PM inaugurated it from C Block of AIIMS. After this, he also dedicated the Hydro Engineering College to the people of the state built at a cost of 140 crores. He made its virtual launch.</p><p>The Bilaspur AIIMS has been constructed at a cost of Rs 1470 crore. It will have 18 specialty and 17 super specialty departments. Also 18 state-of-the-art surgery rooms, 750 beds, with 64 ICU beds. This hospital is spread over 247 acres and will have round the clock treatment facility.</p><p>Now people of Himachal would get state of art advanced health facilities in Himachal only. The entire Barot valley is one of the best mesmerizing tourist places in Himachal. Barot village is situated at an altitude of 6000 feet above sea level on the bank of Ulh river. </p><p>Barot, has historic connection as it was originally developed in 1920s for Shanan Hydel Project, which is situated in Jogindernagar, nearly 40 Kms from Barot. Barot is the inlet point of the tunnel that diverts water of Uhl river to Shanan Power House in Jogindernagar. Shanan Power House was commissioned in 1932 and is the second <a href="https://www.devbhoomihimachal.com/2007/07/hydel-power.html" target="_blank">hydro-electric power </a>station of India in Megawatt capacity.</p><p>Shanon Power House was the dream project of British Engineer Colonel B.C. Batty. Colonel B.C. Batty wanted to construct 5 hydro-electric power stations by utilizing the water of Uhl river. To bring labour and material for work to Barot, a railway line was built from Pathankot to Joginder Nagar. To deliver construction material to hill top for making water reservoir at Barot, a funicular trolley way system was created from Shanon Power House to hill top. However, it may not get strictly implemented as it would be difficult to differentiate between tourists and others who have their own home or relatives in the state.</li></ul><ul style="text-align: left;"><li>There is no list or differentiation of high load city or states. Hence <b>no institutional quarantine </b>for anyone.</li></ul><ul style="text-align: left;"><li><b>HRTC buses will still not ply </b>to and from the state. Hence people have to use their own travel arrangements to visit Himachal Pradesh.</li></ul><ul style="text-align: left;"><li><b>No traveller have to bring negative covid report</b>. However, anyone in the state can be asked to undergo covid test during random sampling.</li></ul><div><b>New Discharge policy</b></div><p></p><p>Now covid positive patients undergoing treatment can be discharged after 10 days from hospital without conducting repeat covid test. In India Teachers have always been placed first even in comparison to God or parents. However, with privatisation of education and more focus on institute’s brand value rather than quality of teachers, teacher fraternity has lost the respect it once had.</p><p class="graf graf--p" name="9d7e">Teachers in India are among lesser paid employees at least in private sector. In most private schools, teachers are paid equal or lesser than fourth grade employees in Govt. sector. Many educational institutes prefer to hire unqualified people as teachers so that they can pay less. Teacher’s are mostly hired on yearly contracts in order to avoid long term benefits like gratuity, pf etc. Not sure how we expect teachers to deliver quality education when they are paid lesser than a Govt. peon. Situation is more bad in small states like Himachal Pradesh. Some private schools pay even lesser than what a daily wager gets in a month. Online classes meant a learning curve for teachers and more work than ever to create digital content. However, with may state governments asking schools to defer fee payment until lock down is over, many cash rich schools opted to either put a cut on teacher’s salaries or not pay anything until they receive fee from parents. At the same time parents who are ready to pay Tuition fee don't pay because schools also want them to pay lab fees, misc fee and transport fee for lockdown period as well. In a nutshell, in this scenario as well sufferer is a teacher.</p><p class="graf graf--p" name="9295">Schools which are supposed to be non profit in India are actually running like a company for profit. In some parts of India where few schools were forced to share their balance sheets, disclosed crores of cash reserves with them. </p><p class="graf graf--p" name="1db1"><strong class="markup--strong markup--p-strong">Why not pay teachers as per 7th Pay commission?</strong></p><p class="graf graf--p" name="8c6b">Why schools don’t want to pay salaries equivalent to Govt. school teachers? </p><p class="graf graf--p graf--hasDropCapModel graf--hasDropCap" name="ad84"><span class="graf-dropCap">It</span> is all because schools are run like a full fledged business meant to report profit to its directors, management team or trust every year. It is because no law that is enforced on schools to do this. Many tourists decided to never visit again after remaining stuck for more than 8 hours on the road. Many others who read the news got their bookings canceled. For Himachal Electricity and Tourism are two big cash cows if used wisely and to their fullest potential. Besides water, traffic jams there is also a major problem related to the safety of tourists undertaking adventure sports. There aren't many checks for Paragliding or River Rafting sites at Bir-Billing & Manali. There are even places which are not even authorized for such adventure tourism activities. Every now and then we see cases of accidents or deaths of tourists either in paragliding activity or river rafting. People chose to flout the safety norms to make some quick bucks.<br />
<br />
It is time for authorities to evaluate the causes , make policies and issue guidelines to prevent recurring issues. Instead of treating it as a seasonal issue, authorities need to think through and come up with a solution that takes care of the environment, flourishes tourism industry and also saves people for chaos. Authorities need to apply some break on over tourism, add more parking spaces, engage hotels to arrange for parking or shuttle service. It is high time to walk the talk.<br />

