      <title>Gender sensitive programme design and planning in conflict affected situations. Research Report.</title>
      <description>Miscellaneous   J. El-Bushra, A. El-Karib and A. Hadjipateras   2002   8 pp.   This report outlines a project intended to contribute to the reduction of poverty and suffering through enhancing gender-awareness in the design and management of development projects in contexts affected directly or indirectly by conflict. It aimed to achieve this by increasing understanding of the gender dimension of conflict, both for the humanitarian community and for development practitioners. The project sought to address two particular questions, namely how do gender relations change as a result of conflict? and how might conflict itself be fuelled by aspects of gender identity? It also examined the strategic and research implications of these findings for project design. The project ran from April 2000 to December 2001: field research was carried out in Sudan, Somalia, Uganda, Mali and Angola, with complementary desk studies for Eritrea and Rwanda. These case studies, and reports on workshops conducted by the project, are published in separate Annexes [not available].&lt;div class="feedflare"&gt;

      <title>Southern African Federation of the Disabled (SAFOD) Research Programme (SRP)</title>
      <description>Current   &lt;p&gt;The Southern Africa Federation of the Disabled (SAFOD) is a regional network of disabled peoples organisations (DPOs) whose main objective is to represent the collective voice and aspirations of disabled people in Southern Africa. SAFOD's works to promote the rights of people with disabilities, and enhance their lives and livelihoods through raising wider public awareness on their living conditions, facilitating greater access to needed services, and capacity and institutional building of DPOs . &lt;/p&gt;
&lt;p&gt;SAFOD has been working to establish a Disability Research Programme called the SAFOD Research Programme (SRP). The strategic purpose of the SRP is to build the capacity of SAFOD and its member organizations to design, drive, own and to use research to influence policy and practice that is responsive to the particular needs and interests of disabled people in SAFOD member countries. &lt;/p&gt;
   The main objective of this disability research programme is to build capacity in SAFOD to support disabled people's organisations (DPOs) to undertake research and use its findings to influence policy and practice that is responsive to the needs of disabled peoples in Southern Africa.      SAFOD and its member organisations develop increased capacity to undertake, use and own  research; design and deliver effective research programme; achieve policy engagement through dissemination and communication of research findings   &lt;p&gt;In 2008-2009, DPOs trained in generic research skills and database management; training ongoing in 2009-10.&lt;/p&gt;
&lt;p&gt;By early 2009, 5 pilot studies were completed (Literature Review, Disability Policy Audit in 4 countries, DPOs' Needs Assessment, and HIV/AIDS &amp; Reproductive Health).&lt;/p&gt;&lt;div class="feedflare"&gt;

      <title>Crisis States Research Centre - Phase 2</title>
      <description>Current   Continuation of Phase 1   To examine and provide an understanding of processes of war, state collapse and reconstruction in fragile states, and to assess the long-term impact of international interventions in these processes.  Ultimately, to advance understanding of the processes of state collapse that are at the heart of problems of insecurity and poverty.      To examine and provide an understanding of processes of war, state collapse and reconstruction in fragile states and to assess the long-term impact of international interventions in these processes. Through rigorous comparative analysis of a carefully selected set of states and of cities, and sustained analysis of  'global and regional axes of conflict', to identify the symptoms of state collapse, why some fragile states collapse while others do not, and the ways that war affects future possibilities of state building.  It is planned to distil the lessons learned from past experiences of state reconstruction to inform current policy thinking and planning.&lt;div class="feedflare"&gt;

held at the White Sands Hotel, Dar Es Salaam, Tanzania between Monday 14th November and
Tuesday 15th November 2005.&lt;br/&gt;
The main aim of the workshop was to increase regional awareness of economic models to maximise
the benefits through the CFF. In addition, the workshop was developed to increase national capacity
to highlight a range of CFF strategies. The workshop undertook the following activities:&lt;br/&gt;
(i) Provide an overview of the model
(ii) Share and discuss national and regional perspectives on MCS
(iii) Practical sessions using CFF spreadsheet model game to develop hypothetical MCS
strategies
(iv) Field visit to MCS Operations centre, Mbegani&lt;br/&gt;
A copy of the workshop agenda is provided in Appendix A and a contact list of participants in
Appendix B.&lt;br/&gt;
Although the main focus of the workshop was based around practical exercises from the CFF model,
participants from several coastal states presented a short summary of their fisheries sector, including
the role and status of foreign fishing activities. In addition to these national perspectives, an overview
of the SADC MCS Programme was given, highlighting the main MCS issues within Angola,
Mozambique, Namibia, South Africa and Tanzania. These are described in more detail in section 2.
