			<content:encoded><![CDATA[<p>A few days ago as I was <a href="http://www.pandan.ph/photos/2009/11/17/reminiscing-malumpati-cold-spring/">reminiscing Malumpati Cold Spring</a> I posted some pictures taken in May 2004.  This time I am posting pictures taken on April 30, 2008.</p>
<p>I am very sure that if you are a Pandananon you are definitely missing Pandan especially your family and Pandan&#8217;s natural treasures like Malumpati Cold Spring and Bugang River.</p>
<p>If you are a friend of a Pandananon who have been to Pandan, you probably thought of going back to Pandan having experienced a very relaxing outing in Malumpati where you commune with nature.</p>
<p>Regardless if you are a Pandananon or a friend of Pandananon or not, you probably thought of going to Pandan just to see Malumpati, Bugang River, and Pandan&#8217;s beaches like Phaidon Beach having heard nice things about the places.</p>
<p>When it comes to Malumpati, Malumpati is a simple resort with a few cottages.  It is not like other resorts with a lot of amenities.  So do not expect for a first class accommodation.  <img src='http://www.pandan.ph/home/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </p>
<p>Just relax and enjoy the natural stream of Malumpati Cold Spring in Pandan, Antique, Philippines.</p>

			<content:encoded><![CDATA[<p>Obviously, I am reminiscing my Malumpati escapades with my family and friends.  These photos of Malumpati Cold Spring are old as I took them in May 2004.  But I would like to post them so you will see what Malumpati looked like in 2004 compared to today.</p>
<p>Nothing really changed that much in Malumpati which I hope will remain that way.  Malumpati is such a beautiful place to spend your day just to unwind and relax in a very meaningful way.</p>
<p>In Malumpati, you do not have to worry about anything, swimming and lazing is all you have to do, and enjoy and have fun with your family and friends.</p>

<p>&#8220;In its blueprint the Gabaldon Building was a complex containing nine classrooms, a library, a property room, a principal&#8217;s office and an assembly hall,&#8221; Infanta.gov.ph Information Section mentioned.</p>
<p>&#8220;The Gabaldon&#8217;s center rooms were divided by a collapsible wooden partition that could be folded and converted into a pavilion,&#8221; former Quezon Board Member Frumencio &#8220;Sonny&#8221; Pulgar said.</p>
<p>Unknown to many, a Gabaldon School Building is still existing at Pandan Central School in Pandan, Antique, Philippines.  Pandan Central School Gabaldon Building is one of the few remaining Gabaldon Buildings in the Philippines.</p>
<p>The &#8220;Gabaldon&#8221; was just newly renovated as part of the Heritage School Building Restoration Program by the Department of Education (DepEd) and the Heritage Conservation Society (HCS).</p>
<p>The restoration program was in accordance with Act No. 1801 appropriating then 1 million pesos between 1907 to 1915 for the construction of schoolhouses of strong materials all over the country. </p>
<p>Act No. 1801 was authored by Assemblyman Isauro Gabaldon of Nueva Ecija and when it was approved it became widely known as the Gabaldon Act.  Apparently, the &#8220;Gabaldons&#8221; were named after the Nueva Ecija Assemblyman Isauro Gabaldon for sponsoring the Act No. 1801.</p>
<p>The newly renovated &#8220;Gabaldon&#8221; at Pandan Central School was inaugurated on October 28, 2009.  Among those present during the inauguration were Antique Governor Salvacion Zaldivar Perez, Antique Vice Governor Rhodora Cadiao, and Antique Schools Division Superintendent Corazon P. Brown.</p>