<b>Update Jan 2020: </b>Enrolment for this scheme has started again and any family having ration card can create their card either <a href="https://app.hpsbys.in/website/rationcardregistration.aspx" target="_blank">online </a>or by visiting CSC or Lokmitra Kendra. Last date is 31st March 2020. General category families need to have ration card and adhaar card copies and a payment of Rs 1000.<br />

While center Govt.'s <a href="https://www.pmjay.gov.in/">Ayushman Bharat</a> only covers select families based on certain criteria, Himachal Govt has come up with a Health insurance scheme known as <a href="https://www.hpsbys.in/">HimCare</a> or The Himachal Health Care Scheme, which covers any resident of Himachal who is not covered under any other Govt health insurance scheme. Hence any person of any caste and creed can opt for family floater cashless health package at a nominal premium (Rs 365 Aganwari, Contractual employees and Rs 1000 for General category) which is too small if you compare with private health insurance policies.<br />
<br />
This scheme offers free treatment of up to 5 Lakh rupees for a family of five. It covers all sort of daycare surgeries, hospitalization, and surgeries in empanelled Govt and Private hospitals in the state of Himachal Pradesh. If more than 5 persons are in a family then they would need to register as a separate unit. In today's time, it is very important for everyone to have health insurance especially who work in the private sector or unorganized sector and this scheme seems to be the right fit for all who don't have health insurance or are not in Govt. service (where medical expenses are reimbursed).<br />

However, there seems to be a small issue for joint families in this scheme. Since the scheme is linked to Ration card hence if the head of the family (HOF) mentioned in Ration Card is a Govt. servant /Pensioner or wife of Govt servant /Pensioner then any family member can't get the benefit of the scheme even if they are not dependent and eligible for the scheme. The only possibility for such family members to become eligible for the scheme is to get a separate Ration card in their name as HOF and then apply for the health insurance scheme.<br />

Triund is one of the most popular trekking trail in Himachal Pradesh, India. Located at a height of 2,828 meters in high Dhauladhar ranges it offers comparably easy and enjoyable trek for beginners as well as experienced trekkers. Probably it is one of the few family treks in India where you can dare to take your kids along.<br />

<b>The Journey</b><br />
Located 18 km from <a href="http://www.devbhoomihimachal.com/2009/09/dharmshala-mcleodganj-ace-tourist.html">Dharmshala</a>, Triund makes for an attractive trekking destination, with well-defined forest trails and breath-taking views of the entire Kangra valley. Triund is a large green lanscape on top of the hill in the lap of beautiful Dhauladhar ranges .<br />

While the enthralment of the terrains, the tricky and tiresome curves on the way makes Triund a true treasure trove for the trekkers, its pristine and soothing ambience make it an ultimate relaxing destination.<br />

<b>The Triund Experience- Majestic view and scenery </b><br />
Far off from the hustle and bustle of cities, a trek to Triund offers you an amazing life time magical experience. Triund is a balanced and moderate trek which can be explored even with family. The divine and mesmerising valley view is so picturesque and breathtaking that once you reach Triund you will forget all the tiredness and pain.<br />
<br />
In summer the trek is bit overrun with tourists and even horses but it is worth exploring this magical trek. You can also plan a stay, camp fire on top of the hill by renting a tent. If you stay, you can further extend your trek to Kareri Lake which is at 2 hrs distance. Kareri lake is less explored and not many visiting Triund visit the lake.<br />
<br />
Though a medium difficulty trek, Truind trail can test your patience and physical strength at times. The 6 Km journey at times may seem never ending. Worse can be when you are coming back after enjoying the nature. Best time to undertake the journey is summer and before July/August. There are many small temporary shops setup on the trek where you can tea, snacks and water bottles.<br />

<span style="font-family: "times" , "times new roman" , serif;">Heat oil in a heavy bottomed kadai on a medium flame. Add black cardamom and cinnamon and cook till aromas are released. Stir in the fresh tomato puree and simmer gently for 5-7 minutes. </span><br />
<span style="font-family: "times" , "times new roman" , serif;"><br /></span>
<span style="font-family: "times" , "times new roman" , serif;">Add in the powdered spices and green chili, also the aamchur if using cream later. Cook for 2-3 minutes. Fold in the hung yoghurt or cream and mix well. Cover and simmer for 6-8 minutes. </span><br />
<span style="font-family: "times" , "times new roman" , serif;"><br /></span>
<span style="font-family: "times" , "times new roman" , serif;">Add the boiled rajmah and water as desired. Simmer further to achieve gravy of desired consistency. Adjust seasoning and finish with freshly chopped coriander. Serve hot accompanied by Chapati (traditional Indian flatbread) or steamed rice. </span><br />

