Lewis Hamilton proved his mastery of slippery conditions by claiming his third win of the season at the Belgian Grand Prix.

From second on the grid, Hamilton took advantage of Mark Webber’s poor start to beat the Australian into the first corner. From there he was unstoppable and despite the rain led the rest of the race. Hamilton now leads the championship from Webber by just 3 points.

Robert Kubica demonstrated the effectiveness of Renault’s new f-duct by finishing third, only narrowly missing out on second thanks to an error entering his pits. Team boss Eric Boullier was happy:

Overall I think we can be very satisfied with this weekend, especially because we brought our latest updates, including the f-duct, and managed to get it working properly straight away.

Once again, Force India were strong at Spa with Adrian Sutil finishing fifth and Tonio Liuzzi fighting against Fernando Alonso and Michael Schumacher. Force India is now 17 points clear of Williams in the Constructors’ Championship.

While it is still a five-way battle for the Championship, Hamilton and Webber were able to pull away slightly from their rivals thanks to Vettel finishing out of the points and Alonso and Button not finishing at all.

Alonso suffered an early pitstop after being speared by an unstoppable Rubens Barrichello (on his 300th GP start) and Button fell victim to an erratic Sebastian Vettel who seemed to be doing his best to trade paintwork with everyone around him. Jenson was understandably disappointed:

All I felt was a really big bang in the sidepod and I lost drive immediately, I don’t know what he was playing at really. From the point of view of the championship, it’s a massive blow.

There is no doubt that Vettel is seriously fast, but he seems to make too many hot-headed mistakes.

Mark Webber lifted himself to the top of the Drivers’ Championship with a remarkable drive in the Hungarian Grand Prix on Sunday.

Although the circuit is well liked by the drivers, the narrow, twisty Hungaroring has a reputation for producing somewhat processional races but Sunday’s race was anything but boring. Thanks to a safety car period and a drive-through penalty for Sebastian Vettel, Webber was able to leapfrog both his team mate and Fernando Alonso and seal a much needed fourth victory.

Sebastian was clearly upset at missing out on what he thought would be a certain victory and for the second race in a row there were two team mates on the podium; one looking less than happy.

But while Webber now leads the Championship, Lewis Hamilton is only 4 points behind and Sebastian Vettel only 10 points. It is still very much a five-way battle between the Red Bulls, McLarens and Fernando Alonso’s Ferrari. Webber knows he can’t afford to relax:

It’s nice to have more points than anybody else, but we’re not getting ahead of ourselves as there are some big events coming up.

In the closing stages of the race a furious battle for 10th was taking place between old team mates Michael Schumacher and Rubens Barrichello. Rubens had complained over the radio that Schumacher was closing the door on his passing attempts very late in the corners and on lap 68 Schumacher very nearly forced Barrichello into the wall. Barrichello managed to scrape through with centimetres to spare but it was clearly an extremely dangerous move by Schumacher.

Barrichello called for Schumacher to be shown a black flag and ex-F1 driver Derek Warwick (who was on the stewards panel) told BBC’s Radio 5 Live just how close Schumacher came to being disqualified:

Throwing a black flag would have shown a better example to our young drivers but by the time we got the video evidence we ran out of time and we had to do it retrospectively.

In the end the stewards handed Schumacher a 10 place grid penalty for Spa. With Schumacher’s current performance this virtually guarantees he won’t score any points in Belgium so it seems a fair penalty. After initially claiming innocence Schumacher eventually conceded his driving was dangerous:

Immediately after the race yesterday I was still in the heat of it all, but after I looked again at the situation with Rubens I have to say that the stewards were correct with their judgement.

What it does show is that Schumacher may have lost some of his old speed but he has lost none of his old ruthlessness.

At the 2002 Austrian Grand Prix, at the height of Michael Schumacher’s dominance of the sport, Ferrari ordered Rubens Barrichello to give up his race lead and let Schumacher past to take the victory. Barrichello duly slowed at the final corner of the last lap and let his team mate pass him just before the finish line.

The crowd didn’t like it. There was jeering during the podium ceremony which was made even more awkward when Schumacher encouraged Barrichello to take the top step and handed him the trophy for first. Both Barrichello and Schumacher were fined one million dollars for their behaviour and a new rule was introduced banning so-called team orders.

39.1: Team orders which interfere with a race result are prohibited

Such is the clear intention of this rule that many were surprised at Ferrari’s blatent imposition of team orders at Hockenheim on Sunday.

