An Iowa paper is leaping beyond newspapers with its creation of a niche product that has become a local favorite, lasting for many months and reaching a young audience.

The Fort Dodge Community School Calendar is put together by The Messenger, a 17,000-circulation daily newspaper that serves Fort Dodge, Iowa.

The full-color calendar, with a glossy front and high-quality newsprint pages, begins in August and ends in August of the following school year, said David Jakeman, advertising director for The Messenger.

The idea originated at a sister publication, Jakeman said, where it was shown to local school officials. “We said, ‘Wouldn’t it be nice to do something in full color, that has that durability to last all year?’” Content

Although most of the calendar is made up of the month grids and the opposite photo pages, the first three pages contain school information. In addition to a phone directory of school employees, the calendar includes school buildings and addresses, school procedures, lunch program information, student fees, vacation days, tardiness policy information, bus transportation information and legal notices.

The school district supplies that information along with all of the scheduling information that is included on the month grids, such as when a sporting event, board meeting or dance takes place, Jakeman said. The schools also provided some of the classroom photos featured on the photo pages, he said.

The latest "extreme" activity brought into homes by TV and is a sign of current economic times. It is extreme couponing, or the practice of using coupons to obtain goods for free or next to nothing.

With penny-pinching the new norm and a slow economic recovery keeping budgets tight, the overall use of coupons by consumers has increased. Around 3.3 billion coupons were redeemed in 2010, according to trade marketing company Inmar. That was a 27 percent increase over 2008. But that amount only represents 2 percent of all coupons yearly issued nationwide, said Autumn Thomas, president of Pa. Coupon Redemption Services in Harrisburg.

While the number of extreme couponers isn't tracked, John Morgan, executive director of the Association of Coupon Professionals, based in Havertown, and Thomas say the practice hasn't had a noticeable effect on the issuance or redemption of coupons; rather overall increased use of coupons by the general public is changing the acceptance standards at most stores.
"Consumers overall are using more coupons and challenging the retailers," he said, "and manufacturers are causing enough of an issue that retailers and manufacturers are tightening up their policies in response."

Stricter or constantly changing policies haven't deterred two local couponers who picked up the practice to make their money go further.

Morgan County State erases $440 000 debt commissioners have been operating under the financial dark cloud of the state’s claim that the county owed more than $440,000 for overspending on children’s services back in the 1990s.

But that monetary storm cloud blew away late last week when state officials erased the county’s so-called debt.

State officials concluded that the $440,000 for which they threatened legal collection measures – ranging from garnishments and sheriff’s sales to canceling liquor permits – is not a debt at all, and that the county owes nothing.

In fact, the so-called debt turned out to be an accounting error on the books of the Ohio Department of Job and Family Services, according to letters from two state agencies, the Ohio JFS and the Attorney General’s office.

“If the state had forced us to pay that, it would have put us in fiscal emergency,” Commissioner Tim VanHorn said Monday. And, even if the state allowed a multi-year repayment plan, he added, “this county wouldn’t have been able to pay it off for years and years.”

Exactly as the commissioners and Vicki Quesinberry, director of the Morgan County Department of Jobs and Family Services, maintained from the start, the $440,000 in question was an old debt of the county’s which a previous director of Ohio JFS had forgiven, but had never taken “off the books.”

Early this year, when Ohio JFS staff saw that old debt, with no indication that it had been forgiven nearly 15 years ago, they had the Attorney General’s office initiate collection proceedings against Morgan County.

Mike Reed, president of the county commission, said taxpayers have several county administrators to thank for getting the county off the hook for more than $440,000 that it didn’t owe, but could have been forced into paying.

“A lot of credit goes to our current and past directors and fiscal officers (of Morgan County JFS) for keeping that letter,” Reed said. He was referring to a letter from Wayne Shoals, former director of the Ohio JFS, who “forgave” the county’s $400,000 over spending back in the late 1990s.

“That letter was our ‘get out of jail free card,’ so to speak,” Reed said.

If that letter had been lost, Reed said, the county might have wound up in litigation and might have been forced into paying all or at least part of the alleged debt.

“We’re certainly thrilled that it has been corrected and (the alleged debt) dismissed,” Commissioner Dean Cain said.

Reed said Ohio JFS officials, in negotiations with the county over this issue, never pushed hard for collection of the so-called debt, but rather sought ways to resolve the discrepancy in its ledgers.

Hours after Union Home Secretary RK Singh confirmed reports that an electric circuit has been found on one of the bodies recovered from one of the blasts sites in Mumbai, Secretary (Internal Security) UK Bansal said that the possibility of a human bomb cannot be ruled out.

Speaking to reporters in Delhi, Bansal while not wanting to elaborate on the ‘wired body’ but he did not rule out the possibility of a human bomb. However, he stressed that it would too early to suggest that it was a suicide attack.

He added that most bodies have been identified and that CCTV footages are being examined thoroughly for clues.

On the line of investigations, Bansal said, "There is no special lead. All are suspects," adding that Indian Mujahideen accused arrested recently are being interrogated.

