminated in a far-reaching reform proposal which CGIAR Members adopted unanimously at the Annual General Meeting in Maputo, Mozambique in December 2008. The agreed reforms will clarify accountabilities, streamline governance and programs for greater efficiency, open the system to stronger partnerships and foster an exciting research environment. The result will be a stronger CGIAR, which better serves the billions of people who depend on agriculture. &lt;/p&gt;

&lt;p&gt;With the course for revitalizing the CGIAR now clear, the real work of moving from vision to realization begins. The year 2009 will be one of intensive transition efforts to implement the agreed reform while continuing to develop and disseminate international public goods in the face of the three pressing global issues of food, fuel and finance. &lt;/p&gt;
   &lt;p&gt;To provide leadership to keep the CGIAR transition process on track, which will include the establishment and functioning of the Consortium and the CGIAR Fund&lt;/p&gt;

&lt;p&gt;In implementing the transitional arrangements, to articulate the next level of detail of the reform and ensure that each proposed changes adds value to a new and improved CGIAR that is more effective in delivering positive development outcomes and higher impacts on poverty and hunger. &lt;/p&gt;
      &lt;p&gt;&lt;br&gt;&lt;ol&gt;
&lt;li&gt;A clear strategic focus. &lt;/li&gt;
&lt;li&gt;Increased research output, outcome and impact. &lt;/li&gt;
&lt;li&gt;Greater efficiency, effectiveness and relevance. &lt;/li&gt;
&lt;li&gt;Simplicity and clarity of governance.&lt;/li&gt;
&lt;li&gt;Enhanced decentralized decision making. &lt;/li&gt;
&lt;li&gt;Active subsidiarity to capitalize on complimentarities of the Centers. &lt;/li&gt; &lt;/ol&gt;&lt;/p&gt;
   &lt;p&gt;1. The CGIAR approved, in principle, the document A Revitalized CGIARA New Way Forward:
The Integrated Reform Proposal at the Annual General Meeting (AGM) in Maputo Mozambique. (December 08) &lt;/p&gt;

&lt;p&gt;2. ExCo confirmed the new Fund was on track with some remaining issues to be worked out around the composition of the Fund Council and Funders Forum, the role of the Independent Science and Partnerships Council and what the donor agreements with the Fund and performance contracts will look like. Progress has been steady. Key activities/achievements have included the PAPI 2009 cross cutting workshop attended by representatives of all the major projects. This workshop was also attended by Max Everest Phillips (DfID) and representatives from the Africa Power and Politics RPC and the Institutions for Pro Poor Growth RPC. Closer ties with these RPCs which carry out research in similar themes have been highlighted as having great potential to deepen the research and analysis and vastly improve quality through knowledge sharing activities. &lt;br&gt; &lt;br&gt;
The field research on the 'China's investment in Africa' project was completed and work has now entered a new phase. This project has received a lot of attention from the academic and policy making community. Jing Gu the lead researcher has been highly active in presenting her work and publications are being finalised. Additional funding for this project was recently obtained for the work to continue. &lt;br&gt; &lt;br&gt;There has been good progress in the Egypt project with a number of publications in the final stages of writing or publication. The projects in Indonesia and Brazil have now been completed with outputs coming from both. The work on particularistic property rights regimes in China is nearing completion. There has been fair progress in the Vietnam project; research partners have been formally identified. With regret the research in Pakistan cannot be completed. &lt;br&gt; &lt;br&gt;
A new project due for completion in March 2010 will attempt to bring some of the key findings of the programme into two publications to answer the core question.
&lt;/p&gt;

&lt;p&gt;2.&lt;i&gt;Collective Action around Service Delivery (Social Accountability)&lt;/i&gt;&lt;br&gt;
Despite good performance as reported in last year's report Modes of Service Delivery in Brazil, India and Mexico (BIM) has experienced some setbacks. It has been formally agreed that Mexico can no longer form part of the project as no researcher of suitable ability could be identified who would be willing to finish the work. There have been some problems with writing up from some of the India researchers, many of whom are younger academics in their early careers. This has led to some delays. Brazil continues to perform well. Despite these setbacks there have been some major achievements especially in the communication of research findings at conferences.
&lt;/p&gt;

&lt;p&gt;3.&lt;i&gt;State Capacity, Financing the State and Informal Local Governance&lt;/i&gt;&lt;br&gt;
Comprising three key research themes (State Capacity, Financing the State and Informal Local Governance), programme three has progressed well over the last year.&lt;br&gt;&lt;br&gt;
There have been some major movements in the taxation work, mainly in communication efforts. The multi country study into the resource curse in Andean countries started and is now nearing completion.&lt;br&gt;&lt;br&gt;
Work into Informal Local Governance institutions has progressed adequately and there is possibility of funding one further stage of work. The multi-country study into donor proliferation in Africa was completed and a research proposal submitted to other funders for follow up work.

