From a monthly payment standpoint this makes buying real estate less expensive than paying rent, without even considering tax benefits and equity gained.</p>
<p>A townhome in Logan is currently renting for $700 a month. Comparable townhomes are selling for about $90,000. At a 4.5% interest rate, with a down payment of just 3.5%, the total monthly payment after taxes, insurance, PMI, and HOA fees would be around $650 a month. There are many areas like this throughout the country where mortgage payments are less than rent payments.</p>
<p>Just because monthly payments are lower for those who buy houses right now doesn&#8217;t mean that it is necessarily the best thing for every one to do. There are large upfront costs associated with both buying and selling. When you buy a house, you usually pay about 3% of your mortgage amount up front, in closing costs.</p>
<p>Home sellers typically pay around 7% of the homes sales price in fees at closing. This can add up to a substantial sum of money; that&#8217;s $10,500 in selling fees for a $150,000 house. Because buying and selling is expensive, you don&#8217;t want to buy real estate unless you are going to stay in the same home for long enough to recover the fees through equity gains.</p>
<p>Equity is gained in two ways. Equity is earned by paying down the balance of your home loan. Each month, a small portion of your monthly payment is applied as &#8220;principal.&#8221; Every month the amount applied towards principal increases. With a $150,000 home loan, $2,340 in principal is paid off in the first year of a 30 year fixed mortgage. 15 year fixed loans will gain equity much faster. The same $150,000 mortgage would gain more than $7,000 in equity during the first year of ownership.</p>
<p>The second way homes can gain equity is through natural appreciation and inflation. Up until the crazy housing boom, homes consistently rose in value each year at a pace slightly above inflation. With the state of the current housing market, don&#8217;t count on natural appreciation any time during the next few years.</p>
<p>For those that know they won&#8217;t want to or need to move any time in the next decade, the all time low interest rates make buying a much better decision than renting. With a 30 year fixed mortgage buyers can have lower monthly payments than rent, and if they get a 15 year fixed mortgage, they are just 15 years away from actually owning a home.</p>

This new program, called &#8220;Hope for Homeowners&#8221; is intended to help homeowners facing very high reset rates on their variable rate mortgages.</p>
<p>Since many loans were granted with teaser rates that made the monthly payment affordable, when the rates reset to normal or even higher than normal rates, some borrowers will not be able to afford their monthly payments.</p>
<p>There is one problem with the program and that is that it permits the lender to determine whether or not he wants to participate in it for the borrower. They might be willing to do so if the alternative to renegotiating is to let the house go into foreclosure. This would seem to make sense since the bank would only lose a part of the loan.</p>
<p>This is the concept behind the program: Formerly, borrowers would use ARMs to take advantage of some decreases in the interest rate. Once rates increased, a borrower would attempt to renegotiate at the best rate. At the same time, the value of the home was probably decreasing, leaving a lower equity in the home to be able to obtain a new loan.</p>
<p>If you paid $250,000 for your house five years ago, you probably still owe well over $200,000 on it, but the value of the house fell to only $190,000 because of falling home prices. Since so many people have no or even negative equity in their property, they cannot refinance.</p>
<p>The Hope for Homeowners bill will guarantee the repayment of the loan to the bank. The problem is that the loan guarantee is for no more than 90% of the value of the property. So now the bank has to decide to take the guarantee for only $171,000, in the example we use, and therefore a loss of $30,000. The lender knows he will receive $171,000 in case of default, however. The decision the bank has to make is if it is better to take the loss and have a long term guarantee. Each bank has differing views on this. It seems manychoose not to use the program and continue to risk foreclosures.</p>
<p>This may seem strange, but accounting may be the reason for this, since a home, even if it is in foreclosure, still shows as a credit on the books of the lender, but the loss would have be reflected immediately. No lender wants to be the one lowering the asset value of his firm.</p>
<p>The program may be ideal, however, for borrowers who have not had a big adjustment in the market value of their home. It is likely that homeowners who do have some equity in their homes will have a better chance of obtaining a renegotiation, since there will not be such an extensive loss for the bank.</p>
