TRENTON, NJ --(AmmoLand.com)-  New Jersey Department of Environmental Protection Acting Commissioner Bob Martin today approved the New Jersey Fish and Game Council’s 2010 Comprehensive Black Bear Management Policy.

“The Council incorporated the latest research and science into its proposed black bear management policy that shows the population is sustainable and growing,” Acting Commissioner Martin said. “This growth coincides with an increase in serious bear incidents supporting the need for population control in addition to continued nonlethal management tools including public education and outreach.”

The DEP also supports legislation that would increase penalties for people who feed black bears and draw the animals into populated areas.

The most recent black bear population estimate for the portion of New Jersey north of I-80 is approximately 3,400 based on a 2009 DNA study by East Stroudsburg University. The bear population in this area has increased to its current level from an estimate of 500 bears in 1992.

Category I bear incidents, involving black bears exhibiting behavior that is an immediate threat to human safety, or those causing agricultural damage to farmland or property damage over $500, have increased 96 percent from 2006 to 2009. Category I, II and III incidents combined have increased by 130 percent during the same time period.

The Comprehensive Black Bear Management Policy’s integrated approach to managing black bears includes research and monitoring, non-lethal and lethal control of problem bears, public education on coexisting with bears, law enforcement to reduce conflicts between bears and people, and a controlled hunt.

Over the past 10 years, bear education programs have been presented by the DEP to more than 100,000 people, and more than 3 million pieces of bear education literature have been distributed. This year 31 bear education programs and outreach efforts have been conducted with an additional 21 programs scheduled.

DEP Conservation Officers inspected more than 4,600 residential properties in high bear incident areas and found 98 percent were in compliance with black bear garbage management guidelines. This spring, Conservation Officers will focus enforcement efforts and education outreach on commercial properties in high bear incident areas.

In 2005, the New Jersey Supreme Court held that the Council may authorize a black bear hunt only if a hunt is consistent with a comprehensive black bear management policy developed by the Council and approved by the Commissioner. In 2007, the New Jersey Appellate Division required that any comprehensive black bear management policy be adopted in accordance with the New Jersey Administrative Procedure Act.

The proposed plan will now be submitted to the Office of Administrative Law for publication in the April 19 New Jersey Register. Following publication, the public will have 60 days to comment on the proposed policy in writing, and will also have the opportunity to comment during a public hearing on May 11 at 6 p.m., New Jersey State Museum, 205 West State St., Trenton, NJ 08625.

Now imagine that a shotgun blast penetrates the cochlea so hard that thousands of these hair cells are broken, bent or sheared off entirely.

In the study titled “Recreational Firearms Use and Hearing Loss,” the university’s researchers studied the hearing capabilities of 1,538 Wisconsin men, ages 48 to 92. Three-quarters of them were hunters, and one in seven also shot targets.

After adjusting for other forms of noise exposure, including snowmobile use or the operation of heavy equipment, the researchers concluded that for every five years of recreational hunting by the men in the study, the risk of high-frequency hearing loss climbed by 7 percent.

So as you can see, without hearing protection, it’s not a matter of if — but when — you’ll suffer irreparable hearing loss.

Arizona --(AmmoLand.com)- The Arizona Game and Fish Commission today urgently asks the public in joining them in opposition to Senate Bill 1200, proposed legislation creating a new appointment recommendation board that would evaluate and control which candidates for commission vacancies the governor could select.

SB 1200 is scheduled to be debated tomorrow and voted on this week in the state senate.

The commission asks people to immediately contact their state senator in opposition to SB 1200 and let them know that House Bill 2619 is a much better solution to an open and fair commission appointment process. Contact your senator now by following this link.

The commission expressed concern that SB 1200, if passed by the Arizona Legislature, could threaten the current commission system by granting greater influence to a select group while weakening the public’s voice in wildlife management.

“This legislation would lead to, and is intended to lead to, a commission made up entirely of people with similar views, similar backgrounds and similar intentions,” said current commission chair Jennifer Martin from Phoenix. “If this bill passes, and the majority of our stakeholders are disenfranchised and most Arizonans are left out, our broad support base that’s always waiting in the wings to protect the commission system, if necessary, will disintegrate.”

Other commission members voiced concern that the current commission system doesn’t need to be changed.

“Such legislation unnecessarily and dangerously polarizes an already delicate political process,” said Chino Valley commissioner Norm Freeman. “I don’t see a problem that needs to be corrected by legislative action that adds another layer of bureaucracy. “

Freeman said that he supports the great wildlife conservation work of the groups that are supporting this bill who represent approximately 6,000 citizens in Arizona, but he could not support change that grants a greater voice to one special interest group over another.

“The legal duty I undertook when appointed by the governor and confirmed by the senate was to establish policy for the management, preservation, and harvest of wildlife and for watercraft and off-highway vehicle operations in the public trust for the benefit of the citizens of Arizona. I take that to mean all of the approximately 6,500,180 Arizona citizens, not a 6,000 member subset thereof,” he said.

Instead of all Arizonan’s having an equal voice in the commission selection process, SB 1200 would allow a 6,000 person subset representing less than 2 percent of hunters and anglers to decide commission membership.

As an alternative, the current Arizona Game and Fish Commission supports House Bill 2619.

“HB 2619 provides a better solution for an open and transparent commission appointment process by providing a timeline that needs to be followed and making the list of applicants available for public review,” said commission chair Martin.

The Game and Fish Commission is comprised of five members (serving staggered five-year terms) appointed by the Governor and confirmed by the Senate. No more than one commissioner may be from any one county. No more than three may be from the same political party.

The commission is the policy-setting board overseeing the Arizona Game and Fish Department. Since its inception in 1929, this organizational structure has served as a buffer for the best interests of science-driven wildlife conservation during eight decades of back-and-forth political change.

