Reactia fata de textul de ieri în care îndemnam la greva fiscala a fost extraordinara. Ulterior, am initiat o petitie online care a strîns peste 2400 de semnaturi în mai putin de 24 de ore. Petitia spune ceva simplu: vrem sa platim taxele, dar solicitam o declaratie tip unica, anuala și completabila pe Internet, pîna atunci, sîntem în greva fiscala.

Ministrul Șeitan tocmai face niște promisiuni. Cica se vor putea completa online de la finele lui septembrie. Iar pentru cei cu venituri fixe, nu vor fi lunare (iar zice pe gura ceva ce contrazice normele de aplicare – a se citi articolul 8 care cheama la depunere lunara, chiar mai des în unele cazuri), ci vor trebui sa anunte cînd se modifica veniturile. Dar esenta drepturilor de autor este tocmai ca nu sînt venituri fixe (șoferii și femeile de serviciu sînt exceptia). Deci, cine are contracte variabile tot va trebui sa mearga lunar. Iar cele trei declaratii ramîn, diferite, în trei locuri diferite. Noua ni se pare prea putin. Sîntem tentati sa încurajam continuarea grevei fiscale, e prea putin ce au cedat. Dar vrem sa știm și parerea voastra. Deci, ce parere aveti?

Daca  au nevoie de bani la buget, poate vor fi puși pe gînduri ca  doar 5% din cei pe care îi așteptau au depus declaratiile pîna la termenul legal.
Între timp, ne alaturam și sustinem ideea unui flash-mob la ora 11, vineri, în fata Ministerului de Finante, strada Apolodor 7. Nu știm cîti dintre dvs aveti chef și timp sa veniti, noi vom fi acolo. Veniti deci cu maruntiș și cu trei foi pe care sa scrieti ”Greva fiscala”.

Pe termen lung, efuziunea nu trebuie sa se stinga. Am învatat acum ca presiunea conteaza. Dar nu trebuie sa reactionam numai în situatii de criza. Ne gîndim de ceva timp la înfiintarea unei Aliante a Platitorilor de Taxe. Nu e o idee originala, ne inspiram din buna practica a altora. The Tax Payers Alliance (http://www.taxpayersalliance.com/) are în Marea Britanie 60.000 de membri care stau cu ochii pe cheltuirea banului public. Nu sîntem nici defetiști, nici anarhiști. Nu vrem sa emigram, vrem sa traim într-o tara mai buna. Sîntem contribuabili onești care cerem taxe mici și bine cheltuite.

Primind atîtea reactii în aceste zile, am descoperit ca grupuri similare au aceeași idee, o organizatie a platitorilor de taxe. Florin Cojocariu și Mirel Axinte au o idee similara, Sandra Pralong tocmai ne-a sunat cu ceva asemanator. Cred ca ar trebui sa ne strîngem toti și sa punem la cale proiectul. Îi invitam și pe altii sa ne alature.

În viziunea noastra, Alianta Platitorilor de Taxe se va constitui ca un proiect permanent de monitorizare a banilor publici. Depinde de noi cum vom face asta.

Vrem ca în primul an de activitate sa:

* Producem un ghid al risipirii banilor publici
* Discutam și votam împreuna topuri – cea mai stupida taxa, cea mai proasta idee de politici publice, cea mai reformista institutie, etc.
* Dezbatem împreuna cu politicienii solutii pentru debirocratizare și buna guvernare.
* Propunem solutii și bune practici pentru rationalizarea cheltuirii banilor publici

Cautam voluntari. Va enerveaza statul? Nu va enervati individual. Puteti adopta cîte o tema. Va învatam cum sa obtineti informatii publice, cum sa sesizati organele de control, cum sa scoateti cazurile la lumina. Cautam mai ales juriști și avocati pentru reprezentarea în instante. Avem cîteva principii de baza, vi le propunem spre dezbatere și le vom îmbunatati împreuna (parte din ele au fost anterior publicate pe blog de catre Teodor Tita):

- statul român este prea mare și prea obtuz. Este necesar un recensamînt al tuturor autorizatiilor, taxelor, formularelor, cererilor, procedurilor. Birocratii trebuie puși sa justifice rational necesitatea acestora. Trebuie sa ramîna doar cele cu adevarat necesare.

-sistemele publice de sanatate și educatie sufera de pe urma repartizarii aiuritoare a fondurilor. E greșita ideea ca nu sînt bani. Sînt. Însa înfiorator de prost administrati.