<p><strong>Those Gabaldons</strong></p>

<p>PUBLIC schools were to the American colonial regime what Baroque churches were to the Spanish period. In their time, both were the most imposing structures in all our provinces, cities and towns. As Spain used religion to colonize and Hispanize, the United States of America established the public education system for &#8220;pacification&#8221; and Americanization.</p>
<p>Lamentably for heritage conservation, most of the school houses built during the Spanish colonial period were reduced to rubble during the Philippine-American War (1899-1911) and when the Philippine Commission sent the American Secretary of War a telegram about the &#8220;pacification&#8221; strategy, Eng. Edgar K. Bourne was instructed to go to Manila. Daniel Burnham, famous city planner, and other American architects soon followed.</p>
<p>Acting rapidly, the Philippine Commission passed Act No. 268 creating the Bureau of Architecture and Construction of Public Buildings, with Mr. Bourne as its head. The construction of schoolhouses in Manila and the provinces began and this activity was viewed as the most important work of the Bureau.</p>
<p>No sooner was the Philippine Assembly formed after the elections of 1907, when Act No. 1801, authored by Assemblyman Isauro Gabaldon of Nueva Ecija, was approved and became widely known as GABALDON ACT . This appropriated Php 1 million between 1907 to 1915 for the &#8220;construction of schoolhouses of strong materials in barrios with guaranteed daily attendance of not less than sixty pupils&#8230;&#8221;</p>
<p>Funds for each school could not exceed Php 4 thousand unless the municipality contributed a counterpart sum of not less than fifty percent of the total amount granted to it by virtue of the Gabaldon Act. The municipality was authorized to appropriate its own funds, receive voluntary contributions in cash, kind, or in manual labor, for the construction of schoolhouses.</p>
<p>The Gabaldon Act stipulated that only on land owned by the municipality could schools be constructed. Because proposed sites had to be surveyed and registered with the Court of Land Registration, very few schools were erected in the first three years. As separate planning for each school was burdensome, the Bureau of Public Works and Bureau of Education soon came up with standardized designs. These were known as &#8220;Gabaldon School Buildings&#8221; or simply &#8220;Gabaldon,&#8221; long after the expiration of Act 1801.</p>
<p>Fifty-one &#8220;Gabaldons&#8221; were completed by 1911 and by 1916, four hundred five more were constructed bringing the total number of classrooms to one thousand eight hundred fifty-two. Three hundred twenty seven of these &#8220;Gabaldons&#8221; were made of concrete. In the Gabaldon-style school, there was architectural harmony between the main building and other accessory structures. <p><strong>Heritage movement restores schoolhouses nationwide</strong></p>

<p>A PIONEERING partnership by the Department of Education (DepEd) and the Heritage Conservation Society (HCS) has been implementing the Heritage School Building Restoration Program.</p>
<p>Originally conceptualized by former Education Secretary Armand Fabella and later by his successor, Brother Andrew Gonzalez, the program is now being put into motion by Education Secretary Edilberto de Jesus and Undersecretary Juan Miguel Luz.</p>
<p>DepEd and HCS will identify and restore one heritage schoolhouse in each region of the country. HCS will then organize a consulting team to provide the restoration and technical expertise and oversee the restoration together with DepEd engineers.</p>
<p>The first to be completed is the historic Rizal Elementary School in Bacolod. The renovated structure was inaugurated last Saturday, June 19, the birthday of the national hero Jose Rizal.</p>
<p>The program restored the Rizal Elementary School building to as close as it could get to the original state. Set back from the street by an elegant tree-shaded plaza, the two-story building was typical of those constructed during the era. However, insensitive remodeling over the years altered the interior of the 1907 building. Finally it was abandoned and left to deteriorate.</p>
<p>Its original construction of wood supported by a concrete base survives. A verandah wraps around the ground floor and an old acacia tree shades its open second story.</p>
<p>Large sliding kapis windows above ventanillas that reach to the floor open up large sections of wall to the outdoors. To maximize the interior airflow, interior partitions have rows of pierced wooden fretwork (calado) panels that meet the high ceiling, allowing air to freely circulate within the building.</p>
<p>Its high-pitched, galvanized-iron roofing sweeps way past windows and walls with a generous overhang that shades the building and keeps rain away.</p>
<p>Attuned to the tropics, the building is breezy and cool. Being inside the restored building today proves that old-style tropical architecture is still the best for our climate. Mature shade trees cool the breeze that once again flows through the large windows.</p>
<p>The restored building shows that instead of being rendered obsolete, old structures can still be recycled for modern academic uses. The ground floor of the newly restored building will house a state-of-the art computer laboratory, a music room, and administrative offices. The first-rate library that Rizal Elementary School deserves will occupy the entire second floor.</p>
<p>The rationale behind the program is to make history come alive for teachers and students by recycling historic structures not as ivory-tower museums but as classrooms and laboratories for everyday use. The program projects heritage as touching all aspects of daily life, not as an irrelevant, elitist notion as the common misconception has it.</p>
<p>Now that teachers and students will once again use the heritage building, the history of the Rizal Elementary School and the DepEd comes back to life, making the public aware of the heritage of the school and of the DepEd&#8217;s legacy of nation-building through literacy.</p>
<p>Originally founded in 1901 as the Instituto de Rizal, the school was renamed the Rizal Institute in 1903 when the American Thomasite teachers arrived in Bacolod. When it transferred to the present building in 1907, it became Bacolod High School until 1924, when it changed name to the Occidental Negros High School.</p>
<p>It was converted into Bacolod West Elementary School in 1932, and was renamed Rizal Elementary School in 1959.</p>
<p>The tradition of mass education in the Philippines started in 1901 when 1,074 American teachers sailed to our shores aboard the transport ships Thomas and Sheridan. Since the majority of them arrived on the Thomas, they were called the Thomasites.</p>
<p>The Thomasites quickly fanned all over the country, setting up schools in far-flung localities where no school facilities existed.</p>
<p>Representative Isauro Gabaldon authored Act 1801 of the National Assembly, which allocated P1 million for the construction of elementary schools all over the country. The buildings are generically called Gabaldon Schoolhouses.</p>
<p>Yale graduate William Parsons, the consulting architect of the Bureau of Public Works from 1905-1914, prepared a set of standard designs for one-story buildings that were slightly elevated above ground, with classrooms along one side of an open gallery. Nipa roofs recalled the bahay kubo and so did the swing-out windows with kapis panels.</p>
<p>To celebrate the DepEd&#8217;s century of existence, the program will restore different types of school buildings typical of the American colonial era when the public-education program in the Philippines was a high government priority.</p>
<p>Scheduled for completion in October is Baguio Central School.</p>
<p>Heritage studies are not formally offered in most universities. To introduce heritage to the university curriculum, the HCS is coordinating teams of history, engineering and architecture students from Manila and Baguio universities to document the heritage structures in Teachers Camp in Baguio.</p>
<p>The student involvement will lead to the preparation of architectural plans by conservation professionals for most of the Teachers Camp structures.</p>
<p>By restoring classrooms, the DepEd drives home the lesson that patrimony lives and continues to be relevant to our lives. Classes in heritage classrooms provide experiential learning on patrimony with a stronger impact than textbook instruction.</p>

