        &lt;p&gt;Originally from Stockton, I have spent the past 4 years studying in London. I am currently undertaking my final year on an undergraduate course in Fashion Design at the university of Westminster.&lt;/p&gt;

&lt;p&gt;In February I will be designing, producing and sampling my graduate collection, which will comprise of 6- 8 full catwalk looks.  In this competitive industry I am looking for sponsorship to help me towards the cost of materials in fulfilling the end of my degree.  I am looking to raise sponsorship of 4000 pounds. &lt;/p&gt;

&lt;p&gt;From the North East I am hoping to receive sponsorship from local based companies in the area I have grown up in, particularly where this has given me my first steps in entering the fashion industry, and my learning and understanding.&lt;/p&gt;

&lt;p&gt;&lt;br /&gt;
My graduate collection will be showcased in London at a catwalk event in June, which includes professionals from the field of fashion.  The sponsorship would help me succeed in the cost of fabrics and trimmings and production of garments. &lt;/p&gt;

&lt;p&gt;  52	CODE OF CONDUCT - DECLARATION OF INTERESTS.&lt;br /&gt;
  52.1	Cllr Sherris declared personal non prejudicial interests on item P&amp;R 9 a) planning, a member of Stockton Borough Councils Planning Committee.&lt;br /&gt;
  52.2   Cllr. Chatburn declared a personal and predjudical interest in item A6PR item 7 &lt;br /&gt;
            P40-11 Local Government Pension Scheme, as being a member of this scheme.&lt;/p&gt;

&lt;p&gt;  53		MATTERS ARISING FROM THE MINUTES OF THE PREVIOUS MEETINGS.&lt;br /&gt;
  53.1	Item 47.1  Yarm Show 29th August 2011.  The Clerk confirmed that she had &lt;br /&gt;
sent a letter of apology on behalf of the Council.&lt;br /&gt;
  53.2	Item A5PR.11.  The Clerk confirmed that the link on the Yarm Town Council &lt;br /&gt;
website 'stay in North Yorkshire moors' is now live.&lt;br /&gt;
  53.3	Item A5PL. 2.  Application no. 11/2444/FUL - 15/17 Thirsk Road Yarm.  The &lt;br /&gt;
erection of a dormer bungalow to the rear of a property.  The Clerk confirmed she &lt;br /&gt;
had written to Stockton BC planning department objecting on the grounds of &lt;br /&gt;
overdevelopment of the land.&lt;br /&gt;
 53.4	Item A5R.2.  The Leven Park proposals.  The Clerk confirmed that she had &lt;br /&gt;
written to Stockton BC to confirm that the council is still willing to donate £5,000 &lt;br /&gt;
towards the play equipment.&lt;/p&gt;

55.3	The report on the 2011 Annual Return for the year ending 31st March 2011 was approved.  Proposed by Cllr Webster and seconded by Cllr. Monck&lt;br /&gt;
55.4	The accounts for the Yarm Fellowship Hall for the year ending 31st July 2011were noted.&lt;br /&gt;
55.5		The date for a meeting to discuss the 2012/13 budget and precept requirement &lt;br /&gt;
		was agreed as Tuesday 22nd November 2011 at 6.30 p.m. in the Town Hall. &lt;/p&gt;

&lt;p&gt;56       CORRESPONDENCE&lt;br /&gt;
56.1    	The correspondence list for period ending 2nd November, 2011, was noted. &lt;br /&gt;
56.2    	An invitation to the Mayors Charity Dinner Dance February was noted. &lt;/p&gt;

57.1	There were no questions raised by members of the public.&lt;/p&gt;

1.		A community update from the local police was noted. &lt;br /&gt;
2.		The web statistic for October 2011 was noted.&lt;br /&gt;
3.		The amendments to the Standing Orders circulated prior to the next meeting, were discussed and agreed.&lt;br /&gt;
4.			P37-11 Response to the National Planning Policy Framework Consultation, was &lt;br /&gt;
			noted.&lt;br /&gt;
5.			P38-11  Response To The Localising Support For Council, was noted. &lt;br /&gt;
6.		   P39-11 Community infrastructure levy, was noted&lt;br /&gt;
7.			P40-11 Local Government Pension Scheme, was noted.&lt;br /&gt;
8.			P41-11 Neighbourhood Planning Regulations was noted.&lt;/p&gt;

