150 New Green Jobs Developing Zero Emissions Power Plant Technology

Clean Energy Systems Secures $30 Million to Accelerate Zero Emission Power Plant Technology

RANCHO CORDOVA, Calif.--(BUSINESS WIRE)--Clean Energy Systems (CES) has been selected by the US Department of Energy (DOE) for $30 million in American Recovery and Reinvestment Act (ARRA) Funding to accelerate development of zero emission power plants using a variety of fuel sources. The DOE will provide $30 million under ARRA to support development of a first of a kind commercial-scale oxy-fuel turbine, which is central to CES’ technology. The oxy-fuel turbine can use a diverse set of fuels including natural gas, bio-fuels, refinery off gases, and gasified petroleum coke, while capturing nearly all the carbon dioxide.

With this funding, we will be able to accelerate our turbine program to deploy and test the critical components for a zero emission power plant,” said Keith Pronske, President and CEO of CES. “We can make power without pollution a reality years ahead of our previous plans.”

Total program costs of approximately $43 million will be used to build and test a 150 megawatt turbine with accompanying CES technology by 2012. The program is expected to contribute over 150 direct jobs and thousands of indirect jobs over the next several years.
“The DOE funding will allow CES to develop necessary technology for power plants with no smokestack and essentially zero emissions within two years,” Pronske continued. Pronske expressed gratitude to the bipartisan support provided by congressional leaders over the past several years. “We’ve been very fortunate to have strong bipartisan support to help advance development of this cutting edge technology,” he said. “In particular, Congressman Jim Costa, Congressman Dan Lungren, and Congresswoman Doris Matsui have all dedicated significant time and effort to advance the benefits of these clean technologies which reflect environmental stewardship and bring high-value manufacturing jobs to California.”

The funding builds on work initiated in 2005 under the DOE’s Advanced Turbine program. Working with its partners, Siemens Energy and Florida Turbine Technologies, CES has completed the necessary engineering to develop the commercial-scale oxy-turbine.
“The development of Zero Emission Power Plants, driven by CES, has been the basis of close cooperation between CES, Siemens, and governmental authorities in the US and Europe for more than a decade,” said David Henson, Director, Engineering for Siemens Energy’s Oil & Gas Division. “Siemens looks forward to continuing its support of CES and their potential business partners in the development, scale up and commercialization of the technology.”
Siemens will support design efforts, materials testing, and turbine manufacture from its facilities in Orlando and Houston. Manufacturing of the turbine will commence within the next few months and testing to follow at CES’ Kimberlina Demonstration Plant located in Bakersfield (Kern County) CA during 2011.
CES currently operates the world’s largest oxy-combustion demonstration facility at its Kimberlina plant. With earlier funding from the DOE and the California Energy Commission, and support from Southern California Gas Co., CES built and tested a 5 Megawatt power plant at the Kimberlina site, providing clean electricity to the California power grid since 2005. Following expansion in 2008, the facility has been operated at thermal power levels in excess of 50 Megawatts and has the capacity to test up to 80 Megawatts, which is greater than any other similar facility in the world.

Schwarzenegger Announces New Green Jobs Website

California Governor Arnold Schwarzenegger has announced the launch of a new website designed to help the state's residents prepare for the green jobs of the future, according to the San Francisco Chronicle. The project is part of the California's Clean Energy Task Force Program, which receives some of its funding from the American Recovery and Reinvestment Act.

The website, aptly dubbed Clean Energy Jobs, is now up and running. If you living in California and are interested in pursuing a job in the green industry, you may want to check this site out.

1,800 New Green Jobs Making Electric Car Batteries

Midland, MI - Vice President Joe Biden and Assistant Secretary of State were in Michigan yesterday to mark the start of construction on an ARRA funded manufacturing plant that will build enough advanced batteries to power 60,000 electric-drive cars. The project will use stimulus money to create as many as 1,000 construction jobs, as well as 800 full time jobs once the facility is up and running. That's good news for Michigan, whose economy has been battered by the collapse of the American auto industry in recent years.

Green jobs a priority in Ohio

Ohio Governor Ted Strickland has announced two new initiatives designed to bolster the Buckeye State’s green economy. Clean energy companies that manufacture components for the wind, solar and biomass industries and provide green jobs training for their employees are now eligible to apply for the state’s new Energizing Careers Program. The $6 million ARRA funded program “will reimburse the cost of training up to $6,000 for full-time employees, with preferential project funding to companies located in the 44 Ohio counties impacted by the restructuring of the auto industry.” More information on the program and how to apply be found on the website of the Governor’s Workforce Policy Advisory Board.

Strickland also just signed into law SB 232, a bill providing for the elimination of “Ohio's tangible personal property tax and real taxes on generation for advanced energy project facilities that begin construction before January 1, 2012, produce energy by 2013 (or 2017 for nuclear, clean coal and cogeneration projects) and create Ohio jobs.”

U.S. Could Lose 250,000 Manufacturing Jobs Without Comprehensive Clean Energy & Climate Legislation

The U.S. could miss out on 100,000 clean energy manufacturing jobs by 2015 and 250,000 by 2030 if current industry trends continue, according to a new report by the Apollo Alliance and Good Jobs First. The report, Winning the Race: How America Can Lead the Global Clean Energy Economy, estimates that 70 percent of the nation’s renewable energy systems and components are currently being manufactured abroad.

“We are quickly losing the chance to be a leader in what will be the biggest economic opportunity of the 21st century: the global clean energy economy,” Apollo Alliance Chairman Phil said in a press release announcing the report’s release. “While other countries are making massive investments in clean energy infrastructure and production-and creating tens of thousands of new jobs as a result-the United States doesn’t even have the capacity to meet its own demand for renewable energy components.”

The new report comes at a time when some lawmakers are growing concerned that foreign owned clean energy manufacturing companies are receiving large sums of federal stimulus money. Senators Sherrod Brown, Bob Casey, Charles Schumer, and Jon Tester have introduced legislation designed to ensure that federal investments in clean energy under the American Recovery and Reinvestment Act go to American owned manufacturing companies.

“It is a no-brainer that stimulus funds should only go to projects that create jobs in the United States rather than overseas,” Senator Schumer said in a press release posted on his website. Our domestic clean-energy sector has the potential to emerge as a global leader and it is counterproductive to invest U.S. stimulus funds in Chinese companies rather than our own. We should not be giving China a head start in this race at our own country’s expense.”

China is currently the winning the race to become the global leader of the growing clean energy manufacturing sector, according to the report. China’s rise to the top has been fueled by an investment in clean energy technology that is estimated to equal $12.6 million every hour. China isn’t alone on this front. Together, Japan and South Korea have invested more than four times as much in clean energy than the U.S.

The American Recovery and Reinvestment Act represented a $110 billion federal investment in clean energy, providing new funding for advanced batteries, energy efficiency, high-speed rail, renewable energy, and smart grid technology. Those investments may already be paying off. The report cites Obama administration statistics estimating that 826,000 clean energy jobs have already by created by the stimulus package. The Recovery Act is also expected to create 30,000 manufacturing jobs in the clean energy sector.

