Scouting for Boys: A Handbook for Instruction in Good Citizenship is the first book on the Scout Movement, published in 1908. It was written and illustrated by Robert Baden-Powell, its founder. It is based on his boyhood experiences, his experience with the Mafeking Cadet Corps during the Second Boer War at the Siege of Mafeking, and on his experimental camp on Brownsea Island, England. It is the fourth bestselling book of the 20th century.

History

Scouting for Boys (1908) is Baden-Powell's rewrite of his earlier military books Reconnaissance and Scouting (1884) and Aids to Scouting for NCOs and Men (1899). These books were military manuals used by the British Army to train scouts. At Mafeking, Baden-Powell recruited and trained boys aged 12-15 as postmen, messengers, and later to carry the wounded, to free men for fighting. Upon return to England, following the Boer War, Baden-Powell learned some British schools had been using his books to teach observation and deduction. He decided to revise his military publications into a book for boys. Several friends supported Baden-Powell, including Sir William Alexander Smith, founder of the Boys' Brigade, and Cyril Arthur Pearson, who owned newspapers and printing presses.[1] In 1906 and 1907 Baden-Powell spent a lot of time writing Scouting for Boys and advancing his ideas about the Boy Scouts Scheme. These were tested in a camp on Brownsea Island in the summer of 1907, where Pearson's literary editor Percy Everett assisted.

Scouting for Boys was published in six fortnightly instalments of approximately 70 pages each, from January to March 1908. They were produced by Pearson's printer, Horace Cox. These six publications were a success, and as planned were issued in book form on 1 May 1908. Scouting for Boys has been translated into many languages. In 1948, the book was still selling 50 000 copies annually. Only in 1967 was a decline noted by the publisher, and in the last decades of the 20th century, even by the Scout movement, the book came to be seen as a period curiosity. It is claimed to be the fourth bestselling book of the 20th century. A realistic estimate is that approximately 4 million copies of the UK edition have been sold. Extrapolating this to 87 different language editions worldwide, historic world sales of Scouting for Boys can be estimated at 100 to 150 millions copies since 1908.

Curitiba prepares to Host the World Conference

Curitiba, February 4, 2010 – A delegation of the World Scout Committee and the World Scout Bureau arrived in Curitiba, Brazil on February 1st to meet the 39th World Scout Conference organizing Committee. John Neysmith, Member of the World Scout Committee, Luc Panissod Secretary General of WOSM and members of the delegation visited the the totality of the sites that will host the delegates of the 160 National Scout Organization, in January 2011.

For the comfort of the participants and to assure the quality of the meeting, Paulo Salamuni, President of the Organizing Committee and his team have chosen locations that symbolise the economic and cultural boom of the capital of the state of Paraná. The convention center "Estaçao Embratel" will be the main location of the conference. Participants will be able to lodge in hotels only a short distance away from the center or a few bus stops away.

Oscar Palmquist, member of the World Scout Committee, a Curitiba native, and Jose Maria Silva are facilitating the meeting with the volunteers and professionals of the Brazilian Scout Union. For months now, teams of experts have been recruited to systematically tackle all eventual obstacles that may arise, so as to ensure the successful planning of the conference.

World Scouting launches three new versions of its web site

Many people have a difficult time accessing information from the World Wide Web. In a lot of cases, a weak local telecommunications infrastructure means that connections to the Internet are very slow, making downloading information from many graphic-rich web sites nearly impossible.In other cases, particularly for visually impaired people, web sites are often not well-adapted for the types of special Internet browsers or monitor settings that they need to use.

Additionally, there are more mobile phones in the world than televisions and PCs combined! Millions of people are using their mobile phones to connect to the Internet.

The IT team in the World Scout Bureau has been looking into ways in which we can help in these situations.

The result of these developments has been the creation of three new versions to make accessing our web site easier for some: a low graphics version, a text only version and a "WAP-friendly" mobile phone news site. (Wireless Application Protocol (WAP) is the low bandwidth method of Internet access used in most mobile phones.)

Each version enables more people to overcome some of the difficulties they experience in accessing the information and news on our web site. The new versions all offer faster consultations even over slow connections or from older computers.

