All 50 states and the District of Columbia have per se laws defining it as a crime to drive with a blood alcohol concentration (BAC) at or above a proscribed level, currently 0.08 percent (0.08 g alcohol per 100 ml blood).

License suspension or revocation traditionally follows conviction for alcohol-impaired driving. Under a procedure called administrative license suspension, licenses are taken before conviction when a driver fails or refuses to take a chemical test. Because administrative license suspension laws are independent of criminal procedures and are invoked right after arrest, they've been found to be more effective than traditional post-conviction sanctions. Administrative license suspension laws are in place in 41 states and the District of Columbia.

More than half of all U.S. states require DUI offenders to install ignition interlocks on their vehicles in order to drive during a license suspension and/or require interlocks for specified time periods before fully relicensing offenders. These interlock devices analyze a driver’s breath and disable the ignition if the driver has been drinking. In 13 states (Alaska, Arizona, Arkansas, Colorado, Hawaii, Illinois, Louisiana, Nebraska, New Mexico, New York, Oregon, Utah, and Washington), such a restriction is applied to all offenders, including first time offenders. California applies a similar restriction to all offenders, but only in 4 counties. An additional 9 states apply the restriction to all offenders with high BACs (usually 0.15 percent or higher) and to repeat offenders, and 6 states apply the restriction only to repeat offenders.

Laws in the remaining states do not require interlocks at all, though courts or DMVs in 18 states and the District of Columbia have the discretion to apply interlock requirements. Only 3 states (Alabama, South Dakota, and Vermont) have no interlock laws.

SBA, CDC Small Business Finance Piggyback on Green Movement

The U.S. Small Business Administration and CDC Small Business Finance, its local partner lender for commercial property loans, are jumping on the “green” bandwagon by doubling the maximum lending amounts for those mortgages that benefit the environment.

The new program, Green 504 (referring to the SBA’s 504 commercial property loans), doubles the ceiling to $4 million from $2 million for projects that reduce energy consumption or generate renewable fuels.

CDC loan officer Ken Rosenthal said businesses can qualify by either cutting energy uses 10 percent or producing energy through renewable sources such as solar, wind and hydropower.

“The easiest way to qualify is for a business to add solar panels,” Rosenthal said.

The 504 program has been a popular financing tool for buying buildings in which the businesses are housed. The bank provides half the loan, while SBA provides 40 percent and the owner 10 percent.

Manufacturers can also obtain $4 million in SBA financing without connections to green projects, Rosenthal said.

Like most others in the finance industry, CDC Small Business Finance has seen a big drop in demand in the past quarter or so.

According to an SBA report for the five months ending Jan. 31, CDC made 24 loans for $16 million, second highest in the region in number of loans. But that’s half the volume for the same period a year earlier, Rosenthal said.

“We’re off by 50 percent and the reason for it is purely based on the lack of buyers,” he said. “People are on the sidelines, waiting to jump in.”

The latest SBA report shows the No. 1 lender was Wells Fargo Bank, with 33 loans in the 7(a) program for $10 million. U.S. Bank and Borrego Springs Bank were tied for third place with 10 loans.

What Is An Online Business Manager And Why Do I Need One?

Online business manager? If you’re like me, you may have never heard the term before. It appears to be a relatively new job description…..at least formal job description.

The reason you should be interested is because you might be one, without realizing it. You might already have the skills to be one, or on the path to be one. Or you might need one.

If you’re Net savvy, this could be a job for you. If you don’t think you’re ready to be an online business manager yet, you could start out as a virtual assistant ( we’ll describe the difference later), or work on an online business manager’s team.

The flip side of the coin is, if you run an online business, organization or association, you might need an online business manager to handle the day to day tasks and free up your time for your core skills or to grow your business. Perhaps you just never knew such a position existed or put together all the elements you need to have for an online business and realized you could get all that implemented for you by a single person, who knows the right tools or manages the right team.

Tina Forsyth is the person who really crystalized this concept in her new book, Becoming an Online Business Manager.

Tina describes a situation in which business owners “already have teams of virtual assistants, webmasters, designers and other contractors, but what they really need is someone to manage all of this; to play a bigger role in their business so that they can grow to the next level.”
Now, as online businesses have grown and increased in complexity, with more sophisticated online tools available, Tina says she is “seeing more business owners who are ready to hire at the management level.”

When I started reading Tina’s writing, it was with a mild shock of recognition I realized I had been doing what she described for a number of clients for some time. Since I had operated a major website since 1996, I had ample experience on the web, so a number of businesses and organizations I had come into the same orbit with had asked for me to help them set up shop online. What happened, in every case, was that I was not just setting up or overseeing the set up of a website and collaborative and marketing tools, but helping them think through the business processes they would need to succeed and grow their businesses. It was a collaboration where I implemented their vision, more like a doctor collaborating with a patient, to diagnose the state of his or her health, determine the level he or she really aspired to reach, then prescribing a regimen for increased fitness to ultimately reach that goal. The actual construction of the website was more like being the pharmacist dispensing the medicine.

Why Aren’t More People Hiring Online Business Managers?

First of all, they don’t know such people exist. I didn’t. And I was one. I just hadn’t realized it. Tina says:

“For business owners, it is a matter of not knowing who or what they are really looking for. They may have a faint idea they could benefit from hiring someone to help them manage and grow their business online, but they often have no clue what that role looks like. They aren’t clear themselves on what it is they need, which of course makes it quite hard to find someone! Quite often, when we describe the role of an oBM to the business owners we speak to, we hear, “yes! that’s exactly who I need on my team … now where do I find someone?” and that leads us to the other side of the gap, that there just aren’t a lot of people out there who are actively working as oBMs, consciously or unconsciously. So when these clients start looking to fill that role, they are having a tough time finding the person they need.”

