US unemployment surged above 10 per cent for the first time in more than a quarter of a century in October, increasing political pressure on the Obama administration.

According to figures revealed on Friday, the unemployment rate rose to 10.2 per cent, its highest since 1983, as companies continued to shed jobs in spite of a return to economic growth. Non-farm payrolls were down 190,0000, slightly more than analysts expected, taking the total of jobs lost since the recession began to 7.3m.

In a televised statement, President Barack Obama called the unemployment rate “a sobering number that underscores the economic challenge ahead”.

A judge has given parents whose children attended the nursery where paedophile Vanessa George worked the choice of knowing if she has named their children among her victims.

Mr Justice John Royce confirmed that George, 39, had provided the names of some of the children she said she had abused at Little Ted’s nursery in Plymouth, Devon.

“I take the view that if parents want to find out whether their child has been abused and if that information has been given then they should be in a position to do so,” the judge told Bristol crown court.

“If they do not want to know, and I fully understand why some parents should not want to know, then the information should not be thrust upon them, it should be a parental choice.”

George and her co-defendants, Colin Blanchard, 38, and Angela Allen, 39, pleaded guilty to a string of offences of sexually abusing children, photographing the abuse and exchanging the images with each other via the internet.

George’s barrister, Nicolas Gerasimidis, successfully applied for the trio’s sentencing to be delayed to give more time to prepare. He said George intended to claim that Blanchard “used” her to access indecent images. “It will be Vanessa George’s case that she was used by Colin Blanchard, who is a principle mover in the contacting of women of a certain age so that the type of material this court is concerned with is disseminated back to him.”

Some parents have made it clear they do not want to know if George has named their children.

Sentencing has been adjourned to the week beginning 14 December.

A soldier suspected of fatally shooting 12 and wounding 31 at Fort Hood in Texas on Thursday is not dead as previously reported by the military, the base’s commander said Thursday evening.

A civilian officer who was wounded in the incident shot the suspect, who is “in custody and in stable condition,” Army Lt. Gen. Robert Cone told reporters.

“Preliminary reports indicate there was a single shooter that was shot multiple times at the scene,” Cone said at a news conference. “However, he was not killed as previously reported.”

A soldier who asked not to be identified told CNN that an e-mail went out to all base personnel instructing them not to speak to the media.

The number of Americans receiving food stamp assistance soared above 36 million for the first time in August, the eighth month in a row that enrollment set a record, the U.S. Agriculture Department said on Wednesday.

USDA said 36.492 million people were receiving food stamps, also known as the Supplemental Nutrition Assistance Program. In July, enrollment stood at 35.851 million. At the current rate, an estimated one in eight Americans receive benefits.

After weeks of partisan debate, the Senate voted on Wednesday to lengthen unemployment benefits by up to 20 weeks and to extend the $8,000 homebuyer tax credit.

The closely watched legislation would extend jobless benefits in all states by 14 weeks. Those that live in states with unemployment greater than 8.5% would receive an additional six weeks. The proposal would be funded by extending a longstanding federal unemployment tax on employers through June 30, 2011.

The measure would apply to those whose benefits will run out by Dec. 31, which is nearly two million people, according to Senate estimates. Those whose checks have already stopped would be able to reapply for another round.

The vote was 98 to 0.

More than a third of American youth of military age are unfit for service, mainly because they are too fat or sickly, the Army Times reports, quoting the latest Pentagon figures.

Most of the rest are too dumb or have used too many drugs to qualify, the study shows.

The report says 35% of the 31 million Americans aged 17 to 24 are unqualified because of physical and medical issues.

“The major component of this is obesity,” Curt Gilroy, the Pentagon’s director of accessions, tells the Times. “We have an obesity crisis in the country. There’s no question about it.”

He also said young people, by and large, can’t do push-ups.

“And they can’t do pull-ups,” Gilroy says. ” And they can’t run.”

The Times says the Pentagon gets its data from the Centers for Disease Control, which has found that the percentage of youth 18 to 34 who are considered obese has jumped from 6% in 1987 to 23% now.

Here’s the Pentagon’s breakdown of the ineligible population, according to the Times:

* Medical/physical problems, 35%.
* Illegal drug use, 18%.
* Mental Category V (the lowest 10% of the population), 9%.
* Too many dependents under age 18, 6%.
* Criminal record, 5%.

Update at 1:06 p.m. ET: The Times reports that Education Secretary Arne Duncan and a group of retired military officers will issue a report on Thursday warning that the situation is so dire it amounts to a threat to national security.

