<title>CSL  continues to improve communications tools</title>

<content:encoded><![CDATA[<p style="text-align: justify;"><p style="text-align: justify;"><p style="text-align: auto;">As the Côte Saint-Luc city councillor responsible for the communications portfolio, I am pleased to report upon a number of initiatives based on a monthly report submitted by Darryl Levine.<br /><p style="text-align: auto;"><br />In February, Darryl, who is the city&#39;s dynamic director of public affairs and communications,&#0160;&#0160;produced four videos for CSL-TV, made aesthetic improvements to CoteSaintLuc.org, organized the first ever meeting of municipal communicators to discuss best practices, and attended a roundtable discussion about municipal communications in Kansas City.</p><p style="text-align: auto;">The video productions and website improvements were produced in house using low-cost, high value tools. In the case of some of the videos, we used a consumer video camera, wireless microphone, existing lighting on the auditorium stage and edited it in a professional way. In the case of the website, we were able to find new ways to display content thanks to new, constantly updated free modules in our content management system, Drupal (pronounced“Droo-pull”). This open-source and free product, used by 500,000 companies, universities and organizations, was selected in October 2009 to run the Whitehouse.gov website in place of a costly, proprietary system. Our department selected it in October 2006—three years earlier—to run the city website.<br /><br />In short, the department produces outstanding value to the city by delivering high quality communication services in-house for far less than would be possible with external suppliers or expensive systems. We operate smartly by copying best practices of larger organizations. And, sometimes, we are even a few years ahead of other governments.<br /><br />In February, our videos were viewed 652 times—which doubled the number of all time views since launching in December. As a guiding principle, the department tries to copy or mimic the best practices of large companies or national governments, rather than municipal ones. That is, we try to aim higher &#0160;than what people expect from a municipality. For instance, when determining how best to do a Facebook fan page, we studied the US Department of State and NASA, rather than any municipality. In the case of videos, we studied the video messages from the President of the United States and the Prime Minister of the United Kingdom. Then we try to make our videos look as good—or as good as possible given our resources. For instance, the White House videos show the President sitting in beautiful rooms. We cannot replicate the exact look, however we do have at our disposal an auditorium with professional spot lights and back lights so we can produce something that looks professional, but simple. Right now we have two messages from our mayor on CSL TV.<br /><br />Following a meeting of our Communications committee, which I share, we made changes to the front page and inside pages at CoteSaintLuc.org. The committee recommended that we make the front page more “dynamic” and to include information such as press releases on the front.<br /><br />Here is how we responded. We embedded a video from CSL-TV at the top centre of the page. This will create a sense of dynamism and also help draw viewers to our videos. We added rounded corners to our front page sections and added new images to sections such as eServices and Calendar. Now &#0160;we have started to &#0160;reorganize the content on the main section pages, such as Public Documents, to create a more organized, structured, and elegant feel. The changes are ongoing<br /><br />Recently, our department &#0160;the first ever meeting of communications managers (public affairs and marketing) from the cities representing the Association of Suburban Municipalities. The goal was to create more contact between the cities at the level of communication departments, and to share best practices in our field. The next meeting will take place in Westmount in April<br /><br /></p></p></p></p><div class="feedflare">

<title>A stimulating day on Parliament Hill</title>

<content:encoded><![CDATA[<p>My friend Glenn J. Nashen&#0160; and I each wear a few hats. I work at the <a href="http://www.emsb.qc.ca">English Montreal School Board</a> as the communications and marketing specialist, serve on Côte Saint-Luc city council and write for a number of newspapers, including&#0160; <a href="http://www.thesuburban.com">The Suburban</a>, <a href="http://www.jewishtribune.ca">The Jewish Tribune</a>, <a href="http://www.themontrealeronline.com">The Montrealer</a>,&#0160; The Jewish&#0160; Standard and <a href="http://www.montrealjewishmagazine.com">the Montreal Jewish Magazine</a>. Glenn is the director of public affairs and communications for the <a href="http://www.jgh.ca">Jewish General&#0160; Hospital</a> and a city councillor as well in <a href="http://www.cotesaintluc.org">Côte Saint-Luc</a>. He was first elected 20 years ago while&#0160; I came aboard in 2005, having covered the city for the local newspaper and then handled public relations assignments for more than two decades. </p>
<p>Glenn and I are naturally very much enamored with the political process – locally, provincially, federally and globally.&#0160; During the 11 years I worked for the <a href="http://www.cjc.ca">Canadian Jewish Congress&#0160; (CJC),</a>&#0160; I frequently went to Ottawa. It was this body’s role to represent the&#0160; Jewish community before government.</p>
<p>Last week we spent an enlightening day in Ottawa, starting a round of meetings at 10 a.m. and continuing through nightfall. </p>

<p>Glenn and I began our day with a trip to the Ottawa National Advocacy Office of&#0160; CJC. When&#0160; I worked for the organization, the head office was in Montreal.&#0160; Now, the major operation emanates out of Toronto. Eric Vernon, Joshua Rotblatt&#0160; and Susan Marcus hold the fort in Ottawa, sharing space with the Canada-Israel Committee. (Pictured at the right are Glenn, Joshua, Eric and myself).&#0160; Joshua is director of operations and Eric, director of government relations.&#0160; Only a few days after I started working at CJC my boss, Jack&#0160; Silverstone, informed me that we were headed to Ottawa for a meeting with the federal minister of justice. He told me to let him out of the car at Parliament Hill, park the car at the Chateau Laurier Hotel and go find Eric in the lobby. That marked the beginning of a wonderful friendship between Eric and I, which continues today. I may have left CJC 12 years ago, yet sitting down with Joshua and Eric felt so natural. I am glad we have kept in touch and they perform important duties for the community. </p>
<p>Our first meeting on Parliament Hill was with Justin Trudeau, the Liberal MP for Papineau.&#0160; Justin, of course, is the son of our late, great prime minister Pierre Elliott Trudeau. I first met him about six years ago when I invited him to come speak at a school board function. Talk about a man who can keep his audience spellbound.<a href="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a907053a970b-pi" style="FLOAT: right"><img alt="GjJustin" class="asset asset-image at-xid-6a00e553de2eb588340120a907053a970b " src="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a907053a970b-320wi" style="MARGIN: 0px 0px 5px 5px" /></a> </p>
<p>Justin&#0160;(pictured at the right with Glenn)&#0160;remains a regular at local schools and not only those in his riding. There is a great demand for his presence&#0160; across the country.&#0160; He seemed appropriately comfortable in his Confederation Building office.</p>
<p>&#0160;“I am abashed to admit how good this feels,” he told us. “Every aspect of this job is so incredibly satisfying.”</p>
<p>How would his father feel if he could see him now? “About a year before my dad died I realized that politics would be a possible path for me one day,” he recalled. “I knew that I needed to talk to him about this or I would regret it. Well, it turned out to be 10 minutes of the most awkward conversation I’d ever had. You see, he had basically already answered this question in the way he raised my brothers and I. ‘Know your values and principles,’ he would always say. He certainly did say that we should not do anything because we thought&#0160; it was our appropriate path and with that in mind I know that he was extremely proud&#0160; that I became a teacher.”</p>
<p>I personally believe that within the next decade Justin will be the leader of the Federal Liberal Party&#0160; and ultimately our prime minister.</p>
<p>We were delighted when the&#0160; Federal Minister of Health,&#0160; Leona Aglukkaq (below)&#0160;, agreed to see us.</p>
<p><a href="http://www.mikecohen.ca/.a/6a00e553de2eb5883401310f6dcf87970c-pi" style="FLOAT: left"><img alt="GJMikeHealthMinister" class="asset asset-image at-xid-6a00e553de2eb5883401310f6dcf87970c " src="http://www.mikecohen.ca/.a/6a00e553de2eb5883401310f6dcf87970c-500wi" style="MARGIN: 0px 5px 5px 0px" /></a> Ms. Aglukkaq was first elected to work for the Nunavummiut in the House of Commons in October 2008 and became the first Inuk to be sworn into the federal cabinet. Prior to entering federal politics she served in the Nunavut Legislative Assembly as the MLA for the district of NATTILIK (communities of Gjoa Haven and Taloyoak). During her time as an MLA, she was elected by her peers to be part of the Executive Council and&#0160; first given the responsibility of finance minister and house leader, before becoming the minister of health and social services and the minister for the status of Women. She was absolutely charming. We spoke about the H1N1 crisis and the medical isotope shortage.&#0160; The Minister may be making a trip to Montreal in the not too distant to visit some of our local cancer centers.</p>
<p><a href="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a907075a970b-pi" style="FLOAT: right"><img alt="GJMikeStockwell" class="asset asset-image at-xid-6a00e553de2eb588340120a907075a970b " src="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a907075a970b-320wi" style="MARGIN: 0px 0px 5px 5px" /></a> Did you know that Stockwell Day (right with Glenn and I), the president of the Federal Treasury Board, once lived in Montreal? Long before he became the Albert finance minister, leader of the Canadian Alliance and a trusted federal minister for Prime Minister Stephen Harper, Day resided in St. Lambert, N.D.G. and Westmount.&#0160; He attended Westmount High School and looks forward to making a return visit there soon. The prime minister initially appointed him the public safety minister, moving him to international trade and now the treasury, where he&#0160; has been handed the crucial task of getting our country’s finances back on track.&#0160;&#0160; </p>

