BWR AAA+ signifies 'Best Credit Quality' in terms of meeting debt service obligations. Brickwork has relied upon the audited financial statements, information and clarifications provided by the issuer. IREDA would use the proceeds from the bonds issue to fund the new and renewable energy projects in the country.&lt;br&gt; &lt;br&gt; Over the years, the new and renewable sector has been receiving lot of attention from commercial banks, venture capitalists, non-banking financial companies, and private equity investors due to growing energy requirements and threat of global warming and climate changes. This sector is also supported by availability of rich renewable energy sources in the country, Central and State Governments' support in the form of incentives and tax benefits and favourable policies adopted by international agencies. However, the new and renewable energy sector projects are considered to be high risk projects due to long gestation period in certain cases and capacity under utilization on account of natural causes.&lt;br&gt; &lt;br&gt; The rating factored IREDA's important features including 100% ownership of the promoter (Government of India), business profile, significantly higher capital adequacy, professional management set up, debt support from international financial institutions, and lean operating structure. The Government of India has been fostering IREDA as a nodal agency for the development of new and renewable energy in the country. The rating has also factored single sector exposure, high NPAs, increased competition from public sector banks and financial institutions, portfolio of smaller assets, low recovery rate and power tariff complexity prevailing in the country and the risk of delay in completion of projects. &lt;br&gt; &lt;br&gt; Brickwork calculates Leverage that assesses Company's net worth with reference to balance sheet exposures.  IREDA has shown a lower leverage of 3.71 in FY 09 as compared to the previous year figure of 3.82. The Company's lower leverage is considered positive rating factor. &lt;br&gt; &lt;br&gt; The Government of India has infused equity of Rs 30 crore during FY09 to increase the Company's capital from Rs 490 crore to Rs 520 crore in order to facilitate the project funding in new and renewable energy areas. The Company's capital adequacy ratio was 31.80% in FY 09 which has further increased to 32.56% in Q2 FY 10.  The Company's borrowings were Rs 2256 crore in FY 09 including Loans availed from Banks, debt instruments issued by the Company, foreign currency loans from various international agencies and deposits to the tune of Rs. 692 crore kept as Foreign Currency Deposits for Foreign Lines of Credit. Further, the Company has to retire Rs 157.46 crore of debt in the current financial year. &lt;br&gt; &lt;br&gt; IREDA's lending to energy projects (excluding loans to constituents of Ministry of New &amp; Renewable Energy) stood at Rs 2532 crore up from Rs 2164 crore in FY08. It has posted an impressive loan sanction and disbursement performance during FY 09.  Loan sanctions grew by 80.35% to achieve Rs 1,489 crore in FY09 as compared to Rs 826 crore in the previous year. Disbursement performance has shown similar trend, which has increased by 39.25% to reach a level of Rs 770 crore in FY 09 as against Rs 553 crore.  The Company has largely concentrated on three renewable energy sectors - wind power, hydro power, and co-generation and these three sectors together contributed about 93% of the total loans sanctioned during the year. &lt;br&gt; &lt;br&gt; Over the years, the Company's asset quality has suffered basically due to risky nature of its business activity of funding energy projects which are prone to time and cost escalations. The Company's gross NPAs decreased to 13.34% in FY 09 from the previous year figure of 19.25%, which has further to decreased to 12.63% in Q2 FY 10. Net NPAs have dipped to 3.27% in FY 09 from 11.28% in FY08, which has further decreased to 2.89%in Q2 FY 10. The projects related to small hydro, co-generation, energy efficiency &amp; conservation and bio-mass have contributed largely to asset quality deterioration. However by taking appropriate steps and close monitoring, the Company was successful to contain fresh slippages, to just 0.06% in FY 09 compared to 6.22% in FY 08. &lt;br&gt; &lt;br&gt; The Company has the support and backing of government of India. The Photometer 7100's portable design, ease of use and high accuracy make it ideal for both testing during project design phases and on-site monitoring. India's hospital industry faces significant shortage of qualified manpower in all categories of doctors, nurses and paramedical staff. This is perceived to be the single most important challenge that Indian hospital industry will have to reckon with.  Additionally, building of hospitaIs without a mandatory 'needs analysis' in light of catchment area requirements will lead to an uneven development of healthcare delivery infrastructure and hamper optimal utilization of scarce resources.&lt;br&gt; &lt;br&gt; Affordability of the high cost of technology by consumers of healthcare in India will necessitate significant adaptations to technology in the context of Indian markets. This is especially important in light of the escalating costs of material and equipment.&lt;br&gt; &lt;br&gt; Hospitals also face limitations due to significant bureaucratic hurdles in obtaining clearances for setting up new facilities.  The other governmental policies that will hinder growth are lack of a consistent policy on accreditation of healthcare delivery institutions, existence of arcane rules that prohibit participation of private sector in owning and operating medical and paramedical educational institutions, lack of availability of health statistics which could promote proper planning of facilities and low government budget allocation to healthcare as an industry.&lt;br&gt; &lt;br&gt; These challenges to the Indian hospital industry are part of the findings of a recently released report - Sustaining &amp; Growing, a survey of hospital CEOs in India, authored by Accelerator Group LLC.  