Arizona Game and Fish Commission Opposes Bill That Will Allow Animal Rights Groups In Selection Process

Geneseo, IL –-(AmmoLand.com)- Who could have imagined it? An idea sprung just a week ago has now gone viral on the Internet. On March 10th, ArmaLite President Mark Westrom came into the office and said we’re having a truckload sale.

He said if you buy a truckload of ArmaLite, you get to keep the truck. The trucks... and we have a parking lot full of them here in tiny Geneseo… are military M35A2’s, commonly known as a “duece and a half.”

Washington, DC --(AmmoLand.com)- PETA, the organization known for publicity stunts, is at it again. This time it is in the wake of rumors that an Ocean Task Force established by the Obama Administration could threaten recreational fishing.

While there was almost an immediate response from the White House stating that was not the intention, this didn’t stop PETA from jumping on the band wagon.

In an interview with Fox News, Ryan Huling, a PETA spokesman, stated that fish suffer “the same as cats and dogs, and that if we wouldn’t put a hook through a dog’s mouth, we shouldn’t put one through a fish’s mouth.” Click above to see the complete video.

PETA At It Again

Large Mountain Lion Sighted

SANTA FE, NM --(AmmoLand.com)- The Department of Game and Fish is advising residents of a neighborhood near downtown Santa Fe to be on the lookout for a large mountain lion that has been sighted and may be living in a residential area.

Department wildlife biologists sighted the lion at 9:45 a.m. Tuesday, about an hour after area residents reported seeing the animal. The lion eluded capture by traveling along walls and through back yards in the quiet but densely populated neighborhood near Cordova Road and Don Gaspar Avenue. Based on many fresh and old tracks discovered while pursuing it, the biologists believe the lion is a resident of the area.

The Department continued to search for the lion Tuesday afternoon. If and when it is located, it will be tranquilized and removed from the area.

Residents and others who frequent the area surrounding Cordova Road and Don Gaspar Avenue are advised to be aware that a large predator may be around and to take precautions to protect themselves, their pets and their neighbors. Children should be closely supervised and not allowed to play outside during the hours before dusk until well after dawn. Pets should not be left outside at night, and all food and garbage should be securely stored inside a building.

Anyone who sees the mountain lion is urged to call Game and Fish dispatch at (505) 827-9376 at any time. Sightings also can be reported at Department offices in Santa Fe, (505) 476-8000, or Albuquerque, (505) 222-4700, from 8 a.m. to 5 p.m. Monday through Friday.

Although human-cougar encounters are relatively rare, the Department advises residents — especially those in outlying areas — to be aware of their surroundings and to take precautions to avoid encounters with large predators.

Lions generally are attracted to communities for food. They are most active from dusk to dawn, although they sometimes travel and hunt in daylight. Lions prefer to eat deer; however, they also kill elk, small mammals, livestock and a variety of domestic animals such as dogs and cats.

Here are some ways to protect yourself, your family and wildlife from unwanted encounters with mountain lions and other large predators:

• Do not feed wildlife. Use native plants in landscaping, not non-natives, so as to not attract deer, which are the primary prey of lions. Remember, predators follow prey.
• Do not let your pets roam around outside. Bring them in at night. If you keep pets outside, provide a kennel with a secure top. Do not feed pets outside where the food can attract lions or other smaller animals which lions prey upon. Store and dispose of all garbage securely.
• Closely supervise children. Make sure they are home before dusk and not outside before dawn. Make lots of noise if you come or go during times when mountain lions are most active — dusk to dawn. Teach your children about lions and what they should do if they encounter one.
• Landscape or remove vegetation to eliminate hiding cover for lions, especially around areas where children play. Make it difficult for a lion to approach unseen.
• Install outdoor lighting, especially in areas where you walk, so you can see a lion if one were present.
• Close off open spaces below porches or decks.
• Place all livestock in enclosed sheds or barns at night. Close the doors to all outbuildings so that an inquisitive lion is prevented from going inside to look around.

Mountain lion encounters and attacks are extremely rare, but if you do encounter a lion in the wild or in town, you should:

• Stop or back away slowly if you can do so safely.
• Stay calm when you come upon a lion talk calmly yet firmly to it and move slowly.
  Immediately pick up all children off the ground and tell them to stay calm.
  Do not run from a lion as fleeing behavior may trigger the instinct of the lion to attack.
  Face the lion — do not turn your back — remain in an upright position and look as large as possible (raise your arms, open up your coat, if you’re wearing one).
• Carry a walking stick and use it to defend yourself by keeping it between you and the lion. If the lion approaches closer or behaves aggressively, arm yourself with the stick, throw rocks or sticks at the lion, and speak louder and more firmly to the lion. Convince the lion you are dominant and a danger to it.
• Fight back if a lion attacks you. Use any possible object within reach as a weapon, such as rocks, sticks, jackets, a backpack or your bare hands. Lions have been driven away by prey that fights back. Stay standing and if you fall down try to get back up on your feet.

Large Mountain Lion Sighted In Neighborhood Near Downtown Santa Fe NM

SAN ANTONIO, TX --(AmmoLand.com)- A cooperative research study between the College of Veterinary Medicine and Biomedical Sciences at Texas A&M University and the Texas Veterinary Medical Diagnostic Laboratory, College Station determined that tissue residues on the 11th day post-treatment in chemically immobilized white-tailed deer were at minimal levels.

A total of thirty-three adult white-tailed deer donated by the Texas Deer Association were immobilized with a combination of the predominantly used capture drugs, Xylazine and Telazol, and then reversed 45 minutes later with Tolazoline.

All injections were given intramuscularly in the neck above the shoulder. The dosages used were in the upper range of dosages recommended by a panel of five practicing veterinarians and two wildlife biologists all with a minimum of 10 years experience immobilizing whitetail-tailed deer.

