PARS emergency communications organiser Asad Marwat AP2AUM said food and non-food items have been provided to around 1,000 families in the Charsadda and Nowshera areas.

He said that a medical camp was also established which treated almost 700 patients mainly suffering from Skin and Gastro diseases.

The United Nations estimates 20 million have been affected across Pakistan by the flood disaster and 1600 lives lost.

Asad AP2AUM said that the area is not covered under the 2-metre repeater footprint so communications have been restriction to simplex operation within the group.

He said that about 30 hams are providing help to those who have fled the flooded areas.

Additionally hand-held radios and cross band repeaters and antennas have been offered from Turkey. Once they arrive, said Asad AP2AUM, the relief operation can be successfully expanded into Inner Punjab Province.

PARS continues working in collaboration with Islamabad Jeep Club members with their 4WD sport utility vehicles delivering essential relief supplies, with medical help being provided by the Pakistan Academy of Family Physicians.

Introduccion

El suscrito fue designado como Coordinador de Emergencias de Emergencias de IARU-R2 del Área D (ECAG), por el Comité Ejecutivo el 29 de Marzo del 2009. A partir de esa fecha se estableció contacto con las Sociedades Miembros (SM) del Área, a fin de establecer inicialmente una comunicación permanente, que nos permitiera más adelante la coordinación de actividades de comunicación en emergencias, utilizando como patrón el material de capacitación que se ha editado por medio de la IARU R1, y que ha servido como base en los ejercicios GlobalSET, realizados hasta la fecha. Esta coordinación se ha dificultado realizarla con los países que conforman nuestra área por diversas razones, especialmente aquellas de carácter interno de las SM; que nos han limitado la disponibilidad de tiempo, al darle prioridad a situaciones como por ejemplo: ausentismo de los radio aficionados, poco aumento de nuestras membrecías, merma en la situación económica, etc., etc. Sin embargo se ha logrado mantener el contacto necesario con dichas SM, y su respuesta ha sido muy positiva, principalmente en la participación de los ejercicios GLobalSET.

Actividades Realizadas

1. Cada SM del Área, se encuentra afiliada a la Organización Estatal de Emergencia de su respectivo país; de la cual forman parte importante en la prevención y respuesta en emergencias causadas por desastres naturales. En el caso particular del suscrito, actúa como delegado ante la COORDINADORA NACIONAL PARA LA REDUCCION DE DESASTRES, CONRED –de Guatemala-; la cual está integrada por 36 instituciones tanto del Gobierno como privadas. Además este año como ECAG de IARU R2, iniciamos el acercamiento y contacto con el Centro de Coordinación para la Prevención de los Desastres Naturales en América Central (CEPREDENAC); que es una institución especializada en materia de prevención, mitigación, preparación y respuesta a la ocurrencia de los desastres naturales, con representantes de los países Centroamericanos.

2. Se apoyo la realización del Ejercicio GlobalSET, auspiciado por la IARU R1, el 18 de Abril del 2009; en el cual se logro que por medio del Club de Radioaficionados de Guatemala (CRAG), participara la Estación TG0AA, como HQ para dicho ejercicio. Se logro una nutrida participación de radioaficionados del área.

3. Así mismo el 14 de Noviembre del 2009 se realizo el segundo Ejercicio GlobalSET, de ese año; habiendo apoyado en su difusión a todas las SM del área; participo la estación YS1YS del CRAS de EL Salvador como HQ-R2. Al igual que el evento anterior, participaron varios radioaficionados del área.

4. Finalmente el 15 de Mayo del corriente año, se celebro nuevamente el primer Ejercicio GlobalSET del año 2010, patrocinado por IARU R1, en el cual participamos ya con alguna experiencia de los ejercicios anteriores, y nos permitió detectar algunos aspectos importantes, tales como:

a. Cierto grado de resistencia de algunos radioaficionados, a la modalidad de la conformación del envío de los mensajes codificados.

b. Alguna dificultad a adaptarse al uso de las frecuencias +/- de CoA.

c. Las condiciones de propagación son muy heterogéneas en el medio, lo cual ocasionó en muchos casos, la frustración por no establecer los contactos respectivos con las estaciones HQ.

d. Se debe seguir ejercitando estas comunicaciones de emergencia, partiendo de una primera experiencia a nivel local y regional, haciendo énfasis en el uso de las normas y recomendaciones de IARU.

