 Alberta is one of the country's wealthiest provinces, with an abundance of resources and opportunities at our fingertips. However, below the surface is an issue that continues to grow, and one that prevents a staggering number of Albertans from accessing those opportunities, attaining an adequate quality of life, or even simply making ends meet every month.

Poverty reaches far beyond the traditional stereotypes of those too lazy and unwilling to work to make a better life for themselves and their families. The truth is, many of Alberta's poor are working full-time jobs year-round and are still falling short. According to Public Interest

Study shows improvements, but more needs to be done to end child poverty

A new report released Tuesday has outlined the lengths the province must go to eliminate child poverty.

The report, by the Edmonton Social Planning Council, the Alberta College of Social Workers and Public Interest Alberta was published Tuesday, and is one of many being released nation-wide by the national coalition, Campaign 2000.

In the report, titled Achieving the Promise: Ending Poverty in Alberta, the authors found about 91,000 children, or 11.3 percent of all Alberta children, were living below the low-income measure (LIM after tax) – and the poverty rate was higher for children under the age of six, with one in six (17.2 percent) living

Oil and construction is putting Edmonton’s growth at the top of the country.

Edmonton and Calgary will lead the country in growth in the next four years, according to a forecast from the Conference Board of Canada’s Metropolitan Outlook.

“Energy-related investment in Alberta is expected to stay vibrant throughout the next four years. For instance, about $29-billion worth of energy-related projects are now under way in the province, and nearly $86-billion worth of projects are proposed for the future,” said Mario Lefebvre, Director, Centre for Municipal Studies.

Politicians weren’t the only ones out door-knocking for the past three weeks.

Edmonton census workers - 1,300 of them - have hit 80% of their goal, gathering data from homesacross Edmonton.

“It’s essential that we count every person in Edmonton,” said Laura Kennedy, director of elections and corporate records.

The first Edmonton census in 1878 counted 148 citizens. The 2011 government of Canada census showed 812,201 residents in Alberta’s capital city.

Call 780-496-8008 if you did not speak to a census worker or receive a call back notice. The final tally will be released June 2012.

Meanwhile, the Edmonton Social Planning Council is still feeling the effects of the federal government’s decision to make the long-form census mandatory.

            <title>Increase for Albertans with handicaps not just about the money </title>

Executive Director of the Edmonton Social Planning Council says the financial increase to Albertans with disabilities is long overdue.

Premier Alison Redford kept her promise to increase Assured Income for the Severely Handicapped (AISH) to $1,588 per month from $1,188.

Aside from increasing AISH monthly payments by $400, those same individuals are now eligible to earn $800 each month instead of $400.

Susan Morrissey says the increase is not just about the money.

"It certainly helps with day-to-day bills but also I think it's the bigger psychological issue there around the fact that people have some intensive to go out to work," says Morrissey. "(AISH recipients) want to be able to contribute to their community."

There are solutions to the province's rising poverty rate, a new report suggests.
The "In This Together: Ending Poverty in Alberta" report released by the Edmonton Social Planning Council, Public Interest Alberta and the Alberta College of Social Workers said Alberta's child poverty rate is up 40% in one year, from 53,000 children living in poverty in 2008 to 73,000 in 2009.
The measure of poverty id based on the children living below the low-income cut-ff after tax.
John Kolkman, research co-oordinator for the Edmonton Social Planning Council, said Edmonton is higher than the provincial average.
Kolkman said government income transfers, including child tax benefits, social assistance and employment insurance help low-income families rise above the poverty line.
Bill Moore-Kilgannon, executive director of Public Interest Alberta called on the province to help Alberta families.

The Edmonton neighbourhoods of Belle River, Hodgson and Jackson Heights share a defining characteristic: more than four in 10 residents were born outside Canada, making them the city neighbourhoods with the highest proportion of immigrants.That finding, based on 2006 federal census data, is presented in a social trends report released last week by the Edmonton Social Planning Council. The biannual report, which breaks down social and economic trends in the city, this year includes a special section on immigrants and visible minorities. It's the first time in 20 years the research organization has presented in-depth data on these communities in its report.

