The problem is that names of those receiving these contracts are removed from the report somewhere between the time it is prepared by the city&amp;#8217;s Department of Human &lt;a href="http://www.blognetnews.com/hawaii/go.php?http://feedproxy.google.com/~r/ilind/Hygx/~3/94TpIBi_Xhs/" class="postLink" target="_blank"&gt;[...]&lt;/a&gt;