      <title>Africa Power &amp; Politics. Annual Report 2 (2008-9)</title>

&lt;li&gt;the empirical scope of the programme has been refined and the work has been organised in six firmly led 'research streams';&lt;/li&gt;
&lt;li&gt;initial thinking about research approaches (concepts, methods) has been carried into the streams, so that it frames the empirical work;&lt;/li&gt;
&lt;li&gt;fieldwork has begun, in teams of various sizes, in 11 African countries;&lt;/li&gt;
&lt;li&gt;the programme has started engaging actively with researchers working on cognate topics in other research programmes.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;
&lt;p&gt;&lt;i&gt;Research-training&lt;/i&gt;&lt;br&gt;&lt;ul&gt;
&lt;li&gt;research training of five fully-funded fieldwork-based PhD candidates has been overseen;&lt;/li&gt;
&lt;li&gt;a number of additional doctoral students have been associated with the programme; and&lt;/li&gt;
&lt;li&gt;tailor-made short practical training exercises and/or 'collective enquiries' (preliminary joint fieldwork exercises which serve training objectives) have been mounted.&lt;/li&gt;&lt;/ul&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Organisational capacity strengthening&lt;/i&gt;&lt;br&gt;&lt;ul&gt;
&lt;li&gt;staff and associates of all member organisations drawn into a relatively high-grade discussion about how to link empirical enquiry, theoretical innovation and policy implications;&lt;/li&gt;
&lt;li&gt;this has been applied in specific research streams, with African researchers participating to some extent in training and research activities in countries other than their own;&lt;/li&gt;
&lt;li&gt;relevant and accessible library and information resources have been provided to the Southern organisations; and&lt;/li&gt;
&lt;li&gt;major investments have been made in the communications and policy engagement capacities of two Southern partner organisations.&lt;/li&gt;&lt;/ul&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Policy influence and policy development.&lt;/i&gt;&lt;br&gt;
The APPP's approach to policy influence and policy development has been developed in a revised updated Communication and Policy Engagement Strategy, key elements of which were implemented in Year 2. They include:&lt;br&gt;&lt;ul&gt;
&lt;li&gt;a reinforced communications team with clearer roles and responsibilities;&lt;/li&gt;
&lt;li&gt;training sessions, workshops and investment in technical equipment;&lt;/li&gt;
&lt;li&gt;construction of an 'APPP friends' database;&lt;/li&gt;	
&lt;li&gt;engagement with key stakeholders to prepare the ground for adoption of policy lessons based on research findings; and&lt;/li&gt;

      <title>WEMC Annual Report. 1 July 2008  30 June 2009</title>
      <description>Miscellaneous   WEMC   2009   WEMC Secretariat, Southeast Asia Research Centre (SEARC), Hong Kong, China, 85 pp.   &lt;p&gt;With regard to progress on intended outputs the research capacity of 228 individuals has been enhanced; 13 English-language and 10 other language publications printed/in press; the published and widely distributed research framework has been positively received; comparative analysis has commenced. WEMC research products are being used in over 100 institutions; an integrated action research methodology dialectically combining research, capacity building and communication of findings has strengthened women as rights claimants; findings and analyses have enabled evidence based communication with diverse audiences from the grassroots to international policy makers.&lt;/p&gt;
&lt;p&gt;
&lt;p&gt;&lt;i&gt;Impact of the research programme&lt;/i&gt;&lt;br&gt;
Significant progress has been made towards WEMC's purpose to help build 'a sustained growing critical mass of civil society expertise engaged in policy debates for long-term changes in policies and practices that promote women's empowerment in Muslim contexts.' By June 2009, some 10 WEMC specific (or sets of) research-derived recommendations had been accepted and implemented in Pakistan, Indonesia, Iran, and China as well as for migrant women workers in Hong Kong and Indonesia. This year, four new sets of/specific recommendations were accepted by government authorities. Previously accepted recommendations started being implemented. Importantly, research findings are being requested by policy-makers and forums. &lt;/p&gt;
&lt;p&gt;Enhanced analytical and communication skills enabled women to successfully negotiate expanded rights, demand expanded/better service delivery and accountability from meso-level government duty bearers (China, Indonesia, migrant workers, Pakistan). WEMC has transformed the approaches of government extension workers (Indonesia and Pakistan) and service providers (Iran). At the RPC level, in August 2008, key WEMC concepts and research results were communicated to UN ESCAP policy-makers at a WEMC-focused forum (&lt;i&gt;Where's the power in women's empowerment&lt;/i&gt;?) and followed up by invited inputs to the UN Beijing+15 review process. &lt;/p&gt;
&lt;p&gt;Research confirms WEMC's hypothesis that the greatest obstacles to women's empowerment operate at the meso level and that, somewhat counter-intuitively, women's priority expressed need is to have their own spaces for collective strategising, rather than improved linkages with government institutions.  If cultural considerations, including interpretations of Islam and 'Muslim' women, are critical factors that keep women immobilized and disempowered, women's own counter-strategies of empowerment are diverse. Women's demands for different sets of rights derive legitimacy from constitutional rights and a re-orientation of cultural concepts as well as religious interpretations. &lt;/p&gt; 
&lt;p&gt;Enhanced capacity provides women a new/stronger voice in formal and non-formal forums, impacting developmental and governance processes. Women are questioning the dominant discourse culturally justifying women's disempowerment, reorienting religious instruction forums as well as secular arenas; women have started to speak out on empowerment on local radio, television and at public events, including in dialogues with officials. &lt;/p&gt;
&lt;p&gt;WEMC has seeded multiplication. To date, at least 20 new initiatives directly catalysed, facilitated or inspired by WEMC transformative new knowledge processes, have emerged supported by reliable, non-DFID resources. Shaped by the research process and informed by findings, these vital meso-level discursive spaces for women's collective sharing and analyses of experiences are enabling indigenous strategies for women's empowerment to be forged, implemented and replicated. WEMC-catalysed collective spaces include five women's self-help groups in Indonesia, eight new Pakistani organisations, a young women lawyers' group and a young people's media group in Iran. In China, 'safe spaces' have developed in the form of a 'health centre', a handicraft initiative created within an academic institution (Gansu Academy of Social Sciences) and around traditional religious spaces. Among Afghan refugees and returnees, research led to a self-help teachers' group. An exciting WEMC-inspired international initiative is the 'Institute for Women's Empowerment', established and registered by several RPC members to: &lt;br&gt;
a.	Document and make visible women's empowerment initiatives in different communities and countries&lt;br&gt;
b.	Develop women's strategies for empowerment at multiple levels
c.	Communicate lessons on  women's strategies for empowerment for replication and upscaling&lt;br&gt;
d.	Build the capacity of civil society groups in multiple countries to advance womens empowerment&lt;/p&gt;
&lt;p&gt;IWE is collaborating with the international coordination office of Women Living Under Muslim Laws (WLUML) in the programme 'Women reclaiming and re-defining culture: asserting rights over body, self and public places.' &lt;/p&gt;&lt;div class="feedflare"&gt;