World Scouting will continue to innovate in its methods of communicating and reaching Scouts world-wide, ensuring that the Scouting community is better informed on its activities.
The three new versions are:

1) Low Graphics:

Our new low bandwidth version is better suited for use with dial-up modems and 3G type mobile phones (e.g. iPhones) where users want quicker access to the written content of all our articles but can easily chose to view any accompanying pictures or other graphic content whenever they wish. Pergerakan Pengakap merupakan sebuah organisasi yang bertujuan untuk membimbing golongan remaja secara fizikal, memupuk semangat dan mengasuh cara pemikiran melalui pendidikan tidak formal. Penekanannya adalah kepada aktiviti pratikal di luar rumah agar remaja dapat mengambil tempat yang berguna dalam masyarakat. Pergerakan ini diasaskan pada tahun 1907 di England oleh Lord Robert Baden-Powell yang merupakan "Bapa Pengakap Sedunia".

Sejarah awal

Powel ialah bekas anggota tentera berpangkat Leftenan Jeneral. Selepas penubuhan Pergerakan Pengakap, beliau memperkenalkan Pandu Puteri ("Girl Guides") pada tahun 1910 dengan bantuan saudara perempuannya, Agnes Baden-Powell. Pada tahun 1910, Pergerakan Pengakap bermula di Malaysia.

Sekumpulan kecil Kumpulan Pengakap ditubuhkan pada tahun 1908 diberikan hak memakai saputangan hijau sebagai penghormatan keahlian mereka bagi kumpulan perintis.

Pergerakan Pengakap merebak ke seluruh United Kingdom tidak lama selepas penerbitan Scouting For Boys. Pergerakan Pengakap dengan pantas menjadi organisasi tersendiri. Pergerakan Pengakap berjalan dengan pantas ke seluruh Empayar British. Unit luar yang pertama disah dan dicatatkan (chartered) di Malta. Benih Pengakap bermula di Mafeking, Afrika Selatan, di mana Baden Powell berkhidmat sebagai pegawai pemerintah ketika Perang Boer 1899 - 1902. Baden-Powell mempertahankan bandar tersebut daripada Boers (Afrikaner), yang berganda lebih besar jumlahnya berbanding anggotanya pada nisbah lapan kepada satu. Dia membentuk Kor Kadet Mafeking untuk membantu menyokong anggota tentera. Kor tersebut dianggotai sepenuhnya oleh sukarelawan remaja lelaki. Baden-Powell melatih pemuda tersebut dan mereka membuktikan diri mereka dengan baik, membantu mempertahankan bandar tersebut dengan jayanya (1899 - 1900). Setiap anggota Kor Kadet menerima lencana, gabungan titik kompas dan kepala lembing. Logo ini akhirnya menjadi fleur-de-lis, yang diambil Pengakap sebagai simbol antarabangsanya.

Hasil daripada statusnya sebagai wira antarabangsa, didapati hasil daripada usaha gigihnya mempertahankan Mafeking ketika Pengepungan Mafeking "Siege of Mafeking", manual latihan tentera Baden-Powell, Aids to Scouting (Bantuan kepada Pengakap) (ditulis pada 1899) menjadi jualan utama dan digunakan oleh guru dan organisasi remaja.

Pada 1906, Ernest Thompson Seton menghantar satu salinan bukunya kepada Baden-Powell berjudul The Birchbark Roll of the Woodcraft Indians (Gelong Kulit kayu Birch mengenai Seni Rimba Indian). Seton, berbangsa Kanada kelahiran British tinggal di Amerika Syarikat, kemudiannya bertemu Baden-Powell dan mereka berkongsi idea mengenai program latihan remaja.