&lt;p&gt;A6 PL   PLANNING&lt;br /&gt;
1  			 A report on planning based on information from the Principle Authority was &lt;br /&gt;
             noted.&lt;/p&gt;

&lt;p&gt;A6 C    CEMETERY &lt;br /&gt;
1          Cllr Mrs Simpson gave a brief report on the cemetery and informed Councillors&lt;br /&gt;
			that a meeting had been held with Memsafe to discuss memorial inspections &lt;br /&gt;
            and safety and the initial work is underway.  Discussions took place regarding &lt;br /&gt;
            the notices to the next of kin of the grave owners and the procedural systems for &lt;br /&gt;
		adopting Memsafe recommendations.&lt;/p&gt;

&lt;p&gt;A6 R   RECREATION&lt;br /&gt;
1.        No information was presented from the Recreation Committee&lt;/p&gt;

&lt;p&gt;A6 A    ALLOTMENTS&lt;br /&gt;
1	The current waiting list for allotments is 60 and there are two vacant plots which will be let this week.&lt;br /&gt;
2	The minutes of the allotments meeting held on Thursday 27th October 2011 at 2.00 p.m. were agreed as a true and accurate record.   &lt;br /&gt;
3	The Clerk has been instructed to place an order for welfare facilities at a cost of £1,000 as per previous meeting and a meeting with the Yarm and District Gardening Association.&lt;/p&gt;

&lt;p&gt;4	The Yarm and District Gardening Association have sourced a cheaper alternative for supplies for pest control. Discussions took place on storage and Health and safety issues.  It was agreed that an account will be opened with Farmways of Stokesley and that the vermin control substance be purchased at a cost of approx. £400 for five years supply. &lt;br /&gt;
5	A statement from the secretary of the Yarm and District Gardening Association regarding the income of £30,000 from the variation lease for Yarm Medical Centre was noted.  Cllr Mrs Simpson asked that it be minuted that the recent e-mail circulated by Cllr Hadlow regarding the income was disgusting and insulting to the allotment holders.  As a result of this discussion all councillors were asked for their views on how the income should be spent.  It was agreed that figures were needed before further considerations would be considered.&lt;/p&gt;

&lt;p&gt;Cllr. Neil left the meeting at 9.10 p.m.&lt;br /&gt;
Cllr. Chatburn left the meeting at 9.20 p.m.&lt;/p&gt;

&lt;p&gt;A6 H    HIGHWAYS AND TRANSPORT/ENVIRONMENT&lt;br /&gt;
	1.	There was nothing was reported.&lt;br /&gt;
2.	 It was agreed that a meeting should take place with officers from Stockton BC to &lt;br /&gt;
	 discuss the results of the consultation/market research into the car parking &lt;br /&gt;
        needs of Yarm, on Friday 25th November 2011 at 6.30 p.m. at the Education&lt;br /&gt;
	 Development Centre Norton.&lt;/p&gt;

&lt;p&gt;49      ARTICLES FOR WEBSITE&lt;br /&gt;
49.1   Members agreed to post the minutes of the Council meeting held on 11th&lt;br /&gt;
          October, 2011 on to the Gazette and Yarm Town Council's web sites.  &lt;/p&gt;

&lt;p&gt;50       TO RECEIVE ITEMS FOR INFORMATION AND CONSIDERATON FOR THE  &lt;br /&gt;

		59.1	The Weigh &amp; Tolls Committee accounts were presented and agreed with authorisation granted for an additional payments to:&lt;br /&gt;

			TESS  					Port-a-loo hire			£858.	&lt;br /&gt;
			Mr P Addison.				Bailiff duties.			£50.		&lt;br /&gt;
60	USE OF TOWN HALL AND HIGH STREET &lt;br /&gt;
	     60.1	A request from the Rotary Club of Thornaby &amp; Yarm for a Santa in the &lt;br /&gt;
		High Street on Saturday 17th December 2011 with all proceeds collected &lt;br /&gt;
		going to the National Society for the Prevention of Cruelty to Children was &lt;br /&gt;
		agreed.&lt;br /&gt;
		60.2	Street furniture requirements were discussed.  Resolved: Cllr Monck is to &lt;br /&gt;
			supply the Clerk with information from a Stockton BC consultation &lt;br /&gt;
			document for the Clerk to circulate.&lt;br /&gt;
		60.3	Cllr Monck informed the Council that the Civic Society plaque would need &lt;br /&gt;
			to be returned for presentation to this years winners.  He further informed &lt;br /&gt;
			the Council that the plaque will be offered to the Council for safe keeping &lt;br /&gt;
			next year when presentations to other parties will cease&lt;/p&gt;

