Visiting Canadian Prime Minister Stephen Harper sees the Philippines as "an emerging Asian tiger," agreeing with the bullish outlook on the country of political and business leaders from many other parts of the world.&lt;/div&gt;

&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
To demonstrate Canada's confidence in the Philippine economy, Harper pledged to increase Canadian investment in the country during his meeting with President Benigno Aquino in Malacanang yesterday.&lt;/div&gt;
&lt;div&gt;
&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
Bilateral trade between Canada and the Philippines amounts to US$1.5 billion.&lt;/div&gt;
&lt;div&gt;
&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
Aquino and Harper agreed to cooperate on defence and trade, and committed to people-to-people exchanges between the Philippines and Canada.&lt;/div&gt;
&lt;div&gt;
&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
At a joint news conference, Aquino and Harper announced that the Philippine Department of National Defence and the state-run Canadian Commercial Corp. had signed a deal to help Manila buy military equipment to defend its territory.&lt;/div&gt;
&lt;div&gt;
&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
The deal was signed amid a territorial dispute between the Philippines and China over islands and waters in the West Philippine Sea (also known as South China Sea).&lt;/div&gt;
&lt;div&gt;
&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
President Aquino said the deal would help the Philippines build up its defence and security capabilities. He declined to elaborate.&lt;/div&gt;
&lt;div&gt;
&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
But Harper said the deal would "enable the Philippines to acquire the equipment and expertise it needs to fulfil the country's defence and security agenda."&lt;/div&gt;
&lt;div&gt;
&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
Under the deal, Philippine purchases of equipment and expertise from Canada's 12.6 billion Canadian dollar (US$12.6 billion) defence industry are guaranteed by the Ottawa government, according to a Canadian government statement.&lt;/div&gt;

&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
Aquino and Harper discussed the progress in the Aquino administration's good government programme and the gains in the peace process, particularly the signing of framework agreement for peace with the Moro Islamic Liberation Front.&lt;/div&gt;

&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
At the news conference, Aquino and Harper did not cite specific amounts for Canadian investment, but Harper described the Philippines as an "important economic partner" and an "emerging Asian tiger."&lt;/div&gt;

&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
Aquino said the Philippines was open for business under a new management, and that he saw the visit of Harper as a "recognition of the change of atmosphere in the Philippines."&lt;/div&gt;

&lt;div&gt;
"We do see increased commercial trade ties between our countries," Aquino said.&lt;/div&gt;
&lt;div&gt;

He said it was "logical to assume" that the $1.5 billion two-way trade between the two countries is "just the starting point."&lt;/div&gt;

The two leaders witnessed the signing of the defence deal by Defence Secretary Voltaire Gazmin and Canadian Minister for International Trade and Asia-Pacific Gateway Ed Fast.&lt;/div&gt;

&lt;div&gt;
"This will help us in our efforts to build our defence and security capabilities," Aquino said, welcoming Canada's help in the much-delayed modernisation of the Philippine armed forces.&lt;/div&gt;

The Canadian Commercial Corp. serves as a go-between for Canadian suppliers and foreign governments to transact defence and security contracts.&lt;/div&gt;

The Philippines has been in the market for patrol vessels to protect its waters, including areas that overlap with territory claimed by China.&lt;/div&gt;

Manila's military treaty ally the United States is set this year to deliver a second refurbished Hamilton-class cutter, previously used by the US Coast Guard, to the Philippine Navy.&lt;/div&gt;

&lt;div&gt;
Last month, the Philippine Coast Guard announced it would buy five patrol boats from France for about 90 million euros ($116 million), partly to guard disputed areas in the West Philippine Sea.&lt;/div&gt;

&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
Harper and his lean delegation arrived in Manila Friday night.&lt;/div&gt;
&lt;div&gt;
&lt;br /&gt;&lt;/div&gt;

He was accorded military honours on the Palace grounds when he showed up at 10:30am yesterday.&lt;/div&gt;
&lt;div&gt;
&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;
He then proceeded to sign the presidential guestbook before he and Aquino sat for discussions in the Music Room.&lt;/div&gt;

This was followed by an expanded bilateral meeting at the Aguinaldo State Dining Room and the signing of the defence deal and issuance of a joint press statement at the Reception Hall.&lt;/div&gt;

A state luncheon at the Rizal Hall hosted by Aquino in honour of Harper and his wife, Laureen, ended the official visit of the Canadian prime minister.&lt;/div&gt;

Harper was scheduled to fly back to Canada at 9:30am today.&lt;/div&gt;

Harper's visit is the first by the highest Canadian official in 15 years. The last Canadian head of government to visit the Philippines was Prime Minister Jean Chretien, who brought a business delegation to Manila in 1997.&lt;/div&gt;

"Our government is taking actions to aggressively expand commercial relations with the entire Asia-Pacific region. We're doing so to help create jobs, economic growth and a better quality of life both in Asia and in Canada," Harper said at the official reception.&lt;/div&gt;