<p>Every step of the way these last four years he has been supported by Neil Drabkin, a lawyer and long time Côte Saint-Luc resident, as his chief of staff. Neil has a significant background in the political process, going back to the era of Brian Mulroney as prime minister. At that time Neil&#0160; (right, with Glenn and I), was a senior policy advisor and deputy chief of staff to the minister of citizenship. He has also been a Tory candidate on a few occasions.</p>
<p>Via the English Montreal School Board I edit a special needs newspaper called Inspirations (<a href="http://www.emsb.qc.ca/inspirations">www.emsb.qc.ca/inspirations</a>). With this in mind I was particulary anxious to meet two cabinet ministers: Steven Fletcher and Diane Finley.<br />&#0160;<br /><a href="http://www.mikecohen.ca/.a/6a00e553de2eb5883401310f6dd136970c-pi" style="FLOAT: right"><img alt="MikeGJFletcher" class="asset asset-image at-xid-6a00e553de2eb5883401310f6dd136970c " src="http://www.mikecohen.ca/.a/6a00e553de2eb5883401310f6dd136970c-500wi" style="MARGIN: 0px 0px 5px 5px" /></a> Fletcher (right, with Glenn and I), &#0160;was a young&#0160; mining engineer in Manitoba in 1996 when an automobile collision with a moose left him a quadriplegic. He is paralyzed from the neck down. Despite the odds, he returned to university for his MBA and has been elected to Parliament in the last three elections, now serving as the minister of democratic reform. He’s been travelling near Montreal recently to take&#0160; French classes.&#0160; He and his father David presented us with a copy of&#0160; the book The Steven&#0160; Fletcher Story: What Do You Do If You Don’t Die? “Have your hankerchief ready,” one of his executive assistants warned us. Fletcher has such a great disposition. What an inspiration he is!&#0160; His office is a beehive of activity, with meetings occurring non-stop.</p>
<p><a href="http://www.mikecohen.ca/.a/6a00e553de2eb5883401310f6dd22d970c-pi" style="FLOAT: right"><img alt="GJMikeDianeFinley" class="asset asset-image at-xid-6a00e553de2eb5883401310f6dd22d970c " src="http://www.mikecohen.ca/.a/6a00e553de2eb5883401310f6dd22d970c-500wi" style="MARGIN: 0px 0px 5px 5px" /></a> Finley&#0160; (right, with Glenn and I), is&#0160; the minister of human resources and skills development.&#0160; The MP for Haldimand-Norfolk in Simcoe, Ontario told us that a number of years ago she spent a summer working at the Lachine plant of Rolls Royce Canada.&#0160; Her boss was a gentleman by the name of Doug Finley. The two would eventually become man and wife. Doug is now a Conservative Senator and the party’s national campaign director. Diane Finely shared with us her battle with Graves Disease,&#0160; an autoimmune condition&#0160; which causes over activity of the thyroid.&#0160; For some time she had to wear sunglasses in the House of Commons due to&#0160; a hypersensitivity to light. “I had five surgeries and I am fortunate that the last one was successful,” said the minister, who is also responsible for the Federal Office for Disability Issues.</p>
<p>Finley told us that when she was in opposition that the headquarters for the Office for Disability Issues&#0160; was ironically&#0160; not accessible for&#0160; the handicapped. “There were actually two offices at the time,” she said. “Now we have one office across the river in Gatineau . Not only is it accessible, it is&#0160; in fact a showcase for accessibility.”</p>
<p><a href="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a9070afa970b-pi" style="FLOAT: right"><img alt="Roger Smith" class="asset asset-image at-xid-6a00e553de2eb588340120a9070afa970b " src="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a9070afa970b-320wi" style="MARGIN: 0px 0px 5px 5px" /></a> Later in the day, at the posh Rideau Club, we met CTV national reporter Roger Smith (riight). I have always been a big fan of the way he delivers breaking news from the nation’s capital. He was interesting to speak to.</p>
<p>I must say that I came home from these meetings very impressed with the Parliamentarians and their senior staff whom we interacted with. They have all been invited to come visit some of our schools on future visits to Montreal.</p>

<p style="text-align: justify">A reconstituted Student Traffic Committee from Bialik High School&#0160; will soon begin formulating recommendations to their own administration and Côte Saint-Luc City Hall to make the area around their facility safer and to ensure that motorists abide by existing traffic regulations.</p>

<p style="text-align: justify">The committee of 10 students, accompanied by Principal Andrew Trager, Head of Building Facilities Maintenance and Security Florian Gaudreault,&#0160; Communications Officer David Smajovits and crossing guard Larry B. Rosario, came to Côte Saint-Luc City Hall recently for a meeting which touched upon a number of traffic issues. They were hosted by City Councillor Mike Cohen, whose District 2 encompasses Bialik City. Traffic Engineer Charles Senekal and Director of Public Safety Jordy Reichson joined Councillor Cohen in providing students with some background about the traffic dossier.</p>
<p style="text-align: justify">After Councillor Cohen was elected to office in November 2005 one of the first issues he tackled was the traffic situation at Bialik. “I have received nothing but cooperation from the Bialik administration,” he remarked. “I believe we have seen a lot of improvements. At the same time we recognize the fact that with more than 700 students in this building and most of them being dropped off and picked up at the same time, it is not an easy situation to manage.”</p>
<p style="text-align: justify">Local Police Station 9 and Côte Saint-Luc Public Security have&#0160; been paying closer attention to the area, enforcing existing traffic regulations.&#0160; Previous Bialik Student Traffic Committees have conducted studies and submitted recommendations to Mr Senekal, which have been implemented. This includes using traffic plates to monitor speeding, adding new signage and street&#0160; lines where merited and introducing a drop zone on Marc Chagall Avenue. Attention has also been given to student pedestrians and whether they are abiding by the laws correctly, especially when crossing the street. The Bialik administration, meanwhile, enacted some new rules as well this year. Prior to the start of classes, the license plate&#0160; numbers of each parent had been recorded.&#0160; Special&#0160; “Bialik traffic tickets”&#0160; have been issued to any family member associated with the school recorded as&#0160; breaking a traffic rule.</p>

