16.1	The minutes of the previous meeting held on 13th May 2014 were agreed <br />
	as a true and accurate record.  Proposed by Cllr Simpson and seconded by Cllr<br />

17.1	There were no matters arising.</p>

<p>18	FINANCE<br />
18.1	The Weigh & Tolls Committee accounts were presented and agreed.</p>

<p>19		USE OF TOWN HALL AND HIGH STREET<br />
19.1 	A request from the Yarm 1914 Group to use the Town Hall on Wednesday 11th  <br />
		June2014, at 7.00pm was agreed.<br />
19.2	A request from The Grammar School Trust to use the Town Hall on Monday 7th July at 7.00 pm was agreed.</p>

<p>20         FARMERS MARKET<br />
20.1       The Farmers Market is progressing well with 16 stalls attending in May.</p>

<p>21		YARM GALA<br />
21.1    	The Chairman gave an update on the planning of the Yarm Gala</p>

<p>22.		WW1 CENTENARY EVENTS<br />
22.1	The Chairman gave an update on the WWI centenary event planning.</p>

<p>23		CHRISTMAS PLANNING<br />
23.1	A proposal received from Mr Mortimer suggesting a Victorian Christmas event <br />
		was discussed.  Cllr Meakin volunteered to participate in the working party for the <br />
		event.  Mr Mortimer will keep the Town Council informed of progress.</p>

<p>13 members of the public attended the meeting.</p>

<p>13	APOLOGIES FOR ABSENCE.<br />
13.1	Apologies for absence were received from: <br />

<p>14	CODE OF CONDUCT - DECLARATION OF INTERESTS- REQUESTS FOR DISPENSATION<br />
14.1	Cllr Sherris declared a personal, non-prejudicial interest on item P&R planning, as a member of Stockton Borough Councils Planning Committee.  With regards to planning applications Cllr Sherris expressed initial views based only on the information available at the time and reserved the right to reconsider the matter at the time of the planning authorities determination and, if appropriate, to take a different view based on all the information then being available.<br />
		Cllr Monck declared a personal non prejudicial interest on the Fellowship Hall.<br />
		Cllr Wilkinson declared a personal non prejudicial interest on planning items 8 and 9.<br />
14.2	No requests for dispensation were received.<br />
14.3	Councillors were reminded of their responsibility to complete and declare the required paperwork on declaration of Interest and dispensations. Noted.</p>

<p>15.	MINUTES OF PREVIOUS MEETINGS<br />
15.1 		The minutes of the previous meeting were agreed as a true and accurate record with the following changes Page 4 Item A1A Allotments 1' Cllr Monck was accompanied by Cllr Simpson and allotment men'.  Amended to read 'Cllr Wegg was accompanied by Cllr Simpson and allotment men'.  Proposed by Cllr Judge seconded by Cllr Simpson.<br />
15.2		The minutes of the Annual General Meeting held on the 13th May 2014 were	agreed as a true and accurate record.<br />
15.3		The minutes of the recreation meeting held on the 14th of May 2014 were agreed<br />
			as a true and accurate record.</p>

<p>16     	MATTERS ARISING FROM THE MINUTES OF THE PREVIOUS MEETINGS.<br />
16.1    Page 2 item 8.2.  The response to the Seven Oakes query was read aloud by the <br />
		  Chairman.<br />
16.2	  Councillor Ward surgeries were discussed.  Agreed that the Councillor Ward Surgeries will be held at the same time and location as the Ward Councillor Surgeries.  Cllr Kenefec will trial them for three month and feedback the response to Yarm Town Council. Resolved.  Clerk to advertise on the web site.<br />
16.3		The Parish Poll results were noted.  After discussions it was agreed that the Clerk will organise a meeting between the leader of Stockton Borough Council and the Chairman to discuss the next steps.</p>

<p>16.4		Councillor Houchen proposed that a vote be taken to establish whether or not Yarm Town Council is to support the outcome of the Parish Poll.  The proposal was seconded by Cllr Kenefec.  A Vote was taken with the following results 7 in favour of support.  2 against support and 2 abstentions'.  Resolved.  The Clerk to write to Stockton BC informing them of the councils support for the outcome of the Parish Poll.</p>