Even with those new jobs, America’s manufacturing sector is in serious trouble. The study notes that the U.S. economy has lost a total of 5.7 million manufacturing jobs during the past decade, 2 million of those since 2007. If clean energy is going to be the solution to the nation’s manufacturing woes, more work needs to be done.

The report suggests that passing comprehensive clean energy and climate legislation is one way to spur the growth of the clean energy manufacturing sector in the U.S. Congress is close to doing just that. Last year, the U.S. House of Representatives passed the America Clean Energy and Security Act. That bill would lead to a net increase of 1.7 million jobs in 10 years, according to analysis conducted by the Center for America Progress and the Political Economy Research Institute that was cited in the new report. It could also create more than 320,000 new manufacturing jobs in the clean energy sector. The Senate is now considering a similar bill, the Clean Energy Jobs and American Power Act.

THE PRESIDENT: Hello, everybody. (Applause.) Well, thank you so much. Everybody please have a seat, have a seat. Thank you. (Applause.) It is good to be back in Georgia. It is good to be back in Georgia -- although where’s the sun, guys? (Laughter.) I was looking forward to --

THE PRESIDENT: I'm still fired up, but we've been getting a lot of snow in Washington, D.C., so I was looking forward to maybe 60, 70 degrees. (Laughter.) But I guess I'll take 50.

I want to, first of all, just make some acknowledgments of some wonderful leaders who are here. First of all, I want to thank President Kathy Love and the entire Savannah Tech community for their hospitality. (Applause.) I want to thank your governor, who I just had a chance to see recently, host him in the White House with the other governors -- Mr. Sonny Perdue. (Applause.) Your mayor, Otis Johnson, is in the house. (Applause.) Congressman John Barrow -- you're in his district. (Applause.) That's right. Congressman Jack Kingston -- (applause) -- Congressman Sanford Bishop -- (applause) -- and Congressman Hank Johnson are all in the house. (Applause.)

Well, thank you so much for taking the time to be here today. I really appreciate the opportunity to visit here at Savannah Tech. And I just took a brief tour of some of the classrooms where students are learning about clean energy. They’re learning about solar cells; they’re learning about efficient heating and cooling systems. You’ve got young people here who, through the YouthBuild program, are gaining job skills that will help them the rest of their lives. And by the way, they’re building a house right now while they’re at it. (Applause.)

From the instructors to the students, you saw just an incredible enthusiasm for America’s future. And I was just talking to President Love about the focus of Savannah Tech on clean energy, the idea that this can be a real model for green energy as a way of linking students to the enormous job opportunities and business opportunities that exist in the future. These are the skills that will help our country transform the way we produce and use energy.

And that's so important –- especially as families in Georgia and across America continue to experience the painful consequences of the worst economic crisis that we've had in generations.

I had also had a chance to meet with some business owners who told me what I've heard time and again, that it's tough out there. Unemployment in Georgia is still above 10 percent. That doesn't include folks who have had to accept part-time jobs or, in some cases, have given up finding a job altogether. And when it comes to domestic policy, I have no more important a job as President than seeing to it that every American who wants to work and is able to work can find a job -- and a job that pays a living wage. (Applause.) That was my focus last year and that is my focus this year: to lay a foundation for economic growth that will create jobs, that raises incomes, that will foster a secure economic future for middle class families.

This depends on not just spurring hiring, but doing so in the areas that will create lasting opportunities and prosperity. That's why we've invested in roads and railways so that our economy has room to grow and we're laying the infrastructure for the future. In fact, because of the Recovery Act, there are more than 300 transportation projects underway in Georgia right now. (Applause.)

That's why we invested in schools and prevented layoffs of hundreds of thousands of teachers and public school workers, including thousands of educators in this state -- because we know we will not be able to compete in new industries unless we've got workers ready to fill jobs in those industries. And I'd also point out that I've proposed the largest-ever investment in community colleges and technical schools like this one, to produce millions more graduates who are ready to meet the demands of a 21st century economy. (Applause.)

And to spur hiring and sustain growth we've placed a big emphasis on energy. Just a few weeks ago, I announced a loan guarantee to break ground on the first new nuclear power plant in our country in nearly three decades -– a project right here in Georgia -- (applause) -- right here in Georgia -- a project that's going to create more than 3,000 construction jobs in the next few years and ultimately 800 permanent jobs operating the plant. We're on track to create 700,000 jobs across America building advanced batteries for hybrid cars, and modernizing our electric grid, and doubling our capacity to generate clean energy.

And, in fact, here at Savannah Tech, the Recovery Act provided a grant to YouthBuild to help provide training in these very fields. (Applause.) Because I'm convinced that the country that leads in clean energy is also going to be the country that leads in the global economy. And I want America to be that nation. I don't want us to be second place or third place or fourth place when it comes to the new energy technologies; I want us to be in first. (Applause.)

So we have the potential to create millions of jobs in this sector. These are jobs building more fuel-efficient cars and trucks to make us energy independent. These are jobs producing solar panels and erecting wind turbines. These are jobs designing and manufacturing and selling and installing more efficient building materials -– because 40 percent of the energy we use is used by our homes and buildings. Think about that. All of us know that we use a lot of gas in our cars. But in terms of energy usage, 40 percent of it goes to our homes and our buildings.

So as we're looking for additional initiatives to spur hiring, I think we ought to embrace what's happening on this campus. I think we ought to continue to embrace the incredible potential that awaits us across America in clean energy. So in my State of the Union address, I called on Congress to pass a set of initiatives for homeowners who make their homes more energy-efficient -– to continue the energy transformation that's already begun. So today I want to explain the details of this program. And I also want to thank the members of the House and the Senate who are helping to usher this proposal through Congress.

Now, many of you have heard of “Energy Star” -- how many people have heard of “Energy Star”? You've seen that “Energy Star” sticker on a computer or on a microwave? The Energy Star program was created to promote energy efficiency by letting consumers know which appliances, which electronics would save electricity and, therefore, would save them money over time. The program I’m describing today applies this concept not to the appliances, but to the home itself –- and it takes it further. So we're going to call it “Homestar,” just to make it easy to remember. (Applause.)

Here’s how it would work. We’d identify the kinds of building supplies and systems that would save folks energy over time. And here's one of the best things about energy efficiency -- it turns out that energy-efficient windows or insulation, those things are products that are almost exclusively manufactured right here in the United States of America. (Applause.) It's very hard to ship windows from China. (Laughter.) So a lot of these materials are made right here in America.

So we take these materials, and if a homeowner decides to do work on his or her house -- to put in new windows, to replace a heating unit, to insulate an attic, to redo a roof -– the homeowner would be eligible for a rebate from the store or the contractor for 50 percent of the cost of each upgrade up to $1,500. Now, if you decided to retrofit your whole house to greatly reduce your energy use, you'd be eligible for a rebate of up to $3,000.

Now, these are big incentives. And you'd get these rebates instantly from the hardware store or the contractor. So if you went to Lowe's or Home Depot or wherever you went, right there when you paid at the cash register you'd get that money. You wouldn't have to mail in a long form, wait for a check to arrive months later. (Applause.)

Now, we know this will save families as much as several hundred dollars on their utilities. We know it will make our economy less dependent on fossil fuels, helping to protect the planet for future generations. But I want to emphasize that Homestar will also create business and spur hiring up and down the economy.