<p style="text-align: justify">Councillor Cohen&#0160; told the students that major construction work&#0160; to replace the underground piping is expected&#0160; to commence on Kildare Road, between Cavendish and Merrimac leading to the school, soon after&#0160; classes conclude at the event of June. In recent years there have been several&#0160;&#0160; breaks of the aqueduct. Plans call for the&#0160; replacement of 200 meters of eight inch pipe at a substantial cost.&#0160; “We have planned this specifically to coincide with the Bialik summer holiday,” said Councillor Cohen.&#0160; </p>
<p style="text-align: justify">Mr. Senekal explained to the students how decisions are made to repair streets and sidewalks. He even brought some corroded pipes to show them. In addition,&#0160; he provided background on other matters such as the annual repair program for fire hydrants, the Cavendish pump station , the use of traffic calming measures like&#0160; bollards and speed humps and the change of&#0160; speed limits from 50 to 40 km per hour. He took questions from students on a number of traffic issues which affect them. One dealt with the synchronization of lights on Cavendish Boulevard and the&#0160; long lineup of cars trying to turn right in the morning.&#0160; In order to avoid that turn, some&#0160; parents are going straight on Cavendish, turning on to Mackle and then Marc Chagall. Mr. Senekal said adjustments will be made to the system, especially for the key drop off and pickup times.</p>
<p style="text-align: justify">Mr. Reichson, who oversees Public Security, Emergency Medical Services, Volunteer Citizens on Patrol, the city’s dispatch centre and disaster planning, agreed that traffic problems emanate from Bialik mainly because of its location at the end of a dead end street (Kildare Road) and situated within a residential area. Soon, he warned, the Beth Chabad Community Centre and Synagogue, will be operating across the street. This will, at times, exacerbate the situation. He said that his Public Security Department will continue to keep a close eye on the Bialik area.</p>

<p><br />Senator Judith Seidman, acting on behalf of the Honourable Denis Lebel, Minister of State for Canada Economic Development, today joined Laurent Lessard, Minister of Municipal Affairs, Regions and Land Occupancy, and Lawrence S. Bergman, Member of the National Assembly for D’Arcy-McGee and Chair of the Government Caucus, in announcing that the City of Côte Saint Luc will receive $11,571,880 in joint government financial assistance under the Communities Component of the Building Canada Fund – Quebec for the construction of an intergenerational/aquatic centre.　<br /><br />The project involves the construction of an intergenerational/aquatic centre covering a total gross area of about 5,456 square metres in the City of Côte-Saint-Luc. This new complex will comprise a 25-metre swimming pool, a wading pool, an indoor terrace adjacent to the aquatic pools, portable bleachers for about 200 people, multifunctional community halls, a physical fitness room and dance and warm up studios.　<br /><br />The new complex will bring sport and recreational facilities under one roof and boast modern equipment tailored to contemporary indoor leisure and fitness activities as well as suite of activities for persons aged 55 and over. Students from nearby schools and residents from surrounding cities and boroughs will also be able to benefit from the activities and services on offer at the new centre.　<br /><br />&quot;Côte-Saint-Luc’s construction of a new intergenerational/aquatic centre will serve the interests of its residents and businesses. In supporting this project, we are seeing to it that the population enjoys the high quality of life for which our country is famous. Indeed, the Government of Canada is committed to equipping every community with modern facilities and equipment to ensure citizens’ health and safety. The renewal of public infrastructure is part of a broad action plan that will enable us to thrive and prosper in a healthy environment,&quot; stated Senator Judith Seidman.　<br /><br />&quot;By participating in this project, the Government of Quebec is moving forward to ensure the province’s municipalities have infrastructure that meets their unique realities while fostering sustainable development. Bergman.　<br /><br />Completion of this project will necessitate an overall eligible investment of $17,357,821. The governments of Quebec and Canada will each contribute $5,785,940 toward the work, for a total of $11,571,880 in combined government funding, while the City of Côte Saint Luc will assume the remaining third, or $5,785,941, of the project’s costs.　<br /><br />The Communities Component of the Building Canada Fund – Quebec is a cost-sharing initiative aimed at funding infrastructure projects in communities with fewer than 100,000 inhabitants. These communities are thus able to use this assistance to improve infrastructure that is in major need of revitalization, including water treatment plants, water supply systems and cultural and sports centres.　<br /><br />For provinces, like Quebec, that have committed all of their funding under the Communities Component, the Government of Canada’s Economic Action Plan provides for up to $500 million in additional funding for projects that will be completed by March 31, 2011.　<br /><br />In Quebec, a joint federal-provincial contribution of $232 million will be used to fund 106 infrastructure projects.　<br /><br />The contribution from the Government of Canada has been awarded through Canada’s Economic Action Plan. <title>Meeting Canada's Governor General</title>

<content:encoded><![CDATA[I met Canada’s Governor General, Her Excellency The Right Honourable Michaëlle Jean,&#0160; for the very first time. It was on the occasion&#0160; of her visit to&#0160;&#0160; Share the Warmth in Point St. Charles, the wonderful organization which assists people living below the poverty line. Among the volunteers on hand that day were a group of students from John Grant High School in Côte Saint-Luc. <a href="http://www.mikecohen.ca/.a/6a00e553de2eb58834012877b7cab1970c-pi" style="float: right;"><img alt="GovGenMike" class="asset asset-image at-xid-6a00e553de2eb58834012877b7cab1970c " src="http://www.mikecohen.ca/.a/6a00e553de2eb58834012877b7cab1970c-500wi" style="margin: 0px 0px 5px 5px;" /></a> <br /><br />A well-known journalist and broadcaster in Quebec,&#0160;&#0160; Jean immigrated from Haiti with her family at an early age. Fluent in five languages - French, English, Italian, Spanish and Haitian Creole - she is the first black Governor General of Canada. A social activist for women and children at risk, she has always said that her&#0160; plans called for&#0160; to using the office of Governor General to help disadvantaged young people. <br /><br />Jean has been in this prestigious post for nearly five years. She travels around the world representing our country. Ironically her visits in&#0160; Montreal are few and far between. It is no surprise then that given her background as a social acfivisit she chose Share the Warmth, which began in the winter of 1989 after three women were moved to collect warm clothing and food for the homeless. They put out a plea to the public via an article in The Gazette. &#0160;The response was overwhelming. &#0160;People called to volunteer, to donate clothes, to sort clothes, to donate food and to help with deliveries.<br />The group incorporated in February 1990 and moved into Point St. Charles in 1991. They continued to collect and distribute food and clothing and deliver to the homeless on the street, to drop in centres and to shelters. It was in 1992 social workers and individuals from the community were requesting that food be given out to individuals and families living below the poverty line. That was the start of the food bank. The first month 39 baskets were prepared. In the next year the first request from a school for food came. James Lyng High School had a teacher who recognized that students were coming to school hungry. He began to give them snacks from his classroom. He asked for&#0160;&#0160; help and that was the start of the School Food Program. From that base Share the Warmth expanded its programs to answer many more needs of the community. Each step of the way has helped thousands of people.<br />The Governor General spent almost two hours at Share the Warmth, shaking hands and talking to the many clients, playing with children and talking to students about their future. She is a classy lady and I can see why former Prime Minister Paul&#0160; Martin decided to recommend&#0160; her appointment to the Queen. Michaëlle Jean is a distinguished head of state and we&#0160; are lucky to have her.<div class="feedflare">