Children were largely impacted by the recession despite a perception that Edmonton was sheltered, according to the 128-page Tracking the Trends 2011 report.

“The numbers even surprised us a little bit,” said Edmonton Social Planning Council research co-ordinator John Kolkman.

The report, released on Thursday, shows that 41,000 children were living in poverty in 2009, a steep increase from three years earlier, when 16,000 children were living in poverty in the metro Edmonton area.

“Edmonton was strongly impacted by the economic recession,” Kolkman said.

“That shows up in the stats in a variety of ways.”

Despite a perception that Edmonton, Alberta and Canada have weathered the recession well, the report shows the income gap is widening, Kolkman said.

There may NOT be any money for the Expo bid, but a couple of groups are hoping the federal government hasn't closed it's cheque book for good.

A new report from Public Interest Alberta and Edmonton's Social Planning Council found that 53,000 children in our province lived below the low-income threshold in 2008.  John Kolkman with the Social Planning Council is struggling to find a reason why that number is so high.  "In a province as wealthy as Alberta there's really no reason why we need to tolerate 53,000 children living in poverty.  There are solutions out there that would make a significant difference."

Kolkman would like to see the federal government increase it's child tax benefit.  He also wants the provincial government to set up a similar program.

A new report suggests 53,000 Alberta children are living below the poverty line.

The Edmonton Social Planning Council and Public Interest Alberta released a report stating these children lived below the Statistics Canada low-income cut-off in 2008.

The report states the number could be higher today because of the effects of the recession. 

“It is just plain wrong that in one of the wealthiest parts of the world we have so many children that are struggling in poverty,” said Bill Moore-Kilgannon, the executive director of Public Interest Alberta.

Reliable estimates place the number of homeless people in Canada as high as 300,000. In response to this crisis, the Red Tents Campaign is getting set for a day of action all through Canada on October 19th to call on the federal government to develop a federal housing strategy.
On October 19th, 2010 the Red Tent Campaign and housing advocates from across the country staged a day of action in support of a federal housing strategy. Along with the main event in Ottawa, local actions will be took place in Victoria, Surrey, Edmonton, Saskatoon, Regina, Winnipeg, Toronto, London and Halifax.  In Edmonton, Public Interest Alberta, supported by the Edmonton Social Planning Council, took part in the national campaign in front of Canada Place by setting up Red Tents to symbolize the need for more affordable housing.&lt;img src="http://feeds.feedburner.com/~r/ESPCMedia/~4/BvpzqiejPRM" height="1" width="1"/&gt;</description>

The Edmonton Social Planning Council (ESPC) is pleased to announce the grand opening of the Edmonton Centre for Equal Justice (ECEJ).  This latest project of the ESPC provides legal services to Edmontonians who live with low incomes.  Since January of 2002, ECEJ has served 508 clients.

The ECEJ focuses on matters of civil and administrative law such as: Immigration law, Debtor/Creditor, Human Rights, and Income Support.  A significant percentage of the work done at ECEJ is related to Landlord and Tenant situations.  We have been instrumental in preventing many people from being wrongfully evicted or becoming homeless.

Edmonton – The government’s Low-Income Programs Review has given Alberta’s most vulnerable residents a whole lot of nothing, Edmonton Social Planning Council executive director Arlene Chapman said today.

“Low-income Albertans have been waiting patiently for the results of this review since last fall.  Now they are being told that no major changes will take place in the foreseeable future,” Chapman said.

More than 48,000 Edmonton children are hungry or at risk of malnutrition.  In Edmonton, 20,058 children face persistent or intermittent hunger.  Another 28,114 live in households with incomes below the Low Income Cut-Off and may be at risk of hunger of malnutrition.

Recently, a Calgary committee known as Feeding Calgary’s Children released Feed the Children, a report on child hunger and poverty in Calgary.  The Edmonton Social Planning Council (ESPC) has developed a follow-up report on child hunger and poverty in Edmonton.  While Feed the Children revealed that child hunger is a serious problem in Calgary, the Edmonton report reveals a deeper and more serious child hunger problem.