I was just meeting with a number of business leaders in different segments of this industry. We've got some manufacturers making insulation and windows and other products; we've got folks who are contractors. So -- stand up, guys -- the guys I just met with. See, they're already -- they're ready to work. They're ready to go. (Applause.) So we were just talking about how they are geared up and they've got the capacity to guarantee a homeowner that if they're willing to do this work on their house, they will get their money back -- not just through the rebate but in the energy savings that you're seeing each year.

Let's say you decide to use this rebate to seal up and insulate your attic -- because you want to save electricity, but also because you're tired of a drafty house. Think about all the ways in which that will stimulate jobs and growth. If you really knew what you were doing, you might do it yourself, but you're probably going to have somebody come to the house to carry out the installation work -– (laughter) -- because you did the smart thing and you refused to let your husband do it himself. (Laughter.) That's the smart thing. (Applause.) He'll be stubborn. He'll tell you he can do it -- (laughter) -- but don't listen to him.

So that creates work for small businesses and contractors like some of the folks who are here today. And obviously construction work is -- that's been as hard hit as anything during this recession, so you’ve got a lot of skilled contractors ready to go. And that, in turn, means that the contractors start hiring some of these folks who may have been laid off -- some of them may have been trained right here at Savannah Tech. Now, you also have to buy the insulation and the other materials, and that means you're producing business for your local retailer. And that retailer has to purchase those supplies from manufacturers –- as I said, most of them located right here in the United States of America. And I mentioned these domestic manufacturers who are in the crowd, they would benefit -- they would benefit from this program. And then there’s this huge amount of capacity -- excess capacity -- in construction and related industries to meet any surge in demand that was out there.

So the fact is that there’s nearly 25 percent unemployment in the construction industry so far, so construction companies, hardware stores, contractors, manufacturers -- they faced a rapid decline in demand in the wake of the mortgage crisis. And to make matters worse, these businesses have seen the same decline in credit that has hurt every sector of our economy.

So these are companies ready to take on new customers; they’re workers eager to do new installations and renovations; factories ready to produce new building supplies. All we’ve got to do is create the incentives to make it happen. And this is not a Democratic idea or a Republican idea; this is a common-sense approach that will help jumpstart job creation while making our economy stronger. (Applause.)

Ultimately, that’s what we’re called to do. Just like a responsible homeowner will invest in their homes in the near term to fortify their economic security in the long term, we’ve got to do the same as a country. It will have some costs on the front end -- you buy a new boiler, or you get some insulation, or you get some new windows, that's going to have an initial cost, and the same is true from a government perspective. And it’s going to be politically difficult to do some of this, but it’s what’s right to plan for our future.

The same is true when it comes to reforming our education system. The same is true when it comes to trying to make our health care system more affordable. The same is true when it comes to energy. Each of these things are hard; some of them have some costs on the front end, and working stuff through Congress is more than a notion. (Laughter and applause.) But by taking these steps we’ll help foster the kind of broadly shared growth that will serve us in the years and the decades to come.

That’s how we’ll create the conditions for businesses to expand and hire. That’s how we’ll truly grow our middle class again. That’s how we’ll not only rebuild our economy but we'll rebuild it stronger than it was before this crisis.

I am confident that we can do it. Savannah Tech is leading the way; a whole bunch of folks in this room are leading the way; and I just hope that Washington stands alongside you in making sure that we've got the kind of energy future that we need.

New Solar Power Plant To Create 1,000 Green Construction Jobs in California

Press Release: BRIGHTSOURCE ENERGY OFFERED NEARLY $1.4 BILLION IN LOAN GUARANTEES FROM THE U.S. DEPARTMENT OF ENERGY

(OAKLAND, CA) February 22, 2010 – BrightSource Energy, Inc., developer of utility-scale solar thermal power plants, announced today that the U.S. Department of Energy has conditionally committed to provide $1.37 billion in loan guarantees to support the financing of BrightSource’s Ivanpah Solar Electric Generating System.
The commitment to provide loan guarantees marks a key milestone in the development of the Ivanpah project, California’s first large-scale commercial solar thermal power plant in nearly two decades. When constructed, Ivanpah will be the world’s largest solar energy project, nearly doubling the amount of solar thermal electricity produced in the US today.

“This clean-energy investment will help create up to 1,000 construction jobs in California,” said California Senator Barbara Boxer. “In these tough times, we need investments like this to create good clean-energy jobs for Californians, increase our energy independence, protect our children from pollution and ensure American leadership in the clean energy economy.”

“As home to some of the world’s best solar fields and the nation’s largest green economy, it is no surprise the world’s largest solar energy project would choose California,” said Governor Schwarzenegger. “Our ambitious environmental policies are promoting the growth of clean, reliable energy in our communities and growing green jobs up and down the state. And, it is projects like this one that will help us meet our long-term energy and climate change goals while creating jobs and moving us towards a cleaner more sustainable future.”

The loan guarantee is made possible by the Department of Energy’s Title XVII loan guarantee program, which was started in 2005 under the Energy Policy Act to support commercially proven technology in addition to innovative renewable energy technology. Under Section 1703 of the program, the Department of Energy issues a conditional commitment to guarantee loans to be provided by the U.S. Treasury’s Federal Financing Bank. Execution of the final loan guarantees is subject to the satisfaction of various conditions specified in the conditional commitment.
The Ivanpah Project: Clean Energy, Union Jobs, Environmentally-Responsible Design
The Ivanpah project, located in southeastern California, is an approximately 400 megawatt solar power facility consisting of three separate solar thermal power plants. When constructed, the project will produce enough clean energy to power 140,000 homes and nearly double the amount of solar thermal energy produced in the U.S. today.

The power generated from these solar plants will be sold under separate contracts with Pacific Gas and Electric (PG&E) and Southern California Edison (SCE). PG&E will purchase approximately two-thirds of the power generated at Ivanpah and SCE will purchase approximately one-third. In all, BrightSource has contracted with PG&E and SCE to deliver more than 2,600 megawatts of electric power.

"In today’s challenging economy, the conditional loan guarantee commitment from the DOE for the Ivanpah project provides vital support for building California’s first utility-scale solar thermal project in nearly two decades," said Peter A. Darbee, PG&E Corporation Chairman, CEO and President. “The conditional loan guarantee commitment from the DOE for the Ivanpah project illustrates the important role that utility-scale solar must play in meeting our state’s clean energy and economic goals,” said Pedro Pizarro, executive vice president of Power Operations for Southern California Edison. “Addressing climate change and building our economy requires that we bring innovative technologies to market that can reliably deliver competitively priced clean energy at scale.”

Ivanpah: Creating Union Jobs

BrightSource and Bechtel, the engineering and construction contractor for the Ivanpah project, estimate that construction of the Ivanpah project will require approximately four million job hours of work and 1,000 union jobs at the peak of construction. In December 2009, Bechtel signed a project labor agreement with the State Building and Construction Trades Council of California (SBCTC) and the Building & Construction Trades Council of San Bernardino and Riverside counties to ensure that California’s local workforce benefits from the project. The project will also provide $400 million in local and state tax revenues, and produce $650 million in wages, over its first 30-year life.