5. Al final del mes de Mayo y principio de Junio en Guatemala, tuvimos la erupción del Volcán Pacaya, y la presencia de la Tormenta Tropical AGATHA, ambos fenómenos naturales, ocasionaron daños severos a la mayor parte del país; inmediatamente se acciono la Red de Emergencia del CRAG, con la estación TG0AA como HQ; lo cual permitió corroborar el sentido de solidaridad y participación de la familia de radioaficionados, no solo del CRAG, sino también independientes. Además por vez, participaron colegas once metristas, licenciados para operar en los segmentos nuestros, lo cual permitió abarcar una mayor cobertura geográfica. Consideramos que el sector de la banda de once metros, es una alternativa a visualizar para los futuros colegas radioaficionados.

6. Para concluir este informe, cabe señalar que el 28 de Abril del 2009, tuvimos la grata presencia en Guatemala de XE1KK, Ramón Santoyo V., Secretario de IARU R2, con el objeto de analizar la situación del CRAG, y los planes de trabajo Institucionales. Así mismo se dieron directrices al ECAG Área D, sobre su rol como coordinador de emergencia para dicha área. En la reunión de trabajo estuvieron presentes, además del Secretario General de IARU R2; TG9AGD Marco Tulio Gudiel, Director del Área D; TG9AJR Juan Carlos Muñoz, Coordinador de Monitoreo de IARU R2; y TG9ANM Marco Tulio Loarca, Coordinador de emergencias Área D y Secretario de Junta Directiva del CRAG.

Conclusión

El haber participado como Coordinador de Emergencias para el Área D de IARU R2, ha sido una experiencia nueva, agradable, y que he tratado de realizarla con mucho entusiasmo y dedicación; lamentablemente compromisos familiares y principalmente laborales, a veces no nos permiten dedicarle todo el tiempo que hubiésemos deseado. Agradezco al Comité Ejecutivo de IARU R2 por haber confiado en mi persona para este honorable cargo; especialmente a TG9AGD Marco Tulio Gudiel, Director del Área D, y a HR2P Cesar Pio Santos A, EMCOR de IARU R2, por su apoyo y orientación brindada al suscrito. Hay mucho camino por recorrer en el campo de las comunicaciones de emergencia, pero, considero que estamos en el rumbo correcto, y paso a paso alcanzaremos el objetivo trazado.

Around a quarter of the country has been affected by the floods over the last three weeks that were triggered by intense summer monsoon rainfall swelling the Indus River into Pakistan?s worst ever flood.

The United Nations estimates 20 million have been affected in Khyber-Pakhtunkhwa,Punjab and Sindh provinces and 1600 lives lost.

One of those involved with the *Pakistan Amateur Radio Society* (PARS) emergency communications effort, Asad Marwat AP2AUM reports that more than 20 hams are keeping lines of communications open and the plan is to increase this to 30 in a week?s time.

With both landlines and mobile phone services failed in the flood affected areas, he said that most of the radio traffic is through a 2-metre band repeater which is now linked to two homebrewed 2m/70cm cross-band repeaters or translators extending coverage to a radius of almost 300 miles.

A few stations are monitoring 7.040 MHz but due to poor propagation is currently of little use, but should be kept clear for disaster use.

Asad AP2AUM advises that *PARS* has teamed up with the Islamabad Jeep Club which is a group with members who own and drive 4WD sport utility vehicles (SUVs).

Their expertise in driving on most difficult terrains is proving to be of great assistance to deliver essential relief supplies and medical help immediately after the flood.

They are also working in collaboration with the Pakistan Academy of Family Physicians.

PARS President, Nasir Khan AP2NK expresses its thanks for the offers of support that have been received from the amateur radio community.

Pakistan’s national radio society is seeking to finalise arrangements including those from neighbouring countries to contribute to and help sustain the emergency communications that will be required for a considerable time to come.

In the following paragraphs you will find in Spanish, the report written by Jorge Sierra, LU1AS, Emergency Coordinator Area G (ECAG) of IARU R2, which describes the activities on the Area G.

En los siguientes párrafos Usted encontrara en Español, el reporte escrito por Jorge Sierra, LU1AS, Coordinador de Emergencias del Área G (ECAG) de IARU R2; que describe las actividades en el área G.

