The trio-sons of Baliram Kashyap, Tansen Kashyap, Dinesh Kashyap and Kedar Kashyap, the Minister, Public Health Department were at native village Pharsaguda since last evening. They went to the temple of their ‘Kul-Devi’ at village Baraguda 1½ kilometers away from Pharsaguda under Bhanpuri police station area of Bastar district for religion offerings, this morning. There 4 naxals in villagers getup came to the said temple and exposed themselves at devotees of Goddage. As soon as the Minister Kedar Kashyap left the temple after performing the rituals, the heavy security force present there also left the temple, as Kedar Kashyap has provided Z-Security. The 4 naxals started roaming around Tansen and Dinesh Kashyap enchanting the prayers, and started firing over both of them. In this naxal firing two bullets pierced the forehead of Tansen Kashyap and Dinesh Kashyap sustained two bullet injuries over his back. Both of them were immidiately rushed for Maharani hospital, Jagdalpur. The hospital staff was all alert on information of this instance. The doctors declared Tansen Kashyap brought dead, and due operation and treatments are being given to badly injured Dinesh Kashyap, the helicopter from capital has been sent for Jagdalpur to facilitate the escorting of Dinesh Kashyap to Raipur for Treatment.

S. P. Bastar, P. Sundar Raaj has stated that the I. G. Bastar, T. J. Langkumer himself has reached to Beraguda to access the situation prior to and after the incident. The security forces in large numbers are patrolling around the Bhanpuri police station area in search of naxals.
The senior tribal leader and ex. Central Minister Arvind Netam, Mahendra Karma, Baiduram Kashyap and BJP, Congress Leaders and party workers are present there at hospital.
The Chief Minister Dr. Ram Singh, the Ex. President P. C. C. Charan Das Mahant have expressed their griefs over the incident and condemned the sad demisal of parted leader Tansen Kashyap. The condolence messages from all parts of state and Bastar is pouring in every body has described it a coward act of naxals and condemned their acts.
The condition of the M. P. (BJP) Baliram Kashyap is almost in subconscious stage after the incident of naxal firings over his two sons, and the fact of demisal of his younger son Tansen has still not convey to him. At about 3:00 PM, the informations of getting in custody one among culprits has reached here though not confirmed officially.
The incident has put the entire Bastar under shock. Every one is keeping his eyes and ears over each of the developments about this instance. It is to recall that one company of security forces use to remain at Pharasaguda, the native village of M. P. Baliram Kashyap.

The Dussehra festival initially starts from ‘Hareyali Amavasya’ and concludes on 11^th day of Kwari month of Hindu calendar. The main attraction of this festival is expressions of mutual co-operation among tribals arrived here from every nook and corners of Bastar, who use to start bringing the sal-wood logs from long destinations manually without taking advantages of modern transport facilities from the very first date of festival on Hareyali amavasya which is called ‘Pat-Jatra’. The 8 wheeler huge double storayed wooden chariot is manufactured manually here without using any modern machinery. All this work is done traditionally from the artisans belonging to village Jhar-Umargaon and Beda-Umergaon. From 2^nd day of Kwar-Navratri the ‘Parikrama’ of this wooden Chariot starts and it continues till ‘Ashtami’. During these parikrama’s, the huge heavy chariot built of over 45 Cubic meters of Sal Wood is pulled by the Madiya tribals of Kilepal area of Bastar, as per age old tradition. During Daily Parikrama ‘The Kshatra’ of Goddage Danteshwari is give seat over this chariot, which represents symbolic rounding by Goddage herself.

However, this holi-Kshatra of Goddage Danteshwari from Dantewada brought here, on its arrival here at Jagdalpur a ceremonial welcome is given to Goddage known as ‘Mauli Parghav’. Prior to that welcome rituals the ‘Kshatra’ is kept at Mawli-Gudi, a Goddage rest-house, located at entrance of city.

