Recently, the *DARES* group of emergency communications from Netherland, reported to the R1 IARU, their participation in the army exercise *Civil Challenge*.

The exercise was realized in collaboration with the *Dutch Army*, from June 22 through June 24, 2010.

One purpose of the exercise was the establishment of e-mail communication Link, between the location of the Army in *Vught* and *Budel* utilizing the *Winlink Network*; there also were used *LAN-Networks* with tactical e-mail addresses.

In *Vught* the communications were coordinated by Hans PA3GJM, Aad PE1RCA; and in *Budel* by Christ PA7RHM, Roel PE2CVF, Luis PE1RNT, Leo PA0LSK.

Also during the exercise, were organized three *Master Classes*; about the operation and use of the *VHF/UHF Winlink System*.

The *DARES* conclude that during the three days of the exercise, they were able to provide a robust and functional e-mail system.

HAMNET, the National Emergency Communications division of the South African Radio League (SARL) reported:

During October 2009, HAMNET was approached by the Johannesburg Disaster Management to become part of the communications team preparing for the soccer World Cup as well as the Ekurhuleni Metropolitan Municipality that covers the East Rand area. One must remember that Gauteng South has three major Metropolitan Areas namely Johannesburg itself, Ekurhuleni that covers the East Rand From basically Bedford View to Springs in the far east rand and Mogale Metropolitan Area that covers the West Rand.

The Johannesburg communications team comprised people from all walks of life and included at least 3 communications specialists to assist with the establishment of the network to cover events during the SWC.

However, prior to that, during a Disaster Management Forum meeting held in August 2009, we had guest speakers from various organisations elaborating on their involvement, approach to and planning of various scenarios that may occur before and during the SWC.

These were representatives from S.A. Police Services, The Civil Aviation Authority, Health Departments, Emergency Medical Services, Provincial Directors, Traffic authorities and so the list goes on. No stone leading up to the event was left unturned, inspected, discussed and replaced with a plan of action.

Hamnet’s final involvement began fairly late in the run up to the event – around March 2010, three months before the opening ceremony. This was due to the Joint Communications Committee in their planning realising that they had to plan for the eventuality of there being a total blackout of all types and forms of communication.

1) All normal forms of communications are lost and our brief would then be to restore communications by utilizing amateur radio frequencies or any other appropriate frequency with Hamnet members seconded to the emergency services at key points.

2) A disaster occurs in an area where normal communications is nonexistent and Hamnet would have to set up a radio link between the incident and the controlling authority.

The JCC building did have its own power supply generator should general power fail – and so did all the soccer stadiums around the country!

We were invited to attend meetings within the building allocated as the Joint Communication Centre which in itself immediately presented some problems. The building was a classic example of a Faraday Cage with result communications from the control desk on the 3rd floor on 2 metres to a repeater on the roof, another 8 floors higher, was impossible.

We then looked at running a cross band set-up by utilizing 70cm from the control room to a repeater on the roof and then out on 2 metres. This worked well as the JCC was within simplex reach of both the stadia – Ellis Park and the main arena, Soccer City – and many of the other venues due to the height of the antenna!

Our next objective was to obtain a list of all the Fan Fest Parks, Team Locations (Hotels etc.), Training Venues, Township TV facilities, Park and Ride facilities, Bus Routes, Park and Walk facilities, and finally, the Road Closure list on days of games at the two venue’s.

Once this was done, we then drew up a list of all the volunteers in the Gauteng South Region – looking particularly at those with mobiles and 2 m facilities. The authorities at this point also invited us for a photographic session so we could be issued with EMS (Emergency Management Service) volunteer cards with our speciality embedded in the card. All the volunteers were briefed on their roles via meetings and on an individual basis prior to the start of the event!

The South African Police Service then required a complete list of all the volunteers including their types and makes of vehicles, registration numbers, name of driver, ID number colour of the vehicle etc. All this was done within a deadline of completion being one month prior to the opening ceremony. This was for accreditation purposes.