Introducción

Primeramente debo agradecer profundamente la confianza puesta en mí persona al ser designado como Coordinador de Emergencia (ECAG) para el Área G de IARU R2.

Hemos tratado durante este lapso de hacer conocidos los procedimientos existentes y usados para las comunicaciones en caso de desastres o necesidades, colaborando también con las autoridades de la Comisión Nacional de Comunicaciones de Argentina (CNC) en las próximas modificaciones a implementarse del reglamento para radioaficionados, incluyendo dentro de las bandas y frecuencias la reserva de las frecuencias de emergencia indicadas en el Plan de Bandas de la Región 2.

Con la premisa de que los radioaficionados del Área se integren en caso de emergencias, se contactó a los referentes del tema en cada país, pudiendo intercambiar ideas y planes de trabajo conjunto. Actualmente Argentina, Uruguay y Chile están relacionados a través de sus responsables de comunicaciones de emergencia no sólo por radio sino también vía telefónica, Skype y correo electrónico. Desafortunadamente no hemos podido lograr respuesta de parte de Paraguay, pero seguimos tratando de contactar con ellos a fin de que se integren a las acciones del Área.

Pudo verse que es posible trabajar integrados, y esto se vio durante la ejecución de los ejercicios GlobalSET y especialmente en la reacción ante el terremoto que asoló Chile a comienzos de este año.

Más abajo se resumen las actividades más salientes desarrolladas en este período, con vistas a promover el tema.

GlobalSET LU

En el año 2009, con el soporte del Radio Club Argentino, se llevó a cabo el primer ejercicio de comunicaciones de emergencia denominado GlobalSET LU, del que participaron estaciones de Argentina, Uruguay y Chile. El mismo se realizó como preparación del que a nivel mundial la IARU lleva a cabo bianualmente desde hace ya varios años y en el cual, hasta el momento, la presencia de radioaficionados del área ha sido casi nula.

Los hechos que vienen sucediendo en nuestro planeta desde hace ya tiempo, ponen en evidencia la necesidad de aunar esfuerzos para mitigar las consecuencias de desastres mediante la colaboración internacional, para lo cual es necesario poder comunicarse ordenadamente y de una manera que todos entiendan. A esto apunta el sistema de comunicaciones de emergencia en uso en la IARU, mediante la utilización de protocolos debidamente probados desde hace más de 60 años en el mundo de los radioaficionados.

Con estas premisas se realizó este primer ejercicio, desde las 23:00 UTC del 4 de Abril hasta las 03:00 del día 5.

Desde el comienzo, y a pesar de las difíciles condiciones de propagación tanto en la banda de 40 como en la de 80 metros, fue abundante la presencia de estaciones que llamaban y comenzaban a generar y emitir mensajes. El tráfico se mantuvo en forma intensa hasta las 03:00, hora en la que se dio por finalizado el ejercicio, habiéndose cumplido el objetivo propuesto.

La evaluación general del ejercicio superó las expectativas en términos de cantidad de estaciones presentes, mensajes confeccionados y aplicación correcta del método de retransmisiones.

El éxito de este ejercicio nos mueve a implementarlo de manera permanente, previo al ejercicio mundial, como preparación dentro del Área.

Terremoto en Chile del 27/02/10

El 27 de febrero de 2010 un segundo cataclismo asoló nuestro continente, esta vez en nuestro vecino país, la República de Chile. También en la madrugada, un sismo que alcanzó una intensidad de 8.8 grados ocurrió en el mar, a 150 Km de la ciudad de Concepción. Fue percibido en gran parte de América del Sur con diversas intensidades, impactando también en nuestro país en las provincias del Noroeste. Este terremoto es considerado como el segundo más fuerte en la historia de Chile y uno de los cinco más fuertes registrados por la humanidad, 30 veces más fuerte que el devastador terremoto de Haití ocurrido en el mes de enero. Las consecuencias del terremoto y del tsunami desencadenado por él ocasionaron numerosas víctimas y más de 2 millones de personas damnificadas.