Copies of the available presentations are given in Appendices C to E.&lt;br/&gt;
An introduction to the CFF model was given by means of two short practical sessions (see
Appendices F to I). The theoretical basis and assumptions behind the model were described by a
series of slides (see Appendices J and K).&lt;br/&gt;
A field visit was made on Tuesday 15th November to the Tanzanian MCS Operations Centre at
Mbegani. This provided an opportunity for participants to observe first-hand the scale and success of
the surveillance operations and to ask questions to those on duty. A short photo gallery of this trip is

      <title>Development research centre on citizenship, participation and accountability - Phase 2</title>
      <description>Current   The aim of the Citizenship DRC is to understand and influence in different contexts the ways in which deepened forms of democratic citizen engagement can work to strengthen the capacities of states and non-state institutions to be responsive to the needs and rights of poor people. Our core proposition is that to build states that work 'for the poor' - as expressed in the DFID Research Strategy - also involves enhancing the opportunities for more inclusive forms of citizenship and participation by poor people.  In pursuit of this agenda, the Citizenship DRC has emerged as a highly collaborative network of over fifty researchers in seven countries who use research, capacity building, communication and policy influence to contribute to building democratic states and institutions which can become more effective in meeting the Millennium Development Goals.   The mission of the Citizenship DRC is to understand and influence in different contexts the ways in which deepened forms of democratic citizen engagement can work to strengthen the capacities of states and non-state institutions to be responsive to the needs and rights of poor people.       <title>Development of computer aids for fish stock assessment and management policy</title>
      <description>Completed      The objective of the project was to investigate the applicability of expert systems approach to fisheries management problems and to develop software for the analysis of length frequency and catch effort data.   The results on expert systems indicates that the general problems of fisheries management were poorly addressed by expert systems. The software packages were developed successfully. An ARI project (R5050) will test the results in the field.      The project has three major products&lt;BR&gt;&lt;BR&gt;an expert system for fisheries management and two systems for stock assessment.&lt;BR&gt;&lt;BR&gt;The stock assessment systems are   stand alone   computer packages which permit relatively untrained personnel to perform sophisticated analysis of data typically collected by fisheries institutions in developing countries&lt;BR&gt;&lt;BR&gt;length frequency data and catch and effort data. These two packages are now complete and a planned programme of dissemination will occur during early 1992.&lt;BR&gt;&lt;BR&gt;The central expert system has gone through two prototypes&lt;BR&gt;&lt;BR&gt;the first was aimed at tuna fisheries, the second was aimed at a more general application. There has been substantial dialogue between MRAG and those individuals who have used the system. It is planned to finalise the system in the light of this dialogue in the first quarter of 1992.&lt;div class="feedflare"&gt;

      <title>Forecasting outbreaks of the brown locust in southern Africa</title>
      <description>Completed   There have been only five seasons in the last 50 years when no brown locust control was required, in the relatively restricted outbreak areas of the pest in the Karoo region of South Africa and Namibia.  As a result, mean annual expenditure on control is high, with more than £10 million spent since 1985, and over £1.3 million in 1996 alone, to prevent swarms spreading over nearly 7 million square kilometres of land, and threatening crop and pasture production in eight countries in southern Africa (Angola, Botswana, Lesotho, Mozambique, Namibia, South Africa, Zambia, Zimbabwe).  Less than 5% of the total land area in the brown locust invasion areas can be classified as arable, and whereas in the past demand for food was met by growth in arable land, for the past ten years increased agricultural production has been almost entirely dependent on increased yields.  Between 46% and 74% of the population in countries affected by the brown locust live in rural areas, and since on average only 0.3 hectares of arable land are available per person, improvements to livelihoods and food security depend on better access to benefits from increased crop yields, including reduction in the impact of migrant pests on crop and pasture production.  Smallholders in marginal semi-arid farming areas are often most vulnerable to the risks represented by locusts, since they have fewer options for mitigating the impact of damage to staple crops, other than abandoning the land and moving to urban areas.  