“We are pleased that President Obama’s vision of a clean energy economy creating thousands of good jobs is beginning to become a reality” said Bob Balgenorth, President of the State Building and Construction Trades Council of California. “By committing to a union workforce, this project will be training and employing the middle class workers that support our state’s economy.”

Ivanpah: An Environmentally-Responsible Project

The Ivanpah project will reduce carbon dioxide (CO2) emissions by more than 400,000 tons annually, which is the equivalent of taking more than 70,000 cars off the road. The project is also designed in an environmentally responsible manner. Instead of the extensive land grading and concrete pads employed by other competing solar technologies, BrightSource mounts mirrors on individual poles that are placed directly into the ground, allowing the solar field to be built around the natural contours of the land and avoid areas of sensitive plant species.

In order to conserve precious desert water, the Ivanpah project will employ an air-cooling system to convert the steam back into water in a closed-loop cycle. By using dry-cooling, the project will use only 100 acre feet of water per year; less than ten percent of the water used by the adjacent golf course and 25 times less water than competing solar thermal technologies that use wet-cooling.

In addition to employing an environmentally low impact technology, the company recently submitted an alternative design for the Ivanpah project, which would further reduce the project’s footprint and significantly minimize any potential environmental impacts. The alternative mitigation proposal and the DOE loan guarantee represent two key steps towards the construction of the Ivanpah project.

The Ivanpah project is scheduled to begin construction in the second half of 2010 following issuance of permits by the California Energy Commission and the U.S. Department of the Interior’s Bureau of Land Management. The project has also been identified as a “fast-track” priority by the U.S. Department of Interior for obtaining federal stimulus benefits for California under the 2009 American Recovery and Reinvestment Act (ARRA).

In September 2009, BrightSource selected Bechtel as the engineering, procurement and construction contractor for the Ivanpah project. Bechtel Enterprises, the project development and financing arm of the Bechtel organization, has committed to become an equity investor in all of the Ivanpah solar power plants. In December 2008, BrightSource signed an agreement with Siemens for the largest ever solar-powered steam turbine generator, which will be used for the first of the three Ivanpah plants.

Luz Power Tower 550 (LPT 550) Technology

The Ivanpah Solar Electric Generating Facility will utilize BrightSource Energy’s proven Luz Power Tower 550 technology (LPT 550). The system produces electricity the same way as traditional power plants – by creating high temperature steam to turn a turbine. However, instead of using fossil fuels or nuclear power to create the steam, BrightSource uses sunlight, reflected by thousands of small mirrors called heliostats onto a boiler filled with water that sits atop a tower. When the sunlight hits the boiler, the water inside is heated and creates high temperature steam. The steam is then piped to a conventional turbine which generates electricity. Project will Create 275 Jobs, State Providing $5 Million in Assistance

MADISON - Governor Jim Doyle and Milwaukee Mayor Tom Barrett today announced that Ingeteam, a Spanish wind company, will build a $15 million clean energy manufacturing facility in Milwaukee and create 275 jobs. Ingeteam will manufacture wind turbine generators and power converter and control systems for the wind and solar energy industries - combining Wisconsin's strengths in advanced manufacturing and clean energy.

"Ingeteam could have located their facility anywhere in the nation, but they chose Wisconsin because of our aggressive tax incentives, good business climate and our strong cooperation across all levels of government," Governor Doyle said. "The wind industry barely existed in Wisconsin a few years ago, but as we are proving again today, it is a big, growing part of our economy. Anyone who doesn't believe there are jobs in the clean energy economy will be able to walk into a state-of-the-art manufacturing facility in the Menomonee Valley and see hundreds of people in manufacturing jobs putting together generators for wind turbines."

Governor Doyle's budget last year created some of the strongest economic development tools in the country to help businesses create jobs and get people back to work. The Governor's efforts have helped bring businesses like Ingeteam and thousands of new jobs to communities throughout Wisconsin. The Governor has also worked to improve Wisconsin's tax ranking and business climate. Today, the state ranks 30th in business taxes. These economic incentives were integral to the decision of Ingeteam to build in Wisconsin.

Governor Doyle today announced that the state is providing $5 million in assistance for the Ingeteam facility - including a $4.5 million JOBs tax credit and a $500,000 Wisconsin Development Fund loan. Ingeteam has also received $1.66 million in Recovery Act clean-technology manufacturing tax credits and will receive further assistance from the City of Milwaukee. Governor Doyle recognized the hard work of Mayor Barrett, Wisconsin's Congressional Delegation and the Milwaukee-7 in helping bring Ingeteam to Milwaukee.

Since taking office, Governor Doyle has advanced an aggressive agenda to position Wisconsin as a leader in a growing clean energy economy. Four years ago, Wisconsin became one of the first states to enact renewable portfolio standards. As a result, the state has spurred development in biomass, solar and wind. Wisconsin is now one of the leading producers of ethanol in the country and is home to more than 300 companies and thousands of jobs in the wind industry.

Last month, Governor Doyle launched the Clean Energy Jobs Act, a landmark legislative package to accelerate the state's clean energy economy and create jobs. The package calls for updating renewable portfolio standards to generate 25 percent of Wisconsin's fuel from renewable sources by 2025 and sets a realistic goal of a 2 percent annual reduction in energy consumption by 2015. Building a clean energy economy will help Wisconsin capture energy dollars and create good jobs. A comprehensive economic assessment of the package found that it would directly create at least 15,000 green jobs in Wisconsin by 2025.

In order to foster investment and job creation in clean energy manufacturing, the American Recovery and Reinvestment Act included a tax credit for investments in manufacturing facilities for clean energy technologies. The Section 48C program will provide a 30 percent tax credit for investments in 183 manufacturing facilities for clean energy products across 43 states.
Recovery Act investments of up to $2.3 billion for advanced energy manufacturing facilities will generate more than 17,000 jobs. This investment will be matched by as much as $5.4 billion in private sector funding likely supporting up to 41,000 additional jobs

Report Finds California's Green Jobs Grew By 36% From 1995 To 2008

A new report has found that green jobs in the state of California grew 36 percent between 1995 and 2008, while total jobs in the state grew by only 13 percent. The report, Many Shades of Green: Diversity and Distribution of California’s Green Jobs, was just released by Next 10 and Collaborative Economics.

Other highlights from the report:

•Between 1995-2008, green businesses in California increased 45 percent

• Even in rural areas with a smaller economic base, green jobs are growing faster than the overall economy.

• Between 2007-2008, green jobs grew 5 percent while total jobs dropped one percent.

• Manufacturing represents 21 percent of all green jobs, and grew 19 percent, while manufacturing represents only 11 percent of all jobs in California (January 2008.)

• Half of all manufacturing jobs are split between Energy Efficiency and Energy Generation.

• Services accounted for 45 percent of all California green jobs, the largest portion in Environmental Consulting.

• With nearly 43,000 jobs in 2008, Air & Environment is the largest of California’s green segments. While this segment’s jobs remained steady, hovering around 35,000 from 1995-2005, since 2005 the number of green jobs in this segment has increased 24 percent.

