										<content:encoded><![CDATA[<p>Skagit River System Cooperative is hiring for the position of Research Natural Resource Technician</p>
<p>In this position, you will support SRSC’s mission of salmon recovery in the Skagit River<br />
watershed through a variety of fisheries research field data collection activities, most commonly<br />
on a Monday-Thursday schedule. A typical day is 8-12 hours and might begin as early as 4, but<br />
usually starts at 7 am, depending on water conditions and the task at hand. We collect data on<br />
juvenile fish in habitats throughout the Skagit watershed and Whidbey Basin, from estuary and<br />
nearshore habitats to river floodplains and upland streams. We observe, collect, identify,<br />
measure, and release juvenile salmon and non-salmon species, as well as collect physical habitat<br />
data and water quality. These data are typically used in project-specific effectiveness monitoring<br />
or as reference data for larger spatial status and trend questions. In general, we investigate<br />
whether habitat restoration actions increase salmon use of estuary or floodplain sites and<br />
ultimately increase salmon populations.</p>

<p><strong>Position Summary:</strong></p>
<p>The Shellfish Farm and Wild Harvest Manager will be responsible for the day-to-day operation of a shellfish farm, including but not limited to: sourcing clam and oyster seed, planting, growing, harvesting, processing transporting shellfish from farm to buyer, and keeping all required paperwork.</p>
<p>The manager will also organize the exercise of treaty rights to harvest naturally occurring clams and oysters on private land.</p>
<ul>
<li>Essential Duties and Responsibilities</li>
<li>Procures and plants shellfish seed.</li>
<li>Installs and maintains anti-predator measures.</li>
<li>Monitors the growth and health of shellfish by checking density, size, and condition.</li>
<li>Proactively protects the crop from severe weather.</li>
<li>Working with regulatory agencies to maintain all required harvest records.</li>
<li>Monitor environmental conditions and adapt growing methods to prevent adverse effects to shellfish health and growth.</li>
<li>Schedule and supervise harvesting to meet demand and ensure quality standards.</li>
<li>Maintain survival and growth information and keep an inventory of shellfish on the farm.</li>
<li>Manage gear and infrastructure. Repair, clean, and replace as needed.</li>
<li>Assess methods for optimal performance of the farm</li>
<li>Synthesize all records into a coherent report and communicate the results to various groups of stakeholders.</li>
<li>To follow all legal requirements to notify property owners and schedule population surveys on private and public beaches to determine if a natural bed of shellfish exists.</li>
<li>To follow all legal requirements to notify property owners when a harvest will occur on private or public property.</li>
<li>Arrange for and or conduct shellfish harvests on private and public property.</li>
<li>Maintain all paperwork required for commercial harvests on private and public property.</li>
<li>Facilitate potential cooperative activities between the tribe and private beach owners to maximize shellfish harvest amounts.</li>
<li>Manage budgets and inventory.</li>
<li>Order farm supplies, equipment, and seed stock.</li>
<li>Track production yields and forecast future output.</li>
<li>Performs other duties as assigned.</li>
</ul>
<p><strong>Supervisory Responsibilities</strong></p>
<p>Directly supervises Farm employees, if applicable.  Carries out supervisory responsibilities in accordance with the organization&#8217;s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.</p>

<p>POSITION SUMMARY:<br />
The Scientific Technician II will work under the direction of the Puyallup Tribal Fisheries staff to monitor juvenile salmon using rotary screw traps on the Puyallup and White Rivers.</p>
<p>ESSENTIAL DUTIES AND RESPONSIBILITIES</p>
<ol>
<li>Help install, maintain and monitor rotary screw traps in the Puyallup and White Rivers.</li>
<li>Sample and collect data in the field; including identification of juvenile pacific salmon and other local freshwater species, taking/recording length, collecting scales and DNA tissue, and PIT tagging.</li>
<li>Perform trap calibration experiments using mark-recapture methods for a variety of juvenile salmon species.</li>
<li>Enter field data collected into excel database for analysis, includes QA/QC.</li>
<li>Work in inclement weather during day and night shifts to protect trap from flood damage and debris.</li>
<li>Perform other fisheries/water quality duties as assigned, which may include: cleaning raceways/hatchery maintenance, commercial sampling, adult spawner surveys, water quality monitoring, and beach seining.</li>
</ol>
<p>SUPERVISORY RESPONSIBILITIES<br />
This position has no supervisory responsibilities.</p>