Harper disclosed the "many ties that bind" Canada and the Philippines such as the Foreign Investment Promotion Protection Agreement signed in 1995, and the growing people-to-people links.&lt;/div&gt;

There are nearly 800,000 Canadians of Filipino descent living and working in Canada.&lt;/div&gt;

Apparently this  administration put a primer in uncovering corruption and excesses by the past administration and bringing the culprit government officials in the open and to court. The witch hunt seem  to cover all agencies in the government and even government owned corporations.This is unprecendented.&lt;br /&gt;&lt;br /&gt;From the exposes and congressional and senatorial hearings , ordinary citizens like me can only gasp in awe at the depth and extent of alleged corruption and abuses made in the past bureaucracy. The alleged abuses were truly mind boogling.&lt;br /&gt;&lt;br /&gt;Whatever critics and sour grapers say, this ongoing anti-corruption initiative has already produced tangible results:&lt;br /&gt;&lt;br /&gt;  -A number of cases against past officials, the past President of the Philippines included are already filed.&lt;br /&gt;  - Some government agencies like the military and the Philippine Charity Sweepstakes Office have intiated policy reforms to deter abuses&lt;br /&gt;    and corruption&lt;br /&gt;  - The televised senatorial probes appear to strike fear or put involved officials beyond their comfort zones. What a very thrilling and interesting show it has become. I just cannot miss the remaining games.Nor should you. With all teams giving their all and key players dishing out outstanding performances, the games can only be but exciting.&lt;br /&gt;&lt;br /&gt;Although the Oklahoma City Thunders is on the verge of elimination in its duel against Dallas Mavericks,the games played were tight. It would not be far fetched if the Thunders can make a comeback. Likewise the Chigago Bulls can  even the series with Miami Heat. The outcome although now heavily stacked against the Thunders and Oklahoma,is still up for grab. I would like to see both the Thunders  and Bulls catch up with the leaders and go for a down the wire finish to the finals. Mr John Gabriel Perias as reported in the Philippine Daily Inquirer  will graduate this summer,Summa Cum Laude in BS Mathematics with a general weighted average (GWA) of 1.016. This  feat is extraordinary given the high academic standards for which the University of the Philippine is known. What's more. He just broke the university's post war record (1948) of 1.193 GWA.&lt;br /&gt;&lt;br /&gt;This teen ager for sure is very intelligent. From what is known, he graduated valedictorian in high school. But what made him tick? What made him different from lots of high school valedictorians out there. He appears normal. Writing short novels, watching tv and playing piano are his past times.&lt;br /&gt;&lt;br /&gt;His professors credited him with unwavering focus and maturity beyond his years.I would say the key to his outstanding success was his strategy to study his subjects excessively in advance. According to him he spent his summer vacations studying subjects for the next semester. The advance knowledge of his subjects no doubt accelerates understanding and absorption of topics discussed during his classes. This coupled with his natural intelligence,discipline and perseverance make an extraordinary academic performance.&lt;br /&gt;&lt;br /&gt;Apparently spending summers studying subjects for the next semester is a vey tough act to follow. Typical students distance themselves from anything related to studies during school breaks. But maybe aspiring honor students and those struggling to get good grades need not go to the extremes. Try this tip I gathered and observed from honor students which enhances good understanding and absorption of subject matters:&lt;br /&gt;&lt;br /&gt;-Read in advance the topics which will be taken up in your next class in the morning or just before you go to class. No need to understand fully the topics. Getting acquainted with some concepts and terms would suffice.&lt;br /&gt;- After the class, during your free time, read your notes. I recalled one incident when a fairly large earthquake hit the southern Philippines. A well dressed elderly man went around our subdivision claiming he was soliciting contributions in behalf of the victims. That he was an employee of a certain company and that he took a one week leave from his work so he could help. He had with him some certifications and papers recording contributions. Well I took the bait. I knew I was taken for a ride when about three weeks later I saw the same gentlemen in another part of the city still soliciting.&lt;br /&gt;&lt;br /&gt;Apparently during tragedies,it is not enough to give. We must ensure that we are sending our donations only through legitimate charitable institution. Otherwise our aid will be wasted and only fatten the pockets of unscrupulous individuals. These personalities were too severely humiliated and in the perception of the many Filipinos guilty as hell. Some were even incarcerated.Yet did we hear any one of them committing suicide? There are more than a hundred reasons  not to mention the  sales promotions being offered by malls, travel companies, air lines and even credit houses to entice people to spend more and part with their hard earned cash this season.  For one Christmas is a season of giving and of traditional celebrations. So inevitably we have to part with our hard earned cash.