I got this project (new partnership program) from new partner in Taiwan. The cordless keyboard devices are included in low power device categories then testing expense is about USD 222 for the testing purpose "one of the testing requirement" and the certificate expense is about USD 333 for certificate issuance for Customer premises equipment categories.

Operating frequency base on the testing result is 13.567 MHz - 30.0 MHz and output power is about less the 100mW.

China approves long-delayed 3G mobile licenses

China's Cabinet said Wednesday it has approved licenses for next-generation mobile phone services in a long-delayed step that is expected to trigger billions of dollars in equipment sales. China is one of the last major markets to roll out third-generation, or 3G, services and the step comes at a critical time for global equipment suppliers as demand elsewhere weakens amid economic turmoil.

The government will issue licenses for two global 3G standards and a homegrown Chinese standard, the Cabinet said on its Web site.

The country's industry minister said in mid-December that Chinese carriers are expected to spend 280 billion yuan ($41 billion) on base stations, switching gear, transmission networks and other infrastructure. It is unclear, however, how much of that will go to global suppliers and how much to China's fledgling producers.

Wednesday's announcement did not say which companies would receive licenses. But state media said earlier that China Mobile Ltd., the dominant carrier, would be assigned the Chinese-developed TD-SCDMA standard. The global standards WCDMA and CDMA-2000 are to go to China Unicom Ltd. and China Telecom Ltd., respectively.

The introduction of 3G is expected to trigger a new burst of revenue for the industry as companies develop video, Web browsing and other services supported by the technology.
Beijing repeatedly postponed issuing licenses while it tried to develop its own standard to compete with the global systems.

Japanese WiMAX Network Launched in Okinawa

Japan's Okinawa Telemessage, a broadband access service provider has launched a WiMAX Network using Airspan solutions. Beginning with Nanjo City, Okinawa Telemessage will provide more than 500,000 households in Okinawa Prefecture with high-speed broadband access. Operating in the 4.95 GHz frequency band, the WiMAX network deployment is well underway and, upon completion, will consist of more than two hundred Airspan base stations spread over Okinawa Island.

This project benefitted from Japan's government broadband policy. The government's 'u-Japan' broadband strategy provides for money or tax incentives to cities to deploy broadband with the hopes of completing full broadband coverage to the entire nation by 2010. Nanjo City provided Okinawa Telemessage with roof-top property for placement of base stations, as well as city-owned fiber optic backhauling.

"A robust and reliable infrastructure solution is needed in an island-wide deployment such as this. Airspan solutions have exceeded our expectations and will help us meet our goals in expanding broadband services to the entire Okinawa Prefecture," stated Fumikatu Miyagi, President and CEO of Okinawa Telemessage Co.

Qatar Telecom Gets Clearance to Increase Indonesian Investment

Qatar Telecom (QTel) has confirmed that it will increase its holding in Indonesia's Indosat to 65% following a clarification about foreign investor rules from the Indonesian government. The authorities have agreed to allow Qtel to own up to 65 percent of Indosat, while removing a previously discussed condition that Indosat would transfer its fixed business into a separate company. Qtel paid US$1.8 billion to buy Asia Mobile Holding, which was a holding company for a stake in Indosat. Previously, Qtel held one-quarter of Asia Mobile's stake, while three-quarters was owned by Singapore Technologies Telemedia.

Indosat holds a landline license, and hence the 49% restriction applied, whereas if the firm had been a mobile only operator - then Qtel could have increased its stake to 65% without any controversy.

The government has now clarified that it can increase the holding to 65% - and QTel says that it will tender for the remaining shares in a deal worth around US$870 million. Qtel Group Chairman and Indosat President Commissioner H.E. Sheikh Abdullah Bin Mohammed Bin Saud Al Thani said: “We are pleased to be in a position to move forward with this tender offer with Indosat’s integrated business intact. This puts Indosat in a great position to compete aggressively in the future. We now feel more assured and comfortable paying the agreed tender offer price of 7,388 rupiahs per share.”

The government owns a 14.3% golden share which can't be touched.

Indonesia to Implement Wimax Broadband in 2009

Indonesia will implement Wimax (Worldwide Interoperability for Microwave Access) broadband technology next year to improve access to the Internet across the country, an official said Sunday. Engkos Koswara, an expert adviser to the state minister for research and technology, told Antara news agency the government was still testing the 2.3 GHz frequency for the Wimax technology.

"We hope that by next year, Wimax technology will be implemented," he said in Medan, North Sumatra, adding the government would encourage the use of domestic products to support the technology.

Indonesia ranks very low in the region in the use of broadband for Internet access.

Engkos was in Medan to attend the promotion of IGOS (Indonesia Goes Open Source) and the launching of IGOS for North Sumatra (IGOS Sumut). IGOS, launched in 2004, was launched to promote the use of open source software throughout the country.

Australian SMS Firm Agrees to Abide by Anti-Spam Laws

The Australian Communications and Media Authority has accepted an enforceable undertaking from Oxygen8 Communications, after investigating complaints under the Spam Act 2003 that commercial messages in the form of SMS were sent by content providers using Oxygen8 Communications’ technology platforms.

Oxygen8 Communications has undertaken to monitor the messages being sent using its systems and suspend the provision of its services to mobile content providers when likely breaches of the Spam Act are detected. Oxygen8 Communications has also undertaken to provide training to its employees and its customers on the provisions of the Spam Act.

ACMA is also currently conducting investigations into a number of the content providers involved.

