<p>The mandate entrusted to the General Secretariat (SEGL) of the Bank Group consists primarily of the following:</p>

<li>To serve as Secretariat of the Boards of Governors and Boards of Directors and of their subsidiary organs and to manage relations between these organs and Bank’s Senior Management; </li>
<li>To co-ordinate statutory relations between Senior Management, the Boards and Member States; and </li>
<li>To provide administrative and protocol-related services as well as support services to Elected Officers. SEGL is in charge of the Institution’s documentation, archives and conference services.&#160; It also provides protocol services to the entire institution.&#160; </li>
</ul>
<p>The main activities of the Protocol and Elected Officers Division (SEGL.2) consist in providing protocol services, managing relations with the Bank Group headquarters or field office host countries and providing administrative support for Elected Officers.</p>
<p>The specific&#160; role of the Principal Protocol Officer will be to assist the SEGL2 Division Manager in</p>
<ul>
<li>Administering the Headquarters Agreement and the agreements establishing the regional or country offices and representations, as well as&#160; the immunities, privileges and exemptions extended to the Bank and its staff,&#160; </li>
<li>onitoring relations with the host country and&#160; </li>
<li>Managing Elected Officer’s conditions of service</li>
</ul>
<h4>Duties and responsibilities</h4>
<p>Under the general supervision of the Division Manager (SEGL.2), the Principal Protocol Officer will:</p>
<ul>
<li>Assist the SEGL.2 Division Manager in carrying out the Division’s missions, essentially pertaining to the planning, organization, management, coordination and supervision of the Bank’s relations with the host country(ies) and generally to provision of services to elected officers in general. </li>
<li>Participate in and coordinate negotiations on the Headquarters Agreement, as well as the agreements for establishment of regional or country offices and representations, and specifically:
<ul>
<li>Prepare draft documents, memoranda, all notes verbales or correspondence relating to his /her duties and generally to all tasks entrusted to him/her by the SEGL2 Division Manager: </li>
<li>Monitor application of the Headquarters Agreement as well as agreements establishing regional or country offices and representations and carry out&#160; administrative coordination in respect of any disputes arising in that regard. The incumbent will formulate, transmit and follow up, in conjunction with the competent host country authorities, requests for tax exemption, long-stay visas, diplomatic and international organization cards, vehicle registration and VAT exoneration, and administer and follow up dossiers for presentation of newly recruited staff to host country authorities.</li>
</ul>
</li>
<li>Handle and follow up any diplomatic disputes arising in the application of these agreements, in close collaboration with the Legal Services Department (GECL); ensure and monitor proper conservation of authorized signatory records and other legal documents processed in the Division. </li>
<li>Coordinate with the Bank Security Unit (SECU), all activities pertaining to the security of the institution’s staff; represent the Bank in dealings with the host country authorities (mainly Ministry of Foreign Affairs) concerning security of diplomatic missions and international organizations. </li>
<li>Draft notes on the status of ADB relations with the host country and briefs for the Board of Directors concerning any attacks on Bank Staff and families. </li>
<li>Advise the Bank regional or country offices and representations on immunities, privileges and exemptions, and related administrative formalities and processes. </li>
<li>Prepare and participate in meetings organized by the host country’s Ministry of Foreign Affairs on management of privileges and immunities granted to the Bank and its staff. </li>
<li>Provide administrative and logistics support to Elected Officers; ensure rational management of their conditions of service and supervise the staff assigned to that function. </li>
<li>Contribute to organization of the election of the President and Executive Directors of the Bank. </li>
<li>Prepare and produce reports on internal coordination of meetings with the staff under his/her supervision and those responsible for matters concerning the Elected Officers. </li>
<li>Provide protocol services for loan, guarantee or grant agreement signing ceremonies, the Annual Meetings, and meetings, conferences and events organized or sponsored by the Bank. </li>
<li>Liaise between the Bank, foreign diplomatic representations and international organizations –for visa request formalities in particular. </li>
</ul>
<h4>Selection Criteria</h4>
<p><strong>Including desirable skills, knowledge and experience</strong></p>
<ul>
<li>At least a Masters in Law or equivalent qualification in International Public Law or International Relations or Public Law or a similar field. </li>
<li>A minimum of 6 years’ professional experience holding a diplomatic position or a position in a multilateral development bank – an expert in International Public Law and Public Finance. </li>
<li>A good knowledge of Bank rules, policies and procedures, as well as diplomatic and headquarters agreements- a diplomat or lawyer and an excellent communicator, with budget and programme management skills. </li>
<li>A keen sense of initiative, rigorous and methodical approach -– effective communication and writing skills in English and/or French. </li>
<li>Competent in use of Standard Bank software, such as Microsoft Outlook, Word, Excel and Power Point. </li>

