Yes, a reservation is a heavy-handed approach for empowering women. As Lau Prasad correctly said “  ”In the name of reservation, prominent (political) leaders’ (parliamentary) chances will be spoiled.” Imagine if we in Sri Lanka had a reservation for women, many more women would have worked their way for a nomination and UPFA will be forced to give places to Mrs. Ashoka Lankatilake, a third term provincial councilor and five other women in a list of  20 candidates for the district of Colombo. The UPFA leaders will have to consider leaving out some of the big spenders like Duminda Silva and others.

However, as Sonia Gandhi correctly pointed out, vested interests are too powerful and women will never get a chance  if we as a society do not approve a reservation. What is more important? The political career of a few, or true democracy through opportunity of representation for half the population?

Seven Samajwadi, RJD and Janata Dal (U) members were physically evicted from the RS when they obstructed the debate on the bill. In the process, the Congress also alienated an ally, Mamata Banerjee of the Trinamool Congress, who didn’t want to be seen on the same side as the Left in backing the bill.

The final vote showed 186 votes in favour of the bill and one against in a 245-member house with an effective strength of 233. Two MPs of the Trinamool Congress and the Bahujan Samaj Party abstained from voting.

Mrs. Gandhi took a risk by alienting them minority parties because their support is needed to pass the budget.

It was significant that Ms. Shanthini Konegahage is currently on the nomination list for the Kandy district for the parliamentary election to be held on April 8^th ,and several of members of the Srama Shakthi participating in the event are planning to submit nominations from their recpective urban/municipal council or pradesheeya sabha.

Prof Kamala Liyanage gave a comprehensive account of where women are today in terms of social, economic and political empowerment. Mrs. Ranaraja reminisced about her entry into the politic and encouraged the younger women. Mrs. Ayesha Wijeratne talked about women making their mark as volunteers in service organizations such as the Rotarians. Dr. Sujata Gamage stressed the importance of political power and the relevance of quotas to remove entrenched socail barriers. She also noted that India already has a reservation of 33% of the seats in the Panchayatts for women and that a historic bill to extend the same reservation for the election of members to the parliament was being debated on this vry same 100^th International women’s day

Srama Shakthi,  a grassroots women’s organization headed by Shanthin Konegahage, councilor for the Western Province from the United National Party, and the Campaign for Political Representation for Women (CPRW) held  a public meeting in Kandy to celebrate the 100^th International women’s day. Professor Kamala Liyanageof University of Persdeniya, Mrs.  Chandra Ranaraja, former mayor of Kandy, Dr. Sujata Gamage, Coordinator, CPRW, and Mrs. Ayesha Wijeratne, President of the Kandy Rotary Club were the special guests.

If passed, the women’s reservation bill in India will be one of the biggest social experiments but probably less so than the introduction of reservations in to the panchayatt system.  Reservation of seats have been successfully used at the Panchayatt or village council level to increase the participation of women to more than one third.  By all accounts performance of Pachayattes have improved and there has been no major upheaval in the social fabric of rural India.

Of the 3 women nominated, Anjan Umma (JHU) and was a members in the dissolved parliament and Mrs. Fernadpulle is the widow of a late minister. The interesting new face is that of Kokila Gunawardena, a current provincial council member. Kokila has been a strong supporter of women’s representation and the values we expect in our representatives. We wish her well.

Women  representating   many political parties  came to together co- ordinate by the women and Media  Collective with one voice to increasing the number of women representation at local, provincial and national levels and have to at least two women from each district in any political party’s nomination for the April 8 Parliamentary elections.

About 18 womens   organization in the country from even the North and East came under one banner yesterday at Hotel Renuka, to Voice out that there must be more women actively involved in political and nominated for elections.

Western provincial Councilor, Ashoka Lankathilake said that there were 52 per cent   of women in the country and 56 per cent voters. She requested all parties to give nominations to more women, who are successful in many spheres and with a proven track record. She said: Give at least one preferential vote for woman.

Shanthi  Sachithianandan  leader of  the newly  formed  People’s Rights Party  (formed in North East ), said that women are in the fore front  of community work , and 56 per cent graduates who pass out from universities are women. She said: They should be in the political scene and I humbly appeal to change the political culture in this country and bring in women who have worked for the party and not parachutists.