&lt;p&gt; 61		 YARM FAIR&lt;br /&gt;
	 61.1 	The minutes of the previous meeting held on 25th Oct, 2011 were agreed as a true and accurate record with one additional point.  Cllr Chatburn requested letter drops to residents in Bridge Street and West Street informing residents of traffic management and road closure schedules.&lt;/p&gt;

&lt;p&gt;	  61.2	The employment of an events manager to oversee the strategic running&lt;br /&gt;
			of the 2012 Yarm fair was discussed and declined.  It was noted that				there is no direct contact with the travelling community although the				Senior H&amp;S representative for the Showmen's Guild could close down&lt;br /&gt;
			rides immediately if required to do so.  Resolved:  The Bailiff is to be the&lt;br /&gt;
			liaison officer with the travellers.  The main problem experienced this year &lt;br /&gt;
			was the horses in the crowd during the ridings.  The Bailiff should be able&lt;br /&gt;
			to resolve this problem next year.  The Clerk was instructed to produce a				hierarchy graph and job descriptions for the Bailiff and a job description&lt;br /&gt;
			for the Clerk during the week of the fair.  It was further agreed that a&lt;br /&gt;
			member of the travelling community should be invited to the ridings and				the luncheon.  It was noted that the Enforcement Officers vehicles in the &lt;br /&gt;
	   		High Street while the fair was arriving caused problems for the Showmen &lt;br /&gt;
			who were trying to site the rides.&lt;br /&gt;
	   61.3	It was agreed that the blessing of the fair will be moved to an earlier time&lt;br /&gt;
			of 10.30 a.m. in future years.&lt;br /&gt;
	   61.4	The the location of trees on the High Street and the mapping of fairground &lt;br /&gt;
            	rides for future years was deferred to another meeting.&lt;br /&gt;
	   61.5	The services of Thornberry catering for the 2012 Yarm Fair were agreed&lt;br /&gt;
			unanimously.  Proposed by Cllr. Monck and seconded by Cllr Webster. &lt;br /&gt;
			Speeches will take place after the main course and before the serving of &lt;br /&gt;
			the sweet.&lt;br /&gt;
	   61.6	It was brought to the attention of the Council and the Showmen's Guild &lt;br /&gt;
			that a report of an incident had been logged with the Clerk regarding an &lt;br /&gt;
			minor injury incurred on a Bouncy castle slide.  There was no report of the &lt;br /&gt;
			incident  in the First Aid Book. Cllr Wegg informed the Councilors that he &lt;br /&gt;
			had taken his grandchild on the same ride at approximately the same time &lt;br /&gt;
			and had found nothing un- towards. The report was forwarded to the &lt;br /&gt;
			Showmen's Guild who will investigate the incident and report back to the &lt;br /&gt;
			Council.&lt;br /&gt;
	   61.7	A letter form Stephanie Richardson regarding the Unfair funfair was &lt;br /&gt;
			noted.  A meeting was declined.  The Clerk is to inform Mrs. Richardson				of the decision.&lt;/p&gt;

&lt;p&gt;  62    FARMERS MARKET&lt;br /&gt;
	       62.1  	The discussion on the Farmers Market was deferred to the next meeting.&lt;/p&gt;

&lt;p&gt;  63    REMEMBRANCE SUNDAY SERVICE&lt;br /&gt;
	       63.1    	A change in the order of service as proposed by the church was noted.  &lt;br /&gt;
		Cllrs requested that they meet at the cenotaph at 10.45 and that the two&lt;br /&gt;
		minutes silence should be observed on the last stroke of 11.00 o'clock.&lt;/p&gt;