<p>17.1   CONFIRMATION OF WEIGH AND TOLLS COMMITTEE MINUTES<br />
17.1  	The minutes of the Weigh and Tolls Committee meeting held on the 13th May 2014 were agreed as a true and accurate record.</p>

<p>18	ACCOUNTS <br />
18.1  	The Yarm Town Council accounts were presented and agreed with authorisation<br />
         	granted for additional payments to:<br />

Symbol Signs	£120.00	Gala Banners<br />
Viking Productions Ltd	£3360.00	Staged entertainment<br />
Colin Leighton Landscapes	£1,100.91	Open spaces contract in May<br />
18.2	  The Finance Officer presented the Annual Return Section 1 and 2.  Section 2 <br />
		asked nine questions which were answered by Councillor's.  The Annual Return <br />
	for the accounts for the year ending 31st March 2014 was approved unanimously.<br />
18.3	  Councillors formerly thanked Mr Addison for all of his hard work and commitment in preparing the return and for his financial advice throughout the year.</p>

<p>19	CORRESPONDENCE<br />
19.1	The correspondence list for period ending 29th May, 2014 was noted. <br />
19.2     Cllr Monck read aloud additional correspondence.  Noted.<br />
19.3	Permission was granted to the Community Orchard Group to hold a bonfire on Snaiths Field.<br />
19.4	It was agreed that the Chairman would attend the Yarm Show to present prizes on the 25th August 2014.  Clerk to Confirm.<br />
19.5	Cllr Wilkinson expressed a wish to attend a training event on planning.  Agreed.  Clerk to organise. </p>

<p>Cllr Wilkinson left the meeting at 20.03.</p>

<p>20		PUBLIC SESSION<br />
20.1	A Member of the public queried the long stay car parking plans.<br />
Cllr Wilkinson re-joined the meeting at 20.06<br />
20.2	The ex-chairman requested that his honorarium from the previous year be paid to those who helped clear the flower beds on the riverside.  Agreed.    The Clerk is to await names and addresses of where the cheque is to be sent.  To be supplied by the ex-chairman.<br />
20.3	A member of the public stated that Yarm Town Council should contact the Boundary Commission and request that Yarm is put into Yorkshire or Hambleton.  Noted.<br />
20.4	The replacement of bollards on Spitalfields near Yarm Primary school was noted.</p>

<p>20.5	A member of the public queried where the cost of the referendum would come from.  Agreed.  The Finance Officer will report this back to the Finance Committee.<br />
20.6	Concerns about the right of way and the layout of the cycle path at Lingfield Rd were discussed.  Agreed. Cllr Sherris will follow this up.  Clerk to write to Stockton BC.<br />
20.7	A member of the public queried how people who could not attend ward surgeries<br />
and did not have access to the internet or a telephone could contact the Council.  <br />
Resolved.  The Ratepayers representative will put comment boxes into appropriate venues and the Clerk will collect the comments and forward them to Cllrs as necessary.<br />
 <br />
A2      PR POLICY & RESOURCES <br />
1)	A community update from the local police. Noted.<br />
2)	To receive an update from Cleveland Police. Noted.<br />
3)	The web statistic, May 2014.  Noted.<br />
4)	To receive an update on the Community Orchard. Noted.<br />
5)	LTN 64 Updates Tombstones and memorials. Noted.<br />
6)	LTN-76 Energy Performance Requirements Revised May 2014. Noted.<br />
7)	The revised estimate for repairs to the Fellowship Hall Roof was discussed and noted.  Resolved.  £1,400 of the £1,800 increase will be paid for by the Fellowship Hall Committee and the Town Council will fund the remaining £400.  Proposed Cllr Simpson and seconded by Cllr Kenefec.</p>

<p>A2 PL   PLANNING<br />
1	 A report on planning based on information from the Principle Authority was discussed and noted.<br />
2	 The Clerk was instructed to support planning application:<br />

14/0961/FUL	Increases safety for pupils.  A one way system will increases traffic flow along Spital Bank and the High Street and alleviate problems on the junction of Bentley Wynd.  <br />

<p>A2 C CEMETERY <br />
1	  Cllr. Simpson gave an update on the Yarm Cemetery.  Difficulties have been experienced in the grass cutting schedule due to inclement weather and three graves are causing concern and are to be monitored.  <br />
2	   No progress has been made to date on the Cemetery Extension.  Agreed. Cllr Simpson to follow this up.</p>