Baden-Powell digalakkan untuk menulis semula Aids to Scouting untuk pembaca muda. Pada 1907 Baden-Powell telah menyiapkan draf bertajuk Boy Patrols. Pada tahun yang sama, untuk menguji sebahagian ideanya, Baden-Powell telah mengumpulkan 22 orang budak lelaki dari latar belakang sosial yang berlainan dan mengadakan perkhemahan selama seminggu, bermula 29 Julai, di Pulau Brownsea di Poole Harbour, Dorset, England. Pada masa itu Baden-Powell bermaksud buku tersebut akan memberikan idea untuk pertubuhan sedia ada, khususnya Boys' Brigade. Bagaimanapun, kanak-kanak lelaki membentuk patrol Pengakap secara spontan dan membanjiri Baden-Powell dangan permohonan untuk bantuan. Dengan cara ini pergerakan Pengakap muncul tanpa disengajakan dan terbentuk disebabkan pergerakkannya sendiri. Ketika Pergerakan Pengakap berkembang, Unit Pengakap Laut "Sea Scout" dan Pengakap Udara "Air Scout" ditambah kepada pilihan Pergerakan Pengakap. Baden-Powell tidak dapat menasihati kesemua remaja yang meminta bantuannya. Untuk memberikan pimpinan dewasa, latihan diperlukan. Lencana Rimba "Wood Badge" dimajukan untuk mengiktiraf latihan kepimpinan dewasa. Pada tahun 1919 Gilwell Park dibeli sebagai tapak latihan dewasa dan tapak perkhemahan Pengakap. Baden-Powell turut menulis buku untuk membantu pemimpin yang berjudul Aids to Scoutmastership (Panduan untuk Kemahiran Berpengakap).

F.M.C Baden Powell, adik kepada BP memperkenalkan Pengakap Udara menjelang Perang Dunia Kedua. Dengan penubuhan unit ini ia membantu England dalam kempen Battle of Britain.

Warrington Baden Powell, abang kepada BP memperkenalkan Pengakap Laut menjelang Perang Dunia Kedua. Dengan penubuhan unit ini juga membantu England menjaga dan memerhati diperairan lautnya dengan bantuan unit tentera lautnya diperbatasan menjelang Perang Dunia Pertama.

JOTA-JOTI 2009 Half a million Scouts, 6500 actions for environment
On the weekend of 17-18 October 2009, thousands of Scouts from all over the world met via air-waves and the Internet. At the World Scout Bureau radio station, the JOTA international team welcomed 50 Scouts and Guides de France and Portuguese Scouts. They established connection with more than 50 countries. From Germany, the JOTI international team implemented all the necessary technology to run the event.

At the end of a working meeting on WOSM Governance, Luc Panissod, Secretary General , came to say hello to all participants and broadcasted the following message : “As every year, on the occasion of the JOTA/JOTI, you have been part of half a million Scouts coming together over the air-waves and through the Internet. On behalf of World Scouting, I thank you all, volunteers and young people from all around the world, for having shared a real spirit of brotherhood and cooperation.

In order to demonstrate what the Scout Movement is doing in favour of protecting our common environment, we invited all of you to promote your challenges for climate change. I’m very happy to announce that since 12th October, more than 3000 newactions have been registered by you on the website of the race for environement, adding up to some 6400 actions being undertaken worldwide by Scouts just like you.

On your behalf, we will ensure that all these actions will be brought to the attention of the United Nations Summit on Climate Change which will be held this December in Copenhagen.

This last weekend, your friendly and supportive contributions has demonstrated the great capacity of the Scout Movement to concretely act to create a better world. I hope that you will use JOTA-JOTI to all come together again next year and I encourage all of you to continue your positive actions wherever you are.”

Jambori Pengakap Di Internet Sedunia (JOTI) merupakan satu perjumpaan antarabangsa Pengakap di Internet yang diadakan setiap tahun.Program ini adalah acara rasmi Pertubuhan Pergerakan Pengakap Sedunia.

Beribu ahli Pengakap dari seluruh dunia berjumpa dan berkomunikasi di antara satu sama lain melalui Internet, dengan menggunakan teknologi yang sedia ada, dari web browser ke e-mel, program chat, mikrofon, scanner dan kamera digital. Kumpulan Pengakap boleh menggabungkan Jambori ini dengan Jambori Di Udara (JOTA), satu Jambori dimana ahli Pengakap boleh berkomunikasi di antara satu sama lain melalui frekuensi radio amatur dengan bantuan krew radio amatur tempatan.

Kebanyakkan komunikasi mengambil tempat melalui E-mel dan di rangkaian chat yang dipanggil IRC (Internet Relay Chat). JOTI membolehkan anda membina persaudaraan dengan ahli Pengakap di negara lain dan untuk mengetahui lebih lanjut berhubung dengan kehidupan sivil dan pengakapan mereka. Sering kali, hubungan ini berkekalan untuk bertahun-tahun dan membina tapak for lawatan berkumpulan dan sebagainya.