Minimum requirement of an A.A.S., in addition to two years of field experience in fisheries; or a Bachelor&#8217;s degree (B.A. or B.S.) in Environmental Science or related field from a four-year college or university. Also must be comfortable working in and around boats in inclement weather.<br />

Other responsibilities include conducting and coordinating technical review and drafting comments on project or program proposals identified as having the potential to adversely impact treaty-reserved resources. Examples of proposals include: Forest Practice Applications, Hydraulic Project Applications, US Army Corps of Engineers permit notifications &#8211; especially those involving marine docks, piers, buoys, and related works in the Lummi Nation’s U &amp; A, and NEPA and SEPA permit applications and notifications.<br />
The TFW Manager coordinates with other LIBC staff when needed to screen permit application for potential impact to treaty-reserved resources within the Lummi Nation’s Traditional Territory. For off-reservation issues, the TFW Manager coordinates with other agencies and non-governmental entities in conducting reviews and responses when needed in a unified and timely manner. Additional coordination includes working with the other Point Elliott Treaty Tribes and the State of Washington’s Fish and Wildlife Department as the technical representative of the department for co- management of wildlife resources. The TFW Manager informs the LNR Director, and other policy staff as directed of identified issues of particular importance and further facilitates and assures that their responses are as timely as conditions permit.</p>

