Peacebuilding, Power, and Politics in Africa is a critical reflection on peacebuilding efforts in Africa. The authors expose the tensions and contradictions in different clusters of peacebuilding activities, including peace negotiations; statebuilding; security sector governance; and disarmament, demobilization, and reintegration. Essays also address the institutional framework for peacebuilding in Africa and the ideological underpinnings of key institutions, including the African Union, NEPAD, the African Development Bank, the Pan-African Ministers Conference for Public and Civil Service, the UN Peacebuilding Commission, the World Bank, and the International Criminal Court. The volume includes on-the-ground case study chapters on Sudan, the Great Lakes Region of Africa, Sierra Leone and Liberia, the Niger Delta, Southern Africa, and Somalia, analyzing how peacebuilding operates in particular African contexts.

This European Think-Tanks Group’s High-Level Conference, taking place on 28 October, will address some of the strategic and thematic questions around the future of the partnership in the lead up to the Africa-EU Summit in April 2014. It will explore, in particular, four vital areas: African private sector development, governance, food security and dialogue on peace and security challenges. Participation will include high-level speakers and interveners from Africa and Europe, including policymakers, the private sector, think-tanks and civil society. Hon. Thabo Mbeki (tbc), former President of the Republic of South Africa, will make a keynote address at the gala dinner. The event is by invitation only, but we aim to generate a lot of discussion with a wide group of stakeholders ahead of the meeting.

Based on these estimations, the study has shown that: (i) African countries have held excess reserves in the range of $ 165.5 and $ 193.6 billion on average per year between 2000 and 2011. This is more than the infrastructure financing gap identified at $93 billion per year; and (ii) the social cost of holding these excess reserves amount to up to 1.65% in GDP terms on average. In addition, the study provides some suggestions on how central banks can innovate in their reserves management. A close collaboration between the central banks and the debt management offices on the alignment of foreign reserves and foreign debt is deemed crucial.

More than 50 peace operations have deployed in Africa since 2000, including multiple African-led or hybrid African Union/United Nations initiatives. The frequency of these deployments underscores the ongoing importance of these operations in the playbook of regional and multilateral bodies to prevent conflict, protect civilians, and enforce ceasefires and peace agreements. Recent operations have featured increasingly ambitious goals and complex institutional partnerships. The achievements and shortcomings of recent peace operations offer vital lessons for optimizing this increasingly central but still evolving tool for addressing conflict and instability.

More than five years have passed since the launch of the EU-Africa Summit in Lisbon, in December 2007. These five years have provided an opportunity to strengthen relations between the two continents. The 2011-2013 Action Plan adopted at the 3rd Africa-EU Summit in 2010 opened the way to a new stage in relations between the two sides, which should be consolidated at the Summit to be held in early 2014. This newsletter will provide you with a step-by-step overview of the important preparations for this high-level meeting. This e-newsletter constitutes a summary of articles recently published on the Africa-EU Partnership website