• From 1995-2008, Energy Generation employment expanded 61 percent by nearly 10,000 jobs. Solar makes up the largest portion, and strongest growth (63 percent).

• Employment in Energy Efficiency increased 63 percent from 1995-2008.

• Employment in Green Transportation has increased 152 percent since 1995. Green Transportation Jobs are primarily in Motor Vehicles & Equipment and Alternative Fuels, with the latter growing faster at 201 percent, and representing 48 percent of all jobs in this segment.

• Green Logistics is an emerging field, only in the Bay Area at present, with employment growing by 1144 percent since 1995.

The cost of reducing the nation’s greenhouse gas emissions and creating a clean energy economy could come to as little 22 cents a day for American households, according to top Obama administration officials. The comments came as Secretary of Energy Steven Chu and EPA Administrator Lisa Jackson testified in support of federal climate change legislation before the Senate Committee on Environment and Public Works on Tuesday. Last month, the House of Representatives voted to pass The American Clean Energy and Security Act of 2009, or “ACES”. Now it is the Senate’s turn to come its own version of the bill.

“Opponents of this effort claim the nation cannot afford to act at this time. I disagree, and so do the Environmental Protection Agency and the Congressional Budget Office,” Chu testified. “These organizations estimate that meeting the greenhouse gas targets in the House bill can be achieved at an annual cost between 22 cents and 48 cents per day per household in 2020. That’s about the price of a postage stamp per day.”

“I do not mean to say that we can get something for nothing,” Jackson stated. “But according to the Congressional Budget Office’s analysis of the American Clean Energy and Security Act, the net cost to the average American household in 2020 would be less than 50 cents a day.”

Other administration officials testifying at the hearing, “Moving America Toward a Clean Energy Economy and Reducing Global Warming Pollution: Legislative Tools”, included Secretary of Agriculture Thomas Vilsack and Secretary of the Interior Kenneth Salazar. They urged members of the committee to view federal climate legislation as an opportunity to create new green jobs and make America a leader in the global clean energy economy.

Yesterday, after a meeting with CEO’s from the nation’s most innovative energy companies, President Barack Obama told reporters that the global warming legislation passed by the House last week and currently being debated in the Senate will create new clean energy jobs for America and reduce the nation’s greenhouse gas emissions.

The work of building a clean energy economy was begun in earnest with passage of the American Relief and Recovery Act earlier this year. The stimulus package is already creating green jobs, according to the President.

“I'm pleased to say that we've achieved more in the past few months to create a new clean energy economy than we had achieved in many decades before,” he told reporters gathered at the White House. “The recovery plan will double our country's supply of renewable energy, and is already creating new clean energy jobs.”

Obama went on to say that the American Clean Energy and Security Act of 2009, the climate bill now awaiting a vote in the U.S. Senate, has the potential to create millions of new green jobs and curb global warming pollution.

“And last Friday, the House of Representatives passed an extraordinary piece of legislation that would make renewable energy the profitable kind of energy in America,” Obama went on to say. "It will reduce our dependence on foreign oil. It will prevent the worst consequences of climate change. And above all, it holds the promise of millions of new jobs -- jobs, by the way, that can't be outsourced.”

Climate Bill Will Create Green Jobs, According To One Energy Company

The global warming and clean energy bill that was passed by the U.S. House of Representatives last will create new green jobs in energy efficiency and renewable energy, at least according to one energy company. Today, Puget Sound Energy issued a statement to the press expressing it’s the support for the American Clean Energy and Security Act of 2009.

“Our customers have told us they support renewable energy and energy efficiency programs, and their elected representatives in the House have heard that message,” according to Stephen Reynolds, the companies CEO and President.

PSE has had first hand experience in creating green jobs. The company owns and operates two wind farms in the state of Washington. Construction of the two wind facilities created about 175 temporary green jobs, and they currently employ 50 permanent full time employees.

PSE also offers incentives, including grants and rebates, designed to help customers pay for services that save energy and conserve natural gas. For example, it offers customers a rebate for up to $1,600 for home insulation. The company estimates that these measures have created 450 new jobs working directly with the utility or with local businesses that provide related services.

“Combining both renewable energy and energy efficiency is the right step for both the climate and our customers,” Reynolds also said. “We’ve seen first hand that both areas can create new, green jobs and other benefits from renewable energy credits, as well as help our customers better manage their energy costs through using natural gas and electricity wisely.”

Survey Finds More Than 50,000 Green Jobs in Oregon

A new report has estimated that Oregon was home to 51,402 green jobs in 2008. The report, The Greening of Oregon’s Workforce: Jobs, Wages, and Training, was based on a survey of employers and was produced by the Oregon Employment Department.

About half of Oregon’s green jobs were found to be in the construction, retail, and waste services industries. A little more than a quarter of the state’s green jobs workforce worked as carpenters, farm workers, truck drivers, hazardous materials removal workers, and landscaping or grounds keeping personnel.

Green jobs in Oregon paid slightly higher than other jobs on average. The average hourly wage for green jobs in Oregon was $22.61.

Green jobs in Oregon prove to be relatively accessible to the average worker. Close to two-thirds of the state’s green jobs required no more than a high school education, although those that required higher education did pay better. Only a third of green jobs in Oregon required a special license or certificate.

The number of green jobs in Oregon is expected to rise by 14 percent between 2008 and 2010.

A green job was defined as a job providing services or producing products in the following areas:

Increasing energy efficiency
Producing renewable energy
Preventing, reducing, or mitigating environmental degradation
Cleaning up and restoring the natural environment
Providing education, consulting, policy promotion, accreditation, trading and offsets, or similar services supporting the above

GM Dumps Hummer As It Moves Towards A Leaner, Greener Future

General Motors is dumping Hummer as part of its efforts to restructure into a leaner, greener company. The company has issued a press release announcing a preliminary agreement to sell Hummer, a brand that has come to symbolize the obsession with oversized gas guzzlers that many believe helped to bring down America’s top auto manufacturers. Statements made by President Barack Obama and a GM President and CEO Fritz Henderson indicate that the company will focus on building more fuel-efficient vehicles in the future.

“Today marks the beginning of what will be a new company, a new GM dedicated to building the very best cars and trucks, highly fuel efficient, world class quality, green technology development, and with truly outstanding design,” Henderson stated at a recent press conference. He later explained to Caroline Hepker of the BBC that the company expects consumer demand for fuel efficient vehicles to remain strong in the future, particularly once the economic situation improves and gas prices start to rise again.

“So I'm confident that the steps I'm announcing today will mark the end of an old GM, and the beginning of a new GM; a new GM that can produce the high-quality, safe, and fuel-efficient cars of tomorrow; that can lead America towards an energy independent future; and that is once more a symbol of America's success,” Obama said in speech delivered earlier this week. The President also urged Congress work to jumpstart demand by passing legislation designed to provide a credit to consumers who trade in older, less efficient models for new, more efficient ones.

How Many Green Jobs Have Been Created By Stimulus Spending?

President Barack Obama recently claimed that the American Recovery and Reinvestment Act has created or saved an estimated 150,000 jobs over the past few months, including new green jobs. According to the President, Americans have been put to work “…building solar panels and wind turbines, making homes and offices more energy efficient.” Yet details about how many green jobs have been created by federal economic stimulus spending remain sketchy at the moment.

