      <title>- Improving Drought Response in Pastoral Areas of Kenya</title>
      <description>&lt;div&gt;The impact of recurrent drought-related crises in the Horn of Africa is rapidly escalating, with more and more people being affected each time a drought occurs. The current ability of pastoralists to respond to drought is limited not only due to the increasing frequency of drought, but also due to increasing population, a dwindling resource base, conflict, changes in access to land and water, as well as the impact of other shocks such as flooding and disease outbreaks. &lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;In Kenya, emergency interventions that tend to be implemented in response to drought are very effective in terms of saving lives, but they are not designed to address the chronic poverty or vulnerability that characterise the arid and semi-arid lands (ASALs). Experience suggests that the most effective way of providing aid in such situations is through protecting people’s livelihoods. Livelihood interventions are defined as those that aim to protect or enhance livelihood assets, strategies and outcomes; they can contribute both to saving lives and to building resilience and addressing vulnerability. &lt;/div&gt;
&lt;div&gt;&lt;br&gt;This briefing paper explores the responses to the 2005–2006 drought in Kenya’s ASALs, focusing particularly on the extent to which livelihoods interventions were implemented among pastoral populations.       <title>HPG Commissioned Reports published by ODI - An independent evaluation of Concern Worldwide's emergency response in North Kivu, Democratic Republic of Congo: Responding to displacement with vouchers and fairs.</title>
      <description>&lt;div&gt;In late 2008, escalated fighting among rebels and the Congolese Armed Forces (FARCD) provoked renewed and widespread displacement in North Kivu province, Democratic Republic of Congo (DRC). In response to the unfolding crisis, Concern Worldwide implemented the project Emergency Assistance to Newly Displaced and Host Families in Masisi Territory using funding from the Disasters Emergency Committee (DEC) and Irish Aid.&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;Concern’s nine-month emergency project sought to contribute to the livelihood security of displaced and host families in Masisi territory by increasing household access to food, non-food items (NFIs) and water&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;A primary activity of the project was creating ‘fairs’ where beneficiaries could use vouchers to purchase non-food items (e.g. kitchen utensils, pagnes),seeds and tools from vendors, as well as to pay school fees. Concern opted to use fairs and vouchers rather than distributing NFI kits to provide beneficiaries flexibility and choice. &lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;This report is the product of an independent, evaluation conducted in August 2009. to assess the extent to which the project achieved its objectives, with particular emphasis on the appropriateness of the voucher activities. &lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;While the primary intended audience is Concern Worldwide, DEC Member Agencies, the DEC Secretariat and Irish Aid, the evaluation’s in-depth look at the voucher and fair methodology is intended also to be useful for other humanitarian agencies engaging in or considering using fairs in their emergency&amp;nbsp; responses.&lt;br&gt;&lt;/div&gt;

      <title>HPG Working Papers published by ODI - Livelihoods in crisis: a longitudinal study in Pader, Uganda</title>
      <description>&lt;div&gt;This working paper is the third report in a three year study that has monitored changes in the livelihoods of a small group of conflict-affected households in northern Uganda since the beginnings of a peace process in 2006.&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;&amp;nbsp;As people move on from camp-based livelihoods and return their homes, this paper looks at the continuing challenges they face in resettlement, at how the population has been supported in their recovery, at what has been effective and what more could be done.&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;Despite the improved security and increase in food production, many people were scarcely managing to access minimum food and non-food needs. Some households had experienced a reduction in their standard of living since 2006.&amp;nbsp; The study highlights people’s vulnerability to changes in external assistance, as well as to other factors, including climatic conditions, poor access to basic services and physical insecurity. &lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;The paper suggests a need for caution about prematurely and abruptly cutting off humanitarian aid, a need for long-term social assistance for the most vulnerable and a need for more sustained and generous recovery and livelihood support.&amp;nbsp;&amp;nbsp; Given the increasing insecurity, there is also a need to maintain the flexibility to respond to disruption of livelihoods resulting from a possible resumption of conflict.&lt;br&gt;&lt;/div&gt;&lt;p&gt;&lt;a rel="nofollow"&gt;View full details&lt;/a&gt;&lt;div class="feedflare"&gt;

      <title>Briefing paper - RiPPLE Policy Briefs 2 - Economic benefits of access to water in Ethiopia: The case for packages of investments</title>
      <description>&lt;div&gt;Investments in water lie at the heart of Ethiopia’s policies for poverty reduction, food security and climate change adaptation. This briefing paper draws on micro- and macro-level studies of the economic impacts of access to water in Ethiopia (Hagos et al, 2008; Andersen et al, 2008), to argue that investments in water do appear to offer economic and livelihood benefits to households, increasing their income and resilience. However, rural households also face many other constraints to income generation, including poor access to markets, lack of credit availability and limited opportunities for non-farm employment.       <title>Issue - Disasters journal - Disasters, Theme Issue: The Politicisation of Reconstructing Conflict-Affected Countries</title>
      <description>&lt;div&gt;Since the end of the Cold War, the West's attempts to intervene and reconstruct countries affected by conflict and other disasters have become increasingly politicised. The 'tools' for response have been expanded and strengthened by an increase in political elites' interest in the reconstruction industry. The resultant growth in funding and capacity-building activities has led to an unprecedented involvement of donor organisations, NGOs and other stakeholders in the affairs of recipient states. At the same time, many humanitarian agencies note an acute narrowing of the political space in which they operate. &lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;Informed reflection is required to begin to make sense of these complexities. Studies of reconstruction have, despite being a critical issue for many years, long suffered from an acute disassociation between theory and practice on the one hand and academic and policy circles on the other. Recent events in Iraq and Afghanistan have exacerbated these problems, necessitating a thorough and, perhaps most pertinently, critical evaluation of both the state of the debate and the state of the art.       <title>HPG Working Papers - Losing ground: Protection and livelihoods in the Occupied Palestinian Territory</title>
      <description>&lt;div&gt;The occupation of Palestine and the conflict and violence that have attended it has had devastating implications for protection and livelihoods in the West Bank and Gaza. A series of measures have combined to create ‘a crisis of human dignity where the entire population is denied basic rights’. This Working Paper analyses the relationship between protection and livelihoods in the Occupied Palestinian Territory. It explores how threats to people’s protection are linked to their livelihoods, the impact of these threats on particular groups in the West Bank and Gaza and the strategies they employ in response.