Rosy Senanayake (Leader of the Opposition, Western Provincial councilor), too request at least one preferential vote for women and for two women to contest from each district from a party.

Shanthini Kongahage of the Central Provincial Council echoed the same sentiments and wanted more women to be represented from Pradeshiya Sabha level.

It was revealed that only six per cent of women are in Parliament compared to 94 per cent of men, while at Provincial level, only two per cent was women compared to 98 per cent men.

Among the other who spoke were Upulangani Malagamuwa from Kurunegal , Chandrika de Soyza from Maharagama Municipal Council and Selma Hansa  representating the Sri Lanka Muslim  Congress.

Viola Perera was the moderator, while Kumuduni Samual  (Joint Director, Women and women and Media Collective) gave the introductory speech.

සමාජමය ආකල්ප හා මතවාද ගත් කල බොහෝ මුස්ලිම් කාන්තාවෝ ජිවත් වන්නේ ඔවුන්ටම ආවෙිනිකවු රාමුවක් ඇතුලතය. නෛතික වශයෙන්ද ඔවුහූ සුවිශේෂ වූ කණ්ඩායමකි. එහෙත් එම ආකල්ප හා මතවාද පසක තබා ‘දේශපාලනයේ කාන්තා නියෝජනය’ උදෙසා අනිත් කාන්තාවන් සමග හරි හරියට  වැඩ කිරීමට මුස්ලිම් කාන්තාවෝ සූදානම් බව පසු ගිය නොවැම්බර් 18 වෙනිදා සජිවීව අපට දැක ගත හැකි වුයේ මැද කොළඹ ආසනයේ කොම්පඤ්ඤ වීදිය  ප‍්‍රදේශයේ  පැවැති ‘දේශපාලනයේ කාන්තා නියෝජනය’ 8 වන වැඩසටහනේදීය. එහිදී මැද කොළඹ මුස්ලිම් හා සිංහල   කාන්තාවෝ කැපවිමෙන් හා උනන්දුවෙන් වැඩසටහනේ සාර්ථක්තවය උදෙසා එකමුතුව කටයුතු කළහ.

කාන්තා නියෝජනයේ 25% කෝටාව සම්බන්ධව  එම ප‍්‍රදේශයේ මුස්ලිම් මෙන්ම සිංහල  ජනතාව ද දැනුවත් කිරිමත්  බලධාරින් වෙත ඉදිරිපත් කිරිමට අපේක්‍ෂිත පෙත්සමට අවශ්‍ය අත්සන් ලබා ගැනිමත් මෙහිදි සිදු වු අතර මෙම ස්ථානයේ්දි රටේ විවිධ ප‍්‍රදේශයන්ගෙන් බස් රථ වලින් පැමිණි ජනතාව අත්සන් ලබා දිමෙන් දැක්වු  සහයෝගය ද විශේෂයේන් සදහන් කල යුතුය.

මධ්‍යම පළාත් සභා මන්ති‍්‍රනි ශාන්තිනි කෝන්ගහගේ හා මහරගම නගර සභා මන්ති‍්‍රනි චන්දාිකා ද සොයිසා  යන මහත්මින්ගේ සහයෝගය ඇතුව එෆ් මුසාමිල් මහත්මිය සමග දේශපාලනයේ කාන්තා නියෝජනය සදහා වු ව්‍යාපාරයේ  සංවිධානයෙන්  මෙම කි‍්‍රයාවලිය සර්ථකව කර ගැනිමට හැකි  විය.

24-year rule by mother-daughter duo

According to the Gender Gap Report Sri Lanka ranks highest in the region for women’s political empowerment. This conclusion is a shock to those of us concerned with low representation of women in government with only 2% in local government, 4% in provincial councils and 6% in parliament. A closer look at the numbers shows what happened.

We are ranked no. 122 for women in parliament and no. 122 for women in ministerial position, but we are ranked No. 1 for years with a woman as head of state thanks to mother -daughter duo from the Bandaranayake dynasty.

In the final analysis we show up at a deceptive average rankng of 6 for having two women who as heads of state while in the average for representation at all levels of government is 2 women for every 100 men!!

With all due credit to the two women heads of state, empowerment of two Bandaranyakes does not in any way reflect the political empowerment of women in Sri Lanka.