      <title>How non-state actors lobby to influence budget
outcomes in Zambia.</title>

information flow between government and the private sector, and depending on the
policy relevance of the information transmitted state-business relations can help to
reduce policy and institutional failures that arise from poor policy coordination and
asymmetric information. While recent empirical studies have demonstrated that effective
state-business relations increase the productivity of firms in Sub-Saharan Africa, there is
little understanding of how such relations influence the national budget and adoption of
pro-poor expenditures in developing countries. &lt;br/&gt;&lt;br/&gt;In this paper, we examine the role non-state
actors play in shaping tax and expenditures policies through formal budget
processes, using data compiled from budget submissions for the 2008 budget and
lobbying activity data published in print media between 2006 and 2008. Analysis of
these data indicate that the current institutional arrangement established to encourage
participation of non-state actors in formulating the budget has been utilized quite
effectively by several non-state actors to influence budget decisions. The data also show
that tax proposals submitted through line government departments and agencies were
more likely to be adopted in the budget as bureaucrats helped to shepherd these
proposals throughout the budget process. Those more able to articulate and justify their
own budget proposal also recorded higher success rates than those who lacked such
capacities and skills to more convincingly present their budget proposals to government.
Such capacities and skills are largely lacking among several civil society organisations
that evidently had the lowest number of budget submissions, albeit quite active in public
lobbying through the media.&lt;br/&gt;&lt;br/&gt; Donors can help build the necessary capacities in a bid to
promote policy dialogue; democratic economic governance and state-building by
encouraging civil society participation in fiscal policy-making processes. Measures to
strengthen state-business relations and effectiveness in lobbying for more pro-poor fiscal
policies and strategies are discussed.&lt;div class="feedflare"&gt;

      <title>Learning, Technology Acquisition and Governance Challenges in Developing Countries.</title>
      <description>Miscellaneous   M. H. Khan   2009   114 pp.   Development is fundamentally about learning to use modern technologies to create jobs and prosperity in poor countries. Poor countries cannot produce their way out of poverty despite their low wages because even if they have some formal skills, they cannot actually use modern machines at competitive levels of efficiency. The most important missing ingredient is tacit knowledge, the knowledge that cannot be learnt in manuals but has to be acquired through learning-by-doing. The implication of this simple observation is that startup firms in developing countries will have to finance periods of loss-making while the tacit knowledge is being acquired through practice. The market failure that constrains economic development most seriously is that investors cannot be sure that they will be able to enforce the levels of effort that will make this investment viable. The institutional and governance conditions that ensure high levels of effort in learning in at least some sectors are vital and perhaps the most important preconditions for any policy aiming to sustain development.&lt;br/&gt;&lt;br/&gt;Old-style investment policies failed because they could not ensure effort. The abandonment of ambitious industrial policy did not remove the market failure, which still needs to be addressed. Today, firms and countries are trying to finance these learning attempts in a multitude of different ways. The success of countries and sectors in the market depends on the variables that determine whether their financing strategies will work. We argue that the effectiveness of any financing instrument applied to the learning process depends on the interaction and appropriateness of three other sets of variables: the governance agencies implicitly responsible for enforcing the terms of the instrument, the firm structures describing the internal hierarchies of firms, their relationships with the state and the markets they operate in and the broadly defined political settlement that describes the relevant distribution of power between the different agents involved in the learning and financing process.&lt;br/&gt;&lt;br/&gt;Through a set of extensive case studies of Thailand, India, Bangladesh and Tanzania, we show that this approach can explain the emergence of competitive success in their most important high growth sectors. The success of these sectors depended not just on access to the market in a liberal economy but much more fundamentally on deliberate and accidental factors that combined specific financing instruments with appropriate combinations of governance, market and political factors that ensured high levels of effort, and therefore the achievement of global competitiveness. As these factors are interactive, blueprints are not transferable, but the methodology provides a guide for thinking through in policy terms, the types of financing instruments and governance capabilities that are most likely to work in different contexts. The analysis also prioritizes different types of market failures affecting technology acquisition, and allows us to think through the most effective way of sequencing policy. It establishes the importance of limiting technology support to sectors where success is most likely. But it also establishes that without specific policies to develop technological capabilities, the market by itself will not pull sectors, regions and countries with low capabilities towards sustained development.&lt;div class="feedflare"&gt;

      <title>global Transport Knowledge Partnership Phase 2 (gTKP2)</title>
      <description>Current   &lt;p&gt;Transport is fundamental to facilitating growth and achieving the MDGs, but information on transport is not generally fully available or easily accessible to users in developing countries.  Many poor people cannot sufficiently access services (such as schools and health facilities) and markets, or take advantage of employment opportunities, because travel is difficult, expensive or slow.  Transport is not merely an infrastructural matter, but needs to take into account a range of factors including social, economic, environmental, and gender issues. Plans to improve transport must be based on sound knowledge of what works, including successful innovative and non-traditional approaches, and particularly what works for the poor.  A clear role was identified that a "Transport Knowledge Partnership" could fill: an information network providing evidence-based and practical knowledge to improve access for the poor.&lt;/p&gt;