&lt;p&gt;&lt;br /&gt;
64      CHRISTMAS TREE LIGHTING EVENT.&lt;br /&gt;
	       64.1	Cllr Hadlow informed Councilors that a performance list had been agreed and a program was to be devised with confirmation of a program.  He further informed the Council that he had secured the services of a Santa and would order 3-4 buckets of lights.  The event will start at 5 p.m.&lt;/p&gt;

&lt;p&gt;65      THE QUEENS DIAMOND JUBILEE CELEBRATIONS&lt;br /&gt;
	        65.1 	Cllr Chatburn informed the Council that he had secured the services of the Steam boats to run from the main jetty.&lt;br /&gt;
	        65.2	It was agreed that a road closure would need to be in place from 9.00 a.m. to 9.00 p.m.  on Sunday 5th June 2012 at an approximate cost of £1500.  Clerk to arrange.&lt;/p&gt;

Darlington Building Society, the region's only local building society, has made a generous donation to the charity Bloodrun to help it despatch blood and other life saving equipment, out of hours, for the NHS across Teesside.&lt;/p&gt;

&lt;p&gt;The donation of £150 from the Society's Yarm-based branch will help to pay for fuel for one of the on-call motorcycles for a month.&lt;/p&gt;

&lt;p&gt;The branch decided upon the charity, which was established in October 2009, after employee, Kayleigh Turner, heard about it through her father who is an avid motorcyclist.&lt;/p&gt;

&lt;p&gt;Bloodrun, a Whiteknights registered charity, is a not-for-profit organisation funded solely by generous donations and money raised through various methods from sponsorship to charity events.&lt;/p&gt;

&lt;p&gt;Kayleigh Turner at Darlington Building Society's Yarm branch, said: "We are pleased to be supporting such a fantastic charity that benefits the local area and we are fully behind the project.&lt;/p&gt;

&lt;p&gt;"It is such a wonderful cause and we'd encourage as many people as possible make a donation to help keep it running."&lt;/p&gt;

&lt;p&gt;Mark Say, co-founder of Bloodrun, said: "We are extremely grateful for this generous donation from Darlington Building Society and it will be put to good use to pay to fuel one of our Bloodrun motorcycles.&lt;/p&gt;

&lt;p&gt;"Without the support from the local community, we would not be able to provide a much-needed service of delivery blood and vital items to hospitals within the Teesside area."&lt;/p&gt;

&lt;p&gt;Notes to editors: Darlington Building Society is dedicated to "Looking after local interests" and has been a community based and community focused organisation since it was formed over 150 years ago in 1856.&lt;/p&gt;

&lt;p&gt;44	CONFIRMATION OF WEIGH AND TOLLS COMMITTEE MINUTES&lt;br /&gt;
44.1	The minutes of the Weigh and Tolls Committee meeting held on the 13th September, 2011, were agreed as a true and accurate record. Proposed by Cllr Monck and seconded by Cllr Webster.&lt;/p&gt;

&lt;p&gt;45		ACCOUNTS &lt;br /&gt;
45.1   	The Yarm Town Council accounts were presented and agreed with authorisation granted for additional payments to:&lt;br /&gt;
E&amp;EPC 	printing charges 		£23.63&lt;br /&gt;
45.2	A revised date for the Finance Committee meeting was agreed as Tuesday 24th October 2011 at 7.00 p.m.&lt;/p&gt;

&lt;p&gt;45.3	The Clerk informed the Council that due to undisclosed circumstances Cllr. Hornby could not attend the Finance Committee meeting and had suggested that somebody takes his place as a representative for this committee.  Resolved:  Cllr. Chatburn will take the place of Cllr Hornby on the Finance committee.&lt;/p&gt;

&lt;p&gt;46       CORRESPONDENCE&lt;br /&gt;
46.1    	The correspondence list for period ending 3rd October, 2011., was noted. &lt;br /&gt;
46.2    	A request from the Friends of Tees Heritage Park for an annual donation to help support ongoing work was discussed.  Cllr Mrs Simpson left the room while this topic was discussed.  Resolved:  An annual donation of £100 will be made to the FTHT.  Proposed by Cllr Chatburn and seconded by Cllr. Wegg.  Mr Addison thanks the Council for the donation on behalf of the FTHT.  Cllr. Simpson was invited to rejoin the meeting&lt;/p&gt;