That study will show that when all factors are considered, 75% of military-age youth are not eligible to serve.

Work will initially begin in Lviv region, where reported numbers of cases showing severe manifestations of acute respiratory illness have been especially high. Two virologists on the team have started working at the National Influenza Centre and the laboratories of the Central Sanitary and Epidemiological Station in Kyiv to provide diagnostic support.

The above comments from the WHO update on Ukraine strike a more serious tone than yesterday’s quotes from WHO spokespersons playing down the alarming number of hospitalized and fatal cases, as well as media reports spinning political considerations, or politicians claiming only 15 confirmed H1N1 cases. As the WHO update clearly states, the dominant influenza circulating worldwide is swine H1N1 and it is assumed that most cases in the Ukraine (see map) are swine H1N1. Since the official government website lists 19,189 influenza cases (in addition to more than 235,000 ARI cases), the willingness of politicians to cite 15 confirmed cases, as well as media support in the distribution of the propaganda, is unfortunate.

The more severe manifestation of ARI cases are clearly hemorrhagic disease that fills lungs with blood and produces bleeding at all orifices, which are stark reminders of 1918 pandemic cases which were also linked to a swine H1N1.

Samples have arrived at Mill Hill in London, and sequence data should be available shortly. Since current swine H1N1 produced lethal infections in previously healthy young adults, and produced hemorrhagic disease, changes in the viral genome may be absent or minor. Therefore, release of the sequences to the entire scientific community would be useful.

Similarly, an update on the number of hemorrhagic cases would be useful. Rumors have suggested that such the number of such cases is significantly higher than the six described in media reports.

Now it turns out that one of the public school students given the swine flu vaccine without parental consent had to go to the emergency room after getting sick. Six-year-old Nikiyah Torres, who suffers from epilepsy (her parents had been waiting to see what their family doctor said about the swine flu vaccine) told WCBS 2, “He just gave me the needle, without asking me what is my name.”

The little girl told the Daily News, “My stomach was hurting, and I was itching,” and was taken to the hospital from her school, PS 335 in Brooklyn. According to the News, “When the nurse called for a student Thursday morning, Nikiyah’s teacher misunderstood and sent the wrong student, [NIkyah's mother Naomi] Troy said. The error was compounded when the nurse didn’t check Nikiyah’s name before sticking her in the shoulder.”

When the nurse realized what happened, the school called Troy to appear—and the nurse asked her to sign the consent form even though the shot was already given to her daughter. Troy fumed to WCBS 2, “He knew he was in big trouble and he wanted to cover himself.”

The News also reports that a third child was given the swine flu vaccine without consent, prompting the nurses’ union to say “I told you so” because it had warned about problems with making school nurses responsible for this: “We don’t like it when we’re right, because usually when we’re right someone does get hurt somewhere along the way.”

Nearly half of all U.S. children and 90 percent of black youngsters will be on food stamps at some point during childhood, and fallout from the current recession could push those numbers even higher, researchers say.

The estimate comes from an analysis of 30 years of national data, and it bolsters other recent evidence on the pervasiveness of youngsters at economic risk. It suggests that almost everyone knows a family who has received food stamps, or will in the future, said lead author Mark Rank, a sociologist at Washington University in St. Louis.

“Your neighbor may be using some of these programs but it’s not the kind of thing people want to talk about,” Rank said.

The analysis was released Monday in the November issue of Archives of Pediatrics and Adolescent Medicine. The authors say it’s a medical issue pediatricians need to be aware of because children on food stamps are at risk for malnutrition and other ills linked with poverty.

“This is a real danger sign that we as a society need to do a lot more to protect children,” Rank said.

Wise said the Archives study estimate is believable.

White House economic adviser Paul Volcker said his meeting on Monday with President Barack Obama focused in part on reducing U.S. economic reliance on consumer spending.

The alternatives to help bolster future economic growth include boosting exports, applying innovative technology to green issues and improving the nation’s infrastructure, Volcker said.

The former Federal Reserve chairman, who now heads the White House Economic Recovery Advisory Board, said Obama understands that “We cannot have so much consumption.”

Consumer spending accounted for 70 percent of the U.S. economy before last year’s economic meltdown, a level that Volcker said was sustained only by “the magic of financial engineering.”

“We cannot rebuild the economy to the tune of 70 percent consumption or housing booms. It will just break down again,” Volcker said.

