Beginning with an insight into the European Union’s diminishing projected share of global trade, ECDPM's Isabelle Ramdoo’s presentation on EU trade policy with third countries: Implications for Africa to this week’s African Union Africa-EU Economic Partnership Agreement Negotiations Coordination Meeting shows how preference erosion will occur when tariff peaks on African products are expected to be eliminated, causing African businesses to have to compete more to access the EU. It also looks into how Free Trade Agreement negotiations between the EU and the US impact on Africa, for example on agricultural regulations and the integration of global value chains. The presentation ends with a two pronged approach for Africa: strengthen and stimulate internal demand, and to work on export competitiveness externally.

This e-book from the European University Institute (EUI) compiles the written contributions prepared by the speakers of an EUI conference entitled ‘Global Europe: The New Generation of EU Preferential Trade Agreements’ that took place on May 2012. It includes an article - still very relevant - by ECDPM’s Isabelle Ramdoo and Sanoussi Bilal on “European Trade Policy, Economic Partnership Agreements and Regional Integration in Africa” that provides a critical reflection on the EU’s approach to the negotiation of Economic Partnership Agreements (EPA) with African countries and assesses the merits of this endeavour for the promotion of economic development and regional integration in Africa. For the latest up-to-date report of EPA progress, read ECDPM’s GREAT insights.

As part of the Political Economy of Regional Integration in Southern Africa (PERISA) project, a discussion was held at a joint ECDPM and South African Institute of International Affairs (SAIIA) workshop at the beginning of July. The aim was to go beyond the rhetoric of regional policy statements and look at what 'actors and factors' are behind the progress, or lack of it, in existing integration processes. Bruce Byiers outlines the main discussions from the meeting in our Talking Points blog. He hints at overcoming three key challenges of integration - accountability, lack of commitment and interagency coordination - and focusses on ongoing functional cooperation and building on what does work. A possible avenue is through development corridors, although reservations remain on how to promote accompanying investment and triggering employment along the transport corridors.

The second-round resource boom in Africa should not be a missed opportunity. This time it must trickle down to lift people out of poverty, according to Isabelle Ramdoo in this Talking Points blog. So far, she says, all agree that this is the case. The rhetoric about how to make it work is now well echoed in all spheres of policy, including outside Africa. Ramdoo argues that direct cash transfers could be an option. But provided resource-rich countries get to grips with political and governance challenges.