Body weights were estimated prior to drug treatment, and the dose was calculated as would customarily be done when darting deer on the hoof in a permitted facility. A blood sample was collected from each deer prior to and following drug treatment to assure all deer received a full dose of each immobilizing and reversal drugs. After anesthesia and prior to reversal, actual body weights were taken and exact dosages in mg/Kg of body weight were determined. After the deer recovered from the reversal of anesthesia, they were returned to their resident pen, given unlimited access to feed, water, and shelter for the following ten days.

On day 11 post-drug injection, the deer were brought into a Cervid Handling Facility, blood samples were collected, and then the deer were humanely sacrificed by a penetrating captive bolt by trained Texas Parks & Wildlife personnel. At necropsy, tissue samples were collected from the right and left side of each deer’s neck muscle, right and left hindquarter muscle, and liver. All the collected tissue samples were taken to the Texas Veterinary Medical Diagnostic Laboratory for analysis of metabolites of the injected drugs. Triplicate samples of all tissue and blood samples were analyzed and the results are summarized. Mean tissue residues for Xylazine, Tiletamine and Tolazoline were all below 1 part per million (ppm) and below 1.4 ppm for Zolazepam. The levels of Xylazine and Tolazoline in the deer tissue were ten times less than those published as safe for human consumption in beef following a withdrawal period of three days in a New Zealand study.

The results of the present study in white-tailed deer indicate that there is no evidence that any residue present in venison eleven days post-treatment at the dosages delivered would have any adverse pharmacological effect in humans. Specifically, at 1 ppm (i.e., 1 mg/Kg and a Kg is 2.2 pounds), a person would have to consume 35 oz (2.2 lbs) of venison in a few hours to ingest 1 ppm of the subject pharmaceuticals. The study indicates that a withdrawal period of ten days is sufficient and safe for Xylazine, Telazol and Tolazoline in white-tailed deer at the usual and customary dosages of these drugs utilized in the immobilization of white-tailed deer.

Virginia --(AmmoLand.com)- I am constantly reading on the Net and in the media about so-called “gun rights” and “gun control.”

Some examples;

“The final briefs seeking to shape the Supreme Court’s coming decision on the reach of the Second Amendment’s protection of gun rights suggested Friday that states might be free to violate other parts of the Bill of Rights…”

“The National Association for Gun Rights, often referred to as “NAGR”, was founded to assist the growing movement of pro-Second Amendment organizations, especially state-level gun rights groups.

“The National Rifle Association is the largest gun rights lobbying organization in the United States.”

On one hand, we preach that guns are mere machines, inanimate objects and tools. On the other, we appear to be attempting to give ‘rights’ to these inanimate machines.

I submit to you a request; that we remove the phrase “gun rights” from our vocabulary and replace it with the more human, and more accurate, “gun-owner rights.”

The First Amendment does not guarantee rights to printing presses as machines; it guarantees the rights of people to use printing presses, radios, televisions and the Internet without restriction.

The Second Amendment guarantees no rights to guns themselves, as they are mere machines. However, it does guarantee the right of the people to keep and bear them.

The psychology behind what may appear as a minor ‘grammatical nit’ should be clear.

It is relatively easy for most people to hate an object. You can make up lies about an object, demonize an object and attempt to regulate and control objects. You can do so without fear of insulting the object, hurting its feelings, being sued by the object or facing any repercussions, it’s just a defenseless, soulless object.

When we replace gun rights with gun-owner rights, however, the issue becomes personal. Where many people and politicians [as opposed to people] find it easy and guilt-free to demonize guns as objects, it is far more difficult to for them to demonize a large segment of the population, gun-owners, as people.

Laws can not control inanimate objects, only what law-abiding persons do with those objects. Therefore, it’s technically not gun control, or a war against guns, it’s gun owner control, and a war against gun owners.

So let us end this futile battle for so-called, non-existent gun rights and gun control, and renew the charge in support of the very real and very important rights of the people who own defensive and recreational firearms.

It may seem like a grammatical nit, but impressions are everything.

That’s my opinion, and you’re welcome to it!

No More Gun Rights and No More Gun Control

LOCKPORT, NY --(AmmoLand.com)- Niagara County lawmakers will introduce several resolutions tonight opposing a slew of anti-sportsmen and anti-Second Amendment measures being advanced by the New York State Assembly’s majority and Assembly Speaker Sheldon Silver.

“In typical Albany fashion, the Assembly will hold, probably sometime in April, an ‘Anti-Gun Day,’ putting on a big show for their Downstate constituents,” Legislator John Syracuse, R-Newfane, said, as he introduced three resolutions opposing various Assembly bills.

“They’ll ram through one piece of anti-gun legislation after another. The problem is, though, you can’t be anti-gun without being anti-sportsman and anti-Second Amendment. And here in Niagara County, we value our sportsmen and we believe in the Constitution as it’s written.”

Syracuse made the announcement late Monday at the Niagara County Public Information Office’s press briefing area, where he was joined by Niagara County Federation of Conservation Clubs President John Butcher, who said he supported the three resolutions. The Federation represents 27 sportsmen’s clubs and more than 5,000 sportsmen.

Several county legislators were particularly vexed by proposed legislation that would require pistol permit-holders to renew their permits every five years, enduring an invasive investigation every renewal—and being expected to pay for it. Syracuse said the measure was little more than a costly unfunded mandate from the state the created new bureaucratic hurdles for gun owners while doing absolutely nothing to improve public safety.

“Currently, pistol permits are issued for the lifetime of the permit-holder, provided they don’t have any tangles with the law,” Syracuse said. “If they do run afoul of the law, those permits are promptly yanked. The system works, and has worked just fine for Niagara County’s 26,000 pistol permit holders.”

Syracuse was joined sponsoring that resolution by fellow lawmaker Paul Wojtaszek, R-North Tonawanda, and Kyle Andrews, D-Wilson, who resigned from the Legislature yesterday to take on new duties as county treasurer. County Clerk Wayne F. Jagow has also indicated his opposition to the Assembly bill. A second resolution being introduced tonight by Legislator John D. Ceretto, R-Lewiston, will tackle an Assembly bill that would treat any private transfers of long guns in New York state as a gun show, and subject to state red tape. Syracuse also indicated he would introduce a resolution to oppose an extreme tightening of rules on magazine-fed rifles and shotguns.