<p>A2R   RECREATION<br />
1.	The playground inspection reports were noted.  </p>

<p>2.	The repair costs of approximately £1,000 to the vandalised equipment in the paly area were approved.  It was suggested that a letter be sent to local schools with a possible press release to raise awareness of the problem.  Cllr Judge will draft a letter to circulate.<br />
3.	The date of the Recreation meeting was AGREED as Wednesday 11th June 2014 at 6.00.</p>

<p>A2A    ALLOTMENTS<br />
1.	A further three letters are to be sent to allotment holders requesting that the allotments are brought up to a satisfactory standard.<br />
2.	A thanks you letter following school visits to the allotments from Barleyfields School, Ingleby Barwick was noted.<br />
3.	 Two allotments have been re-let to new tenants.</p>

<p>Cllr Wilkinson left the meeting at 20.42</p>

<p>A2H    HIGHWAYS AND TRANSPORT/ENVIRONMENT   <br />
1	The Saltergill Road, road closure was noted.</p>

<p>21     ARTICLES FOR WEBSITE<br />
21.1  Members agreed to post the minutes of the Council meeting held on 13th <br />
          May, 2014, on to the Gazette and Yarm Town Council's web sites. </p>

<p>22     TO RECEIVE ITEMS FOR INFORMATION AND CONSIDERATION FOR THE  <br />
         NEXT AGENDA<br />

<p>2	YARM GALA<br />
1	The Clerk gave an update on the progress of the Gala.<br />
2	H Owens informed the meeting that the School choir was now in place.<br />
3	The schools are working on the bunting.  Mrs Owens presented the bunting from Layfield School to the meeting.  The Clerk will organise collection of bunting from other primary schools.<br />
4	The Clerk informed the meeting that parking permits for the Steam Train operatives were available.<br />
5	Stewards for the event were agreed.<br />
6	High Visibility Vests and gloves will be purchased for the event.</p>

<p>3. THE VICTORIAN CHRISTMAS PROPOSALS<br />
The Victorian Christmas proposals suggested by Mr Mortimer were discussed.  Cllr Meakin has joined the working part and Cllr Wegg will organise mince pies.<br />
4.  PROGRESS OF THE 1914 EVENT.<br />
Cllr Monck gave an update on the progress of the 1914 event. </p>

Seven members of the public attended the meeting.</p>

<p>ELECTION OF CHAIRMAN<br />
Two names for Chairman were proposed.  Cllr Kenefec was proposed by Cllr Meakin and seconded by Cllr<br />
Wilkinson. Cllr Monck was proposed by Cllr Judge and seconded by Cllr Wegg.  A vote took place.  Cllrs:<br />
Meakin, Houchen and Wilkinson voted in favour of Cllr. Kenefec  Cllrs. Judge, Sherris, Simpson, Webster and<br />
Wegg voted in favour of Cllr. Monck.  Resolved: Cllr. Monck to be Chairman for the year and remained in the<br />
Chair.</p>

Two names for Vice-Chairman were proposed.  Cllr. Simpson was proposed by Cllr Monck.  This was seconded<br />

Cllrs: Meakin, Houchen and Wilkinson voted in favour of Cllr. Kenefec.  Cllrs. Judge, Monck, Sherris, Webster<br />
and Wegg voted in favour of Cllr. Simpson.  Resolved: Cllr. Simpson to be Vice-Chairman for the year.</p>

<p>1	CODE OF CONDUCT-DECLARATION OF INTERESTS<br />
a)	No requests for dispensation were received.</p>

<p>2	YARM GALA<br />
3	The Clerk gave an update on the progress of the Gala.<br />
4	Stockton BC has agreed to clear the Jetty area and the riverside footpath as a gesture of good will for Cllr Sherris.<br />
5	Yarm Primary School has agreed to the use of the School Car Park for the Gala.<br />
6	H Owens informed the meeting that Viking had not yet been in touch with the primary schools to discuss the arrangements.  The Key contact being Gavin Stone from Yarm School.  The Clerk is to chase this up. <br />
7	The schools are working on the bunting.  To be delivered prior to the event.<br />
8	Volunteers to put out and remove barriers were agreed.  Cllr Wilkinson is available Sunday only.  Cllrs Meakin, Kenefec, Sherris, Wegg and Chatburn are available on both days.  Mr Burns will take charge of the jetty area.<br />
9	There are currently 9 stalls for the Charity Fair.</p>