&lt;br /&gt;With the tight economy however, we can choose to be prudent in spending. Notice how much food and drinks are wasted during Noche Buena (midnight family gathering on Christmas eve) and new year's day? Maybe we can cut back a little on the menu and volume  of food and drinks. For gifts, scour malls and retail stores for discounts and inexpensive give always. Instead of spending Christmas vacation somewhere, think of  staying home this time. However activities to make Christmas at home more eventful and meaningful to family and love ones have to be carefully planned and executed. &lt;br /&gt;&lt;br /&gt;Of course if you have money to burn or good financial prospects in the coming months, then by all means spend more and be generous. On a hot season, a faulty airconditioning system can be unbearable. A nearby auto repair shop diagnosed that the the compressor had to be replaced which is quite costly. Doubtful and seeking for a second opinion, I went to another shop. The diagnosis-a busted fuse. What a relief. Sounds familiar?  &lt;/pre&gt;&lt;pre style="word-wrap: break-word; white-space: pre-wrap; "&gt;To avoid possible rip off, it is prudent that car owners find and patronize competent and trustworthy car repair shops. I wish that our locality have a concentration  of several establishments organized like those of &lt;a href="http://repairpal.com/dallas-auto-repair"&gt;&lt;span class="Apple-style-span"&gt;Dallas auto repair&lt;/span&gt;&lt;/a&gt; shops. My car undergoes a thorough general check-up and servicing. That the 33 miners were alive and appears to be in good physical condition after being trapped almost half a kilometer down the dephts of the earth for more than 69 days is even a more greater achievement.  &lt;/pre&gt;&lt;pre style="word-wrap: break-word; white-space: pre-wrap; "&gt;The rescue as it unfolds was a gripping spectacle worth watching. I cannot help but mesmerized by the sight of the miners seemingly popping out. It is exhilarating to watch as the miners one by one emerged from the hole to the waiting arms of their loved ones and rescuers.  The seemingly pure joy that shines on the faces of the miners and love ones after days of waiting and worries is contagious. The  rantings unfortunately speaks volume of a scared and a fame jealous fighter. Floyd may fool a few, but not the greater majority of boxing fans. It is clear Floyd is scared stiff to fight the Filipino boxing sensation Manny Pacquaio.  &lt;br /&gt;&lt;br /&gt;Gentleman Manny Pacquaio has nothing to prove. He has gone up several weigh divisions to fight bigger guys and convincingly  whipped them all. If this is not  bravery at the exreme then what it is? Looking through Pacquaio's and those of Mayweather Jr's recent fights, it is apparent why Floyd is scared. Floyd's performances on these fights were boring and calculatingly safe.Those of Pacqauiao's were outstanding and exciting to behold. The praises heaped  by the veteran sports casters on Pacquaio during his fights were am sure enough for Floyd to cringe in his seat. If Floyd will fight Pacquaio today, Floyd would surely be the underdog in the betting.&lt;br /&gt;&lt;br /&gt;Floyd has run out of obstacles and alibis to dodge Pacquiao. At first, he wanted an Olympic style drug testing. That threw off the fight negotiation because Pacquaio didn't agree to it. When recently in a bid to clinch the fight, Pacquaio agrreed to such testing, Flyoyd sidestep the negotiation initiated by promoter Bob Arum by saying he is not interested to fight this year.Really?. It was a very sad incident. The casualties were part of a group of 25 tourists riding in bus when taken hostage by a former Manila policeman. Captain Rolando Mendoza, the hostage taker, was earlier dismissed from service due to a robbery extortion case filed against him.&lt;br /&gt;&lt;br /&gt;Hostage taking can happen anywhere in the world with even much worse aftermath. However the kind of hostage rescue attempt done by the Manila’s SWAT team could happen only in the Philippines. It would be a pity if it would be duplicated elsewhere. I watched the live coverage of the hostage drama to the end.&lt;br /&gt;&lt;br /&gt;Shots inside the bus were heard a few minutes after the brother of the hostage taker was seen on TV confronted and bodily hauled by the police because he was making a scene and uttering insinuations.&lt;br /&gt;&lt;br /&gt;It was particularly agonizing to watch the botched rescue attempt. As the scenes unfolded, I could scarcely believe what was being done by the SWAT team. Maybe I watched too many movies. It was obvious the assault was poorly planned and executed. The team was ill- prepared and ill- equipped. Some do not have head gear. I saw only one member with shield. The team apparently moved silently in position at the sides, front and back of the bus. However they announced their moves by using a&lt;br /&gt;sledge hammer to carve an opening into the bus. They attempted unsuccessfully to break the main front glass, back and side glasses and the front door. Their effort was almost comical. At one time the sledge hammer went sailing inside the bus and a member of the team had to expose his arm to retrieve it. I was wondering why the hostage taker did not fire in the direction of the noise . He fired what looks to me warning shots on the front and rear glass. Maybe he could not fire at his former comrades. They brought in a ladder and attempted to enter the at the opening they made at the back of the bus but had to retreat when a burst o gunfire from inside the bus sprayed the rear glass. They breaching of the bus took too long. More lives could have been saved.&lt;br /&gt;&lt;br /&gt;As of this writing, a full dress investigation by Philippine authorities is underway.