<p>POSITION SUMMARY:<br />
This position involves the analysis of marine resources, their productivity, interaction, and utilization. This is primarily a technical position, however, also involves assessments of internal and external marine resource information that is the basis for policy development in the role of providing advice to the QNR Director and Resource Management Staff, as directed. This position will report directly to the Marine Policy Advisor of Quileute Natural Resources.</p>
<p>The Marine Scientist III will operate directly under the Marine Policy Advisor/Marine Program Manager to provide effective and efficient project leadership and administration to complete marine program functions.</p>
<p>The position will be responsible for evaluating marine resources within the Quileute Tribe’s Usual and Accustomed Hunting and Fishing Areas (U &amp; A). This position will provide expertise in identifying and prioritizing marine species important to the Quileute Tribe, both culturally and economically.</p>
<p>ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING:<br />
For the technical duties, this position will need to combine aspects of marine ecosystems management and analysis. In particular, this position coordinates the sampling of tribal marine resources to provide safety in the consumption of these resources and their sustainability. The Quileute Tribe has a well-equipped shellfish/water quality laboratory, including a wide variety of equipment for analysis of water and tissues samples. In addition, this position is inclusive of developing and maintaining relationships with other tribal, state, and federal laboratories engaged in analysis of marine resources. This position will coordinate activities and function of the shellfish/water quality lab. </p>
<p>•	Implement Quality Assurance/Quality Control Methodology for marine resource sampling, with protocol for field sampling, lab tests, analysis, and data distribution. This involves keeping up with literature and conferences regarding techniques and adapting them to our needs. <br />
•	Design and conduct fieldwork, which may involve small boat operations and working at sea aboard large research vessels and fishing boats.<br />
•	Oversee a multitude of marine resource monitoring and research projects (biotoxin, forage fish, marine mammals, groundfish).<br />
•	Write scientific papers, reports and grant proposals and present findings at workshops and conferences.<br />
•	Supervise shellfish technician(s). <br />
•	Participate in the deployment and recovery of instruments located in the Pacific Ocean, ensure data streams are maintained.<br />
•	Manage data and analyze large data sets, provide data to public platforms for sharing with other scientists. Familiarity with statistical, modeling, and geographic information system software desired.<br />
•	Coordinate with QNR staff to plan, implement, and evaluate marine resource harvest activities, as impacted by return of data, including public health warning systems.<br />
•	Coordinate with other governments in meetings on shellfish, water quality, and public health.<br />
•	Coordinate with QNR staff regarding formulation of policy and regulatory recommendations for proper management of shellfish (from a health and biological standpoint). This may involve population studies or other types of assessments for areas co-managed by the Tribe. <br />
•	Determine budget and staffing requirements for projects and seek funding sources.<br />
•	As directed by Marine Policy Advisor, provide QNR perspectives at intertribal, federal, international, and state forums regarding marine resource issues related to management, utilization (harvest) and understanding marine ecosystem function and processes.<br />
•	Requires interaction with tribal, state and federal programs engaged in activities that can affect tribal marine resources;  this will include a variety of tasks such as participating in the planning, development and analysis of state and federal rule making processes this can include: National Environmental Policy Act documents (EA’s, EIA’s), Fishery Management Plans, Marine Protected Area measures, Ocean Policy Plans and implementation, Essential Fish Habitat Designations, and Oil Spill Natural Resource Damage Assessment. <br />
•	Develop Marine Resource Management Plans for tribal resource utilization practices. <br />
•	Review permits and discharge reports within the U &amp; A that may impact marine resources.<br />
•	Other duties as assigned.</p>
<p>SKILLS, KNOWLEDGE AND ABILITIES<br />
Knowledge of:<br />
o	Marine aquatic ecosystems and associate biota.<br />
o	Fish biology with emphasis on Pacific Northwest species.<br />
o	Deployment and recovery of ocean instruments. <br />
•	Ability to work independently (self-starter) but also to accept supervision and work within a team (will coordinate with supervisor, other biologists, and grant writer). <br />
•	Design of sampling strategies to obtain ecosystem health, population assessments, and laboratory analysis of biotoxins.<br />
•	Ability to define research/assessment problems and plan and direct projects, write proposals, organize and present scientific testimony, formulate agreements. <br />
•	Strong writing skills; Competence with Microsoft programs; Word, Excel, PowerPoint, and Explorer.<br />
•	Established skills in both the field and laboratory environment for following strict protocols conducting marine species identification such as plankton, tissue, and water analysis. <br />
•	Working knowledge of operations of small and large vessels at sea. <br />
•	Familiarity with fishing and oceanographic monitoring equipment.<br />
•	The candidate must develop programs, data collection methods, and computer presentation methods for data; write reports; and discuss results with peers. </p>
<p>WORK ENVIRONMENT:<br />

<p>QUALIFICATIONS:</p>
<p>While advanced degrees are not required, they are desirable. Three years of experience may be substituted for a master’s degree and six years of experience may be substituted for a Ph.D. The experience or degree should be in the disciplines set forth below.</p>
<p>Required Qualifications:<br />
•	Bachelor of Science Degree in Marine Resource Topics/Marine Biology or closely related field (Fisheries, Ecology, Biology, Oceanography, Environmental Science) from an accredited college or university.<br />
•	Working knowledge of Tribal Treaty Rights and the roles/responsibilities as co-managers: inclusive of the court rulings in United States v. Washington 384 Supp (W.D. Wash. 1974) (Final Decision 1) and subsequent tribal treaty court findings since 1974.<br />
•	Marine Biology/Resource Management experience will consist of at least 5 years’ experience relevant to the position.<br />
•	Demonstrated professional experience actively engaged in processes with federal and state agencies with shared jurisdiction.</p>