Having led the race from a fantastic start, Felipe Massa was told by his engineer, Rob Smedley:

OK, so, Fernando is faster than you. Can you confirm you understood that message?

There was silence on the radio but confirmation was given when Massa obviously slowed at the exit of turn 6 and allowed Alonso to pass. Smedley then told Massa:

Good lad. Just stick with him now. Sorry.

The stewards fined Ferrari $100,000 for the move although the race result still stands. The stewards have also referred the issue to the World Motor Sport Council which may take further action against Ferrari.

This is the second time Alonso has picked up a victory due to the blatant altering of the race by a team mate. While not as dangerous as Nelson Piquet Jr’s deliberate crash in Singapore, Massa’s move was equally unsporting and like Singapore, Alonso doesn’t seem to treat his win as anything less than fully deserved.

There has been a lot of debate about whether team orders should or shouldn’t be allowed but the fact remains that there is a specific rule forbidding them and Ferrari willfully broke that rule.

As to the question of whether team orders should be allowed, I think it is clear that the fans don’t want them – no matter how much the teams may.

There is an inherent conflict of interest in a Formula One team. Both drivers are hired by the team to drive for the team but when it comes down to it, each driver is driving for themselves. There can be only one champion and every driver wants it to be him. And while Ferrari have legions of supporters devoted to the Scuderia I don’t think the fans want to see race results manipulated even if it is for the good of the team.

What made Sunday’s result even worse was that it was the first anniversary of Massa’s terrible accident at Hungary. A win for the Brazillian would have been a fitting and well-liked result. Instead Ferrari showed clear Alsonso favouritism and did nothing for the Spaniard’s popularity.

All the talk of Alonso being faster than Massa is specious. A similar point was made about Webber and Kovalainen at Valencia but the reality is that Formula One is not just about who has the fastest car. It is also about who is the best driver and it can be just as exciting to see a skilled driver holding off a faster car as it is to see overtaking. If it was only about speed then why bother racing at all? Why not just have each car set a lap time on its own and then rank them accordingly?

I think team orders are wrong but it is not the use of them in this case that I find as distasteful as the obvious lying by Ferrari after the event.

I had been wanting to go to the Goodwood Festival of Speed for years and on the weekend I finally made it.

For those who don’t know, the Festival of Speed is a huge celebration of racing cars from the early decades of the 20th Century to the latest Formula One and Le Mans prototypes, held over three days at Goodwood House, the country estate of Lord March.

The main event is the hill climb but there is so much else to see that you could easily spend three days there and not run out of things to do. There were literally times when I didn’t know where to look, like when the Red Arrows were streaking overhead at the same time an old Maserati was roaring up the hill.

The festival is really well organised and it’s amazing how close you can get to the cars and drivers. One moment you are wandering around the F1 paddock, peering into Ayrton Senna’s old McLaren, and the next there are shouts to move aside while Mark Webber’s Red Bull rolls past.

This year the festival was celebrating 100 years of Alfa Romeo and 60 years of the Formula One World Championship so there were no shortages of beautiful old Alfas and F1 cars, including an example of the Alfa 159 ‘Alfetta’ that Farina piloted to the very first F1 World Championship.

Bruno Senna drove his uncle’s McLaren and John Surtees drove his championship winning Ferrari 158. With Jenson Button now at McLaren, Nico Rosberg took control of Button’s BGP 001 from last year (unfortunately repainted in the new silver Mercedes livery).

There were a whole host of classic Lotus’s; Emerson Fittipaldi drove his gorgeous JPS 72E from 1973 and Sir Jackie Stewart drove the beautiful Lotus 38 that his friend Jim Clark used to win the Indianapolis 500 in 1965.

It wasn’t just F1 cars either. There were sports cars, touring cars and motorbikes and a long walk to the forest at the top of the hill revealed some classic rally cars blasting around the forest rally stage.

Below are some of my favourites of the hundreds of pictures I took.

2009 saw the biggest change in regulations in Formula One for many years. This was largely in response to the perceived need to “improve the specatacle” of Formula One. There was a general feeling that overtaking had become so hard that it was making the sport boring.

There is a possibility that much of this impression of F1 being boring stems from the “good old days” point of view; that things are never as good as they used to be. I am not so sure that the amount of overtaking in Formula One has really declined that much in the last 20 years, however, I think the regulation changes have, in general, been a success. 2009 was a fantastic season and 2010 is shaping up to be even better.