			<content:encoded><![CDATA[<p>The concreting of the Pandan-Libertad Road from Bagumbayan, Pandan, Antique to Libertad, Antique is nearing completion since it started in June 2009.  It was targeted to finish paving the road before the year 2009 ends but due to frequent rains in Antique particularly in the areas of Pandan and Libertad, work was delayed.</p>
<p>The people concerned on concreting the Pandan-Libertad Road said that they will try to finish paving the road before election next year.  President Arroyo said that the concreting of the Pandan-Libertad Road should be completed by March 2010.</p>
<p>The people of the towns of Pandan and Libertad are hoping that there will be no more delays.  They are looking forward to this development as a lot of Pandananons and Libertadnons have suffered on this rough road for so many years especially during rainy season.  </p>
<p>No more bumpy road! &#8220;No more bukol sa ulo!&#8221; <img src='http://www.pandan.ph/home/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </p>

			<content:encoded><![CDATA[<p>San Jose, Antique (14 October 2009) &#8212; &#8220;A man of integrity and vanguard of Justice&#8221;, were words used by the Judges of the Courts that best describe the late Justice Calixto O. Zaldivar during the commemoration of his 30th Death Anniversary held at the Calixto P. Zaldivar Hall of Justice.</p>
<p>Judge Nery M. Duremdes, Executive Judge of the Hall of Justice in his words of welcome during the program exalted the life and works of Zaldivar having served the three departments of government namely the legislative, executive and judicial. Justice Zaldivar has acquired the reputation of being an independent minded member of court and a voice that dissent declaration of martial law.</p>
<p>On the other hand, Judge Rafael Penuela, the Guest Speaker during the occasion challenged the young generations to honor the heroism of Justice Zaldivar by living his convictions and emulating the good deeds so that his legacy will forever remain in the hearts and mind of every young Antique&ntilde;o and will not be put in vain.</p>
<p>Governor Salvacion Z. Perez, daughter of Justice Zaldivar expressed her gratitude and that of her family to the members of Judiciary and other local officials who organized the activity in observance of her father&#8217;s death anniversary.</p>
<p>Justice Zaldivar, born on September 13, 1904 in Pandan, Antique has served the legislative department as Councilor in 1934, elected Assemblyman, Antique&#8217;s representative to the Philippine Legislature and a member of National Assembly in 1938-1941. In 1951 to 1955 he was elected Governor of the province and the appointed as Executive Secretary in 1964 under the administration of then President Diosdado Macapagal. On the same year he was appointed Associate Justice of the Supreme Court. (PSM/<a href="http://www.pia.gov.ph/">PIA</a>)</p>