<p>The mandate of the Governance, Economic and Financial Reforms Department (OSGE) is to:</p>

These objectives are achieved through operations designed to build institutional capacity and support policy reforms through a combination of aid instruments, including budget support, capacity building investment projects, technical assistance, special vertical initiatives and targeted upstream analytical and advisory work.</li>
</ul>
<p>OSGE’s activities are in line with the Bank Group Medium-Term Strategy 2008-2012 and the Governance Strategic Directions and Plan of Action for 2008- 2012 approved by the Bank in 2008 and&#160; largely focusing on economic governance and public financial management financial governance. The role of this Lead Expert is to advise the Director of OSGE on the strategic orientations and positioning of the Department; to ensure quality ate entry and provide quality control for operations; and lead on the work-stream on economic governance, the investment climate and enabling environment for private sector development.&#160; S/he will also be responsible for coordinating the Department’s activities and initiatives in those areas.</p>
<h4>Duties and responsibilities</h4>
<p>Under the supervision of the Director of the Governance, Economic and Financial Reforms Department (OSGE) and in close coordination with OSGE Division Managers and Lead Public Sector Governance Specialist, the Lead Macro-Economist will be undertake the following tasks and responsibilities:</p>
<ul>
<li>Serve as the Department’s anchor, on the cross-departmental work-stream on macroeconomic policy both in the context of lending and non-lending operations, including ESWs; Provide leadership in OSGE and outside through rigorous and analytic economic analysis and in the development of knowledge products. Strengthen the economic underpinnings of OSGE’s work on the investment climate and the enabling business environment.;; </li>
<li>Lead on the economic analysis of lending and non lending work and provide quality control on the macroeconomic foundations and justifications of OSGE operations, including policy based operations and investment projects to strengthen quality at entry; Support Task Managers through technical advise and peer review on the macro-fiscal framework of operations at critical nodes of the project cycle, from project identification, concept note and appraisal report, and the review of reports on the different stages of the internal review process (identification, preparation, appraisal, supervision); </li>
<li>Play a lead role in identifying work-streams, conducting policy dialogue and taking forward relevant analytic work to reinforce the Department’s operations and advisory services on economic analysis and macroeconomic policy developments; Lead on the identification management of knowledge activities (events) and products (studies), build synergies between the operational specialties within the Department, and ensure effective dissemination of lessons learned and best practices; Develop and promote knowledge-sharing networks within and outside the Bank, in relation to the Department’s areas of competence; </li>
<li>Act as the Department focal point on budget support and policy-based lending, engaging with internal and external partners to further strengthen Bank strategic policies and operational guidance for policy-based lending and budget support, including through the development of knowledge products and effective engagement with the evaluation of budget support instrument and the refinements of Bank policies, strategies and guidance in 2011; </li>
<li>Conduct, at the Director’s request, key missions, conduct policy dialogue and engage with relevant initiatives; Where appropriate, participate in operational missions to support policy dialogue and the design of complex operations; Represent the Department at conferences and report on best practice with a view to disseminating it to the Department’s staff; </li>
<li>Advise OSGE Director and OSGE Division Managers on policy and strategy development, engagement with internal and external stakeholders, and the identification, design and delivery of operations in the Department’s scope of competence; Participate in OSGE Management Group overseeing its strategic orientations and operational effectiveness; </li>
<li>Lead the Department’s contribution to the development, implementation and monitoring of the Bank private sector strategy, in close coordination with internal partners including the review of the Bank Group Medium-Term Strategy 2008-2012, the Governance Strategic Directions and Plan of Action for 2008- 2012 and the Bank Private Sector Strategy; </li>
<li>Play an active part in formulation and implementation of Bank policies, initiatives and operations, in light of international best practice with the aim of strengthening the Department’s operations as well as the advice it provides; Lead the Department’s engagement with relevant international partners, regional institutions and special initiatives in the area of economic governance, investment climate, and enabling environment for private sector development; Lead on the Department’s engagement with relevant special initiatives, such as Making Finance Work for Africa or the African Investment Climate Facility </li>
<li>Work with the Department’s divisions to produce reports on the Department’s activities and results and such other reports as requested by Senior Management in the Department’s areas of focus;</li>
</ul>
<h4>Selection Criteria</h4>
<p><strong>Including desirable skills, knowledge and experience</strong></p>
<ul>
<li>At least a master degree in macro-economics and/or public economics, and preferably a PhD </li>
<li>Proven skills and theoretical expertise in macro-economics and /or public economics, public sector reform; Publication of&#160; research work and experience in leading task forces and advisory groups in the above fields would be added advantages; </li>
<li>Preferably a minimum of eight (08) years of relevant professional experience in economic policy and institutional reform, preferably in an international financial institution and/or managing reform in the public sector; Strong knowledge of macroeconomic reforms and challenges in Africa and field experience; Proven experience with aid instruments, including policy based operations and investment projects; </li>
<li>Ability to rigorously analyze and strategically synthesize complex issues with precision and attention to detail; Ability to think strategically and conduct high-level policy dialogue with clients, internal stakeholders and external partners; </li>
<li>Confirmed aptitude to build and lead teams of professionals; effective in coaching and coordination; </li>
<li>Capacity to organize training/workshops for knowledge transfer; </li>
<li>Capacity to manage sensitive situations requiring work under pressure to deliver results within the prescribed time limits; skilled report writer; </li>
<li>Excellent written and spoken communication in both Bank working languages; a good knowledge of other working languages of RMC would be an asset; </li>
<li>Competence with standard Bank Microsoft Office; familiarity with SAP recommended; </li>

