Robert Mann and possible Un-American Activity

During the course of research into the activities and business practices of Robert S. Mann, "Director of Global Operations" of Worldwide Intelligence Network - an investigations agency in Los Angeles, California, information was uncovered that is both revealing and surprising. However, it was not until now that treasonous could be added to the list of adjectives used to describe Mr. Mann. It appears that a trend of unethical, illegal and dangerous behavior which has become synonymous with Robert S. Mann continues.

It has come to light that Mr. Mann allegedly engaged in attempts to bribe Federal Agents for the purpose of assisting foreign clients in the performance illegal tracking activities. According to sources Mr. Mann approached an investigator under his employ and directed him to offer money to a U.S. Immigrations and Customs Enforcement official in exchange for identifying and tracking passport data belonging to a person inside the United States. The tracking operation was in fact initiated by a (wincor) client located in China who by all accounts was a Chinese citizen, and possibly an agent of the Chinese government.

In the United States, bribery of a government official is illegal. This in combination with an attempt to aid a foreign government (much less a communist state) in uncovering information deemed classified by the US, could reasonably be categorized as treason or espionage. Making these allegations all the more troubling is the fact that past clients of Worldwide Intelligence Network have included members of radical, Middle Eastern political entities.

Robert Mann seems to show a clear disregard for the law, professional ethics, and the public interest. This combined the above allegations, a list of clients from countries which cannot operate openly within the US, present a reasonable basis from which to question whether or not Robert Mann is engaged in activity which breaches United States Federal Law.

A con "Mann" & his company

Worldwide Intelligence Network Corp. (www.wincor.com), is a company owned by Robert Mann, operating under the pretense of a sophisticated investigations company, comprised of retired Federal Agents, and which allegedly conducts operations all over the world. Being that the company seems to have no permanent employees except Mr. Mann himself, and a receptionist, the advertising done by Mr. Mann's company appears misleading. His pseudo organization is made up of subcontractors which he contacts upon acquisition of a case, most of which do not regularly work with the company.

If this information is accurate, Robert Mann and The Worldwide Intelligence Network are misleading consumers, and misrepresenting the company as something it is not. The effective result of this behavior would be to defraud each person who contracts their services. Thus, investigations performed through Mr. Mann and his company would not only be unethical by nature, but seemingly impaired by a drive for profit over a quest for quality results.

In addition to all of this, many consumers and investigators alike, report having experienced a pattern of deceit during the course of investigations performed by Worldwide Intelligence Network. Mr. Mann seems to have displayed a lack of integrity pervasive enough to make itself widely known, both on the internet and through word of mouth. One doesn't have to search too far to find someone who has had negative experiences with him.

Potential customers should be warned to reconsider hiring Mr. Mann or his company. There is an overwhelming and growing consensus among investigators and former clients that Mr. Mann is unethical not only in terms of promotional misrepresentation but also in the way that he manipulates consumers and investigators who come into contact with him. Based on all of this, it is advisable not to hire Robert Mann or his company for your investigations needs.

Investigators who come into contact with Mr. Mann should also take caution at signing on to work for him. Though he has thus far retained his license to conduct investigations, it is important that those who provide professional investigative and security services to stay apprised of organizations and people like Robert Mann and the Worldwide Intelligence Network. Companies and people who engage in professional misconduct should be exposed in order to improve the pubic trust in professional investigations services.

Threats of violence made on behalf of Robert Mann and Wincor

This site received a message from an individual who has been the victim of a threat of violence. This particular threat referenced internet postings, though this person has never made posts here and says they've made no posts anywhere for over a year as a condition of a civil settlement. This threat can only be attributed to Robert Mann or one of his employees.

The victims of this threat have informed us that they submitted recordings of the threat to the Los Angeles Police Department, as well as making a report to the FBI. It is a federal offense to make calls, much less threats using "spoof" technology which leads back to a law enforcement agency or gives the victim the impression that the caller is law enforcement.

Making threats against a person and the well being of their family on behalf of Robert Mann is not only ill advised, it is illegal.

It seems likely that Robert Mann took some part in this activity himself or sanctioned it. This is suggested by the content of the threat which we've heard via mp3 technology and which we will post along with a written transcript once the victim and the LAPD grant us permission to do so.

Military Intelligence Operative?

The owner of Worldwide Intelligence Network, Inc., claims that he is a veteran of Military Intelligence, as reported in a variety of publications and as stated by him on television. According to the Office of Veterans Affairs, and The Military Personnel Records Center, Robert Mann has never served in any capacity with any branch of Military Intelligence or Special Operations. Mr. Mann also often implies that he was formerly an agent under employ of the Federal Government. This appears to be another fabrication invented in order to manipulate the confidence of consumers.

If you are a professional investigator consider that each of us affects the over all state of the profession by our demeanor, who we choose to work for, and the integrity with which we and they operate. In addition, it's important to recognize that should you choose to work for people or companies of questionable character or stature, even though you are aware of information impeaching their character, and their professional ethics - your reputation and good name are also in jeopardy.

What you are willing to accept in terms of treatment and integrity from an employer is the standard under which all investigators are destined to operate. In other words, if you are willing to work for a person like Robert Mann, accept his dishonesty, and the fact that he abuses subcontractors (even if he has not done so to you personally), then you indirectly contribute to the investigations industry being less than professional. You are in a sense giving people like Robert Mann a pass for the damage they do to the industry and your fellow investigators.