The Accreditation Routine was extremely strict – and so was security. Should there be an incident and a volunteer was required to do duty, that person first had to obtain a security clearance or accreditation certificate, attend to his call out and then must return the certificate from the issuing point after the incident is over!

We then ran into a problem regarding the equipment required for the ops room. Some new equipment including a suitable Flight Case had to be urgently obtained from suppliers locally and from Japan. We were also donated a good working 2nd hand laptop as this was going to be built into the Flight case for Internet and APRS usage if required.

Although the emergency unit (kit) was ready approximately one week into the month long event, we decided in consultation with the JCC committee that we will remain on stand by and should it be necessary to install the emergency kit into the ops room, this could be accomplished in a very short period of time! The committee were happy that Hamnet was in place and that all the volunteers were on stand by if required. We also needed permission to possibly drill holes into the wall on the roof to mount the antenna.

This was ruled out and an alternative arrangement was prepared whereby the antenna was mounted on a footplate that was held down by concrete slabs to prevent the wind blowing down the mast. Fortunately, to erect this was never required – but it was in place!

This arrangement remained in place for the full duration of the games – locally and in other centres – as all games were displayed on Fan Park TV screens where anything could go wrong.

This takes care of Gauteng South Province.

In all the other cities/venues like Cape Town, Bloemfontein, Port Elizabeth, Durban, Rustenburg, Polokwane, Pretoria and Nelspruit, the arrangements for the volunteers was not that elaborate as in Gauteng. Each town or city had at lest 3 people who were on standby and in communication with their local Disaster Management and SAPS members should they be required tor duty.

We know that Bloemfontein, Cape Town and Durban also had special facilities within their Disaster Management ops rooms for communication to any volunteers in their vehicles as well as being able to communicate directly with the main Hamnet station in Johannesburg via HF, Echolink or Skype through the Internet.

In all, it turned out to be an excellent operation in preparing for something that my or may not happen. Gauteng South benefitted by way of now having 2 emergency kits available and Cape Town will benefit from taking over one of the rigs for use in their ops room.

Gauteng disaster Management with its ops room in Midrand, were never part of the Gauteng South plan but they were on stand by for the whole period of the cup event.

In total, for our area only, the number of amateur radio operators that took part – Hamnet and non Hamnet volunteers, totalled around 65 people.

We also wish to thank the authorities for allowing us to form part of and be on stand-by during this whole operation and sincerely hope this will benefit closer cooperation between Hamnet and local authorities in the future!

Informe de HAMNET, División Nacional de Comunicación de Emergencia de la Liga Sud Africana de Radio Aficionados (SARL).

Durante Octubre de 2009, el Departamento de Gestión de Desastres de Johannesburgo contacto con HAMNET para que formase parte del equipo de comunicaciones que se estaba preparando para la Copa del Mundo, así como por la Municipalidad Metropolitana de Ekurhuleni, que cubre el Área de East Rand. Hay que señalar que la Región de Gauteng South se divide en tres grandes áreas metropolitanas; la propia Johannesburgo, Ekurhuleni, que cubre el East Rand básicamente, desde Bedford View hasta Spring, en la zona oriental y el Área Metropolitana de Mogale, en la zona occidental.

El equipo de comunicaciones de Johannesburgo se formo con colaboradores de diversas procedencias, incluyendo al menos tres especialistas en comunicaciones, para apoyar las tareas de establecimiento de la red que cubriría los distintos eventos durante la Copa del Mundo.

Anteriormente, durante el Foro sobre Gestión de Desastres celebrado en Agosto de 2009, portavoces de varias organizaciones ya explicaron su implicación, sus aproximaciones y la planificación sobre los distintos escenarios susceptibles de ocurrir antes y durante la Copa del Mundo. Se conto con representantes de los Servicios de Policía de Sudáfrica, la Autoridad de Aviación Civil, Departamentos de Sanidad, Servicios de Emergencia Médicos, Directores Provicinciales y Autoridades de Trafico, entre otros. No se dejo ningún problema por analizar, inspeccionar, discutir y gestionar a través de planes de acción.