<p>Preferred Qualifications:<br />

<p>This position is QIN&#8217;s Archaeologist and Manager of the Cultural Resources Program. They manage staff and contractors, and oversee projects for the preservation and enhancement of cultural resources and traditional practices on the Quinault Indian Reservation and within Quinault’s Area of Interest. They promote, protect, preserve, and manage matters relating to cultural and historic preservation and cultural and historic properties through documenting archaeological investigations. This position consults with federal and state agencies regarding matters of interest and importance to the Nation regarding cultural resources.</p>
<p>Primary Functions:<br />
• Oversees the Cultural Resources Program, including implementation, budget preparations, budget monitoring and evaluation, and grant reporting.<br />
• Performs archaeological field surveys, testing, data recovery and monitoring; Records artifacts, features and other manifestations using latest GIS technologies, map archaeological features and sites, draw scaled profiles and plans<br />
• Conducts background research and field verification and prepares documentation supporting cultural resources investigations for Quinault Indian Nation projects.<br />
• Analyzes data and generates technical archaeological reports including results of research, archaeological field surveys, GIS mapping, and testing to meet Section 106 requirements; Maintains paperwork, notes, and records in an organized fashion.<br />
• Makes cultural resources management recommendations to avoid and monitor impacts to archaeological and cultural resources sites due to timber harvest, development, or other proposals Identifies any historic properties or cultural resources and evaluates historic significance on proposed timber sales and other projects as assigned for inclusion into National Historic Preservation Act.<br />
• Increases staff effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; and providing and participating in educational opportunities.<br />
• Administers grant funding opportunities; searches for and secures additional funding and grant monies for continuation and expansion of program services.<br />
• Maintains knowledge of all federal, state, and tribal regulations relevant to historic preservation and cultural resource management, for instance, Section 106 of the NHPA.<br />
• Maintains relevant cultural resources databases that may contain sensitive or proprietary information.<br />
• Attends regular Cultural Resources meetings to serve as a technical advisor.<br />
• Advises senior management on all levels of program needs and opportunities; reports on programs success and needs on a regular basis.<br />
• Works with internal and external groups to develop programs to secure and encourage support in the implementation of relevant programs<br />
• Hosts and participates in regular meetings to ensure communication between staff and program/department-related activities.<br />
• Builds and maintains relationships with public and/or private entities, agencies, organizations, and the public on matters appropriate to the areas of responsibility; coordinates with other units of the Nation to achieve overall objectives, priorities, and timeliness.<br />
• Develops techniques and standards for evaluation of program activities; ensures that programs comply with Quinault and other governmental regulations, ordinances, laws, grants, policies, and other guidelines.<br />
• Prepares comprehensive and concise verbal and written reports, such as Archaeology field reports, or other reports to assist senior management and the Business Committee, for internal and external use.<br />
• Establishes and maintains an effective system of communications within the organization; Builds and fosters effective working relationships with others.<br />
• Represents the Nation at national, state, and local meetings/conferences to promote the Nation’s objectives.<br />
• Enhances professional growth and development through participation in seminars, educational workshops, classes, and conferences.<br />
• Performs other duties as required or assigned.</p>
<p>Minimum Qualifications<br />
• Bachelor’s Degree in Archaeology or Anthropology<br />
• Six (6) years’ experience in cultural resources, historic preservation, or related experience.<br />
• Master’s degree may substitute for 2 years of experience.<br />
• Successful completion of Archaeology Field School<br />
• Valid driver’s license is required.</p>
<p>While performing the duties of this job, the employee regularly is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and lift up to 50 pounds. Work involves physical risks such as falling, slipping, and tripping. Specific vision abilities include close vision and clarity of vision at long distance. You will periodically collaborate on fish program research with staff and outside agencies. The Hatchery Manager reports and collaborates with the Fish Program Manager.</p>
<p>The job involves managing the finances of the operation. You evaluate costs and assist in setting budgets. <p>TITLE: Senior Restoration Ecologist</p>
<p>REPORTING TO: Habitat Restoration Director</p>
<p>GENERAL: The Senior Restoration Ecologist will work on a team with<br />
