I may never be as smart as Soros, but a poor Kyoto monk like me knows that the world is not a zero-sum game. China, India or Asia's rise need not spell the demise of the West or United States or Japan, or of any continent for that matter. One simply has to look back in history when China and India peacefully coexisted with the world — before the coming of the European colonial powers, which resulted in plundering and suffering. &lt;br /&gt; Happy are those who find satisfaction from within, for they can truly live without. For all of Soros' erudition, I would be reluctant to trust his agenda on world reserve currency because of the havoc he wrought on people with his high-stakes game of currency speculation. In the end, he will be consumed by his own greed. A great sage from the West once said, "What does it profit a man if he gains the whole world only to lose his soul?"

Regrettably, the central government has been slow to respond to the third set of recommendations, which called for, among other things, abolishing or relaxing 104 standards the central government has imposed on local governments with regard to services for residents. It should act quickly on both sets of recommendations.  &lt;br /&gt; Among short-term measures, the panel in its final report calls for raising the ratio of revenue from five major national taxes — including income, corporate and consumption taxes — that is allocated to local governments as grants in aid. At present, the ratio is about 30 percent. For the past 10 years, the grants have had to be beefed up with additional money from the nation's general account budget and with bonds floated by local governments. The central government should try to cope with a possible decline in the amount of money available to it by transferring more administrative functions to local governments and abolishing regional bureaus of government ministries.

They have been suffering from U.S. military aircraft noise night and day and, at times, from crimes committed by soldiers stationed there. They have appealed to the U.S. and Japanese governments to reduce the military presence, but the U.S. government does not seem to have much interest in listening to what people in Okinawa have to say. &lt;br /&gt;    There are a number of reasons why the United States wants so many military facilities in the Far East, including the fact that China these days is building up its military forces more than ever. The U.S. wants to show its potential military power in Asia. Another reason is that the military-industrial complex has played an important role in maintaining the smooth functioning of the U.S. economy since the end of World War II.

To say that a man once read government-authorized English textbooks aloud 100 times and then got a 650 on the TOEFL test only proves some of the fatal flaws of the Japanese education system. Rote learning and memorization are not an effective way to learn a language. Moreover, scoring high on a language exam such as the TOEFL or TOEIC is by no means an effective measure of foreign language ability or communication skills. &lt;br /&gt;    Many Japanese people I work with are very intelligent and have studied English for many years in the Japanese education system and have achieved very high scores on the TOEFL and TOEIC tests. Yet, many of these people lack the basic listening and comprehensive skills as well as the ability to form simple spoken sentences. Unfortunately, many teachers and education institutions still believe that learning more words and grammar points from textbooks and scoring high on language tests will lead to effective communication in English. However, I think most people would agree that the system is not working and is failing the people of Japan.

But do we really need yet another high-level global talk-fest? &lt;br /&gt; In July we had the Group of Eight annual summit meeting of leaders from the world's allegedly main industrial nations. In September we had the Pittsburgh summit meeting of G20 national leaders to talk about finance, and an Istanbul meeting of G7 finance ministers also to talk about finance. This coincided with the U.N. General Assembly opening, which also demanded the presence of national leaders.

How much money are these flights losing? Why not shut them down next month? Why spend good money after bad? &lt;br /&gt;    If a door is left open in my house and I'm paying to heat the great outdoors in winter, I don't wait until spring to shut the door! Neither do I hope that the door shuts by itself! Isn't the first rule for a business that is losing money to identify what parts are not paying their way, and then either manage them so they do pay or shut them down so they don't continue to drain the entire business of needed capital?

It was in 1949 that Yoneko's mother, Yoshi, and her sister, Nami, first opened eight small rooms to traveling salesmen and to groups of children on school trips. Although very successful for decades, by the early 1980s, due to the construction of inexpensive Western-style business hotels, Sawanoya's tatami-mat rooms were empty on most nights. Isao and Yoneko saved their ryokan by welcoming foreign travelers and offering them a truly Japanese hotel experience. Since 1982, they have laid out futons for more than 140,000 tourists from around 100 countries. They have helped make the dream of every traveler come true: a comfy, clean and friendly place to stay — at rock-bottom prices. There is no place like home, but Sawanoya comes pretty close. &lt;br /&gt; It's easy to fall in love with someone your whole family despises. Yoneko: Why did we fall in love? Because our families didn't want us to!

There are three locations in Tokyo — Ginza Mitsukoshi, Isetan in Shinjuku, and Shibuya Parco (pictured) — as well an outlet each in Osaka, Fukuoka and Nagoya. Designer Rei Kawakubo plans to keep the line going for "about 18 months" from June, which is likely the time frame she estimates the economic crisis will continue for.

Article 1 of that document says, "The Emperor shall be the symbol of the State and of the unity of the people, deriving his position from the will of the people with whom resides sovereign power."

I have yet to figure out why so many non-Japanese males feel the need to inflate their ego this way. Most of the ones I have met who make such comments have no male Japanese friends. &lt;br /&gt;    It seems to me that the issue of declining rates of childbirth is mostly due to social circumstances such as lack of child care, a stagnant economy, etc. It seems to me that Japanese males are more than willing to "step up to the plate."

League for financial assistance following the Kyushu club's recent relegation to the second division, Oita said Wednesday. &lt;br /&gt; Oita plans to borrow from a special J. League fund set up for clubs in financial difficulties, making it the first team from the top flight to be bailed out of trouble. Oita did not divulge the amount but it is thought to be in the region of ¥200 million.