Let’s start with a job description so we can learn a little more about what the job looks like.

To improve the efficiency of our trading strategy. We see the major Trend using a higher time frame than what we intend to use & a lower Time frame to enter a trade.
Say we want to trade using the Daily Charts. We take the Weekly charts to see the major trend. Suppose it's an uptrend in a Weekly chart. We will tend to trade only long positions. We will use entries in the daily charts to enter long positions only. When sell signals are generated we will just exit our long positions. I.e. we don't short sell.
Suppose it's a downtrend in a Weekly chart. We will tend to trade only short positions. We will use a entries in the daily charts to enter short positions only. When buy signals are generated we will just exit our short positions. I.e. we don't enter long positions.
Now that we are using two timeframes. Now coming to timing the entry of trades or adding additional positions. (Pyramiding) We can further use a Hourly chart to time our entries. Suppose the weekly & daily charts are in a uptrend. We will enter a long position or an additional long position when a hourly chart gives us a buy signal. Suppose the weekly & daily charts are in a downtrend. We will enter a short position or an additional short position when a hourly chart gives us a sell signal. This timeframe would not be used to exit the trades. It's solely to improve the timing for entry. For exits we would use the signals generated in the daily charts.

Using multiple time frames to trade.
We take three charts of the same security. First is the weekly chart. Next chart is the daily chart. Third chart is the hourly chart.
We will now use the daily chart to trade. We check the weekly chart for the weekly trend. Lest assume the weekly trend is up. So based on this information we will just trade long positions in the daily chart.
We look for a buy opportunity in the daily chart or we can see the hourly chart to enter a long position.
Now for entering additional positions we use buy opportunities in the hourly chart. We would exit based on the daily chart only, because we were trading based on the daily chart.

Similarly we can trade short where weekly charts are in a downtrend and daily chart generates sell opportunity. Additional positions are entered whenever sell opportunities are generated on the hourly charts.

For Day trading we can use the Hourly, 15 Min and 5 Min charts here we trade the 15 Min chart. Or we can use 15 Min, 5 Mins and 3 Mins charts here we trade the 5 Mins chart.

Today, the 2008 World Car of the Year awards winners were announced. The cars were nominated for four categories, Overall Car of the Year, World Design of the Year, World Performance Car and World Green Car and the winners were voted by 47 journalists from 24 countries throughout the world.

The winner of the Overall Car of the Year award was the Mazda2, followed by the new Ford Mondeo and the Mercedes Benz C Class. The Mazda2 also came in second at the World Design of the Year, where the winner was the Audi R8 and the third place went to the Volvo C30. The Audi R8 also won in the World Performance Car section, followed by the Audi S5 Coupe and the new BMW M3. The fourth award, for the World Green Car was won by the BMW 118d with Efficient Dynamics followed by the SmartForTwo cdi and the Volkswagen Passat 1.9 TDI BlueMotion.

So, we can say that the big winners were the Audi R8, with two awards, and the Mazda2, which won the main category and also came in second at another. The winners of the second and third place in each category are ok, though we don’t really dig the Volvo C30 as a great design.

One year after the five-door version of the Mazda2 debuted here at Geneva, now it’s time for the Mazda2 three-door version to be presented in world premiere at the Swiss show. The car presented at the Mazda stand looks good especially in the red mica color (like the Mazda Ryuga concept presented last year at Detroit) and with the exterior sports package featuring lowered suspension, wider tread, projector-type headlamps and 16-inch painted wheels. 100,000 Mazda2 sold in only 8 months

Yesterday, Mazda made a press release in which announced that the 100,000th Mazda2 (called Mazda Demio, for the Japanese market), with only 8 month passed since the car debuted, in May 2007. Mazda’s competitor in the small car class did a really good job and the 31 international awards prove that. Last year was also a very good one for Mazda in Europe, the Japanese producer managing to sell 311,247 units here, its highest volume since 1991. This is also due to Mazda2’s success, 12,591 units being sold in just four months.

Updated Mazda Axela debuts in Japan

The new Mazda Axela (or the Mazda 3 as we know it) was launched for the Japanese market. Most notable updates include chrome door handles, new roof spoiler and new alloy-wheel options. Also, Mazda worked on the interior, which has a higher quality and features piano black parts on the center panel and the power window switches, chrome parts for some levers and buttons and, by using sound absorbent materials Mazda managed to reduce the cabin noise.

Detroit Auto Show: Mazda Furai Concept

The Mazda Furai Concept was unveiled today at the Detroit Auto Show. We’ve already written about this car, you can check our previous post here. Created as a celebration of Mazda’s rotary engine 40 years anniversary, Furai is Japanese for “the sound of wind” and is seen as the future on environmentally-friendly sports cars. The car is built to operate on 100% ethanol, however, Mazda and its partner, BP, are currently researching other fuel alternatives, such as ethanol/gasoline blends like E10.

Powered by the 450 hp RENESIS-based R20B three-rotor rotary engine, the Mazda Furai is based on a Courage C65 chassis and, featuring racing technologies, is able to reach over 180 mph top speed.

“The Mazda design and R&D teams worked closely with Swift Engineering to refine the aerodynamic characteristics, assuring that Furai remains glued to the ground at high speeds. Through its existing relationship with Swift Engineering, forged through development of the Mazda/Cosworth-powered Champ Car Atlantic single-seater chassis, the team used complex Computational Fluid Dynamics (CFD) software to tune various Nagare design elements to function at a high degree of efficiency. Drag, downforce, lift and overall aesthetics were all key considerations.”
