Based on these estimations, the study has shown that: (i) African countries have held excess reserves in the range of $ 165.5 and $ 193.6 billion on average per year between 2000 and 2011. This is more than the infrastructure financing gap identified at $93 billion per year; and (ii) the social cost of holding these excess reserves amount to up to 1.65% in GDP terms on average. In addition, the study provides some suggestions on how central banks can innovate in their reserves management. A close collaboration between the central banks and the debt management offices on the alignment of foreign reserves and foreign debt is deemed crucial.

In order to address the plight of the African Continent, a necessary shift from traditional mining jurisdictions from which raw materials are sourced is needed to serve as a catalyst for rapid industrialisation. This will require development corridors that will emulate the “Johannesburg model” and whose construction is a subject of multi-purpose, regionally integrated infrastructure development.

This study assesses the effectiveness of aid for trade in Ghana. It argues that the impact of aid for trade has been mixed. On the one hand, aid for trade programmes have contributed to mainstreaming trade and tackling some of the existing constraints that hinder Ghanaian exports. On the other, aid for trade has not succeeded in strengthening the absorptive capacity of the local institutions involved in the initiative, which has limited the overall impact of aid for trade. Despite the recent increase in trade, Ghana’s exports are still highly concentrated and low in value added.

This paper examines the conditions that make aid for trade effective by looking at country-specific factors based on the direct experience with aid for trade of eight developing countries (Bangladesh, Cambodia, Ghana, Guatemala, Malawi, Nepal, Peru, and Philippines) that have been assessed by ICTSD since mid-2010.