&lt;p&gt;In August 2007, the management of gTKP was transferred under the resource facility TI-UP to WSP, for an interim period with the intention  that a differently conceived second phase could be designed under new stewardship.  Under this, gTKP would not be an independent company but would be linked to or subsumed within another organisation.  In February 2009, gTKP was transferred from WSP to the International Road Federation. &lt;/p&gt;
   Improved take-up, exchange and application of appropriate knowledge about transport by decision makers, practitioners and other transport stakeholders, especially in poorer countries.      &lt;ol&gt;
&lt;li&gt;Identification and addressing of knowledge gaps through effective generation and dissemination of relevant transport knowledge.&lt;/li&gt;
&lt;li&gt;Enhanced cooperation in transport by strengthening partnerships and enlarging user base.&lt;/li&gt;	
&lt;li&gt;Enhanced profile for gTKP among global transport community and greater use of its services.&lt;/li&gt;
&lt;li&gt;Diversification of funding base by identifying and attracting new sources of finance.&lt;/li&gt;
&lt;/ol&gt;   &lt;p&gt;The Progress Review 1 February 2009-31 May 2009 made the following comments: &lt;/p&gt;

A new website is being planned. A technical document has been drafted with the specifications of the new website that is soon to be approved and likely to be launched by end of October 2009. &lt;/p&gt;

&lt;p&gt;Communication is ensured through the website, each Theme Champion regularly updating their sections, posting new documents with summaries, rewriting the introductory texts, posting best practices and answering technical questions. They also attend meetings, conferences, workshops, exhibitions and training seminars, where they promote gTKP, distribute printed and electronic materials and gTKP registration forms. A communications strategy is being drafted to ensure that gTKP is using all communication tools at hand at full potential. &lt;/p&gt;

&lt;p&gt;&lt;i&gt;Output 2&lt;/i&gt;:&lt;/br&gt;
As a general guideline, partnerships with other organisations are to be sought. Thus the Theme Champions and the management are exploring possibilities of working in partnership with other organisations. Several Champions are already working in partnership with other organisations on specific projects. A number of events are attended as speakers to promote gTKP as an information platform. Two events are being planned for gTKP: Good governance workhop, Arusha 25 November, and the gTKP/IRF/TARA Conference on Rural Roads in Arusha, Tanzania (November 2009). &lt;/p&gt;

&lt;p&gt;&lt;i&gt;Output 3&lt;/i&gt;:&lt;/br&gt;
Each month a newsletter edition is drafted with input from all Theme Champions. The newsletter is sent to all gTKP users who have completed registration forms or have registered online. To-date there have been 375 new registrations, bringing the total number of knowledge users to 2875. &lt;/p&gt;

Theme Champions and the management are actively exploring funding opportunities with donor organisations to secure other sources of funding for gTKP.       <title>Choosing Stakeholders for Policy Dialogue</title>
      <description><![CDATA[Participative policy making has become an important feature within the development field. Participation is important because it gives a wider range of stakeholders a say in the policy process. This ensures policies are formed through bottom-up rather than top-down processes.

Participation is important because it gives a wider range of stakeholders a say in the policy process. This ensures policies are formed through bottom-up rather than top-down processes.</p>
<p>A recent study by the <a href="http://www.dfid.gov.uk/" target="_self">DFID</a> funded <a href="http://www.pisces.or.ke/" target="_self">Policy Innovation Systems for Clean Energy Security (PISCES) </a>has developed a methodology for participatory policy dialogue. The initiative comes on the back of an aim to develop a methodology for participatory dialogue in the development of bioenergy policy in Kenya.</p>
<p>Dialogue is crucial within the policy-making process. It provides representation, consensus building, along with a consultative element. Successful dialogue is dependent on the ability to be able to identify the key stakeholders.</p>
<p>PISCES has looked closely at a number of commonly applied approaches that are used to identify stakeholders. The first is a sectoral based approach. This involves inviting representatives of key sectors to articulate their position on policy issues. Second, the open invitation approach often involves advertisements in the public media or calls for expression of interest.</p>
<p>Thirdly, interest groups can provide broad based knowledge and enthusiastic input into the policy process. However, they not always be classed as key stakeholders. The Final approach covered is the ‘closed’ invitation approach. This approach is often used by governments and is often without rationale and clear justification for being invited.</p>
<p>These methods of identifying stakeholders have a number of advantages. One of the clearest is the short time required from identification to bringing them together. Often interpersonal networks between stakeholders are already strong, and there is a great deal of familiarity between stakeholders.</p>
<p>However, there are also a number of disadvantages to these approaches. At the forefront is the tendency of these approaches to be subjective. This means that the process is often inherently biased and exclusive in nature, with unequal representation among stakeholders.</p>
<p>PISCES has identified that to get a wide range of relevant stakeholders there is a need for an innovative mechanism of selection. They propose a Market Mapping Approach. This approach was originally developed as a tool for identifying linkages and process issues within markets of products or services.</p>
<p>The concept is based on identifying the key actor’s associated with these linkages. This can be applied to stakeholder identification in the same way by identifying different relationships or linkages across a policy network.</p>
<p>These linkages are broken into three distinct levels. The first level is made up of key players who have a vested interest in the policy from its conception to its delivery. Using the Market Mapping Approach the importance of stakeholders is assessed through the relative importance assigned by the market.</p>
<p>The second level is made up of those stakeholders involved in regulating or enabling the market environment. These people shape the rules of the game. In the case of biofuels these stakeholders are involved directly and indirectly in the primary production of biofuels.</p>
<p>The third level of stakeholders is made up of those actors providing supporting services. These services can include transportation of goods, design, equipment production, retailers and information providers, among others. These stakeholders often influence market forces so there is strategic benefit for bringing them on board.</p>
<p>The Market Mapping Approach may provide a systematic method of identifying stakeholders. The rationale for using it is the ease with which linkages can be identified, through which the relative weights of the various actors become apparent. PISCES has found that this approach has brought new and important actors in to the policy process, many of which had been worryingly overlooked in the past.</p>