The time passed without upkeep and maintenances this mauligudi, kachhangudi, dharmshala and other places have ruined. However the rennovations of these places of historical importance has been done last year, which is an attempt to restore the distance site intact, in which it has partially succeeded.

Due to lack of shelters like Dharmshala, the tribals reaching here to celebrate Dussehra here, and bound to spare their nights beneath the open sky, or at courtyards or Varandah of various government offices.

Those who had ever been treated as kings of forest, are facing neglected attitudes of administration and police department, in place of getting joyful welcome here, as they have remained habituated since centuries, the responsibility of welcoming the Kshtra of Goddage Danteshwari lies over Rajguru, traditionally who use to perform offering with due rituals., This is Mawli Parghav, thousands of tribals, tourist from rest of the country and abroad use to witness the same. On next day of this ceremony the auspicious Kshtra is given seat over 8 wheeler double storeyed wooden chariot. The Parikrama completes on reaching upto ’singh-dhyoti’ of Palace.

On the 10^th day of Navratri, this Chariot is dragged away upto nearby Kumhrakote, called and the worship of new paddy crops is done there knows as ‘Nav-Khoni’ then next day of Chariot is brought back upto ’singh-dhyodi’, these ceremonies have been named ‘Bahar-raini’ and ‘Bhitar-raini’.

Earlier the kings use to join the Kshatra over the Chariot during parikramas. Thus, even today this festivity of worshiping, the Goddage Danteshwari on occasion of Dussehra is still gaining attractions of the populous. Here it is celebrated as ‘worship of strength and power-the Shakti Aradhana, instead of welcoming Lord Rama after destroying Ravana.

Lastly, the ‘Muriya Darbar’, the meeting of tribals plays key role for interaction between the state and public. Earlier the king use to preside over this meeting, maintaining this tradition the representatives of state government use to preside over this meeting and hear the problems, pains of public with intent to resolve.

The banks of river Godawari, Shabri and Indrawati is at constant vigil and the eyes are being kept over the naxal activities around the area. The boats being used by the naxals have also been brought away to disrupt the naxal activities and passages. Over 250 Sangham Members have been arrested so far in order to completely destroy the naxal network spread over the south and south west bastar. The cops of CRPF, STF and SSB in addition to the DF have been deployed for round the clock patrolling and search operations. In the operation red-hunt undertaken on 18^th instant at Singanmadgu of Chitagufa area in South Bastar, the police has successfully destroyed the entire arms factory run by the naxals there. After the completion of operation during search the police have recovered six numbers of country made guns, one 303 rifle, one hand granade, one china hand grenade, 13 barrels of rifle, naxal literature and daily utility items in bulk.

In encounter with the naxals on vary next day of this attack over naxal arms factory in which the six cops including two assistant commandants and one ASI have sacrificed their lives for the noble cause of restoring peace in the land. In this encounter, the police has loosed two A. K. 47 rifles, two SLR’s, one INSAS, one thousand live rounds, 25 magazines, 3 magazines of A. K. 47, four grenades, one bullet proof jacket, two wireless sets, two walkie talkies and one mobile phone. The naxalites have succeeded to bring away these service guns and explosives during and after the encounter that day.

The positive response from the central government has hooked up the state level actions against the naxal outfits active in and around Bastar. The police and security forces of Andhra Pradesh, Orissa, Maharashtra and Chhattisgarh, the bordering states are all in action to flush away the naxal network and naxal activities from the soil. It is maintaining round the clock vigil and step to step co-ordination with the Chhattisgarh police and its allies.

The entire police move is being run with due vigilance and secrecy. No information is being shared with media except that of encounters. The effect of change in line-of-action on center and state level is clearly visible in Bijapur, and Dantewada districts. The existing forces have been strictly instructed for night hour patrolling and to fight with naxals as and when required. Three additional BSF battalions have been requisitioned alone for Dantewada district, it shows the decisiveness of administration over the naxal issue.