<p>3. HIGH STREET FLOWERS<br />
Discussions took place about the flowers on the High Street.  A local resident had commented how poor the displays have been compared to Stockton and new Cllrs queried why Yarm had not been given the same investment in flowers as other High Streets.  It was explained that the Yarm in bloom budget had been reduced and in previous years the floral displays had been funded from the Ward Councillors budget.  Once the Public Realm work is completed the lampposts will have the facility to add hanging baskets, this will not address the issue of planting and watering.  Cllr Kenefec suggested traders sponsor flowers and he will discuss this with the traders.  Cllr Sherris will discuss with other Ward Cllrs the prospect of funding from the Ward budget.<br />
4. THE VICTORIAN CHRISTMAS PROPOSALS<br />
The Victorian Christmas proposals suggested by Mr Mortimer were discussed.  The Clerk is to circulate the proposals to the new Cllrs.  Costs will need to be met by the traders and not the Council. Mr Mortimer is to be invited to the next meeting to discuss the proposals.<br />

Cllr Monck gave an update on the progress of the 1914 event.<br />

<p>1	CLEVELAND POLICE AUTHORITY UPDATE ON POLICING<br />
1.1	Barry Coppinger joined the meeting and apologised for not being able to attend the earlier meeting.  It was confirmed that Insp. Birkett had given an update on the local policing and beat surgeries.  Cllr Houchen asked for confirmation of the notice to quit the lease.  Mr Coppinger will provide the information for the next meeting.  Mr Coppinger further confirmed that he would be happy to attend meetings in the future and the 1914 meetings.  Mr Coppinger and Insp. Birkett left the meeting at 7.20 pm.</p>

<p>2	APOLOGIES FOR ABSENCE.<br />
2.1	Apologies for absence were received from Cllr Neil <br />
2.2	The Chairman welcomed the new Councillors to the meeting.</p>

<p>3	CODE OF CONDUCT - DECLARATION OF INTERESTS- REQUESTS FOR DISPENSATION<br />
3.1	Cllr Sherris declared a personal, non-prejudicial interest on item P&R planning, as members of Stockton Borough Councils Planning Committee.  With regards to planning applications Cllr Sherris expressed initial views based only on the information available at the time and reserved the right to reconsider the matter at the time of the planning authorities determination and, if appropriate, to take a different view based on all the information then being available.<br />
3.2	No requests for dispensation were received.<br />
3.3	Councillors were reminded of their responsibility to complete and declare the required paperwork on declaration of Interest and dispensations. Noted.</p>

<p>4.	MINUTES OF PREVIOUS MEETINGS<br />
4.1 	The minutes of the previous meeting were agreed as a true and accurate record.  Proposed by Cllr Judge seconded by Cllr Simpson.<br />
4.2	The minutes of the Parish Assembly meeting held on 22nd April 2014 were   <br />
	agreed as a true and accurate record.<br />

<p>5     	MATTERS ARISING FROM THE MINUTES OF THE PREVIOUS MEETINGS.<br />
5.1   	  item 1.22.2  Discussions on progress of the Long Stay Car Park took place.  <br />
		  On-going.<br />
5.2  	The Clerk confirmed that Parish Poll will take place on Tuesday 27th May. The <br />
		hours of poll will be from 4.00pm to 9.00pm.  The amended cost will be £4,000.<br />
5.3		Item 132.4  Concerns about light pollution from the proposed installation of lights <br />
       on the High Street. The Clerk confirmed that she had not received any <br />
		complaints about light pollution. Noted.</p>

8.3	A request for a Civic award was discussed.  Resolved.  The Clerk was instructed to forward the request to Stockton BC for consideration for the Mayors Civic Award.<br />