			<content:encoded><![CDATA[<p>The concreting of the road from Pandan, Antique to Libertad, Antique is ongoing since it started in June 2009.  There were press releases regarding the concreting of this particular road since 2007 and it is materializing just now.  For so many years people of Pandan, Antique and Libertad, Antique have suffered on this rough road especially during rainy season.  Rough roads are not bad per se but a main road being used everyday is not at all fun.</p>
<p>It was a pain in the neck commuting riding the tricycle or any modes of transportation especially for the students, office employees, and all the other residents living in other barangays a few kilometers away from the town proper.  Most often, people ride the tricycles which are not really that comfortable compared to cars and buses.</p>
<p>The concreting of the road is not yet finished but people are hoping that it will be completed, meaning really finished up to Libertad, Antique before election next year.  It is expected that this Pandan-Libertad Road project will be finished by March 2010.</p>

<p><strong>DPWH Antique to complete P155-M roads, bridges in 2009</strong></p>
<p>San Jose, Antique (10 September 2009) &#8212; The Department of Public Works and Highways (DPWH) is set to complete the construction of P155 million worth of roads and bridges in the Province of Antique before 2009 ends.</p>
<p>Engr. Benny O. Fabila, OIC Asst. District Engineer of DPWH Antique said that the funds is intended for the concreting of roads sections among which are the Odiong-San Remigio road, Sibalom-Pis-anan, road going to Antique Airport and Bantayan-Cubay road which are vital road networks that link the nautical highway (roll-on roll-off) and are essential to trade and commerce.</p>
<p>In 2008 according to Engr. Fabila, DPWH has released the amount of P10M for concreting of roads and bridges along Bantayan-San Pedro-Sibalom-Bia-an, Hamtic circumferential road which is also up for completion this year. Concreting of roads and bridges from Ilaures, Bugasong going to Valderrama is also ongoing and expected to be completed this 2009.</p>
<p>The Regional and National Project Management Office of DPWH is also monitoring the on-going implementation of Guinsang-an, Hamtic-Anini-y to San Joaquin Road in the south and Pandan-Libertad road in the north which are included in the super region blue print of action of President Gloria Macapagal-Arroyo, said the source.</p>
<p>In terms of road maintenance, Engr. Fabila noted that Iloilo-Antique road got the biggest slice of the budget because of the recurring road depression/damage during heavy rains. The road section needs to be repaired immediately since it is a major link to other provinces in Region 6.</p>
<p>Meanwhile, DPWH reported that under the leadership of President Gloria Macapagal-Arroyo it has improved and built 51,985 kms of roads nationwide costing to P177.791 billion with 238,851.29 meters of bridges.</p>
<p>Other major infrastructure projects include flood control in the amount of P32.001 billion, school buildings with a total cost of P15.676 billion, farm to market roads with P6.842 billion, other infrastructure projects under the regular program of DPWH in the amount of P36.718 billion and P10.566 billion worth of roads in partnership with Department of Agrarian Reform. <p><strong>DPWH facilitates pre-construction activity of Antique&#8217;s two major road networks</strong><br />

