            <description>As part of a broader effort at evaluating the risks of the fly ash spill to downstream fish populations, a study was begun in the spring of 2009 to investigate the potential reproductive consequences of the spill. Female fish of various species were collected immediately before or during their respective breeding seasons from sites within the spill zone and from upstream reference sites in both the Emory and Clinch Rivers, and examined for a variety of measures of reproductive condition including ovary size, appearance, and stages of oocyte development. Ovaries and other tissues were also analyzed for a suite of metals.</description>

            <description>The aims of this investigation are to provide an in-depth evaluation how different coal sources and their major chemical composition control the levels and abundances of CCPs’ contaminants, the environmental conditions in which the CCPs contaminants are mobilized, and the possible fate of these contaminants in aquatic systems. Investigation of the environmental impacts of the TVA coal ash spill has indicated that trace elements from CCPs can be mobilized into the environment (Ruhl et al., 2009). This project seeks to develop geochemical and isotopic tools for delineating and modeling the impact of coal ash on the environment based on systematic leaching experiments of different CCPs.</description>

            <description>A year-long systematic monitoring of the of the environmental impacts of the coal ash spill at the TVA Kingston coal fired power plant has revealed that interaction of the coal combustion products (CCPs) with natural waters mobilizes leachable coal ash contaminants (LCACs) such as boron, arsenic, selenium, strontium, and barium (Ruhl et al, 2009). Since January 2009 we have monitored the quality of water and sediments in downstream segments of the Emory and Clinch Rivers near the spill site. This paper aims to provide an assessment of the potential environmental impacts and remediation activities associated with the Kingston TVA coal ash spill by monitoring the water quality of the Emory and Clinch rivers and testing the boron isotopes as potential proxies for identification of coal ash contamination.</description>

            <description>The Superfund program was selected as the preferred regulatory framework due to its comprehensive human health and ecological risk assessment process and its proven ability to actively engage and involve multiple stakeholders in large, complex environmental cleanup projects. A series of phased Time Critical and Non-Time Critical Superfund Removal Actions are underway to address coal ash that was released to area waters, including the Emory River, tributaries, embayments, and sloughs. Time Critical Removal Actions involve wet excavation, mechanical and hydraulic dredging, rapid materials handling and disposal of an estimated 3 million cubic yards of ash from the Emory River to mitigate further downstream transport.</description>

            <description>Preliminary analyses of ash, water, sediments, and fish tissues collected from 6 sites at 5 and 18 days following the dike failure have shown the following: 1) dissolved and/or total available toxic metals (As, Cd, Cr, Cu, Ni, Pb, Se, Tl) in water immediately below the spill exceed protective aquatic life criteria levels; 2) ash and ash- laden sediments from the river have high arsenic levels; 3) fish exposed to ash show several histological alterations indicative of stress from toxic element exposure; 4) fish body burdens of selenium are at and beyond the thresholds of toxicity for reproduction and growth; and 5) chemical analysis of the surface of coal ash cenospheres from surface water samples by Energy Dispersive X-ray analysis (EDS) revealed detectable levels of arsenic (~10,000 ppm) associated with iron oxide gels.</description>

            <description>In April 2009, TVA initiated an investigation to examine potential impacts of the spill to insectivorous birds in the vicinity. Colonies of tree swallows (Tachycineta bicolor) were established near the ash spill to determine whether trace elements were being transferred from the ash into the surrounding terrestrial communities. Results from these colonies were compared to previously established tree swallow colonies on other TVA properties. The goal of the study was to detect the potential transfer of trace elements from the ash into the surrounding terrestrial communities and establish a baseline for future comparisons.</description>