The BSF has already proceeded for Bastar, but at 1^st stage it will be deployed in Narayanpur district. BSF is expected to be there in South Bastar in coming 2-3 months. Till then the steps to tightened the naxals is being taken by the existing paramilitary forces and the cops of D. F., and the positive outcome of these moves are being visualized clearly. In addition to direct attack over the naxals, the police is functioning over its planning of cutting their supply lines. In Konta area with the identification of SPO’s the arresting of the naxal supporters in large number is in progress.

According to sources, the police has completely taken in custody, the local port over river Shabri where the naxals use to hide their boats, means for interstate traveling and it has submerged the boats hidden there by the naxals. The police and its intelligence is keeping eyes over the naxal supporters living in large number of villages.

All the five S. P.’s of Bastar, have started functioning in accordance to the directives of the PHQ given on 12^th June. However, the police is observing dense secrecacy about the steps being taken to facilitate the both the special anti-naxal operations. It is believed that these operations will be operative jointly by the C. G. and Orissa states. Over 4000 BSF, CRPF, COBRA, COMMANDO BATTALION and CAF cops have reached to the sensitive areas to handle the operation and operations are expected to take place after the rainy season is over.

The CAF head constable Manmasih Minz was originally resident of Jashpur district. He was at his home recently on leave. He was denying to resume his duties at Kondagaon, where he was posted at police station, and entrusted with court-Moharrir’s duty, he was quite dis-satisfied with his duty. His wife anyhow got him agreed to resume his duty. He has deposited his service rifle at Bhilai training.

Today morning at about 06:15 AM he entered at police station Kondagaon, snatched a rifle of fellow cops, and opened firer over platoon commander Tikaram Lahariya and Head constable Mohtab Singh Thakur. Mehtab breathed his last on the spot and Lahariya was declared brought dead by the doctors of RNT Hospital Kondagaon. According to a senior police officer posted at Kondagaon, both of them have been shot dead this morning when they were busy in religious rituals. The condition of another head constable Sanjay Singh injured in this firing has been stated out of danger.

After committing this heinous offense the culprit Minz went at the banks of a pond and committed suicide by hanging himself over a tree there. Tikaram Lahariya was resident of Sagar District of M. P. And Mehtab was resident of Mandla.

The Kondagaon police has registered the offense. But motive of these killings has not yet came into picture.

It is to recall that the cops posted or deployed in naxal sensitive areas are under-going intensive mental pressure and living under odd geographical conditions, round the clock under pressure that any mishap may take place any moment. Spending the day in saving their own lives and at Utter darkness in safe guards of their police station, having no medical facilities having no proper meals, badly depressed being living away from family. All the above circumstances use to make the cop psychologically abnormal either or maniac or phobic. It is essential that this problem may be looked seriously and the steps to resolve their problems must be taken sincerely.

According to a senior police officer, after the recent naxal violent instances, the government is in mood to offensive against outlaws, leaving aside its defensive line of actions. But, it has not chalked out yet the line of action to be adopted in war against the naxals. In recent meeting of Chief Ministers of naxal affected states at Delhi, the issue has been considered a serious matter.

In south Bastar it is again a matter of concern that, during such sort of wide-ranging operation the local tribals will be victimized in larger number in comparison to the naxal. The intellectuals are of opinion that initially the naxals must be identified prior to this operation, only after completion of this job the actual operation should take place, to avoid any civilian casualty.

In south Bastar 90% of population is tribal, there was the fear for lives among those tribals who have had remained under naxal influences. There is two markable reasons, firstly the government agencies could not reach to these interior naxal sensitive localities, and secondly the naxals are playing dominating key roles in regular routine functions of the people, village or area.

The expertise in Gourilla war, the naxals never stay for longer period in any particular area or place, this is why the local rural masses is an important part of naxal field cadre.