<p>Mental health issues are often not the first thing people think of when it comes to the challenges facing people in the developing world. Nevertheless, the <a href="http://www.dfid.gov.uk/" target="_self">DFID</a> funded <a href="http://workhorse.pry.uct.ac.za:8080/MHAPP/public/index_html" target="_self">Mental Health and Poverty Project (MHaPP) </a>continues to show that mental health issues reinforce the negative cycle of poverty in many developing countries.</p>
<p>The nature of policy design is an important element in successfully targeting mental health issues. Research by the MHaPP in South Africa has examined mental health policy and systems. The research focuses on South Africa’s Mental Health Act, no 17 of 2002, which seeks to develop community based mental health services and support. The aim is to get mental health service users back into community life, while also ensuring they continue to get the support they require.</p>
<p>However, despite the potential of this policy a number of challenges are faced in its implementation. Firstly, psychiatric hospitals continue to dominate as a mode of service provision in South Africa. Secondly, although deinstitutionalisation is taking place in the health service, this has not been matched by an increase in the level of community care. This is placing much of the burden on families and already stretched community health centres.</p>
<p>This research is indicative of the tensions that take place within the policy making process. The danger here is that a potentially beneficial policy initiative is not developed because of wider changes to health services in South Africa. There is clearly a need for the development of a community-based mental health  service. The research suggests that NGOs may be able to provide the initial management structures to provide this.</p>
<p>MHaPP provides a framework for the development of district mental health services. It suggests the necessary changes can take place by building on existing resources, and implementing a series of structural changes across the current system. However, the challenge now is to ensure that policy makers in South Africa understand the importance of these changes, and the effective implementation of the Mental Health Act.</p>

The paper claims that the assumption that the number of women in public office can be used as an adequate measure for assessing women’s political voice does not hold true.</p>
<p>The view that female public officials, by virtue of their gender, will automatically seek to promote gender specific issues and women’s rights has been put under increasing scrutiny. This has emerged out of more in-depth analysis relating to the concept of ‘representation’.</p>
<p>In many electoral systems representation is where members of a political constituency vote for a representative to pursue their interests. In turn, this representative is accountable to the constituents and reliant upon their continuing support. This is a territorially based understanding of representation. However, many people who vote for women’s empowerment are not necessarily clustered in a territorially defined constituency.</p>
<p><strong> </strong></p>
<p>Evidence from India, where 30 per cent of local council seats have been reserved for women and other excluded groups, shows that the reserved seat system works well for those groups that are geographically concentrated.  Yet, where a concentration of groups is not evident the reservation of seats is a less effective means to empower these people.</p>
<p>The paper questions whether the focus on women in politics is contributing to the erosion of the representative function of the state by assuming that women in office will bring rewards for women. It accepts that the having more woman in public office is a sign of progress, but that there is a need for a realistic assessment of what quotas are able to achieve in a context where politics is patronage based.</p>
<p>The paper suggests that an appropriate assessment might be made by directing the focus away from formal representation toward non-formal institutions where women’s engagement can be deliberated upon. Political parties, civil society groups, and media associations may provide the backdrop to form a better understanding of how women articulate and aggregate their interests.</p>

It provides project information, including data on the organisations and countries involved.  Furthermore, the database can be searched easily, and means you can access a great deal of development research all in one place.</p>
<p>Some of the recent research projects on the <a href="http://www.research4development.info/">R4D</a> portal include a discussion paper written by Brigadier General Jeffery Marshall (Director of Mobilization and Reserve Affairs at the US European Command), for the <a href="http://www.crisisstates.com/">Crisis States Research Centre</a>. This paper develops a set of detailed recommendations that aim to build the capacity of the <a href="http://www.africa-union.org/root/au/AUC/Departments/PSC/Asf/asf.htm">African Standby Force</a> and its ability to contribute to peacekeeping missions. <p>Another paper published by <a href="http://www.ids.ac.uk/">IDS</a> outlines the unintended pluralisation of political representation that is taking place in Brazil as a consequence of participatory governance. The paper provides a strong message to both the developed and developing world that the ‘new governance’ approach carries immediate historical and political challenges for the future quality of democracy. <p>Finally, another recent study by the <a href="http://www.odi.org.uk/RAPID/">Research and Policy in Development Group</a> (RAPID) at the <a href="http://www.odi.org.uk/">Overseas Development Institute</a> (ODI) and the <a href="http://www.scidev.net/en/">Science and Development Network</a> (SciDev.Net) has developed a number of systematic guidelines on how policy briefs should be framed. The research outlines how this tool can provide an effective means to communicate research to policy-makers and development practitioners. The specific <em>design</em> of policy briefs has been identified as an important factor on the level of influence this tool can have.       <title>Sanitation Scoping Study</title>
      <description>Current   &lt;p&gt;
1. DFID's new Research Strategy commits its Central Research Department (CRD) to undertake research that will contribute the achievement of the hardest to reach Millennium Development Goals (MDGs). MDG 7 (Environmental Sustainability) targets include halving the proportion of people living without water and sanitation. Since the goals were agreed in 2000 there has been little progress toward the sanitation target DFID wishes to develop a 'sanitation' programme that will operate in support of country governments, donor partners, civil society and research and development stakeholders to help achieve the more coverage of sanitation, to improve peoples' health  and facilitate better opportunity for economic growth. &lt;br&gt;&lt;br&gt;