<p>9		PUBLIC SESSION<br />
9.1	A Member of the public queried why the Town Council had not waivered Standing Order 29 referring to Tenders and Contracts over £4,000 but had agreed to a five year contract with the insurance company.  Deferred to P&R<br />
9.2	A member of the public queried the number of parking bays available pre and <br />
post introduction to Pay & Display  Resolved.  The Clerk will contact Stockton BC <br />
for the figures.<br />
9.3	A member of the public questioned Yarm Town Councils opinion on a local <br />
referendum named Yarm into Yorkshire. Any opinions expressed by Councillors <br />
are their personal opinions. Yarm Town Council did not vote to support or object <br />
to the question raised for the referendum.  The only person who could talk on <br />
behalf of the Town Council is the Chairman. Noted. </p>

<p>9.4	A member of the public queried when Yarm Town Council would publicise the <br />
Parish Poll onto their website.  The Clerk confirmed that the notice of a Parish Poll would be displayed as soon as it is received from Stockton BC. Noted.<br />
9.5	A member of the public queried when Yarm Town Council would be claiming off <br />
the insurance against the Judicial Review.  It had been agreed at a previous <br />
meeting that all avenues had been explored and that this matter was now closed.<br />
9.6	A member of the public queried what Yarm Town Council's policy is on smoking <br />
electronic cigarettes in a public building.  Noted.  There is currently no policy <br />
adopted on smoking electronic cigarettes in a public building.  The Clerk was instructed to draft a policy for consideration and as an agenda item for a future meeting.<br />

A1      PR POLICY & RESOURCES <br />
1)	Following a member of the public's query during the Public Session as to why the Town Council had not waivered Standing Order 29 referring to Tenders and Contracts the Clerk explained that the annual commitment was less than £4,000 per annum.  After debate Cllrs proposed that Standing Order 29 be waived and a vote taken on the insurance quote presented.  Councillors agreed unanimously to a five year term with Zurich Municipal at a cost of £3841.66 per year.  Proposed by Cllr Judge and seconded by Cllr Meakin<br />

4)	The Community Orchard is progressing well and dates to involve schools and media in final publicity is to be agreed.<br />

7)	FO6-14 New employment allowances was noted. <br />

<p>A1 PL   PLANNING<br />
1	 A report on planning based on information from the Principle Authority was discussed and Noted.<br />
2	 The Clerk was instructed to support planning application:<br />

14/0961/FUL	Increases safety for pupils.  A one way system will increases traffic flow along Spital Bank and the High Street and alleviate problems on the junction of Bentley Wynd.  <br />
3	Application no 14/0335/FUL was discussed.  Cllr Simpson objected on the grounds of the extension being out of keeping with the area and asked it be noted that she supports the local residents in that area. Cllr Simpson felt that other Cllrs should have an opinion on the application and should not avoid expressing their views based on who lived in the property. Encroachment on Cemetery land was also discussed.  Cllr Monck will provide the Clerk with a definitive map of the Cemetery boundary for circulation to Councillors.  Noted</p>

<p>A1 C CEMETERY <br />
1	  Cllr. Simpson gave an update on the Yarm Cemetery.<br />
2	  The fencing to the Boundary of Yarm Cemetery was discussed.  </p>

<p>     3.    Cllr Sherris informed the meeting that the gutters around the Chapel are in need <br />
				of repair.  Resolved.  The Clerk is to seek quotes for the repairs. <br />
	  4.		Cllr Wegg queried whether or not the work on the Cemetery carried out by the <br />
				YDGA should continue into the new year.  Resolved:  It was agreed <br />
				unanimously that the work should continue and the YDGA were thanked for their <br />
			hard work.</p>

<p>A1R   RECREATION<br />
1.	The playground inspection reports were noted.  <br />
2.	Cllr Sherris informed the meeting that work was being carried out by Stockton BC to repair the roof of the slide<br />
3.	A member of the public has raised concerns over the flowers in the High Street.  Resolved.  This will become an agenda item for the Recreation meeting.<br />
4.	The date of the Recreation meeting was AGREED as Wednesday 14th May 2014 at 6.00 pm.</p>

<p>A1A    ALLOTMENTS<br />
1.	The allotment walk took place on Monday 14th April 2014 at 2.00 pm.  Cllr Monck was accompanied by Cllr Simpson and allotment men.  Apologies were received from Cllr Webster.  As a result of the walk letters were sent out and two allotments were given up.  One allotment has been re-let and one is on the process of a re-let.<br />
2.	40-50 pupils from Barleyfields School, Ingleby Barwick visited the allotment site.  The day was a great success a further visit is planned for the next week.<br />
3.	 There are 24 names on the waiting list for an allotment plot.<br />
4.	Cllr Wilkinson queried the process of getting an allotment and Cllr Wegg clarified the position.</p>

