台北縣明年將升格為新北市，為推動新北市成為綠化樂活，台北縣長周錫瑋昨天表示，目前除研擬綠色屋頂法，並對綠色建築、美麗建築給予容積獎勵。<br />
<br />
聯合報系經濟日報昨在亞太會館舉辦「早安！新莊新北市新風貌」新願景首長高峰會，周錫瑋出席時作上述表示。<br />
<br />
周錫瑋表示，低碳樂活是新北市建設目標，為此台北縣目前正研擬「綠色屋頂法」，未來民眾如果在屋頂採用太陽能板發電自用，或是在屋頂種植花草，政府將擬定一定標準，符合標準者即可獲得補助。<br />
<br />
另外，為加快新北市綠化及美化，對於建商規劃綠建築，自行退縮種植樹木也會給予綠色建築容積獎勵，北市現有「台北好好看」計劃，在北縣，建築整體規劃美觀，有助於提升都市風貌的，可申請容積獎勵，<br />
<br />
由於目前通車的捷運，行經北縣的區段仍相當有限，不少北縣新興重劃區交通仍不方便，周錫瑋表示，縣府也將大力發展接駁公車系統，搭載重劃區民眾到捷運站，以盡量減少私人汽機車使用，降低新北市的碳排放量。<br />
<br />
近來大台北高房價引發各界重視，對此周錫瑋昨表示，大台北房價屢創新高是受土地供給量少影響，為此北縣府加快都市計劃審議進度，提高市場土地供給，用「以量制價」方式來抑制房價。此外也會強化北縣郊區重大建設，提高生活機能，讓民眾能以較便宜價格，買到較能滿足需求的房子。</div>

（中央社記者黃名璽台北12日電）立法院內政委員會今天初審通過建築師法部分條文修正草案，配合精省及增設直轄市等變革，修正建築師公會組織。此外，為區分懲戒處分輕重，增列「警告」處分。<br />
<br />
中國國民黨籍立委黃昭順等人，提案修正建築師法部分條文，內政委員會經協商初審通過。另一方面，有關98年度離島建設基金遭凍結約新台幣6億元，也一併解凍。<br />
<br />
國民黨籍立委張慶忠說，現在各縣市沒有建築師公會，只有台灣省建築師公會的各縣市辦事處或連絡處，常造成相關會議名實不符，執行業務無實際對口單位。精省後已無省政府，且直轄市由2個增為5個，必須配合修正由各縣市或直轄市管理，中央仍由內政部作為主管機關。<br />
<br />
修法為避免各縣市都成立公會，造成數量過多疊床架屋，明訂單一會籍制，意即加入一個公會，就能全國執行業務；但為促進離島地區建築師公會發展，明訂金門、馬祖地區建築師不受單一會籍限制。<br />
<br />
修法為區分建築師懲戒處分輕重，在現行的申誡、停止執行業務、廢止開業證書3類型中，加入「警告」一項，希望收懲戒成效。<br />
<br />
不過，內政部在修法報告中指出，建築師主要職責即為設計及監造責任，違反上開情事者即屬重大缺失，增列「警告」處分，恐難達實質懲戒之效。<br />
<br />
經協商，內政委員會決議在第46條中增列「警告」處分，且不待行政院修法版本提出，先行初審通過。</div>

London practice <a href="http://www.amandalevetearchitects.com/" target="_blank">Amanda Levete Architects</a> were awarded the Interiors and Fit-Out Prize at the <a href="http://www.worldarchitecturefestival.com/" target="_blank">World Architecture Festival</a>in Barcelona last week for their Corian Super-Surfaces Showroom in Milan.<br />

Inspired by ripples on water, the installation features twisted strips of solid surface material that form seating, display shelving and partitions.<br />

Amanda Levete Architects, based in London, has won the Interiors and Fit-Out Prize, awarded at WAF for the first time. The win is for the Corian Super-Surfaces Showroom in Milan.<br />

The jury, chaired by Lorenzo Apicella, wrote: ´What made this project exceptional is that it methodically explored a familiar material that is loved, but perhaps not fully understood by most designers that use it. Here the architect has pushed the boundaries of what this material can do in both form and structure. In many ways they have recast the possibilities Corian affords the designer. We see Corian as a poetic and sensual material as much as a practical and utilitarian one.<br />