A number of changes for 2011 were announced in Geneva last week, one of which was clearly designed to increase overtaking. This moveable rear wing regulation has caused quite a bit of controversy with some drivers saying it will be dangerous and others saying it will kill defensive driving and reduce the skill required to pass.

After the Canadian Grand Prix there have also been calls for Pirelli, the tyre supplier for 2011, to provide tyres of a more extreme range of durability.

I am starting to wonder if enough is enough. Apart from Bahrain, this season has seen some fantastic racing at every Grand Prix, even traditionally boring circuits like Barcelona and Valencia. I am not convinced the rules need any further messing with.

McLaren boss Martin Whitmarsh expressed a similar view:

I think we have a great show, we should be careful not to spoil it, but we should always be thinking about how we create some entertainment. Both Lewis and Jenson have showed this year that you can overtake in F1 cars.

We like talking about improving the show. The show has been fantastic this year. We must not keep this obsession with improving the show.

The European Grand Prix produced the most entertaining race yet seen on the relatively new circuit as Sebastian Vettel drove practically unchallenged to his second victory of the season.

On a track where we have come to expect a procession, Sunday’s race provided plenty of dramatic moments. None more so than when Mark Webber’s Red Bull was launched into the air after ploughing into the back of Heikki Kovalainen’s Lotus.

It is testament to the safety of modern Formula One that Webber (and Kovalainen) were able to walk away unhurt from such a massive shunt but after the incident many seemed to hold Heikki responsible; they felt he should have moved over to let Mark through.

Webber later wrote on his website:

I understand as well as anyone that F1 isn’t a charity event; you have to fight for every position – but not when you’re five seconds off the pace and you have one of the quickest cars in the pack behind you. I mean, how long was Heikki going to stay ahead of me? Another 15 seconds? He must be asking himself whether it was worth it.

Webber’s boss, Christian Horner, also held Mark completely blameless, as did David Coulthard. However, I agree with Eddie Jordan and Lotus technical chief Mike Gascoyne. The only time a car should move over and allow another car to pass is when they are being lapped. It doesn’t matter if a car is 5 or 10 seconds slower, it is up to the attacking driver to pass safely.

Kovalainen was not being lapped, and while there are rules about how you can defend your position there are no rules saying you should pull over whenever a faster car is behind you. It seems like Webber was just caught by surprise at how early the Lotus had to brake for the corner.

As Gascoyne said:

Should a Force India be letting a McLaren past simple because its faster? Where do you draw the line? It is a motor race, isn’t it?

In a meeting today, the FIA World Motor Sport Council made a number of decision that will affect the Formula One Championship in 2011.

Pirelli was announced as the single tyre supplier for three years starting in 2011. This won’t be the Italian company’s first time in Formula One, having last competed in 1991. Pirelli are also the official supplier for the World Rally Championship.

The minimum car weight has been raised from 620kg to 640kg. Perhaps to allow for the use of KERS.

A number of clarifications have also been added that are clearly targeted at recent events.

For Lewis Hamilton’s memorable qualifying for the Canadian Grand Prix:

With immediate effect, if a sample of fuel is required after a practice session the car concerned must have first been driven back to the pits under its own power.

And for Michael Schumacher’s creative overtaking of Fernando Alonso at Monaco:

With immediate effect, no car may overtake until it has passed the first safety car line for the first time when the safety car is returning to the pits. However, if the safety car is still deployed at the beginning of the last lap, or is deployed during the last lap, it will enter the pit lane at the end of the lap and the cars will take the chequered flag as normal without overtaking.

And for Lewis Hamilton’s “over-exuberant” off-track driving in Australia:

Competitors at FIA events must act as ambassadors for the sport, be aware their conduct on the road must be exemplary and respect road safety rules. The World Council agreed that the International Sporting Code be examined to ensure the Federation’s overall objectives and, in particular, its commitment to road safety, are upheld.

The F-ducts, first introduced and used to great effect this year by McLaren will be banned from 2011:

With the exception of the parts necessary for the driver adjustable bodywork, any car system, device or procedure which uses driver movement as a means of altering the aerodynamic characteristics of the car is prohibited from 2011.

Note, however, that this last point refers to an interesting new provision for adjustable bodywork:

From 2011, adjustable bodywork may be activated by the driver at any time prior to the start of the race and, for the sole purpose of improving overtaking opportunities during the race, after the driver has completed two laps. The driver may only activate the adjustable bodywork in the race when he has been notified via the control electronics that it is enabled. It will only be enabled if the driver is less than one second behind another at any of the pre-determined positions around each circuit. The system will be disabled the first time the driver uses the brakes after the system has been activated.