He has also assisted the Netherlands <span style="mso-spacerun: yes">&#0160;</span>Consulate in Montreal with Dutch-Quebec contracts on numerous levels. Ironically, while his parents had to surrender their Dutch citizenship when they came to Canada more<span style="mso-spacerun: yes">&#0160; </span>than 50 years ago, through what he calls a </span><span lang="EN-US" style="FONT-FAMILY: &#39;Arial&#39;,&#39;sans-serif&#39;; mso-ansi-language: EN-US">“loophole,” Michael was able to claim dual citizenship about a decade ago.<o:p></o:p></span></font></p>

Her experience was in fact described in detail in the novel <em style="mso-bidi-font-style: normal">What World Is Left</em>. It was written by Monique Polak, Michael’s sister and while it focuses on a fictitious character named Anneke and her family, it is inspired by <span style="mso-spacerun: yes">&#0160;</span>he experiences of <span style="mso-spacerun: yes">&#0160;</span>Celine Spier.<span style="mso-spacerun: yes">&#0160; </span>Michael<span style="mso-spacerun: yes">&#0160; </span>Polak says that until<span style="mso-spacerun: yes">&#0160; </span>his sister<span style="mso-spacerun: yes">&#0160; </span>began doing the research for this book, their mother had never discussed her experience in Theresienstadt<o:p></o:p></span></font></p>

<p style="text-align: justify"><em>I Believe,</em> an original song performed by three prominent Canadian artists, is the lyrical manifestation of the theme music that will be featured throughout consortium broadcasts. The consortium is a unique arrangement involving CTV, TSN, RDS, RIS Info Sports, Rogers Sportsnet, OMNI, OLN, V, APTN, ATN, CTVOlympics.ca, RDSolympiques.ca, The Globe and Mail, Corus Québec and select Rogers radio stations across the country.<em>I Believe </em>was recorded in several different formats, including an English single performed by Yanofsky, a French single, entitled J’Imagine, performed by popular Quebec recording artist Annie Villeneuve (the girlfriend of Minnesota Wild hockey star Guillaume Latendresse); a bilingual version, also recorded by Villeneuve; and a full-length instrumental by the theme music’s award-winning Canadian composer, Stephan Moccio. Yanofsky’s recording of <em>I Believe</em> was produced by 14-time Grammy Award-winning legend Phil Ramone and Grammy Award-winner Jesse Harris.</p>
<p style="text-align: justify">How did this all come about? <span size="1" style="font-family: Arial;"><font face="Arial" size="1"></font></span> <span lang="EN">&quot;I </span><span lang="EN-CA">don&#39;t remember exactly when, but I met Stephan Moccio at the Juno Awards last year and I guess we were on each others radar,&quot; she told the Jewish Tribune. &quot; I kinda learned the words and the melody at the same time. <content:encoded><![CDATA[<p style="text-align: justify;">Liberal Member of Parliament Justin Trudeau stepped out of his own East End Montreal Papineau constituency &#0160;recently &#0160;for a speaking engagement &#0160;in Cöte Saint-Luc’s District 2, more specifically Bialik High School. This also happens to be the federal riding his legendary late father, former &#0160;Canadian Prime Minister &#0160;Pierre Elliott Trudeau, held for nearly 20 years.<a href="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a86c177a970b-pi" style="float: right;"><img alt="JustinTrudeauM&#39;ke2010" class="asset asset-image at-xid-6a00e553de2eb588340120a86c177a970b " src="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a86c177a970b-500wi" style="margin: 0px 0px 5px 5px;" /></a> &#0160;</p><p style="text-align: justify;"><br /></p><p style="text-align: justify;">I have had the good fortune to spend time with Justin over the past couple of years, mostly when he speaks to students. To say he has a gift for the spoken word is an understatement. I have always seen him as a future Liberal Party leader and prime minister.</p><p style="text-align: justify;">Becoming an MP was not easy for Justin. He should have been handed the safe riding of Outremont by former leader Stéphane Dion in a by-election nearly three years ago. &#0160;Instead Dion opted in favour of a journalist named Jocelyn Coulon . Seeing that the Grits had chosen a weak candidate, the New Democratic Party entered star candidate Thomas Mulcair in the race and &#0160;he won. Justin was forced to battle for a nomination in Papineau against two adversaries and then face an incumbent Bloc Québecois MP.&#0160;</p><p style="text-align: justify;">At the &#0160;Bialik talk Justin said he recognized there were a lot of cynics out there when he announced his decision to run: “I know that a lot of people were saying things like ‘What has he done? He is running on his last name.’ So I picked the toughest riding &#0160;to get nominated in and then to win an election. I did both.”</p><p style="text-align: justify;">Before Justin gave one of two one hour talks at Bialik , Principal Andrew Trager told the students how fortunate they were to have a speaker of this calibre find the time in his schedule to come be with them. “This is an opportunity for you,” he advised. “I suggest you use it!”</p><p style="text-align: justify;">And that they did, sitting attentively as he spoke about subjects ranging from the environment, &#0160;world poverty, social media and youth empowerment and his role as the Liberal Party’s official critic on multiculturalism and youth. &#0160;</p><p style="text-align: justify;">What motivated him to become a Member of Parliament? “The fact that my father was a politician and represented this area was something that actually served as a deterrent to me,” Trudeau responded. “If your dad is a lawyer or there is a family business, you &#0160;might &#0160;say that I want to find my own path. I decided not to go into law, which is what my father did before politics, but become a teacher. For me, becoming a teacher was important to help make a difference in this world.</p><p style="text-align: justify;">“I wanted to make a difference &#0160;not because I was a Trudeau, but because I am a Canadian..As a teacher I was touching a lot of people, but I looked for the next step where I could have the most impact. That is where politics became a natural extension.”</p><p style="text-align: justify;">While Justin has been considered a future prime minister since the day he made such an emotional eulogy at his father’s funeral, he was politically correct when responding to a question as to whether he covets the big job. &#0160;“Getting into politics is a way of impacting upon others,” he said. “If you are focusing on what your next step is then you are not paying attention to what you can do right now. Is it possible I will seek to become prime minister one day? Yes. Is it something I am planning for now? No. I want to think about what I need to do right now.”</p><p style="text-align: justify;">Many students were eager to hear what it was like growing up as the son of a prime minister. “It was pretty neat,” he admitted. “Our home at 24 Sussex Drive had 13 bathrooms. At the same time we knew this was not our real house. <content:encoded><![CDATA[<p>Property owners in Côte Saint-Luc received their tax bills this week after our elected council adopted the 2010 budget. This process was delayed as the&#0160; Agglomeration Council, headed by Montreal Mayor Gérald Tremblay, once again stuck it to the suburban municipalities which demerged from the mega-city four years ago. Some gratitude! Tremblay would not have his job if it were not for the suburbs.</p>
<p>Côte Saint-Luc council and administrative staff did extensive work to trim costs wherever possible and achieved a 0.7 percent decrease in the average residential property tax bill for the local portion of the bill controlled by the municipality. Unfortunately, despite the decrease in taxation for local spending, there was an overall increase of 4.9 percent in the average residential property tax bill because of the dramatic increase of 11.2 percent in the bill Côte Saint-Luc will be charged for island-wide services by the Montreal agglomeration council. </p>
<p>&quot;We are proud that due to our careful planning and prudent fiscal management, residents will see a tax decrease on the local portion of the Côte Saint-Luc budget,&quot; Mayor Anthony Housefather said. &quot;Unfortunately the average residential property tax bill will rise 4.9 percent this year due to the dramatic increase in the cost of island-wide services. We opposed the Montreal budget that imposed these increases and continue to believe that in this recessionary environment, any increase in taxes beyond the cost of inflation is unacceptable and grossly unfair. We have done our utmost to mitigate the effect on our residents by our local cuts and are pleased that our average tax increase on a residential property is less than the average tax increase for an average property within the City of Montreal and most other neighbouring municipalities.&quot; </p>
<p>Côte Saint-Luc is responsible for delivering local services, such as snow clearing, library and recreation services, road and sidewalk resurfacing, aqueduct repairs and much more. It is also responsible for delivering emergency medical services on its territory The island-wide Agglomeration of Montreal (Agglo) &#0160;is funded by 16 municipalities—including Côte Saint-Luc—and is responsible for delivering island-wide and regional services such as public transit, fire services, police services, water treatment. Côte Saint-Luc collects property taxes on its territory and pays the Agglomeration of Montreal for island-wide services. </p>
<p>The 2010 Côte Saint-Luc budget totals $56.9 million representing $31.2 million for local services and $25.7 million to pay the Agglomeration of Montreal for island-wide services. While the cost of local Côte Saint-Luc services has increased by just 0.52 percent compared to 2009, the bill for island-wide Agglomeration services has increased by 11.2 percent. Yes, this is not fair! Our mayor and his colleagues are not taking this sitting down. They will take this to the provincial government. If you are unhappy as a taxpayer then tell your local MNA from D<span lang="EN">&#39;Arcy McGee, Lawrence Bergman.</span></p><span lang="EN-CA">
<p>&quot;The first installment for taxes is due is March 1 and the second on May 31.</p>
<p>Again this year, the Côte Saint-Luc city council and management team used a strict budget process used in the private sector. Instead of using historical budgets as a base and adding to it, a form of zero-based budgeting was used where every department function was reviewed comprehensively and all expenditures had to be justified. This budgeting process allows city council and the management team to allocate resources more efficiently as it is based on real needs and priorities, allows for better understanding of overall budgets, encourages managers to find cost effective ways to improve operations, and complements the city’s objectives of financial accountability. </p>
<p>Just as the operating budget allows short-term planning and control of current operating needs, the capital expenditures budget is a tool to aid long-term planning and control of long-range and capital needs, such as road and sidewalk replacement, sewer replacement and repairs, repairs to municipal buildings, upgrades and improvements to parks, pools and equipment, replacement and upgrade of municipal vehicles. </p>
<p>The city council also approved the three-year capital expenditures budget on December 16, 2009. The budget is $23.5 million in 2010, $6.9 million in 2011 and $6.7 million in 2012. The City of Côte Saint-Luc will continue to maximize the use of grants for capital expenditures such as the PRECO, the new Gas Tax and FCCQ grants available by the Ministry of Municipal Affairs. The Intergenerational/Aquatic Centre has been identified as a possible project for 2010 costing approximately $18 million. Côte Saint-Luc has submitted an application for funding of $11.5 million to Ministry of Municipal Affairs (MAMROT) to cover two-thirds of the cost of the project. The municipality is waiting for a positive reply from MAMROT before making a decision to proceed. </p></span><div class="feedflare">