´This is the designer as inventor, craftsman and scenographer. They have made a beautiful and complex space without the feeling that a material has been misused. For an environment made entirely of a composite it feels both light and natural. Lighting was made integral to the displays, animating both space and product. Colour was also used expressively, woven into walls, shelves, tables and seating to create a sensuous interior envelope. Transforming standard existing panel products, the architect has demonstrated how to achieve a visually rich space with an economy of material and means.´<br />

The idea<br />
<br />
A drop of water creating a series of ripples became the metaphor for transforming space through movement. Just as the ripple causes intricate moiré patterns in water, Corian® Super Surfaces is about revealing the moment of change through visual complexity, creating dynamic kinetic effects. Moving through the space appears to animate it. Views are revealed and concealed as the surfaces transition between active and passive states creating countertops, display shelving, seating and a partition that seamlessly morphs from solid to transparent.<br />
<br />
The project embodies opposites; simple yet complex, solid yet apparently kinetic, sculptural though not monolithic. The voids between the surfaces become as essential as the form and structure itself. Revealing the physical presence of the void creates maximum visual input with minimum means.<br />

The process<br />
<br />
More than just an expression of the material, the surface transformations push the technical possibilities of DuPont Corian® by exploiting its pliability and using the twisted geometry of the sheets to bring structural integrity. Advanced digital technology was used as part of the process for generating the design as well as for the fabrication of the installation. AL_A also designed the making of the piece, working closely with Hasenkopf to develop a single adjustable jig that created multiple twisted surfaces from a standard flat sheet.<br />

台北市議員與文山區興光里、興家里及與得里里長，上午一同會勘興隆路上的公車站牌。林奕華指出，新設的站牌設計不良，稜角過多，沒有反光標幟等防護設施，經常傷及行人，另外，站牌的架設位置不當，也影響行人通行。<br />

台北市「街道家具」BOT案設置的公車站牌，設計不良、路線牌猶如利刃，已有多人受傷，市議員林奕華日來屢獲陳情，她上午前往會勘，發現實情比陳情還嚴重。<br />
<br />
這些強調造型的新型站牌，捨傳統圓柱型不用，都是四方造型，有稜有角，全市有174座，大多設置在文山區和大安區，一不小心撞上，常令行人痛得哇哇大叫。<br />
<br />
更怪異的是，站牌的路線標示牌離地70公分豎立，切面不到半公分，好像一把利刃朝行人招手，讓人望之生畏。文山區興隆路3段就發生過一名帶孫子外出的老阿嬤不注意迎面被「砍」了一下，血流如注，引起公憤。<br />
<br />
今天上午，林奕華會同市府人員實地會勘，公共運輸處表示，這些站牌是2年前市府一件「街道家具」BOT案而設置，原意是活潑及美化街道景觀，未料引發民怨，將檢討移置。<br />
<br />
林奕華表示，這些站牌暗藏「殺」機不說，大多設在人行道正中央，最窄的地方距兩側路緣不到80公分，形成路障，行人交會時摩肩擦踵，身障人士和坐輪椅者根本無法通行。<br />
<br />
她又查出，站牌是鋁質材料製成，每座叫價竟高達2萬5000 元。她諷刺說，市府花了大錢，把公車站牌設置成了「大刀」，亂砍民眾，簡直是花錢害人！</div>

The presentation of the <a href="http://www.bustler.net/index.php/competition/emirates_glass_leaf_awards_2009/" target="_blank">2009 LEAF Awards</a> recently took place at a gala night in Berlin. The awards, sponsored by Emirates Glass, have rapidly become one of the most prestigious global architectural prizes acknowledging excellence in the international architectural, design and build professions. The awards are open to all companies, technologies and individuals that have made an outstanding contribution to the world of architecture and strive to set higher benchmarks for the design buildings of tomorrow.<br />
<br />
The biggest names in architecture from around the world gathered at Berlin’s prestigious Ritz-Carlton Hotel. The event was hosted by actor, writer and comedian Neil Mullarkey and also featured entertainment throughout the night from Kit and the Widow.<br />
<br />
This year’s event highlighted the keen international competition with many leading names in the architectural and design fields, and several new and less-well-known organizations vying for the coveted awards across the many categories. The 11 award categories, including the new Master Planning &amp; Landscaping Award as well as the Residential Building of the Year Award (Single and Multiple Occupancy), attracted entries from 26 countries worldwide.<br />