<p>San Jose, Antique (20 August 2008) &#8212; The Department of Public Works and Highways (DPWH) is on the process of facilitating requirements for pre-construction activities of Antique&#8217;s major road networks, Pandan- Libertad Road in the north and Antique/Iloilo Anini-y &#8211; Villavert Jimenez Road in the south.</p>
<p>Engr. Rafael Valenzuela in an interview said that for Pandan Libertad Road, the payment of the road right of way which is part of the pre-construction has just finished in the amount of P4 million. Funded by Japan Bank of International Cooperation (JBIC), the bidding of the project is set this month.</p>
<p>Meanwhile, the counterpart of the Government of the Philippines in the amount of P75 million will be released soon as it is included in the DPWH budget FY 2008 General Appropriations Act (Republic Act 9498).</p>
<p>As stated in 2007 State of the Nation Address of President Gloria Macapagal Arroyo, the concreting of Pandan-Libertad Road will provide easy access not only for Antiqueños in northern Antique but also for foreign and local tourists who travel in the nautical highway going to Boracay and other tourist destination in Central Visayas.</p>
<p>For Iloilo/Antique Anini-y &#8211; Villavert Jimenez Road Concreting project, the local DPWH is still on the process of preparing documents for the payment of road right of way. &#8220;We have allocated P5 million for the partial payment of structures and properties affected by the construction,&#8221; said Engr. Valenzuela.</p>
<p>The 42-kilometer road going to San Joaquin, Iloilo from Villavert Jimenez, Hamtic passing through the municipalities of Tobias Fornier and Anini-y has a total appropriation of P272.621 million under the 2008 Infrastructure Program of DPWH.</p>
<p>Anini-y &#8211; Villavert Jimenez Road will serve as alternative route going to Iloilo particularly during rainy days where Hamtic- Iloilo road more often experienced landslides/soil erosion. The new route will not only provide easy access to commuters in the said areas but will also open doors for tourism and other economic ventures.</p>
<p>Engr. Valenzuela enjoined all road users to cooperate with the maintenance crew of DPWH and the local government units to ensure the roads are safe for the commuting public and to those affected by the road right of way to help negotiators prepare their documents so that they will be paid on time. <p><strong>DPWH Antique bares readiness to build Pandan-Libertad Road</strong><br />

<p>San Jose, Antique (1 August 2007) &#8212; &#8220;The Department of Public Works and Highways (DPWH) is ready to supervise the implementation of Pandan &#8211; Libertad Road as soon as winning contractor is known&#8221;, said Engr. Rafael Valenzuela, District Engineer, DPWH Antique Engineering District.</p>
<p>President Gloria Macapagal Arroyo in her State of the Nation Address particularly mentioned that Pandan-Libertad road is waiting for Japan to approve the contractors. The 28 kilometer-road will connect Boracay, a leading overall tourist destination in central Philippines to the newly declared Nature Park in Northwest Panay Peninsula.</p>
<p>DPWH Antique has designated Nathan Arguelles as Special Agent to negotiate with owners of affected structures of the road right of way of Pandan-Libertad road. &#8220;We have in fact paid more than 50% of the affected structure amounting to more than P2 million which is a requisite before the construction starts&#8221;, said Merrel Luchavez, Engineer III of DPWH Antique.</p>
<p>Engr. Valenzula further said that the Project Management Office in DPWH central office has the jurisdiction of the project, the only responsibility of the Antique Engineering District is to settle the road right of way and ensure that affected individuals cooperate and demolish the affected structures.</p>
<p>Concreting of Pandan-Libertad road will not only boost eco-tourism in northern Antique but also enhance agricultural productivity and economic enterprises. It will also strengthen business in northern Antique. The town of Culasi few kilometers away from Pandan has sea port where big vessels plying Manila, Mindoro and Semirara Island in Caluya dock while Libertad has a wharf which hosts cargo and passenger boats from Mindoro and Caluya.</p>
<p>Meanwhile, DPWH Antique continues to conduct regular maintenance of roads and bridges in the province particularly those prone to soil erosion/landslides especially now that rainy season has started. The agency has on-going projects on farm to market roads, multi-purpose centers and school building program funded under the Priority Development Assistance Fund of Congressman Exequiel Javier. 			<content:encoded><![CDATA[<p>The town of Pandan in the province of Antique in the Philippines celebrates its yearly Tugbong Festival every April 21-25.  This year 2009, there was a Mardi Gras competition again where different barangays of the town of Pandan participated.</p>
<p>On April 25, 2009, Tribu ang taga San Andres of barangay San Andres of Pandan, Antique, Philippines showed its best during the competition.  Tribu ang taga San Andres eventually won the grand prize of the annual Mardi Gras competition during Pandan&#8217;s Tugbong Festival.</p>
<p>Below is the video of its actual presentation on April 25, 2009 at the Pandan Plaza, in front of the auditorium and the Alexander Liberman Sports Complex.</p>

Here is another video recorded by our own local Antique&ntilde;o artists entitled &#8220;Antique Banwa nga Hamili&#8221;.  Literally &#8220;banwa&#8221; means town.  Antique is not a town.  Antique is a province in the Philippines.  It could have been entitled &#8220;Antique Probinsya nga Hamili&#8221; as &#8220;probinsya&#8221; means province.  Nevertheless, forget about technicalities, the song is still nice for an Antique&ntilde;o like me.</p>
