&lt;br /&gt;
The Nigerian delegation to the World Radiocommunication Conference 2012 (WRC-12) which holds in Geneva, Switzerland from January 23 to February 17 2012, is lobbying the global telecom regulator for additional spectrum on 700MHz currently being sued for  by the broadcasting industry.&lt;br /&gt;
&lt;br /&gt;
&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;
&lt;br /&gt;
Mr. Bashir Gwandu, Executive Commissioner, NCC, said the country needs at least three slots which could be used by mobile operators to deploy high capacity mobile voice and data services, noting that there was not enough spectrum available for the regulators which explains why Africa was going to ITU to push for more spectrum because of the huge data that are going to be growing in the continent, which need to be accommodated.&lt;br /&gt;
&lt;br /&gt;
Averting Network Congestion&lt;br /&gt;
He said, “In Africa we have affordability problem, adding more additional sites is not the best way to go because it is going to cost more. So we said let’s have more spectrum, that is why we pushed for additional spectrum allocation on the 700MHz, which is a befitting spectrum being used for analogue TV.&lt;br /&gt;
&lt;br /&gt;
“So we said let’s digitise our television so that we can have the spectra for telephony services and we are pushing for spectra 690-790mhz. At the last conference of ITU WRC, we said Africans haven’t got Digital Dividend because we have already licenced CDMA, what is left for us is just 790-806MHz which is 16MHz, which is not going to take us anywhere.&lt;br /&gt;
&lt;br /&gt;
“We said let’s extend it to 698MHz that would last for three major operators or an existing operator can buy part of the spectrum and expand their network and still accommodate more people and have better quality service and indeed accommodate the data growth that will come overtime. This is what we are pushing for at ITU, we are leading Africa in this fight for the next WRC next year and we are going to tell ITU that we want it now, we can’t wait any more, the whole of Africa wants it as soon as possible,” he added.&lt;br /&gt;
&lt;br /&gt;
Reliance on Wireless Communication&lt;br /&gt;
Gwandu noted that in Africa there is heavy reliance on wireless communications because there is not enough fibre and copper infrastructures on ground. In Nigeria in particular, we have huge population resulting in network congestion and to solve that huge population problem we need to increase capacity.&lt;br /&gt;
&lt;br /&gt;
Already, the regulator still has the 2.3GHz spectrum which it is still trying to auction. It also has the 2.6GHz which may be licenced for IMT service, that is full mobile broadband using long Term Evolution (LTE) technology.&lt;br /&gt;
&lt;br /&gt;
WRC-12&lt;br /&gt;
The World Radio Communication conferences (WRC) holds every three to four years. It is the job of WRC to review, and, if necessary, revise the Radio Regulations, the international treaty governing the use of the radio-frequency spectrum and the geostationary-satellite and non-geostationary-satellite orbits. Revisions are made on the basis of an agenda determined by the ITU Council, which takes into account recommendations made by previous world radiocommunication conferences.&lt;br /&gt;
&lt;br /&gt;
The ITU and the Africa Telecommunication Union (ATU) which held in Geneva, November 9, 2011, the 3rd African Group Preparatory Meeting for the Radiocommunication Assembly 2012 (RA-12) and World Radiocommunication Conference 2012 (WRC-12) agreed to push for additional spectrum to be released to African regulators.&lt;br /&gt;
&lt;br /&gt;
In Europe last week, Portugal Telecom, Sonaecom and Vodafone Portugal each won spectrum in Portugal’s LTE spectrum auction. Portugal Telecom and Sonaecom’s mobile phone units, TMN and Optimus, respectively announced that they had placed winning bids in three frequency bands. They each paid a total of €113 million for nine blocks; the minimum price set by the Portuguese telecommunications regulator, CMVM.&lt;br /&gt;

Representatives of telecommunications consumers say that a class action against telecommunication operators and content providers could be launched after a meeting to seek a solution to unauthorized transactions ended with nothing concrete.&lt;br /&gt;
&lt;br /&gt;
David Tobing, a lawyer representing consumers, said he was unhappy with the results of the meeting that was facilitated by the Communication and Informations Ministry. “The operators responded only with promises that they would tighten their monitoring of their content provider partners.&lt;br /&gt;

&lt;br /&gt;
They did not give us concrete solutions, such as exact measures to compensate our losses,” David told The Jakarta Post.&lt;br /&gt;
&lt;br /&gt;
“The operators and providers should have calculated the average losses suffered by each consumer and made a firm commitment to compensate them,” he added.&lt;br /&gt;
&lt;br /&gt;
David deemed the meeting useless and that it contributed nothing at all to consumers who had been fighting for their rights against the telecommunication companies and content providers.&lt;br /&gt;
&lt;br /&gt;
“The ministry, as a regulator, should also have produced a solid plan on how to monitor providers and operators so that they can no longer exploit consumers,” he added.&lt;br /&gt;
&lt;br /&gt;
“Instead, the ministry only established a coordination team, consisting of their own representatives, the operators and the providers, with no representation at all coming from the consumers or the police.”&lt;br /&gt;
&lt;br /&gt;
Hundreds of telecommunications consumers have filed complaints at various police command posts, organized by the Jakarta Student Circle that has been specially established to compile cellular phone customers’ complaints against providers and operators.&lt;br /&gt;
&lt;br /&gt;
“In my opinion, the ministry must be willing to enforce a moratorium on premium programs in the telecommunications industry. What has happened so far shows that the state has failed to monitor business conduct within the industry,” David said.&lt;br /&gt;
&lt;br /&gt;
He said that due to the disappointment over the results of the meeting, consumers planned to launch a class action.&lt;br /&gt;
&lt;br /&gt;
According to the ministry’s official release, the meeting mandated the Indonesian Telecommunications Regulatory Body (BRTI) to compile all the data related to consumers’ potential losses due to unauthorized third party programs and to submit them to the National Police and the Jakarta Police for investigation.&lt;br /&gt;
&lt;br /&gt;
The BRTI would also be responsible for closely monitoring the business relationships between content providers and telecommunications operators and, while doing this, the regulatory body would also design an application system that would enable consumers to block premium content should they wish to do so.&lt;br /&gt;