In addition a Special Commendation Award was given to registered charity Article 25 for The Seismic-Resistant Housing in Pakistan.<br />
<br />
The ceremony concluded with the presentation of The LEAF Award to Woods Bagot who scooped this top prize at the Awards with their project, Qatar Science and Technology Park. The award was picked by the judges as the best overall project to be entered into this year’s LEAF Awards.<br />
<br />
This year’s panel of judges comprised leading figures from the construction industry; Irving Brauer, Principal of Brauer Associates; Nicola Leonardi, Editor of The Plan Magazine; and Armand Terruli, an architect at Vector Foiltec and video artist.<br />
Plans for next year’s LEAF Awards, which are to take place in London, are now well underway.</font><br />

Award-winning residence: Lakeside Residence in Montauk, Long Island by Bates Masi + Architects</font><br />
<br />
The Lakeside residence, completed in 2009, is situated in the hills of Montauk, a traditional fishing port and the most eastern village in Long Island. The 3,250 square foot home is designed to evoke the experience of camping, evidenced primarily by 36-foot-wide walls of retractable glass that allow the interior of the house and the yard to blend seamlessly. It is environmentally sensitive, with a geothermal heating and cooling system, organic finishes and materials, and pre-cast concrete foundation, which reduced waste and toxic chemicals in the ground.<br />

“As children, the couple spent their summers in Montauk,” says Paul Masi, a partner in the Sag Harbor, Long Island-based firm.  “They wanted this house to be totally modern but to remind them of those happy times when they spent so much of day living outdoors.”<br />
<br />
The competition for the Archi award is intense. The award recognizes outstanding architectural excellence for projects built on Long Island as well as projects designed by Long Island architects, built or planned anywhere else in the world.<br />
The Archi is the 10th award Bates Masi + Architects has won since 2008.<br />

Miami has been changing a  lot over this last decade, turning into a rich cultural city. Events such as Art Basel Miami Beach (the most important art event in the US) and buildings by international architects are part of this ongoing change.<br />
<br />
One of these new projects in the city  is <a href="http://www.1111lincolnroad.com/" target="_blank">1111 Lincoln Road</a>, a development envisioned by Robert Wennett and materialized by swiss architects by Herzog &amp; de Meuron.<br />
This mixed use project is currently being built at the corner of Alton and Lincoln, one of the most active pedestrian areas in the city, and it will include residences, retail spaces and parking. Parking takes a central space in this building, with one of the best views I have ever seen on a parking space.<br />

Jacques Herzog stated that this builing will reinterpret the essence of Tropical Modernism, and somehow it reminds me of the modern movement in Brazil, with huge structures providing shade, while containing smaller enclosing elements. The slabs stand over a set of irregular columns, giving a sense of a precarious equilibrium. This columns also cast different shadows, giving more character to the facade.<br />

I´m very interested on seeing how this project ends up, and how this can affect (in a positive way) the <a href="http://www.miamiartmuseum.org/museum_park.asp" target="_blank">extension of the Miami Art Museum</a>, another project by Herzog &amp; de Meuron for the city.<br />

在軟體上遇到一些問題<br />
在建模型時，用max的nurbs製作<br />
切好各個單元後，轉成cad製作施工圖放樣使用<br />
<br />
但問題在<br />
雖在max上，是弧線<br />
但轉成cad後，卻是由大量直線串成的『假弧線』<br />
<br />
於是出現問題<br />
若使用金屬材料，我直接拿cad檔給廠商電腦切割，沒問題！<br />
但經費上，業主可能會採用木作<br />
導致問題有<br />
1、cad檔不是真實的弧線，我沒有辦法做出放樣圖讓廠商施工（訂不出圓心、弧長等）<br />