2. Diarrhoea, globally kills as many children under 5 as malaria, HIV/AIDS and TB combined. The prevention of diarrhoea centres on sanitation, hygiene and water management, issues which cut across the both a growth and health agenda. &lt;br&gt;&lt;br&gt;

3. The International Development Committee report 'Sanitation and Water' acknowledged this and stressed especially the need for greater involvement of DFID in the field of sanitation. In its response, the Government has welcomed this emphasis and has since committed &amp;#8356;95 million per year for 2007/8 for the water and sanitation sector in Africa, an amount which is to more than double in 2010/11 to &amp;#8356;200 million. There seems to be a general agreement that more needs to be done on sanitation, by DFID, and by the international community as a whole, and research is needed to focus and maximise the potential of those investments, especially  how to design effective sanitation programmes. Further research is needed in this area. &lt;br&gt;&lt;br&gt;

4. The DFID consultation on water, sanitation and integrated water resources management, on 17th July 2007, brought together experts from different fields and organisations to input towards helping shape DFID's policy within the sector. When the participants were asked to identify DFID's comparative advantages over other international donors, DFID's long commitment to sanitation research was noted. This past commitment was also highlighted by the IDC report which referred to DFID's support for research into the Community-Led Total Sanitation approach. The report encouraged DFID to continue to support the study of this and other approaches, such as social marketing, that can improve the uptake of sanitation. &lt;/li&gt;
&lt;/ol&gt;&lt;/p&gt;
   The objectives of this assignment are to identify programme content and implementation modalities and production of project documents of a CRD/DFID programme to improve sustainably the health and livelihoods of poor and vulnerable people by increasing access to sanitation for urban and rural communities, thus improving health and stimulating pro-poor growth. It is envisaged that this will be achieved by disseminating and mainstreaming best practice in policy and appropriate technology whilst improving knowledge and research capacity.      &lt;p&gt;

A report setting out the programme options and recommendations including delivery mechanisms (to include the SPLASH EUWI ERANET option) and a draft A 4 page concept note, to DFID Blue Book guidelines outlining the relevance and potential of the proposed programme.&lt;br&gt;&lt;br&gt;
&lt;i&gt;Stage 2&lt;/i&gt;&lt;br&gt;
Project documents to enable the DFID approval of the programme as per  DFID's corporate requirements, including the proposed governance and implementation details.&lt;div class="feedflare"&gt;

The objectives are to identify programme content and implementation modalities and production of project documents of a DFID programme for enabling research outputs to be used.  The subject area will be water, sanitation and hygiene research for developing countries. The programme will enable the promotion and adoption of outputs from DFID's EngKaR programme and wider DFID experience where there are specific issues of policy relevance.      &lt;p&gt;The expected outputs are:&lt;br&gt;&lt;br&gt;

      <title>Embedding poor people's voices in local governance: participation and political empowerment in India</title>
      <description>Current   Although the poor are often officially defined on the basis of their income or consumption, their lack of voice and influence are globally recurring themes in many of their own accounts of their poverty (Narayan et al., 2000). When the poor feel silenced in public arenas, or are treated with disrespect by authority figures, this is indicative of their wider political
disempowerment, a central component of ill-being in itself. This project will examine the effectiveness of attempts to tackle this core element of poverty through local governance reform. Its central research question is: to what extent do participatory initiatives within local governance enhance poor people's opportunities for political empowerment? The project focuses on local governance reform because it has become a key site of development intervention over the last ten years, with international development institutions aiming to 'move' the state closer, both physically and
conceptually, to its citizens. The result has been the proliferation of new institutional forms and practices across the global South - from Forest User committees to participatory budgeting procedures - that aim to alleviate the political marginalisation felt by many of the world's poor. Underpinning this dramatic activity is an assumption that governance reform will engender positive feedback between popular participation, democratisation and poverty alleviation.
   1. To provide a detailed comparative study of participatory governance initiatives' effects on poor communities. A critical review of policy must start from a secure evidence base, and this project will provide a rich empirical understanding of how participatory governance initiatives impact on the political engagement and marginalisation of a range of poor communities. Its qualitative methodology will uncover the processes supporting and limiting these initiatives, and will pay particular regard to the communities' own perspectives: the case study locales and communities will be selected to ensure their wider significance.&lt;br&gt;&lt;br&gt; 
2. To provide a deeper theoretical understanding of the interactions between poverty, participation and democratisation. The project will make a significant contribution to theoretical debates on poverty alleviation, enhancing participation and governance reform. The Case for Support (Theoretical and Conceptual Framework) discusses the project's wider academic significance: the project will be theoretically innovative by treating the lack of political recognition as an important element of poverty, by using insights gained from poor people for theory building, and by examining participatory governance initiatives' impact on wider processes of (dis)empowerment.&lt;br&gt;&lt;br&gt;
3. To contribute to local user communities by highlighting areas where the poor have opportunities for furthering their political empowerment, and strengthening links with potential partners in this process. Poorer communities and reform-minded actors within the project locales are key beneficiaries (Section 6). They will be invited to reflect on both empirical and theoretical results of the project through dissemination events (Section 8) that will be structured around the practical action they themselves can take to challenge current structures of disempowerment.&lt;br&gt;&lt;br&gt;
4. To contribute to policy development via structured interaction with a wider policy community. The project will identify 'expert users' of the research, and engage them at the research design stage. By maintaining contacts with these users, providing them with original insights into poor groups' current impediments and opportunities for empowerment, and by engaging them in high-level dissemination events focused around critical appraisal of current participatory governance initiatives, the project aims to significantly contribute to policy development.&lt;div class="feedflare"&gt;