In addition, since locust outbreaks are often associated with major climatic fluctuations, such as the occurrence of droughts, they pose a significant additional threat to food security, in rural areas that may already be vulnerable to production shocks.  The current brown locust control strategy relies on emergency control measures once farmers report swarms, leading to high costs both in terms of the deployment of pesticides, equipment and manpower resources; and environmentally, since broad spectrum insecticides have to be used over wide areas.   In addition, there are a growing number of absentee farmers in the Karoo region, resulting in a breakdown of the traditional reporting and control network.  There is, therefore, an urgent need to move away from the current emergency control measures, to a sustainable and environmentally sound preventive control strategy that would contribute to safeguarding agriculture and pasture production in southern Africa.   To improve the forecasting of outbreaks of the brown locust in southern Africa by identifying the relationships between environmental factors and processes and changes in brown locust population numbers and distribution.   The majority of the population in countries affected by the Brown Locust live in rural areas and, since on average only 0.3 hectares of arable land are available per person, improvements to livelihoods and food security depend on better access to benefits from increased crop yields, including reductions in the impact of migrant pests on crop and pasture production.  Since locust outbreaks are often associated with major climatic fluctuations such as the occurrence of droughts, they pose a significant additional threat to food security in rural areas that may already be vulnerable to production shocks.  Individual farmers or farming communities are totally unable to protect their crops when adult swarms comprising tens of millions of locusts per square kilometre land in their fields.  Current Brown Locust management is based on the principle that populations developing in the outbreak area must be controlled before highly mobiles swarms of adults can form and invade surrounding agricultural areas.  This control strategy depends on timely predictions of where and when gregarising populations are developing, and a flexible control infrastructure that can increase and reduce its capacity in response to forecasted outbreak developments.  The research project has made good progress in improving understanding of the relationships between environmental factors and locust population developments.  The outputs of the project will contribute to the development of timely and reliable forecasting strategies for Brown Locusts to prevent swarms developing and escaping from the outbreak area and invading and damaging crops and pasture-land.  The research will also facilitate the move away from the current emergency control situation to an informed strategy for the advanced planning of survey and control campaigns.  As a result, locust control will be able to move away from the present emergency response to reports from farmers when swarms invade their land, to a more cost-effective and environmentally sound preventative control strategy whereby locust outbreaks are located earlier in the breeding season.  The improved knowledge and methodologies resulting from this project will also help strengthen international collaboration in preventing Brown Locust swarms from invading agricultural areas in affected countries.  Project outputs will contribute to improvements in South Africa's operational forecasting of changes in Brown Locust populations as a basis for planning control campaigns.   A classification of spatial and temporal patterns of brown locust popuation fluctuations.&lt;br&gt;&lt;br&gt;Identification of seasonal changes in vegetation conditions.&lt;br&gt;&lt;br&gt;Identification of seasonal changes in key weather variables (eg:  temperature, rainfall, windfields).&lt;br&gt;&lt;br&gt;Production  of case studies of historic brown locust population developments.&lt;br&gt;&lt;br&gt;Definition of outbreak localities and timings.       <title>Establishment of an information core for southern African migrant pests (ICOSAMP)</title>
      <description>Completed   Migrant pests such as armyworm, locusts and red-billed quelea annually plague the southern African region that comprises the member countries of the Southern African Development Community (SADC).  These pests are a naturally occurring phenomenon, but pose a major threat to food security and natural resources if they are not controlled.  More than 60% of the population of the SADC region is dependent on subsistence agriculture and the subsequent food production.  With no growth in arable land area anticipated, the demand for food will be entirely dependent on increased agricultural yields.  Many of the SADC countries have a below average per capita income, the majority of which is derived from agriculture, making them vulnerable to impoverishment as a result of an agricultural adversity.  