“A third proposed law from Albany that this County Legislature will oppose would seek to make New York’s laws regarding magazine-fed rifles and shotguns, already the most-restrictive in the nation, even more restrictive,” Syracuse said. “This basically makes it illegal for private citizens to own much more than a bolt-action rifle.”

Syracuse said more resolutions opposing other anti-Second Amendment bills in the Assembly would be introduced at subsequent meetings of the County Legislature, noting more than a dozen such measures had been added to the Assembly calendar over the past two months.

“These bills in our State Legislature are wrongheaded,” Syracuse said. “Frankly, they show us that the Assembly leadership have their priorities far out of line, when they should be focusing on New York’s massive budget gap. We, of course, don’t share their zeal to repeal our citizens’ rights.” Syracuse was confident the resolutions would attract strong bi-partisan support, noting that the County Legislature had passed a resolution opposing most Assembly anti-Second Amendment bills last year by a 17-2 margin.

Butcher expressed his support and thanks for the efforts by Syracuse and his colleagues as well. “The citizens of Niagara County are fortunate to have legislators who share the same values as our forefathers and who are willing to draft legislation that will help preserve and protect their rights,” Butcher said. “These rights were given to the people as guaranteed in the Constitution of the United States and in the Bill of Rights with the Second Amendment.”

County Lawmakers Stand Up For Sportsmen Set To Oppose Radical Anti-Second Amendment Assembly Bills

Montana - -(AmmoLand.com)- It is a matter of record that too many members of professional law enforcement, especially administrators, simply do not trust citizens to be armed and enabled to defend themselves from criminal attack.

Notwithstanding this too-common attitude among some law enforcement administrators, many street cops understand that they can rarely be present to stop a criminal attack – to interpose themselves between a criminal and his intended victim — no matter how they sincerely wish to protect people.

Why do some police administrators distrust armed citizens?

Do they seek a monopoly of force to build their bureaucracies by creating a “protection racket”? Dr. Sarah Thompson reminds us of the phenomenon of “projection” that we all learned about in Psych 101, and believes many who oppose firearm ownership do so because they project their own psychological instabilities onto the rest of us. Could projection be the primary motivator for law enforcement administrators’ opposition to citizen empowerment to reject victimization by being armed? Or, do they fear that the sheer volume and intrusiveness of the laws they are tasked to enforce will become insufferable to armed people?

Certainly there is a different perception of the armed citizen by firearm opponents than by the armed citizens themselves.

Consider only the language used by each. Those who object to firearms in civilian hands call self-loading rifles “assault weapons,” while the owners of these firearms call them “sport utility rifles” or “homeland defense rifles.”

There is no doubt that police administrators view citizen self defense from a unique perspective. Everyone sees the world from a unique perspective. Police administrators perceive the world from their unique point of view as full-time participants in the criminal justice system.

This unique perspective is influenced primarily by three factors:

1. The clientele they deal with are not a cross section of the population. The people subject to their work are primarily ne’er-do-wells of one sort or another, conditioning some in law enforcement to grow to believe that anyone not a police officer and not in jail just hasn’t been caught yet committing his or her special crime.
2. Their peer associations tend to be limited to their narrow circle of co-workers, so they don’t have the level of everyday exposure to usual citizens that those not in law enforcement have.
3. Their mission has changed. The primary mission of the people hired to wear badges and guns used to be to keep the peace in the community, and to prevent the strong and mis-intended from preying on the weak. They were called “peace officers.” Their title has gradually changed and they have come to be called “law enforcement personnel.” Along with that change in descriptor has come a change in mission. Their primary mission has come to be enforcement of government edicts of one sort or another.

These and other factors causes those overseeing the “thin blue line” to perceive very differently those people who do not wear uniforms but do have firearms, perceived from a very unique perspective.

Police administrators appear to be thinking only about how guns in citizens’ hands will affect their relatively small sphere of law enforcement activity, but not about how they will affect everything outside that sphere. In Montana, only about 7/10ths of 1% of the population are actively involved in law enforcement (including game wardens and detention personnel; 2/10ths of 1% with only sworn MHP, sheriffs and police – [mpera.mt.gov] ). Police administrators are a tiny part of that, a minuscule subset of Montana.

Analogies about how this tiny subset sees armed citizens differently than armed citizens see themselves are easy to offer.

Suppose two people look at an empty tube from a roll of paper towels. However, one looks at it end-on, and another looks at it from the side. Each will see, perceive and describe a much different reality.

This may be a better analogy. Some people describe firearms as our “liberty teeth.” Teeth and firearms are surprisingly analogous. They may each be used benignly, defensively or offensively. Teeth may be tools only (for eating), weapons for defending, or weapons for aggression.

My Golden Retriever: When I think of canine teeth, I think of this picture.

I often compliment my Golden Retriever, Lea, on what pretty, large, sharp, white teeth she has. While she can destroy a nearly bulletproof golf ball with these teeth in about 30 seconds, I am NEVER concerned that she will use her formidable teeth to rip out my throat in the night while I sleep. Never! When I think of canine teeth, I think of this picture.

When police administrators think analogously of canine teeth, they may imagine the wolf in the picture at the beginning of the article.”

This illustrates the difference between how most citizen gun owners see themselves and each other, and how Montana’s tiny subset of police administrators may see citizen gun owners. And, this matter of perception difference and perspective may explain some police administrators’ apparent fear of armed citizens.

Springfield, Illinois --(AmmoLand.com)- After entering the Capitol building, the women of IGOLD gathered in the rotunda for an address by Senate Minority Leader Christine Radogno and Rep. Brandon Phelps.

Both legislators believe it is time for Illinois to join the rest of the nation by passing a Right to Carry law.