Sejak 1996, JOTI merupakan acara rasmi WOSM dan telah mempunyai satu tempat tetap dalam Laman Web Biro Pengakap Sedunia.

The scouts of Ninove, Belgium are organising their second international camp: the”’Jamborette 2010”!
This is a smaller and more intimate version of the big jamborees.
The reason: the group is turning 90 and they want to celebrate this event with as many international scout groups as possible. The Jamborette will take place from July 24th until August 2nd 2010.

Their goal is to host 500 scouts and guides in their hometown Ninove during this ten day camp. Ninove is a small provincial town about twenty kilometers from the European capital Brussels. Nevertheless, it’s a very rural and green region: the perfect setting for the Jamborette! The campsite is situated near by the magnificent medieval towns of Ghent and Bruges.
The cities will be the gorgeous background for thier central theme: Scouting in the Middle Ages! For ten days you will be submerged in the life of a real scout in a medieval setting.

You’ ll be able to enjoy:

- A pleasant stay in a nice location together with many other scouts groups of different nationalities and cultures.
- Lots of activities, such as a visit to Brussels and Ghent, typical Belgian scouts activities, a rafting expedition, a cooking competition, archery, and cooking on a self-made log fire!

- An exciting two day hike, full of *scouting techniques*!!!

- Smashing opening and final shows, with a medieval sunset in the background.

- Participation in old trades, originating from the most mysterious period in our history: the Middle Ages.

style="font-family:trebuchet ms;">JOTI is an annual event when Scouts and Guides all over the world make contact with each other by means of the Internet. It is a real Jamboree during which Scouting experiences are exchanged and ideas are shared, thus contributing to the world brotherhood of Scouting. JOTI is a world-wide event mainly for Scouting groups in all youth programme sections, although members may participate individually.

JOTI is officially open 48 hours, from Saturday 00.00h until Sunday 24.00h local time. JOTI is held at the same time as the Jamboree on the Air (JOTA) which focuses on amateur radio communication. Activities for the two events are often conducted together. Well over 500,000 people participate each year.

JOTI and JOTA are for members of the World Organization of the Scout Movement (WOSM), and also for members of the World Association of Girl Guides and Girl Scouts (WAGGGS).

World Scout Conference

The World Scout Conference (WSC) is the governing body and meets every three years, preceded by the World Scout Youth Forum. The World Scout Conference is the general assembly of Scouting and is composed of six delegates from each of the member Scout associations. If a country has more than one association, the associations form a federation for coordination and world representation. The basis for recognition and membership in the World Scout Conference includes adherence to the aims and principles of the World Organization of the Scout Movement, and independence from political involvement on the part of each member association.

The Conference meets every three years and is hosted by a member association. At the World Scout Conference basic cooperative efforts are agreed upon and a plan of mutual coordination is adopted.

Languages
Life would be so much easier, but perhaps less interesting, if every Scout spoke the same language. But this is not the case. How can we help Scouts to communicate with fellow-Scouts that do not speak their language? Here are a few ideas:

The translator machine:
There is a free translation service available at the internet. You can enter up to one page of text in one language and ask it to translate it into another. It has over 20 different languages available. Last year, several JOTA groups used it to translate radio messages on the spot. It may not be very fast, but it is fun to do and it does help. You could even prepare a standard message for your Scouts in many different languages. Click on the “ translate” button and it will get you to the translator machine.

The J-Code:
The J-code is a tool that enables a very basic conversation in those cases where there is no common language between the youngsters. The J-code is simply a set of abbreviations similar to the Q-Code used by radio amateurs. It is NOT a code intended to hide the contents of the transmissions, quite the opposite, it is intended to enable communication. As such it can be used over amateur radio and in internet chat contacts. The J-code is available in English, French, Spanish, Portuguese, Brazilian-Portuguese, Italian, Dutch, German, Norwegian and Chinese (more to follow) and can be downloaded from the library at the radio-scouting web site.