Migratory pests, exhibiting a high mobility, are able to freely traverse the political boundaries of southern Africa.  Active co-operation between neighbouring countries with regard to management and control of these pests is therefore of vital importance.  The output of this project should improve co-operation and communication among SADC member countries, and hence lead to early warning of impending migrant pest outbreaks, and the resultant improved food security.   To establish an internet based migrant pest information centre for the SADC region, which will provide a platform for technical co-operation and sharing of research information, establish a network of control operators, and standardise the regional reporting system.   ICOSAMP has re-established a migrant pest information centre and developed a regional co-operation between information officers in SADC.  This network regularly provides up-to-date migrant pest distribution information to assist decision makers in neighbouring countries to forecast impending invasions or outbreaks, thereby reducing the impact of migrant pests on the food security of the region.  Monthly ICOSAMP Bulletins are distributed to collaborators who in turn forward these to their superiors. In the case of Lesotho, this commitment has resulted in the re-instatement of their armyworm monitoring system, previously fallen away with the disintegration of the SARRCUS migratory pest network.  What makes this achievement all the more impressive is that Lesotho has not experienced a significant migrant pest problem for many years - their commitment is therefore almost entirely an expression of commitment to the other SADC countries. The collaborators expressed the view very strongly that ICOSAMP was of great value to them in meeting their primary responsibilities.   Information databases on migrant pests in outer Africa created and readily available.&lt;br&gt;&lt;br&gt;Automatic system for acquiring and updating migrant pest information designed, constructed and operational.&lt;br&gt;&lt;br&gt;Quarterly migrant pest bulletins issued.   ICOSAMP is structured around three main outputs, each with related activities:&lt;br&gt;*Information databases (migrant pest distribution, bibliography, SADC contacts)&lt;br&gt;*Automated information system (GIS maps and interface, MS Access, email, website)&lt;br&gt;*Monthly ICOSAMP Migrant Pest Bulletins.&lt;br&gt;&lt;br&gt;Two workshops were held to:&lt;br&gt;*Determine the outputs of the system as required by the SADC collaborators, establish a standardised reporting system, and set up reporting dates (May 2001),&lt;br&gt;*Present the prototype system to collaborators, provide individual training, evaluate the system, and establish future goals and sustainability (May 2002).&lt;br&gt;&lt;br&gt;GIS and database system:&lt;br&gt;The computer based information system has two main inter-dependent sections, a relational database (MS Access 2000) and a geographical information system or GIS (Arcview 3.2x).  The system is driven through a GIS interface where buttons and menus allow the input of pest and related ecological data into the database as well as additions to a bibliography and gazetteer.  Monthly maps of all three pest groups (locusts, armyworm and quelea birds) are constructed with ease, and spatial layers of environmental data can be added.  The interface provides rapid access to data collected since the initiation of ICOSAMP, facilitates the construction of maps, and produces a standardised format for the monthly bulletin.  Tables of information can be exported into Excel, Dbase or text format.&lt;br&gt;&lt;br&gt;More than 750 detailed records of migrant pest control operations are stored in the database, and the bibliography currently contains 2073 records (brown locust, red locust, and quelea).  A gazetteer provides grid information for more than 447 locations, and can easily be expanded and updated.&lt;br&gt;&lt;br&gt;Website:&lt;br&gt;The ICOSAMP website, hosted by EcoPort in Rome, is operational and can be viewed at http://icosamp.ecoport.org.  Contents to date include a summary of the project, contact information of collaborators, current monthly Bulletin and map, archived Bulletins and maps, a summary of the first workshop, a bibliography, and an internet mapper.  The website is regularly updated and expanded.  Access to the global information EcoPort website http://www.ecoport.org is available from the ICOSAMP main page.&lt;br&gt;&lt;br&gt;Bulletins:&lt;br&gt;15 Bulletins (ICOSAMP News) have been issued to date.       <title>Centre on Citizenship, Participation and Accountability</title>
      <description>Completed   At the beginning of the 21st Century - despite widespread democratisation in previous decades - there are growing concerns about the failures of both emerging and mature democracies to respond to the needs and interests of poor people. If poverty is to be eliminated, the Citizenship, Participation and Accountability Development Research Centre (DRC) argues, this gap that exists between poor people and the institutions that affect their lives must be addressed.