&lt;p&gt;47  	PUBLIC SESSION&lt;br /&gt;
47.1	A members of the public queried why when Cllr Johnson had not attended a presentation meeting to present the prize at the Yarm Show on 29th August 2011, no one had written to apologise to the Chairman.  The Council apologised on behalf of Cllr Johnson.  Resolved: The Clerk was instructed to write a letter of apology on behalf of the Council.&lt;/p&gt;

&lt;p&gt;A5 PR POLICY &amp; RESOURCES &lt;br /&gt;
1.A community update from the local police was noted. &lt;br /&gt;
2.The web statistic for September 2011 was noted.&lt;br /&gt;
3.The amendments to the Standing Orders are ongoing and draft copies will be circulated prior to the next meeting.&lt;br /&gt;
4.A schedule of meetings for committee meetings was discussed and agreed as being the third Tuesday of every month in the Town Hall at 7.00 p.m. and will be scheduled in order as according to the agenda &lt;br /&gt;
5.The protocol for reporting information from committee meetings to the full  &lt;br /&gt;
Council was discussed and agreed.  The Clerk reminded the Councillors that none of the committees have powers to act and all recommendations must come through the full council for approval.  She further reminded Cllrs that in her absence draft minutes should be sent to her as soon as possible after the meeting for inclusion and approval at the next available meeting.&lt;br /&gt;
6.The SHLAA 2011 draft assessment report was noted&lt;br /&gt;
7.L08-11 The future of standards of conduct of members of local authorities in England-update 2 was noted.&lt;br /&gt;
8.LTN38 Data Protection 2 was noted.&lt;br /&gt;
9.P32-11 LCR Open Public Services white paper response (2) was noted.&lt;br /&gt;
10.L09-11 The code of recommended practice for local authorities on data transparency (2) was noted.&lt;br /&gt;
11.The link on the Yarm Town Council website with the stay in North Yorkshire Moors was approved.  Resolved:  The Clerk was instructed to inform CP Computing to make the link live with immediate effect.&lt;/p&gt;

&lt;p&gt;12.   Cllr Wegg left the room while Councillors discussed the use of income of £30,000 from the variation lease for Yarm Medical Centre. Cllr Hadlow informed the Council that he had approached Merritt solicitors for advice and felt the Council was at liberty to spend the income any way they seen fit but suggested it be spent proportionally towards the needs of the allotment holders and the needs of the residents.  Cllr Hadlow further informed the Council that he had received a letter from the Yarm and District Garden Association quoting Section 32(2) Small Holdings and Allotment Act 1908 which requires all proceeds to be used for the allotment's benefit.  Cllr. Sherris queried whether or not Cllr Hadlow had approached the District Valuer or any professional associations for advice. Cllr Hadlow confirmed he had sought independent advice only from Merritt Solicitors.  Resolved:  The Chairman agreed that he would seek advice from the District Valuer regarding the income and report back to the next meeting. Cllr.Wegg was invited to rejoin the meeting.&lt;/p&gt;

&lt;p&gt;A5 PL   PLANNING&lt;br /&gt;
1  	A report on planning based on information from the Principle Authority was noted. Cllr Sherris remained in the meeting while this item was presented but did not participate in any decision making.&lt;br /&gt;
2	Cllrs discussed application no 11/2444/FUL.15/17 Thirsk Road Yarm. The erection of a dormer Bungalow to the rear of a property.  The Clerk was advised to write to the planning department objecting to this application on the grounds of overdevelopment of the land.&lt;br /&gt;
3.	Cllrs discussed application no 11/2440/REV. 6 Spitalfields Yarm. The council queried what aspect of the planning was being considered in retrospect and considered it to be wholly inappropriate to grant planning consent in retrospect. Cllr Chatburn volunteered to write to Stockton BC planning department expressing concerns about retrospective planning applications.&lt;/p&gt;

