            <description>The European Commission’s (EC) Capacity4Dev website recently posted a message saying that Political Economy Analysis under its present form should be discontinued. In a Talking Points Audio interview, ECDPM’s Head of Strategy, Jean Bossuyt, outlines why the EC’s decision is a surprise, and not a surprise. ‘You badly need Political Economy Analysis, that should be the principle,’ he says. How Political Economy Analysis is done is not the issue. The essence is that the European Union Delegations have the tools to properly read rapidly evolving political situations, so they can detect where there is traction in society, and can then tailor their cooperation accordingly. ‘The worst for European cooperation credibility is that you go very far on the political road in terms of policy discourse, but you remain under equipped in terms of instruments.’ That would be a recipe for failure, says Bossuyt.</description>

            <description>Three decades of decentralisation reforms have led to subnational officials across Latin America now possessing a historical, unprecedented level of political authority and fiscal autonomy according to a new Discussion Paper by ECDPM&#39;s Jean Bossuyt. The report was a basis for discussion at a recent regional EU seminar, facilitated by ECDPM, bringing together EU Delegations, local authorities and key experts from the region to reflect on EC support to decentralisation processes in the region. The report recommends that the EU should make flexible use of its funding modalities in order to use decentralisation as a means towards better local development outcomes.</description>

            <description>62 Civil Society Organisations (CSOs) have written to the UN Secretary General&amp;nbsp; (UNSG) to provide feedback on the High Level Panel report on the post-2015 Development agenda. They share recommendations for the process. The letter was sent to the UN SG on 22 July 2013. Its recommendations include, amongst others: A greater focus on, and a more refined understanding of, human-rights; greater emphasis on changing modes of consumption and production, and less on economic growth; a standalone goal on inequality and discrimination; more radical economic transformation including reforming trade and intellectual property rights regimes, tax codes and practices, and a move towards sustainable modes of production and consumption; a standalone goal on open, accountable and participatory governance; and more focused and reliable mechanisms for ensuring the participation of socially excluded communities in the design of the post-2015 framework.</description>