Indian Mujahideen is said to be one of the prime suspects behind the attack owing to the modus operandi.

On any possible outside link to the blasts, he said, “As of now, no ground to believe that Mumbai blasts have any across-the-border link.”

Asked whether there was any cross-border links to the Wednesday’s blasts, the Home Secretary said: “We have an email which originated elsewhere. It is being followed up”. Singh said the CCTV footages of the three blast sites were being scrutinised by the investigators and they were going through the 11 CDs made from the footages.

“Now, we have all the people and the faces appeared. They have to be recognised by local people to see whether they are locals or outsiders. That process is on. There are 11 CDs which have been gone through. It is a voluminous work,” he said.

Singh said people not recognised by the locals have been put through a data base and they were being verified. “Suspicious people are being verified. Various people with previous known linkages are being questioned based on our previous data bases. This investigation is on,” he said. Asked whether the investigators were working on any definite lead, Singh said “we have not yet zeroed in on”.

Forensic examination of debris has already indicated that the bombs, hidden in the crowded streets, used ammonium nitrate, a fertiliser ingredient commonly used in improvised explosive devices (IEDs).

No one has claimed responsibility for Wednesday’s attacks and investigators have named no immediate suspects.The bombings were the worst terror attack in Mumbai since a 2008 siege in which 166 people were killed over three days.

Delhi govt to soon identify : VAT, New Delhi: In an effort to improve VAT collection and identify “bogus traders”, the Delhi government will soon carry out a comprehensive scrutiny of the traders registered with it.
Commissioner of Trade and Taxes Rajender Kumar said the department would soon launch the scrutiny to detect the tax evaders and traders who claim Value Added Tax (VAT) refunds showing bogus transactions.
“We are streamlining the mechanism of tax collection,” he said at a press conference.
In a major operation, the Tax department had unearthed a “huge scam” involving nearly 1,300 “bogus traders” who used to claim VAT refunds by showing bogus bills and fake sells. The department had launched a probe discretely choosing nearly 3,000 traders in the city, each having an yearly turn over of Rs one crore and found that nearly one- third of them were either fake or non-functional.

The High Court is hearing a petition filed by a student leader for a CBI probe in Goa's drug mafia-police-politician nexus, in which Home Minister Ravi Naik's son Roy has been linked to, by the international media and the Opposition.

Refusing to take up the drug nexus probe, CBI Superintendent (Special Crime Branch) Pramod Mudbhatkal has said in his letter to the deputy secretary of the department of personnel and training (DOPT): "The local police have better facilities/infrastructure and local language would not be a barrier to them."

"Whereas, the officers of the CBI would have constraints of local language, topography, etc.," he added.

There is also lack of manpower in the CBI as many cases have been referred to it by the Supreme Court and other constitutional courts, Mudbhatkal said, adding that the drug nexus case had no inter-state ramifications.

Lucky Farmhouse, a prime witness in the drug peddler-policemen nexus case, on Wednesday said she has given a detailed deposition before the Swedish police in which she has named Goa Home Minister’s son Roy Naik.

In an exclusive interview, Farmhouse said she was interrogated by Swedish police twice, the last being in December 2010. “They also searched my home and took one of my computers and a camera,” she said, adding that they could not find anything in them.
“I gave them the name of Roy Naik, son of Goa Home Minister Ravi Naik, in the statement. I told them how many times he came to Atala’s house for business,” she said.

“I spoke to Atala in December last time. He was in Israel staying with his sister and phoned me from her house. I don’t have any feelings for him anymore,” she said.
Seven policemen were arrested last year after video tapes, in which Atala was shown bragging about his links with the policemen, were exposed.
The role of Goa Home Minister’s son, Roy Naik, was also under the scanner after the expose.
CBI, after taking over the case, recently said that they will question anyone whosoever is required for investigation.

Goa govt reshuffles eight Superintendent of Police

Panaji: The Goa government today reshuffled eight officers of the rank of Superintendent of Police (SP) in a major exercise.
IPS officer Vijay Singh will head the Anti Narcotics Cell (ANC), which had no full time officer heading it, after the instances of nexus between policemen and drug peddlers came to the light in the recent past.
A Personnel department official stated that the exercise has also taken care of the additional charges being given to various SPs, including Arvind Gawas, who was given charge of departments of North Goa district and Traffic. Another SP, Atmaram Deshpande, who recently hit the controversy due to his statements against tribals, is shunted to Traffic cell.
Deshpande was heading Special Branch (SB) which looks after intelligence gathering in the state. On May 25, several thousand tribals had held demonstrations at Balli village. The agitation turned violent killing two tribal leaders
Deshpande, who headed SB, refused to accept that the incident occurred due to intelligence failure and instead claimed that the ‘tribals were drunk’.
SP Allan D’Sa is shifted from South Goa district to Immigration (Airport) and is replaced by recently promoted SP Waman Tari, who was an Assistant Commandant of India Reserve Battalion, and also headed Tourist wing of police.