在校園綠地看見季節的色彩！國立成功大學建築研究所「建築與環境設計」課程在建築系老師李鎨翰指導下，共同探討成功校區總圖書館週遭綠地的景觀議題，並嘗試以四個不同觀點，重新詮釋圖書館綠地的規劃設計，在一個學期的討論交流後，產生四種不同色彩的綠地規劃設計作品！成果展自9日至23日，在規劃設計學院圖書館內一樓登場，歡迎各界人士蒞臨觀賞。<br />
<br />
　張育銘同學的設計作品是「Multi Skin」，以複合皮層的設計概念，針對校園使用者問卷，對於圖書館前綠地因無遮蔭與炎熱造成使用率低落來進行改善，並進而探討光熱環境的改善方式與水綠空間的型塑方式，引導出自然降溫系統與多重意義的綠化，最後綠化為了回應複合皮層的設計概念，讓校園綠化能夠反映時間性與看見季節的變換。<br />
<br />
　黃聖維同學的設計作品是「倒影」，以倒影為主要構想。由過往空間經驗的元素，光、顏色與景象皆以如影一般勾勒呈現虛實畫面，呼應著過去所留下來的痕跡。人的四覺感知與景觀是相對呼應著，並會隨著時節而變化，其可突顯出時空變幻的魅力；讓人體驗視覺、聽覺、嗅覺、觸覺等之饗宴。透過自然地形變化、人的行為、田園及樹群為底，來編織校園空間的故事及場景。並藉由光影變化、自然色彩及水面倒映效果，產生相互呼應的分割特性，藉此轉換闡述呼應自然與人文的共生。<br />
<br />
　陳希正同學的設計作品是「曲水流觴」，從基地外往內延伸，植入行為痕跡，塑造各區域所表達的意像及主題花園的呈現。再利用實體的水道將基地內做個整體的聯繫，串連基地內各區域的花園，表現「曲水流殤」的意念且塑造詩意的花園。<br />
<br />
　林敬哲同學設計作品是「回」。每一秒過去即是歷史，時間紀錄不了空間，空間紀錄了時間，歷史必須不斷重新詮釋，才能與過去、現在及未來產生新對話。每個記憶、每個空間的故事，都有能讓人回溯、聯想的指認元素。環境與心靈互動，心靈的感動是因環境情境觸動了內心，空間成為開啟心靈記憶的重要元素。從成大的環境、空間、歷史，發現屬於成大的指認元素。解析故事的指認元素，將故事空間化重新詮釋、新的意象作為環境設計操作的元素。<br />

平原英樹於東京理科大學畢業後,1997與合伙人創立Archum建築師事務所,並已在日本獲得多項競圖. 2000年赴紐約並於次年取得哥侖比亞大學建築碩士學位. <br />
<br />
2002至2009年加入史蒂芬霍爾建築師事務所(Steven Holl Architects)膺任高級理事職位, 期間設計參與的國際性建築案已數次獲獎. 由其擔綱為主持建築師的北京當代MOMA(Linked Hybrid)更遴選為”2009年世界最佳高層建築”大獎<br />

平原英樹也負責事務所北京辦公室的管理工作, 並多次受邀就日本和中國的建築經驗發表演講.<br />

	主辦單位東海建築系與清水建築工坊在最後一週的座談會，將從參與公共工程的建築師的經驗與觀點，透過深入的案例報告分享與交流討論，來思考台灣的公共建築生產流程中「業主‧建築師‧營造廠」等主要關鍵三方，是否能用更多互信、更良性的溝通，來成就我們的公共空間應有的品質。<br />

	在台灣，公共工程的整體設計與施工品質經常落後於民間私人建築之後，然而，公共工程卻也因為它的公共性以及特殊的法令程序，讓部份建築概念與創意透過實際營造帶給社會大眾一種空間的品質與驚喜，進一步成為在許多建築獎項評選活動中脫穎的主要原因。像是台北縣的十三行博物館、台中縣九二一地震教育園區、高雄的世運主場館等，都是難得的建築佳作。<br />
<br />
	得獎作品倒底是在什麼樣的堅持以及多方團隊合作之下，才得以產生？在一向受到詬病抱怨的公共工程執行環節中，本次實構築系列座談會的最後壓軸場次，請到兩位經常參與公共工程、也經常因為公共建築作品而獲得獎項肯定的建築師，廖偉立與邱文傑，針對他們的體驗與心得，提出精采的報告內容。<br />
<br />
	<b><font color="Purple">廖偉立將從「台南黑面琵鷺保育中心」的案例，討論公共建築的困境(競圖評選、營造執行、業主角色與使用維護等)，提出觀察與反省；邱文傑則將與聽眾分享他與九二一地震教育園區在三次競圖、不同性質的建築內容過程中，如何與結構技師、展示設計、科博館與園區業主之間周旋、折衝、修正，才得以完成全園區的建築。</font></b><br />

	<b><font color="DarkOrange">本週座談會的主持人為淡江大學的吳光庭教授，與談來賓則還包括東海建築系郭文亮教授、中央大學營建管理研究所的謝定亞教授，參與公共工程有諸多經驗的徐岩奇、林欣蘋等建築師來進行交流討論。</font></b>希望這樣的對話，有機會將真誠的的經驗與建議傳達給公部門以及社會大眾，了解公共建築執行的困難與應有的堅持或者可以改變的心態與作法。<br />