Pocos minutos después del sismo, radioaficionados activos de la Red Chilena Nor Austral de Servicio (RECNA) estaban en el aire, algunos de ellos usando energía de las baterías de sus vehículos ya que el suministro público estaba interrumpido. Gracias al entrenamiento periódico y a los procedimientos largamente ensayados, esta red junto con el Servicio de Emergencia de

Radioaficionados (SER), el Radio Club de Chile, CE3AA y el Radio Club Carabineros, CE3ETE, rápidamente pusieron en funcionamiento una estructura de comunicaciones para permitir hacer frente a las falencias de los primeros momentos.

Además de las redes de VHF locales, se establecieron frecuencias de HF en 40 y 80 metros donde actuaban distintas cabeceras de estas redes. En virtud de la cercanía con Argentina y de la gran cantidad de ciudadanos chilenos residiendo fuera de Chile, los requerimientos de localización de personas fueron muchos y fueron canalizados hacia esas redes por varias estaciones de Argentina desde distintas provincias, principalmente en la banda de 40 metros.

También los colegas de Uruguay estuvieron presentes en forma constante apoyando en cada ocasión.

Posteriormente al restablecerse los servicios esenciales, muchos de estos requerimientos fueron canalizados va Internet, liberando un poco las bandas.

ECAG Área G, de IARU R2

Vinieron de 15 estados y cuatro países. En sus maletas iban los aparatos de radio, antenas, protector solar y zapatos para correr, pero dejaron algo de espacio con la esperanza de llevarse a casa una medalla o dos. Ellos fueron los radioaficionados y futuros radioaficionados – que van desde los 12 hasta mayores de 70 – que viajaron a suroeste de Ohio en la tercera semana de mayo para participar en el 10 º Campeonato Anual de EE.UU de Amateur Radio Direction Finder (ARDF) un sistema de radiolocalización para radioaficionados.

ARDF se hace en 80 metros CW y metro 2 AM en eventos separados, cada uno con cinco “zorros” o transmisores ocultos. Tu misión es encontrar los zorros asignados dependiendo de cuál de las 11 categorías que por edad o género se han definido. Cada transmisor está encendido durante un minuto a la vez en un ciclo de cinco zorros que se repiten. Tu debes de encontrar el camino a pie con sólo tu equipo de recepción y antena, con el mapa que te dan y tu brújula. El uso de GPS no está permitido. Recently, the *DARES* group of emergency communications from Netherland, reported to the R1 IARU, their participation in the army exercise *Civil Challenge*.

The exercise was realized in collaboration with the *Dutch Army*, from June 22 through June 24, 2010.

One purpose of the exercise was the establishment of e-mail communication Link, between the location of the Army in *Vught* and *Budel* utilizing the *Winlink Network*; there also were used *LAN-Networks* with tactical e-mail addresses.

In *Vught* the communications were coordinated by Hans PA3GJM, Aad PE1RCA; and in *Budel* by Christ PA7RHM, Roel PE2CVF, Luis PE1RNT, Leo PA0LSK.

Also during the exercise, were organized three *Master Classes*; about the operation and use of the *VHF/UHF Winlink System*.

The *DARES* conclude that during the three days of the exercise, they were able to provide a robust and functional e-mail system.

HAMNET, the National Emergency Communications division of the South African Radio League (SARL) reported:

During October 2009, HAMNET was approached by the Johannesburg Disaster Management to become part of the communications team preparing for the soccer World Cup as well as the Ekurhuleni Metropolitan Municipality that covers the East Rand area. One must remember that Gauteng South has three major Metropolitan Areas namely Johannesburg itself, Ekurhuleni that covers the East Rand From basically Bedford View to Springs in the far east rand and Mogale Metropolitan Area that covers the West Rand.

The Johannesburg communications team comprised people from all walks of life and included at least 3 communications specialists to assist with the establishment of the network to cover events during the SWC.

However, prior to that, during a Disaster Management Forum meeting held in August 2009, we had guest speakers from various organisations elaborating on their involvement, approach to and planning of various scenarios that may occur before and during the SWC.

These were representatives from S.A. Police Services, The Civil Aviation Authority, Health Departments, Emergency Medical Services, Provincial Directors, Traffic authorities and so the list goes on. No stone leading up to the event was left unturned, inspected, discussed and replaced with a plan of action.

Hamnet’s final involvement began fairly late in the run up to the event – around March 2010, three months before the opening ceremony. This was due to the Joint Communications Committee in their planning realising that they had to plan for the eventuality of there being a total blackout of all types and forms of communication.