other technical specialists to manage salmon habitat restoration planning, design, and construction projects that advance tribal objectives for salmon recovery. Projects occur throughout the Skagit River basin and associated estuary and nearshore environments of the Whidbey basin.</p>
<p>SPECIFIC RESPONSIBILITIES</p>
<p>• Work on a team with other Habitat Restoration program staff to develop and implement scientifically sound habitat restoration projects with guidance from the Habitat Restoration Director. Project types are primarily restoration and related scoping and design work, but may also include strategic planning, data collection and analysis, acquisition/protection, and/or monitoring<br />
projects that support habitat restoration efforts.<br />
• Coordinate project development with other SRSC programs and staff from individual member<br />
tribes<br />
• Develop and submit grant funding proposals for high priority projects to the Salmon Recovery<br />
Funding Board, NOAA Fisheries, the Department of Ecology, Puget Sound Energy, Seattle City Light, and other sources. Manage all grant requirements for funded projects, including reporting,<br />
schedule, project budgets, matching funds, etc.<br />
• Coordinate needed data collection and analysis, prepare written reports, and present results of planning efforts to various audiences to support habitat project development.<br />
• Manage design work for construction projects, either with program staff for smaller projects or<br />
with private consulting firms for larger projects<br />
• Manage implementation of funded projects. Develop and manage project timelines, budget,<br />
staffing, and consultant needs for each project. Ensure projects are completed on schedule and within budget.<br />
• Coordinate and communicate with a broad range of stakeholders, project partners, public agencies, and community members individually and in various public forums as needed for project development.<br />
• Coordinate and attend technical meetings for projects, including design team meetings and others needed for project development.<br />
• Develop permit packages, implement archaeology investigations, and acquire all necessary environmental permits, landowner agreements, and public agency permissions for projects.<br />
• Conduct competitive bid processes, develop contracts and supervise consulting, engineering, and construction subcontractors as needed for project implementation.<br />
• Manage construction activities. Ensure projects remain in compliance with permit, funding, engineering, contract and other applicable requirements.<br />
• Develop as-built materials, final reports, and long-term stewardship plans for completed<br />
projects. Conduct post-project monitoring and implement needed stewardship or adaptive management actions. Coordinate public events or field visits as needed.<br />
• Participate in technical meetings and associated work for local watershed councils, restoration project review panels, or other restoration planning processes as assigned by the Habitat Restoration Director.<br />
• Regularly provide project updates and make project or program recommendations to the Habitat Restoration Director. If requested, provide project updates to the SRSC Board or leadership of member tribes.<br />
• Perform other duties and responsibilities that may be assigned by the Habitat Restoration Director.</p>
<p>Supervision: The Senior Restoration Ecologist may direct employees, interns, volunteers, temporary employees, or contracted crews as assigned by the Habitat Restoration Director and will be responsible for oversight of contractors, consultants and vendors performing work related to specific projects.</p>
<p>QUALIFICATIONS</p>
<p>Education: B.S. degree in environmental science or related field (fisheries, ecology, marine science, geomorphology, environmental engineering etc.) required. M.S. or higher education preferred.</p>
<p>Experience: Minimum 5 years working experience in natural resource management, fisheries science or environmental engineering is required. The following additional experience is highly desirable:<br />
• Project management for complex habitat restoration or construction projects.<br />
• Experience writing proposals and managing grant funds<br />
• Experience applying for and ensuring compliance with environmental permits.<br />
• Knowledge of the Skagit River basin, pacific salmon life histories, and salmon habitat restoration techniques.</p>
<p>Skills and Abilities: Strong computer skills with MS Office background; strong oral and written communication skills; strong GIS and/or CAD skill set is desirable; knowledge of local watersheds and fish species desirable; sensitivity to the Native American culture, customs and traditions;<br />
ability to thrive in a team environment; possession of valid Washington driver’s license and ability to comply with the Drug Free Workplace Act.</p>
<p>SALARY AND BENEFITS<br />
Salary Range $82,000 to $100,000 DOQ. SRSC provides employees with competitive<br />

Post-fishery responsibilities include the cooperative (with co-managers) development of final catch accounting and reporting, both internally and in compliance with inter-tribal and federal agreements. This position works closely with the Natural Resources Policy Coordinator and the Tribe’s General Manager and the Tribal Attorney on legal issues that may impact the Tribe’s Treaty Fishing Rights.</p>