Consider not accepting assignment requests from Robert Mann or the Worldwide Intelligence Network.

Though there is no unified body to which investigators belong, such as a union or benefits organization we are each bound by an internal integrity that hopefully translates into being aware and personally responsible for maintaining the welfare of the industry. Therefore we should attempt to boycott people like Robert Mann, and send a message that there is a standard of conduct below which it is not acceptable to operate. We must have the tenacity to informally create our own "thin blue line."

New York State Licensing Board vs. Robert Mann

Robert Mann and the Worldwide Intelligence Network were entered on record as having mislead the New York State Licensing Board. As a result their license was suspended. Robert Mann and Worldwide Intelligence Network (wincor.com) deceived New York state officials, ignoring their findings until forced to do otherwise.

This is old news (1997) but it's worth noting:

DECISION -against-

ROBERT MANN, WORLDWIDE INTELLIGENCE NETWORK / Respondent.

The above noted matter came on for hearing before the undersigned, Roger Schneier, on April 15, 1997 at the office of the Department of State located at 270 Broadway, New York, New York.

The respondent, of 104 First Avenue, Suite 231, New York, New York 10022, did not appear. The complainant was represented by Assistant Litigation Counsel Scott L. NeJame, Esq.

COMPLAINT

The complaint alleges that the respondent has operated a private investigator business from a mail drop and not an office, in violation of 19 NYCRR 170.5, and failed to respond to the Department of State's requests for information, in violation of General Business Law (GBL) §73.

FINDINGS OF FACT

* Notice of hearing together with a copy of the complaint was served on the respondent by certified mail delivered on March 17, 1997.

1) Since March 28, 1996 Worldwide Intelligence Network (hereinafter "Worldwide") has been licensed as a private investigator with the respondent as its qualifying officer, and with a business address of 1040 1st Avenue, Suite 231, New York, New York 10022.

2) According to a letter which was telefaxed by the respondent to the tribunal on April 30, 1997, Worldwide's actual office is located at 10635 Santa Monica Blvd., Suite 100, Los Angeles, CA 90025.

3) On May 28, 1996 License Investigator John Grimes visited the respondent's office address. The premises were occupied by a Mail Boxes ETC USA store. Investigator Grimes then proceeded to the main entrance of the building, which has an address of 400 East 57th Street, and ascertained that the was no sign or other public notice that Worldwide was operating at that location (State's Ex.

4) On May 29, 1996 Investigator Grimes wrote to the respondent and asked him to telephone him regarding the functioning of his business before June 10, 1996. No response was received. He wrote to the respondent again on June 17, 1996, pointing out that pursuant to GBL §73 the respondent had an obligation to reply, and requesting a reply by no later than June 27, 1996 (State's Ex. 5). Again, the respondent failed to reply. On two other occasions Investigator Grimes left messages for the respondent at the number listed with NYNEX for Worldwide. Those calls were also not responded to.

OPINION AND CONCLUSIONS OF LAW:

I - Pursuant 19 NYCRR 170.5, a licensed private investigator is required to maintain an actual place of business within New York State in which employee and business records for any licensed activities within this state are maintained. The respondent, however, has used a mail drop as Worldwide's New York office (.1) He has, therefore, violated that regulation.

II - GBL §73[1] provides that every licensed private investigator is required to respond to requests received from the Department of State for information concerning his, their, or its business, and that failure to do so is grounds for the imposition of disciplinary sanctions. On four separate occasions the respondent was requested to contact the complainant's investigator to provide information about his New York operations. The respondent ignored each of those requests, thereby violating GBL §73[1].

III - Subsequent to the hearing the tribunal received a telefaxed letter from the respondent. In that letter he stated that on March 27, 1997 he had reached an agreement with Richard Drew, a representative of the complainant to settle the matter through the payment of a $500.00 fine before April 15, 1997 (the date of the hearing). However, the respondent's check for the fine, dated April 16, 1997, was not, as he admits in his letter, (-3-) received until April 22, 1997. I take official notice that the check has since been returned to the respondent. The respondent does not contend that he was told that the hearing would not go forward on April 15th. Rather, he says that he was under that impression, and that he did not recall reading in a letter from Mr. Drew that the hearing would go forward if the check did not arrive by April 15th (from which I draw the conclusion that the respondent has such a letter in his files which he has, since the date of the hearing, re-read). Frankly, based on the evidence in this case, it appears that the respondent has a problem with paying attention to his correspondence and telephone messages. Accordingly, the tribunal declines to restrict penalty to be imposed to that of the settlement by which the respondent did not abide.

DETERMINATION:

WHEREFORE, IT IS HEREBY DETERMINED THAT Robert Mann has violated General Business Law §73[1] and 19 NYCRR 170.5, and accordingly, pursuant to General Business Law §79, his license as qualifying officer of Worldwide Intelligence Network is suspended effective June 1, 1997 until such time as he shall have paid a fine of $750 to the Department of State and shall have submitted a change of address form along with proof satisfactory to the Department of State that he is maintaining an actual office which complies with the requirements of 19 NYCRR 170.5. He is directed to send his license certificate and pocket card or the fine, change of address form, and proof of a satisfactory office location to Thomas F. McGrath, Revenue Unit, Department of State, Division of Licensing Services, 84 Holland Avenue, Albany, NY 12208.