1) All normal forms of communications are lost and our brief would then be to restore communications by utilizing amateur radio frequencies or any other appropriate frequency with Hamnet members seconded to the emergency services at key points.

2) A disaster occurs in an area where normal communications is nonexistent and Hamnet would have to set up a radio link between the incident and the controlling authority.

The JCC building did have its own power supply generator should general power fail – and so did all the soccer stadiums around the country!

We were invited to attend meetings within the building allocated as the Joint Communication Centre which in itself immediately presented some problems. The building was a classic example of a Faraday Cage with result communications from the control desk on the 3rd floor on 2 metres to a repeater on the roof, another 8 floors higher, was impossible.

We then looked at running a cross band set-up by utilizing 70cm from the control room to a repeater on the roof and then out on 2 metres. This worked well as the JCC was within simplex reach of both the stadia – Ellis Park and the main arena, Soccer City – and many of the other venues due to the height of the antenna!

Our next objective was to obtain a list of all the Fan Fest Parks, Team Locations (Hotels etc.), Training Venues, Township TV facilities, Park and Ride facilities, Bus Routes, Park and Walk facilities, and finally, the Road Closure list on days of games at the two venue’s.

Once this was done, we then drew up a list of all the volunteers in the Gauteng South Region – looking particularly at those with mobiles and 2 m facilities. The authorities at this point also invited us for a photographic session so we could be issued with EMS (Emergency Management Service) volunteer cards with our speciality embedded in the card. All the volunteers were briefed on their roles via meetings and on an individual basis prior to the start of the event!

The South African Police Service then required a complete list of all the volunteers including their types and makes of vehicles, registration numbers, name of driver, ID number colour of the vehicle etc. All this was done within a deadline of completion being one month prior to the opening ceremony. This was for accreditation purposes.

The Accreditation Routine was extremely strict – and so was security. Should there be an incident and a volunteer was required to do duty, that person first had to obtain a security clearance or accreditation certificate, attend to his call out and then must return the certificate from the issuing point after the incident is over!

We then ran into a problem regarding the equipment required for the ops room. Some new equipment including a suitable Flight Case had to be urgently obtained from suppliers locally and from Japan. We were also donated a good working 2nd hand laptop as this was going to be built into the Flight case for Internet and APRS usage if required.

Although the emergency unit (kit) was ready approximately one week into the month long event, we decided in consultation with the JCC committee that we will remain on stand by and should it be necessary to install the emergency kit into the ops room, this could be accomplished in a very short period of time! The committee were happy that Hamnet was in place and that all the volunteers were on stand by if required. We also needed permission to possibly drill holes into the wall on the roof to mount the antenna.

This was ruled out and an alternative arrangement was prepared whereby the antenna was mounted on a footplate that was held down by concrete slabs to prevent the wind blowing down the mast. Fortunately, to erect this was never required – but it was in place!

This arrangement remained in place for the full duration of the games – locally and in other centres – as all games were displayed on Fan Park TV screens where anything could go wrong.

This takes care of Gauteng South Province.

In all the other cities/venues like Cape Town, Bloemfontein, Port Elizabeth, Durban, Rustenburg, Polokwane, Pretoria and Nelspruit, the arrangements for the volunteers was not that elaborate as in Gauteng. Each town or city had at lest 3 people who were on standby and in communication with their local Disaster Management and SAPS members should they be required tor duty.

We know that Bloemfontein, Cape Town and Durban also had special facilities within their Disaster Management ops rooms for communication to any volunteers in their vehicles as well as being able to communicate directly with the main Hamnet station in Johannesburg via HF, Echolink or Skype through the Internet.

In all, it turned out to be an excellent operation in preparing for something that my or may not happen. Gauteng South benefitted by way of now having 2 emergency kits available and Cape Town will benefit from taking over one of the rigs for use in their ops room.

Gauteng disaster Management with its ops room in Midrand, were never part of the Gauteng South plan but they were on stand by for the whole period of the cup event.

In total, for our area only, the number of amateur radio operators that took part – Hamnet and non Hamnet volunteers, totalled around 65 people.

We also wish to thank the authorities for allowing us to form part of and be on stand-by during this whole operation and sincerely hope this will benefit closer cooperation between Hamnet and local authorities in the future!