<li><span style="font-family: "times" , "times new roman" , serif;">Mustard oil or ghee can also be used to cook. </span></li>
<li><span style="font-family: "times" , "times new roman" , serif;">Heat the mustard oil and let it smoke. This helps remove some of the pungency and raw flavor of the oil improves.</span></li>
<li><span style="font-family: "times" , "times new roman" , serif;">Adding salt after the yoghurt has cooked helps the yoghurt from curdling. </span></li>

Himachal Pradesh is still one of those states of India which hasn't lost all of its culture, food habits and traditions. Most Himachali's still prefer to have traditional Himachali food and celebrate functions, marriages the traditional Himachali way. Himachali cuisine has its own uniqueness of taste, way of preparation, way of serving, use of spices. Most of these dishes have local ingredients and vegetables. For example <a href="http://www.devbhoomihimachal.com/2007/06/dham.html" target="_blank">Dhaam</a> still has its own style of preparation, serving and traditional menu.<br />
<br />
Here is one such unique recipe from Himachal and it is called <i>Bhaturu</i> or <i>Bhatooru</i>. Don't confuse it with <i>Punjabi Bhatura</i> (of famous <i>Chole bhature</i>) which normally has <i>Maida </i>(<span class="st">purpose flour) </span>as main ingredient. <i>Bhaturu</i> or <i>Bhatooru</i> is a kind of bread (Roti) which is cooked by fermenting wheat flour.<br />

<b><i>Method of preparing dough</i></b><br />
Mix wheat flour and water along with <i>Malera/Khameer</i> (40-50 grams should suffice for 1/2 Kg of flour). In case you don't have <i>Malera/Khameer</i>, you can buy yeast powder from shop and use that. Mix and knead it well to turn into dough. Leave this dough for fermentation for next 4-5 hours. In winters or places with low temperature it can take 7-8 hours for fermentation. In winters you should wrap the dough with some thick blanket/bedsheet so that temperature (25-30°C) is maintained and fermentation doesn't take long. <br />
<br />
<i><b>Method of cooking</b></i><br />
Bhaturu's are relished baked as well as fried. Since it's been part of staple food in most parts of Himachal, mostly it is baked on tawa/pan. For special occasions like festivals, marriages bhaturu's are deep fried in oil. From dough make small even balls of the same size. For ages people of Himachal have been shaping these small dough balls into <i>Roti</i> with hands, but you can use a board and rolling pin to shape them as <i>Roti's</i>. <i>Bhaturu</i> shouldn't be thin like normal <i>chapati/phulka.</i> The thickness of <i>Bhaturu</i> should be around 0.5 to 1cm. Leave these Roti's for next 10-15 minutes wrapped under a cloth. After 15-20 minutes either you can bake these or deep fry them in oil. For baking put the raw <i>Bhaturu </i>on hot pan/tawa. When it is baked on both sides, put it directly on gas burner or fire to have that soft and puffy <i>Bhaturu's. </i>Serve them hot with seasonal vegetables, daal or <a href="http://www.devbhoomihimachal.com/2010/06/kale-chane-ka-khatta.html" target="_blank">curry</a>. Bhaturu's are best when baked in earthen oven (Chulha). <br />
<i><b><br /></b></i>
Bhaturu's also has a variation known as <i>bharwan Bahturu</i> (stuffed bread). Before baking, the dough balls are stuffed with a grounded mixture of soaked daal,rice etc. You can even use boiled potatoes to stuff them. Bhaturu is known as Suhaalu or Sumkeshi roti in other parts of Himachal Pradesh. <br />
<br />
<i>How to prepare Khameer/Malera?</i><br />
1 Cup of wheat flour<br />
2 tbsp of sour yogurt or curd<br />
Mix all ingredients in a bowl. Stir it well for sometime and keep in an airtight container. The Malera (yeast) will be ready to use. Refrigerate this and should be good for use for next 4-5 weeks.<br />

<b>Nutrition facts about Bhaturu:</b><br />
A study at CSIR by <a href="http://www.ncbi.nlm.nih.gov/pmc/articles/PMC3646106/" target="_blank">Savitri and TN Bhalla</a> has found that traditional fermentation adds quality to <i>Bhatooru </i>by way of enhancing their protein content, vitamin and essential amino acids. Study also shows that <i>Bhaturu </i>has better nutritional value as compared to chapatti/roti prepared from non-fermented dough. <br />