As has become the annual tradtion at IGOLD, each woman present then delivered a letter to the Governor’s office demanding that he support their constitutional right to carry a firearm for personal protection. And once again, in traditional fashion, the Governor was “unavailable” to speak with the women.

However, the Governor’s Intergovernmental Affairs Liaison did meet with the women and vowed she would relay the women’s message and letters to the Governor.

Women all over the state are encouraged to send their own letter to the Governor which states very clearly that if he does not support a woman’s right to self-defense then the women of Illinois will not support him with their vote in the fall election.

An estimated 7,000 turned out for the largest Second Amendment march in Illinois history.

The crowd enthusiastically called for “Concealed Carry, NOW”. The huge turnout signals a real surge in public support for a carry law similar to laws in 49 other states. Illinois is the last and only state that still denies its law-abiding citizens the right to carry a firearm for personal protection.

The big event began with a rally at the Prairie Capitol Convention Center. Attendees were treated to a surprise address by Mr. Otis McDonald, key plaintiff in the McDonald vs Chicago lawsuit challenging the Chicago handgun ban. Oral arguments in that case were heard recently in the U.S. Supreme Court. A final ruling by the SCOTUS will have far reaching effects on firearm restrictions all across the nation.

Mr. McDonald’s soft spoken and heartfelt address to the crowd was met with thunderous applause and numerous standing ovations – a fitting tribute to Mr. Donald’s patriotic stand to regain a Constitutional right for us all.

The march to the Capitol, led by the women of IGOLD, was punctuated by choruses of “Hey, Governor, leave our guns alone”, a response to Gov. Quinn’s vow to veto a Right to Carry bill if it made it to his desk. After another brief rally on the Lincoln Steps attendees entered the Capitol Complex to lobby their legislators, Speaker of the House Michael Madigan, and President of the Senate John Cullerton in person.

After the lobbying was over, the huge crowd returned to the PCCC to meet with legislators and a special address by Sen. Bill Brady, gubernatorial candidate and strong Second Amendment supporter .

OLYMPIA, Wa --(AmmoLand.com)-  Hunters got a preview of changes proposed in special-hunt permit drawings and new hunting regulations for the fall 2010 season at a public meeting held here March 12-13 by the Washington Fish and Wildlife Commission.

State wildlife managers also briefed the commission and others in attendance on new proposals for addressing public concerns about property damage and other conflicts related to Washington’s wildlife.

The commission, which sets policy for the Washington Department of Fish and Wildlife (WDFW), allotted time for public comments on all three issues as a prelude to voting on those proposals at public meetings scheduled over the next two months.

On a separate issue, the commission directed WDFW to analyze options for increasing recreational crabbing opportunities in Puget Sound. With a stated goal of adopting a new crab-allocation policy by October, commissioners established a time-line for assessing the effects of various fishing options, meeting with advisory boards and providing opportunities for public review of their plans.

Special-hunt permit drawings
In recent years, some hunters have expressed dissatisfaction with the selection process used to issue special-hunt permits, which give successful applicants hunting options beyond those authorized by a general hunting license.

Many of those frustrations stem from the fact that all special-hunt permits are randomly drawn from the same pool of applications, said Dave Ware, WDFW game manager. As a result, applicants often face a choice between applying for popular deer and elk hunts or settling for less-popular hunts with better odds of being drawn, he said.

Under a new plan Ware outlined for the commission, WDFW would create separate applications for seven different categories of popular deer and elk permits, ranging from buck or bull hunts to senior permits. Hunters could apply in as many categories as they choose.

“This plan is designed to give hunters more options for getting the special permits they really want,” said Ware, noting that the proposal was developed with broad public input and support from the WDFW’s Game Management Advisory Committee.

Under the new plan, “points” accrued by hunters toward special permits in previous years would be applied to each of the new permit categories created under the new plan, Ware said. All funds raised by the sale of additional permit applications would be used to expand hunter access to private lands.

The commission is scheduled to take action on WDFW’s proposal at a meeting set April 9-10 in Leavenworth. The proposed rule changes are contained in WAC 232-28-291 on the department’s website at http://bit.ly/d3a41n .

Changes in hunting regulations
WDFW is also proposing some new hunting rules for the upcoming season, based on changes in state game populations observed since the current three-year hunting plan was adopted last year. Proposed changes for the fall season include new conservation measures and hunting opportunities for species such as deer, elk, black bear, cougar and small game.

Key actions include:

Deer: Significant reductions are proposed in the harvest of antlerless white-tailed deer in the Selkirk region, hard-hit by two harsh winters, and on the northern end of the Olympic Peninsula, where the herd continues to have low reproduction rates.
Elk: General hunting opportunities for antlerless elk would be reduced on the Yakima herd, although new hunting opportunities would be allowed in Game Management Unit 346.
Black bear: Fall hunting seasons would be delayed in parts of northeast Washington, south central Washington and the Okanogan region to reduce harvest and conserve female bears. Spring hunting opportunities would be expanded in northeastern Washington and in private timberlands west of Centralia to allow the harvest of more males.
Hunting equipment: Archers and muzzleloaders would no longer be required to possess a concealed weapons license to carry a handgun for personal protection in the field.
Specific proposals are posted on the commission’s website at http://bit.ly/d3a41n under “March 5 revisions.” The commission is scheduled to take action on WDFW’s proposals for the 2010 hunting season at its April 9-10 meeting in Leavenworth.

In a related issue, the commission denied a petition to amend existing white-tailed buck deer seasons in northeastern Washington by adopting special antler restrictions for hunts in Game Management Units 117 and 121. The commission did, however, commit to a public review process and consideration of the proposal for the 2011-12 hunting seasons.

Controlling property damage
Another proposal presented to the commission would give landowners more flexibility to prevent and address property damage caused by wildlife.

A new approach proposed by WDFW would encourage landowners to forge agreements with the department that set out a clear course of action for dealing with damages caused by wildlife on their property. Those rules would establish specific requirements for both lethal and non-lethal actions, and identify new sources of technical assistance for property owners.