      <title>Tropical forests in poverty alleviation: from household data to global-comparative analysis</title>
      <description>Current   Forests are important to the rural livelihoods of poor people in developing countries. But due to the paucity of quality data on rural household economies in the tropics and sub-tropics, we know very little about just how important forests are, for what specific purposes they primarily serve, and for how many people forests are vital assets. This impedes the design of effective strategies for forest-based poverty alleviation. This project aims to fill these serious empirical gaps by using a uniform methodology to gather high-quality primary household data in about 25 sites with tropics-wide coverage. The global data bank (5-6000 households) with complete annualized income information and other economic and non-economic data will be used for a global-comparative analysis of forest-poverty linkages in rural household  economies. Our goal is to analyse the general importance of various forest types in different aspects of rural livelihoods, identify major causes of geographical variation, and point to tangible options for interventions that actively enhance forest-based poverty alleviation. Specifically, we will test for hypotheses related to the alleged pro-poor role of market integration and of collective forest mangement at the local level. The data will also enable tests of broader microeconomic hypotheses regarding the role of natural resources in rural livelihoods, e.g. to what
extent natural resources serve as seasonal gap-fillers, as safety nets in response to shocks, and as means of accumulating assets that eventually can lift people out of poverty. The project is integrated into the Poverty and Environment Network (PEN), coordinated by the Center for International Forestry Research (CIFOR). PEN is an ongoing collaborative research effort between CIFOR, a network of PhD students, and external experts from ten universities including the University of East Anglia. PEN data collection is already advanced; we thus seek financial support over a three-year period mainly to establish a global data bank, to undertake the global-comparative data analysis, and to carry out synthesis &amp; dissemination work. Research results will be communicated through a variety of media to the main intended beneficiaries that include academia, donors, multilaterals, and policy makers at different levels.
   The primary project objective is:&lt;br&gt;
I. To undertake a comprehensive global-comparative analysis of the role of forests and environmental income in preventing and reducing rural poverty, built on a centrally coordinated pan-tropical data bank with high-quality primary household and village data collected though PEN (research outputs);&lt;br&gt;
The secondary project objectives are:&lt;br&gt;
II. To elaborate recommendations for tangible forest-poverty interventions, and feed them into national and global policy processes (policy impacts);&lt;br&gt;
III. To enhance the ability of project partners in using best-practice methods for conducting income-accounting rural household surveys, and to suggest improved research methodologies for future studies of environmental incomes and rural livelihoods (capacity building and methodological innovation).&lt;div class="feedflare"&gt;

      <title>Communication for Governance and Accountability (CommGAP)</title>
      <description>Current   &lt;p&gt;CommGAP, a global program at the World Bank, promotes the use of communication in governance reform programs and supports the building of democratic public spheres. Through its three program areas: Research and Advocacy, Training and Capacity Building, and Support to Development Projects and Programs, CommGAP is demonstrating the power of communication in promoting good and accountable governance and hence better development results. &lt;/p&gt;
&lt;p&gt;This program, launched in September 2006, is funded through a 5-year Multi-Donor Trust Fund and administered by the Development Communication Division, External Affairs Vice-Presidency. The UK's Department for International Development is the founding donor of this Trust Fund. &lt;/p&gt;

   &lt;p&gt;Key policy - and decision-makers recognize Communication as a pillar of effective development and therefore integrate it into development policy and programs.&lt;/p&gt;
      1.	CommGAP set up and operating&lt;br&gt;
2.	Strengthened donor policy coherence for communication interventions esp. in weak/fragile states, around work of oversight institutions &amp; access to information&lt;br&gt;
3.	Research and advocacy: body of research, methodology on communications in development produced and made available to managers in the field&lt;br&gt;
4.	Capacity building for programme planners and for multi-stakeholders in governance reform programmes via mixed training platforms, technical assistance

   &lt;p&gt;An independent Output to Purpose Review in May 2009 found  "effective management and leadership and excellent networking" and that "the position of CommGAP within the Bank has provided good convening power and enables it to generate work with academic and incentivise collaboration from respected policy centres/organisations". &lt;/p&gt;

&lt;p&gt;It found that CommGAP's 'operations' workstream has made a good start in providing seed funding in 8 World Bank country programmes 'to support communication programs that apply and test innovative communication approaches.'  The research outputs have received high peer-reviewed assessment and the programme has built good advocacy and networking relationships with key actors.  The capacity-building training programme has good content and receives high assessments from trainees. &lt;/p&gt;

&lt;p&gt;Evidence from a wide range of stakeholders and peers confirmed the quality of CommGAP's strategic planning and products which have generally been well-designed and delivered. &lt;/p&gt;

&lt;p&gt;The OPR of May 2009 found that 'in two years CommGAP has achieved a great deal and has made a good start in meeting its objectives. However, there is an urgent need to mobilise additional funds for the Trust to ensure achievement of purpose level change; at present CommGap is underinvested.'&lt;/p&gt;&lt;div class="feedflare"&gt;

<p>This paper provides a way for readers to understand states, and the processes that drive their development. It outlines language and key concepts for state-building; it examines those factors that are likely to influence the direction of state-building, including issues that are shaped by policy decisions; and it concludes with some implications of this work for donors.</p>