&lt;p&gt;A5 C     CEMETERY &lt;br /&gt;
1         Cllr Mrs Simpson gave a brief report on the cemetery and informed Councillors&lt;br /&gt;
that a meeting had been arranged with Memsafe to discuss memorial inspections and safety.  The estimated cost will be £1,500 initially and memsafe will advise the cost and depth of the work to be carried out.  All work will be carried out on a cyclical basis by competent registered people and a full programme of work will be discussed. &lt;p&gt;A5 R   RECREATION&lt;br /&gt;
1.        No information was presented from the Recreation Committee&lt;br /&gt;
2.        The Leven Park proposals are ongoing and work is to be completed in the near &lt;br /&gt;
future.  Stockton BC have requested confirmation that the Town Council is still willing to donate £5,000 towards the play equipment. Resolved:  The Clerk is to write to Stockton BC to confirm that the money towards this scheme is still available.&lt;/p&gt;

&lt;p&gt;A5 A    ALLOTMENTS&lt;br /&gt;
1	The current waiting list for allotments is 63.&lt;br /&gt;
2	A revised date for the allotments meeting was agreed as Thursday 27th October 2011 at 2.00 p.m.  in the allotment hut.&lt;br /&gt;
3	A transfer of tenancy from plot W33 to plot W18 was noted.&lt;br /&gt;
4	The annual contract for pest control at a cost of £405.50 was discussed.  It was agreed that the contract would continue subject to the Yarm &amp; District Gardening Association being unable to secure the necessary equipment for a lower price.  &lt;br /&gt;
5	Cllr Wegg informed the Council that repairs to the cemetery wall had now been completed.&lt;/p&gt;

&lt;p&gt;A5 H    HIGHWAYS AND TRANSPORT/ENVIRONMENT&lt;br /&gt;
	1.	There was nothing was reported.&lt;br /&gt;
2.	A date of Monday 17th October 2011 at 6.30 p.m. to meet with officers from &lt;br /&gt;
Stockton Borough Council to discuss the results of the consultation/market research into the car parking needs of Yarm was agreed.  The Clerk informed the Council that the location has not yet been agreed and that she would inform the Councillors by e-mail as soon as the location has been confirmed.&lt;br /&gt;
	3.	Cllr Monck raised concerns about the lighting on the Yarm Bridge as there are open panels and panels which have been temporarily repaired but not to an&lt;br /&gt;
		acceptable standard.  This issue will be raised with Stockton BC by the Cllr Chatburn.&lt;/p&gt;

&lt;p&gt;48      ARTICLES FOR WEBSITE&lt;br /&gt;
48.1   Members agreed to post the minutes of the Council meeting held on 13th&lt;br /&gt;
         September, 2011 on to the Gazette and Yarm Town Council's web sites.  &lt;/p&gt;

&lt;p&gt;43.1	The minutes of the previous meeting held on 13th Sept, 2011 were agreed as a true and accurate record.&lt;/p&gt;

&lt;p&gt;44	CODE OF CONDUCT - DECLARATION OF INTERESTS.&lt;/p&gt;

&lt;p&gt;44.1	No declaration of interest was declared.&lt;/p&gt;

&lt;p&gt;45	MATTERS ARISING&lt;/p&gt;

&lt;p&gt;45.1     Item 37.1 to item 38.1.  Yarm Fair.  The Clerk informed the Council that all instructions to proceed have been initiated. &lt;/p&gt;

&lt;p&gt;46	ACCOUNTS&lt;/p&gt;

&lt;p&gt;46.1	The Weigh &amp; Tolls Committee accounts were presented and agreed with authorisation granted for an additional payment to Medics UK for £213.38 for First Aid provision for the Yarm gala. &lt;/p&gt;

&lt;p&gt;47	USE OF TOWN HALL AND HIGH STREET &lt;/p&gt;

&lt;p&gt;47.1	The planning consent for the Town Hall Boards for a three year period was noted.&lt;/p&gt;

&lt;p&gt;48	 	THE 2011 YARM GALA&lt;/p&gt;

&lt;p&gt;48.1     The budget of income and expenditure from the 2011 Yarm was   &lt;br /&gt;
            discussed and noted.&lt;/p&gt;

&lt;p&gt;49		 THE 2011 YARM FAIR&lt;/p&gt;

&lt;p&gt;49.1 	The Guest speakers for the ridings of the fair were agreed.  &lt;/p&gt;