La participación de HAMNET se empezó a materializar en la fase final de la planificación, en torno a Marzo de 2010, tres meses antes de la ceremonia inaugural. El punto de inflexión fue la planificación realizada por el Comité Conjunto de Comunicaciones, en la que se considero la posible eventualidad de un fallo generalizado de todos los sistemas de comunicaciones:

1. Se pierden todos los canales normales de comunicación y los mismos se restablecen utilizando frecuencias de radioaficionados o cualquier otra frecuencia apropiada que los miembros de HAMNET utilizasen con los servicios de emergencia en puntos clave.

2. Se produce un desastre en una zona en la que no existen los sistemas de comunicación habituales y HAMNET establece enlaces entre la zona del incidente y las Autoridades gestoras de la emergencia.

El propio Comité Conjunto de Comunicaciones (JCC) disponía de su grupo electrógeno, así como todos los estadios de futbol del país.

Se invito a HAMNET a asistir a las reuniones celebradas en el edificio en el que se estableció el Comité Conjunto de Comunicaciones, edificio en el que inmediatamente se detectaron algunos problemas. El edificio era un ejemplo clásico de jaula de Faraday, resultando que las comunicaciones entre la mesa de control en la tercera planta con un repetidor de 2 metros ubicado en el tejado, ocho plantas más arriba, eran imposibles.

HAMNET instalo un repetidor en banda cruzada, utilizando la banda de 70 cm para enlazar con el repetidor de 2 metros instalado en el tejado. EL resultado fue completamente satisfactorio, ya que gracias a la altura de instalación de la antena del repetidor se consiguieron enlaces entre el JCC y los dos estadios (Ellis Park y Soccer City) y otros muchos emplazamientos.

El siguiente objetivo fue elaborar una lista de todos los parques de concentración de aficionados, las ubicaciones de los equipos participantes (hoteles, etc.), instalaciones de entrenamiento, estaciones de TV, aparcamientos Park and Ride, rutas de autobús, aparcamientos Park and Walk y finalmente, el listado de cortes previstos de carreteras en los dos emplazamientos.

Una vez realizada esta tarea, se elaboro un listado de voluntarios disponibles en la Región de Gauteng South, localizando especialmente a los que disponían de estaciones móviles y de 2 metros. En este punto, las Autoridades también invitaron a HAMNET a participar en una sesión fotográfica poder facilitar a sus miembros una tarjeta identificativa de voluntario EMS (Servicio de Gestión de Emergencias), con su especialidad impresa en la propia tarjeta. Se realizaron reuniones informativas con todos los voluntarios y también a título individual, de forma previa al comienzo del evento.

El Servicio de Policía de Sudáfrica requirió un listado completo de todos los voluntarios, incluyendo la marca y modelo de sus vehículos, número de registro, nombre de los conductores, números identificativos, colores de los vehículos, etc. Todos estos datos, necesarios para la acreditación de los voluntarios, debieron recopilarse, teniendo como horizonte un mes antes de la ceremonia inaugural.

Tanto las rutinas de acreditación como la propia seguridad fueron extremadamente estrictas. En caso que requiriesen los servicios de un voluntario durante un incidente, en primer lugar este debía obtener una garantía de seguridad o un certificado acreditativo, prestar el servicio y al finalizarlo devolver dicho certificado a la autoridad que lo había expedido.

HAMNET también gestiono los problemas relacionados con el equipamiento necesario para la sala de operaciones. Fue necesario obtener de forma urgente nuevos equipos, incluyendo una maleta robusta, tanto de proveedores locales como de Japón. También se dono a HAMNET un ordenador portátil de segunda mano en buen estado, que se instalaría en la maleta robusta para su utilización con Internet y APRS en caso necesario.