"ACMA welcomes Oxygen8 Communications’ willingness to assist in improving compliance with the Spam Act," said Chris Cheah, Acting ACMA Chairman. "All businesses using SMS to promote their products and services need to be aware of their obligations under the Act. Oxygen8’s commitment to provide training will help to ensure that the SMS messages being sent to consumers are done so in compliance with the Act."

Oxygen8 Communications is one of Australia’s largest content aggregators in the mobile telecommunications industry and provides a range of services to mobile content providers including the delivery and billing of premium messages and customer relationship management.

In 2007 and 2008, ACMA received a number of complaints alleging that SMS from content providers using Oxygen8 Communications’ technology platforms were sent in breach of sections 16, 17 or 18 of the Spam Act 2003, which requires that commercial electronic messages are sent with consent, clear sender identification and a functional unsubscribe.

Bakrie Telecom sells towers to up investment

Shareholders of PT Bakrie Telecom, which operates the CDMA brand Esia, have given the all clear for the company's plan to sell 543 telecommunication towers, to be used partly to help finance its expansion for next year. "We hope to gain Rp 380.22 billion (US$34 million) from the sale," president director Anindya Bakrie said after a shareholder meeting Tuesday.

Six tower providers -- Solusi Tunas Pratama, Tower Bersama, Protelindo, Retower, Padi Mekatel and Powertel -- have indicated their interest in the offer, Anindya said. Anindya said the towers were being sold to boost the company's operational efficiency and to achieve its target of $200 million in capital expenditure for next year.

Bakrie Telecom has said it plans to spend $600 million in capital expenditure between 2008 and 2010. By the end of this year, the company will have spent $238 million for capital expenditure, partly coming from the Rp 3 trillion it secured from a rights issue earlier this year.

"Aside from the $34 million from the towers, we plan to finance next year's capital expenditure from the unused proceeds of the rights issue, internal cash and a $50 million vendor financing deal," Anindya said.

A vendor financing scheme is a form of loan given by a company which the recipient must use to purchase goods produced by the lender -- which in this case is PT Huawei Tech Investment, the local unit of the Chinese telecommunications giant Huawei Technologies. The partnership involves Bakrie Telecom purchasing Huawei's cellphones and bundling them with Bakrie Telecom's Esia chips.

As of the end of the third quarter of 2008, Bakrie Telecom had posted a net profit of some Rp 1.5 trillion, from Rp 849 billion last year. This 6.9 percent profit growth was supported by it almost doubling its customers, who currently number around 6.5 million. It also plans to buy 7.2 percent of its shares in the market, putting aside some Rp 600 billion for the buyback scheme.

"We have bought back 2.4 percent of our shares so far, and we are hoping to reach the 7.2 percent target next year," Anindya said.

Many phone operators here are selling their towers, choosing instead to lease them, following a government regulation requiring each telecommunication tower to be shared by more than one operator. Bakrie Telecom said that after the sale of the 543 towers it would still have around 150 towers.

India's 3G License Auction Confirmed - Starts Jan 16th 2009

India's government has finalised the plans for its 3G and WiMAX auctions - with the 3G auctions starting on January 16th next year. Auctions for WiMAX licenses will commence two days after the 3G licenses are sold.

According to a memorandum from the Department of Telecoms, there will be a pre-bid conference next week, with the final submissions to enter the auction being due on the 5th January. The short list of bidders will be announced on the 9th followed by a "mock-auction" to test the systems a few days later.

As expected, the two state-controlled operators, BSNL and MTNL have been granted licenses in all 22 circles in the country - and the government has outlined how many extra licenses will be available in the rest of the country. There have been concerns about a lack of radio spectrum in some parts of the country, and Delhi will be limited to just two private companies operating 3G networks - while Mumbai could have up to four private operators (in addition to the state operators).

The worst affected area is is the North East circle where only the state owned operators will be able to provide services - although Rajasthan is actually not offering any 3G services at all.

The licenses are all valid for 15 years.

To make it easier to raise funding, and hence boost the government coffers, there is also a proposed relaxation of External Commercial Borrowing (“ECB”) guidelines to permit ECB up to US$500 million to finance spectrum acquisition fees.

Foreign companies will be able to bid for a license on their own - but will then need to find a local partner willing (and able) to take a 26% stake in the company.

As for the WiMAX licenses - there is sufficient spectrum in the 2.3Ghz and 2.5Ghz bands to allow for three private operators in each of the country's circles - in addition to the two state owned operators who have also been granted WiMAX licenses.

The 3G/BWA auction document also confirmed that the government is preparing to permit MVNOs in the country and that details would be made available shortly.

Telkomsel wins higher revenue from rural regions

Rural mobile consumers are often typecast as low spending. Yet Indonesian operator Telkomsel has found that its rural customers expend more than expected, making the effort of providing coverage across difficult terrain well worthwhile.

When it comes to rolling out rural communications, Indonesia presents physical challenges far beyond those of most other countries. The sheer geographical inaccessibility of remote parts of the nation stretching 8,000 km across more than 17,000 islands makes Indonesia a tough test for extending mobile coverage to rural consumers.

And so it is for Telkomsel, Indonesia’s leading mobile operator with about 52 million subscribers. As part of its business growth strategy, Telkomsel is expanding into areas with no prior mobile communications coverage. Its expansion since 2002 has targeted the islands of Kalimantan, Maluku, Papua and Sulawesi, collectively known as Area IV.

“Area IV is especially challenging. We have to hire helicopters to bring installation engineers and equipment to remote locations. We also have to install generator sets to power base stations and use satellite transmission links, which together account for about 90 percent of our operational costs in rural areas,” explains Mr. Hendri Mulya Sjam, president of Marketing and Customer Relationship Management for Telkomsel.