What information is currently available does seem to indicate that at least some of the stimulus spending over the past few months has gone towards projects and programs capable of creating green jobs. Using information found on Recovery.gov and related government websites, I have compiled a brief list of programs that capable of creating green jobs that have received stimulus funds to date.

This list is not meant to be comprehensive. The American Recovery and Relief Act provides for $787 billion in economic stimulus spending over the next few years, according the President’s Council of Economic Advisors. A total of about $125 billion in funding has been made available to federal agencies to date, according to Recovery.gov. A little over $35 billion of this funding has been spent by federal agencies thus far. The list contains only those projects and programs that have received a portion of this actual spending. It does not contain a number of key programs capable of creating green jobs that have been designated for funding in the future.

The Recovery.gov website is currently focused on providing the public with information about how stimulus funds are being allocated by category, state, and government agency. Brief overviews of some of the programs that have already received funding can be found on related government websites, but few details about these programs are available. What is available is a number of Excel spreadsheets that provide information about how much money federal agency been “paid out” so far. Wading through these spreadsheets is a cumbersome task.

The Council of Economic Advisors has projected that federal stimulus spending will create .7 million jobs in 2009, 3 million in 2010, 2.5 million in 2011, and .7 million in 2012. While these projections provide reason for optimism, there is a great need for greater transparency as more information about the actual impacts of stimulus spending become available. The Recovery.gov site provides little hard evidence to back up President Obama’s claim that 175,000 jobs have been created by stimulus spending so for. Nor does it provide any information about the number or types of green jobs that have been created by stimulus spending.

To some extent, this is understandable. The American Recovery and Relief Act was signed into law on February 19, 2009. It takes time for any law to be implemented, and the government has acted relatively quickly in beginning to allocate and distribute funding. Information posted on Recovery.gov indicates that the site will contain more details about stimulus spending and its impacts as more information becomes available over the coming months and years. It is important that the Obama administration follows through on these promises. Projections do not replace hard, verifiable data.

Obama: Stimulus Money Is Already Creating New Green Jobs

Yesterday, President Barack Obama announced the release of a report that provides early incite into role that the American Recovery and Reinvestment Act has played in creating new jobs across the nation.

“In these last few months, the American Recovery and Reinvestment Act has saved or created nearly 150,000 jobs -- jobs building solar panels and wind turbines, making homes and buildings more energy efficient,” according to Obama. “They're the jobs of teachers and police officers and nurses who have not been laid off as a consequence of this Recovery Act. They're the jobs fixing roads and bridges, jobs at start-ups and small businesses, and jobs that will put thousands of young Americans to work this summer.”

The report, entitled Recovery Report: 100 Days, 100 Projects, provides a small sampling of the job creating projects and programs that have been funded by the federal stimulus package to date. Among them are a number of projects designed to create new green jobs by investing in renewable energy, energy efficiency, and environmental conservation.

Here are a few highlights from the report:

“Using $27 million of Recovery Act funding, a public housing development in Washington, D.C., the Regency House, has undergone a green retrofit. As part of this upgrade, the building installed solar panels, a ‘green’ roof, a rainwater collection system, energy-efficient lighting as well as water conserving toilets, showerheads, and faucets. The greening of this building will allow the Regency House to save money in energy costs, while lessening their impact on the environment.”

“The Housing Authority of Laredo, Texas, has begun using $1.5 million in Recovery Act funds to implement “green” improvements at a number of older developments. The work will entail installing energy-efficient windows; weatherizing the exterior roofs, vents and siding; installing Solar Attic Fans; installing Solar Security Lighting; and, installing Energy Star Appliances throughout the developments. Combined, these improvements will drive down energy costs for the developments, while also lessening their impact on the environment.”

“The Great Smoky Mountains National Park will receive $64 million in federal stimulus money, with most of the funds going toward roadwork. The park’s trails, cemeteries, public restrooms and other buildings also will be improved. The park has already hired its own temporary workers for the projects.”

“A federal stimulus grant worth $17.5 million will fund the development of a solar fuels research center at the University of North Carolina at Chapel Hill, the university said Wednesday. The five-year grant, which comes from the U.S. Department of Energy through the American Recovery and Reinvestment Act, will fund research on how to use artificial photo¬synthesis to produce low-cost and efficient solar fuels. The research at UNC would study how to use the sun’s energy to make fuels from water and carbon dioxide that could be used for heating, transportation or energy storage.”

“Elgin Community College, in Illinois, will use Recovery Act funds to create a summer jobs program for 16-to-24-year-olds. The program offers participants a chance to serve their community by working on green projects, earn a salary, and receive educational resources.”

“$20.6 million in Recovery Act funding is accelerating cleanup at the Iron Mountain Superfund site near Redding, California. These additional funds will make it possible to dredge, treat, and dispose of heavy-metal contaminated sediments in the Spring Creek arm of the Keswick Reservoir, a project originally slated to take three years that can now be completed in 18 months.”

Obama Administration Announces $500 Million For Green Jobs Education, Training, And Job Placement Assistance

Yesterday, the Obama administration announced plans to invest $500 million in grants for green jobs training programs. The money will be used to train workers for careers in the energy efficiency and renewable energy sectors. $50 million worth of grants will be directed towards communities that have been impacts by the recent restructuring of the auto industry.

The announcement came at a meeting of the Middle Class Task Force in Denver and was accompanied by information about a new partnership between the Department of Labor, the Department of Housing and Urban Development, the Department of Energy, and the Department of Education. The new partnership will bolster the government’s efforts to provide students, the unemployed, and disadvantaged workers with the education, training, and job placement assistance they will need to compete for jobs in the nation’s growing green economy.

"Over the past three months, members of the Task Force and their staffs have come together to work on ways in which we can leverage programs at different agencies to ensure that green jobs are accessible to middle-class workers, as well as lower-income workers trying to gain a foothold into the middle class," Vice President Joe Biden was quoted as saying.

Biden also called upon the Council for Environment Quality to prepare a report on proposals that will prepare the way for future investments in the green economy. The proposals are expected to include programs designed to make commercial and residential buildings more energy efficient and develop new tools that will help Americans find green jobs. The administration hopes to revolving-loans and other forms of private financing to continue making investments in the green economy once funding from the stimulus package has been distributed.

The administration has already made great strides in using stimulus money to create jobs improving the energy efficiency of American homes by boosting in the federal Weatherization Assistance Program from $250 million in 2008 to $5 billion, according to one White House official.

“That translates to jobs for professionally trained crews using computerized energy audits and advanced equipment to determine the most cost-effective measures,” according to Van Jones, Special Advisor for Green Jobs, Enterprise and Innovation at the White House Council on Environment Quality. “To meet this demand for workers, there will have to be a huge ramp-up in training workers. That's why the Recovery Act also includes $500 million for green job training through the Department of Labor.”

$23 Million in Stimulus Money For Improving Energy Efficiency in Low-Income Homes

Concord, New Hampshire - A state run program that works to improve energy efficiency and reduce energy costs in low-income homes will receive more than $23 million in federal funding through the American Recovery and Reinvestment Act of 2009. The investment will create an estimated 184 new green jobs in New Hampshire, according to the Office of Energy and Planning (OEP).