<content:encoded><![CDATA[<p style="text-align: justify">The Famous Delly Boys Restaurant has changed ownership for the second time in three years. In the spring of 2007 original owners Guido (Chico ) and Sonny Broccoli sold the business to Sam<font color="#333333"> Koniaris, and two partners. The Broccoli brothers stayed on for a while to ease the transition while Sam in particular made a special effort to get to know the clientele and maintain the tradition of Cöte Saint-Luc<span lang="EN">’s oldest restaurant. It is the same age as me – 47 – established in 1962.</span></font></p>
<p style="text-align: justify">Sam and company made some visible changes, adding a delicious-looking glass dessert display case, large flat screen television, the Interac payment option and a new glossy takeout menu. . All of the items we have grown to love remained: smoked meat and other deli delights, club rolls, their famous party sandwiches, pizza burgers, chicken, veal, fish, steak, ribs, pasta and salads.</p>
<p style="text-align: justify">As of January, the Famous Delly Boys are in new hands. Tahir Lifanov, his brother Kharson and their mother Fatima have purchased the restaurant. Tahir is the front man, having begun working there himself only a few months ago. He is personable and already familiar with their regulars. Of course many of the folks who have been dining at this spot for decades are enjoying their winter in Florida and will only be back in late March.</p>
<p style="text-align: justify">Many years ago, when the Cavendish Mall was looking for a anchor restaurant to replace Pumperniks, there were talks to move the Delly Boys from their Westminster Avenue strip mall location. It seems that someone in the Mall ownership group was not in favor of this (clearly not a good decision). Instead, Chilis, Sternz Rhapsody and then Jakes set up shop and failed. The Mall has not had an established restaurant since then. There is no telling if they ever will, given the fact they will soon demolish at least 40 percent of the property in order to make way for a housing development. The Delly Boys would have been an excellent fit.</p>
<p style="text-align: justify">As for Chico and Sonny, I am told they have resurfaced at another restaurant in the West End.</p><em>

At the former, actress Marilyn Lightstone who played one of the lead roles of Annie Herman took part in a wonderful question and answer period with co-producer Harry Gulkin, Cleo Paskal (who played three year old Cleo in the film) and through the magic of skype star Jeffrey Lynas (the lead as five year old David). Send it to me. Maybe we can get someone interested.”</span></span><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px"><o:p></o:p></span></span></span></p>
<p class="MsoPlainText" style="TEXT-ALIGN: justify"><span lang="EN-US" style="FONT-SIZE: 12pt"><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px">There are no shortage of Jewish film executives in Montreal. Certainly one of&#0160; them would like the idea! </span></span><em><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px">Lies My Father Told Me</span></span></em><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px"> takes place in 1920s Montreal. So fast forward 35 years and we are in the late 1950s. What would the storyline entail? Here is how I see it.</span></span><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px"><o:p></o:p></span></span></span></p>
<p class="MsoPlainText" style="TEXT-ALIGN: justify"><span lang="EN-US" style="FONT-SIZE: 12pt"><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px">Annie Herman and her awful husband Harry (Len Burman) are miraculously still married. Harry, who was always trying to hatch a get rich scheme, is estranged from his son David. Lynas, now a film and television executive for E-1 Entertainment in Los Angeles, was asked at last week’s event&#0160; whether he’d ever make a comeback. He said that when he turned 18 he realized he did not see a future as an actor and pursued work on the other side of the camera. </span></span><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px"><o:p></o:p></span></span></span></p>
<p class="MsoPlainText" style="TEXT-ALIGN: justify"><span lang="EN-US" style="FONT-SIZE: 12pt"><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px">I am sure Lynas could be coaxed back for the sequel as the father of two young children. In my &#0160;</span></span><em><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px">Lies My Father Told Me 2</span></span></em><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px"> (or <em>More Lies My Father Told Me</em>) David maintains a close relationship with his mother. He still thinks back constantly to the days with his Zaida and the neglect he experienced from his dad. But when he sees his two young children begin to bond with his father he wonders how it is possible for a man to show no care for his own child yet express so much love for his grandchildren. Ultimately David and Harry develop a new understanding of each other.</span></span><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px"><o:p></o:p></span></span></span></p>

Watching last week’s DVD launch with great interest was noted Montreal film and television producer </span></span></span><span style="FONT-SIZE: 12pt"><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px">Ina Fichman. </span></span><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px"><o:p></o:p></span></span></span></p>

The movie was shot partly in Montreal and has a significant Jewish cast. &#0160;Let us follow how well it does at the box office, as well as paying attention to any buzz resulting from </span></span><em><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px">the Lies My Father Told Me</span></span></em><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px"> DVD. As an entirely new generation gets the chance to be exposed to this amazing film, the appetite for a sequel may indeed grow.</span></span><span style="FONT-SIZE: 11px"><span style="FONT-SIZE: 14px"><o:p></o:p></span></span></span></p>