Under the department’s proposal, claims for crop damage would be paid only after an assessment by a professional crop insurance adjuster.

The commission is expected to take action on WDFW’s proposal during a conference call scheduled May 7. The proposed “Wildlife Interaction Rules” are posted on the commission’s website at http://bit.ly/db1aCT .

Also at the meeting March 12-13 in Olympia, the commission:

Extended the current allocation policy for the non-tribal Columbia River summer chinook fishery by one year.
Received a briefing on 2010 salmon forecasts, conservation needs and fishing opportunities.
Approved the purchase of a 369-acre conservation easement and two properties to benefit wildlife in Okanogan County.

BRUNSWICK, Ga. --(AmmoLand.com)- What may have begun for a Georgia alligator as a day of sunning on the banks of the marsh ended with the approximately 5-foot long reptile nearly 20 miles out to sea, drifting in an area usually roamed by right whales, sea turtles and other marine life.

Heavy rains that washed marsh wrack and other debris miles into the sea from the mouth of the Altamaha River may be to blame for the bizarre event.

Researchers conducting North Atlantic right whale work spotted the alligator on March 9. At first, whale observers Monica Zani and Heather Foley thought the animal was debris, a partially submerged tire or possibly a dead alligator washed out to sea. After getting closer, they realized the gator was very much alive and still able to dive for short distances.

Foley snapped a few photographs before the team moved on. “Considering that we were an in inflatable boat 20 miles offshore, we didn’t want to risk having the gator inadvertently puncture the boat,” Foley said.

Not long after the encounter, the research crew came across a rip-line of marsh wrack, pollen and other debris, most likely at the edge of a freshwater plume coming from the Altamaha River after recent rains. Wrack is an accumulation of dead marsh grass.

Generally freshwater creatures by nature, alligators are fairly common in and around salt and estuarine waters along the Georgia coast, said Brad Winn, program manager for the Georgia Department of Natural Resources’ Nongame Conservation Section.

“They feed heavily on marine fish, raccoons and feral hogs in the marshes, and swimming in the surf is not an unusual observation,” Winn said. “On more than one occasion we have pulled stingray barbs out of the cheeks of 12-foot males.”

What is unusual, according to Winn, is the distance the alligator was found from shore. It is likely this gator swam into the Altamaha after a day of sunning and was swept out to sea by unseasonably cold water after recent heavy rains.

Too chilled to fight the waters that carried it, the alligator ended up farther out at sea than what is considered normal.

Wayward Gator Ends Up Swimming With The Whales

SOCIAL CIRCLE, Ga. --(AmmoLand.com)- A convenient but critical way to support Georgia’s wildlife needs your help this tax season.

State income tax checkoff contributions to the Georgia Wildlife Conservation Fund have declined in recent years. While not an all-time low, contributions for the most recent fiscal year fell another 20 percent, or nearly $60,000 from the previous year.

Yet, the checkoff is a key fundraiser for the Wildlife Conservation Fund. The fund is administered by the Georgia Department of Natural Resources’ Non-game Conservation Section and dedicated to the conservation of non-game and endangered animals and plants statewide.

The Non-game Conservation Section receives no state funding for its mission to conserve non-game wildlife. Non-game includes native Georgia animals not legally hunted, fished for or trapped, as well as native plants, from sea turtles to songbirds and pitcher plants.

Jon Ambrose, assistant chief of the Non-game Conservation Section, said the Wildlife Conservation Fund is also used to attract federal and private research and conservation funding to Georgia. By using the fund as match, DNR gained $1 for every 25 cents spent from the fund over the past two years. The Nongame Conservation Section has averaged about $1.5 million a year in federal State Wildlife Grants over the past decade, Ambrose said.

The checkoff “is critical in terms of providing the match we need to get this funding from other sources,” he said.

The Give Wildlife a Chance checkoff has been a success since its creation in 1989. Thanks to the generosity of Georgians, more than $6 million has been raised. Contributions played a part in many conservation achievements, varying from the restoration of bald eagle populations to land acquisitions such as the prized Silver Lake Wildlife Management Area near Bainbridge.

That success story can continue with the help of conservation-minded Georgians.

This year, even in the midst of a recession, citizens can reverse the decline in checkoff contributions by filling in any amount more than $1 on line 27 of the state’s long tax form (Form 500) or line 10 of the short form (Form 500EZ). Contributions can be deducted from refunds or added to payments.

“These chapters have shown the ultimate commitment to promoting youth activities and getting kids involved in the outdoors,” said Cheryl Riley, Pheasants Forever and Quail Forever’s Vice President of Education and Outreach.

Great River Area Quail Forever Chapter
This chapter does youth work on both sides of the Mississippi River – in Illinois and Iowa. From presentations to high school kids, an FFA banquet, hunter safety programs and youth fishing tournaments, Great River Area Quail Forever chapter members engaged youth and talked about habitat and the needs of quail. The chapter also held its first mentored youth hunt last September.

Mahaska County Pheasants Forever Chapter
Each spring, the Mahaska County Pheasants Forever chapter sponsors an outdoor day that includes every 5th grade student in the county, 350-plus students. In the fall, the chapter hosts a field day which over 200 youth attend and everyone goes home with a Pheasants Forever Ringnecks (youth) membership. The chapter also sponsors an Iowa Youth Hunter Education Challenge Team as well as a scholastic shooting team that had 60 participants this past year. Last year, chapter expenditures on youth programs topped $16,000.

The Mahaska County Pheasants Forever chapter’s youth coordinator is Mahaska High School student Brooks VanDerBeek. Brooks’ dad, Jeff, is president of the chapter. Brooks serves on Pheasants Forever and Quail Forever’s National Youth Leadership Council and recently helped form the first-ever high school student Pheasants Forever chapter in the country, the Oskaloosa Pioneering Ringnecks. Brooks’ efforts have earned him the Izaak Walton Iowa Youth Conservationist of the Year award, and he was named a “Hero of Conservation” in the current issue of Field and Stream magazine.