<p>A1H    HIGHWAYS AND TRANSPORT/ENVIRONMENT   <br />
1	Cllr Sherris confirmed that the Hogweed has now been sprayed. </p>

<p>1	APOLOGIES FOR ABSENCE.<br />

<p>2	CODE OF CONDUCT - DECLARATION OF INTERESTS- REQUESTS FOR DISPENSATION<br />
2.1	No declaration of Interests was received. <br />
2.2	No requests for dispensation were received.</p>

<p>3		CLEVELAND POLICE AUTHORITY UPDATE ON POLICING<br />
3.1	An update on Neighbourhood Policing was given by PC Birkett<br />
3.2	Inspector Birkett confirmed that the Yarm Police Station would be closing and the lease on the property would not be renewed in October.  The building would be made available if required to the Town Council or Community Groups when it is available and up to October 2014.  <br />
3.3	Police Liaison Ward Surgeries will be held in Yarm Library weekly on Tuesdays from 2pm and monthly at the Meadowings Community Centre.  Feedback would be given to Yarm Town Council.<br />
3.4	Cllr Wilkinson suggested Council surgeries should also be considered.  This was discussed.  Resolved:  This will become an agenda item for the next meeting.<br />
3.5	Cllr Houchen raised concerns over consultation periods and informing the members of the public about the proposed closure of Yarm Police Station.<br />
3.6	Cllr Wegg raised a concern about youths on the allotments and different officers attending without results.  PC Beckett will review his concerns. <br />
3.7	Mrs Jones requested a card or letter of thanks be sent to PC Pickering for his years of service to Yarm.  Agreed.  The Clerk to send a card</p>

<p>4		MINUTES<br />
4.1	The minutes of the previous meeting held on 8th April,  2014 were agreed <br />
	as a true and accurate record.  Proposed by Cllr Simpson and seconded by Cllr<br />
	Wegg.</p>

<p>5		MATTERS ARISING<br />
5.1		Item number 89.1    Cllr Webster requested a comparative graph of attendance of <br />
		stalls at the Farmers Market.</p>

<p>6		FINANCE<br />
6.1	The Weigh & Tolls Committee accounts were presented and agreed.</p>

<p>7		USE OF TOWN HALL AND HIGH STREET<br />
7.1 	A request from the Yarm 1914 Group to use the Town Hall on Wednesday 9th  <br />
		April 2014, and 28th May 2014, at 7.00pm was agreed.<br />
7.2	A  request from the College for International Co-operation and Development for a clothes bank on Yarm High Street was declined.<br />
7.3	The retraction of the Stockton Town Pastors use of the Town Hall due to them obtaining a mobile unit was noted.<br />
7.4	The sudden death of Mr Chapman, handy man for Yarm Town Council was noted.  Councillors expressed their condolences to his family and friends.<br />
7.5	The appointment of Mr T Reay carrying out the flag flying duties on behalf of Yarm Town Council was Agreed.</p>

<p>8          FARMERS MARKET<br />
8.1       The Farmers Market is progressing well with 20 stalls attending in April.</p>

<p>9		YARM GALA<br />
9.1    	The Chairman gave an update on the planning of the Yarm Gala<br />
9.2 		It was agreed that Cllr Wegg, Sherris, Judge, Kenefec, Meakin. Wilkinson,  <br />
		Chatburn and Mrs Jones will assist with putting barriers out on the afternoon of <br />
		Saturday 14th of June and removing them on the evening of Sunday 15th of <br />
		June 2014 for the Yarm Gala. </p>

<p>10.		WW1 CENTENARY EVENTS<br />
10.1	The Chairman gave an update on the WWI centenary event planning.</p>

<p>11		CHRISTMAS PLANNING<br />
11.1	A proposal received from Mr Mortimer suggesting a Victorian Christmas event <br />
		was discussed.  Resolved.  The Clerk to invite Mr Mortimer to a Recreation <br />
		meeting to discuss the proposals further.</p>