<content:encoded><![CDATA[<p>In Lies My Father Told Me, noted Montreal-born actress Marilyn Lightstone plays one of the starring roles of Anna Herman. </p>
<p>Co-producer Harry Gulkin says Lightstone was right for the role of the mother. Her strength as an actress had been tested in many demanding stage and film roles. In <em>Lies My Father Told Me, </em>her mobile features express and reflect all the trials and tenderness felt by a young woman who is at once wife, daughter, and mother. </p>
<p>Lightstone, a multi‐talented artist, won accolades for her work as Annie . She was also seen in such films as &quot;In Praise of Older Women&quot; (1978), and &quot;<em>The Tin Flute/Bonheur</em> <em>D’Occasion&quot; </em>(1983). She distinguished herself in theatre, starring as Leah in the Los Angelesproduction of &quot;<em>The Dybbuk</em>&quot; playing in New York opposite Lee J. Cobb in &quot;<em>King Lear</em>&quot; and as Masha in Chekhov&#39;s &quot;<em>The Seagull</em>&quot; at the Stratford Festival. On television, she co‐starred as Miss Stacy in both the Anne of Green Gables and Road to Avonlea series and made guest appearances on Cheers, Cagney and Lacey, Street Legal and E.N.G. She has written scripts for television and her first novel, Rogues and Vagabonds, received much acclaim. She was the founding &quot;<em>Voice of Bravo</em>&quot;, Canada&#39;s NewStyleArts Channel where she currently hosts a series called Playwrights and Screenwriters.</p>
<p>Lightstone grew up in Montreal, initially in the Plateau on Clark Street and then in Snowdon. She got an Arts degree from McGill and was a member of the second graduating class of the National Theatre School, moving to Toronto in 1964<br /><br />What effect did being part of the cast of Lies My Father Told Me have on her career? &quot;Lies My Father Told Me was my first film role after eight years of stage work and it established me as a film actress,&quot; she said. &quot;That is not just because I was on the screen, but because it was such a fine and special film and one which would continue to be meaningful, not just for the Jewish community, but in the history of Canadian film. In other words, it had legs.&quot;</p>

<p>It has been a few years now since Lightstone, now 69, had her last TV role. &quot;There are very few roles for women my age, and when there is one they&#39;re usually looking for a tsekrocheneh oldster , preferably one with a Yiddish accent who can play stereotypical bubbies. To cast that, they can do far better than me because&#0160; I don&#39;t fit the bill, and it&#39;s not that interesting to me.</p>
<p>Lightstone says she spends half of her time researching, writing and recording her radio show, which is on for two hours every night and which can be heard at <a href="https://owa.emsb.qc.ca/owa/redir.aspx?C=7fa5a8f2ff424cbb98ea04c823f83ef9&amp;URL=http%3a%2f%2fwww.classical963fm.com"><span style="text-decoration: underline;"><font color="#0000ff">www.classical963fm.com</font></span></a> between 11p.m. and 1 a.m. Toronto time anywhere in the world. <p style="text-align: justify">When I was provided with an advanced copy of the DVD version of Lies My Father Told Me, I was not sure whether I had actually seen the classic 1975 film which was shot in Montreal and went on to win a Golden Globe Award as best foreign film. It also captured six Genies and garnered an Oscar nomination. Well, it was quite clear to me that I never did see it. I was 12 years old at the time of its initial release.</p>
<p style="text-align: justify">Set in 1920s Montreal, it recounts a slice of the Jewish immigrant experience in this city and focuses on a loving relationship between six-year-old David and his Orthodox &quot;story-teller&quot; grandfather. I must say that I was touched by this film and in many ways it brought me back to the days when my grandfather, the late Lewis Sherwin (pictured with me below about 20 years ago)&#0160;spent so much time with me.</p>

<p style="text-align: justify">Grandpa Lew passed away just over 15 years ago. He was 94 years of age and spent his last days at the Veteran’s Hospital in Ste. Anne de Bellevue. I think one of his proudest moments was when he got to introduce me as a guest speaker at the&#0160;Cöte Saint-Luc Senior Men&#39;s Club. I was working for the Canadian&#0160; Jewish&#0160; Congress at the time</p></span><span lang="EN">A veteran of both the first and second world wars, Grandpa Lew was born in Edinburgh, Scotland. He came to Canada after the war, raised a family and made his living as a pharmacist. In fact he worked behind the counter filling prescriptions until his early 90s. Like David’s grandfather in Lies My Father Told Me, Grandpa Lew was a storyteller. We spent an enormous amount of time together when I was growing up. While watching the DVD, all of those memories came flowing back. Suddenly I missed my grandfather a lot. Boy what I would not give to be able to sit down at a table and just talk about politics or hear some of his war stories.
<p style="text-align: justify">On Jan. 26 (7 p.m.) CinemaSpace at The Segal Centre for Performing Arts (5170 Côte-Ste-Catherine) will host the formal launch of the newly restored 1975 classic film’s DVD, with a repeat the following evening at the same time. The DVD, which has many extras, like a photo gallery, cast lists and menus, is being released across Canada by New Jersey-based Ergo Media.</p>
<p style="text-align: justify">&quot;We are filled with pride at this opportunity to host the first public screenings of this restored film classic,&quot; said Bryna Wasserman, the Segal Centre’s Artistic Director. &quot;<em>Lies My Father Told Me </em>is one of the great Canadian films. It is remembered as a milestone in Canadian cinema.&quot;<br /></p>
<p style="text-align: justify">Harry Gulkin, the co-producer of the film, is equally excited. &quot;I know that new audiences will receive it with the same joy and enthusiasm that greeted it when it was first released,&quot; said Gulkin, a former executive director of the Saidye Bronfman Centre and at the age of 82 recently retired from <span lang="EN-CA">the Quebec government agency called SODEC that invests in film and television</span></p></span><span lang="EN">&quot;Because this is a period film set in the 1920s it remains as contemporary today as when it was released 35 years ago,&quot; Gulkin told The Jewish Tribune. &quot;It really is not dated and now that it is on DVD I believe it will have a long life.&quot;
<p style="text-align: justify">On the DVD, Gulkin recounts some of his recollections about the making of the film. He will be on hand during the film’s screenings in <em>CinemaSpace</em> for Q&amp;A sessions.</p>