This is clearly an attempt to improve the ability of a car running close behind another to overtake. It sounds like a workable and interesting solution although we must remember the adjustable front wing was also designed for this and had little to no effect.

While I have greater hope for this new rule I think we need to be careful about placing too much emphasis on aerodynamics and look at what made Canada such a thrilling race – tyres. It will be up to Pirelli to prove they can not only supply tyres that are workable but can also add to the spectacle of the race itself.

Perhaps taking onboard Luca di Montezemolo’s complaining about the new teams, there will also be a new 107% qualifying rule:

From 2011, any driver whose best qualifying lap exceeds 107% of the fastest Q1 qualifying time will not be allowed to take part in the race. Under exceptional circumstances, however, which may include setting a suitable lap time in a free practice session, the stewards may permit the car to start the race. Should there be more than one driver accepted in this manner, the grid order will be determined by the stewards.

Since taking over from ITV last year, the BBC’s Formula One coverage has just gotten better and better.

I love the fact that every practice, qualifying and race session is available on the web and the red button. I do miss James Allen’s commentary, but on the whole, the BBC team is first rate. The 5 Live commentary for the practice sessions is also really good, especially Anthony Davidson (although I’d rather see him back on the track).

One of the things I look forward to each race weekend is the little video montages that the BBC put together. They are pure, bite-sized pieces of F1 goodness.

Just take a look at this one from Turkey commemorating 800 races for the Scuderia.

Sixty years ago today was the first Monaco Grand Prix of the new Formula One World Championship.

It wasn’t actually the first Monaco Grand Prix ever. That was in 1929 and it was won by British spy/racing driver William Grover-Williams but in 1950 Juan Manuel Fangio won his first race of his career in Monte Carlo.

As he tells Jake Humphrey in this great BBC interview, Sir Stirling Moss, the first British winner of the Monaco Grand Prix, considers Fangio the greatest ever Formula One driver. It’s easy to see why. Fangio would later go on to win 5 world championships, a record only surpassed by Michael Schumacher 46 years later.

This picture of Fangio racing his Maserati 250F around the streets of Monte Carlo is not a photograph. It is an airbrush painting by Italian artist Alberto Ponno. Ponno’s incredibly details paintings are the result of months of work all done freehand and without any masking.

Here are a few more Monaco examples of of his amazing work. Visit his website to see the rest of his paintings.

On Sunday, the stewards declared that Schumcher’s opportunistic pass of Fernando Alonso after the safety car had pulled into the pits on the final lap was in breach of article 40.13 of the sporting regulations.

Section 40 deals with the rules for safety cars and here is what that particular rule says:

If the race ends whilst the safety car is deployed it will enter the pit lane at the end of the last lap and the cars will take the chequered flag as normal without overtaking.

The confusion over the interpretation of that single sentence seems to come from the opening words: “If the race ends whilst the safety car is deployed”.

Here is what Mercedes felt happened:

MERCEDES GP PETRONAS were fully aware of article 40.13 which states that no overtaking is permitted if the race finishes under safety car conditions. However we believed that the combination of the race control messages ‘Safety Car in this lap’ and ‘Track Clear’ and the green flags and lights shown by the marshals after safety car line one indicated that the race was not finishing under the safety car and all drivers were free to race.

I can see how both sides could have come to different conclusions about this (although the ‘safety car in’ message and the green flags are pretty persuasive) but I’m a little disappointed Schumacher was penalised. I thought it was a gutsy move and a flash of the old Schumacher cunning that some have started to think has vanished.

I would also have hoped that Damon Hill’s influence might have swayed the decision in Michael’s favour. I don’t seriously think Hill would maliciously penalise Michael as some have stupidly suggested and I would have hoped the racer in Damon would have appreciated the move.

In fact Hill has voiced concern that the role of the driver on the stewards panel should not be to interpret the rules but merely to offer a driver’s opinion of any racing incident.

Mercedes seem to have accepted that Formula One can do without results being changed by a court after the race but they have scheduled it for discussion at the next Sporting Working Group and I wouldn’t be surprised if we saw the rule clarified to support the stewards decision.

My own view is this: unless a move is blatantly unsafe or against the rules then drivers should be given the benefit of the doubt and any overtaking should be encouraged.