The CPI is of opinion that the matter must be resolved on democratic way, i.e. By bilateral talks, for IB, the naxals and state both are supposed to initiate, in order to avoid any losses to the tribals living in internal remote localities.

At present 8 battalions of CRPF are there in south Bastar, and now the preparations are on to call BSF also. It is believed that BSF will be here, well equipped with armory, apparatus and intelligence network of its own. Because, it is essential that the forces come from outside should get acquainted properly with the geographical and naxal line of action, to confirm success in operation.

The South West Bastar in Chhattisgarh has became the home of naxals. After the Salva-Judum, the cops of various battalions of different forces from different parts of the country came here to coup with the naxals problem, to exhibit their vigilant action and to establish their superiority over outlaws, but seemed handicapped and far behind among the strong naxal network, and their secret network. Now, the conditions in interior of Dantewada and Bijapur areas has worsen to such an extent that the cops are forced to adopt all possible measures to hide their own identity, in order to save their own lives. They are all bound to lead the life of ‘Bahrupias’.

Terrorized with naxal highhandedness, even keep their hair-cut as per police norms, or using red-shoes is proving harming for cops. Even those civilians who use to adopt police style hair cuts or dress-ups have forgotten the said fashion. More or less the naxals too are undergoing similar problem of hiding their identities while in public, like traveling in buses or marketing in any public place. Similarly, the police vehicles, which has even remained the symbol of craze for cops, is proving killing devices.

It is easy to identify a cop even if he is not in uniform, the hair cuts, the shoes, the dress-ups, the heavy voices, and vigorous looks and dashing personality, but now these specialties have became devastating and damaging from cops. Even they are avoiding the use of police vans, vehicles, more over, the police has changed the identity registered number of vehicles and has framed false civilian numbers.

The naxal searching in passenger buses, abduction of persons suspecting to be a cop or informers and later recognizing dead bodies of abductees at road side has became a routing since last 3-4 years in Bijapur area. If any outside unknowingly enters in Sensitive areas with such hair cuts, dress-ups or shoes, his safe return is a miracle.

The shop keepers in interior areas have stopped keeping red-shoes for sale. If one or two cops are going to leave together homes or returning back to duty after leave, he does not dares to move lonely, but a group of cops seems always with them for their safe guards.

The naxals are also undergoing almost similar circumstances, of-course their is no mark on foreheads that the said person is either naxal or naxal supporter, but it is true, when they see the security personnel around, they commit something wrong under fear of being captured, and this wrong activity confirms their identity, and facilitate the opponent police to catch to culprits.

In brief the cops, citizen or even naxals are bound to lead a life of ‘Bahrupia’ to save its own life. None can utilize the right of liberty there and bound to hide his identity.

S. P. Further stated that the naxals have utilized late Manglu earlier 2-3 times in naxal violent actions, of course under pressure, on 5^th August night also the naxals attempting to escort away Manglu, Nohru and Maniram for certain naxal activity, when the Manglu denied to support the naxals, the outlaws shot him dead. The naxals however managed to bring away rest of two boys, who later anyhow managed to escape away from naxal camp; and approached Mardum police station. There they narrated the detailed facts of 5^th August incident.

Further, in the press conference of S. P. Bastar stated, when Manglu denied to join naxal training camp, the naxals shot him dead, Nohru and Maniram witnessing the cruel moment do not dared to resist and went to naxal camp with naxals that night.

Under a well planned conspiracy such events are being visualized in order to destroy the image of police.

Special teams will be constituted to get these 70-80 students released from naxal confinement, specific line of action is also being finalized to save the urban areas from naxal attacks.

In adverse to police, the naxals have stated that the police has killed the student Manglu at village Tonder under Mardoom police station, and there is no naxal involvement in this case. East Bastar divisional committee secretary of Naxals, Sukhdev stating above thing in a press release demanded to penal action against police personnel found guilty of killing of Manglu.