The mission of the Citizenship, Participation and Accountability DRC is to understand and influence in different contexts the ways in which deepened forms of democratic citizen engagement can work to strengthen the capacities of states and non-state institutions to be responsive to the needs and rights of poor people.&lt;br/&gt;&lt;br/&gt;
The core proposition is that to build states that work 'for the poor' - as expressed in the DFID Research Strategy - also involves enhancing the opportunities for more inclusive forms of citizenship and participation by poor people. In pursuit of this agenda, the Citizenship, Participation and Accountability DRC has emerged as a highly collaborative network of over fifty researchers in seven countries who use research, capacity building, communication and policy influence to contribute to building democratic states and institutions which can become more effective in meeting the Millennium Development Goals.&lt;br/&gt;&lt;br/&gt;

      <title>Urban Poverty Reduction Programmes Lessons of Experience</title>
      <description>Completed   The purpose is to identify and learn from significant urban poverty reduction programmes to date; and thereby improve the quality of future programmes and support improvements in current projects.            The project documents urban poverty reduction programmes to improve housing and living conditions. It identifies lessons from 10 such programmes and their relevance for new projects. Seven of the case studies have been completed, two are in draft and one remaining. Two regional workshops have been held. &lt;BR&gt;&lt;BR&gt;Nicaragua - Participation and Sustainability in Social Projects: the Experience of the local development Programme (PRODEL); Working Paper published; also shortened version of the paper published in April 2001.&lt;BR&gt;&lt;BR&gt;Guatemala - Study of El Mezquital a squatter settlement with around 150,000 inhabitants which managed to develop a large range of largely self funded improvements including a good primary health care system, water and sanitation, housing improvement, support for child development; Working Paper published; also shortened version of the paper published in April 2001. &lt;BR&gt;&lt;BR&gt;Argentina - Study in a poor municipality on the periphery of Buenos Aires of the experience of scaling up a highly successful comprehensive upgrading and community development programme which served 3,000 persons to reach 35,000 - 40,000 persons. Final report edited - for publication in October 2001.&lt;BR&gt;&lt;BR&gt;Pakistan - Orangi Pilot Project approach has been replicated with a concentration on Faisalabad. Final report edited - for publication in October 2001. &lt;BR&gt;&lt;BR&gt;India - Scale and Scope of SPARC, the National Slum Dwellers Federation and Mahila Milan in urban poverty reduction in India.       <title>Exit strategies for resettlement of drought prone populations.</title>
      <description>Completed   Throughout the world, well-drilling in drought-prone areas creates unnatural settlements which have a high dependency on the water supply.  This is true particularly of southern Africa, where there have been a number of large resettlement programmes.  Agencies have been working with displaced (through conflict or environmental factors) populations, to restart communities in home or new areas.  These programmes can  involve creating new water points which are magnets for returnees.  The communities become very dependent on the new water supply and vulnerable to its  breakdown.  The overall population densities are low, and the areas of the programme sometimes vast (Mozambique World Relief Programme 400 by 200 miles).  This causes a  tremendous challenge for creating sustainable maintenance systems.  Handover of  maintenance from the NGO to local government is often difficult, and it is at this point that much of the gains of the agency can be undone.  Reductions in malaria, bilhartzia, increases in general child health, increases in food security, even some income generation activities are all dependent on the water supply.  Often agencies  put in the pump in a participatory approach and create village level maintenance structures.  Similarly, the agencies often use standardised  pumps to fit government recommendations, organise the flow of spares and train local  government teams.  Despite this apparent coherency of programme approach, end of  programme evaluations question the sustainability of the water systems, and point to the vulnerability of the communities in the future.  This is a particular issue with the change in the El Nino current, and its noted impact on weather patterns in the southern hemisphere.  We believe that this small project, which compares and contrasts approaches, would add valuable information and analysis to practitioners, allowing them to increase the effectiveness of agency programmes in the region, and thus alleviate the vulnerability of the populations.   The project will consider three case studies in Southern Africa of water provision for large rural resettlement populations in drought prone areas.  It will compare and contrast approaches investigating elements of a successful handover to local government and communities.      Thematic evaluation of three water programmes in Southern Africa.&lt;br&gt;&lt;br&gt;Analysis of common factors which have led to effective handover.&lt;br&gt;&lt;br&gt;Workshop attendents endorsement of common factors.&lt;br&gt;&lt;br&gt;Project management system installed and operational.   Project extended by 4 months.   The scope of the dissemination of the guidelines has been increased in line with stakeholder interest, and the creation of the Zimbabwe National Water Authority.&lt;div class="feedflare"&gt;