- sistemul de pensii este în colaps. Persoanele active astazi au o perspectiva de-a dreptul sumbra.  Trebuie curaj pentru solutii alternative, demografia nu tine cu sistemul pay-as-you-go, iar populismul doar agraveaza problema.

- sistemul juridic actioneaza ca o casta privilegiata aflata în afara controlului societatii care o finanteaza.

- între societate și nivelul politic exista o fractura grava. Politicienii români au prea multa libertate  in cheltuirea banilor publici. Apoi își ascund averile aparîndu-se cu dreptul la intimitate.

- Partidele sînt finantate din bani negri și pentru ca legea o permite (este una din cele mai grave surse de proasta guvernare în România și una dintre cel mai putin discutate)

- Taxele în România sînt prea multe (nu neaparat prea mari) și repartizate necinstit. Proprietatea este aproape netaxata, în schimb munca este descurajata. Mai rau, platitorul de taxe trebuie sa piarda timp și resurse pentru a face aceste plati. Este nevoie de schimbarea logicii de functionare: statul trebuie sa faca eforturi sa încaseze banii, nu noi sa îi platim. Scandalul veniturilor din activitati independente este doar picatura care a umplut paharul. Este nevoie de debirocratizare și în relatiile cu firmele și alti angajatori traditionali.

Cîteva propuneri minimale:

- interzicerea solicitarii de catre o institutie publica a unui act aflat la alta institutie publica (idee preluata de la colegul Adrian Moraru)

- universalizarea principiului autorizatiei prezumate pentru toate cazurile în care se cere o autorizatie.

- ghișeu unic informatizat pentru toate contactele dintre cetatean / firme și stat

- impunerea prin constitutie a unui prag maxim de deficit bugetar de 3%

- interzicerea alimentarii bugetului asigurarilor sociale din bugetul de stat, politicienii trebuie sa cheltuie pe asigurari sociale exact atît cît colecteaza pentru aceste bugete sau sa le schimbe pentru a le face sustenabile.

- introducerea obligativitatii tuturor achizitiilor prin sistemul electronic. Eliminarea procedurii de atribuire directa. Introducerea prezumtiei de buna credinta pentru toti participantii la licitatii publice, actualele maaldare de hîrtii care trebuie completate nu fac decît sa-i descurajeze pe cei cinstiti.

- impunerea unui numar fix de agentii publice și de functionari publici precum și alte categorii de personal platite din bani publici, astfel încît orice guvern va veni sa nu aiba voie sa faca angajari fara o prioritizare prealabila.

- introducerea concurentei în educatie și sanatate. Parintii și pacientii sa primeasca dreptul de a-și alege furnizorii de servicii dupa dorinta. Impozitele platite pentru aceste servicii sa fie înapoiate sub forma unor vouchere care sa poata fi folosite dupa cum cred oamenii de cuviinta – fie în sistemul de stat, fie în cel privat.

- introducerea contractelor de management acordate prin licitatie pe criterii clare (obiective, termene) pentru toate companiile aflate în subordinea statului.

- introducerea alegerilor directe pentru functii cheie din magistratura (prim-procurorii judeteni sau macar pentru procurorul general al României). Alegerea directa a unei parti din membrii Consiliului Superior al Magistraturii.

- interzicerea prin Constitutie a secretizarii veniturilor functionarilor publici și averilor politicienilor. ANI poate deveni o institutie prevazuta în constitutie.

- modificarea legislatiei privind finantarea partidelor astfel încît pragul de donatii sa fie ridicat la o cota legitima, iar încalcarea cu știinta a normelor sa duca la interzicerea drepturilor de a detine functii publice.

- introducerea la nivelul administratiei locale a obligativitatii cheltuirii în limita bugetului local, interzicerea garantiilor guvernamentale pentru bugetele locale.

Precizare 1: principiile si propunerile de mai sus reprezinta doar o schita de început. Ele pot fi eliminate, înlocuite, modificate  sau  îmbunatatite cîta vreme ideile noi pot duce la o mai buna guvernare. Asteptam și altele din partea dvs.

Precizare 2: acesta nu este un program politic. Alianta Platitorilor de Taxe nu este partid politic, va sustine și va promova niște principii. Reprezentantii partidelor pot prelua sau aplica ideile de mai sus sau cele viitoare. Vom fi multumiti cu atît.

În scurt timp, vin şi pozele. Iată ce a făcut data trecută: Pisicigratis, Oh, my God, I’m black!, Telefon şi Internet.(ăştia-s alţi pisici, tot gratis, însă mama e aceeaşi)

Cine vrea, să-mi dea de veste. Exclus brunete.