<h4>Objectives</h4>
<ul>
<li>To ensure that Financial Statements including those for employee benefits and Trust Funds are fairly presented in accordance with International Financial Reporting Standards (IFRS) or Special Purpose basis. </li>
<li>To ensure that transactions recorded in the General Ledger are accurate and are properly reported in accordance with the financial regulations of the Bank and the relevant Financial Reporting basis.</li>

<h4>Duties and responsibilities</h4>
<p>The duties for the position would include any of the following:</p>
<ul>
<li><b>Preparation of the Financial Statements of Employee Benefit Plan.</b>
<ul>
<li>Ensure that all applicable IFRS requirements are met. </li>
<li>Verify the reliability and accuracy of base reports and records (Trial Balance, General Ledger, etc.) </li>
<li>Preparation of periodic Financial Statements (i.e., Balance Sheet, Statement of Income and Expenses and Statement of Cash flows). </li>
<li>Ensure that information presented in the notes is consistent with the figures in the main financial statements. </li>
<li>Ensure consistency between the English and French versions of financial statements. </li>
<li>Maintaining records and documents in respect of recorded entries in the General Ledger to facilitate both internal and external audit of the financial information produced and attending to audit issues raised by both internal and external auditors. </li>
<li>Provide financial input for the actuarial valuation</li>
</ul>

<ul>
<li><b>Trust Funds Accounting</b>
<ul>
<li>Prepare quarterly financial statements for Trust and Donor Funds in accordance with the different Agreements and Trust instruments signed between the Bank and Donors. </li>
<li>Prepare the consolidated financial statements of Trust Funds. </li>
<li>Coordinate the work of the Grants section in the absence of the Supervisor. </li>
<li>Liaise with ORRU and other coordinating Departments on the financial reporting for Donor and Trust Funds. </li>
<li>Liaison with Accounts Payable and Treasury Department for the provision of financial information to donors.</li>
</ul>

<li><b>Preparation of Detailed Explanatory Notes to the Financial Statements</b>
<ul>
<li>Provide details of Trust and Donor Funds balances for inclusion in published financial information including the Bank Group financial statements and annual report. </li>

<p>Under the general guidance and direction of the Division Manager, the incumbent will perform the following duties and responsibilities:</p>

<li>Review/Prepare Summary Credit Risk Note for adequacy of rating, pricing and security packages. </li>
<li>Contribute significantly to the development and updating of commercial credit risk management policies and guidelines, including procedures and processes for their implementation. </li>
<li>Play critical role in the development and upgrading of commercial credit risk identification and assessment methodologies, including appropriate assessment, monitoring and management tools and systems. </li>
<li>Monitor compliance with commercial credit risk and exposure management policies and guidelines and perform proactively on the quality of the non-sovereign portfolio, sensitivity analysis and stress. </li>
<li>Identify specific risks of individual non-sovereign transactions in the pipeline or the portfolio under execution and recommend appropriate credit enhancement or risk mitigation measures. </li>
<li>Prepare risk mitigations notes for special transaction and the portfolio identifying risks of individual non-sovereign transactions and advising on their mitigation. </li>
<li>Prepare background documentation for country team meeting management review committees on non-sovereign transactions </li>
<li>Advise appropriate pricing terms and conditions for non-sovereign transactions in consultation with investment officers. </li>
<li>Participate in due diligence missions on non-sovereign transactions and supervision missions on active projects contributing to a better understanding of risks associated with them and of options for their mitigation </li>