The money will go to the State of New Hampshire’s Weatherization Program, and will be used to provide services to 3,500 or more low-income households in the Granite State. The program is a part of the US Department of Energy’s Weatherization Assistance Program, which has assisted more than 6 million low-income families nationwide since its founding in 1976.

The investment will do more than just create do new green jobs and help struggling families though. The New Hampshire Climate Action Plan produced by Governor John Lynch’s Climate Change Task Force identifies improving energy efficiency in homes as one way to substantially reduce greenhouse gas emissions.

Buildings accounted for about a third of the state’s total greenhouse gas emissions in 2005, according to Task Force. Granted, this figure includes emissions from business and industrial buildings as well. Still, the plan identifies programs that improve energy efficiency in homes as a shovel ready means for curbing global warming pollution.

“The technology, equipment and expertise exist today to substantially reduce the amount of energy required to heat and cool the average existing home, as well as to make new homes efficient from the offset,” according to the New Hampshire Climate Action Plan. “Studies have shown that existing homes can made anywhere from 15 to 60 percent more efficient by the use of improved air sealing, insulation, and equipment.”

These are precisely the type of improvements that will be made to low-income homes in New Hampshire thanks to the American Recovery and Reinvestment Act.

The New Hampshire Climate Action Plan sets a goal of reducing net energy consumption in 30,000 homes by 60 percent. The more than $23 million in federal stimulus money that will go towards improving energy efficiency in low-income homes will help jump-start the state's efforts to meet this important goal.

Greenpeace urges New Hampshire Senators Gregg and Shaheen to support President's Budget

Concord, New Hampshire – Local Greenpeace field organizer David Pomerantz urged New Hampshire Senators Judd Gregg and Jeanne Shaheen to support President Barack Obama’s budget at a press conference held at the Legislative Office Building in Concord on Tuesday.

“America is facing bigger challenges than we’ve seen in generations – a collapsing global economy, soaring unemployment rates, and a rapidly warming climate,” said Pomerantz.

“President Obama’s budget recognizes that the solution to all three problems is the same: we must move America to a clean energy future that will create green jobs, end our dependence on foreign oil and curb global warming while we still can.”

The President’s budget calls for the development of a cap and trade system designed to reduce the nation’s greenhouse emissions 14 percent below 2005 levels by 2020, and 83 percent below 2005 levels by 2050. Towards this end the budget includes a $19 million dollar increase in funding for related Environmental Protection Agency programs, including work on a national greenhouse gas emissions inventory. The budget also provides support for renewable energy and energy efficiency programs designed to create new green jobs and stimulate economic growth.

After the press conference, Pomerantz told me that he expects Senator Shaheen to vote in favor of the budget, noting that as a candidate she campaigned strongly on clean energy, global warming, and green jobs.

Pomerantz described Senator Gregg as an outspoken opponent of the president’s budget. Still, he noted, Gregg had voted in support of global warming legislation in the past. That gave him hope that the veteran Senator might help block amendments aimed at removing the global warming provisions of the budget. "New Hampshire voters also know that Senator Gregg will be a crucial swing vote in climate legislation later this year, and we hope he aligns himself with his state's best interests by casting a vote for a safe climate."

Global warming is a hot issue in New Hampshire these days. Governor John Lynch’s Climate Change Task Force recently released the New Hampshire Climate Action Plan, and a public debate has been raging over the future of the state’s only coal burning power plant, Merrimack Station. The plant is responsible for around 20 percent of New Hampshire’s greenhouse gas emissions. Pomerantz offered a few comments about the future of coal power in America.

“Coal is the leading source of global warming pollution in this country,” he said. He went on to cite a recent Greenpeace report,Energy {r}evolution, that found that the United States could use existing clean energy technology to meet all of its energy needs by 2050, without coal or nuclear power. The same report found that existing clean energy technology could be used to reduce greenhouse gas emissions from fossil fuels 85 percent below current levels by 2050.

Pomerantz also expressed confidence that the energy needs of New Hampshire will one day be met using clean, renewable sources of energy. "But broadly speaking, the U.S. can get off coal very quickly if we stop building new coal plants and rapidly invest in energy efficiency and renewable energy like wind and solar power", he added

The press conference was organized by a coalition of advocacy groups working to rally local grassroots support for President Obama’s budget as part of a nationwide campaign called Rebuild and Renew America Now! Participants included Every Child Matters, Granite State Progress, Greenpeace New England, NH Citizens Alliance for Action, SEIU’s Change That Works, Seacoast for Change Grassroots Network, and Working Families Win. Speakers sought to frame the budget as a blueprint for confronting the current economic crisis, as well as for address other long-term challenges facing the nation.

“President Obama’s proposed budget returns fairness to our tax code, takes control of the federal deficit, and makes significant down payments on quality, affordable healthcare for America, world-class education, and a clean energy future,” said Sarah Chaisson Warner of NH Citizens Alliance.

New Hampshire Climate Action Plan Raises Questions About Future of State's Only Coal Power Plant

On March 25, Governor John Lynch’s Climate Change Task Force released the New Hampshire Climate Action Plan. The plan’s release is likely to raise some new questions about the future of the Granite State’s only coal burning power plant, Merrimack Station. In 2006, the state passed a law requiring Public Service of New Hampshire (PSNH) to install scrubbers designed to reduce mercury and sulfur dioxide emissions at the plant. Since then, PSNH has increased the estimated cost of the scrubber project from $250,000,000 to $457,000,000. The increase has led many in the state to question whether keeping the plant open is worth the long-term costs to PSNH ratepayers, as well as to the environment.

The Climate Change Task Force worked for more than a year to create the plan, which lays out ambitious mid-term and long-term goals for reducing greenhouse gas emissions. It recommends reducing emissions 20 percent below 1990 levels by 2025, and 80 percent below 1990 levels by 2050. It also recommends a total of 67 actions that policy makers can take to start the hard work of achieving these goals.

The plan acknowledges that implementing all 67 of the recommended actions would only reduce emissions to 16.4% percent below 1990 levels by 2050, falling well short of the 80 percent target. This shortfall is explained as follows:

“This action plan contains those measures that the Task Force believes will be most effective in rapidly addressing the state’s greenhouse gas emissions over the next one to two decades while positioning the residents, government, businesses, industries, and not-for-profits to achieve still greater future reductions as technological, economic, political and social changes allow.”

This approach is worthy of praise in that it recognizes the need to take immediate action to curb global warming pollution. Still, the plan contains one rather obvious omission. It fails to call for the eventual shutdown of Merrimack Station. The 41-year old plant is responsible for 20 percent of New Hampshire’s greenhouse gas emissions, and the costly $457,000,000 scrubber installation project will do nothing to reduce these emissions. Replacing the plant with a cleaner alternative could make a big difference in the long-term.

This omission is particularly interesting given that the plan lists the burning of fossil fuels for energy production as one of three main sources of greenhouse gas emissions in New Hampshire. As a solution, the plan calls for the increased use of renewable, low-CO₂ sources of energy to reduce the state’s reliance on fossil fuels. It also emphasizes the potential economic benefits of developing in-state sources of renewable energy:

“In addition, to the extent that in-state energy resources can reduce the dependence on imported fossil fuel, such resources will result in more dollars staying in New Hampshire, thus having a positive impact on non-energy sectors of the state economy.”