Executives do not expect the U.S. commercial real estate market to emerge from critical condition any time soon, according to a survey by The Real Estate Roundtable.

Although the three indexes tracked by the “Sentiment Survey” have risen dramatically since the near-collapse of financial markets last year, they reflect the respondents’ collective sense of relief at having survived the worst of the turmoil, according to The Real Estate Roundtable.

The U.S. commercial real estate market has been in a downward spiral for more than two years. On the whole, U.S. commercial real estate values have fallen about 40 percent from their peaks in 2007. Borrowers face shortfalls in financings when loans come due, while other borrowers are struggling to meet even monthly payments.

The delinquency rate of U.S. commercial real estate loans that had been securitized into Commercial Mortgage-Backed Securities (CMBS) hit 4.8 percent in October, up from 4.36 the prior month and dwarfing the 0.77 rate a year earlier, according to Trepp, which tracks CMBS loans.

Contaminated fresh ground beef caused a possible E. coli outbreak that killed two people and sent 16 others to hospitals, federal health officials said Monday.

Twenty-eight people may have become ill after eating beef produced by Fairbank Farms of Ashville, N.Y., the Centers for Disease Control and Prevention reported. All but three of the suspected infections are in the northeastern U.S. and 18 are in New England, said CDC spokeswoman Lola Scott Russell.

Fairbank Farms recalled almost 546,000 pounds of fresh ground beef that had been distributed in September to stores from North Carolina to Maine. The U.S. Department of Agriculture’s recall notice, dated Saturday, said the possibly tainted meat had been sold in numerous ways, from meatloaf and meatball mix to hamburger patties.

Some of the ground beef was sold at Trader Joe’s, Price Chopper, Lancaster, Wild Harvest, Shaw’s, BJ’s, Ford Brothers and Giant stores in packages that carried the number “EST. 492″ on the label. Those products were packaged Sept. 15-16 and may have been labeled with a sell-by date from Sept. 19 through Sept. 28, meaning they’re no longer being sold as fresh product in supermarkets, Fairbank Farms said.

The rest of the ground beef, packaged in wholesale-sized containers under the Fairbank Farms name, was distributed to stores in Maryland, Massachusetts, North Carolina, New Jersey, New York, Pennsylvania and Virginia. That meat was likely repackaged for sale and would likely have differing package and sell-by dates.

The USDA was urging customers with concerns to contact the stores where they bought the meat.

Ron Allen, Fairbank’s CEO, urged consumers to check their freezers for the recalled ground beef.

Companies subject to such recalls are allowed to cook tainted meat to kill the bacteria and then use it in other products, a common practice in the food industry.

That won’t happen in this case, the company said.

A secret court is seizing the assets of thousands of elderly and mentally impaired people and turning control of their lives over to the State – against the wishes of their relatives.

The draconian measures are being imposed by the little-known Court of Protection, set up two years ago to act in the interests of people suffering from Alzheimer’s or other mental incapacity.

The court hears about 23,000 cases a year – always in private – involving people deemed unable to take their own decisions. Using far-reaching powers, the court has so far taken control of more than £3.2billion of assets.

The cases involve civil servants from the Office of the Public Guardian (OPG), which last year took £23million in fees directly from the bank accounts of those struck down by mental illness, involved in accidents or suffering from dementia.

The officials are legally required to act in cases where people do not have a ‘living will’, or lasting power of attorney, which hands control of their assets over to family or friends.

But the system elicited an extraordinary 3,000 complaints in its first 18 months of operation. Among them were allegations that officials failed to consult relatives, imposed huge fees and even ‘raided’ elderly people’s homes searching for documents.

Carers trying to cope with a mentally impaired loved one, forced to apply for a court order to access money, said they felt the system put them under suspicion as it assumed at the outset that they were out to defraud their relatives.

In Ukraine, schools have been closed, all public events have been banned and restrictions imposed on people’s movements after the country confirmed its first death from H1N1 swine flu.

Prime Minister Yulia Tymoshenko announced a three-week period of precautionary measures and health officials are said to be considering introducing quarantine across the country..

An outbreak of flu and pneumonia has killed 30 people in western Ukraine since mid-October, but until now officials have been insisting the H1N1 strain was not the cause.

A health ministry spokeswoman said not all the dead were tested, but checks on one body have proved positive.

In western Ukraine more than 5,000 flu cases have been registered during the last week. Tests are now being carried out to determine the origin of the virus.