Accelerator Group is a US and India based investment banking firm specializing in healthcare. It has been actively advising India based hospital clients in strategic alliances and raising capital such as a recent transaction where in their client Rockland Hospital received funding from International Finance Corporation.&lt;br&gt; &lt;br&gt; Accelerator Group conducted this study through a survey of CEOs, Chief Strategy Officers and senior management teams of 50 hospitals in India including national leaders such as Max Healthcare, Fortis Healthcare Limited, Global Hospitals Group and several regional hospitals such as Rockland Hospital, Heritage Hospital, Soni Group of Hospitals, Sahyadri Hospital, Kerala Institute of Medical Sciences, Soundarpandian Bone and Joint Hospital, Rajan Eye Care Hospital Private Limited. &lt;br&gt; &lt;br&gt; This study focused primarily on the private sector to better understand the best practices, which are being employed by hospital managements in light of the increasing 'corporatization' of India hospital industry. 80% of the respondents were tertiary hospitals and 20% were secondary hospitals.&lt;br&gt; &lt;br&gt; Ms. Seema Chaturvedi, Managing Director of Accelerator Group, emphasized the importance of these findings in light of the dominance of private sector in delivery of healthcare in India.  Additionally, she noted, "with almost 80% of healthcare consumption being financed by private payers, especially through out-of-pocket means, it is critical that CEOs share best practices through such forums to allow for a multiplier effect that leverages the knowledge pool and optimizes resources." &lt;br&gt; &lt;br&gt; The study highlights the extremely high level of optimism among all participants for the sustained growth of the industry.  All respondents were very optimistic about the growth potential of the hospital industry in India in the medium and long term.  In the short term, 60% of the respondents were very bullish while 40% indicated a medium level of optimism.&lt;br&gt; &lt;br&gt; Despite the high capital intensity of the industry, most respondents are planning significant scale-up of the delivery infrastructure.  This is expected to come from both Greenfield and Brownfield expansions.  A key issue in seeking financing for these expansions was the still prevalent commercial terms that are extended by most commercial banks, as hospitals are perceived to be part of the 'real estate industry' as opposed to being part of the 'infrastructure industry.'&lt;br&gt; &lt;br&gt; Private sector respondents underscored the substantial benefits of encouraging a strengthening of public-private partnership (PPP) models for healthcare delivery and education as a powerful mechanism for improving healthcare delivery outcomes. Improved awareness of diseases and prevention, mandatory accreditation of hospitals, and provision of a grading mechanism to rank hospital facilities were cited as policies that can lead to favorable healthcare delivery outcomes.&lt;br&gt; &lt;br&gt; Key strategies being adopted for revenue expansion and cost reduction were identified by respondents. Focus on improving productivity of employees is an important cost containment measure being employed by many respondents. The actual usage rate was 65.9% among those interviewed which is above the global average of 63.7% and an increase from 61.7% recorded at Mumbai during last year's survey.&lt;br&gt; &lt;br&gt; Mumbai also stands out because of the popularity of web check-in which was used by 25.6% of passengers - a rate which was only exceeded by Atlanta, the world's busiest airport, where the rate was 32.2.%. Overall, preference towards self-service check-in continues to grow at Mumbai up from 60% last year to 68.9% this year compared to a global average of 62.9% across the six airports surveyed.&lt;br&gt; &lt;br&gt; The PSS Survey is an in-depth look at the attitudes and habits of a representative sample of the 232 million passengers who use these six leading international airports: Mumbai International; Sao Paulo Guarulhos, Brazil; Hartsfield-Jackson, Atlanta; Charles de Gaulle, Paris; Moscow Domodedovo; and OR Tambo Airport, Johannesburg. The data is extracted from interviews with 2,193 passengers conducted at the departure gates earlier this year.&lt;br&gt; &lt;br&gt; The number one reason cited by Mumbai passengers for not using self-service check-in was that they had bags to check-in (45.2%) as many of them did not see the value of self-service check-in options if they had to go an agent desk to drop off bags. Some also believe that it is not possible or too complicated to use self-service check-in options when there are bags to be checked in. &lt;br&gt; &lt;br&gt; Maneesh Jaikrishna, SITA Director for India and South Asia, said: "This year's survey found that there was a significant increase in both awareness and availability of self-service check-in for passengers using Mumbai. Awareness of the self-service option is now almost at 80% and continues to grow."&lt;br&gt; &lt;br&gt; The survey also found that passengers are spending more through airline web sites on ancillary services such as hotels and car hire and their numbers are expected to double. In Mumbai, over 40% of passengers use airline websites frequently or intermittently to book hotel rooms or car rental which is well above the 20% average.&lt;br&gt; &lt;br&gt; Jaikrishna added: "It is also interesting to note that Indian passengers have a very high rate of preference, 68%, for an electronic copy of their boarding pass compared to 23% who prefer the conventional paper boarding pass. This is further evidence that India's air travellers are very open to technological innovation that simplifies the passenger journey."&lt;br&gt; &lt;br&gt; The numbers of Mumbai passengers carrying a smart phone has almost doubled to 11.3% from 6.5% in 2008, in line with the global trend. But interestingly, passengers in Mumbai are more inclined to use their mobile phone throughout the travel experience.