            <description>An investigation of the potential environmental and health impacts in the immediate aftermath of one of the largest coal ash spills in U.S. history at the Tennessee Valley Authority (TVA) Kingston coal-burning power plant has revealed three major ﬁndings. First, the surface release of coal ash with high levels of toxic elements and radioactivity to the environment has the potential to generate resuspended ambient ﬁne particles containing these toxics into the atmosphere that may pose a health risk to local communities. Second, leaching of contaminants from the coal ash caused contamination of surface waters in areas of restricted water exchange, but only trace levels were found in the downstream Emory and Clinch Rivers due to river dilution. Third, the accumulation of Hg- and As-rich coal ash in river sediments has the potential to have an impact on the ecological system in the downstream rivers.</description>

            <description>An eighteen-month survey has revealed elevated levels of contaminants in surface water with restricted water exchange and in pore water extracted from the bottom sediments, downstream from the spill. Our research has shown that arsenic concentration in the pore water reached to 2,000 ppb due to the reducing conditions and the high mobility of the non-charged arsenic species. Generation of CCPs however is not restricted to a single accidental release, as over five hundred power plants nationwide generate approximately 130 million tons of CCPs each year, in which more than half is stored in 194 landfills and 161 holding ponds. In each of these sites effluents that are generated from leaching of CCPs could contain high levels of contaminants that could pose severe ecological hazards to the local aquatic systems.</description>

            <description>An 18 month investigation of the environmental impacts of the Tennessee Valley Authority (TVA) coal ash spill in Kingston, Tennessee combined with leaching experiments on the spilled TVA coal ash have revealed that leachable coal ash contaminants (LCACs), particularly arsenic, selenium, boron, strontium, and barium, have different effects on the quality of impacted environments. While LCACs levels in the downstream river water are relatively low and below the EPA drinking water and ecological thresholds, elevated levels were found in surface water with restricted water exchange and in pore water extracted from the river sediments downstream from the spill. The high concentration of arsenic (up to 2000 μg/L) is associated with some degree of anoxic conditions and predominance of the reduced arsenic species (arsenite) in the pore waters.</description>

An investigation led by expert hydrogeologists has identified 39 more coal combustion waste (CCW) disposal sites in 21 states that have contaminated groundwater or surface water with toxic metals and other pollutants.             <description>The U.S. Environmental Protection Agency (EPA) Region 4 today has approved the Tennessee Valley Authority’s (TVA) selected cleanup plan for the next phase of coal ash removal at the TVA Kingston site in Roane County, Tenn. The cleanup plan, one of three alternatives proposed to the public earlier this year, requires TVA to permanently store on site all of the ash being removed from the Swan Pond Embayment, which includes land and bodies of water adjacent to the TVA coal ash disposal area. The embayment area will then be restored to conditions that protect human health and the environment. After careful review of all comments received between January and April, TVA, EPA and the Tennessee Department of Environment and Conservation (TDEC), agreed that the selected cleanup plan provides the best option to protect public health and the environment.</description>

            <description>More than 430 TVA employees and contractors are working around the clock to fill and ship more than 85 rail cars a day of sludgy coal ash from the Kingston Fossil Plant spill, TVA officials said Monday. ike Scott, cleanup project coordinator, told the Chattanooga Engineers Club that three hydraulic dredging units are digging up more than 13,000 cubic yards of ash a day from the Emory River. Environmental tests so far show no additional damage to the air or water around the plant, Mr. Scott said, and by next spring, all the ash should be out of the river.</description>