ACMA deputy chair Richard Bean said his organisation had recorded its highest number of complaints about spam since the Spam Act began in 2003.&lt;br /&gt;
&lt;br /&gt;
Complaints about email and SMS messages surged to 30,728 in total during 2010/11, up from 5929 in the previous year, ACMA said.&lt;br /&gt;
&lt;br /&gt;
Email complaints in 2010/11 rose by 418 per cent on the year before, while SMS/MMS messages rose by 377 per cent.&lt;br /&gt;

&lt;br /&gt;
"A number of things contributed to this including our ability to generate greater awareness of the ACMA's role in spam regulation, the success of our Spam SMS service and the streamlining of methods for reporting spam to the ACMA," Mr Bean said in a statement on Wednesday.&lt;br /&gt;
&lt;br /&gt;
He said another success for the ACMA was the first Federal Court ruling in its favour for breaching the Do Not Call Register Act.&lt;br /&gt;
&lt;br /&gt;
In May 2011, the Federal Court fined FHT Travel $120,000 for making 12,507 phone calls to numbers listed on the Do Not Call register.&lt;br /&gt;
&lt;br /&gt;
Mr Bean said the Telecommunications Industry Ombudsman (TIO) reported 1130 complaints about mobile premium services in the March quarter of 2011, down significantly from a peak of 9850 complaints during the September quarter of 2008.&lt;br /&gt;
&lt;br /&gt;
The implementation of the mobile premium services code earlier this year increased the protections for telco consumers, Mr Bean said.&lt;br /&gt;
&lt;br /&gt;
"It was very pleasing to see that the figure for the June quarter of 2011 was the lowest quarterly figure for mobile premium services complaints to the Telecommunications Industry Ombudsman (TIO) since the TIO began collecting specific complaint data on these services almost five years ago," he said.&lt;br /&gt;
&lt;br /&gt;
Mr Bean said telecommunication companies had to lift their game with consumer services.&lt;br /&gt;
&lt;br /&gt;
"More generally, the ACMA is taking a more active approach to addressing consumer issues and complaints," he said.&lt;br /&gt;
&lt;br /&gt;
"This is evident from our new quarterly consumer bulletin, which reports on a range of initiatives."&lt;br /&gt;

&lt;br /&gt;
The report, which cited unnamed sources familiar with the matter, said that the nation's No. 3 carrier plans to have the service operational on its own equipment in the first or second quarter, though that launch schedule could be moved up. The report also said that Sprint has been field testing LTE equipment and that it's unclear how many markets will get LTE service initially. Interestingly, the report said Sprint plans to use G-Block spectrum it acquired from Nextel for the deployment as well as 800 MHz spectrum currently being used by Sprint's iDEN network. Sprint has previously said it plans to start shutting down iDEN service in 2013.&lt;br /&gt;
&lt;br /&gt;

A Sprint spokesman declined to comment.&lt;br /&gt;
&lt;br /&gt;
The deployment would be part of Sprint's Network Vision network modernization plan, which is already underway, and which is centered around multi-mode base stations that would allow Sprint to launch LTE. Sprint is scheduled to detail its 4G network strategy at an investor conference in New York Oct. 7. &lt;br /&gt;
&lt;br /&gt;
Earlier this year though, Steve Elfman, Sprint's president of network operations and wholesale, said that the company could have LTE coverage nationwide by year-end 2013. However, that timeline was based on the notion that Sprint would launch LTE service sometime this year. &lt;br /&gt;
&lt;br /&gt;
Sprint's 4G strategy has been uncertain for months, which is why the investor conference should serve as a clarifying moment. In July Sprint inked a 15-year, $9 billion network hosting deal with wholesale LTE provider LightSquared in which LightSquared will pay Sprint to deploy and operate a nationwide LTE network that uses LightSquared's L-Band spectrum, and LightSquared will be able to sell network capacity via the arrangement to Sprint, other wireless carriers or retail customers. However, because of GPS interference concerns, both the FCC and National Telecommunications and Information Administration have called for more tests of LightSquared's network, throwing into doubt if or when the company will be able to launch service.&lt;br /&gt;
&lt;br /&gt;
Complicating matters further is Sprint's relationship with Clearwire (NASDAQ:CLWR), which currently operates a mobile WiMAX network covering more than 130 million POPs. Sprint holds a 54 percent stake in Clearwire and is its largest wholesale customer. Sprint CEO Dan Hesse said earlier this month at an investor conference that Sprint will likely discuss whether it will give Clearwire more funding at Sprint's October meeting.&lt;br /&gt;
&lt;br /&gt;
Clearwire CEO Erik Prusch said last week the company is talking with multiple wireless carriers about selling capacity on its 4G network, which may be a way for the cash-strapped company to secure more funding as it tries to deploy an LTE-Advanced network of its own. Clearwire has said it will need around $600 million in additional financing for the LTE buildout and that a network overlay for TDD LTE can be completed within 12 months. The CNET report said that Sprint's LTE network would be based on FDD LTE, just as AT&amp;amp;T Mobility (NYSE:T) and Verizon Wireless (NYSE:VZ) have done, but that Sprint will deploy devices with chips that support both flavors of LTE, allowing Clearwire devices to run on Sprint's network. &lt;br /&gt;