If Alberta’s controversial Assured Income for the Severely Handicapped (AISH) reforms are a sign of things to come from the new “Social Union,” then poor Canadians are in for a rough ride, according to the Edmonton Social Planning Council (ESPC).  The non-profit advocacy agency has published a “Fact Sheet” compared the AISH reforms to In Unison: A Canadian Approach to Disability Issues, drafted by the Federal/Provincial/Territorial Ministers Responsible for Social Services. Not satisfied with cutting $700 million from welfare spending, the Government of Alberta is now attacking the weakest members of our society—those who may not be able to walk, see or talk.

An internal planning paper signed by Alberta Family and Social Services (AFSS) Minister Dr. Lyle Oberg shows that Alberta plans to save $14 million by cutting 1,500 persons with disabilities off Assured Income for the Severely Handicapped (AISH).  The paper, entitled Re-design of Income and Employment Programs, shows that Dr. Oberg plans to freeze AISH.  New clients will not be allowed on the program. New national statistics obtained by the Edmonton Social Planning Council (ESPC) show that Alberta’s Child Welfare caseload is the fastest rising caseload in Canada.  Alberta’s total Child Welfare caseload jumped 48.5 per cent since 1993 when the Government of Alberta introduced its welfare reforms.  There are now 11,796 children in Alberta’s Child Welfare system—3,816 more than in 1993, and 1.3 out of every 100 children.  The ESPC is calling for a public review of the Child Welfare “crisis.”

From 1993 to 1997, the number of children “in care”—the most intensive form of intervention—climbed by 46.6 per cent.  In all other Canadian provinces and territories combined, the average increase was just 7.9 per cent.  In 1997, the 5,543 children

Census material released yesterday by Statistics Canada shows that Alberta family incomes have decreased from 1990 to 1995—this combined with increases in the population have created a growing poverty problem in our province.  In 1995, 18.4 per cent of Albertans (481,510) were living below the Statistics Canada Low Income Cut-Offs (LICO) compared to 17.3 per cent in 1990 (424,840).

Data shows that more Albertans are working, but the increased numbers are not from a growth in full time, full year jobs—instead the job creation seems to be coming from work which is not full time.  Despite more jobs, the average earnings of Albertans (over the age of 15) have decreased from 1990 to 1995.  In 1995 the average earnings of workers from all work activity were $26,103 per year as opposed to earnings in 1990 of $26,845.  If you factor inflation

Survey results released today by the Edmonton Social Planning Council (ESPC) reveal major concerns in the community about the imminent regionalization of children’s services.  Survey responses from 420 frontline workers and agencies indicated that after five years of planning and consultation, there may be even less support for regionalization than at the outset.  This is the first time community workers and agencies have been asked to document their opinions.

Only 14 per cent of all respondents indicated that they are more confident now about the future of children’s services than five years ago, while only 16 per cent agreed that redesign will result in services which better meet the needs of children.

Alberta leads the country in the growth of the number of children in government care, according to newly-released numbers obtained by the Edmonton Social Planning Council (ESPC).  The number of Alberta children in government care increased for the fifth straight year.  In 1997 alone, the caseload increased by 11 per cent (from 4,990 in 1996 to 5,540 cases in 1997).

For the period 1993 to 1997, Alberta’s growth rate of children in case was the highest of any province in the country at 46.6 per cent, an increase of 1,760 children (from 3,780 children in care in 1993 to 5,540 in 1997). Improvements in the labour market seemed to have a positive impact on the number of people living in absolute poverty in Edmonton in 1996.  At the same time, the Vancouver and Montreal rates increased considerably.  Edmonton’s family poverty rate improved to 6.1 per cent from 8.1 per cent in 1995, but the rate of absolute poverty among single parent families jumped from 17.1 per cent to 24.8 per cent—the highest among the major Canadian cities measured.