While the plan does not explicitly calling for the eventual closure of the Merrimack Station, it certainly raises some interesting questions about the future of the coal power in New Hampshire. PSNH customers will be asked to pay for the $457,000,000 cost of the current scrubber project, and for future any upgrades that will be need to keep the aging plant in compliance with state and federal environmental regulations.

State Senator Harold Janeway has proposed a bill, SB 152, that would require the Public Utilities Commission to compare the costs associated with keeping Merrimack Station open with those associated with alternative means for meeting the energy needs of PSNH customers. These alternatives include investment of renewable energy and energy efficiency measures. Either alternative would create new green jobs for New Hampshire, and help to protect the environment.

The public has a definite interest in learning more about the economic and environmental costs associated with the future operation of Merrimack Station. Let’s hope that lawmakers in Concord read through the lines and realize that the New Hampshire Climate Action Plan provides good reason for voting for SB 152.

New Hampshire Climate Action Plan Calls for 80% Reduction in State's Greenhouse Gas Emissions by 2050

The New Hampshire Climate Action Plan released today by Granite State Governor John Lynch contains two ambitious goals for reducing greenhouse gas emissions. It establishes a long-term goal aimed at reducing emissions to a level 80 percent below 1990 levels by 2050. It also recommends a mid-term goal aimed at reducing emissions to a level 20 percent below those present in 1990 by 2025.

“Here in New Hampshire, we already recognize that climate change poses serious risks to the health of our citizens, to our quality of life and to our economic future,” Lynch was quoted as saying in a press release. “And we are already national leaders in efforts to cut pollution, to build a new energy future and to build a greener economy.”

“This report will help us build on the efforts we’ve already made to reduce the pollution that causes global warming and climate change.”

The plan states that the majority of New Hampshire’s greenhouse gas emissions are produced by the use of fossil fuels for energy, heat, and transportation. Its release comes at a time of intense debate over the future of the state’s only coal burning power plant.

The New Hampshire Climate Change Task Force, formed by Lynch in December of 2007, worked for more than a year to produce the plan. It recommends a total of 67 actions that stake policy makers can take to reduce greenhouse gas emissions, broken down into ten areas of focus.

Governor John Lynch to Unveil New Hampshire Climate Action Plan Today

Granite State Governor John Lynch plans to unveil the New Hampshire Climate Action Plan at a media event in Concord today, according to a press release issued by the NH Department of Environmental Services. The plan is the result of more than a years worth of work by the state’s Climate Change Policy Task Force.

American Recovery & Reinvestment Plan: Comparing House & Senate Spending on Green Jobs Initiatives

Since first entering office a few weeks ago, President Barack Obama has spent much of his time urging members of the House and Senate to work quickly to pass an economic stimulus package designed to create millions of new jobs for America. If early signs are any indication, many of the jobs created by the stimulus package will be green jobs.

The House heeded Obama's call last week, passing the American Recovery & Reinvestment Bill of 2009. This week it’s the Senate’s turn. The Senate Committee on Appropriations has released a summary of its own version of the stimulus package, calling it the American Recovery & Reinvestment Act of 2009.

Both versions of the stimulus package contain funding for numerous policies designed to create new green jobs by investing in energy efficiency, renewable energy, and environmental conservation.

The following summary compares figures for proposed spending on a few of the green jobs initiatives found in both versions of the stimulus package:

Advanced Batteries:

Senate: $2 billion is provided in grant funding for the manufacturing of advanced batteries systems and components and vehicle batteries that are produced in the United States.

House: $2 billion for the Advanced Battery Loan Guarantee and Grants Program, to support U.S. manufacturers of advanced vehicle batteries and battery systems.

Clean Water:

Senate: $6 billion for local clean and drinking water infrastructure improvements.

House: $8 billion for loans to help communities upgrade wastewater treatment systems and for drinking water infrastructure.

Clean Water: Rural

Senate: $1.4 billion to support $3.8 billion in loans and grants for needed water and waste disposal facilities in rural areas.

House: $1.5 billion to support $3.8 billion in grants and loans to help rural communities fund drinking water and wastewater treatment systems.

Energy Efficiency Grants

Senate: $4.2 billion for Energy Efficiency and Conservation Grants.

House: $6.9 billion to help state and local governments make investments that make them more energy efficient and reduce carbon emissions.

Energy Efficiency: Department of Defense

Senate: $3.2 billion to be used to invest in energy efficiency projects and to improve the repair and modernization of Department of Defense facilities to include Defense Health facilities.

House: $1.8 billion for efforts to make our military bases more energy efficient, beyond benefits that will come from replacing and repairing facilities.

Energy Efficiency: Home Weatherization

Senate: $2.9 billion is available for the Weatherization Assistance Program.

House: $6.2 billion to help low-income families reduce their energy costs by weatherizing their homes and make our country more energy efficient.

Energy Efficiency: Government Buildings

Senate: $6 billion for repair of federal buildings to increase energy efficiency using green technology.

House: $6.7 billion for renovations and repairs to federal buildings, including at least $6 billion focused on increasing energy efficiency and conservation.

Energy Efficiency: Public housing

Senate: $5 billion to the public housing capital fund to enable local public housing agencies to address a $32 billion backlog in capital needs -- especially those improving energy efficiency in aging buildings

House: $16 billion to repair public housing and make key energy efficiency retrofits.

Energy Efficiency: Schools

Senate: $16 billion to repair, renovate and construct public schools in ways that will raise energy efficiency and provide greater access to information technology, and $3.5 billion to improve higher education facilities.

House: $20 billion, including $14 billion for K-12 and $6 billion for higher education, for renovation and modernization, including technology upgrades and energy efficiency improvements.

Energy: Smart Grid

Senate: $4.5 billion for smart-grid related activities, including work to modernize the electric grid.

House: $11 billion for research and development, pilot projects, and federal matching funds for the Smart Grid Investment Program to modernize the electricity grid making it more efficient, secure, and reliable and build new power lines to transmit clean, renewable energy from sources throughout the nation.

Environmental Clean-Up

Senate: $1.4 billion for EPA’s nationwide environmental cleanup programs, including Superfund.

House: $800 million for Superfund Hazardous Waste Cleanup to clean up hazardous and toxic waste sites that threaten health and the environment.

Senate: $6.4 billion is directed towards environmental cleanup of former weapon production and energy research sites.

House: $500 million for nuclear waste cleanup at sites contaminated as a result of the nation’s past nuclear activities. $300 million for cleanup activities at closed military installations.

Public Transportation:

Senate: $8.4 billion for investments in public transportation.

House: $13 billion for transit and rail to reduce traffic congestion and gas consumption.

Science:

Senate: $1.4 billion total for National Science Foundation (NSF) Research.

House: $3 billion for National Science Foundation, including $2 billion for expanding employment opportunities in fundamental science and engineering to meet environmental challenges and to improve global economic competitiveness.

Senate: $1.2 billion total for the National Oceanic and Atmospheric Association (NOAA).