            <description>The U.S. Environmental Protection Agency (EPA) announced on 9 March a plan to prevent future large spills of coal ash slurry. The effort is in response to a 22 December 2008 spill of 5.4 million cubic yards of wet coal ash when a dike broke at the Tennessee Valley Authority&#39;s Kingston Fossil Plant, in Tennessee. EPA has requested that electric utilities that have surface impoundments or similar structures, which the agency estimates could be as many as 300, provide information about their structural integrity. In addition, the agency will require remedial action at any facility found to pose a risk for potential failure. EPA is also developing regulations to address managing coal combustion residuals. “Environmental disasters like the one last December in Kingston should never happen anywhere in this country,” said EPA administrator Lisa P.             <description>An investigation of the potential environmental and health impacts in the immediate aftermath of one of the largest coal ash spills in U.S. history at the Tennessee Valley Authority (TVA) Kingston coal-burning power plant has revealed three major findings. First, the surface release of coal ash with high levels of toxic elements  and radioactivity to the environment has the potential to generate resuspended ambient fine particles containing these toxics into the atmosphere that may pose a health risk to local communities. Second, leaching of contaminants from the coal ash caused contamination of surface waters in areas of restricted water exchange, but only trace levels were found in the downstream Emory and Clinch Rivers due to river dilution. Third, the accumulation of Hg- and As-rich coal ash in river sediments has the potential to have an impact on the ecological system in the downstream rivers by fish poisoning and methylmercury formation in anaerobic river sediments.</description>

            <description>Scientific study suggests the total recoverable toxic elements arsenic, barium, cadmium, lead, and selenium were at elevated levels below the ash spill; ash and ash-laden sediments from the fiver had arsenic levels that exceeded the EPA residential removal action limits; while selenium levels were increased dramatically downstream of the spill; fish body burdens of selenium were at and beyond the thresholds of toxicity for reproduction and growth; histological stuy of fish gills show a normal organization in the reference site fish.             <description>TVA has begun a limited test of the removal of spilled fly ash from the Kingston site by rail. In the test, multiple companies will load, unload, and transport ash by rail to multiple, Class 1, state-regulated landfills outside the state of Tennessee over the next two weeks. In preparation for the start of dredging, TVA has prepared the ash processing area to receive the ash, laid piping for conveying the dredged ash, and installed special noise reducing mufflers and other noise suppression equipment to reduce noise from the dredge equipment.A pilot study will be conducted during the first 60 days of Phase I dredging to determine the processing capacity for full-scale dredging, how the ash will move during dredging, and the effectiveness of dredging strategies. Continuous water quality monitoring and routine water sampling and analyses will be conducted during dredging.  TVA will review the water quality data and manage the work to minimize downstream impacts.</description>

Higher flows and  water velocities cause small particles of solid materials to be suspended in the water column. From the graph showing both the flow and the total arsenic levels, the total arsenic increased when the flow in the Emory River increased following storm events on January 7 and January 29. Other parameters (e.g., lead, iron, etc.) tend to follow the same pattern. Concentrations of dissolved constituents tend to increase and decrease with stream flow. Only graphs for arsenic, flow, and total suspended solids are presented here, since arsenic is generally the constituent that is of greatest interest as a component of fly ash and it is strongly correlated with total suspended solids which is associated with high stream flow. In addition,  the patterns of concentrations of other constituents closely resemble the arsenic concentration patterns.</description>

            <description>Ash samples, as well as a control sample of soil, were taken on December 29 and 30 in
the Kingston area and analyzed for radioactivity. The results indicate the ash contains
small amounts of naturally occurring radioactive materials found in the earth and coal.
Burning of the coal releases heat energy and reduces the amount of material in which
the radioactive materials remain. Though this does not increase the amount of
radioactive material present, its relative concentration is greater than it is in the earth
and coal. Cesium-137 was also detected at low concentrations in some of the samples. Cesium-
137 from historical nuclear weapons programs and testing has been present in most
terrestrial samples since 1970s. The concentrations in the samples analyzed from
Kingston are consistent with background sample results.</description>

            <description>On March 9, 2009, EPA issued Information Request Letters to electric utilities that have surface impoundments or similar units that contain coal combustion residuals.  The letters request information to assist EPA in evaluating the structural integrity of these management units. EPA, working closely with other federal agencies and the states, will review the information provided by the facilities to identify impoundments or similar units that need priority attention.  As part of this assessment effort, EPA will also be visiting many of these facilities to see first hand that the management units are structurally sound.  EPA will require appropriate remedial action at any facility that is found to pose a risk for potential failure.</description>