Sign up for a free JOTA-JOTI account
By using a JOTA-JOTI account Scout groups have access to several services. For example, the group can search for the location of other stations and can get additional contact details like email addresses, radio call signs or IRC nicknames. Furthermore, they can validate a JOTI contact by special online cards, generate their own participation certificates and get a special email address that prevents them from being bothered by junk mails later. Allthough one can register as an individual, the JOTA-JOTI account is primarily meant to be used by Scout groups. The service is offered to WOSM Scout groups. WAGGGS guide units are invited to join as well.

National JOTA - JOTI Stories
With your help, the World Scout Bureau can compile a world-wide overview of the weekend and make it avail-able to all participants. Of course, the information has to come from the participating Scout groups in your country. So you may want to ask them to prepare for that and send a short story of their activities to their National Organizer after the event.

Good (colour) photographs will help to illustrate the event. Ask the help of a Scout photographer at your station. National organizers are kindly requested to send "the story" of their country to the World Scout Bureau soon after the event. Please write us your ideas and comments, suggestions for future programmes and a descrip-tion of the most exiting contacts. To help you compile your story, a form will be available for download from the NJaC-network web server. A paper version can be send to you upon request. Please contact the World Scout Bureau should you want to receive the paper form.

The figures that are requested on the form will be used to compile some statistics. A reasonable estimate would be appreciated if they cannot be specified accurately. Photographs showing Scouts in uniform at the microphone or keyboard and of other activities like electronic kit building, foxhunting, semaphore, map plotting and the like are most welcome. Please note that we do not need all your photographs (some Associations sent CD's full of them in the past), a selected set of e.g. the 5 best ones is greatly appreciated. So are clippings of local newspapers carrying the story of JOTA - JOTI in your local community.

To note also the on-line web log service where Scout groups can document their participation details. A web log is a on-line diary which is displayed in journal style on a website. Reports and photos can be added here as well as special JOTA-JOTI information like longest or interesting contact. Since Scouts do have a powerful tool with the web log software, documentation of the weekend is very easy. National Coordinators can use the web log as a source for making their National JOTA-JOTI story. Also, the World Scout Bureau will be able to use it to supplement the world report.
The on-line weblog service will be available during and after teh JOTA-JOTI event. A direct lnk will be available here on this page.

Project Orion plants 1,000 Mangroves in Malaysia

The sun rises above the horizon, casting against the golden sandy shores of Peninsular Malaysia’s east coast, along which the Setiu River runs parallel. This is where the beautiful Setiu Wetlands, part of the Setiu River Basin and the larger Setiu-Chalok-Bari-Merang basin wetland complex lies.

The Setiu Wetlands is the largest nesting ground for painted terrapin (Callagur borneoensis) and are amongst the few remaining mainland nesting sites for the green turtle (Chelonia mydas), both of which are endangered species. The wetland is also a major aquaculture area and plays an important role for the local villagers’ livelihood. Project Orion ( www.projectorion.sg) is a 2-weeks Youth Expedition Project under the National Youth Council, Singapore, organizing by the Scouts from Singapore and Malaysia in collaboration with World Wide Fund for Nature (WWF) Malaysia, with the aims of promoting turtle conservation and development of the nearby village, Kampung Mangkok.

Setiu Wetlands Project Community Liaison, River Foo said, “It was a fantastic experience for the locals and school children to interact with the team members of Project Orion over the two weeks. Although there had been visitors to the Kampung Mangkok in the past, but none of them actually spent time with the locals like the Scouts did. The commitment showcased by the Scouts in helping the villagers and the environment is truly inspiring. The opportunity for the locals to interact with the foreigners definitely boosted their confidence and thus encourages them to feel proud of themselves and their village. On the 26th and 27th June, the wetland saw about 60 Scouts from Selokah Kebangsaan Mangkok, Kumpulan Latihan Kelanasiswa Malaysia (KLKM) Rovers and Project Orion coming together for a community mangrove planting session. A total of 1000 Asiatic mangroves (Rhizophora mucronata) and Nipah palm (Nypa fruticans) saplings were planted along the four sections along the Setiu River over the two days.

River Foo also mentioned, “The mangroves planting session with the team members of Project Orion and Scouts from Sekolah Kebangsaan Mangkok and KLKM Rovers was a huge success. Apart from the replanting activity itself, it has also raised awareness on the importance of mangroves ecosystem to the groups involved.”