Illinois Pioneer Pheasants Forever Chapter
The Illinois Pioneer Pheasants Forever chapter held 11 events in 2009 as part of its “Young Guns” program, involving members, women, FFA, scouts and families in trap and skeet shoots, a fishing derby, a hunter safety course, a rifle shoot and a youth mentor hunt. In 2009, the Illinois Pioneer chapter spent approximately $31,000 on youth programs. There are 290 youth members in “Young Guns” and this year they will be working on an 80-acre habitat restoration project. The chapter credits the “Young Guns” program in making its annual fundraising banquet last spring the largest in its 25-year history. Original “Young Guns” Ben Magers and Kirstin Blackford helped create and serve on the newly formed Illinois Pheasants Forever and Quail Forever State Youth Leadership Council, and each was recognized as a 2009 Environmental Hero by the Illinois Governor.

Quail Forever’s Third Annual No Child Left Indoors National Awards

Arizona --(AmmoLand.com)- Various media outlets on Saturday, March 13 reported the accidental shooting of an 12-year-old-boy near the Ben Avery Shooting Facility.

While most reports of the incident were accurate, the Arizona Game and Fish Department wants to make certain the public understands the incident did not occur on Ben Avery Shooting Facility and the accidental shooting was self-inflicted.

The Phoenix Police Department said the child was injured around 11 a.m. on Saturday in a desert area west of the Shooting Facility boundary. The child was target shooting with his father and grandfather when the accident occurred.

When the initial call for assistance was received, Ben Avery Shooting Facility personnel assisted Phoenix Police Department officers in searching and clearing all range facilities to make certain the incident didn’t occur on the range or that other activity on the range didn’t contributed to the accident.

Arizona Game and Fish Department property was used as a staging area to provide emergency treatment and load the boy onto a medical transport helicopter.

The Ben Avery Shooting Facility is located on the northwest corner of I-17 and Carefree Highway in north Phoenix. Situated on 1,650 acres, it is one of the largest government-operated recreational shooting complexes in the world.

It averages more than 120,000 shooters per year and is home to a number of regional- and national-class competitions and other major events. Offering a wide array of target-shooting opportunities, the facility has 67 covered stations at the main range (all handicap accessible), and more than 25 additional rifle, pistol, and archery ranges for recreational and competitive shooting. Accidental Shooting Unrelated to Ben Avery Shooting Facility

MISSOULA, Mont.- -(AmmoLand.com)- Jim Zumbo, host of Jim Zumbo Outdoors on Outdoor Channel and longtime member and supporter of the Rocky Mountain Elk Foundation, has established a special elk hunt for veterans at RMEF’s Torstenson Wildlife Center/Double H Ranch in New Mexico.

The first-annual “Jim Zumbo’s Purple Heart Hunt” will be a cow elk hunt in November.

Participants will include the two high bidders in auctions held March 4-7 at the RMEF Elk Camp and convention in Reno, Nev., as well as two servicemen who are recipients of the Purple Heart medal for wounds suffered in combat. Each high bidder will hunt with the veteran they sponsor.

“The rewards that I receive from taking disabled military warriors hunting are immeasurable,” said Zumbo. “This elk hunt is an opportunity to not only offer quality hunting experiences to veterans, but also for able-bodied sportsmen to experience hunting side-by-side with troops who are true American heroes.”

RMEF President and CEO David Allen said, “RMEF is proud to be a part of Jim’s Purple Heart hunt. We will roll out the red carpet for these true American heroes. Zumbo is well known for his work with disabled servicemen, many of them amputees. He and country music singer Aaron Tippin are national spokesmen for the Outdoor Recreation Heritage Fund, which is part of Paralyzed Veterans of America. Zumbo has hosted military heroes on hunts in Africa, Alaska and a dozen other states.

Like most of his hunts with disabled vets, Zumbo plans to film the upcoming elk hunt, which may be aired on his television show.

Zumbo Establishes ‘Purple Heart Hunt’ with RMEF

Springfield, Illinois --(AmmoLand.com)- Even with thousands of supporters of firearm rights expressing their opinion at IGOLD last Wednesday, anti-gun legislators continue to push for laws that would have little to no effect on actual criminals and only restrict the law-abiding gun owners of Illinois.

Thankfully, not all of the legislators have fallen for the myths of the gun control lobby. Many of them support the Second Amendment rights and have filed bills in support of your rights.

Please contact your state representative this week regarding the bills below. You can find contact info for your representative here. If you’re not sure who your representative is, please find out at the Illinois State Board of Elections.

When you contact them, -politely- urge them to SUPPORT these measures:

HB462, HB5221, & HB6249, are various bills for the Right-to-Carry with differences in the technical details on eligibility, requirements, etc.

• HB5231, allows the possession of a firearm in a place where alcohol is served if it is possessed by the business owner, or by employees he has given permission to, while on the premises.
• HB4835, currently in the Senate this bill eliminates the waiting period requirement on firearm transfers if the transfer involves trading one operable firearm for another.
• With the general belief that McDonald v Chicago is going to come out in favor of the plaintiffs, the supporters of more restrictive gun control measures are attempting to pass as many bills through as possible. When you contact your Representative, ask them to OPPOSE these measures:
• HB180 Handgun Dealer Licensing. Establishes an additional, state-based, licensing scheme for Federal Firearms License (FFL) holders that sell handguns. The only effect this would have would be to increase the bureaucracy for FFL dealers and increase the costs to buyers.
• HB5480 Bans Private Sales of Firearms. Restricts most private transfers of handguns, requiring the transfers to be processed through an FFL.
• HB5495 One Handgun a Month. Restricts purchases of handguns to one every 30 days .
• HB5849 Restricts Firearm Transportation. In a response to the ruling by the Illinois Supreme Court recognizing center consoles and other storage places inside a vehicle as acceptable for transporting unloaded firearms, this bill states that cases must be specifically designed for firearms.
• HB6123, Selling to Gangmembers. Makes it a felony offense to “knowingly” sell a firearm to a “street gang member” as defined in the Illinois Streetgang Terrorism Omnibus Prevention Act.