&lt;p&gt;RESOLVED:  Cllr Hadlow and Cllr Monck will carry out the speeches. &lt;br /&gt;
The Clerk informed the Council that she has received an apology from the Mayors Office.  The Mayor is unable to stay for the full day's events due to other commitments and will be leaving at 12.15 p.m. after the Ridings.&lt;/p&gt;

&lt;p&gt;49.2	The Horn Blower for the 2011 Yarm Fair was confirmed as Mr Richard Kitson.  The Council expressed their thanks for his commitment and thanks to the Evening Gazette for the article posted relating to this matter.&lt;/p&gt;

&lt;p&gt;49.3	The traffic management and marshalling manual for Yarm Fair was approved by the Council.&lt;/p&gt;

&lt;p&gt;49.4	A date for a debriefing meeting of the 2011 Yarm Fair was agreed as Tuesday October 25th 2011at 6.30 p.m. in the Yarm Town Hall.&lt;/p&gt;

&lt;p&gt;49.5	Cllr Chatburn volunteered to assist the Clerk with setting up the Fellowship Hall on Friday 21st October at 5 p.m.in readiness for the luncheon which follows the Ridings of the Fair. &lt;/p&gt;

&lt;p&gt;50    FARMERS MARKET&lt;br /&gt;
50.1  	Mr Smith discussed the Farmers Market which will take place on the 2nd Sunday of each month from 8.00 a.m. to 3.00 p.m.   The Farmers Market traders have agreed to move the times of the market on Sunday 11th December 2011 to coincide with the Lighting of the Christmas tree	event. The Farmers Market has been well received.  Mr Smith gave the Clerk a cheque for £660 for income from the Farmers Market for the period June 2011 to August 2011 inclusive.&lt;/p&gt;

&lt;p&gt;51    REMEMBRANCE SUNDAY SERVICE&lt;/p&gt;

&lt;p&gt;51.1    	The Clerk informed the Council that there will be adjustments to this years&lt;br /&gt;
service to comply with the recommended timings and delivery.  She further confirmed that Tees Valley Music Services will deliver the music for the service and will contact Mr Reay regarding the PA system.  Rev Peters, Elliott and the Arch Deacon will perform this year's service.  The Clerk thanked Cllr Monck for the information regarding the War dead and will update the roll of honour to reflect any changes.  Cllrs Monck and Chatburn volunteered to assist with the setting up of the PA system.&lt;/p&gt;

&lt;p&gt;52      CHRISTMAS TREE LIGHTING EVENT.&lt;/p&gt;

&lt;p&gt;52.1	Mr Smith informed the council of the proposed arrangements which were discussed at the Recreation Committee meeting.  He further informed the Council that Sandra Rose florists will hold a winter wonderland event which she will coincide with the Councils tree lighting event.  It was indicated that Sandra Rosee would be happy to have a Santa in the winter wonderland display and discussions took place over arrangements for a grotto and a suitable CRB checked person to take on the role of Santa.&lt;/p&gt;

&lt;p&gt;52.2	Cllr Houchen informed the Council that he had approached Stockton BC for additional Christmas lighting.  Stockton BC were unable to comply with this request.  Cllr Houchen asked the Council to consider a budget for Christmas lights which could bring improvements on a yearly basis.  Resolved:  £1500 to be put into a budget for Christmas lighting.  This will be made up of income from the Farmers Market, £300 from the allocated budget and £500 from reserves.  Proposed by Cllr Monck and seconded by Cllr. Chatburn&lt;/p&gt;

&lt;p&gt;52.3	It was confirmed that the lighting of the Christmas tree will take place on Sunday 11th December 2011 at 5.30 p.m.&lt;/p&gt;

&lt;p&gt;53      THE QUEENS DIAMOND JUBILEE CELEBRATIONS&lt;/p&gt;

&lt;p&gt;53.1 	The Chairman informed Councillors that plans had been discussed at the&lt;br /&gt;
Recreation Committee meeting to merge activities with the Yarm Gala to produce a programme of events for the Queens Jubilee.  It is suggested that there will be activities for adults on the Monday evening, followed by a full family day on the Tuesday.  Information will be presented via minutes at the next Council meeting.  The Council noted the programme of events from the Silver Jubilee Celebration of 1977 and thanked Mrs Richardson for her input. &lt;/p&gt;

&lt;p&gt;&lt;br /&gt;