This was an event that saw both local and foreign communities coming together for a common goal – the preservation of our environment and nature!

Persekutuan Pengakap Malaysia will be organising the 3rd Malaysian Rover Moot at Bandar Tun Razak, Jengka, Pahang, as follows:-

Eligibility : Registered Rovers Registered Rover Scout Masters
Fee : RM 100

Many scouting activities and a tour to the Pahang National Park will be part of the Moot. Also, Malaysian Rover Scheme tests will be conducted during the moot.

What is the A (H1N1) influenza?
It is a respiratory disease of pigs caused by type A strains of the influenza virus. It regularly causes high flu outbreaks in pigs but with low death rates. There are four main sub-types of the virus, but the most recent isolated influenza viruses from pigs have been H1N1 viruses.

How does it spread?
Influenza A (H1N1) viruses do not typically infect humans though they do occur through close proximity or contact with infected pigs or contaminated areas. Cases of human-to-human spread have been documented.

What are the symptoms?

- Sore throat
- Lack of appetite
- Vomiting and diarrhoea in some cases.

How common is the A (H1N1) flu infection in humans?
In the past reports of about one human A(H1N1) flu virus infection had been received every one to two years in the United States. From December 2005 till February 2009, 12 cases have been reported.

Has this strain of flu been seen before?
No. Flu mutates constantly, so it is common for new strains to emerge. Pigs can also be infected with both human and avian influenza, and the current circulating A (H1N1) flu strain appears to contain genetic elements from all three.

Can the A (H1N1) flu be treated with antiviral drugs and flu vaccine?
The A (H1N1) flu is resistant to two common drugs – Amantadine and Rimantadine. The A (H1N1) flu viruses are very different from human H1N1 viruses. Therefore, vaccines for human seasonal flu would not provide protection. However, a “seed vaccine” has been specifically tailored to this swine flu and will be manufactured if officials deem it necessary.

Can people catch A (H1N1) flu by eating pork?
No. The A (H1N1) influenza viruses are not transmitted by food. Eating properly handled and cooked pork and pork products is safe. Cooking pork to an internal temperature of 70ºC and above kills the swine flu virus.

How long is someone with the A (H1N1) flu considered contagious?
People with the A (H1N1) influenza virus infection should be considered potentially contagious as long as they are symptomatic; possibly for up to seven days following the onset of the illness. Children, especially younger children, might potentially be contagious for longer periods.

What can I do to protect myself from the A (H1N1) flu?
There is no vaccine available right now to protect against the A (H1N1) flu.

However, you can help prevent the spread of germs that cause respiratory illnesses like influenza by:

- Covering your nose and mouth with a disposable tissue or handkerchief when you cough or sneeze. Throw the tissue in the waste basket after you use it.

- Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol-based hand cleaners are also helpful

- Try to avoid close contact with sick people. - If you get sick with influenza, stay at home and limit contact with others to keep from infecting them.

- Avoid touching your eyes, nose or mouth.

- Consult your nearest healthcare facility if you think you have any of the symptoms.

What precautions are in place in Malaysia?
- The Health Ministry’s operations room in Putrajaya has started a 24-hour monitoring of the situation. The public can call 03-8881 0200/300 for enquiries.

- Those returning from Latin American countries and found to have flu-like symptoms will be quarantined.

- Health Ministry officials are conducting health screenings on passengers arriving from the United States.

- Thermal scanners will be placed at international airports to speed up the screening process for A (H1N1) flu.

- Public and private medical practitioners have been instructed to report to the district health office any patient with influenza-like illnesses or severe pneumonia symptoms and who had travelled to the affected countries after April 17.

On Wednesday, 2009 July 22, a total eclipse of the Sun is visible from within a narrow corridor that traverses half of Earth. The path of the Moon's umbral shadow begins in India and crosses through Nepal, Bangladesh, Bhutan, Myanmar and China. After leaving mainland Asia, the path crosses Japan's Ryukyu Islands and curvesz southeast through the Pacific Ocean where the maximum duration of totality reaches 6 min 39 s. A partial eclipse is seen within the much broader path of the Moon's penumbral shadow, which includes most of eastern Asia, Indonesia, and the Pacific Ocean.