UPDATE 1. Trei bucăţi. Unul gri, doi tărcaţi (dintre care unul mai roşcăţiu). Aştept pozele.

A crescut împreună cu cîteva scandaluri de presă şi campanii electorale, începînd cu sondajul poneiului roz (preluat şi de Cotidianul şi Dilema Veche), continuînd cu scandalul Nistorescu-Cotidianul din vara lui 2009 (cînd blogul a ajuns pentru prima oară la 1000 de vizitatori unici pe zi) şi terminînd cu interviul luat lui Băsescu în noiembrie 2009. Dealtfel, cea mai mare audienţă a avut-o în campania electorală din 2009 (în jur de 30 000 de vizitatori unici pe tot timpul campaniei).

Din ianuarie 2010 a rămas în conservare, după ce autorul s-a mutat cu toate bagajele (mai puţin inspiraţie) pe blogary.ro. Un lucru ciudat însă, deşi timp de 8 luni blogul a fost părăsit (n-am postat decît iutuburi, de 4-5 ori pe lună) a avut constant 100-200 de vizitatori unici pe zi. Dacă bleen.ro a refuzat să moară în tot timpul ăsta, înseamnă că nici nu merita să moară.

Şi dacă în 6 august 2008 bleen.ro se voia (pentru autor) o alternativă la Caţavencu, începînd cu 6 august 2010 va fi o alternativă la Madame Blogary. Pe bleen.ro vor intra textele care sînt prea neserioase, prea tari sau prea axate pe actualitate pentru Madame Blogary (sper să nu fac ca acum doi ani, cînd bleen.ro a din varianta de rezervă a devenit unica variantă).

Tot pe bleen.ro va scrie şi Nedormitul sau, mai bine zis, la cum îl cunosc, va pune printscreenuri cu comentariile lui de pe alte site-uri, bloguri şi Facebook.

Am amînat o decizie fiindcă mă durea sufletul să-l închid dar nici nu aveam energia, cheful şi inspiraţia necesare să mai scriu pe el. Însă cred că acum, la doi ani de cînd l-am deschis, a venit momentul să reîncep să scriu. Probabil că primele texte, pînă îmi reintru în ritm, vor fi mai proaste însă nu e o noutate, bleen.ro n-a dus lipsă de texte proaste aşa cum n-a dus lipsă nici de texte bune şi, mai ales, de constanţă.

La urma urmei e unul dintre puţinele bloguri pornite de la zero, de anonimi, şi care au avut succes (campion aici fiind, evident, Zoso).

PS. Madame Blogary, alături de Scryb, vor rămîne principalele proiecte la care sînt parte, însă am nevoie şi de bleen.ro pentru a-mi exersa libertatea şi imaginaţia.

Lyrically, the song was inspired by Plant’s experiences in Morocco, where he and Page travelled following Led Zeppelin’s 1975 Earl’s Court concerts. Plant specifically refers to Morocco’s Atlas Mountains in the line: “The mighty arms of Atlas hold the heavens from the Earth”. This is a double-meaning to imply the Atlas mountains in a physical sense seeming to hold up the sky, as well as the reference to the Titan Atlas and his task to hold up the sky on his shoulders and thus separate it from the Earth. Plant’s lyrics were also inspired by some of the poetry he was reading at the time, which includes William Blake. “Albion remains/sleeping now to rise again” is a reference to Blake’s engraving The Dance Of Albion.

The following is an excerpt from the poem that goes with the song:

It is famous for John Bonham’s powerful drumming, John Paul Jones’s galloping bass line (played on a custom-built Alembic eight string bass) and Jimmy Page’s overdubbed orchestral guitar arrangement (the dozen or so guitar tracks having been recorded in Munich in a single session). Page applied vari-speed during production of this song to speed it up, one of the few times he employed that device in the studio for Led Zeppelin songs.

For Grace and others in the ’60s, drugs were an inevitable part of mind-expanding and social experimentation. With its enigmatic lyrics, “White Rabbit” became one of the first songs to sneak drug references past censors on the radio. Even Marty Balin, Grace’s eventual rival in the Airplane, regarded the song as a “masterpiece”. In interviews, Grace has related that “Alice in Wonderland” was often read to her as a child and remained a vivid memory into her adult years.

Set to a rising crescendo similar to that of Ravel’s famous Boléro, and having a strong Spanish influence to it, the music combined with the song’s lyrics strongly suggest the sensory distortions experienced with hallucinogens, and the song was later utilized in pop culture to imply or accompany just such a state.