<p style="text-align: justify">The film was directed by Academy Award-winning Czech filmmaker Ján Kadár (&quot;The Shop on Main Street&quot;) and starred Len Birman, Marilyn Lightstone, Jeffrey Lynas, and Yossi Yadin (as Zaida), with screenwriter Ted Allan playing the role of a revolutionary tailor. Lynas, who played young David, was nominated for a Golden Globe as best supporting actor. </p>
<p style="text-align: justify">That the launch of the DVD is taking place at the Segal Centre is most appropriate. Indeed, in 1984 Dora Wasserman collaborated with Allan to adapt his short story into a Yiddish production at the Centre. Allan played the role of narrator. Twenty years later Dora’s daughter Bryna successfully adapted the play into a musical, also at the Centre. The version being screened at <em>CinemaSpace </em>is the original English edition, but the DVD has both French and English audio tracks. The film runs 104 minutes.</p>
<p style="text-align: justify">The film was restored by Gerry and Hila Feil, work that Gulkin says was essential in order for him to greenlight the project.</p>
<p style="text-align: justify">In <em>Lies My Father Told Me</em>, David lives with his Canadian-born parents, his grandfather Zaida, a junk peddler who emigrated from Russia, and Zaida’s aging horse, Ferdeleh. The two characters are pictured above. &#0160;David’s father is a modern materialistic man of science who dreams of striking it rich by designing unique inventions. Zaida, on the other hand, is a humble man who works hard for his living and patiently awaits the arrival of the Messiah. Intuitively, David responds to his grandfather’s love. Every Sunday, David travels the back alleys of author Ted Allan’s Montreal with Zaida and his horse Ferdeleh and carriage. Zaida answers all of David’s questions about the world in terms of the Creator and the miracles that he performs. But this winter there are no miracles to spare David the pains of growing up.</p>
<p style="text-align: justify">It&#0160;<span lang="EN-CA">&#0160;was Gulkin who took Allan&#39;s screenplay version to Kadár, who was enthusiastic on all counts, and excited about directing the film. Lynas of Toronto was making his acting debut. He was discovered in an anteroom, waiting for his mother who had brought another son to a casting session in a Toronto hotel suite. The casting proved to be inspired as young Jeffrey brought a native innocence and ingenuousness to the role.</span></p>
<p style="text-align: justify"><span lang="EN-CA">Get a copy of this marvelous film and if you were fortunate enough like me to have a grandfather whom you still have cherished memories for, consider yourself lucky.</span></p></span><span lang="EN-CA"><em>Lies My Father Told Me </em>was shot principally on Panet Street in Montreal, about two blocks from where Allan, grew up, and in Mount Royal Park. <p>Here is a press release issued today by the Association of Suburban Mayors, which best describes the situation.</p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"><span lang="EN-US"><font size="3"><span style="font-family: Times New Roman;"><em>On Wednesday January 13th, City of Montreal taxpayers will learn how much the Tremblay administration proposes to increase their property taxes for 2010. At the same time, Montreal Island suburbs will also finally discover the details of proposed increases in their contribution to regional services, increases which will translate into substantial hikes in their residents’ tax bills. Regional spending includes things like police, fire protection, mass transit, water management, and so on. <o:p></o:p></em></span></font></span></p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"><span lang="EN-US"><o:p><span size="3" style="font-family: Times New Roman;"><em>&#0160;</em></span></o:p></span></p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"><span lang="EN-US"><font size="3"><span style="font-family: Times New Roman;"><em>Even at this late hour, Montreal’s suburban “partners” who contribute to these regional costs have been told simply that their contribution will go up by roughly 13%. They are still in the dark about how this number was arrived at. What is clear is that these alarming increases are driven by one thing: runaway spending by the City of Montreal. Since the birth in 2006 of the “Agglomeration Council” where City of Montreal representatives rubber stamp regional spending over the objections of suburban mayors, such costs have ballooned by over three times the rate of inflation. <o:p></o:p></em></span></font></span></p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"><span lang="EN-US"><o:p><span size="3" style="font-family: Times New Roman;"><em>&#0160;</em></span></o:p></span></p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"><span lang="EN-US"><font size="3"><span style="font-family: Times New Roman;"><em>For example, in 2006, fire protection costs according to Montreal’s audited financial statements amounted to $264 million. The 2009 Budget called for fire protection spending of $304 million – a 15% increase. Inflation over the same three year period was only 5%. Mass transit costs were $321 million in 2006, but rose to $371 million in the 2009 budget: a 16% increase. Police costs went from $476 million to $567 million during the same period: a 19% increase. While there were some offsetting new police revenues, costs still rose far more than the rate of inflation. <o:p></o:p></em></span></font></span></p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"><span lang="EN-US"><o:p><span size="3" style="font-family: Times New Roman;"><em>&#0160;</em></span></o:p></span></p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"><span lang="EN-US"><font size="3"><span style="font-family: Times New Roman;"><em>If one removes the costs for arterial roads – which were returned to local municipalities to manage – overall regional spending went from $1,776 million to $2,067 million in three years: a 16.4% increase that is over three times the rate of inflation.<o:p></o:p></em></span></font></span></p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"><span lang="EN-US"><o:p><span size="3" style="font-family: Times New Roman;"><em>&#0160;</em></span></o:p></span></p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"><span lang="EN-US"><font size="3"><span style="font-family: Times New Roman;"><em>“All signs point to a continuation of this penchant for spending increases well over the rate of inflation when <st1:city w:st="on"><st1:place w:st="on">Montreal</st1:place></st1:city> tables its 2010 Budget,” said the president of the Association of Suburban Municipalities, Westmount Mayor Peter F. Trent. <o:p></o:p></em></span></font></span></p>

sudden passing of one my most distinguished constituents in District 2,&#0160; Mayer Schondorf at the age of 81. Born in

death at he hands of the Nazis to educating youngsters about his experience and

<p class="MsoNormal" style="text-align:justify"><em><span style="font-size: 12pt; line-height: 115%; color: black; font-weight: normal; "><span style="font-size: 12px; ">Municipally, Mayer was in touch with me on a regular
basis – by telephone, email and in person. He and his wife Rena took long walks

many of these walks Mayer would contact me to report a problem he spotted, He
and Rena regularly attended my District meetings, which focus on very local
issues. faces Rembrandt Park. We have made many improvements there the last few years,
but a major&#0160; project is planned beginning
next summer which will see us add new tennis courts and remove the basketball
courts. Mayer was very eager to be consulted on this. When we last spoke just a
few weeks ago I promised him that there would be a meeting in the spring.</span></span></span></span></em></p>

<p class="MsoNormal" style="text-align:justify"><em><span style="font-size: 12pt; line-height: 115%; color: black; font-weight: normal; "><span style="font-size: 12px; ">Mayer</span></span></em><em><span lang="EN-US" style="font-size: 12pt; line-height: 115%; color: black; font-weight: normal; "><span style="font-size: 12px; ">’s death is a tremendous loss to the Jewish community and society in
general. He affected so many lives, notably the thousands upon thousands of non-Jewish
students he spoke to over the years. For this is the best vehicle for combating
anti-Semitism. Get to the kids who have never seen or met a Jew. Provide them
with first-hand history. It leaves a tremendous impression upon them. I had the
privilege of watching Mayer work his magic. He was just so good at it because
what he said came from the heart.</span><span style="font-size: 12px; "><o:p></o:p></span></span></em></p>

<p>I had the privilege December 16 of representing the mayor and city council at the annual holiday luncheon of the Côte Saint-Luc Senior Social Club. Past president Eva Silverman, who is full of energy, served as the master of ceremonies and Peggy Pardo on guitar sang some Chanukah favorites.<a href="http://www.mikecohen.ca/.a/6a00e553de2eb58834012876679bae970c-pi" style="FLOAT: right"><img alt="SrsMikeEvaSilvermanAckerman" class="asset asset-image at-xid-6a00e553de2eb58834012876679bae970c " src="http://www.mikecohen.ca/.a/6a00e553de2eb58834012876679bae970c-500wi" style="MARGIN: 0px 0px 5px 5px" /></a> We all enjoyed a delicious kosher lunch of filet of sole, potatoes and latkes. I was asked to light the Chanukah menorah as Al Grosser, a longstanding member of the Senior Men&#39;s Club, recited the Chanukah blessing.Later I had a chance to speak to the audience of about 75 people. I congratulated them for the wonderful activities they organize. In fact, I will be the guest speaker at their meeting of March 17, 2010. Before I left I joined club president Barbara Akerman in presenting the tirelless Eva Silverman with a bouquet of flowers. One final note: at my table was the absolutely incredible Mollie Udashkin. Mollie, the grandmother of our city clerk and director of legal affairs Jonathan Shecter, is 99 years young. She still lives on her own and leads various seniors groups in exercise classes</p></span></span></span><div class="feedflare">

