Thursday, Oct. 29, 2:38 a.m.: An FSUPD officer was walking in the area of Nielsen Gardens and observed two individuals sitting under the gazebo smoking. The officer approached the two individuals and identified himself as a law enforcement officer, both verbally and by displaying a badge, as the officer was in plainclothes. Both individuals, a male and a female, were smoking cigarettes when the officer arrived, but the officer soon noticed a glass smoking device next to the female's right foot.
The officer asked if they were in possession of any marijuana, and the female said that she'd already smoked what she had. She claimed the pipe was hers and that the male had not been smoking marijuana. The officer issued the female a notice to appear for possession of drug paraphernalia.
The glass pipe was properly packaged and placed in an evidence locker. Both subjects are current FSU students.

A suicide bomber struck a crowded market in northwestern Pakistan, killing an anti-Taliban mayor who had formed a militia to fight the militants and 11 other people, officials said.
A purported Taliban commander claimed responsibility for the bombing.
The Taliban have carried out a series of attacks in recent weeks aimed at pressuring the government to abandon an offensive launched in mid-October in South Waziristan, the main Taliban and al-Qaeda sanctuary in the country. The bombing, in the town of Adazai, about 10 miles south of the main northwestern city of Peshawar, killed the town's mayor, Abdul Malik, and 11 other people, including a young girl, said Sahibzada Anis, the top official in Peshawar.
The suicide bomber hit as shoppers thronged a market where goats were being sold to celebrate the upcoming Muslim festival of Eid. Malik, who had once been a Taliban supporter, later switched sides and formed a local militia to help fight the militants.
Militants have struck repeatedly in Pakistan in recent weeks, killing more than 300 civilians and soldiers in attacks aimed at weakening the government's resolve to continue the South Waziristan operation.

In an attempt to foster new methods of green technology, the Obama administration has allotted $3.4 billion in smart grid grants to 100 private companies. This technology hopes to enable different types of renewable energy and boost efficiency in commonly-used products, helping to reduce power outages, lower power bills and renew at least 20 percent of the country's energy in the next 10 years. The potential technological benefits are especially important to the average consumer, rather than just the affluent one.

One in five wounded service members evacuated from Afghanistan this summer and early fall suffered a spinal injury, and at least 14 were left paralyzed or with loss of sensation.
Medical officials are concerned about whether seating, harnesses and flooring in MRAPs adequately absorb the force of blasts, says Air Force Lt. Col. Dustin Zierold, a surgeon and the hospital's director of trauma care.
He says a doctor in Kandahar is trying to design a seat that would guard against spinal injuries.
More research is needed to improve seating and flooring designs, said Marine Brig. Gen. Michael Brogan, director of the Pentagon's MRAP program.
The MRAPs are the military's chief response to the No. 1 killer of U.S. troops in Iraq and now in Afghanistan - roadside bombs. More than 3,500 of the $1.4 million vehicles are in Afghanistan.
Brogan said that insurgents are building larger bombs to overcome the MRAP's armor and the V-shaped hull, which carries the force of an explosion away from the center of the vehicle.
In Afghanistan, fewer paved roads make it easier for insurgents to bury large explosives that can launch these heavy vehicles several feet into the air, Army commanders and doctors say.
A lighter, all-terrain MRAP version arrived in Afghanistan last month with improved shock-absorbing seating and more complex harness designs, Brogan says.
Doctors are gathering data matching spinal injuries with vehicle types, position of the occupant, surgical treatment that followed, incidence of paralysis and other factors. They are giving the data to engineers to help improve designs.

While some have tried to implement these practices, others either do not agree with the efforts or simply do not know how to begin the process.
