            <description>How should the EU’s policies be evaluated? Using the case of EU Cohesion Policy, Julian Hörner and Paul Stephenson outline some of the main theoretical principles that underline EU policy evaluation. They write that positivist approaches and quantitative research methods tend to be dominant, in part due to the pressures on European institutions to demonstrate the added-value of policies. Despite this, there may be benefits to adopting more interpretative and qualitative approaches, even if these are more difficult to administer.</description>

            <description>With growing recognition of the links between high transport costs and poverty, there has been an increasing interest in undertaking detailed evaluations of the impact of public investment in rural roads. This begs the question: how do we identify what kind of public spending, including aid-for-trade (AfT), is most effective in reducing poverty and generating equitable agricultural growth? Despite the large amounts spent on rural roads, there is remarkably little formal evidence on their benefits to households or to enterprises. What has been lacking is a general methodology, using micro-data, to estimate these gains. This Background Note provides suggestions on what state-of-the-art AfT impact evaluations could look like, and why they should be part of a project’s design from the outset in order to improve policy conducive to achieving the MDGs.</description>

            <description>The United States Agency for International Development (USAID) identified the futility of the outcome indicator tracking strategy some years ago and, consequently, abandoned it. USAID also came  to the realisation that there was no evidence-base established on what works and what does not in programming after all the billions that it spent and seems to regret not having supported the rigorous evaluation of key interventions.)  To what extent have the other donor agencies recognised the fallibility of outcome indicator tracking?  Sadly, there is plenty of evidence to suggest that many are still operating in this outdated paradigm.</description>