<p style="TEXT-ALIGN: justify">The winner of the 2009 Mayor For a Day essay-writing contest, Rina Dayan, read her winning entry at the meeting. Rina received a book, a copy of which will be placed in the Eleanor London Côte Saint-Luc Public Library. In addition, her school, Yeshiva Yavné received a $100 gift card to buy books for its school library.</p>
<p style="TEXT-ALIGN: justify">During this evening, for the second consecutive year, the association representing public works professionals in Canada awarded Côte Saint-Luc the top prize in its annual National Public Works Week Awards.The Canadian Public Works Association (CPWA) awarded the top prize to Côte Saint-Luc among cities with a population of 75,000 or fewer. The results will be announced formally at the CPWA Luncheon at the American Public Works Association Congress in Columbus, Ohio on September 14.　</p>
<p style="TEXT-ALIGN: justify"><a href="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a75677bc970b-pi" style="FLOAT: left"><img alt="Public Works Week award09" border="0" class="asset asset-image at-xid-6a00e553de2eb588340120a75677bc970b image-full " src="http://www.mikecohen.ca/.a/6a00e553de2eb588340120a75677bc970b-800wi" style="MARGIN: 0px 5px 5px 0px" title="Public Works Week award09" /></a> <br /><br />Public Works Week in Côte Saint-Luc raised $4,000 for the Montreal Children’s Hospital Foundation over the course of several days, from May 19 to 24.&#0160;Staff&#0160;helped raise money&#0160; in different ways, such&#0160;&#0160; as a pie-throwing event. Grade 3 classes from Hebrew Academy toured the Public Works Department facilities and our waste education staff visited École Maimonides to promote waste-free lunches and recycling. The Public Works Carnival closed on Sunday, May 24 with a barbecue, inflatable games for children, wagon rides, household hazardous waste collection and more.</p>
<p>Meanwhile, we also recognized a true hero. 　 On the afternoon of Oct. 18, an elderly driver of a vehicle suffered a medical problem and lost control of his car. The car barreled through two fences and plunged into a half-filled private swimming pool. The man was pulled from the car at the bottom of the pool and successfully resuscitated. At the time he left for the hospital by ambulance, he had regained a pulse and was　 conscious. This miraculous story of survival would not have been possible if not for the rapid intervention of Martin Benko, a 17 year old Côte Saint-Luc resident who was walking his dog when he witnessed the accident. </p>

<p>Martin quickly tied up his dog and jumped into the pool. He broke the rear window of the car which, along with the trunk, was the only part of the car not submerged, and pulled the man out. He dragged the man to the stairs of the pool where, as a trained lifeguard, he assessed that the man had no pulse. Mr. Benko suffered lacerations to his arms during the rescue.　 We publicly saluted him at the meeting as well , with a special plaque.</p></font><div class="feedflare">

<p style="TEXT-ALIGN: justify"><span style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">In Côte Saint-Luc, we have been gearing up for what turned out to be a &quot;brief but magical&quot; moment of glory for more than a year when we first learned of the route. We set up a station at the Côte Saint-Luc Shopping Centre, complete with grandstands and plenty of &#0160;hot chocolate. Well more than 1,000 people turned out, including a few school buses of children. I was there along with Mayor Anthony Housefather and Councillors Glenn J. Nashen, Ruth Kovac, Mitchell Brownstein and Allan J. Levine. D&#39;Arcy McGee Liberal MNA Lawrence Bergman and Mount Royal Liberal MP Irwin Cotler were also in town. Hats off to our Public Security officers and our Volunteer Citizens on Patrol (VCOPS) for their tremendous efforts in crowd control.</span></p>

<p style="TEXT-ALIGN: justify"><span style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">The flame was originally supposed to pass by at 2:07 p.m. On this cold day&#0160; people starting arriving more than an hour in advance. It was a festive atmosphere as everyone waved Canadian flags and other material supplied by sponsors Coca Cola and RBC Royal Bank. Marty Croitoru, a resident of District 2 in CSL, was a member of the Coca Cola&#0160;security team. He has been following&#0160;the flame and will provide us with some details in the weeks to come.</span></p>

Finally, a slew of police cars went by, followed by Coca Cola and&#0160;RBC vechicles. Then came another seemingless endless array&#0160;of police cars. Hampstead&#39;s Robbie&#0160; Laxer, who carried the flame elsewhere&#0160;that day, was in the crowd.&#0160;He shared his torch with all of&#0160;us to hold and take photos. Finally we saw the flame from a distance. It was being carried by Montreal West businessman Gordon Farrell. The security contingent steered Farrell over to us where our Public Safety chief Jordy Reichson snapped a quick photo. It all went by so fast. Farrell was being cheered like a celebrity. What a rush that must of been.</span></p>

<p>Now Lemieux is the president and CEO (North America) of Moov Frozen Fruits. You can find Moov products on the shelves of the two IGA stores in Côte Sant-Luc.</p>
<p>I had the opportunity to sit down with Claude at the downtown offices of Torchia Communications (see photo). One of his partners in this initiative is Petr Svoboda, another former Hab.</p>

<p>Two former teammates of the 1986 Stanley Cup Champions, the Montreal Canadiens, have joined forces with two local entrepreneurs to form a new corporate team and on a different frozen medium with MOOV Frozen Foods Inc., an exciting business venture in high-end frozen fruits and vegetables.&#0160; They have come a long way from their humble beginnings as teenagers just drafted into the super competitive NHL.</p>
<p>Claude Lemieux, Petr Svoboda, Montreal businessmen Platon Gavrielatos and Steve Zervoudakis are now partners in the new Canadian company that packages, markets and distributes frozen fruit under the MOOV™ label.&#0160; The product line is already available in IGA supermarkets in Quebec and negotiations are currently under way with other major chains across Canada. Lemieux is CEO of North America, Svoboda is CEO of Europe with Gavrielatos Chairman and CEO of MOOV Frozen Foods Inc. and Steve Zervoudakis as Executive Partner, Operations. Moov Frozen Foods Inc. is a 100% Canadian company that will serve both domestic and international markets.<br />&#0160;<br />Lemieux, a Buckingham, Québec native, 44, is only one of four NHL players who have won four Stanley Cups with three different teams.&#0160; He accomplished this over a 20-year NHL career.&#0160; Last year, Lemieux gained many admirers when, after a five season hiatus, he tried out for and was signed by the San Jose Sharks at age 43.&#0160; <br /><br />&#0160;“My comeback to the NHL would not have been possible without a strong regimen of physical exercise, hard work and proper nutrition – that is why as a professional athlete and father of four I am invested in the high quality MOOV™&#0160;&#0160; has to offer,” he said at press conference today. <br /><br />Lemieux has shown his consistent love of competition and skating as seen by his involvement in the CBC TV program, Battle of the Blades, where he and partner Shae-Lynn Bourne, World Champion of Ice Dancing in 2003 and Olympic competitor, were one of two pairs to reach the finals in this nationally telecast series.&#0160; <br /><br />“Battle of the Blades was a great experience and it showed millions of Canadians how important it is to be your best. I believe that Moov quality fruits are is part of a healthy lifestyle and presents itself as a winning opportunity, one that is a solid investment in my post-hockey career,“ said Lemieux.<br /><br />Svoboda, 43, is currently a Montreal-based agent for NHL players with Sportrust International Inc. He was the first Czech to play more than 1,000 NHL games with Montreal, Buffalo, Philadelphia and Tampa Bay. <br />Petr is also a father of two and someone committed to healthy living.&#0160; Like Claude, he sees Moov as a brand that can make eating right easier for Canadians.&#0160; He is also eager to introduce the brand to his native Czech Republic.<br />&#0160;<br />“I can see Europe opening up to us with a product line like this, to become yet another successful Canadian export across the Atlantic. Platon is a forerunner in this field bringing experience and expertise to the mix, as well as his long standing relationships with some of the best growers in the world.