Each will be listed in the triennial Boone and Crockett Club 27th Big Game Awards book due out later this year. Included among the youth trophies are a massive Alaska brown bear and the largest non-typical mule deer recorded in 36 years, both of which are Top 5 specimens in their respective categories for the awards period.

All 67 successful youths will be recognized at the Club’s 27th Big Game Awards, June 24-26, 2010, at the Grand Sierra Resort in Reno, Nev.

The event is a celebration of conservation successes featuring a free public exhibition of world-class antlers, horns and mounted specimens from across North America. Hunters who have taken Top 5 specimens in 36 categories of native North American big game during the past three years are invited to participate in the exhibit, alongside the youths.

“At this year’s ceremony, for the first time ever, we’re honoring young hunters who’ve taken a Boone and Crockett-class trophy during the past three years,” said Eldon Buckner, chairman of the Club’s Records of North American Big Game Committee. “It’s gratifying to see youths, both boys and girls, broadly represented across big game categories.”

Young hunters claimed 2.2 percent of all the trophies entered into Boone and Crockett records during the Club’s 27th awards period.

“We’ve accepted almost 5,000 total trophy entries between Jan. 1, 2007, and Dec. 31, 2009, which is four times the number we received 30 years ago. Clearly, wild, free-ranging, trophy class animals are more plentiful today than ever. That’s a tribute to those wildlife managers and sportsmen—including the young hunters—who participate in that management,” added Buckner.

The Boone and Crockett system of scoring big game trophies originated in 1902 as means of recording details on species thought to be disappearing because of rampant habitat loss and unregulated harvest. Science-based conservation efforts led and funded by license-buying hunters brought those species from vanishing to flourishing.

Scoring records remain a classic gauge of habitat and management programs. In addition to its prestigious history and tradition, the Boone and Crockett Club’s scoring system is strongly associated with the highest tenets of fair chase and hunting ethics.

Ducks Unlimited Lauds New Roadmap for Gulf Coast Restoration

CHICAGO, IL – -(AmmoLand.com)-  Law-abiding African Americans and Hispanics would take it on the chin under a bill now moving through the Illinois General Assembly.

Sponsored by Rep. Harry Osterman (D-14), HB6123 would prohibit any person or entity from selling a firearm to a so-called “street gang member.” This prohibition applies even if the individual has passed a Brady Law FBI background check. Making a prohibited sale would result in Class 1 felony charges and possible jail time for the seller. Although the ISRA supports genuine efforts to curb criminal violence, the organization is strongly opposed to HB6123 as the bill’s provisions are arbitrary and pose an unreasonable intrusion on the rights of law-abiding Illinois citizens.

“HB6123 promotes racial profiling at its worst,” commented ISRA Executive Director, Richard Pearson. “Popular culture has branded urban minorities with the ‘gangsta’ stereotype that is pervasive well beyond the confines of actual criminal enterprises. Today’s fashion, music, slang and lifestyle are all heavily influenced by the urban experience. Given that the provisions of HB6123 establish no test for determining ’street gang’ membership, and given the harsh penalties for violating the proposed law, it is understandable that retailers would shy away from selling firearms to persons whose speech, dress, mannerisms, or taste in music reflect the urban lifestyle.”

“Several Chicago nightclubs stirred considerable controversy recently when they denied entry to young men wearing baggy pants and cornrows in their hair,” continued Pearson. “The nightclub owners justified these actions by claiming that baggy pants and certain hair styles are indicative of gang membership – despite the fact that the young men had done nothing improper.

While the popular press bristled over the nightclubs’ actions, the press has ignored HB6123 although the bill would bless, and even require firearm retailers to discriminate against individuals based on their appearance. This sort of cultural profiling is vile enough when persons are denied entry into a private club, but denying one’s constitutional rights based solely on their appearance flies in the face of the principles under which our nation was founded. Of course, if a gang member wished to purchase a firearm, all he would have to do is don a Brooks Brothers’ suit and speak the King’s English and he’d be good to go.”

“The bottom line is this,” said Pearson. “If HB6123 is passed into law, the calendar on race-relations will be turned back 70 years and there will not be a gun shop in the state that will sell a firearm to an African American or Hispanic person. If that’s Rep. Osterman’s intent, then he has a lot of explaining to do.”

Bill Would Require Firearm Retailers To Discriminate Against Blacks & Hispanics

Anchorage, AK – -(AmmoLand.com)- Anchorage 2ATF has been involved with the carry on campus issue. Legal contends it’s the right of students to carry weapons for self defense as affirmed by the U.S. Constitution and State of Alaska Constitutions as well as state statutes. UAA is in violation of state law by its policy of no weapons on campus.

UAA has two options to comply with state law. (1) UAA shall abolish the no weapons on campus policy. OR (2) UAA shall comply with state statute by providing adequate security screening and armed guards at all entrances on all facilities where firearms are banned. Per: Board of Regents 02.09.020

We are aware that students have been attempting to get this situation rectified for more than a year and have been largely ignored.

Recently we learned that Mr. George Hines, a UAA student threatened a protest on campus in an attempt to get the situation resolved. Mr. Hines has been granted a meeting with the Board of Regents scheduled for April 15, 2010 in Dillingham as a result of his action.

The 2nd Amendment Task Force Network and affiliated organizations say it’s time to get this situation resolved before a tragic incident occurs. Many also think that the Board of Regents will use more delaying tactics with Mr. Hines since they wield so much power over him. Many are suggesting we start immediate armed protests on campus with media attendance to bring this issue to resolution. Some want to protest daily and others want random protests once or twice a week.