<p>This point is re-emphasized by Julius Court, DFID Governance Advisor: &#8220;Governance is perhaps the single most important factor determining whether a country develops or not, so understanding governance, particularly in the most fragile and conflict-prone States, that&#8217;s the real challenge for us going forward.&#8221; This will not be easy as the issues are politically sensitive. The &#8220;big challenge is that we are increasingly putting our money into fragile contexts,&#8221; and understanding those contexts is crucial both for people on the ground as well as for the effectiveness of DFID&#8217;s work. </p>

<p>Capacity development is at the heart of the new strategy. In the governance area, the aim is not to &#8216;roll out&#8217; known western models.  According to Thomas: the aim is to &#8220;enable people in different countries to find different local models of democratic development &#8230; We are certainly looking for alternatives that enable the freedoms to occur, possibly by a different route.&#8221; </p>

<p>The point is highlighted by <a href="http://r4d.blip.tv/file/849445">Court</a>: &#8220;the governance research supported by DFID is not intended to &#8220;impose any western models&#8221; on local situations. &#8220;What we really need to do is understand how those places work, what local processes have legitimacy, where can we build upon those, &#8230;&#8221;</p>

<p><b>Researching sustainable agriculture</b></p>
<p>DFID should take a strategic long view in supporting sustainable agricultural development.</p>
<p>Focus on sustainable economic development, in particular on marketing of products for export, regional but also national.</p>
<p>Pay extra attention to work that will improve economic opportunities and growth.</p>
<p>Focus on efforts to help farmers get market security and maintain the environment.</p>
<p>Mechanism to transfer the knowledge and technology to small farmers and marginal farmers should be developed.</p>
<p>There are a lot of indigenous agricultural technologies that people have initiated, specially the poor. And we have to base research on those indigenous technologies.</p>
<p>Organic farming is highly neglected.</p>
<p><b>Improving research into the impact of climate change</b></p>
<p>Concentrate research on the possible resilient mechanism for rural poor to the impact of climate change on livelihoods.</p>
<p>The impact of climate change on poor communities is worthy of research, but it would be far more important to invest in demonstrations of adaptation to climate change.</p>
<p>DFID should fund research to develop coping mechanisms for coastal fishermen and small farmers.</p>
<p>Emphasis should be on how to improve the resilience and adaptation capacity of communities to drought and high temperature induced changes and variability.</p>
<p>Climate variability and climate change are very important issues for the fisheries sector.</p>
<p><b>Improving research into good governance</b></p>
<p>Conceptual frameworks which can help develop criteria and indicators of good governance in specific sectors of national economies should be developed. So we can ‘measure’ them in practice.</p>
<p>Good governance is typically situation-specific, so generalities are unlikely to be the most appropriate way for DFID to invest. Instead, DFID should invest in developing improved governance models in specific situations, and then building upward from that experience.</p>
<p><b>Other emerging global trends</b></p>
<p>Microfinance as a strategy for poverty-reduction</p>
<p>The cutting-edge science that is much needed is in the energy sector.</p>
<p>The most important global trend requiring DFID research is the transition from petroleum-based economic development to whatever comes next.</p>
<p>Exhaustion of fossil fuels and alternative energies, in particular, bio energy.</p>
<p>Migration is a very crucial issue for a country, not only the international migration but also the internal migration [to cities]</p>
<p>There are major conflicts surrounding faith. So it seems we need to understand better how faith interacts with development curriculum.</p>

Between August and November 2007, some 600 people responded to an online survey through the DFID web site. A further 12-question survey coordinated by Euforic mobilised a further 100 contributions as well as longer submissions from DNet Bangladesh and the Forum for African Agricultural Research. A series of face to face meetings were also held in Bangladesh, Ethiopia, India, Nigeria and Uganda.Get more information on DFID-funded research:</p>

<p>Asked to suggest priorities for ‘research into fragile and post-conflict states’, respondents considered not just post-conflict justice and state building as important, but also the need to research the prevention of conflict.  Several respondents pointed out that it was vital to learn from other countries’ experiences.  There needed to be context specific research in countries which have come through periods of violent conflict and are now in the process of building new structures; it is necessary to carry out a careful empirical assessment of recent conflict policies and their contribution to prevention as well as recovery and to learn from failures as well as successes.</p>
<p>To promote accountable state and non-state service providers most respondents said that corruption had to be prevented or abolished.  Many did not elaborate further. Among those who did, there was no clear consensus of opinion. A code of ethics and diversity polices in the workplace were mentioned by some, others cited the need to understand grass roots justice. Other key statements included the need for accountability to come from all organisations operating within a state not simply those belonging to the state.</p>
<p>On the more general question of governance and social challenges, four major categories emerged: the need for good governance, managing decentralisation, service delivery, and policy.</p>
<p>Good governance cut across all the suggested areas of research, with case studies mentioned as an important way to learn and apply lessons. A note of caution is that governance needs to be defined before other work could be done.</p>
<p>On managing decentralisation, grass roots participation and democracy at all levels were considered as essential. Suggested research directions mainly related to how interaction between central government and other players such as development agencies, NGOs, regional government, the media and the private sector could be evaluated and improved.</p>
<p>A final point: the role of media in addressing governance was highlighted by several respondents, who argued that more use could be made of local and international media, and that the role of the media and communications technologies in promoting accountable societies needs to be researched.</p>
<hr /> To prepare its future research strategy, DFID launched a <a href="http://www.research4development.info/features.asp?FeatureID=58" target="_blank">public consultation</a> exercise in 2007.
<p>Between August and November 2007, some 600 people responded to an online survey through the DFID web site. A further 12-question survey coordinated by Euforic mobilised a further 100 contributions as well as longer submissions from DNet Bangladesh and the Forum for African Agricultural Research. A series of face to face meetings were also held in Bangladesh, Ethiopia, India, Nigeria and Uganda.Get more information on DFID-funded research:</p>