Este Kit de emergencia ya estaba listo una semana antes del evento y se consulto con el Comité de Comunicaciones Conjunto la posibilidad de tenerlo además disponible en caso de que fuese necesario utilizarlo en la propia sala de operaciones en forma urgente. El Comité expreso su satisfacción tanto por la preparación de HAMNET como por el hecho de que todos los voluntarios ya estuviesen preparados para ser avisados si fuese necesario.

También se consiguieron los permisos necesarios para la eventualidad de tener que taladrar paredes y techos para instalar una nueva antena en el edificio. Se realizo además la preinstalación de una base en hormigón para soportar el mástil y que llegado el caso este soportase adecuadamente la carga del viento. Afortunadamente, no se dio el caso de tener que instalar esta segunda antena, aunque todo se dejo preparado.

Estas instalaciones se mantuvieron durante todo el campeonato, localmente y en otros centros como los parques de concentración de aficionados, que contaban con pantallas de TV gigantes, en los que podía suceder cualquier incidente.

Hasta aquí todo lo acontecido en la Provincia de Gauteng South.

En todas las demás ciudades y emplazamientos como Cape Town, Bloemfontein, Port Elizabeth, Durban, Rustenburg, Polokwane, Pretoria y Nelspruit, la organización de los voluntarios no fue tan compleja como en Gauteng. Cada pueblo o ciudad tenía al menos a tres personas preparadas para intervenir y en comunicación constante con su centro local de gestión de desastres y el Servicio de Policía.

En Bloemfontein, Cape Town y Durban también se reservaron equipos en las salas de operaciones para la gestión de desastres, con el objetivo de establecer comunicaciones tanto con los voluntarios en sus vehículos como con la estación principal de HAMNET en Johannesburgo, vía HF, o Echolink o Skype a través de Internet.

En general, se trato de una operación excelente de preparación ante algo que podía o no suceder. La Región de Gauteng South se ha beneficiado al disponer actualmente de dos nuevos Kits de emergencias y Cape Town se beneficiara cuando se traslade allí uno de los equipos de radio para su sala de operaciones.

La oficina de Desastres de Gauteng, con su sala de operaciones en Midrand, no formo parte del plan de Gauteng South, pero se mantuvo en alerta durante todo el campeonato.

En total, solamente en el área de Gauteng South, el número de operadores radioaficionados participantes (voluntarios de HAMNET o no) fue de en torno de 65.

HAMNET quiere mostrar su agradecimiento a las Autoridades por contar con su apoyo y permitir su integración en los planes y sinceramente desea que sirva como ejemplo para seguir estrechando los lazos de cooperación entre HAMNET y las autoridades locales en el futuro.

In cooperation with the *National Hurricane Center* in Miami, Florida, and * WX4NHC*, we are asking for your assistance in the *2010 Hurricane Season*.

The most important role amateur radio plays in hurricanes is to gather and relay information to the *National Hurricane Center* through *WX4NHC*.

While there are mechanisms to do this, we are always looking for more assistance in this vital job. You could be the only station in the impacted area and your Eye Witness Reports or measured data, if you have a weather station, could be critical to the forecasters. You could be the only station hearing some other ham calling with a report or needing assistance in a dangerous situation they are in. Also, you could play the important role in translating a Ham’s report into a language that we understand. So as you can see, everyone has a part they can play.

*WX4NHC* on 14.325 MHz is a frequency that you should always monitor during a hurricane. More information can be found at www.wx4nhc.org

This frequency is maintained for hurricanes by the Hurricane Watch Net www.hwn.org

*The VoIP Hurricane Net* utilizes *Echolink* and *IRLP* to link stations together over the internet. When HF propagation is not good, sometimes this is the only way information reaches *WX4NHC*. EchoLink Conference Room is WX-Talk (Node 7203) and IRLP Node is 9219.