<p>The General Secretariat (SEGL) of the Bank Group is mainly responsible for:</p>

<h4>Duties and responsibilities</h4>
<p>Under the supervision of the Division Manager (SEGL.1), the Liaison Officer will:</p>
<ul>
<li>Prepare statutory SEGL documents for Annual Meetings of the Boards of Governors (Draft meeting agenda, designation of Bureau and Joint Steering Committee members, general election of ADB Executive Directors and designation of ADF Executive Directors, election of the President of the Bank, date and venue for Annual Meetings).&#160;&#160; </li>
<li>Follow up implementation of Board of Governors decisions. </li>
<li>Prepare and monitor the deliberations of the Bureau and subsidiary organs of the Boards of Governors (preparing invitation letters and meeting agenda, compiling and distributing working documents, convening and preparing documents required for meetings of the Joint Steering Committee and Committee on conditions of service of Elected Officers). </li>
<li>Manage relations with Member States (keeping list of Governors; drafting congratulatory messages, condolence messages, messages of thanks from the President of the Bank to Heads of State and&#160; Government and to Governors </li>
<li>Follow up requests for ADB Group membership </li>
<li>Follow up matters relating to postal voting on Board of Governors resolutions or to the General Capital Increase and ADF Resource Replenishment. </li>
<li>Prepare certain SEGL reports to be submitted to the Boards of Directors concerning renewal of Board Committees, designation of Executive Directors to represent ADB on the ADF Board and voting powers of the ADB and ADF Boards of Directors.&#160;&#160;&#160;&#160;&#160; </li>

<p><b>Advance management studies at JAIMS in Hawaii, U.S.A. </b>    <br />The Fujitsu Scholarship supports your development as a global leader by funding your participation in the<b> East West Knowledge Leaders Program (EWKLP). </b>    <br />Hone your leadership vision with this specialised program, delivered by JAIMS, in the wonderful setting of Honolulu, Hawaii. The diverse student body and rigorous curriculum will stretch you to be your best, and prepare you to lead your organisation to success in the 21st Century.</p>
<p><b>Qualifications :</b> To apply for the Fujitsu Scholarship, you must meet the qualifications for both Fujitsu Scholarship and EWKLP as follows.</p>
<p><b>1. Education </b>    <br />A bachelor&#8217;s degree or a degree equivalent to a four-year standard baccalaureate degree in any discipline from a regionally or nationally accredited institution     <br /><b>2. G.P.A. </b>    <br />Cumulative grade point average of 3.0 on a 4.0 scale     <br /><b>3. Experience </b>    <br />A minimum of three years of relevant full-time work experience (five years preferred) at the time of application</p>
<p><b>4. Language</b>     <br />A minimum TOEFL score of 577/233/90 (paper/computer/Internet), TOEIC score of 750, or IELTS overall band test result of 6.5 or higher from tests taken between October 2008 and September 2010.     <br />The following applicants are exempt from submitting an English proficiency test score:     <br />• Applicants whose native language is English and who are from either the United States, Australia, United Kingdom, New Zealand, Canada, or Singapore.     <br />• Applicants who hold a bachelor&#8217;s or advanced degree within the last five years from an accredited or recognized college or university in the United States, Australia, United Kingdom, New Zealand, Canada, or Singapore.</p>
<p><b>5. Country </b>    <br />Applicants must be a resident of the state of Hawaii, U.S.A., or a citizen of one of the following countries: Australia, Cambodia, China, Hong Kong, India, Indonesia, Laos, Malaysia, Myanmar, New Zealand, the Philippines, Singapore, South Korea, Sri Lanka, Taiwan, Thailand, or Vietnam.</p>

<p>Employers who fail to obtain the appropriate documentation from new employees can be fined up to $200,000 per I-9 employment verification they failed to fill out and maintain. The Employment Eligibility Verification Form I-9 is a U.S. Citizenship and Immigration Services form. </p>
